Designing new public safety facilities calls for the balance of creating a community-based structure that provides security for the end-user while exhibiting a vision of civic pride. It’s a challenging process, and success requires both experience and a solid partnership.

BRW Architects has the background and depth of experience to address the issues and visually present the options so that a consensus can be achieved to align with the ultimate goals of the project. Richardson Police Department City of Richardson

Great design adapts to changing perspectives, and no building is a greater example of this than the new Police Department for the City of Richardson.

BRW and the City have worked together to create a facility that embraces the modern vision of police officers as guardians of contemporary society. The new facility provides an unprecedented opportunity to create a stronger connection between the Richardson Police force and the community they guard.

As part of the Richardson Public Safety Campus, which includes a Fire Station and 911|Dispatch, the 80,000 SF Police Department sits at the forefront of public view adjacent to the open green space just off Main Street. The building itself utilizes materials and architectural characteristics such as rough hewn stone, wood accents, oversized porches, and integrated ballistic glass to create a welcoming environment.

On the other hand, police station design requires attention to security. BRW collaborated with Richardson Police to create a structure that is tailored to the specific needs of a demanding job. Site organization separates the public from restricted patrol parking for secure access to the building. Uniquely designed clerestory windows flood the building interior with natural light without sacrificing safety. Police officers and staff can take advantage of the fitness center or spend some quiet time in a wellness room.

By designing a space that captures the delicate balance between transparency and safety, the Richardson Police Department begins a legacy of police station design that engages, protects, and instills pride for the city.

03 Evidence | Property

Evidence storage solutions are designed with the concerns and challenges of law enforcement in mind.

It is critical to maintain a secure chain of custody on all evidence. Once each piece of evidence is “bagged and tagged” and put into the system, it remains secure until retrieved by the proper personnel. It is important that your evidence storage solution keeps your mind at ease and evidence stored securely. Beyond short-term storage solutions, evidence often requires long-term storage. The use of mobile shelving can store twice as much evidence in the same space, maximizing operational efficiency.

BRW Architects coordinates evidence storage solutions for every phase of law enforcement. Short-term evidence lockers serve as a secure evidence drop-off compartment. Officers can securely deposit any type of evidence - refrigerated, drying or standard - day or night without managing keys or combinations or relying on an evidence technician.

Garland Police Property & Evidence Building Garland Police Department

Driven by the desire to elevate the Garland Police Department’s processing procedures, and to provide improved working conditions for staff, the new Garland Police Property & Evidence Building aims to be the industry’s new benchmark. Located on one of Garland’s most prominent thoroughfares as a stand-alone structure, the project presents an opportunity to integrate an often hidden component of a department’s operations into the fabric of the City as a new point of civic pride. The facade utilizes an innovative ultra-high performance concrete panel system to reference the strength and security of the building typology while simultaneously celebrating the delicacies of light and shadow, symbolic of the investigative process. The building’s form slides apart, a reference to the functionality of the high-density storage shelving that fills the interior. The welcoming sight of warm-toned natural limestone and terracotta-colored panels signifies the public entrance into the building.

Previously devoid of natural light, sunlight floods the interior of the new technician workspaces with windows providing continuous views to the outdoors. An outdoor trellis feature off of the break room provides a communal gathering space for staff to eat lunch or grab fresh air throughout their workday.

The Property & Evidence Vault is hardened to protect the irreplaceable assets inside. As the Department has outgrown their existing facility, multiple layers of future expansion planning have been incorporated into the design to ensure service to the Department, and Community can continue for decades to come.

04 Storm Shelters BRW Architects has completed design projects in compliance with the recently adopted code ordinances requiring storm shelters for all public safety buildings.

Storm Shelter Requirements The ICC 500-2014 storm shelters requirements are applicable to new buildings and additions. BRW Architects has collaborated closely with local municipalities and clients interpreting the newly adopted storm shelter requirements. A current project in our studio is designed to house 3,500 occupants in a single volume storm shelter. The following design components were included: • Two-hour fire separation • Signage identifying space as a storm shelter • Wall and roof opening compliant with missile impact testing requirements (resist a 15-lb 2x4 with a missile speed of • • • • • •

100 mph) Structural enclosure passes tornado missile impact testing requirements and 250 mph wind speed including concrete composite roof, supported by 12” fully ground concrete masonry unit walls MEP impact protection system designed for wind impact One toilet / lavatory per 500 people Automatic shut-off of gas lines Emergency lighting for minimum two-hour period Dedicated ventilation system: Ventilate 1 sf / 1000 sf of floor area

The ICC 500 requires an independent peer review, for Category IV, and for any other public use shelters with 50 or greater occupant load for building permit release. A contract with a third party, to be procured separately, to review and provide a sealed report stating the items reviewed and their compliance with ICC-500 was received and due at time of building permit application. The independent peer review applied to the following components of the design: • • • •

Private Conversations “The sanctity of a police locker room is a place embraced by police officers everywhere. It is a haven from haters, the misinformed, and others taking cheap shots at police and the noble work they perform. When law enforcement officers report for work and enter the locker room to prepare for their shift, the conversations can be deeply personal and private.“ Preparing for Duty “Uniform pants ascend into place, boot laces are cinched, and then Velcro from a Point-Blank vest is secured. Officers don body armor without much thought; it’s simply part of the uniform. But when you consider its’ purpose, it is quite sobering. Weatherford Public Safety Building City of Weatherford

The City of Weatherford’s new Public Safety building provides much-needed space, a modern policing environment, and best practices in security design for their growing community. The building is designed as a gateway to the City’s historic core and accommodates 911 dispatch, fire administration and improved space for evidence processing and storage. Its location across from the County Sheriff’s offices facilitates interaction between City and County law enforcement.

Officer wellness is a priority throughout. Regularly occupied spaces benefit from natural light and views to the outside. Fitness amenities include an indoor workout room, an outdoor fitness plaza, and a ¼-mile trail around the grounds.

Social and meditation courtyards address the need for personal connection as well as mental and spiritual wellness. Overhangs and porches at entry portals protect exterior spaces from the elements and provide shelter from the hot Texas sun.

The exterior use of natural building materials exhibits both strength and a connection to the community. A large multipurpose room is a prominent feature on the public side of the building. Located on the 2nd floor, it takes advantage of views to the Civic square and historic county courthouse beyond.

Building Hardening

Secure Community Network | New York 2019 website Target hardening or mitigation is a process wherein a building is made into a more difficult or less attractive target. It does not necessarily mean the construction of an impenetrable bunker, although this would be the extreme case of target hardening.

To stop a terrorist or physical attack on a building is very difficult; any building or site can be breached or destroyed. However, the more secure the building or site is and the better the building is designed to withstand an attack, the greater the odds are that the building will not be attacked or, if attacked, will suffer less damage.

Terrorists select sites based on their value as a target. Some high-value targets would be iconic commercial properties, symbolic government buildings or structures likely to inflict significant emotional or economic damage. A common method to evaluate terrorist threats is to analyze five factors: Existence Who is hostile to the assets, organization, or community of concern?

Capability What weapons have been used in carrying out past attacks?

Knowing the expected threat or hazard capability allows us to integrate that knowledge with specific building and site information by conducting a vulnerability assessment.

A vulnerability assessment is an in-depth analysis of building weaknesses and lack of redundancy to determine mitigations or corrective actions that can be designed or implemented to reduce vulnerabilities. The extent and depth of the analysis will depend upon the size and function of the building and organization.

Target hardening includes security considerations that are routinely provided including perimeter fencing, site lighting, parking and drop-off design that supports access and security considerations and landscape design.

The building interior must also be included in target hardening plans.

Consideration should be given to both interior and exterior gathering places. Public toilets should be in secured areas. Offices of essential officials should be placed so that the occupants cannot be seen from the street or public areas. Where possible the offices should face courtyards, internal sites, and controlled areas. Windows should be glazed. Staff should be used for security observations.

Other areas warranting target hardening include:

Targeting Do we know if an aggressor is performing surveillance on our buildings or buildings that have much in common with our organization’s?

Prosper Police Station & Dispatch Town of Prosper Police Department

The Town of Prosper constructed the first phase of its public safety campus on a 13-acre greenfield site. The Police headquarters building provides space needed for 5-7 years of department growth with plans to accommodate future additions as the town, and therefore the department, expands in the coming decades. The facility contains office space, a hardened dispatch space, a storm shelter, a public lobby and adequate storage for evidence and property.

Phase One of the project consists of a new Police Station and Dispatch facility, including a Public Lobby, Offices, Dispatch suite, Multi-purpose Room, Staff Break

Room, Showers, Lockers and Fitness Rooms, Quartermaster Suite, Property / Evidence vault and all the associated site development. The Town of Prosper has been experiencing dramatic growth in the last decade. This new Police Station adequately houses the department until 2030, at which time the Town may choose to expand the facility. This projection was based on current growth rates which can change at any time depending on unforeseen future events. Future phases may include Fire Administration, a Police Support Building, Police Station expansion, or Public Safety Training grounds. 911 Dispatch & Emergency Operations Centers (EOC)

BRW Architects understands that Dispatch, & 911 facilities are the heart of Public Safety Departments. Dedicated personnel maintain and direct the critical connection between first responders and citizens in need, 24/7/365. For this critical facility to operate successfully, careful planning and detailed programing in four key areas are essential.

Infrastructure for Communications

Healthy Workspace

Phone system, connectivity, tower, antennas, radios, cable, fiber optics, access flooring, clean power, server racks and surge protection are but a few items to discuss, plan and verify during programming.

The interior of these critical facilities are expected to cope with continuous 24 hour operations and intense situations while also providing the staff with a healthy and professional environment. Typical workspace considerations should include acoustic control, daylighting, ergonomic furniture, quiet room, breakroom / kitchen and single user restrooms with showers.

Safety and Resiliency As defined in the 2015 International Building Code, these buildings are Critical Structures and shall have ICC 500 Storm Shelters to protect their occupants. Access controls and secure employee parking areas should be considered to maintain uninterrupted operations. Redundant emergency power generation, battery powered UPS, and automatic transfer switch connections for trailer mounted gensets are all good solutions, but they require thoughtful and careful planning.

Low Maintenance and Flexible Spaces Design for a long life-cycle. Dispatch & 911 centers should be constructed of durable, low maintenance materials that can help reduce distractions and shutdowns due to construction repairs or replacements. Multi-use spaces can be repurposed as future conference rooms, offices, quiet rooms or console training rooms.

Life Safety Park & Emergency Operations Center City of Coppell

With a rapidly growing community and the ongoing planned development of Old Town Coppell, the Coppell Fire Department enlisted BRW Architects to design a new center for community safety and education. The City of Coppell Life Safety Park provides education to school children, families, and the general public regarding overall safety, fire procedures, severe weather and pedestrian caution. The facility covers a spectrum of public educational needs while going further to provide neighborhood amenities that enhance the adjacent Main Street development. The Life Safety Park’s proximity to the farmer’s market and Main Street development obliges a design that is attentive to the scale and aesthetic of historical Texas architecture.

The Safety facility was established to protect and serve the community by incorporating an Emergency Operations Center to operate in times of need. The site is centrally located, adjacent to utilities, and features fortified construction and generator power to ensure a command center capable of maintaining operations through unforeseen events. The program requirements were determined through community meetings, discussions, a site visit and touring a comparable facility in a neighboring community. The site plan, floor plans and elevations reflect the accommodations of the spatial and functional needs for education, administration, emergency command and community amenities.

09 Interview Rooms

Evidence Magazine | The Reid Institute articulates the value of your 21st century interview room: John E. Reid and Associates began developing interview and interrogation techniques in 1947, techniques which have continued to be recognized around the world. In fact, the Reid Technique of Interviewing® and Interrogation is now the most widely used approach to question subjects in the world. The content of our instructional material has continued to develop and change over the years.

In their article, Designing an Interview / Interrogation Room, Reid experts explain the following: “Ideally, an interview room should be placed away from reminders of what the suspect will face should he or she decide to tell the truth.

“Just as it is much more difficult for a person to tell the truth if his parent, spouse or supervisor is present, it is difficult for people to tell the truth when they can hear cell doors slam or know that the first people they will face once they leave the room will be co-workers. In a law enforcement setting, the interview room should be away from booking areas, holding cells and barred jail cells. In the private sector, the room should be removed from the employee’s work area.”

“Learning the truth from suspects, victims and witnesses is difficult enough without creating additional barriers within the room environment. The most important consideration is that the room should afford the subject privacy. Very simply, it is much easier to tell the truth to a single person than multiple individuals. Second, the environment should not remind the subject of the consequences awaiting him should he decide to tell the truth. After all, trying to avoid these consequences is what motivates the guilty subject’s deception.”

Dallas Northwest Police Station City of Dallas Police Department

Construction of the City of Dallas Northwest Police Station and Service Center is a unique collaboration between Southwest Airlines and the City of Dallas.

The project grew from Southwest Airlines’ need for additional hangar space at Love Field. The existing Police Station and Dallas Water Utilities occupied the best adjacent property for hangar expansion. BRW Architects, working with Southwest Airlines and the City of Dallas, developed a solution. Southwest Airlines would construct a new Police Station and Service Center on nearby cityowned property, if allowed to lease the existing site for hangar expansion. The new site had several challenges including a significant zoning change, extensive geotechnical investigation, and coordination of numerous utility easements.

An important program objective of the new 28,000 SF Police Station was to house Building Inspection offices and to provide significant expansion area for personnel and storage, while a critical Police Department goal was to develop new workstation standards to maximize office efficiency. The separate Dallas Water Utilities has an 11,000 SF office/warehouse with high-bay storage.

This construction is the first phase of a Master Plan developed by BRW Architects for relocation of the entire Northwest Service Center. A coordinated palette of building materials for this phase set the standard for future building designs. brwarch.com | 41

Multi-Purpose Spaces

BRW Architects’ diversity of practice has brought several opportunities for designing and developing multi-purpose spaces.

We may have the broadest range of portfolio in this area of practice. Our projects have an extensive range of scale, diversity, and typology of program. Many of our previous multi-purpose facilities have demanded a variety of functional requirements, adaptable furnishings, scale adaptability, integration of technology, and opportunity for transitioning into emergency operational modes.

LOCATION Star, TX SIZE 17,000 SF (Phase I) 5,400 SF (Phase II) COMPLETION 2013

Texas Game Warden Training Center Texas Parks & Wildlife

BRW Architects developed a Master Plan for three campuses on an existing 200acre ranch in Hamilton County, Texas. Phase 1 created a new Central campus consisting of three buildings around a central courtyard, these buildings include the Administration Headquarters, an Education facility with Lecture Hall, Classrooms and an Armory, and the Physical Training Center complete with a Gymnasium, Locker Rooms and Showers. A future indoor Water Rescue Training Pool will complete the Central campus in later phases.

In Phase II, BRW designed and completed construction administration on the new Maintenance facility for the TPW fleet services. A facility that provides service bays for not only trucks and cars owned and operated by TPW, but also heavy equipment, four-wheeled ATV, boats and trailers. Within this phase of the master plan, the first of two residences for the Director of the GWTC was constructed and currently provides a three-bedroom living environment for the Major and his family.

In the Phase III project, future West campus renovations will improve living, sleeping, health care, recreation facilities. Other elements to be added on the East campus will be outdoor facilities serving an Emergency Vehicle Driving Course and outdoor rifle and handgun shooting ranges. A second single-family residence and a jogging track are also master planned.

Buildings and outdoor hardscaping use materials such as native stone, cedar siding, and exposed wood structure that echo the beauty of the natural environment. A decomposed granite path with new trees connects the West and Central campuses. Areas disturbed by construction were restored with native vegetation. Landscaping becomes more structured as it approaches the Central campus courtyard. Rainwater collection from the Administration Building is collected for a drip irrigation system for trees and the courtyard.

Critical Data & Communication Centers

BRW has 37 years of experience providing solutions for critical data and communications centers. The complex aspects of building the ‘brain’ of the structure’s core for data collection and processing is a vital part of a public safety facility’s development and implementation. Without the knowledge and experience of critical mission facilities, a police facility design would fail.

Our team is focused on the details; the security layers of critical data storage and computer network infrastructure. The community served by this facility depends on systems that do not fail, that have layers of backup and redundancy, are flexible and can accommodate future expansion, and provide continual operational efficiency.

Equally important are rooms in the program that land in the category of support spaces. These spaces can be some of the most technically diverse and challenging spaces to design and are critical to the operational needs of the facility. In BRW’s public safety practice we have provided a huge diversity of solutions for portions of the program that include vital aspects of safety, security, and organizational control. Typically, the most unique elements of the facility address the specific aspects of the functions, equipment needs or operational requirements of the department. Firearms Training

The design of state-of-the-art firearms training facilities requires expertise in a number of elements including ballistic security, acoustics, durability, environmental controls, and lighting. To achieve law enforcement agency goals for realistic training in a controlled environment, firing ranges have to provide optimum flexibility, while maintaining maximum safety and security. BRW Architects has over 30 years of experience in firing range design of indoor and outdoor facilities for law enforcement and military clients. The breadth of BRW-designed ranges and support spaces include outdoor live-fire ranges (baffled and unbaffled with appropriate surface danger zones) and indoor live-fire ranges with controlled environments (ventilation, lighting and ballistic security). Situational training ranges to support use of simunitions weapons and virtual reality training simulation systems provide a immersive, near real-world training experience - repeatable and trainable. The health of your staff has never been as important as it is today. The buildings we occupy have profound effects on our physical and mental well-being. BRW believes we have the responsibility to design facilities to not only protect us from getting sick but promote practices that keep us well and help us to perform at our best.

Physical inactivity and sedentary behavior have been linked to many health risks and our buildings can combat this by encouraging movement throughout the day: • • • •

A beautiful staircase with daylight can encourage its use rather than the elevator.

Sit-stand desk provide options that discourage sedentary behavior.

An outdoor plaza with seating and landscape can serve as a walkable destination.

Stressful jobs can have adverse health consequences and behaviors such as anxiety, depression, and substance abuse.

Implementation of specific design strategies can promote mental health and relieve stress: • Natural daylight maintains healthy circadian systems which improve cognitive functions.

Sustainability

Our sustainable goals are direct and simple. We want to create spaces that are healthy for the environment, its occupants, and future generations. We understand that every project begins with the simplest approach. Provide a strong thermal envelope with high R-values at the roof and walls, provide efficient glazing, locate the building appropriately according to site constraints and solar orientation, and include high efficiency HVAC and plumbing systems. These items are a given on every BRW project. It’s after these elements are achieved that other sustainable strategies items can be considered and integrated into the project, such as renewable energy via solar panels or wind power, use of geothermal technology, solar water heating and rainwater harvesting. Our task to is to hear you, understand your goals and priorities, and be honest when a solution may not be feasible. And when a solution isn’t feasible it’s our job to provide an alternate solution that won’t compromise the original goals of the project set forth at the beginning.
