It’s Easy to Own a Gun in Biancoland

T

here was nearly a 64% year over year jump in the purchase of firearms in 2020. This represents the purchase of nearly 23 million weapons in a single year.

Not surprisingly, the former card-carrying member of the Oath Keepers and Riverside County’s Constitutional Sheriff extraordinaire, Chad Bianco, has done his part to add to the exploding number of gun owners and concealed weapon carriers in the County.

During a recent sit down with CRAPTV, although he took time to address the Oath Keepers’ controversy and other subjects, Bianco also bragged extensively about how he has accelerated the process for weapons’ permits in the county.

To say accelerated the process would be an

against the second amendment, but an argument for thoughtful consideration of the dangers of an overly armed community—something the sheriff might be capable of doing if he thought more about the safety of all the members of Riverside County than he does about his own political posturing.

This should be a primary consideration as political uncertainty continues to reign, conflict over COVID-19 mandates persist, and despite economic progress after a disastrous 2020, growing concerns over inflation are serving to add more uncertainty to an already weary public.

When these concerns are coupled with a group of right-wing extremists who continue to spread falsehoods about the election, attempted to topple the American government on January 6, are

- Stewart Stafford understatement. The number of permits has exploded in the county from about 4,400 when Bianco took office to about 16,000 today. That’s an increase of nearly 364%.

Beyond bragging about the 16,000 permits, Bianco boasted how his department has about two thousand additional applications pending. “We can get you processed in two weeks,” he boasted as if approving these permits are at the top of his priority list.

I guess Bianco is turning to the second amendment to change the subject from his affiliation with the Oath Keepers, but his love of weapons’ permits is not an aberration for him because it is not too far from the second amendment clinging philosophy of the Oath Keepers and other extremist organizations like them.

During the interview, Bianco was quick to slander the county’s former sheriff by claiming , “Their direction was to only handle so many a day, to intimidate people from applying, to keep numbers down.” But in Biancoland, “If you want a permit and you are not permitted from having one-you should,” he seemed to encourage.

fighting against all efforts to contain the virus, and have pledged their fealty to a golden—I mean—a bloated-red-faced-idol--a gun toting society is certainly reason for concern.

In no way, however, do I mean to infer that all weapon(s)’ owners and/or permit applicants in the county are extremists—I know they are not. Nor is it my intent to disparage gun owners. I raise this issue merely as a concerned citizen and out of an abundance of caution because we have seen gun sales skyrocket across the country and these are truly dangerous times.

I raise this issue because, as reported by Reuters in April, there were 120 guns for every 100 Americans. That is unnerving in and of itself. What is more interesting though, is a PEW research report in September which shows only four in ten U.S. adults say they live in a household where someone owns a gun, and this includes the 30% who say they personally own one. So, who is hoarding all of the weapons in this country and why?

The ​​California 100 Initiative Looks to Shape the State’s Future Drew Naté | Staff

T

he State of California is launching California 100, an ambitious, statewide initiative aimed at envisioning and shaping the state for the next hundred years.

Its goal is to identify and uplift transformative ideas, people, and projects that can help accelerate progress towards a shared vision of the future.

The initiative will provide research awards enabling institutions across the state to evaluate the current facts, origins, and future trends for thirteen issue areas and how they can affect California in the coming century.

The thirteen areas of focus include: Advanced technology and basic research; Arts, culture, and entertainment; Education; economic mobility, inequality, and workforce; Energy, environment, and natural resources; Federalism and foreign policy; Fiscal reform; Governance, media, and civil society; Health and wellness; Housing and community development; Immigrant integration; Public safety and criminal justice reform; and Transportation and urban planning.

The state has selected 26 commissioners to work as a task force to move the California100 initiative forward.

California 100 Commissioner, Damon Packwood Damon Packwood, who serves as the initiative’s commissioner for the arts, culture, and entertainment section, is also co-founder and executive director of Gameheads, an Oakland tech training program that teaches game development to low-income students of color.

Packwood spoke recently with the Black Voice News and IE Voice to give insight on what Californians can expect from this initiative.

Fighting for Environmental Equity

o get ahead of the final draft release of the state’s zero-emission vehicle rule expected in the coming weeks, leading environmental justice advocates participated in a virtual roundtable discussion on Tuesday, November 9, to escalate their demand that the California Air Resources Board (CARB) adopt more stringent zero-emission vehicle policies to achieve climate and environmental justice.

In September 2020, California Governor Gavin Newsom signed an Executive Order requiring zero emissions for all new light-duty passenger vehicles by 2035. The California Air Resources Board is charged with putting regulations in place in compliance with the order.

As CARB prepares to release the final draft of the new rules, environmental justice advocates remain concerned that the new rules will be strong enough to adequately address systemic inequities resulting from disproportionate exposure to tailpipe pollution and the impacts of climate change that plague low-income communities of color across the state. This includes the inland region that is known to have some of the worst air quality in the nation.

Senior Engineer, Union of Concerned Scientists, Dave Reichmuth argued, “We are experiencing wildfires and other climate disasters that show us that we need to make an urgent change. We do not have time to wait for the transition to zero-emission vehicles to happen; the time is now. The Advanced Clean Cars Program is just one piece of the solution, and it must be stronger because it will underlie a lot of the State efforts moving forward.”

Roman Partida-Lopez, Legal Counsel for Transportation Equity at the Greenlining Institute stated, “The state of California has made investments to improve on the benefits that are going to low-income communities, but this is not enough.”

Lopez continued, “The Advanced Clean Cars II is the second stage that presents an opportunity to center equity and accessibility for all households. CARB must develop a stringent policy and incentive programs that prioritize equity and push the boundaries for how we address climate change to ensure that low-income households receive direct investments and access.”

COVID-19 Vaccine Mandates for Employers: A Strong Defense in Fight Against Coronavirus

wo major vaccination policies announced by President Joe Biden on November 4, will strengthen the fight against COVID-19 despite continued, loud resistance from the right.

“Any elected Republican not standing against vax mandates is in bed with some donor special interest and every single one of them deserve to be called out, primaried, defeated and unseated,” posted inland resident Tomi Lahren to twitter. “I’ll do everything in my power to make sure that happens. Let’s go Brandon.”

The phrase, Let’s go Brandon, is a euphemism used by those on the far right meant as an expletive insult to the president.

Their insults and resistance, however, has not slowed presidential efforts to curtail and control the deadly coronavirus and the recent national vaccination rate shows the president’s focus on this issue continues to yield results. When he took office in January, less than one percent of the nation’s adults were vaccinated compared to 70% who are fully vaccinated today. Last Thursday, Biden took another assertive step to further increase vaccination rates nationwide.

Under these newly announced Occupation and Safety Health Administration (OSHA), and Centers for Medicare and Medicaid Services (CMS) rules, more than two-thirds of all workers in America are covered by vaccination guidelines.

The two new policies are expected to drive even more progress in the fight against the pandemic, “and result in millions of Americans getting vaccinated, protecting workers, preventing hospitalization, saving lives, and strengthening the economy,” the administration highlighted in a White House press release.

History of vaccination mandates A report by the administration detailed the history of mandatory vaccinations in America dating back to 1777, when George Washington ordered small pox inoculations for all soldiers under his command.

The report cites several other examples of vaccine directives including a contemporary experience in California between 2017 and 2019 where continued on page 8

some counties introduced flu vaccination requirements for all workers in licensed health care facilities while other counties did not. A study compared health outcomes in counties before and after they adopted these requirements compared to counties in the state with no requirements over the same period.

The study ultimately determined the counties with flu vaccine requirements increased the vaccination rate of health care workers by 10 percentage points, from 74% to 84%, and reduced the number of inpatient influenza diagnoses by 20%.

Domestic Violence or Homeless...Too Often It’s Not a Choice Katie Licari | Black Voice News

omestic violence was a factor in the situations of 9% of homeless people interviewed in Riverside County during the January 2020 Point-in-Time Count, the national survey measuring homelessness in the U.S. The survey’s definition of homelessness is broad and not only includes people living on the streets, but also, individuals who are without permanent housing, such as those living in shelters, in motels or in cars.

State Senator Susan Rubio (D-Baldwin Park), a self-described domestic violence survivor, is looking to address with her bill SB 678, the Unaccompanied Women Experiencing Homelessness Act of 2021, programs “specifically [designed] to help these survivors not fall through the cracks,” she said in an emailed response.

“Women who are on their own and unhoused face unique challenges. Many of these women are suffering homelessness because of domestic violence or previous trauma,” said Rubio.

A report by the Department of Health and Human Services in 2016, found 38% of all domestic violence victims become homeless at some point in their lives.

The Inland Region The number of unhoused people in San Bernardino and Riverside counties increased as much as 20% in some areas between 2019 and 2020, according to Point-in-Time Count data.

California overall saw a 28% increase in the homeless population.

In Riverside County, 9% of homeless people interviewed in the 2020 count said domestic violence was a contributing factor to their unhoused status.

“Oftentimes, women are [economically] dependent on a partner, and so they will remain in an abusive housing situation because they can’t afford to live on their own,” said Tunisia Owens, the policy and advocacy manager at the Family Violence Law Center.

Women Act, said Owens, there is a shortage in data about homeless people experiencing domestic and intimate partner violence.

According to the U.S. Housing and Urban Development Department, unaccompanied women make up nearly 30% of the adult homeless population nationwide. These women are not eligible for family-oriented services living in family shelters.

“Domestic and intimate partner violencerelated homelessness looks different,” said Owens. “A lot of women’s homelessness is invisible because they are living in their cars and stretching their money to stay in motels.”

HUD’s Point-in-Time Count, the federal standard for measuring homelessness in the U.S., is most likely an underrepresentation of the data, said Owens. She said this stems from the different dynamics of women experiencing homelessness.

Violence Against Women Act Because of language in the Violence Against

A Lack of Housing and Shelter Options In San Bernardino and Riverside counties,

the unsheltered population increased in 2020 as much as 24% in some areas. Sgt. Celeste Neiman, an officer with the Riverside Police Department’s domestic violence unit, said the lack of housing and shelter options is just one of the ways domestic violence impacts the homeless population in the Inland Empire.

“For many survivors of abuse, choosing to leave means that they have to start from ground zero to build up their independence and financial stability,” said Neiman.

In 2020, the most recent year data is available from HUD, there were 201 beds set aside for domestic violence victims in San Bernardino and Riverside counties. The beds in San Bernardino County were 94% full.

According to Owens, many shelters around the state had to decrease their bed availability and implement other measures, such as quarantining at a motel, to minimize the spread of COVID-19. continued on page 16

Homeless in the Shadow of Veterans Day Phyllis Kimber-Wilcox | Staff “

e honor our veterans,” is a mantra repeated again and again every Veterans Day in America and yet nearly 40,000 veterans remain unhoused across the country.

While in recent years there has been a decreasing need for homeless veterans services, most of the decrease in need can be attributed to increased funding to not only address their needs but to do so in a way that includes the idea of providing housing first.

The housing first model emphasizes housing homeless veterans as a priority and then addressing other issues such as counseling, substance abuse, and unemployment which contribute to homelessness once they are housed. While this model has proved to be effective, there are many veterans who still need support.

The continuing need Key findings in a report issued by the California Department of Housing and Human Development (CDHH), the agency responsible for Project Home Key, a program designed to immediately house the homeless during the early days of the pandemic, suggests that mistakes were made which may have impacted how quickly services could be provided to the homeless population.

The Department of Housing and Urban Development (HUD) created Continuums of Care or COC's. COC's are composed of what the agency describes as “a wide-range of representatives from public and private entities that include civic groups, educational institutions, faith-based organizations, health and mental health care providers, local government, and non-profit agencies.

These organizations are responsible for promoting and implementing evidence-based, best, promising, and emerging practices for both preventing and bringing an end to homelessness.

However, the CDHH report highlighted how COC's were impeded in their efforts due

to their inability to access government funding in a timely manner. This caused delays in the provision of services to homeless populations.

Help is available There are several programs and organizations which offer assistance to homeless veterans.

Many nonprofits like the Volunteers of America (VOA) for example, offer case management services and ways of connecting veterans with the help they need.

In another example, the Riverside County Sheriff's Department has teamed with Project Touch. Part of its mission is to end homelessness in the Temecula Valley region by providing services to the homeless in the area. In a recent interview Riverside County Sheriff Chad Bianco stated in his recent RSO podcast, “As a deputy in a patrol car when you find that [homeless] person...I don't want to say you get excited because we obviously feel for people that are like that, but we know this person needs

help and we are going to be able to help them.”

At times, those situations, those encounters happen in the middle of the night when county businesses, county buildings, county offices, other than the Sheriff's Department, are not open in the middle of the night.

Due to these circumstances, according to Bianco, “[A] lot of times we're stuck with what we can do and how we can help that person. We've seen some things I like on social media where deputies are temporarily paying for hotel rooms for someone to stay overnight or something but a lot of times that's not an option there's nothing after that first day.”

Riverside County and Project Touch One of the programs the Riverside County Sheriff’s Department looks to regarding homelessness in the Temecula area is Project Touch.

Recent concerns over safety of the veterans who live there have grown due to recent deaths that have occurred at the campsite.

Some of the veterans from Veterans Row were moved directly on to the campus of the West Los Angeles VA, where they are being provided with basic necessities and services, while others are being sheltered in Inglewood by the nonprofit organization USVETS.

The mission of USVETS is to end homelessness for those who have served their country. According to its website, “[The streets] are simply no place for veterans; no place for the many men and women who volunteered, giving of themselves and their youth, to protect our great freedoms."

Point in Time According to the 2020 point in time survey which measures the number of homeless people in an area on a single night in January, there were 3,125 homeless people in San Bernardino County of which 234were veterans, and 2,155 homeless people in Riverside County of which 233 veterans.

One of the best ways to obtain assistance for a veteran struggling with homelessness is through the Department of Veteran Affairs.

Homeless veterans in some areas are in crisis On Monday, November 1st, an area known as Veterans Row, an encampment of homeless Vets in Los Angeles, was disbanded. Veterans Affairs Secretary Denis McDonough, who visited the site, declared the conditions he found there were "unacceptable."

At the conclusion of his visit McDonough agreed to help find housing for veterans who were encamped at the West Los Angeles site elsewhere by the end of November.

There is help available For veterans in need of rental assistance, the Department of Housing and Urban Development VA Supportive Housing program HUD-VASH can offer rental assistance as well as needed supportive resources.

Veterans who may be in immediate need of housing services can seek support through the National Call Center for Homeless Veterans at (877) 4AID-VET (877-424-3838). In addition, the US Department of Veterans Affairs offers assistance through Community Resource and Referral Centers or CRRC's which provide information about the options available for veterans.

The Department of Veterans Affairs also offers grant assistance through its VA grant and per diem program as funding permits to community agencies providing services to Veterans experiencing homelessness.

Rural Telehealth Provides Access to Healthcare for CA Veterans in Rural Communities Steve Manos | Special to Black Voice News

OVID-19 has continued to dominate our lives and the news cycle in California over the past year, and understandably so.

The state’s first case was confirmed more than 500 days ago, starting us on a long road of social distancing, stay-at-home orders, and heartbreaking stories of strained hospitals.

Since the start of the pandemic, we’ve been one of the hardest-hit states, and we’re only recently beginning to see a light in the distance, as vaccinations become widely available.

However, there’s another healthcare crisis looming that could compromise Californians’ ability to get even basic care—a doctor shortage.

In 2017, the University of California San Francisco released a study anticipating that demand for primary care providers in our state would outpace supply by 2030, a problem whose urgency has grown with the COVID-19 pandemic.

It’s a problem that’s notably large in rural areas. After an already long and difficult winter season, rural areas of California now account for some of the highest COVID-19 infection rates in the entire state. With fewer physicians available to serve the millions of rural Californians, there are real questions about our ability not just to effectively reach patients now, but even after the pandemic has well and truly passed.

Veterans are particularly susceptible to the disparities affecting healthcare in rural California. According to the Census Bureau, veterans are more likely than nonveterans to live in rural parts of the state, meaning they end up suffering more than other groups when rural areas can’t access the care that they need.

We need lawmakers to outline ways to address this growing problem, and thankfully some government agencies are teaming up with private companies to show what we can do.

Potential solutions For example, the Department of Veterans Affairs (VA) has recently been improving telehealth options for rural veterans who don’t

necessarily live near a VA hospital by working with the American Legion, Veterans of Foreign Wars (VFW), and Philips North America on a program called Accessing Telehealth through Local Area Stations (ATLAS).

The program established sites at local American Legion and VFW posts, meaning that veterans who live in rural parts of California don’t have to travel countless hours for routine visits to the doctor or other basic medical needs.

There’s a station located in Los Banos, which is helping to alleviate the burden that results from the recent doctor shortages in the state, while still making healthcare more accessible in regions most heavily affected by the shortages.

Collaboration between the government and private companies will be a powerful tool as we address the broader health disparities that affect veterans, rural communities, and other groups that suffer from disparities in access to healthcare. I hope that California lawmakers will recognize that and work to make more

partnerships like this possible.

We’ve already seen that California’s lawmakers are ready to lead on these issues.

Just last year, for example, Representative Mark Takano backed legislation to make online treatment more accessible to veterans. Now, given his influence as chairman of the House Veterans Affairs Committee, I’m confident he sees how much private-public partnerships are helping to address California’s healthcare disparities and gets behind future efforts to make more of those partnerships possible.

In fighting the COVID-19 pandemic, we’ve gotten a glimpse of some of the bigger disparities that make healthcare difficult for Californians to get, and these are lessons that lawmakers should take to heart. Moving forward, we will need targeted solutions that bring private companies and the government closer together to overcome our state’s biggest obstacles.

My meeting with General Colin Powell

eginning in the 1990’s, the Black Voice News paid a fundraising membership to the University of Riverside during a time when the school held annual highlevel events in Indian Wells.

To be in the room, sit at the table, and be able to ask questions of these high-profile leaders, you had to pay the expensive membership fee.

My wife and I discussed the membership and determined as publishers of the Black Voice News; it was well worth it. . . If you want to be the boss and be in the room—then you must pay the cost.

In December 1994, I attended an event featuring General Colin Powell. Just to give you an idea of who attended the dinner but were not in the room to ask General Powell questions that evening were people like President Gerald and Mrs. Betty Ford, Ambassador Mr. and Mrs. Walter Annenberg, Israeli Ambassador Itamar Rabinovich, Mr. and Mrs. Bob Hope, Chancellor Raymond Orbach of the University of Riverside, Dr. Francis Carney, Professor Emeritus of UCR, Senator David Kelley, Inland Empire businessman Ted Dutton, and a host of other regional policy makers.

The topic of discussion was, “The World in Transition—The Appropriate Role of the Military”. My question to General Powell was, “Why do African Americans feel that a double standard is applied to persons wanting to enter this country? Keeping them out at the Mexican border and letting them in at the Canadian border?” Additionally, “Why do we welcome Cubans and send Haitians back?”

His response was two-fold. First, he answered that Canadians did not want to come here, and the Mexicans did, therefore there was a different policy to address the situation. And, regarding the policy question about Cuba and Haiti, he explained how the relationship with Cuba had

long been established and if there was different treatment, it was because of that.

General Powell did approach me after the discussion and said they were good questions of which I knew the answers, but it could not be spoken out loud in public to a crowd like that because it would take some time to convince stakeholders to change their minds.

By me being the only Black person and a newspaper publisher at that, he wanted to know how I got in the room and was able to sit at the table. In other words, he wanted to know who I was.

I must give credit to my friend Jim Erickson who was a vice-chancellor at UCR in charge of development who convinced me that my money would be well spent. We have benefited ten times over from the contacts and relationships started from those events at UCR. After meeting General Powell and listening to him speak, I can understand why people are in awe of him.

I am glad to have had the opportunity to meet him. May he rest in peace. The world is a better place because of him.

It is important to note last year’s count was conducted before the global pandemic took hold in March. California had the highest unsheltered population at 70%. “[Unsheltered women] are in a dangerous position,” said Owens. “There are no doors to lock on a tent so someone can come and take your belongings or sexually assault you.”

Owens says there are some steps that counties can take to protect homeless survivors.

“Counties need to tap into health budgets and resources to really meet families before they hit a crisis.” Mental health counseling and substance abuse treatment in addition to increasing access to affordable housing are interventions counties could put in place, she added.

“Domestic violence victims who don’t have resources are especially vulnerable. They either have to stay in an abusive relationship or become

unhoused. That’s not a choice,” said Rubio. “We need to do better.”

Judging from social media posts, just as the president is determined to defeat COVID, there are those in the inland region and elsewhere who continue to disagree with his approach.

I think we can all agree that Riverside County needs a lot of things--good paying jobs, housing, an end to homelessness, etc.

I also think most of us will agree, one thing the county does not need is a group of vigilantes taking things into their own hands. We’ve seen what happens when these scenarios have unfolded in other places around the country. Just ask the families of Trayvon Martin or Ahmaud Arbery; or the families of the victims of Mr. Kyle Rittenhouse including Anthony Huber and Joseph Rosenbaum who were killed, and Gaige Grosskreutz who was seriously injured.

This seems like the type of media outlet Bianco would gravitate to as a way to soothe his bruised and outsized ego. This was certainly affirmed by the fawning of the host who sang Bianco’s praises referring to him as, “the constitutional sheriff of everything in Riverside County.”

Bianco noted during the interview that, “Lawabiding citizens don’t commit crimes.” Well, that statement was certainly a blinding flash of the obvious. Of course, law abiding citizens do not commit crimes. If they did, they would not be law abiding. Duh! This is the kind of thought-less wisdom we’ve grown to expect from this sheriff.

The enthusiasm Bianco expressed during the interview over his department’s wildly exploding approval of weapons’ permits in Riverside County makes him appear tone death to the tensions that are continuously being fueled by right wing extremists—groups both the FBI and CIA have identified as extremely dangerous--and that are being sanctioned by Republican Party officials who now represent a party without a moral compass or core. But then again, this is who Bianco is. This is what he believes. This is how he runs the sheriff’s department. And, this is just one more reason he must be voted out in 2022.

Of course, this is just my opinion. I’m keeping it real.
