Vote! rose to the heavens as mournful prayers Saturday evening when hundreds gathered for a candle-light vigil in the wake of another mass shooting this time in Pittsburg, PA. The attack left 11 people dead and six others injured when a gunman opened fire during Shabbat services at the Tree of Life Temple in a small Jewish community in Pittsburg. The killer entered the synagogue with an assault rifle and three handguns intent on destruction. He allegedly shouted, “All Jews must die.”

The mournful events of last week that ended with the massacre in Pittsburg actually began with several mail bombs being sent to political officials, philanthropists who support the agenda of Democrats and media outlets, then Americans bore witness to another gunman, this time in Kentucky, who, after being prevented from entering a Black church to wreak havoc, decided to shoot and kill two Blacks who were shopping in a nearby market instead—merely because they were Black. It was a week that brought many in the nation to their knees while others acted as if it was all by chance.

In the wake of such mounting tragedies, apologist who still cling to thinly veiled attempts to cover for a president that spews hate for his own self-aggrandizement, last week had their covers pulled. Those who cling to Trump’s ideology claiming they only support his policies while excusing his behavior and debased rhetoric are as morally bankrupt as the leader they choose to support.

It is beyond time to stop enabling hatred. Those who gathered in Pittsburg Saturday evening and called to the heavens for their fellow Americans to go to the polls and vote, were exactly right.

Americans who believe in the sanctity of life, who believe that every human being has the right to live with dignity, who believe that all people are created equal—you have a moral responsibility, a civic obligation to vote and change the current direction of this nation.

True citizens must refuse to continue walking in “locked step in fear and ignorance” pretending what the nation is now experiencing is some sort of benign aberration—it is not.

Whether it is women, Hispanics, Muslims, the LGBTQ community, African Americans, members of the press, political opponents or Jewish worshippers at Shabbat, everyone who is not white and/ or does not rally behind the president, his party enablers and their wayward supporters are at risk. Last week’s tragedies provided abundant evidence of what the future may hold. Since Trump’s election when the Republican Party gained total control of the nation’s government, many have cautioned again and again, “Watch what they do, not what they say.”

To stress this is the most important election in recent history might sound cliché because it’s been said repeatedly during recent election cycles, but this time it is truer than it’s ever been. No one can afford to sit out, lay out, back out, pray out, ignore or refuse to participate—on November 6 every vote will count!

As a nation, we must take heed to the words of caution offered for posterity by the German Lutheran Pastor, Martin Niemöller, “First they came for the socialists, and I did not speak out— because I was not a socialist. Then they came for the trade unionists, and I did not speak out— because I was not a trade unionist. Then they came for the Jews, and I did not speak out—because I was not a Jew. Then they came for me—and there was not one left to speak for me.”

As those who held the vigil in Pittsburg, PA, Saturday night implored, I encourage everyone to Vote! Vote! Vote! Of course, this is just my opinion. I’m keeping it real.

Support for Gas Tax Repeal is Fading . . .

Riverside – Despite ongoing and aggressive efforts to repeal the state’s new gas tax, the Republican sponsored repeal initiative, Proposition 6, appears to be falling short of the votes needed to pass on November 6. A recent poll showed only 41 percent of likely voters support the repeal initiative, while 48 percent oppose it. The gasoline tax increase signed into law last year by Governor Brown, included a 12-cent increase in the base gasoline excise tax and implemented a new transportation improvement fee based on the value of one’s vehicle. The goal of the increase was to raise an estimated $52 billion to cover the state’s transportation needs over the next ten years.

Moreno Valley’s Measure M Proposes Commercial Cannabis Tax Andrea M. Baldrias Contributor

M

oreno Valley City Council approved the placement of local ballot Measure M on the November 6 ballot to generate revenue for public safety and to provide quality of life services including safe neighborhoods and parks, programs for children, youth, and seniors, as well as road maintenance.

The City is asking voters to consider this ordinance that would tax commercial cannabis establishments. The tax would apply to both medical and non-medical businesses. If approved, legalization and land use regulation of commercial cannabis businesses would not be affected. Measure M is projected to generate approximately $2.2 million annually for public services in the city.

According to the Moreno Valley City Website, “In the past 10 years the City of Moreno Valley has lost nearly $50 million. This has significantly affected the City’s ability to deliver these vital services.”

Measure M would enact a tax on cannabis sales and cultivation not to exceed eight percent of gross sales and $15 per square foot of cultivation regardless of whether the cultivator has utilized the entire zone under his/her license.

Valley will not be taxed—only the commercial cannabis industry pays under Measure M. Measure M will help maintain public priorities which include 9-1-1 emergency response times, supporting robbery and burglary prevention programs, repairing local streets and roads including potholes, enriching recreation and youth programs, and maintaining safe and clean public areas. These priorities were surveyed by city officials during a community engagement process that occurred over the course of several months.

If passed, Measure M will be managed in two ways. The first is accountability, which would mean annual independent financial audits and public reviews to ensure that all funds are used locally. The second is focused on guaranteeing the funds will not be taken by the state—revenue generated by this measure will be reserved for use in Moreno Valley, only. If approved by voters, the tax would become effective 10 days after election results are verified.

T

he prevalence of Type 2 diabetes in the United States has been steadily increasing and has reached pandemic proportions. Type 2 diabetes impacts more than 3 million individuals yearly, and is the 7th leading cause of death nationwide. This is the most common form of diabetes.

Diabetes is a problem with your body that causes elevated blood sugar levels also called “hyperglycemia”. If you have Type 2 diabetes, your body resists insulin. At first, your pancreas makes extra insulin to make up for it, but over time it can’t make enough insulin to keep your blood glucose at normal levels.

The results of our needs assessment survey, conducted in September 2018 show that, of 214 Inland Empire residents, 80% were not able to identify the key risk factors for Type 2 diabetes. A “risk factor” refers to a characteristic that increases the probability of developing a disease/disorder. Type 2 diabetes risk factors

include: • Weight (Obesity) Being overweight is considered the main risk factor of Type 2 diabetes. The more fat tissues a person has, the more likely the body will experience insulin resistance. However, a person can still develop Type 2 diabetes even if their BMI (body mass index) is less than 30.

• Family History If your parent or sibling has been diagnosed with Type 2 diabetes, you are at a higher risk of developing Type 2 diabetes.

• Ethnicity It is unclear why certain ethnicities are more at risk of developing Type 2 diabetes. The top three at risk groups are Black/African Americans, Native Americans/American Indians, and Hispanics.

• Prediabetes Prediabetes is the diagnosis before becoming “officially diabetic”. A prediabetic individual has a fasting blood sugar within the range of 100125mg/dL. If left untreated, Type 2 Diabetes will develop.

• Age The risk of developing Type 2 diabetes increases with age. Age is a contributor due to a decrease in exercise, weight gain, and muscle mass loss.

Type 2 diabetes is developing in young adults and adolescents as well.

• Fat Distribution Everyone stores fat differently. However, individuals who store fat in their abdomen are at a greater risk of Type 2 diabetes.

• Inactivity Exercise helps manage your weight and utilize glucose as energy, which helps reverse insulinresistance, and allows your cells to become more insulin-sensitive.

• Gestational diabetes Gestational diabetes refers to diabetes when you are pregnant. These individuals are at a higher risk of developing Type 2 diabetes.

Former State Assemblyman Russ Bogh Competes for Riverside County Supervisor Andrea M. Baldrias Contributor

F

ormer GOP State Assemblyman Russ Bogh is running for a seat on the Riverside County Board of Supervisors in the upcoming midterm election. Bogh is a long-time Riverside County resident who currently resides in Beaumont with his wife and children.

Bogh hopes to represent the county’s Fifth District which includes the cities of Banning, Beaumont, Calimesa, Menifee, Moreno Valley, Perris and some of the county’s unincorporated communities. He entered the race with a long track record of fighting for Riverside constituents. In addition, he boasts 20 years of experience in the private sector managing budgets and creating jobs.

From 2001 to 2006, Bogh represented Riverside County in the State Assembly where he advocated for bi-partisan solutions to improve public safety, increase local control, and maintain balanced budgets.

After being termed out of the Assembly, Bogh returned to the private sector. “I just detached,” he said speaking about local politics before his decision to run for county supervisor. “A lot of us here in Beaumont stopped paying attention to our government. We had a bunch of people who got indicted and were not serving our community well. We needed some public services that I tried to help with. . . I just kind of decided it

was time [to run]. That was the spur that got me back into the seat.”

Mayor of Calimesa, Jeff Hewitt, Competes to Represent Riverside County’s 5th District Andrea M. Baldrias Contributor

C

alimesa Mayor, Jeff Hewitt, is running for County Supervisor to represent Riverside’s Fifth District which oversees the cites of Banning, Beaumont, Calimesa, Menifee, Moreno Valley, Perris and some of the county’s unincorporated communities.

Hewitt is a longtime businessman who established his first commercial operation in 1971. Hewitt graduated from Cal State University San Bernardino with a degree in Biology in 1985.

While in college, he launched his own contracting company.

Since 1985, Hewitt has steered his business, Champagne Pools, to success in the community of Calimesa.

Over the years he created new applications for existing technology and applied this knowledge to his pool construction company.

His public service involvement began in 2004, when Hewitt was

appointed to the City of Calimesa’s Planning Commission. In 2010, he ran for city council and he is currently serving his second term as the city’s mayor.

Hewitt outlined plans for his potential role as Riverside County Supervisor. His top priorities as County Supervisor would include economic growth, common sense, and responsible government. He expressed his belief that economic growth drives everything.

According to Hewitt, economic growth would be bolstered through common sense decision-making and through a government that is accountable and transparent. “Responsible government is government that listens to everyone.”

He encourages people who are radical about change to, “Come talk to me.

Let’s work these things out. Let’s find where we overlap” he explained.

UNRESOLVED ISSUES?

T

he sanctity of the electoral process is essential to the integrity of this nation’s democracy whether voters are electing a candidate to serve on a local waterboard, city council, state assembly or U.S. Senate—if the process fails or lacks integrity the fiber of democracy unravels.

On the heels of a contentious election in 2016, the nation learned of alleged Russian efforts to shape its outcome. Nearly a year later, in September 2017, the federal government acknowledged Russians had targeted and attempted to penetrate voting systems in at least 21 states—the government further acknowledged some of those attempts were successful.

Earlier this year, NBC described top secret intelligence reports that revealed seven of those 21 states had their websites or databases compromised. Listed among the impacted states was California. Some of the breaches were defined as more serious than others. The specifics of what happened and how each of the involved states was impacted has

yet to be revealed. The array of possibilities ranged from entry into state websites to penetration of actual voter registration databases.

As widely reported at the time, California Secretary of State Alex Padilla pushed backed aggressively against federal investigators and declared he had no information or evidence supporting the claim California’s voting system had “been breached in any way.” He further chastised the Department of Homeland Security (DHS). “It is completely unacceptable that it has taken DHS over a year to inform our office of Russia scanning our systems, despite our repeated requests for information.”

Padilla added, “The practice of withholding critical information from elections officials is a detriment to the security of our elections and our democracy.”

The question of Russian penetration into California’s electoral websites and databases remains unresolved. As federal officials continue to probe the potential impact it had on the 2016 election, they have also raised red flags about possible interference in this year’s midterm by Russia and other

In July, concerns over the sanctity of the vote came even closer to home when San Bernardino County Registrar of Voters Michael Scarpello suddenly resigned. Whether he was forced out or left voluntarily, the impact was the same—a little more than three months before one of the most consequential mid-term elections in recent history, the San Bernardino County elections office lost its leader.

Although a purported clash in leadership styles between and Chief Operating Officer, Leonard Hernandez and the registrar, was blamed for the departure, Scarpello was not shy in his criticism and concern regarding important issues that could impact the integrity of the 2018 midterm.

Scarpello, who had successfully served as the county’s registrar as since 2011, came to the job with impeccable credentials. He was previously the Director of Elections in Denver, Colorado, and before that served as Elections Manager in Douglas County, Nebraska. The breath and depth of his experience in election process and procedure was hard to match. In fact, improvements he incorporated into the voting system in Douglas County, Nebraska were incorporated into the state’s entire voting system.

With such a laudable record, when Scarpello expressed concerns over the county’s aging voter system, potential cyber security issues and lack

of adequate staff, especially in light of the lack of clarity surrounding whether, how and to what extent Russia may have penetrated California voting systems it caused many locals to pay attention.

Although there were rumors of dissent among the department’s staff over Scarpello’s purported aggressive leadership style, he rested on a history and track record of successfully protecting the integrity of voting systems across three states. His departure did not go unnoticed.

The Executive Board of the San Bernardino County Central Committee drafted a resolution which condemned his forced departure.

County Spokesperson David Wert sought to assuage voter concerns, “Mr. Scarpello’s departure had nothing to do with the integrity of election and registration activities during his tenure,” Wert said when Scarpello departed. This was an interesting proclamation considering the San Bernardino County Registrar of Voters is responsible for all aspects of the election process for the county’s residents.

This week the county’s Registrar of Voters was again asked about the concerns expressed

by Scarpello in July. Wert responded as he did then that Scarpellos’ departure would have no impact on the upcoming election. “The office has a solid, experienced leadership team at the helm and an outstanding staff that has conducted flawless elections for a period extending well before the tenure of the most recent registrar.”

in this regard that occurred before Scarpello’s appointment.

In November 2001, there was a programming error in the computer system used to scan and record the votes. Because of this error, the county declared the wrong candidates as winners in 13 races. The county subsequently corrected its error and announced the 13 candidates had lost their respective races.

In the 2004 primary election the San Bernardino County Registrar of Voters proceeded to use a touch screen voting system that was decertified by the California Secretary of State prior to the election because they were vulnerable to tampering. Shortly after the election both the county’s registrar and assistant registrar resigned allegedly because ballot stuffing had occurred.

Despite these past failures Wert assured, “The county can say with all confidence that the voting system is secure and completely immune from cyber security risks because it is a closed system. It is never connected to the internet or any other network.” Bob Page is serving as the county’s interim registrar.

Regarding other issues related to this year’s election, as of October 28, voter registration in the county is up by 10.6 percent over 2014. In addition, early in person voting is up by 89.7 percent over the previous midterm, and as of October 30, the number of mail-in ballots returned show a 57.8 percent increase when compared to the number of mail-in ballots

When Melissa Eickman, Public Information Manager for San Bernardino County’s Registrar of Voters was asked what concerns the agency has about potential problems on election day she replied, “Our primary concerns are making sure that every eligible voter is provided with the opportunity to participate in the election and that our poll workers are providing excellent customer service.

On every election day, some voters are

required to use what’s called a “provisional ballot” to vote. Such voters are provided with provisional ballots because their eligibility to vote could not be immediately determined at the polling place. According to Eickman, voters who vote using such ballots also receive a provisional ballot receipt. If the voter’s eligibility to vote is subsequently verified, the ballot is counted. If the voter is ineligible to vote, the ballot is not counted. “About 30 days after the election,” she explained, “the voter can visit the office’s

n November 6, voters will decide who will be elected to fill the four, soon to be vacated seats, on the California State Board of Equalization.

Two of the four incumbents, Republican George Runner who represents District 1, and Democrat Jerome Horton who represents District 3 are term-limited, while Democrat Fiona Ma who represents District 2 decided to run for state treasurer and Republican Diane Harkey is competing for a seat in the U.S. House of Representatives.

The California Board of Equalization (BOE) was established by a state constitutional amendment and is the only elected tax board in the country, yet few Californians are versed in the magnitude of its roles and responsibilities.

The BOE works to ensure practices related to county property tax assessments are equal and uniform across the state and is also responsible for 30 of the state’s tax and fee programs which include setting gas tax rates and pipeline levies.

Collectively, these programs generate at least 30 percent of the state’s revenue totaling in the tens of billions of dollars.

Tax programs under BOE jurisdiction include the Alcoholic Beverage Tax, Tax on Insurers and Property Tax. In addition, the Board overhears appeals related to these tax programs including state assessed property appeals, tax on insurers appeals, alcoholic beverage tax appeals, etc.

In addition, the board has oversight functions that include periodic compliance audits of the state’s 58 county assessors’ programs and develops property tax assessment policies and informational materials to guide county assessors and local assessment appeals boards.

In March 2017, the BOE came under intense fire and bruising criticism when an evaluation of its operations by the California Department of Finance revealed egregious mis-allocations and reporting errors of sales and use taxes that spanned several years. The audit also criticized some BOE board members who the audit showed, routinely supplemented their staff by redirecting revenue generating staff to perform what was defined as non-revenue generating board member activities.

According to State Controller Betty T. Yee, the 2017 audit not only identified material weaknesses in how the board allocated retail sales and use tax, in some instances those failures resulted in state revenue being deposited in the wrong accounts. continued on page 17

C

ity Councilman John Valdivia who represents San Bernardino’s 3rd Ward, is ready to once again shake things up in the city, but this time, as mayor.

Valdivia was raised in San Bernardino and aside from the time he spent attending college in the Midwest, he has always called the city home. Today, he and his wife are raising a new generation of Valdivia’s in the city he loves.

He was elected to the San Bernardino City Council in 2011, faced and defeated what he defined as a “special interest” recall effort in 2013, ran unopposed for a second term in November 2015, and was selected Mayor Pro Tem of the City of San Bernardino in 2016.

Valdivia served as a member of the city council through the city’s bankruptcy and financial recovery. In his time as a city councilmember, he has advocated for residents by addressing their concerns, supported transparency, worked to ensure the city’s infrastructure was enhanced particularly in relation to its streets by filling potholes, focused on the removal of graffiti and maintained open communication with constituents.

He is running for mayor because he believes the city deserves more care and attentiveness to the needs of its constituents than they were previously afforded. “While ensuring representation with improved services for my 3rd Ward constituents, [it became clear to me] there have been many missed opportunities to elevate our city, improve our economy and enhance the services that all residents and communities receive. Under my leadership, I will fight to create jobs, make our neighborhoods safe and bring new resources and investments that our city desperately needs and deserves,” Valdivia said.

In a new plan he has aptly titled C.O.M.P.A.S.S., Valdivia has outlined his top priorities to push San Bernardino in a new direction of development, growth, business expansion and safety. The acronym stands for Community, Opportunity, Marketing, Prosperity, Accountability, Safety, and Service.

In June 2017, he signed legislation that reduced the size of BOE staff from 4,800 to 400. The board remains responsible for setting gas tax rates and pipeline levies and for overseeing county property tax assessments.

For example, with Safety, Valdivia incorporates his awareness of the city’s image and history of crime to move the city in a better direction. He explained, “We have a headline that there is criminal activity surging in our community. We have a good police department so I want to be sure that our police department has the necessary tools, training, resources, and funding to combat crime. Another headline in this regard is “[San Bernardino] Ranks Second Among California Cities with Highest Murder Rates.” Valdivia is committed to changing that headline.

Regarding accountability, he wants to ensure that the there is a tourniquet on the city’s spending habits. With the city’s recovery from bankruptcy, he wants to ensure that the money spent on attorneys and consultants is responsibly reallocated toward useful municipal programs like library books, after-school programming, etcetera.

The driving force behind Valdivia’s campaign is his care and concern for the city. To show how much he cares, as mayor he promises to create a mobile city hall to encourage residents to interface with him and other councilmembers. This mobile city hall will allow him to tour the seven districts and go door-to-door and interact with the residents. Additionally, it will provide residents easy access to pay for basic city services and file complaints.

He also plans to expand the city’s relations with Sacramento. He believes a mayor must be a champion and cheerleader for the city, which includes advocating for federal and state resources.

With just two weeks until the election, Valdivia is confident the residents of San Bernardino are ready for the positive changes he will bring.

He also authored AB1996 which extended protections to sexual assault victims and AB1802 which addressed illegal dumping.

Bogh’s top priorities are public safety, job creation, county management, mental health and homelessness. He believes that the number one function of a government is public safety and plans to invest resources in public safety professionals.

If elected, Bogh will address homelessness and mental health by providing transitional housing, job reentry programs and mental health services, in addition to facilitating publicprivate partnerships to enable non-profits and the faith-based communities to provide additional re-integration services.

To Bogh, the government should provide the services that residents need and make responsible fiscal decisions for the county. “Part

of the reason we are in a fiscal crisis is poordecision making,” Bogh stressed. In the past, the county has spent $40 million on private consulting entities like KPMG. He believes that this is an unnecessary expense for the community, and that the current elected officials need to be efficient, effective and transparent.

“I’m a transparent guy” he affirmed.

“Everything should be left out in the open. The way that you do this is you hire elected officials who aren’t afraid to put everything out in the open. It’s a consistent problem in the county.”

Bogh believes that the main differences between him and his opponent is that he believes government is necessary and that he is the only one in this contest with experience managing large budgets. “Riverside County is a government agency that provides services.

That’s our job. Our job isn’t to be partisan or political. I’m going to go in and make sure that I provide government services to people who need it. I think this is the major difference [between us].”

decision to focus on these key components. He identifies as a fiscal conservative and believes this allows him the insight to ensure the best for Riverside County residents. He said he will work to ensure the county maintains its resources through prudent use of taxpayer’s money to create proper reserves.

If elected, he will focus on a plenitude of municipal components that affect constituents’ daily lives. For Hewitt, these will include zoning, county contracts, ordinances and resolutions, and the annual budget.

A YES vote on this measure means the state could use existing county mental health funds to pay for housing for those with mental illness who are homeless.

PROP 3 Authorizes $8.877 billion in state general obligation bonds for various infrastructure projects. Fiscal Impact: Increased state costs to repay bonds averaging $430 million per year over 40 years. Local government savings for water-related projects, likely averaging a couple hundred million dollars annually over the next few decades.

A YES vote on this measure means the state could sell $8.9 billion in general obligation bonds to fund various water and environmental projects.

PROP 4 Authorizes $1.5 billion in bonds, to be repaid from state’s General Fund, to fund grants for construction, expansion, renovation, and equipping of qualifying children’s hospitals. Fiscal Impact: Increased state costs to repay bonds averaging about $80 million annually over the next 35 years.

A YES vote on this measure means the state could sell $1.5 billion in general obligation bonds for the construction, expansion, renovation, and equipping of certain hospitals that treat children.

PROP 5 Removes certain transfer requirements for homeowners over 55, severely disabled homeowners, and contaminated or disasterdestroyed property. Fiscal Impact: Schools and local governments each would lose over $100 million in annual property taxes early on, growing to about $1 billion per year. Similar increase in state costs to backfill school property tax losses.

A YES vote on this measure means: All homeowners who are over 55 (or who meet other qualifications) would be eligible for property tax savings when they move to a different home.

PROP 6 Repeals a 2017 transportation law’s taxes and fees designated for road repairs and public transportation. Fiscal Impact: Reduced ongoing revenues of $5.1 billion from state fuel and vehicle taxes that mainly would have paid for highway and road maintenance and repairs, as well as transit programs. The people can give themselves a quick raise by voting yes.

A YES vote on this measure means: Fuel and vehicle taxes recently passed by the Legislature would be eliminated, which would reduce funding for highway and road maintenance and repairs, as well as transit programs. The Legislature would be required to get a majority of voters to approve new or increased state fuel and vehicle taxes in the future and immediately lower gas prices.

PROP 7 Gives Legislature ability to change daylight saving time period by two-thirds vote, if changes are consistent with federal law. Fiscal Impact: This measure has no direct fiscal effect because changes to daylight saving time would depend on future actions by the

Legislature and potentially the federal government.

A NO vote on this measure means: Daylight savings will remain the same as it is now.

PROP 8 Regulates amounts outpatient kidney dialysis clinics charge for treatment. Requires rebates and penalties if charges exceed limit. Requires annual reporting to the state. Prohibits clinics from refusing to treat patients based on payment source. Fiscal Impact: Overall annual effect on state and local governments ranging from net positive impact in the low tens of millions of dollars to net negative impact in the tens of millions of dollars.

A NO vote on this measure means kidney dialysis clinics would not have their revenues limited by a formula and would not be required to pay rebates.

PROP 10 Repeals state law that currently restricts the scope of rent control policies that cities and other local jurisdictions may impose on residential property. Fiscal Impact: Potential net reduction in state and local revenues of tens of millions of dollars per year in the long term. Depending on actions by local communities, revenue losses could be less or considerably more.

A NO vote on this measure means: State law would continue to limit the kinds of rent control laws cities and counties could have.

PROP 11 Law entitling hourly employees to breaks without being on-call would not apply to private-sector ambulance employees. Fiscal Impact: Likely fiscal benefit to local governments (in the form of lower costs and higher revenues), potentially in the tens of millions of dollars each year.

A NO vote on this measure means: Private ambulance companies would be subject to labor laws for this industry.

Based on a recent court decision, these laws likely would require ambulance companies to provide EMTs and paramedics with off-duty meal and rest breaks that cannot be interrupted by a 911 call.

PROP 12 Establishes minimum requirements for confining certain farm animals. Prohibits sales of meat and egg products from animals confined in noncomplying manner. Fiscal Impact: Potential decrease in state income tax revenues from farm businesses, likely not more than several million dollars annually. State costs up to $10 million annually to enforce the measure.

A NO vote on this measure means: Current minimum space requirements for confining egg-laying hens, pregnant pigs, and calves raised for veal would continue to apply. Current ban on businesses in California selling eggs not meeting these space requirements for hens would remain in effect
