The Fraying of Coalition…How Much Damage Was Done with the LA City Council Recorded Racist Conversation?

W

hen the tape (recorded last year) was leaked early last week about the conniving, racist and probable Brown Act violating gathering of select Latino members of the Los Angeles City Council and the president of the Los Angeles County Federation of Labor, also Latino, to discuss issues related to redistricting, it was shocking, revelatory and hopefully not indicative of the sentiments of California’s Hispanic community at large.

What happened is a tale as old as time. The tape revealed how the quest for power and control seems to bring out the worst in people.

Communities of color in this country who continue the centuries’ long struggle for a seat at the table, know the importance of coalition building for political progress cannot be over stated. Although there are some variances in issues between groups, for the most part people of color in this nation fight the same battles for equity and all recognize political representation is key to

discriminatory comments they spewed. It showed these individuals at heart were more like “racists or elitists wolves in sheep’s clothing,” pretending to be coalition builders working on behalf of all the people but all the while seeking the same ends that we so often accuse those with a white supremacy

But, to believe that only a Black person can advocate for the needs of other Blacks or only a Latino can advocate for the needs of the Latino community can be misleading because often just changing who sits at the table does not resolve the overarching need for each elected individual to represent all of his or her constituents regardless of race or ethnicity.

Though I also strongly believe there should be fairness and equity in how redistricting lines are drawn to help ensure access to political representation is equitable as it is essential to democracy.

It is for this reason I say it was not wrong for these Los Angeles City Councilmembers to advocate for more Latino representation through redistricting. Afterall, Latinos make up nearly half L.A.’s population, yet only held four (or about 25%) of the 15 city council seats.

The covert tactics they discussed to achieve this end, however, were blatantly wrong as were the

mindset of seeking. . .power at the expense of others, even if it meant denigrating Black people and other groups to achieve success.

Those I know in the Latino community are not of this ilk. But the incident certainly raised a red flag regarding what can happen when we elect people who put their personal political goals and objectives above the needs of the constituents they were elected to serve, and by this I mean all of their constituents not just those of their race or ethnicity.

It is difficult to know the long term damage to coalition building between racial groups this handful of Los Angeles city council representatives may have set in motion. Hopefully, community members and political leaders in Los Angeles can find a way to turn the page.

Of course, this is just my opinion. I’m keeping it real.

COVID-19 Bivalent Vaccine Booster Expanded to Younger Children

he U.S. Centers for Disease Control and Prevention authorized the use of the updated bivalent COVID-19 vaccines for children ages five through 11 years of age on Oct. 12.

The expansion of the vaccines to children in this age group follows the Food and Drug Administration’s (FDA) approval of updated vaccines from Pfizer and from Moderna for children ages six through 17 years of age.

The bivalent vaccine formula contains components of the initial COVID-19 vaccine and components of the BA.4 and BA.5 Omicron variant strains in order to target the most contagious variant currently circulating.

According to the CDC Nowcast, which monitors circulation variants in the U.S., Omicron BA.5 accounts for 68% of the circulating COVID variant.

“Since children have gone back to school in person and people are resuming pre-pandemic behaviors and activities, there is the potential for increased risk of exposure to the virus that causes COVID-19. Vaccination remains the most effective measure to prevent the severe consequences of COVID-19, including hospitalization and death,” said Dr. Peter Marks, director of the Center for Biologics Evaluation and Research (CBER) at the FDA. Updated boosters were previously authorized for those 12 years and older last month. Now, everyone who is five years old and older who has had their primary series is eligible to get the updated booster after two months, following any other COVID vaccine or booster dose.

“As is true of the other COVID-19 vaccine and booster doses, the updated boosters were

designed to protect individuals from the worst outcomes of COVID-19, including hospitalization and death,” California Health & Human Services Agency Secretary Dr. Mark Ghaly, and Director of the California Department of Public Health and State Public Health Officer Dr. Tomás J. Aragóns said in a joint statement.

“With the authorization of the updated booster to individuals as young as 5, we’re even closer to ensuring the whole family is protected as we head into the fall and winter when the spread of respiratory viruses is at its peak.”

With the authorization of the updated booster dose, the CDC no longer authorizes the use or the initial Pfizer booster dose (monovalent) for children ages five to 11.

Concerned Neighbors of Bloomington Fight Warehouse Proposal Prince James Story and Aryana Noroozi | Staff

lejandra Gonzalez says everyday on her drive home from work she counts how many of her neighbors she sees on horseback.

Bloomington, California appears like many other rural equestrian communities in the state’s southern region, and residents are fighting to keep it that way. The community has a large Mexican American population. For decades it became a new home for those immigrating from Mexico. Many have lived in their homes for multiple generations: growing produce and caring for livestock on their properties. For some, this is their livelihood as they operate their businesses from home like the Gonzalez family.

Gonzalez says she started counting the horses when her community’s equestrian lifestyle began facing a threat.

Currently, Gonzalez and fellow community members navigate a precarious situation to preserve their rural community in the midst of warehouse developments encroaching on homes and public spaces.

Gonzalez’s family has lived in Bloomington for two generations, owning and operating a nursery and landscaping business. Today an Amazon warehouse sits directly across from their home and obstructs their view of the foothills.

Ms. Gonzalez says that project developers see Bloomington as blight, while residents like herself think San Bernardino County should drive the necessary infrastructural change as opposed to private developers. These residents fear changes that warehouse developments will bring to their community; they've banded together as the Concerned Neighbors of Bloomington (CNB), a community organization that advocates for representation of their community’s need for a healthy community without warehouses near homes or schools.

“Every season you might find a fruit stand on the corner, [in]avocado season we might see neighbors trading fruits and vegetables,” said Ana Carlos, member of CNB. “We have our weekends where the family is going to go for a walk in the hills, or all the family goes for a ride on their horses. that Bloomington is.”

Approximately five years ago, Carlos witnessed an increase in warehouses in the area. When she learned of the plan to build one directly behind the future high school of her children, she became heavily involved with CNB. CNB is currently opposing the “Bloomington Business Park Specific Plan.” The project applicant is Howard Industrial Properties.

The Bloomington Business Park Specific Plan is proposed to use 213 acres of land to build warehouses, facilities, office buildings, and a business park. The proposed location is approximately one mile south of the Interstate 10 (I-10) corridor and is generally bound by Santa Ana Avenue on the north, Jurupa Avenue on the south, Linden Avenue on the east, and Alder Avenue on the west.

The plan is in two phases over 20 years. The

first phase covers an initial 141-acre development area.

The project would involve the destruction of Walter Zimmerman Elementary School and displace occupants of approximately 100 residential homes.

On September 18, CNB held a protest where community members gathered to bring awareness to the proposed project and garner support. Holding signs that read, “Bloomington is not for sale,” they rallied against warehousing.

These signs are displayed in the yards of homes across Bloomington.

The attendees, both on foot and horsebackmarched the perimeter of the planned Bloomington Business Park site.

Hispanic Heritage Month: A Conversation with My Panamanian Mother about Family, Race and Culture

hen Sherla Reeves first emigrated to the United States from Panama City, Panama, she was in high school. As the oldest of four children, she was the first to leave home along with a childhood friend to go live in Los Angeles with her aunt and uncle, tío Mateo and tía Martha, who had made the move from Panama some years before.

“First, I was put into the English for Spanish Learners [ESL] class because the teacher thought we didn’t know how to speak English,” she recalled regarding her experience at Los Angeles High School. Reeves is fluent in English and Spanish is her first language. Her mother, Elena Hinds, spoke only English in their home.

Reeves has rich brown skin, dark red hair and a subtle accent. People who meet her often assume she is Black, and just that. When she talks, she said a lot of people guess that she is Belizean. She identifies as Panamanian, as being “Hispana.”

I just call her mom.

As conversations about Afrolatine identity become more frequent, I decided to interview my mom about her upbringing as someone who identifies as being Hispanic rather than Afrolatine/o — a word that she has only heard in recent years.

“This word didn’t exist before,” she explained. In a country that is so driven by identity politics and racial identifiers, my mother had never cared to know how people saw her in the U.S. “I see this as a word that this younger generation has come up with.”

Arianna Huhn, a sociocultural anthropologist at California State University, San Bernardino (CSUSB) and director of the CSUSB Anthropology Museum explained that among people she interviewed for an upcoming exhibit, the word Afro Latino/a/x did not resonate with everyone she spoke with. For the exhibit, which highlights the Afrolatine culture and communities across Southern California and Mexico, Huhn and her staff conducted interviews with those who are of African descent with Latin American origins.

“So many people that we interviewed had so much to say about the term Afro Latino, or Afro Latina or Afro Latinx. There were a lot of opinions.

Some people really prefer just to be called Black Hispanic,” Huhn stated.

“Some people prefer to be called a term or identify themselves with a term that was more specific to their national origins, like Black Panamanian.

Some people just didn’t identify with the term Latinx.”

Similar to those Huhn interviewed, when I spoke with my mom, she said she prefers to be called Panamanian.

“I identify as Hispana. Yes, I’m Black, but I always tell people Black is a color. America, to me, [has] brainwashed people. You’re White because you [look] white and you are Black because of your skin. That’s it. I don’t understand that,” my mom said.

She refuses to draw lines around her identity so that she is easier to digest for people who don’t understand. Before coming to America, my mother had

only known life in Panama where, according to her, everyone was Panamanian first and foremost.

“As with the Latin@ concept itself, as well as the African American, it is increasingly important to resist the limitation of Afro-Latina@ to its national United States confines,” reads an excerpt from “The Afro-Latin@ Reader: History and Culture in the United States” by Miriam Jiménez Román, Juan Flores.

The book explores and examines Afrolatine identity in the United States while also tracing the origins of the word and its historic and cultural emergence throughout Latin America and beyond.

While my mother does not expressly identify as Afrolatine, my siblings and I do. As her children born in the U.S. to a Hispanic mother and an African American

Environmental Justice (CCAEJ), Joaquin Castijellos led the march with a megaphone chanting, “Bloomington united will never be defeated.”

The march concluded at the Dave Jayne Equestrian Area, where CNB served authentic Mexican food for residents to enjoy, live music, and organizers made speeches that educated and motivated residents to get involved.

Organizers said they were pleased with the turnout of the event and hope that the County of San Bernardino was, is, and will become more aware of how many residents are against the Bloomington Business Park.

“For me, Sunday was like a new beginning for Bloomington. I hope that people can take what they saw home and realize when you mobilize as a community, there's power there,” Castijellos said.

“When the residents of Bloomington don't feel connected to the land, to the community, to their neighbors, to their neighborhood, you know, it's easy for them not to want to get involved,” Castijellos said. “When there is an event like this, it is something to bring the community together and feel that connection with everyone around them.”

Carolina Verduzco has lived in the Bloomington community for 34 years and said her rift is not with the warehouses going up; it’s with the placement of the warehouses.

“A lot of the people think that we're antidevelopment, we're not anti-development. I

think we need development that makes sense.

And it doesn't make sense to put a warehouse in the middle of a community,” Verduzco said.

“I think they need to be in areas that just make more sense, traffic wise, housing wise and school wise.”

Bloomington is listed as an unincorporated community which means it is not a city and does not have a local government. Final decisions are made by the San Bernardino County Board of Supervisors.

On Thursday, Sept. 22, the San Bernardino County Planning Commission held a meeting to listen to project plan leaders and provide an opportunity for community members to voice their support or disapproval of the proposed project.

Bloomington community members and labor union workers filled the chamber.

A number of people wore T-shirts that read, “Invest in Bloomington.” The consensus from this group was Bloomington desperately needs infrastructure upgrades and a developer, like Howard Industrial Properties, is the only promising option to fulfill this need.

Others called for more funding for the sheriff's office, from road improvements to the water drainage system, and many recounted their experience of flooding throughout the rain season during the public comment session.

These residents expressed extreme frustration at Bloomington being neglected. They believe a continued on page 12

Behind San Bernardino County’s $7.5M Foster Care Child Abuse Settlement Part 2

A

t least four lawsuits alleging cover up of physical and sexual abuse of foster children net plaintiffs more than $10 million in two settlements and one jury verdict (now under appeal), with the fourth lawsuit still in process. All of the four cases point the finger at San Bernardino County Department of Children and Family Services for its failure to protect these children.

The Department of Children and Family Services mission statement is, "Children and Family Services (CFS) protects endangered children, preserves, and strengthens their families, and develops alternative family settings.

Services mandated by law and regulations will be provided in the least intrusive manner with a family centered focus. This mission is accomplished in collaboration with the family, a wide variety of public and private agencies and members of the community."

The Goal of CFS is: "...to keep the child at home when it is safe. If it is determined that the child is at risk, the goal is then to develop an alternative plan as quickly as possible.”

In response to a Black Voice News and IE Voice inquiry regarding whether the County of San Bernardino (SBC) planned any reviews of or changes to processes at CFS in light of the over $10 million in two civil settlements, and one jury verdict involving CFS, SBC Public Information Officer David Wert responded, “Children and Family Services policy is consistent with applicable laws and other regulations, and always has been. CFS continues to hire staff at all levels on a continuous basis.”

However, the county’s record in this regard is documented in at least four lawsuits, as confirmed by the California State Attorney General’s announcement of an investigation in 2016, and as laid out in several SBC Grand Jury reports, says otherwise.

A history of failures: The lawsuits

The first lawsuit As reported by the IE Voice and Black Voice News, the first lawsuit was filed in federal court on December 14, 2016, by SBC Social Worker and whistleblower, Eric Bahra, naming the County of San Bernardino, San Bernardino County Department of Children and Family Services (CFS) and its employees, Kristine Burgamy and Nickola Hackett.

The case alleged the county retaliated after Bahra discovered and reported CFS failure to monitor, human error, and systemic failure resulted in 54 foster children being placed in the home of known serial child molester, Leonardo Rodriguez, whose foster home license had been revoked.

According to court documents, SBC took Eric Bahra’s whistleblower lawsuit all the way to a jury trial, where after hearing testimony and reviewing evidence, the jury awarded Bahra

$2.5 million in damages.

The Second Lawsuit AttorneyJack Anthony filed this lawsuit on behalf of five of the 54 children placed in the foster home of serial child molester, Leonardo Rodriguez.

Anthony credited Bahra’s accurate allegations with helping him establish that the county had notice foster parent Rodriguez had a history of molesting, mistreating and neglecting foster children.

Bahra’s testimony gave Anthony the ability to obtain a substantial confidential settlement and some kind of justice for five of Rodriguez’ victims.

According to Bahra’s Attorney, Charles Bonner, Leonardo Rodriguez, was never arrested or charged with his crimes for molesting numerous foster children even though SBC

The Third Lawsuit On August 30, Attorney Eric S. Rossman, representing foster/adoptive parents William and Michelle Mueller, and grandparent Michael Dobie, announced the $7.5 million settlement reached with San Bernardino County.

The Mueller federal lawsuit claimed CFS intentionally covered up the abuse of a foster child (younger sibling), by another foster child (older sibling), from the Muellers before their planned adoption of both children.

The Fourth Lawsuit This lawsuit, still pending, was filed at the San Bernardino Superior Court on September 25, 2015, when former SBC Social Worker Mary Anna Whitehall claimed the County of San Bernardino was involved in fraud upon the court, the cover up of child abuse within its foster care program, and retaliation against whistleblowers.

Whitehall alleges the county retaliated against her after her March 6, 2014, testimony to the San Bernardino Superior Court where she asserted that SBC CFS committed a fraud upon the court to obstruct justice and discredit former social worker turned whistleblower, Eric Bahra.

Additionally, Whitehall claims that in committing the fraud upon the court, CFS covered up and failed to investigate the suspicious death of a baby found at the home of its biological parents, and allowed those parents to keep their remaining children.

A pre-trial hearing is scheduled in the Whitehall case for October 27, at 8:30 a.m. in front of San Bernardino Superior Court Judge Bryan Foster at the San Bernardino Justice Center.

All four lawsuits describe a poorly run department that fails to protect foster children placed in its care, which can result in children being forever psychologically and physically damaged.

Law enforcement told the grand jury that its working relationship with CFS needs improvement, confidentiality claims led the department to receive redacted CFS reports from county counsel, which– according to law enforcement–interfered with investigations, also members of the department were normally excluded from Child Dependency Court Proceedings.

The grand jury was critical of the fact that case files they requested took seven months to be received, made recommendations to address issues it identified, and suggested recommendation, explaining California Department of Social Services (DSS) provides oversight of CFS, and enforces compliance with state laws and regulations.

2016-17 Grand Jury Report The 2016-2017 Grand Jury highlighted every child has a right to permanency, being placed either back with their biological family, a family member, adopted, or in a group home, with federal and state laws requiring this occur within 12 months from the date the child enters foster care, after which federal and state funding ceases to cover CFS services.

The grand jury found compensation disputes regarding social workers had reached a standoff with management in 2014. This allowed the SBC BOS to reduce their salaries by seven percent causing low morale and loss of social workers.

After employees changed their union affiliation, salaries of CFS social workers were restored in 2016, with a two percent raise in 2017, and a three percent raise in 2018. As a result, the grand jury noted CFS was approaching full staffing.

To recruit social workers, CFS was offering new opportunities and incentives such as salary increases, a remote assignment incentive, decreasing case loads, and funds to pursue college degrees.

The department extended recruitment across state lines, and increased staff diversity.

The grand jury determined there were improvements by CFS including a new tool to assess child safety and decision-making,

improved coordination and training with law enforcement.

2018-19 Grand Jury Report The 2018-19 Grand Jury noted that past grand juries investigated and discovered problems and issues at CFS and it also found that CFS had been unsuccessful in meeting department’s challenges, primarily due to personnel issues and large caseloads.

The 2018-19 Grand Jury decided to visit the San Bernardino County Coroner’s Office to gather information regarding children in the care of or supervised by Children & Family Services, who died because of abuse.

After visiting the coroner’s office to learn how it was documenting child deaths, the grand jury found the current record system in place was outdated, and specialized reports were difficult to produce and could not easily categorize the cause(s) of death.

The 2018-19 Grand Jury found poor employee morale, high turnover of personnel, high caseloads due to population growth, workforce shortages, lack of supervision, and field visits were rare.

The 2018-19 Grand Jury determined the results of research, findings and observations by the Grand Jury leads to the conclusion that a complete reorganization of Children and Family Services is needed.

Multiple grand juries have repeatedly objected to the fact that there is no independent oversight committee to ensure CFS is held to

The presentation stated that these new warehouses would bring in over 3,000 local and permanent jobs to the community.

The project is also proposed to bring $6.4 million in Infrastructure, $20 million to solve regional flooding issues, $45 million to build a new elementary school, and $2.2 million in street improvements will be invested into the community.

Altogether the project proposal states that Howard Industrial Properties will spend $512 million investing in Bloomington over the next 30 years.

father, we identify with our heritage on both sides. My mother did not teach her children Spanish, and as a child, I held on so tightly to the belief that to be considered — even a little — Hispanic or Latino/a/x, one had to know the language to be of the culture.

As I got older, I found other ways to connect with my Latine identity by visiting Panama, communing with extended family (despite the language difference), learning family history (my great uncle worked on the Panama canal) and mastering family recipes like bistec y patacón (steak and fried plantain).

One thing my mom made clear during our conversation is that she is unbothered by how the world chooses to see her, categorize her and quantify her based on perceived ideas of race and ethnicity.

Before You Vote: Consider These Recommendations for Nov. 8, 2022 General Election

M

y endorsement list has been expanded to accommodate the many readers that have moved throughout the counties of San Bernardino and Riverside and rely on my political recommendations.

This election is different to me than those of the past due Hardy Brown, Sr. to my belief that the Donald Publisher Emeritus Trump MAGA Group, Oath Contributor Keepers, Proud Boys, QAnon Photo by Benoit Maphettes believers and January 6 Election deniers are out to remove my rights from the constitution. This would reduce me to “Separate and Unequal” protection in this country.

Therefore, I cannot support some people I know personally and have supported in the past who are in the Republican Party and remain silent to what they hear and see the Republicans doing. I am making a couple of exceptions in a few non-partisan positions and only those I know or who come with strong community ties.

With that explanation I offer my endorsements with brief statements on a few as follows: Pete Aguilar Best Choice for Congress District 33 In the short time that Pete Aguilar has been elected to congress, he has gained the respect of his colleagues and the nation by serving on the Jan 6, 2021 Insurrection Committee to determine who planned, financed and organized the overthrow of our election and democracy. He has brought honor and respect to Congress and the Inland Empire communities.

For the people “Pete” represents, he has brought over $1 billion dollars into the district, which will be used to rebuild our cities’ infrastructure, reduce prescription medicine costs for senior citizens, add more staff for public safety officers and crime prevention and educational programs. Plus he has a fantastic staff that is reliable and responsive to the voters’ needs.

After seven hours of deliberation and public comments, the Commission voted in favor of the proposal, with one committee member abstaining.

Despite differing opinions among attendees, the Sept. 22 meeting evidenced that all of these residents collectively agreed that investment in the community was necessary.

CNB members say that they remain hopeful.

“If we weren’t then they wouldn't have fought this hard,” Gonzalez said. “We’ve come together for hundreds of hours of community organizing,” she said.

Community members have also raised questions regarding the longevity and sustainability of the warehousing industry both in Bloomington and across the Inland Empire.

Caitlin Towne grew up in Bloomington and is now an educator at the local middle school.

Towne believes that warehousing alone is not diversifying the economy of the Inland Empire and is concerned for the future. Towne said

she read an article about the potential financial dangers and began to consider “the outcome of the singular economy of warehouses and logistics in the Inland Empire” to that of Detroit and the automotive industry. “I think we're already seeing that with automation,” Towne said.

A report on Warehouse Automation Trends in 2022 and Beyond noted, “43% of companies prioritize warehouse automation, while 37% look forward to achieving it shortly.”

“Once automation came in, it toppled the whole economy of Detroit. It never fully recovered from that.”
