South Coast AQMD accelerates air pollution reductions in local communities Southern California has seen dramatic improvements in air quality over the last 25 years, yet more needs to be done to improve air quality, especially in communities close to freeways, ports, railyards, warehouses and refineries, where disparities still exist. Thanks to efforts from the South Coast Air Quality Management District (South Coast AQMD) and the California Air Resources Board (CARB), a communitybased partnership is bringing more focus and resources to neighborhoods most impacted by air pollution.

To implement Assembly Bill 617 (AB 617) by Assemblymember Cristina Garcia, South Coast AQMD received state funding for the program where communities could work closely with the agency to develop solutions to reduce harmful pollutants in their neighborhoods. South Coast AQMD has three of the ten communities in the State of California for the first year of the program. The three designated areas are: Wilmington/West Long Beach/ Carson; San Bernardino/Muscoy; and Boyle Heights/East Los Angeles/West Commerce.

“We embrace our responsibility to ensure that all residents, especially those historically underrepresented, have access to resources that can improve the air they breathe,” said Dr. William A. Burke, South Coast AQMD’s Governing Board Chairman. “This level of collaboration between the agency and these communities is unprecedented. Never before has something of this magnitude been attempted, and we will do everything within our power to make real changes for impacted residents.”

Over the past year, South Coast AQMD worked with the three Community Steering Committees, consisting of individuals who live and work in the selected communities.

These efforts included hosting 42 community meetings, workshops and neighborhood tours along with more than 60 individual meetings, designed to identify priorities unique to each area, and develop a plan tailored to the priorities of each community. Air monitoring efforts began in July 2019, which will help provide information about specific pollutants of concern and provide additional insight into community needs.

AB 617, is a tremendous effort between government agencies and communities. The first major milestone was the creation of air monitoring plans for each community. Next, emission reduction plans were developed that incorporated community guidance and wisdom to address their air quality concerns. The three plans, which were recently adopted by the South Coast AQMD Governing Board, provide the blueprint for reducing air pollution that go beyond existing regulations and work being conducted by agencies and organizations. The plans include specific actions to achieve emission and exposure reductions, and an implementation schedule (see charts). The complete plans can be found at www.aqmd.gov/AB617 and are awaiting final approval by CARB in early 2020.

Continuing this momentum, South Coast AQMD will start the AB 617 process again for the second year of the program.

Two new communities were approved by the Governing Board: a Southeast Los Angeles community (South Gate/ Florence-Firestone/Walnut Park/Western Huntington Park/ Cudahy/Southern Bell Gardens); and the Eastern Coachella Valley community (Indio/Coachella/Thermal/Oasis/Mecca/ North Shore). These recommendations from the Governing Board will be forwarded to CARB for final selection.

Slapped Down—Judge Voids Supervisor’s Appointment

I

n describing the attributes of the Ralph M. Brown Act, Northern California attorney Joan Cassman a senior partner at Hanson Bridgett and head of its Government and Public Agency Section said the open meeting’s law, “is foundational to the democratic process . . . the act provides the governed with a place at the table when important decisions are made.”

The introduction to the act states, “The people insist on remaining informed so that they may retain control over the instruments they have created.” I–like others who advocate for government transparency—agree.

As a result, I celebrated last week’s ruling by Superior Court Judge Janet M. Frangiei in “Inland Empire United vs. Board of Supervisors,” when she stood up for transparency and voided the appointment of San Bernardino County Third District Supervisor Dawn Rowe.

The suit was brought by I.E. United. The organization which defines itself as “a collaboration of community agents and leaders who believe in affecting change in Riverside and San Bernardino Counties,” challenged the opaque and secretive process used by the supervisors to fill the position left open when former Third District Supervisor James Ramos was elected to the state Assembly last year.

Their deceit was obvious from the start, to hurry up and appoint a White female Republican to fill a seat representing a majority democratic and minority district under the guise of “look we have our first in history female majority board,” as if people in the district and the 43 other qualified candidates who sought the position would be placated—many were not.

The board rushed the process in 30 days filling the seat by “any means necessary” legal or otherwise to prevent the decision defaulting to the state’s Democratic governor probably knowing the choice would be challenged in the

courts. This allow them to deploy the same tactics we’ve witnessed again and again by the president and his Republican cronies— tie things up in the courts to slow the process. In this case, following the teachings of their “dear leader” the board filed an immediate appeal.

In the meantime, Rowe has announced her bid to hold onto the seat in the coming election. She’s already gained the advantage of nine months of name recognition. Now, as the appeal crawls through a series of legal maneuvers she will have even more time to further leverage this advantage in advance of the election.

Someone asked me, “Have they no shame?” I answered with a resounding, “No! They don’t.”

Before her appointment to the board Rowe served as a field rep for Congressman Paul Cook who represents the 8th Congressional District and was also well connected with many other Republican officials including San Bernardino County Supervisors Robert Lovingood, Curt Hagman and Janice Rutherford.

Now, as the 2020 election cycle heats up, voters are cautioned to keep an eye on how Rowe and the other Republicans on the board utilize their staffs to help assure they are not conducting campaign activities while local taxpayers foot the bill—we’ve seen it before

CEEM Elevates Local Students at LA County Fair

Pomona – Under the leadership of advisor Melanie Sypherd and direction of choreographer Honey Ren, members of San Gorgonio High School’s Black Student Union thrilled the audience as they closed out the morning session of the Cooperative Economic Empowerment Movement’s (CEEM) Saturday program September 14, 2019 at the Los Angeles County Fair in Pomona.

The 2nd Annual CEEM Weekend sponsored by McDonald’s Black & Positively Golden Campaign featured a “Tribute to Black Influence in Pop Culture!” The effort is part of a new movement to uplift communities and empower excellence through education, empowerment and entrepreneurship.

Join the Conversation as Riverside Seeks New Police Chief

ith the recent retirement of the City of Riverside’s Police Chief Sergio Diaz this month, city officials have launched an official search for his replacement.

Although Deputy Chief Larry Gonzalez, appointed to serve as interim chief until a permanent replacement is selected, and Riverside’s other deputy chief, Jeffrey Greer, have both expressed interest in the position— the selection process is ongoing.

At this point in the process members of the community are being solicited for their insight on several key considerations in the selection of a new chief including public safety concerns

warranting additional focus, the attributes they would like the chief to possess as well as the type of community involvement they would like to see from the new chief.

City officials began a series of community outreach meetings on September 18, 2019.

The final meetings are scheduled from 7 p.m. to 9 p.m. on Thursday, September 26th at the Orange Terrace Community Center, Banquet Room A. The Center is located at 20010 Orange Terrace Parkway, Riverside; and on Thursday, October 3rd there is a meeting scheduled at the La Sierra Senior Center, Building B. This center is located at 5215 La Sierra Avenue in Riverside.

Free Dental Care Coming to San Bernardino

he California Dental Association Foundation (CDA) will be hosting a CDA Cares free dental clinic Friday and Saturday, September 27 and 28 at the National Orange Show Events Center. Doors open at 5:30 a.m. both days and patients are seen on a first-come, first-served basis. CDA’s goal is to provide care to about 1,900 people during the two-day clinic.

Local residents with dental issues who forgo treatment because they do not have dental insurance will have an opportunity for treatment at cost.

The services offered will be limited to extractions, fillings, cleanings, some partial and full dentures, limited root canals, oral health education and assistance in finding a source for future dental care. Uncontrolled blood pressure or diabetes may prevent patients from receiving dental care during the event so attendees are advised to please take their prescribed medications as directed. The services will be provided by dentists and dental professionals.

The National Orange Show Events Center is located at 689 South E Street, San Bernardino.

Residents needing dental care who are unable to attend the event at the National Orange Show can still secure dental care through several programs in place to help residents obtain the oral health care they need. Some programs are geared for children, others for the elderly and

The Future of American Foreign Policy in an Age of Nationalism Riverside

n Monday, October 7, the World Affairs Council of Inland Southern California will feature an evening with Ambassador Linda Thomas-Greenfield who will speak on the Future of American Foreign Policy in an Age of Nationalism.

Thomas-Greenfield is a Senior Counselor at Albright Stonebridge Group, a global business strategy firm based in Washington, D.C. She leads the firm’s Africa practice there.

Thomas-Greenfield is also a Distinguished Resident Fellow in African Affairs at the Institute for the Study of Diplomacy at Georgetown University Walsh School of Foreign Service.

The Ambassador has had a long and distinguished 35-year Foreign Service career which included an ambassadorship to Liberia from 2008 to 2012, and postings at the U.S. Mission to the United Nations in Switzerland, as well as in Kenya, Nigeria, The Gambia, Pakistan, and Jamaica. In Washington, she served as Principal Deputy Assistant Secretary of the State Department’s Bureau of African Affairs, and as Deputy Assistant Secretary in the Bureau of Population, Refugees and Migration.

She has also served as Director General of the Foreign Service and Director of Human Resources, leading the team in charge of the State Department’s 70,000 member personnel.

Foreign policy is typically developed and implemented by political, military, economic allies in collaboration with their diplomats; however, as the number of authoritarian leaders and populist nationalist regimes has grown, negotiation is increasingly considered a weakness.

Issues like climate change, terrorism and extremism, economic divisions, etc. know no boundaries and are happening today against a backdrop of urgent global problems caused by and/or resulting in crises across many countries and regions.

Crafton Hills College Celebrates Milestone Anniversary of Student Support Program

n September 12, 2019 Crafton Hills College Celebrated the 50th anniversary of its Extended Opportunity Program and Service (EOPS) Program.

The initiative is designed to support students where they need assistance, from providing one-on-one peer counseling services to financial aid.

“To see a program like EOPS still standing is amazing because it was the first student equity program when it was established and is the longeststanding social justice equity program in the State,” explained Rejoice C. Chavira who has worked with Crafton Hills EOPS for nearly 30 years.

Chavira currently serves as Crafton’s EOPS director. On Thursday, September 12, 2019, she led an anniversary celebration on campus to honor the program’s long-standing history at Crafton and across the State.

“The program has supported millions of students to reach their educational goals, and I’m proud to be a part of a program that has supported students for this long,” she said.

Kaiser Pharmacies Across the Country Served with DEA Warrants

uring the week of September 16, 2019 the nation’s Drug Enforcement Agency (DEA) delivered administrative warrants to Kaiser pharmacies across the country including locations in Riverside and San Bernardino Counties.

Although it is still unclear regarding how many warrants were issued DEA spokesperson, Special Agent Kyle Mori, told KTLA news the agents were “monitoring the prescription and administering of controlled substances and inspecting pharmacy records.”

He further confirmed the warrants are under seal and as a result he was unable to comment further. He did however acknowledge such inspections are usually conducted to help officials in their role of regulating the health care and pharmaceutical industry including those involved in prescribing, manufacturing or handling controlled substances.

According to Mori these kinds of inspections typically take just a few hours and upon completion, the affected pharmacies reopen.

In a statement Kaiser affirmed it was fully cooperating with the DEA. “As always, we are committed to complying with state and federal regulations and ensuring the safety of our patients and members,” officials said.

Reports indicate federal narcotic enforcement officers from DEA’s Diversion Control Office at times use administrative warrants when seeking records to determine if controlled substances are being diverted from their lawful purpose into illicit drug traffic. There is no indication this applies in relation to these warrants.

Sacramento - Seventeen-year-olds may soon be able to vote in primary and special elections in California if they turn 18 before the following general election. The right to vote for 17-year-olds would be authorized under a proposed amendment to the state constitution recently approved by the state Assembly. First, however, the measure requires two-thirds majority approval of the Senate to be put before voters during the March 2020 primary. If approved by voters, it would not become law in time to impact the 2020 general election.

everal San Bernardino councilmembers are seeking re-election in 2020 including Ward 3 representative, Juan Figueroa, Ward 5 representative, Henry Nickel, Ward 6 councilmember, Bessine Richard and Ward 7 councilmember, Jim Mulvihill.

Only registered voters of the city are eligible to be elected to the city council. In addition, they must have been qualified electors and residents of their respective wards for a period of no less than thirty (30) consecutive days immediately preceding the date of filing their nomination papers for the office.

e are disappointed with your rushed, underhanded, and irresponsible appointment of Dawn Roe to fill the Third District Supervisorial vacancy caused by the resignation of Assemblymember James Ramos,” read the protest petition leveraged online by Inland Empire United in its push to hold San Bernardino County Supervisors accountable to the public for what many local residents believed was a tainted selection process.

On Wednesday, September 18, 2019 Superior Court Judge Janet M. Frangie agreed with this assessment and ruled against the county in Inland Empire United vs. Board of Supervisors and in the process, voided the appointed of San Bernardino County Supervisor Dawn Rowe. The ruling

opens the door for a potential appointment by California Governor Gavin Newsom to fill the seat.

In a news release Executive Director of Inland Empire (IE) United Michael Gomez Daly declared, “This petition was never about the candidate selected to the seat, it was about protecting public transparency and accountability for our elected officials.”

Frangie ruled the county’s selection process violated the Ralph M. Brown (open meeting) Act and ordered the San Bernardino County Board of Supervisors to rescind the appointment.

As might be expected however, the county quickly filed an appeal. On Thursday, September 19th county spokesperson David Wert issued a press

F E A T U R E release putting citizens on notice. “Supervisor Dawn Rowe’s status as a member of the San Bernardino Board of Supervisors has not changed as a result of Wednesday’s lower court decision. The County appealed the decision this morning and maintains the judge’s decision was in error. The appeal stays the ruling until it can be scrutinized by a higher court.

Although the lower court’s determination, aligned with the position of (IE) United, its members and numbers of others in the community, the county stands by its December 18, 2018 appointment of Rowe. Wert called the appointment legal, proper, and conducted with full transparency and multiple opportunities for full public participation, including public testimony, opportunities for all applicants to publicly address the Board of Supervisors, public interviews, and the inclusion of a seemingly endless amount of mail and email correspondence from residents. “The County considers Wednesday’s action as the latest step in a lengthy legal process.”

(IE) United disagreed. “Despite public records requests, letters from the public, and demands

the Board’s new female majority—the first in its history, others point to the Republican party’s now enhanced “White” control over a county where Democrats hold a clear majority and minority constituents now hold a clear demographic majority.

When the board selected Rowe, according to the December 16, 2018 Weekly Report of [Voter] Registration published by the San Bernardino County Registrar of Voters, 38.3 percent of registered voters in San Bernardino County were registered Democrats while only 29.1 percent were registered Republican—Democrats clearly held a near ten-point majority.

Although the county charter defines the supervisorial role as nonpartisan and existing board members unanimously supported Rowe’s appointment, critics were less than pleased with the board’s selection and the process they used to fill the position.

When the supervisors’ acknowledged no less than 43 candidates who submitted for the position met all the Board’s requirements for consideration—surely there were competitive Democrats among them. It was apparent to many

The IE Voice reported on this scandal late last year when on December 18, 2018 the San Bernardino County Board of Supervisor appointed Dawn Rowe, a Republican field representative for U.S. Congressman Paul Cook (8th Congressional District), to represent the county’s Third District a vacancy left by former Supervisor James Ramos (Democrat) who was elected to the California State Assembly last November.

In the year of “Me Too,” some celebrated

critics of Rowe’s anointing that nepotism may have ruled the day.

The replacement selection process came under suspicion and was temporarily stymied on December 11, when Needles resident Ruth Musser-Lopez, sent an email to the San Bernardino County Board of Supervisors (Board) accusing it of having violated the Ralph M. Brown Act. The foundation for the former Needles City Council member’s concern was initially laid on November 13 and reinforced December 4, when the Board approved and then modified an application and selection process to fill the vacant Third District seat on the Board. Those actions were followed on December 10th when Board members agreed to an interview list of thirteen candidates gleaned from the 43 qualified

candidates who applied and then on December 11th the Board narrowed the 13 semi-finalists to a list of five finalists.

The Board made all those decisions behind closed doors, in secret and away from public view. This is the process Judge Frangie now agrees violated the opening meeting requirements outlined in the Brown Act which mandates that most meetings of public bodies be held “in public.”

Musser-Lopez summed this up in an email that in part, accused the Board of casting, “preliminary votes secretly, without a process agreed upon by the public and without publicly disclosing the votes of the individual supervisors to the public.” This is exactly what the Board did.

According to the California State Association of Counties (CSAC), “. . . the Board must follow the procedural requirements in the [local, state, federal] statutes or its actions will not be valid.”

E

S T O R Y Although the county’s charter is silent as to any process to fill the vacancy, the open meeting rule mandates of the Brown Act must always (with limited exception) be followed. As noted however, the board’s process, including actions to whittle down the list of candidates on two occasions, deviated from Brown Act requirements.

According to county officials, 48 “qualified candidates” initially applied for the open position and were asked to submit supplemental materials consisting of responses to questions and any additional supporting documents—43 candidates complied by the December 7, 2018 deadline.

The supervisors initially planned to have a public discussion regarding its pre-determined list of the five finalists (their picks from the list of 43) on December 13th but postponed the action after it received the Musser-Lopez email, claiming they wanted to allow time for county counsel to examine the board’s actions and determine whether the Musser-Lopez accusation had merit.

When asked during an interview with The IE Voice/Black Voice News last year, Wert was asked

In making its final decision, the board further agreed to rely on the 43 applications submitted to the County (rather than its handpicked list of five finalists), the supplemental questionnaires submitted by all candidates, any other documentation submitted by a candidate, and the testimony and comments presented by members of the public at the Board’s December 11th open session.

In the end, the board managed around concerns over alleged Brown Act violations and selected a candidate from the short list of five contenders it had previously and furtively identified—Republican Dawn Rowe.

The San Bernardino County Charter is very clear that a vacancy in the office of Supervisor will be filled by appointment based on a majority vote of the remaining members of the Board of Supervisors from qualified electors of the Supervisorial District in which such vacancy exists. It also states that the position be filled by the Board within 30 days of the vacancy or the governor will appoint someone to fill the vacancy. Many critics believe this is exactly what the Board sought to avoid— after all, California’s governor is a Democrat.

After consulting with legal on the merits of Musser-Lopez concerns, the county determined it would rescind its previous actions and conduct its candidate deliberations in an open session on Tuesday, December 18, before selecting a replacement to fill the vacant seat.

Hagman continued, “Supervisor Rowe represents the Third District with integrity, intelligence, compassion and fairness. We should not have to defend the appointment, but we will do so every step of the way.”

The board was scheduled to meet in closed session on Friday, September 20 to consider a way forward. In the meantime, Wert insisted, “San Bernardino County has a longstanding tradition of serving as perhaps the most open and transparent local government agency in California.”

Gov. Sets Up Advisory Team on Aging as Golden State Population Grows Grayer Tanu Henry California Black Media

Editor’s note: Former State Assemblymember and longtime San Bernardino resident Cheryl Brown continues to work on behalf of the state’s seniors as a member of Governor Gavin Newsome’s new “Workgroup for Aging.”

A

fter Carl Maryland retired in 2009, he started playing for a team in the Sacramento Golden Seniors Softball Club league.

“Mostly to stay active and fit,” the 78-year-old says, but he enjoyed hanging out and shooting the breeze with his teammates, too.

During his seven-year run playing in the league, Maryland’s team won 10 championship rings. “If you love the game, you got to stay with it,” says Maryland.

Then, two years ago, he fell ill. His doctor advised him to take some time off from playing. In April of this year, when it was time to go back, he wasn’t well enough to get back on the field. Maryland has now moved into his son Robert’s home in Sacramento. Occasionally, they go out to the batting cage and play catch together.

The younger Maryland is a freelance photographer and father of two.

He loves hanging out with his dad, he says. And, although the senior Maryland is independent most of the time, caring for him while balancing all of his other obligations at home and work can be challenging. “He doesn’t drive anymore,” Robert says. “It would be good if he could go out at any time and hang out with his buddies. He misses that.”

In California, caring for aging parents can be difficult for middle income families like the Maryland’s. There are few resources they can access for information or money to pay for medical bills, at-home care, or other needs. The state provides assistance for home aides and transportation for low-income families, and most aging Californians who are wealthy can afford to move into plush nursing homes or senior communities—an unaffordable option for average families—where there are people on staff to assist them.

Expecting California’s aging population to balloon by about 4 million to 8.6 million people by 2030, Gov. Newsom is taking steps to meet the needs of families like the Marylands. In June, the governor issued an executive order, asking the Secretary of the Health and Human Services (HHS) to set up a cabinet-level “Workgroup for Aging” to advise the Secretary on “developing” a Master Plan on policy and programs.

Gov. Newsom expects the committee to complete and deliver the Master Plan by October 2020.

To support the workgroup, Dr. Mark Ghaly, California Secretary of Health and Human Services announced the creation of an advisory committee comprised of Californians from various backgrounds who have some expertise on aging, including former Assemblymember

Cheryl Brown (D-San Bernardino). Brown was chair of the Assembly Committee on Aging and Long-Term Care during her tenure in the legislature.

For Brown, working to solve problems aging adults and their caregivers face is fulfilling. Since she was about 14 years old, Brown says she remembers being a caretaker for aging adults in her family.

“I never thought twice about it,” says Brown. “That’s what we did.

Families used to have that intergenerational support. It brought us closer together. It made us stronger.”

That’s why, Brown says, when she was a member of the state legislature – a Democrat representing a district covering parts of the Inland Empire from 2012 to 2016 – she authored legislation that would have required the state to set up a task force on caregivers for aging adults. The bill passed in the full Assembly and state Senate but when it landed on then-Gov. Jerry Brown’s desk, he vetoed the legislation, letting her know there was not a need at the time for the team she was proposing.

“Of course, I disagreed,” said Brown. “Californians provide an estimated $47 billion a year in unpaid labor taking care of their families and every day in California, 1,000 people turn 65. Long-term care costs are increasing.”

Instead of re-introducing the bill or authoring a similar one, Brown wrote a resolution that pointed out the need for the task force on caregiving for the aging. It passed in both the Assembly and Senate. continued on page 18

Omnitrans Names Art Torres Director of Procurement San Bernardino

mnitrans has appointed Art Torres to serve as the agency’s new Director of Procurement.

With more than twenty years’ procurement management experience, Torres was most recently employed as a Senior Manager in Contracts Administration at the Los Angeles Country Metropolitan Transit, Metro where he gained experience working within Federal Transit Administration guidelines.

Commenting on Torres’ appointment Omnitrans CEO/General Manager P. Scott Graham stated, “Omnitrans will benefit from Art’s vast experience in the government sector including his work on purchased transportation and construction contracts.”

At Omnitrans, Torres will lead a department of 20 employees. The Procurement Department oversees the purchase of all goods and services for the Agency including preparation of bid documents, proposal evaluation, price negotiation, contract award, and contractor compliance. Former California Senator Alfred E. Alquist established the program in 1969 as a way to provide low-income and educationally disadvantaged students with the tools they need to succeed in higher education and beyond.

The program is currently in all 114 colleges in the state and has a high success rate at Crafton, Chavira said.

Although there are several ways EOPS extends its hand into the Crafton community, funding can be limited. Chavira and her team are looking to change that in the future as they want to help as many students as possible each year.

EOPS at Crafton is akin to an “extended family,” as the entire department works together to address every student’s needs. Often, the services provided through EOPS are the only support a Crafton student will receive as they pursue higher education, Chavira said.

“We look at every single student and try to unlock their potential,” she said. “In every

support maintenance of the agency’s fleet of 178 buses.

“In this profession, we are called upon to ensure that public funds are spent properly. It is a balancing act between getting the task done and doing it within the process,” said Torres.

“As procurement professionals we are focused on the process, but we can’t lose sight that we are an internal service group supporting the rest of the organization to ensure we collectively achieve desired results.”

In response to his appointment and in consideration of the underutilization of Black contractors by the agency Torres was asked about his plans to more fully engage the Black community to compete for more opportunities.

“Federal Transit Administration regulations do not allow us to provide any special considerations or favoritism to any particular businesses such as Disadvantaged Business Enterprises (DBEs), but we are required to do outreach to ensure that DBEs, etc. are informed about business opportunities at Omnitrans,” he shared.

According to Torres this is done through outreach such as advertising in minority-

student, there’s this untapped treasure. When you get to know the student, you start ‘chipping off the dirt’ and can begin polishing the ‘gem.’”

Once that gem is “uncovered,” she continued, “it’s the job of EOPS to keep polishing it until a student’s goals are met.”

This year’s celebration served as an informal reunion for program alumni. The department invited current and past students served by EOPS to attend, and the two-hour event included meet-and-greets with Crafton officials and remarks by former Crafton EOPS participants who have gone on to be successful in their career fields of choice.

“We wanted our former students to speak about how the program helped them reach their goals and how they benefited from it,” Chavira said. “My reward has been to see students succeed, and the EOPS extended family has helped them thrive and believe in themselves.”

The governor said the plan must be “person-centered” and address issues like isolation, transportation, the nursing shortage and the increasing demand for in-home supportive services.”

California is also one of 14 states that has a poverty rate of more than 10 percent among the 65-and-older population, according to the U.S. Department of Health and Human Services.

Accurately counting California’s aging population in next year’s Census will be a challenge as more and more aging adults fall into poverty, become isolated from family and social networks, and continue to lack access to the internet. The 2020 Census will be the first to be primarily conducted online.

Brown says it is important for California to get ahead of the challenges coming. “How do we create a one-stop shop?” asks Brown. “What can we do to assist middle income families?

Then, there is the sandwich generation – those working Californians with both young children and aging parents. How can we help them to help their loved ones?”
