One Black School Superintendent Failed to Meet Expectations

D

uring his eight year tenure as superintendent of the Victor Valley Unified High School District Dr. Ron Williams was singled out for several individual honors.

He was named superintendent of the year in 2019 by the California Association of AfricanAmerican Superintendents and Administrators (CAAASA) in 2019. In 2017 he was recognized by by the Association of California School Administrators in San Bernardino and the national School Superintendents Association also identified Williams as a finalist for a national superintendent of the year award.

Under Williams’ leadership the district reported an increase in student enrollment, new school facilities were built and it boasted of receiving several awards including a National Blue Ribbon Award, three California Distinguished School Awards, three California

But beneath the shadow of the highly accomplished superintendent and the district’s shiny veneer something was rotten in the classrooms and hallways of schools in the Victor Valley Union High School District (VVUHSD).

In late August the Office for Civil Rights determined VVUHSD practiced discrimination based on race in violation of the 1964 Civil Rights Act by disciplining Black students more frequently and more harshly than white students.

The question is whether Williams was duped by his predecessor and the VVUHSD into being the last one responsible when the district’s structural and institutional foundation

of discrimination cracked causing the edifice of disparate treatment to crumble? Was he a willing participant in blatant discrimination against students of his own race? Or, was there a problem with his ofacatory system that impeded his ability to smell the pervasive stench of discrimination across the school district he shepherded?

In April 2019, when Black Voice News reported on Williams recognition by CAAASA, Williams was one of only 25 Black superintendents in the entire state of California. There was pride in his accomplishments.

New COVID-19 “Bivalent” Boosters Will Protect Against Highly Contagious BA5 Variant

.S. Centers for Disease Control and Prevention (CDC) Director Dr. Rochelle P. Walensky endorsed the CDC Advisory Committee on Immunization Practices’ (ACIP) recommendations for the use of updated COVID-19 boosters from Pfizer-BioNTech and Moderna on September 1, following the U.S. Food and Drug Administration’s (FDA) authorization.

The FDA authorized an update to COVID-19 vaccines for booster doses that will target the highly transmissible Omicron variants on August 31.

“The updated COVID-19 boosters are formulated to better protect against the most recently circulating COVID-19 variant. They can help restore protection that has waned since previous vaccination and were designed to provide broader protection against newer variants,” Dr. Walensky stated.

“This recommendation followed a comprehensive scientific evaluation and robust scientific discussion. If you are eligible, there is

no bad time to get your COVID-19 booster and I strongly encourage you to receive it.”

Bivalent vaccine components The “updated boosters” are bivalent vaccines that contain components of the initial strain of the COVID-19 virus and components of the BA.4 and BA.5 Omicron sublineages of the virus. The Omicron variant continues to dominate the number of COVID-19 cases in the U.S. Over the past week, from August 21 to August 27, the CDC reported that approximately 88% of cases were identified as BA.5.

The bivalent boosters are only for individuals who have completed their primary vaccinations.

The Moderna COVID-19 Vaccine, Bivalent, is authorized for use as a single booster dose in individuals 18 years of age and older. The Pfizer-BioNTech COVID-19 Vaccine, Bivalent, is authorized for use as a single booster dose in individuals 12 years of age and older.

Newly Passed Bill Promises California’s Low Income Communities Access to Affordable Solar Energy

Community solar energy allows low-income residents to take advantage of reduced energy rates without buying solar panels for their homes. (Google.com).

ow income renters in the inland region may soon be able to enjoy the benefits of solar energy. On Tuesday, the California State Legislature passed AB 2316, which creates a Community Renewable Energy program that would make solar energy projects more accessible across the state.

“AB 2316 is poised to be the most significant expansion of solar access to low and middleincome communities in California history,” said Assemblymember Chris Ward. “Not only is it about equity, it’s also about building out a community solar program that would improve the overall reliability of our electrical grid by ensuring that solar energy is sent during peak hours of usage.”

Community solar energy allows low-income

residents to take advantage of reduced energy rates without buying solar panels for their homes.

This will positively impact residents who live in apartment complexes or rent their homes and individuals who can’t afford to buy solar panels.

They will be allowed to support clean energy and fight climate change while reducing their energy bills.

One key advantage brought by AB 2316 is that it requires at least 51% of the energy from new community solar power projects to serve low-income communities.

According to Susannah Churchill, Deputy Program Director for the West,of the non-profit organization Vote Solar, this is the highest requirement of any low-income solar panel

project in the country.

“If the state agencies moved quickly to implement the program, we could see over 800 megawatts of new community solar and storage projects built and serving about a quarter million California households by the summer of 2025,” Churchill said. “Because of that 51% requirement, at least 125,000 of those are going to be low-income households.”

This comes after Gov. Gavin Newsom applauded President Joe Biden’s signing of the Inflation Reduction Act, which provides additional bonus tax credits of 20% for projects at affordable housing properties and 10% for projects in low-income communities.

Oil Setbacks Could Enhance Living Conditions of California’s Vulnerable Populations

ollowing the Inflation Reduction Act signed

by President Joe Biden on Aug. 12, Gov. Gavin Newsom released a strongly worded statement on California’s clean energy plans, promising to institute radical actions to solve the climate crisis.

“Cleaning the air we breathe. Protecting our communities from the harmful impacts of the oil industry, accelerating California’s clean energy future, each of these actions on their own are monumental steps to tackling the climate crisis – but California isn’t waiting a minute longer to get them done. We’re taking all of these major actions now in the most aggressive push on climate this state has ever seen because later is too late. Together with the Legislature’s

leadership, the progress we make on the climate crisis this year will be felt for generations – and the impact will spread far beyond our borders.”

One of the proposals listed on his list of to do’s is establishing a setback distance for oil wells from neighborhoods, schools, and parks and ensuring comprehensive pollution controls for existing oil wells within 3,200 feet of these facilities.

“Finally, after years and years of environmental justice communities asking for comprehensive public health setbacks, we’re seeing some real action on this acute public health issue. We’re ready to see the legislature follow the Governor’s lead and end the chronic crisis of neighborhood drilling in California,”

said Dan Ress, Staff Attorney, Center on Race, Poverty and the Environment.

Low-income neighborhoods The changes will significantly impact lowincome communities and communities of color, who are more likely to live near oil wells.

Close to 7.5 million Californians live at least one mile from oil well sites, and nearly 3 million live within the 3,200 feet proposed setback mark, according to Vision, a coalition of environmental groups and allies advocates against oil drilling in neighborhoods.

Committee members questioned if producing a new formula that specifically targets Omicron variants BA.4 and BA.5 would be effective in the fall.

“The FDA has been planning for the possibility that the composition of the COVID-19 vaccines would need to be modified to address circulating variants. We sought input from our outside experts on the inclusion of an Omicron component in COVID-19 boosters to provide better protection against COVID-19,” said Marks.

The updated boosters are expected to be available in the next week. The FDA’s authorization comes just ahead of the winter season where traditionally the U.S. experiences surges in cases, as seen over the past two years.

Challenger Deep: Dr. Dawn Wright Makes History as First Black to Explore Deepest Known Point in Earth’s Seabed Aryana Noroozi | Staff

D

r. Dawn Wright made history this summer becoming the first Black person to descend to the deepest known point in the earth’s seabed, a trench known as the Challenger Deep. To complete the dive, she traveled from her home in Redlands to the Mariana Trench, a territory of the Federated States of Micronesia, in the western Pacific Ocean.

Wright says that the Challenger Deep is important for the region, particularly its’ home Palau, a nation of over 500 islands. “A lot of people in Palau don't realize that they have this deep ocean trench within their territory. It would be like those of us here in the U.S. not realizing that we had a Grand Canyon.”

As the Challenger Deep “generates excitement and knowledge” for Palau, Wright says she sees a parallel between it and dives to the wrecks of African slave ships.

“African and Black people can get a sense of that history, as painful as that history is… It’s a beautiful project in terms of discovering and claiming that history,” she offered.

Wright resides in Redlands where she is Chief Scientist at Esri. Esri is a leading developer in geographic information system (GIS) software, location intelligence, and mapping. Wright has played a critical role in integrating GIS technology to ocean and coastal science, where she worked to create the first ocean GIS data model. Wright says that these maps are developed using soundwaves.

“Basically, what the instruments do is they measure the amount of time that it takes for these [sound] pulses to go down to the bottom [of the sea] and come back,” explained Wright. “The amount of travel time is converted to a distance, so that's where we get the maps of the topography.”

But Wright said that at extreme depths it is very difficult for this technology to properly function.

“The technology tends to break below 6000 meters, because of the high pressure,” she said.

“The pressure at the bottom of Challenger Deep is 16,000 pounds per square inch.” If there was a problem during her expedition, the submersible ship would have combusted in a matter of seconds, Wright noted.

One of the goals of her Challenger Deep expedition was to test a mapping device called a sidescan sonar and determine whether it was

able to operate at this pressure. Instead of time, the sidescan sonar uses sound pulse strength to determine topography. Wright and her team hoped to use the device to collect data to help make a high resolution map of a particular area of the Challenger Deep. “Sort of like an aerial photograph of part of the trench,” she said.

The use of sidescan sonar was successful.

Wright says this is a tool for more precise scanning and mapping of the seafloor.

Along with the other technology onboard their submersible ship, designed and piloted by Victor Vescovo, Wright’s colleague who completed the expedition with her, Wright also brought along styrofoam cups as she often does on deep sea expeditions. The cups shrunk to the size of a finger knuckle from the pressure of the nearly seven mile deep dive. She says that the common item– turned trinket– makes for a great souvenir. Wright keeps one on her desk at Esri.

Long Haul COVID in the Black Community

he University of California Riverside’s Center for Healthy Communities (CHC) hosted the first town hall of many on the topic of long haul COVID-19 on August 30 at the Barbara and Art Culver Center of the Arts.

The first town hall in a series to focus on symptoms of long haul COVID, the presentation was moderated by ​​ Michelle C. Burroughs, director of CHC. The event featured presentations

by Dr. Marshare Penny, Deputy Director of Public Health at Riverside University Health System - Public Health and Brittany Whitmore, Health Equity Program Coordinator at RUHS Riverside University Health System Public Health.

“As you may know, a significant percentage of Black/African Americans are still unvaccinated. These town halls will offer practices that mitigate the spread of the virus and long haul COVID-19,” Burroughs stated.

Long haul COVID is a condition that refers to longterm physical and mental health effects that are present four or more weeks after initial COVID-19 infection.

Long haul COVID has many names including long COVID, post-COVID and post-acute sequelae SARS-CoV-2 infection (PASC). People who experience long COVID can exhibit many different symptoms including fatigue, brain fog and chest pain.

Research on long COVID is still ongoing, which has made diagnosing the condition difficult for providers and even more difficult for individuals to receive recognition. While it is hard to say for sure, researchers and public health officials estimate that 27 million Americans suffer from long COVID. “There’s not enough evidence to tell us how long a person could experience long COVID. Additionally, every

individual is different,” Dr. Penny responded to a question posed by a community member. Some individuals report experiencing long COVID for two months after they recovered from the initial infection while others can experience long COVID for a longer period of time.

During her presentation, Dr. Penny stated that among the estimated 213,000 who suffer from long COVID in Riverside County, 8,000 identify as Black.

Black Long Haulers feel unheard Kevin Booker explained that he initially contracted COVID-19 and then experienced COVID-related pneumonia one month later, which lasted about four months. Booker explained to Dr. Penny that he has been unsuccessful in getting his doctor to understand his symptoms and address his health concerns.

“It feels like when I come in the room, most of the time he talks and if I interrupt, he kind of talks over me. That’s what I’m experiencing now. What direction do I go when I’m experiencing this right now? I just feel like I’m unheard,” Booker said as he recalled his visit with a worker’s compensation doctor.

Dr. Penny recommended that Booker get a second opinion and determine if a diagnosis was missed. She explained that there is now a diagnostic code for providers to clinically diagnose patients for long COVID. Long COVID now recognized as a disability In July 2021, long COVID was recognized as a disability under the Americans with Disabilities Act. The Department of Health and Human Services issued a guidance that details why long COVID meets the criteria of a disability.

Booker shared a row along with his wife, Denise Booker, who explained that they both contracted the delta variant and had fevers of 103 in 2021. She said she still experiences the effects of COVID such as being very forgetful and having poor equilibrium.

“It’s frustrating listening to him when he has to talk to the doctors. I went to the doctor afterwards, because my equilibrium was also off. And they told me as well, ‘It’ll pass. Don’t worry about it. It’ll pass,’” Booker said. “It hasn’t passed. We had it in ‘21. Okay, so what do we do at this point?”

Whitmore recommended that people continue to wear masks and practice good hygiene to reduce the likelihood of contracting COVID-19 and therefore contracting long COVID. As more information is learned about long COVID, Riverside County has worked to understand who is impacted by conducting post-COVID follow up calls to individuals who reported positive COVID-19 test results. There is currently no medication that specifically treats long COVID, but those who are experiencing long COVID can find support and resources by visiting the county’s resource page.

County, for residents of the inland region, the state of California, those who fought for him and others to have opportunities to hold such a prestigious position, or for the ancestors to have expected him to be righteous? To lead with honor, integrity and justice? To, at a minimum, honor and uphold the law.

In reality members of the Black community expect no more from our Black leaders than we do any leader–to serve with integrity to push through barriers of structural and institutional racism so that everyone, regardless of race, creed or color is treated fairly. The Black community only expects of Black leaders what we expect of other leaders. If Williams’ tried and failed in his efforts to prevent such racist treatment of Black students entrusted to his care, then kudos to him. But, if he was trying to do what was right and was being sabotaged, why didn’t he administer discipline, reach out for assistance, and blow the whistle?

Williams retired this summer after serving 10 years with the VVUHSD, including eight years as superintendent. Williams’ predecessor, Elvin Momon conveniently retired in 2014, Interestingly, the same year (2014) the Office for Civil Rights opened the investigation into VVUHSD. After eight years and just previous to the release of the OCR report Williams announced his own plans to step down and conveniently, his predecessor, Elvin Momon, was solicited by the VVUHSD board in June to return and help guide the district through the transition.

Although a new superintendent Carl J. Coles was recently appointed to replace Williams and his tenure began September 1, for some reason, Momon will remain through the end of the year to purportedly continue helping with the transition.

So, Momon will be on board for an additional three months even though Coles is an experienced superintendent who, before his appointment to the VVUHSD, spent 15 years with the Bonita Unified School District in San Dimas where he was the assistant superintendent of human resources before serving four years as superintendent. I readily admit I am not an educator and have no idea what is required of administrators however it seems a stretch that someone with as much experience as Coles would need a three month transition period with Momon.

Regarding the civil rights violations I think it important to recall Federal Education officials began the civil rights investigation in 2014 “after seeing higher rates of suspensions, expulsions and other punishments in Victor Valley compared to other districts in California” after noting Black students were punished more frequently and severely than white students.This occurred right around the time Momon retired.

Many of the violations occurred due to the VVUHSD participation in the county’s “CleanSweep” program facilitated by the San Bernardino County Sheriff’s Department. The disciplinary program impacting several schools across the county was suspended September 1 and is under investigation by the U.S. Department of Justice. However, that was not the only issue. The district also over-disciplined Black students for minor infractions like being too loud, inappropriate behavior, dress code violations and truancy.

hopes, dreams, and aspirations. That gives us 11,000 reasons to fulfill a commitment, to prepare them for whatever they choose to do post-high school. I can’t wait to join my new colleagues in fulfilling that commitment each day.”

But will the VVUHSD ever deliver on this promise to all its students?

The OCR also discovered even when white students were disciplined, their punishments were far less severe than those administered to Black students.

Meanwhile, Momon has acknowledged the district's disciplinary practices were unfair to Black students and claimed there was a lack of oversight and a lack of accountability in the district “before the Office of Civil Rights completed its investigation”. What is he actually saying here?

Is he washing his hands clean and saying in so many words the failures occurred on Williams’ watch? Perhaps his most galling quote is “You can’t treat our kids in a disparate way. It has to be equal.” Really, Momon? How much of this occurred on your watch? How many kids were mistreated on your watch?

Something appears seriously wrong in the Victory Valley High School Unified School District beyond the findings of the Office of Civil Rights.

Of course, this is just my opinion. I’m keep it real.

“For young Black women in the Inland Empire, if they are dreaming of doing something big and adventurous or scientific; if this encourages them to do whatever it is that they want to do, I think that would be really cool and important. People don't necessarily have to do what I did.”
