here are a number of important issues I wanted to comment on this week. But, I could not let the following observation go unnoticed because the role of sheriff is too important and the 2020 election is too near, so any areas of possible concern regarding our local sheriffs should not be allowed to slide by without at least bringing it to you for consideration.

Last week, the community watched as Riverside County Sheriff Chad Bianco, who is running for re-election even after admitting he was a former member of the insurrectionist organization the Oath Keepers and stressing he was not ashamed of that relationship, joined with Los Angeles County Sheriff Alex Villanueva who is also running for re-election while not only seeking to turn away from allegations of gangs within his department but also using his power and authority to purportedly intimidate a local reporter for having the audacity to expose an alleged cover-up within his department.

Both these sheriffs and candidates joined San Bernardino County Sheriff Shannon Dicus who is seeking election after being hand-selected for the office and who is also under criticism after

the Justice Department agreed to return $1.1 million in “legal” marijuana proceeds seized by San Bernardino deputies to the company they took it from.

So, three men came together for a meet and greet at the taxpayers’ expense. It was disappointing, but not surprising, to find the trio seemed somewhat impervious to how some in the public might perceive the event as a campaign rally and that they were perhaps even more impervious to a III%’s flag on display at the official event—leaving the three of them vulnerable to even more criticism.

Yet, that is exactly what happened at the Chino Airport when these three Southern California sheriffs joined forces for the first ever Tri County Sheriffs’ event last week when someone noticed and recorded what appeared to be a III% flag on display as attendees entered the cavernous airport hangar where the sheriffs spoke. Was the flag merely an unfortunate similarity? Possibly.

COVID Vaccine for Young Kids: Moderna Seeks Emergency Use Authorization

M

oderna submitted a request for emergency use authorization (EUA) of its COVID-19 vaccine for young children six months to six years of age on Thursday.

This request for emergency use comes after the company released positive results in March regarding their children’s randomized study, KIDCOVE. Phase 2/3 of the study enrolled approximately 6,700 participants, six months to under six years of age, and found that two 25-microgram doses of the vaccine provided this cohort with a similar immune response to the 100 microgram two doses administered to adults 18 to 25 years old.

Moderna. “We believe mRNA-1273 will be able to safely protect these children against SARSCoV-2, which is so important in our continued fight against COVID-19 and will be especially welcomed by parents and caregivers.”

Moderna previously submitted a request to the U.S. Food and Drug Administration (FDA) for the emergency use of a 50-microgram twodose primary series for children six to 12 years of age. Moderna has received authorization to use their COVID-19 vaccine for this age group from regulators in Australia, Canada and the European Union.

In the U.S., Pfizer is the only company that has received authorization to administer smaller doses of the vaccine to children aged five to 11. On April 26, the company submitted an application to the FDA for EUA of a 10 microgram booster dose for children 5 through 11 years of age. continued on page 8

Underbanked and Unbanked: Wellness Pilot Program To Help Minority Communities

he Federal Reserve reports at least 40% of Black households and 30% of Hispanic households are unbanked or underbanked, compared to only 12% of white households and a McKinsey Global Institute report also estimates that nearly 20% of Black families have a negative net worth.

To help mitigate this issue, the National Bankers Community Alliance (NBCA), a 501(c)(3) affiliate of the National Bankers Association (NBA), recently launched a financial wellness program to help more minority communities close the racial wealth gap titled the NBCA Powered by Our Money Matters (OMM) pilot.

To qualify as an NBA member bank an institution must be at least 51% minority-owned. Currently there are two NBA member banks in California, the Broadway Federal Bank in Los Angeles and the East West Bank in Pasadena

Thirteen of the NBA’s member Minority Depository Institutions (MDIs) nationally will participate in the OMM pilot, an artificial-intelligencedriven curriculum that supports knowledge exchange, positive financial behaviors, and mainstream banking engagement.

Through a $500,000 grant from the Wells Fargo Foundation, NBCA will partner with the HBCU Community Development Action Coalition (CDAC) and iGrad, the technology team that supports the OMM platform, to help the pilot participants create a customized financial wellness website, issue user calls to action, and reward consumers for changed financial behaviors.

California Black Freedom Fund’s Executive Director Marc Philpart on Closing the Philanthropic Gap

arc Philpart stepped into his new role as the first executive director of the California Black Freedom Fund on Wednesday, April 27.

Co-created by a collective of Black leaders and organizers, namely Kaci Patterson, Ben McBride and Anthony Thigpenn, the California Black Freedom Fund was launched in February 2021 to address a history of underinvestment in Black-led organizations and help to close the philanthropic giving gap.

The California Black Freedom Fund is a fiveyear-long initiative to raise $100 million and distribute the funds to Black-led organizations across California. The fund intends to grow and strengthen the development of Black-led organizations with the support of dozens of funders and under the guidance of Philpart.

“I could not be more confident and excited about our decision to entrust Marc Philpart with the role of serving as the CBFF’s first ever executive director,” said Nicole Taylor, President and CEO of the Silicon Valley Community Foundation, which provides fiscal and administrative management of the fund in a statement. “Marc’s extensive expertise and deep commitment to advancing social and structural change will be invaluable as he leads the CBFF and builds on its existing momentum.”

Philpart previously worked 13 years at the research institute, PolicyLink, where he served in a number of roles including associate director and director before ending his tenure as managing director. Philpart also worked with the Obama administration to develop My Brother’s Keeper, an initiative created to remove barriers and expand opportunities for boys and men of color.

As Philpart joined the fund as the executive director, he explained that he was not interested in a traditional philanthropic role. However, philanthropy is important to him, Philpart clarified explaining that traditional philanthropic institutions aren’t always helpful to community actors who are on the ground doing the work.

the relationship that philanthropy has to communities, and really be a leading example of what philanthropic institutions can do and should be doing in order to really support liberation of freedom for our communities, particularly Black folks,” Philpart said.

California Black Freedom Fund in action To date, the fund has garnered the support of dozens of funders and donors and has raised an estimated $63 million, with a commitment to reach $100 million by 2025. So far, the fund has supported more than 110 Black-led organizations throughout California and distributed $25.8 million in funding.

Additionally, the fund has awarded nearly $9 million to 74 Black-led “power-building”

organizations including the California Black Health Network and local organizations, IE CEEM Incorporated and Millionaire Mind Kids that operate in the Inland Empire.

Executive Director of the California Black Health Network Rhonda Smith, joined the network during the summer of 2020 as the interim executive director. According to Smith, resources were limited during that time and about 90 percent of the network’s resources were grants and restricted funding.

San Bernardino and Statewide Election Endorsements and Recommendations

any people who follow my column have requested my thoughts and recommendations for the June 7th Primary. In response to these requests, I reached out to candidates I do not know personally for interviews and some of Hardy Brown, Sr. them responded. Candidates for statewide office For the statewide office(s) seekers Governor Gavin Newsom has already overcome his distractors by beating them in a recall election and Dr. Shirley Weber has proven her skills and ability to oversee a complicated election that was fair and secure for all voting citizens. This she did in the face of a Republican Party claiming all elections are stacked with voter fraud. Even some of the California Republican candidates making voter fraud clams did not object to the election after they failed in their effort to recall Governor Newsom.

I am proud there is a slate of diverse candidates, both race and gender, from which to make a selection for office. Believe me, race and gender does matter in policy making, I’ve been in closed session meetings and sitting at the table, while policy was being made.

I want to highlight a few of the candidates because they deserve my comments for the public record.

Pete Aguilar has done a wonderful job of bringing over a billion dollars into his district while representing our democracy by serving on the Congressional Select Committee investigating what happened before, during, and after the January 6th Insurrection led by members in the Republican Party.

Alex Padilla has represented us well by serving on the Senate Judiciary Committee and standing

James Ramos has done a great job in the Assembly as the first Native American to serve in our state legislative body and he will continue to do so. I am proud to know him and his family long before the tribe had success in gaming and it has not changed his values.

where things get done by elected officials working with each other and putting the citizens first.

Helen will bring a new perspective to our city based on her background as a Human Resource Manager. I know from my personal experience that a Human Resource Manager has the experience to communicate with all sides to arrive at decisions that are in the best interest of the city.

Candidates for local office in San Bernardino County I know Ted Alejandre, Bob Dutton, Jason Anderson, Clifton Harris and they all deserve your votes. I have known Ted and his wife’s family for a longtime and they have represented us well in the education of our children. I have known Clifton and his family even longer dating back into the 70’s. It is time to break the cycle of the outgoing sheriff selecting who becomes sheriff.

I have attended or observed the San Bernardino City Council meetings since 2019 and council members are now beginning to respect each other and are working together when mayor John Valdivia is absent from the sessions and not interfering, trying to divide the council members.

I have listened to Dr. Treasure Ortiz at council meetings and met with her by ZOOM. In my opinion she would be a “good choice” as our next mayor but after meeting and talking with Helen Tran, Helen would be a “better or best choice” as mayor in my opinion. Tran knows the internal workings of the city and understands the different roles and responsibilities of the mayor, council and city manager. She explained to me her experience of working in another city government

imited rain and snowfall resulted in January, February and March 2022 being the driest three months in California’s recorded history as it relates to rain- and snowfall according to Metropolitan Water District (MWD) of Southern California spokesperson Rebecca Kimitch.

In response, on Wednesday, April 27, MWD announced plans to cut outdoor watering to one day a week for six million Southern California residents beginning June 1 —including many in the inland region. The goal is to immediately reduce water use in communities with supplies severely limited by the state’s drought.

The unprecedented action—expected to impact nearly a third of SoCal residents—was unanimously adopted by MWD’s Board of Directors during a special meeting on Tuesday, April 26 and will apply to dozens of cities and communities in San Bernardino, Los Angeles and Ventura counties – home to about 6 million residents.

While most of the SoCal region benefits from diverse water supplies, the communities impacted by newly implemented restrictions depend on water from Northern California, via the State Water Project.

These areas have limited or no access to water from the Colorado River or local resources, and with deliveries from the State Water Project severely reduced over the last three years because of drought, they are expected to face water shortages this year.

The board’s action last week also came with a warning that “if enough water isn’t conserved in the coming months, or if supply conditions worsen, all outdoor watering could be banned in these communities as early as September,” cautioned Metropolitan General Manager Adel Hagekhalil.

In a press release Hagekhalil continued with these ominous words, “The reality is, this drought has left us without the water supply we need to meet normal demands in these areas. To make sure we have enough water for their basic human health and safety needs, everyone in these communities must immediately and dramatically reduce their water use.”

Local agencies have flexibility MWD will not directly impose the restrictions on consumers, but rather require its member agencies that are receiving State Water Project supplies like the Inland Empire Utilities Agency (IEUA/Agency),

to enforce the watering limits. Specifics on which day of the week watering will be allowed and enforcement protocols will be determined by each member agency.

Inland area communities impacted by the outdoor watering restriction include the cities of Chino, Chino Hills, Ontario, Rancho Cucamonga, Rialto and Upland. Although the order establishes a strict protocol it does allow for the hand watering of trees to maintain the natural urban canopy.

There are options Water agencies in these areas also have the option of selecting an alternative path that sets limits on the amount of water used. Agencies that don’t enforce the one-day-a-week watering restrictions or exceed their volumetric limits, however, would face financial penalties from MWD. In response, IEUA/Agency General Manager Shivaji Deshmukh noted in a statement, “MWD’s new Emergency Water Conservation Program includes two pathways. According to Deshmukh, this pathway will result in real water savings for the region and also align with MWD’s goal for all Southern California residents and businesses to save 30 percent and stretch resources to prevent additional restrictions or cutbacks this year.

Last November, MWD declared a drought emergency for the State Water Project dependent communities. Since then, however, conditions have only worsened.

Also last year, MWD began working with the impacted agencies to provide new access to Colorado River water or other supplies and it continues to explore additional engineering and infrastructure improvements to maximize the resiliency and flexibility of the region’s water-delivery system. MWD is also investing in drought-proof, climate change-resilient water supplies, such as recycled water.

MWD noted that while the current emergency is particularly acute in the communities that depend on the State Water Project, all Southern Californians are responding to Governor Newsom’s March order to conserve water use by 20-30 percent.

“We’re doing everything we can to alleviate the immediate crisis and make investments to avoid this from happening again,” explained MWD Chairwoman Gloria D. Gray. “But now we need the public’s help. We can get through this by working together.”

Track & Field Champions Compete at Mt. SAC

he loyal crowds returned to Mt. SAC last Sunday, in anticipation of world class performances from the very best of track & field. After a seven-year hiatus, due to COVID and extensive facility renovation, America’s top athletes competed at USATF Golden games in Walnut, CA. Many have witnessed world records fall at this track As track & field athletes prepare for the upcoming US National Championships in Eugene this summer, the historic Hilmer Lodge in Walnut, CA hosted its 63rd Mt. Sac Relays.

Once again, the most knowledgeable track and field fans could be seen along the backstretch, with their stopwatches in hand. Over the decades many of them have witnessed world records fall at this track. Some of the great champions who competed here over the years include Ralph Boston, Al Oerter, Mac Wilkins, Carl Lewis, Mike Powell, Edwin Moses, Merlene Otley, Randy Barnes, Marion Jones, Bob Seagren, Stacey Dragila, Qunicy Watts, Allen Johnson, Jackey Joyner Kersee, Bernard Lagat and the great Allyson Felix.

Mt. SAC—where you feel something great is about to happen There are few American track & field venues that attract a national television audience and have that special cache which only comes from decades of great athletes and world class performances. Mt. SAC is one of those iconic places where you feel like something great is about to happen. Like the Penn Relays, Drake Stadium in Des Moines, The Milrose Games in New York, Oregon’s Hayward Field, Mt. Sac in Walnut, must be included in that special list of venues.

Olympic silver medalist Fred Kerley won the 200 with an impressive 19.8 Saturday’s performances on the track did not disappoint. With the U.S. National Championships on the horizon, a national NBC audience looked on as the athletes performed at their highest level.

Some of the results included Kendra Harrison’s 12.63 in the 100-meter hurdles, top mark in the world this year. Olympic silver medalist Fred

Oregon’s Micah Hobbs took the 100 in 9.83. Brooke Andersen won the Hammer Throw with a 251-10 mark. Valarie Allman took the Discus with a 227-11. Clayton Fritsch won the Pole Vault, clearing 19 ¼. Vashti Cunningham won the High Jump with a 6-5.

Running for Team Athleta, the seventime Olympic medalist ran the second leg of the Women’s 4 x 400 relay with teammates Delilah Muhammad, Athing Mu and Shamier Little in a winning time of 3:25. Allyson Felix appeared in five Olympic games, a 10 time U.S. National Champion, competed at Mt. SAC 19 times, easily

additional resources,” Smith said. At the time the organization had just two people managing it.

“I hope that the fund, in terms of its value, continues to grow. But I hope that they recognize the importance of continuing to invest in Blackled nonprofit organizations here, across the state, and invest in capacity building,” Smith continued.

Capacity building is an aspect Philpart plans to address in his new role. Prior to taking on this position, Philpart heard from communities who often lamented the inability to help organizations build capacity and who were often outspent by larger and more powerful stakeholders such as police unions. He explained that if these organizations had the necessary resources they would be able to change the narrative.

“I really see the freedom fund as being able to more firmly assert what the community’s vision is in policy and political spaces, [and] build the capacity of organizations to expand and scale,” Philpart described. “[And] really thinking about base building organizations in particular, I

think mass engagement and mass movement is critical to any work we hope to do in terms of transforming outcomes for Black communities in California.”

Closing giving gaps Smith said she hopes to see the fund garner higher levels of funding for capacity building that will extend over a longer period of time. With the philanthropy gap that exists between the funding Black-led organizations receive compared to what white-led organizations receive, Smith explained capacity building is “desperately needed” for Black-led organizations.

An analysis by the Bridgeport Group of Echoing Green funding applicants found that on average the revenues of the Black-led organizations are 24 percent smaller than the revenues of their white-led counterparts. In the case of unrestricted funding, the analysis revealed that unrestricted net assets of the Black-led organizations are 76 percent smaller continued on page 17

Who are the III%’s The Southern Poverty Law Center (SPLC) describes the III%’s as an anti-government movement militia group and noting how its members, “believe a small force of armed individuals can overthrow a tyrannical government, and many Three Percenters engage in paramilitary training and organizing to do so.”

SPLC further states, “Their perceptions of tyranny emanate from the radical conspiracy theories and paranoia rooted in the decades-old anti government extremist movement and have repeatedly led to violence against America’s law enforcement, citizens and residents.”

It is not surprising that reports indicate members of anti-government groups, including the Oath Keepers, Proud Boys, and Three Percenters, were charged with conspiracy for allegedly planning their attacks on the US Capitol.

ideology use “III%” or sometimes “3%” in their names. They also show their affiliation with the movement by displaying tattoos, clothing and stickers with Three Percent symbols on them.

One of the COVID-19 strategies boasted by the organization includes this statement by Gene McDole, leader of Union of Three Percenter American Patriots discussing the virus in March 2020. “Do NOT discuss this virus in ANY WAY other than to discuss HARD FACTS about comparing this virus to the common yearly flue [sic] which also has and probably always will kill far more people every year than this ridiculous hoax ever will.”

This certainly was the theme spouted by several sheriffs across Southern California in 2020 including both Bianco and Villanueva.

While there are many disparate groups aligned with the Three Percenters, supporters claim not all are anti government or racists.

However, in addition to their alleged role in the January insurrection the Southern Poverty Law Center reminds us that members of some Three “Three Percenterism is not a group, but a sub-ideology or common belief that falls within the larger anti government militia movement. Three Percenters (also known as III%ers or Threepers) claim that only 3% of American colonists fought against the British during the American Revolution, a claim that has never been proven?”

Percenter factions associate with extremist racist groups and participated in the 2017 Unite the Right rally in Charlottesville, Virginia.

As the 2020 election rapidly approaches we must consider the unmitigated power wielded by county sheriffs and the threats we continue to face against democracy in general. With these thoughts in mind, it is more important than ever that we examine who these men are and how they have conducted themselves as sheriffs while also keeping in mind at least three tried and true adages. First, that people judge you by the company you keep. Second, birds of a feather flock together. And finally, water seeks its own level.

Of course, this is just my opinion. I’m keeping it real.

According to the Centers for Disease and Control and Prevention (CDC), just 28% of children ages five to 11 have received their primary series of two doses as of April. In California, about 34.5% of children five to 11 years of age are fully vaccinated, with 21% of this age group fully vaccinated in Riverside County and 21.7% partially vaccinated in San Bernardino County.
