uccess and prosperity and health for our country. That’s all I want,” the president proclaimed during the pronouncement of his 2019 New Year’s resolution.

Those comments were followed in February with a White House statement touting how the president’s “pro-growth economic agenda is creating more economic prosperity and opportunity for all Americans.”

Certainly, who can argue when considered in the long arc of history, that most Americans are better off today than citizens were two centuries ago, or even a century ago. Or, when weighed in the balance of economies of other countries over all the world, opportunities for economic stability and growth (for many, though not all Americans) are greater here than almost anywhere else on earth.

But, mathematic principals and realities on the ground teach us and show us—that everything is relative, that everything moves in relation to everything else.

So, when we read that the stock market has reached another all time high; that the gross domestic product (GDP) surprisingly increased at an annual rate of 3.2 percent in the first quarter of 2019; that the nation’s unemployment rate achieved a 50 year low; when American corporations reap grossly obscene profits and corporate leaders enjoy annual compensation packages that could fully support the economy of a small nation and still live an extravagant lifestyle—it leaves many wondering why is everything going so great for everyone else and not me? Not for members of my family?

How do we explain a March 2019 poll by the American Psychiatric Association that found Americans have grown more anxious about a number of issues, including finances? The poll

found the nation’s anxiety score, which is based on a zero to 100 scale, has jumped five full percentage points since 2017 from 46- to 51 percent.

We feel, see and experience that anxiety right here in the inland region every day, where homelessness in Riverside County increased 22 percentage points and jumped 23 percent in San Bernardino County over the previous year.

We also know, homelessness in the Inland Empire is not an aberration—it continues to increase around the state and across the nation.

As bleak as the reality of homelessness is, it is just the tip of the iceberg, so to speak.

A report published last June by the Human Rights Council of the United Nations revealed not only do 40 million Americans live in poverty, this includes 18.5 million Americans who are living in extreme poverty.

Not surprisingly, the Trump administration rebuked the report and claimed the numbers were “exaggerated.”

There are other factors that must also be weighed in the balance of America’s prosperity. The U.S. Census Bureau reports homeownership rates for all age groups were lower in 2017 than in 2006. This has a debilitating impact on the quest for prosperity for average Americans—particularly for minority groups, especially African Americans.

Homeownership is the main source of wealth for most Americans accounting for nearly 25 percent of their overall wealth and it continues to serve as a foundation from which most are able to grasp a piece of the American dream and subsequently, the channel for passing on a modicum of generational wealth. continued on page 17

Internet Sales Tax Becomes Law in California

Sacramento – A ruling by the U.S. Supreme Court last year opened the door for states across the country to implement the collection of sales tax on products sold via the internet. A new law recently signed by California Governor Gavin Newsom will now require certain internet companies to begin collecting retailer sales taxes for online sales even when the retailer is based out of state. Large online marketing companies like Amazon and others will be impacted. The state estimates the new law will generate more than $760 million in state and local taxes over the next couple of years.

Congressman Mark Takano Fighting to Save Jobs at March Airforce Base Washington D.C.

O

n April 24, U.S. Congressman Mark Takano who represents California’s 41st Congressional District announced he will actively oppose any efforts to move what he defined as “crucial DMA (Defense Media Activity) capabilities outside of March Air Reserve Base (ARB).”

In a statement the congressman, whose district includes the communities of Riverside, Moreno Valley, Jurupa Valley and Perris declared, “I am disappointed in the Department [of Defense]’s push to consolidate its Defense Media Activity functions to other parts of the country, and I will actively oppose any efforts to move crucial DMA capabilities outside of March ARB.” According to Takano, the Department of Defense (DOD) has been slow to deliver concrete answers regarding the scope and nature of its plans to relocate DMA, to both his office and the employees at March ARB. He further stressed, “This lack of transparency is unfair to my constituency and my community.”

Relocating DMA functions from March ARB will result in the loss of hundreds of jobs, by some estimates as many as 200 satellite and other media related positions.

“It is an effort that lacks justification through hard facts, and I will continue fighting until DOD

clearly explains its position to move forward with this assessment to our community.”

In conclusion, Takano vowed, “I will be working closely with my colleagues in Congress to oppose this consolidation and defend the jobs of the hardworking employees at March ARB.”

Engineering Students Place in Environmental Design Competition Riverside

T

he Waste-Management Education Research Consortium (WERC) held its 29th Annual Environmental Design Contest at New Mexico State University last month.

The university has hosted the event since 1991, and draws hundreds of college student participants from across the country and around the world. To participate in the competition student teams design solutions for real-world problems and develop fully operational bench-scale models of the technologies they’ve developed.

Through out the multi-day contest the student teams showcase their work through a conference-style session that includes both written and oral presentations before a panel of environmental professionals who serve as the contest judges.

This year a team of engineering students from the University of California Riverside won third place for its project named SOLAIR—a new technology for drying laundry that directs air heated by a solar thermal collector into a closet of wet cloths.

The students describe it as “suitable for housing that does not allow outdoor laundry lines.” SOLAIR uses very little electricity and generate no harmful by-products.

According to UCR, the third-place victory represent an effort that actually began about eight years ago when the university’s Marlan and Rosemary Bourns College of Engineering was approached for its assistance

in helping the Victory Gardens community in Moreno Valley become more sustainable. The task was assigned to a senior design team.

The design team’s plan earned a $15,000 Proof of Concept Phase 1 Environmental Protection Agency grant that allowed subsequent teams to develop and test a prototype. Since 2011, at least 29 students have worked on the SOLAIR project. The EPA awarded an additional $90,000 continued on page 17

There’s a Measles Outbreak: What You Should Know

L

os Angeles County health officials issued quarantine orders Thursday, April 25 at UCLA and Cal State Los Angeles, after it was discovered that hundreds of students and some faculty members were exposed to two people with measles.

The measure was taken shortly after state health officials urged Californians traveling abroad to get fully vaccinated against the highly contagious disease, amid a national and international measles outbreak.

Measles cases have been skyrocketing in the U.S. this year, with 626 reported so far, according to the CDC. Worldwide, the number of reported cases jumped 300% in the first three months of 2019 compared to the same time period in 2018, according to the World Health Organization.

What is measles?

Measles is a contagious disease spread by a virus. It’s so contagious that when someone

has measles, 90% of the people around them who aren’t immune will also catch it. And it’s so serious that one in four people who get measles will need to be hospitalized.

What are the symptoms of measles?

Seven to 14 days after exposure, symptoms begin with a high fever, cough, runny nose, and red, watery eyes. Several days after that, the measles rash appears.

If you were born after 1957 you need at least one dose of measles vaccine unless a laboratory confirmed that you had past measles infection or are immune to measles. Certain adults may need 2 doses. Adults who are going to be in a setting that poses a high risk for measles transmission should make sure they have had two doses separated by at least 28 days.

If you’re unsure whether you’re immune to measles, you should first try to find your vaccination records or documentation of

measles immunity. If you do not have written documentation of measles immunity, you should get vaccinated with measles-mumpsrubella (MMR) vaccine.

The beauty of the vaccine is that most people who get the proper doses will never get sick with measles, even if they’re exposed. The good news is it’s never too late to get vaccinated, so adults who know they are unprotected and at risk should see their doctor.

There are some children and adults who can’t get the vaccine due to certain medical conditions, especially those that relate to the immune system. However, it’s still best to ask your doctor even if you don’t think you should get it. Anyone who can get the measles vaccine is encouraged to, which could prevent you from contracting the virus during the latest outbreak—and from continuing to spread it to others.

The Silent Epidemic San Bernardino

J

ason was an average 16-year-old who, according to his dad, got mostly B’s on his report card. He loved sports, especially football, was active in his youth group, had lots of friends and was always up for going places and trying new things. “From all appearances,” Jason’s dad reminisced, “my son loved life.”

But all of that changed July 16, 1997, according to his dad, when Jason became a statistic of the “Silent Epidemic” of youth suicide.

Since that fateful day more than twenty years ago, Jason’s father founded an organization in his son’s memory—The Jason Foundation—dedicated to educating the public about the scourge of youth suicide.

Yet, despite his efforts and those of countless others, the loss of young lives due to suicide continue to escalate.

The Centers for Disease Control and

Prevention reports that over the past ten years although suicide has been the tenth leading cause of death in the country, it was the second leading cause of death for all young people.

In California, at least 9.4 percent of all high school students answered they have attempted suicide in the past 12 months. Sadly, lesbian, gay and bisexual youth are four times more likely to attempt suicide than their straight peers and nearly 50 percent of all transgender people have attempted suicide—most before the age of 25.

Now nationally recognized, The Jason Foundation has become a leader in youth suicide prevention and awareness. It offers a variety of online programs and materials available to the general public at no cost.

n Saturday, Dr. Kenneth Han of the Office of Student Health at UCR issued a measles health reminder stating in part, “In light of the events that have occurred at UCLA, we would like to remind the UC Riverside community to review your vaccine records to confirm at least two doses of the MMR (measles, mumps, rubella) vaccine.

Han further confirmed that as of 4:00 pm on Friday, April 26, there were no confirmed cases of measles for UCR Student Health to report.

Noting, “In collaboration with Riverside Public Health Department, we have been continuously monitoring all cases throughout the region.”

According to the Centers for Disease Control and Prevention (CDC) measles start with a fever, runny nose, cough, red eyes, and sore throat. It’s followed by a rash that spreads over the body. Measles is also highly contagious and spreads through coughing and sneezing.

The agency advises the public to make sure you and your child(ren) are protected with

Officials continue to warn this could be the worse year for measles in the United States in more than a decade and cases are continuing to rise—driven in large part by the numbers of unvaccinated people. There are now nearly 700 reported in 22 states; and Los Angeles is currently on high alert with cases reported across the county.

If you think you have been exposed and are experiencing symptoms, consider staying home, drinking plenty of fluids and taking a fever-reducing medication and contact your primary care physician. UCR students may contact Student Health at (951) 827-3031.

arlier this month UCR reported Acting Assistant Professor Kimberly Guerrero is co-starring in the CBS pilot “The Republic of Sarah.”

The story as reported by UCR News, is focused on a small town in Morrisville, New Hampshire that one day finds itself garnering world attention when a valuable resource is discovered within its borders.

When the citizens of the town discover a cartographical error that allow them to declare independence, they take a vote, and, in the process, a story unfolds where Guerrero’s character, Mary, through her inner strength and self-reliance provides support to the woman elected to lead the new nation played by Sarah Cooper (Sarah Drew, “Grey’s Anatomy”).

In the wake of the election Mary who is also the town’s veterinarian, becomes a member of the new nation’s governing board.

The pilot, described as a cross between “Northern Exposure” meets “The West Wing,” is far from Guerrero’s professional acting debut especially regarding television. She has appeared in recurring roles on two series, “Longmire” and “Blood & Oil.” She also played Johnna Monevata in the Tony Award winning Broadway play, “August: Osage County” and earlier this year starred in a supporting role in the upcoming feature film, “The Glorias: A Life on the Road.”

Guerrero told UCR News, “I’m thrilled to be part of this pilot. It is a very special show with a powerful message of how we can figure out ways to still like, even love each other, and find ways to move forward when we don’t agree politically.”

She concluded, “I can’t think of a better time than now for a story like this to be on network television each week. I’m certainly hoping CBS feels the same way.”

“We have come dangerously close to accepting the homeless situation as a problem that On the afternoon of April 16th Governor Newsom gathered with San Bernardino County Supervisors Curt Hagman and Josie Gonzales along with the county’s CEO Gary McBride and representatives of several organizations and representatives from key county agencies, all of whom are committed to working toward mitigation efforts aimed at curtailing and serving the homeless within the county.

These leaders and others in the community have coalesced around this issue and are determined to work in partnership to identify and implement solutions to the homeless problem in San Bernardino County where, like elsewhere in the state and across the nation, the number of homeless has reached near crisis levels.

This was most clearly evidenced last Wednesday, April 24 when, within days of the governor’s visit, the San Bernardino County Homeless Partnership released its 150-page report revealing the official results of the county’s 2019 Point in Time Homeless Count (Count)—a one day street- based count and survey that assesses the number of sheltered and unsheltered individuals in the county.

This year’s Count was conducted on January 24. More than 200 individuals participated in the effort and for the first time, used technology— including a digital app designed to help facilitate its accuracy. During the Count, homeless individuals are provided with information regarding local services available to assist them.

Although the county’s homeless population experienced a slight decline in 2017, it has experienced a sharp rise in its population in both 2018 and 2019. This year’s Count identified 2,607 individuals who were without a permanent home, representing a breath-taking 23 percent increase over 2018—during the 2018 Point in Time Count, 2,118 homeless persons were identified in San Bernardino County.

The San Bernardino County Homeless Partnership attributed part of the increase in numbers to the effective use of technology in the counting process— however, locals cannot deny what they see on the streets, under highway overpasses, in parks, and doorways of shuttered businesses—there are homeless people everywhere—something is driving people to the streets.

Among the most concerning statistic identified this year was the explosive increase in the number of persons aged 55 and older who were counted among the homeless—the Count noted a 71 percent increase over last year. There was also a 33 percent increase in the number of homeless who were found to have no regular sleeping accommodations.

Among the most alarming statistic in this year’s report were the 1,873 adults who became homeless for the first time during the previous year.

Experts believe the high cost of housing in large part resulting from a limited housing supply plays a key role in pushing more and more people to the streets, especially those with fixed incomes and workers whose wages have remained sluggish and failed to keep pace with the rising cost of rental housing.

In addition, lower rates of homeownership have resulted in an increased number of renters.

This, combined with the 50 percent of renters who are rent burdened because they spend more than 30 percent of their total income for housing and the 24.7 percent of the renters who are severely rent burdened because they spend more than 50 percent of their income for housing, are among those who, at times, find themselves teetering on the edge of homelessness.

In her Twitter feed Gonzales acknowledged, “Nothing worth solving is easy. To that end, addressing homelessness is not easy, it’s an extremely difficult issue that requires all our ingenuity and effort. Together,” she stressed, “we are working to find different innovative solutions.”

During the meeting with the governor, county officials and their partners in the efforts to curtail homelessness, outlined breakthrough ideas to address the issue in ways that included two foundational pillars—managed healthcare to help ensure homeless individuals who acquire housing are supported so they attain and maintain both physical and behavioral wellness. The second and equally important pillar would convert as many as 75 hotels and motels in the county to homes for the homeless.

According to Gonzales the meeting with the governor afforded an opportunity to discuss some of the most promising and innovative methods the county is using to address homelessness. “Meetings and discussions like this promote the kind of cross-government collaboration that is needed to effectively address the challenges involved with reducing homelessness. I look forward to seeing how we can continue to work together to create solutions.” She also noted, “I look forward to continuing to work together to create solutions.”

Gonzales has spoken committedly to the significant need for additional funding to enable the coordinated delivery of housing, physical and mental health, as well as other critical services to the homeless in San Bernardino County.

The governor reacted positively to the county’s strategic plans referring to them as “big ideas” and appeared to heed Gonzales’ call for funding. He pledged to work with the state legislature to allocate funds in the coming budget in support of local efforts on this issue.

Newsom noted how he saw this as an extraordinary opportunity. “I have the privilege of this moment to convince my legislative colleagues that this is a wise investment,” he declared. He further commented how he was re-energized on this issue highlighting the need to place a greater focus on this issue in his budget.

“There are wonderful things happening at the local level,” the governor declared adding, “We’ll have your back. . .”

n Part 1 of this two-part series The IE Voice/Black Voice News introduced many in the Inland Empire to the life and works of Moreno Valley Superintendent of Schools, Dr. Martinrex Kedziora.

Dr. Kedziora has been an active educator in the inland region since the late 1980s and settled into the Moreno Valley School District eight years ago as its chief academic officer before being appointed Superintendent of Schools.

Dr. Kedziora is changing the paradigm of what it means to be a high-level school administrator in several key areas and the community of Moreno Valley is responding to his style of leadership.

During an exclusive interview Dr. Kedziora talked openly about his coming of age in the south during the civil rights era and how that shaped the way he sees the world. As discussed last week, during his elementary school years he experienced the first phase of school integration when Black teachers were sent to teach in White schools and viceversa. By the time he entered high school, students in southern school districts were being folded into the process as well.

“They integrated our high school and a lot of White people left and went to private schools,” he shared.

“They called it White flight.”

Dr. Kedziora discussed why he remained at his local public school and credited his parents for their openness to change. “We’re not going anywhere,” they told him.

“These kids are getting bussed [because] they closed their school and if nobody is here to greet them, it will all have been for nothing. We have to show them that it matters.”

Dr. Kedziora recalled how his principal had even cautioned him, “’If you stay here, you are going to be in the minority.” He acknowledges that at the time, he did not understand what the principal meant, but in the future, he would come to understand the principal was advising him the school would continued on page 12

In the years since, Dr. Kedziora told of how, when he began attending his high school reunions, he learned there were a lot of things that Black students went through that he hadn’t known they experienced at the time—things they never told him those long years ago.

He also shared how he was surprised to learn when they were in school together, how most had not wanted to attend the White school.

The students explained to him, “We just wanted what you guys have here, but we wanted it there. We did not want to come here,” they advised him during those early years of school desegregation.

“These things really had an impact on my life,” Dr. Kedziora acknowledged. “I’d heard from people that their schools were bad— that’s why they wanted to come here. But when I heard it from them [the students themselves] it really said a lot to me because I didn’t know what they didn’t have—it was very profound.”

Today those experiences help fuel his commitment to the students he serves. “Children in Moreno Valley deserve what everyone else has [regarding education opportunity]. They shouldn’t have to go somewhere else to get it.”

His commitment and participatory approach to leadership is yielding tangible results. He meets at least four times a year with a core group of students as part of the Local Control Accountability Plan and they are aware of and vested in the district’s commitment to equity. “I ask them to go back to their schools and work with their student leadership teams on issues related to equity. I give them an assignment each time we meet, to talk to the different groups at their schools to see how the groups are performing and feeling, and they bring that information back to me.” One of the key focus areas this year is teacher-student relationships.

“A lot of the students told me some of their teachers didn’t make them feel like they cared about them,” he continued. Dr. Kedziora said he asked them to explain. “Kids are really honest,” he acknowledged. “I had the teacher’s union president in the meeting, and he heard everything they said. He went back and talked to the teachers about it.”

The sessions with the students achieve a dual purpose, in addition to focusing on the primary issues related to equity, “It is also helping the students build leadership, communications skills and confidence.”

Dr. Kedziora has also reached out to the community to engage everyone in the success of the city’s students. He has met with African American and other faith-based leaders to more fully engage this in his efforts and recently committed funding to a church-related program for African American males.

He has reached out to the business community and after making a presentation at a Rotary meeting about how good the kids are doing; how sometimes they don’t know that people are listening and watching what they do; and how important it is for the community to invest in them— Moss Brothers, a local car dealership, gave away a car to a student last year and has committed to the same again this year to help incentive students to come to school.

Another outreach effort occurred April 22, when Dr. Kedziora hosted the first African American parent night and celebrated African American

Also, according to the superintendent, he recently invited the California Department of Education to visit the district. “They wanted an exemplary district that had done more to reach out to families and parents in different ways,” he explained. “They did a visit here in March and they are considering using us to show other districts how to build coalitions and alliances as a foundation for working together,” he shared humbly.

Dr. Kedziora also admits the district still has much work to do in terms of improving academic outcomes for African American and other minority students, English learners, foster youth and special education students. “As a community, we have to always invest in them and give back to them,” he stressed.

Despite these continuing opportunities for improvement, the district has experienced some tangible improvements under his leadership— less suspensions and better attendance are two concrete examples of progress. “I [also] see students being more engaged in the work we do.

We have more students being involved in the science fair, doing science fair projects, and history day projects. I see more students when we have family engagement and family activities, bringing their parents to events, even in high school,” he declared.

In his closing comments Dr. Keziora said, “I just want people to know what an honor and privilege it is to serve in this capacity and that I am grateful to get to do the work that I do.”

Women of St. Paul Hold Weekend of Praise Prayer and Worship San Bernardino

omen of St. Paul A.M.E. located in San Bernardino will hold a weekend of Prayer, Praise and Worship May 18 and 19, 2019 at 1355 W. 21st. The speakers will include Rev. Laurie McDonald Albert and Rev. Noella Buchanan. The weekend theme is “Overcoming Life’s Challenges and Living Victoriously.”

The Women’s Prayer Conference on Saturday will focus on the spiritual means of overcoming challenges and living victoriously through Christ. McDonald, former pastor of Greater Harvest AME Church, will bring the inspirational message that will focus on “Overcoming.”

On Sunday the 10 A.M. worship service will also honor two faithful members: Dr. Mildred Dalton Henry and Mrs. Thelma Earl and will feature Rev. Noella Buchanan, former pastor of Corona, Allen Chapel Riverside, and St. James AME, St. Louis, MO. Her message will focus on “Living Victoriously.”

The weekend events are free and the community is invited to come join them in prayer, anointing, worship and praise in song and dance.

Students from every engineering department on campus as well as the School of Business worked on the project over the years according to UCR. When the current team finishes developing and installing microcontrollers to automate the drying process, the long endeavor will be finished.

SOLAIR is designed as a sustainable way to dry laundry without offending neighbors with outdoor cloths lines while also avoiding many of the problems with line drying that can include stiffness, etc.

The nation’s lower homeownership rates have forced more people into rental properties than at any other time in the past 50 years and it should also come as no surprise with more people renting, rental costs have increased. As a result, nearly 50 percent of renters across the country are rent burdened, i.e., spend more than 30 percent of their total income for housing; and the number who are severely rent burdened, i.e., spend more than 50 percent of their total income on housing, grew by 3.6 million between 2001 and 2016. In 2018, those who were severely rent burdened represented 24.7 percent of the nation’s renters and unless something changes, according to a Harvard study, rents will continue to outpace family incomes through 2025.

As a result, many of the individuals included in these statistics may never taste the fruit of America’s prosperity—yet, aren’t they Americans?

Despite universal evidence that our lives today are better than at any other time in history, the reallife experiences of far too many, say otherwise— this is the paradox of prosperity.

At the G20 Summit late last year, the president spoke on the issue of growth and prosperity and bragged about what he defined as the successes of his pro-growth agenda. He then called upon the world’s economic power brokers declaring, “Let us resolve to use our power, our resources, and our voices, not just for ourselves, but for our people— to lift their burdens, to raise their hopes, and to empower their dreams.”

Nearly two and a half years into his presidency his pro-growth agenda is working great for those who were already on top of the economic mountain, while the rest of the nation, those he identified as “our people” which includes the working class, the poor and the elderly have continued to fall further and further behind.

It is clear the nation must challenge his resolve, his use of power and resources. He is not empowering dreams; he is creating a nation of dreams deferred…and, it begs the question asked by Lorraine Hansberry’s seminal work, “A Raisin in the Sun” based on the poem “Harlem”

by Langston Hughes. The question being, “What happens to a dream deferred?”

Of course, this is just my opinion. I’m keeping it real.

Home Prices Drop While Year Over Year Projection Remains Positive Riverside

F

or the first time in almost seven years housing prices fell in Southern California according to CoreLogic, the California based corporation that provides financial, property and consumer information and analytics for businesses and government.

According to the organization’s assessment, prices dropped an average of $500 in March. In its report, CoreLogic blamed the price dip on a decline in sales at the high-end of the market, claiming this tended to skew the data downward.

Despite the downward slip and a continuing sluggish housing market, CoreLogic was also somewhat optimistic noting home prices may continue to rise but admitting it may be at a much slower pace than before.

The report may not be breaking news for those who currently have their houses on the market, as their home prices have declined in alignment with the slowing market. This has pushed sellers to lower their prices. For example, in the inland region during the month of March, 15.9 percent of sellers were forced to reduce their asking prices in order to sell.

On Friday, CoreLogic also reinforced positive news for 2019, home prices will appreciate by 4.8 percent nationwide, with California counted among the states expected to have the highest level of appreciation.
