S

ometimes I can’t help but wonder about who we are as a nation. I can’t stop questioning the values we purportedly represent to the world. I continuously question how much we really care about our fellow citizens; and admittedly, although I am often driven to focus on the plight of minorities and the least among us, today I am beginning to wonder whether we, as Americans, truly value human life in general.

As a nation, we sit silent as our children are gunned down in schools, on the streets, or during any random event. We bite our tongues as babies are ripped from the arms of their mothers, locked in cages and treated with less consideration than most would treat a rabid animal. We hold our breaths as children and old people in communities around the nation drink water laced with lead and other poisons knowing full well, it is damaging their brains and probably shortening their lives.

If all of this is not enough of an indictment of “We the people,” it is equally, if not more unconscionable that today, we sit locked in our homes cowering— from a deadly virus—that we have known since last December was headed from China directly to our shores.

Now, there is a growing number of people across the nation infected with COVID-19 and the numbers are growing exponentially; the number of people dying from COVID-19 increases daily. The country’s

21 trillion dollar plus economy is on the verge of shutting down for two months, possibly longer.

Governors around the nation are desperate for personal protection equipment for the nation’s healthcare workers, including respirators for those struggling with the illness and additional hospital rooms and medical workers to serve the growing number of patients.

Our children are out of school-possibly until the end of the school year. The stock market is failing; and there are concerns the nation’s unemployment rate could reach as high as 20 percent.

In the meantime, we watch incredulously, filled with concern and trepidation, as daily the president’s incompetence is on full display as he rambles incoherently through press conferences giving false or misleading information regarding the coronavirus and related issues, and engaging in combative irrational diatribes with reporters who barely muster enough courage to challenge him and when they do— they most often fail to follow up when he responds to their inquiries with even more BS. All of this is happening while the nation teeters on the precipice and its citizens are either disgusted by this president’s actions, rendered inactive out of fear of the coronavirus, are either totally tuned-out continued on page 17

Supervisors OK Expanded Mental Health Services

San Bernardino, CA – The timing could not be any more fortuitous. As concerns increase over the possible impact longterm isolation/confinement could have on some citizens, the San Bernardino County Board of Supervisors happened to recently approve enhanced board and care services for mental health patients. The advanced services will include 24/7 supervision and care and also allows for emotional support, stabilization, selfreliance, life skills improvements, and community integration.

According to the county, these services have enabled the County Department of Behavioral Health to reduce a consumer’s length of stay in acute psychiatric hospitals, long-term locked psychiatric residential facilities, as well as aiding in the transition to a lower level of care while still having access to specialty services.

Just As Numbers of Uninsured Falls, Coronavirus May Cause it to Rise . . . Again

T

he San Bernardino County Community Indicators Report shows in 2018, the number of uninsured in the county dropped to 8.7 percent, almost 12 percentage points lower than 2012, when 20.6 percent of residents were uninsured. The county’s 2018 uninsured rate was lower than the national average of 8.9 percent and all peer counties except for Orange County (7.0 percent), Riverside (8.1 percent), and San Diego (8.4 percent).

Certainly, individuals who have health insurance and a usual source of care are more likely to seek routine health care and take advantage of preventative health screening services than those without such coverage.

County officials note, “The result is a healthier population and more cost-effective health care. At 12.8 percent young adults (ages 19-24 years old) were the age group most likely to be uninsured. And 3.3 percent of children under age six were uninsured.

On Friday during a statewide conference call, health officials announced in light of the growing concerns over the spread of COVID-19, California’s version of the Affordable Care Act, Covered California, is extending its special enrollment period through the end of June in an effort to provide health insurance coverage to more Californians.

Employers Look to Telecommuting to Counter Coronavirus

any of those experiencing symptoms similar to coronavirus (COVID-19) have been anxious to be tested as the nation struggled to make COVID-19 test kits broadly available.

COVID-19 symptoms are very similar to the flu. Those common symptoms include fever, sore throat, cough, runny nose, and congestion, while others may carry the virus without exhibiting any symptoms at all, making the virus more difficult to contain.

On Friday, San Bernardino reported four new cases of COVID-19, bringing the county’s total number of confirmed cases to nine.

Riverside County had 28 confirmed cases as of Friday. Also, on Friday there was a total of 1,006 confirmed cases in the state and 19 Californians had succumbed to the illness.

In an ominous warning, San Bernardino County Health Officer Dr. Erin Gustafson declared, “We must assume and behave as if the virus is everywhere.”

In response, COVID-19 test sites remain rare in the inland region even as the virus continues to spread across both counties. The first test site was established in the Coachella Valley—by appointment only with a doctor’s referral—due to the number of cases reported in that region to date.

Besides the benefit of suppressing infection, San Bernardino County officials agree even occasional telecommuting can provide huge positive impacts on personal and municipal transportation costs, time saved, and even the environment, according to a study by Intel Corporation and BestPlaces.

“Our analysis shows that working from home even one day a week can have a huge beneficial effect for the employees, companies, and the entire community,” said Bert Sperling, founder of BestPlaces. “And this doesn’t even consider the savings for highway maintenance, new road construction, and mass transit additions.”

San Bernardino County Supervisor on COVID-19 San Bernardino

S

an Bernardino County Supervisor Lovingood recently addressed constituents on the impact and spread of the coronavirus (COVID-19.

“Our office has received regular briefings from the White House,” he noted (although that may not be assuring to some).

He continued, “The Trump administration has rolled out coronavirus mitigation guidelines called 15 Days to Slow the Spread. The response and recovery is locally executed, state managed, and federally supported,” Lovingood stressed. Following are some of the administration’s initiatives: • The FDA issued emergency approval for new commercial coronavirus tests to significantly expand testing across the country. (To date, there is still a shortage of tests in many areas.)

• The President signed legislation that will ensure Americans are able to be tested for free provided they meet the criteria for testing in their community, in most areas across the nation those wishing to be tested must have a doctor’s referral.

• The FDA cut red tape to expand testing availability. Thursday, March 19, the President announced the approval of existing drugs to test a continued on page 18

Coronavirus Forces Extension of 2020 Census Operations

s all of us, including vulnerable communities, deal with the impact of COVID-19. This extension gives the Census Bureau and advocates the flexibility we need to expand and modify outreach. The Census Bureau understands the public health challenge it is up against and is properly adjusting in real-time.”

This joint statement was released by co-chairs of The Leadership Conference on Civil and Human Rights’ Census Task Force (Task Force)—Arturo Vargas, CEO of NALEO Educational Fund; John C. Yang, President and Executive Director of Asian Americans Advancing Justice (AAJC); and Vanita Gupta, President and CEO of The Leadership Conference. Their statement was released in response to the U.S. Census Bureau’s extension of 2020 Census operations from July 31, 2020 to August 14, 2020.

As the situation continues to evolve, the co-chairs said they encourage the Census Bureau to make any necessary adjustments in coordination with community partners and stakeholders. “We are not backing down in our efforts to ensure our communities are counted,” they expounded.

“In fact, we are doubling down. We all need to work together to ensure a full and accurate count. People can, and should, continue to respond online, by phone, or by paper form. Essential rights, funding, resources, and political power are still at stake.”

It is important to note extending census operations is not the same as delaying the census or changing the statutory reporting deadlines.

Task Force co-chairs Vargas, Yang and Gupta have also urged Congress to closely monitor the progress of the census to determine if the Census

Bureau will be able to meet the statutory deadlines of December 31, 2020 for reporting the final apportionment counts; and April 1, 2021 for the transmission of the redistricting files to the states. Congress may well need to consider adjustments to those deadlines once it has enough information on the status of the 2020 Census operations.

W

e have entered an important new chapter in the response to the COVID-19 pandemic. After a week filled with school closures and the cancellation of major public events of all kinds, Congress and President Donald Trump are hopefully close to a deal to address the spread of the dangerous coronavirus.

This clear-headed collaboration by our political leaders is welcome for the immediate relief it will bring and because it restores — for at least a moment — the primacy of public health over hyper-partisan politics.

COVID-19 hit us where we are vulnerable. Unlike the flu, there is no community immunity to this virus. There is no treatment and no vaccine.

The incubation period is long and the virus is very contagious. People are being infected and infecting others faster than the system can currently respond.

Politics may be why testing didn’t ramp up sooner. That has to stop immediately. Without widespread testing, our health care system is basically flying blind. It’s a big reason we have to take such dramatic action to contain any possible spread right now. And going forward, it is imperative that we maintain a shared, nonpartisan interest in getting the epidemiological facts that testing will reveal.

Once testing is expanded, we will better understand case fatality rates and

where to target public health interventions. Having that data will take us out of the “unknown phase” we’re trapped in and enable leaders at all levels to unify around sound business decisions. It will also instill confidence and consistency to recommendations about public participation.

COVID-19 is conservatively estimated to be three to 10 times more fatal than seasonal flu. When you look at the mortality rates in China and Europe, people who also have conditions like diabetes, hypertension and coronary artery disease seem to be at much greater risk of developing a severe form of this infection. These are very common conditions in the United States. It means that the community at risk from exposure is large.

This is why it is critically important to hold down the spread of this virus.

Though the risk is uneven, the responsibility must be shared.

It’s true that the steps being asked of so many families and organizations may feel drastic. Closing schools, upending normal business routines and cancelling events are crucial to local economies and communities. These measures have already brought upheaval and changed the daily lives of tens of millions of Americans.

It’s important to remember that these actions are not excessive – they are extremely prudent. They will buy us time, and that is perhaps our best continued on page 12

On Thursday, Darla a lifetime resident of Riverside County and supervisor at a small local business sadly advised her entire staff to go home until further notice. The same day her husband, Frank, who manages a sporting goods store in Riverside County, gave a similar message to his team. The young couple has a one-year old son and are concerned about how they will provide for him if they are both off work too long and the government’s safety net is not robust enough to sustain them.

Friday, while H. Joseph was laid off from his job on Monday.

All over the inland region, across the state and around the nation, hundreds of thousands of employees received similar news as COVID-19 has ground the nation’s economic engine to a grinding halt.

On Friday, economists with multi-national investment bank Goldman Sachs estimated 2.25 million Americans potentially filed for unemployment benefits last week—eight times more than the previous week and the highest ever recorded.

In a press release, the U.S. Department of Labor noted, “During the week ending March 14, the increase in initial claims are clearly attributable to impacts from the COVID-19 virus.” Also, according to the agency, several states cited COVID-19 related layoffs. Many noting increased layoff in service-related industries broadly and in the accommodation and food services industries specifically. States also reported increased layoffs

In the week ending March 14, the advance figure for seasonally adjusted initial claims was 281,000, an increase of 70,000 from the previous week’s unrevised level of 211,000. This is the highest level for initial claims since September 2, 2017 when it was 299,000. The 4-week moving average was 232,250, an increase of 16,500 from the previous week’s revised average. This is the highest level for this average since January 27, 2018 when it was 234,500. The previous week’s average was revised up by 1,750 from 214,000 to 215,750.

“The nation’s unemployment rate was low because so many Americans were working two to three jobs just to make ends meet. What happens now that a public health emergency has led to the whole edifice on which this deceptive unemployment rate rested, falls apart?” in transportation and warehousing as well.

As the number of COVID-19 cases continue to increase exponentially, the California Employment Development Department (EDD) has reported a dramatic spike in the number of unemployment cases filed.

The governor’s mandate to shelter-in-place, in an all-out effort to help control the spread of the virus, has forced businesses to close resulting in the lay-off of workers.

Although we will not know the actual impact of those who filed for unemployment last week until results are published Thursday, March 26, the number of unemployment claims filed the previous week indicated a dramatic uptick.

From March 8 through Saturday, March 14, the agency received and processed 58,208 new claims for unemployment—this reflected a 4 percent increase over the state’s weekly average of 41,000 claims and based on economic experts, the number of filings are only expected to increase.

Considering the current economic dilemma, experts in the inland region noted non-farm employment in California began 2020 with modest gains. “But it’s a different world today,” noted San Bernardino County Supervisor Robert Lovingood.

“In view of the coronavirus outbreak, January’s figures relate to a different economic reality,” said Taner Osman, a research manager at the UCR Center for Forecasting and Beacon Economics. “In a world of containment, in the short-term, we’ll likely see a precipitous fall in discretionary spending which will almost surely lead to job losses in ‘experiential’ sectors of the economy, such as the arts and entertainment, and restaurants and tourism. If containment is short-lived, however, we should expect spending to rebound quickly, and job growth to return,” Osman noted optimistically.

Last week, Governor Newsom issued an executive order to help employees facing this crisis. The order waives the one-week “unpaid”

California’s Employment Development Department is working to make the filing process convenient. Inland residents whose employers have either reduced their hours or shut down operations all together due to COVID-19, can file an Unemployment Insurance (UI) claim. UI provides partial wage replacement benefit payments to workers who lose their job or have their hours reduced, through no fault of their own.

Due to current circumstances, workers who are temporarily unemployed due to COVID-19 and expect to return to work with their employers when it is deemed safe to do so, are not required to actively seek work each week (as required by the EDD under normal circumstances).

However, they must remain able, available and ready to work during their unemployment for each week of benefits claimed and meet all other eligibility criteria.

EDD guideline indicate eligible individuals can receive benefits that range from $40-$450 per week. Remember, the one-week unpaid waiting period is waived under Newsom’s Executive Order.

For self-employed individuals, the picture regarding unemployment benefits is not as clear. According to the EDD, “The available benefits are insurance programs.” To be eligible, according to the agency, either you or an employer had to make contributions in the past 5 to 18 months. It is possible these contributions were made at a prior job; or, if you were misclassified as an independent contractor instead of an employee.

In addition, many parents across the region are missing work because schools are closed—to help control the spread of the virus—and they have no childcare options. Parent(s)/guardian(s) under these circumstances, may be eligible for Unemployment Insurance benefits if you are unable to continue working your normal hours remotely.

In such instances, parents/guardians can file an Unemployment Insurance claim and EDD representatives will decide if you are eligible for the benefits.

In the meantime, at the national level Congress continues to struggle to contain the virus and shore up the flailing and failing economy. To date legislation has passed to assure testing and treatment for COVID-19 regardless of whether you have health insurance. In addition, it has guaranteed sick leave to about 20 percent of the country’s working population. However, the nation’s largest employers liked McDonalds, Amazon and others do not have to provide any paid sick leave even though they received an unprecedented tax break that has not trickled down to workers. In addition, companies with less than 50 employees can request hardship exemptions to exclude them from the sick leave mandate.

Congress is now focused on seeking a bi-partisan compromise on an addition relief effort. The Republicans are largely focused on shoring up big businesses like the airline industry, tourism, etc., while Democrats are insisting on legislation that puts the American worker and other lowincome individuals first. They also insist any bailouts to businesses restrict stock buybacks and executive bonuses.

Congressional leaders hope to move this piece of legislation in the coming week.

Our health care system is technologically advanced, but it is also bound by physical limitations. There are only so many health professionals, beds, ventilators and masks.

The sacrifices that families, schools, businesses and communities are making to slow down the spread of COVID-19 protect the health of the people who may need advanced treatment.

Every time you wash your hands, practice social distancing or stay home if you are sick, you are saving lives. And we’re counting on our friends, neighbors and even competitors to do the same.

COVID-19 has no party, no race and no citizenship. Health care is a basic need, as is our core public health infrastructure and the need for paid leave when workers get sick. They should be universal, not only for the health of those who are our most vulnerable, but for the health of everyone else we know and all the people in the widening concentric circles to which we connect. When some people are left out of the health system, all of us face a greater risk.

getting everyone health insurance coverage — and expanding access to care. As this virus spreads, this goal has never been more important.

I guess in the final analysis, America has had its covers pulled by the most incompetent president in its history while the people of this country continue to pay a price for his ineptness. With this president enjoying the full support of complicit congressional representatives, he has successfully navigated every loophole in the nation’s sacred documents including the constitution, from taxes to self-dealing.

Some say the founding fathers would be surprised and disgusted by the direction Trump has taken the nation. While others, including myself, are skeptical.

We wonder if the loop holes in the constitution, along with the design of the electoral college and the equal number of senators assigned to each state regardless of its population (for example California with more than 27 million residents and Nebraska with less than two million residents each get two senators), along with other governmental structures/processes at the federal level were specifically designed to ensure the majority of the people in this country—minorities, the working class and the poor—will never accrue enough political power to usurp the control of the nation from corporations and the corporate elite.

Over the next few weeks (possibly months) as Americans face the most concerning public health crisis since the early 1900s, the question is how much longer can the people of this country continue to tolerate the incompetence of this president? How many seniors will be lost to COVID-19? How many young adults? How many children? And, will we ever know how many of them might have survived were the nation better prepared to meet this moment?

I can’t help but wonder whether the crisis would be different under different leadership. Would the nation be better prepared? I believe it would.

In the meantime, Americans are frozen in place, locked in our homes as the world turns and COVID-19 circles around us. When books are written about this period, history will not forgive us for the president we elected, for the dysfunction we tolerated, for the inhumane treatment he facilitated in our name, for the thousands of deaths we face from COVID-19 (if the experts are correct) because we tolerated a president that waited too long to act while “We the people,” sat silently by and watched.

It seems to me we have failed in our judicious responsibility to “insure domestic tranquility, provide for the common defense and promote the general welfare,” of ourselves, our families, our coworkers and our neighbors.

Of course, this is just my opinion. I’m keeping it real.

Tax Deadline Extended, Americans Urged to File Online

San Bernardino, CA – Recently, San Bernardino County Tax Collector Ensen Mason issued a special message to taxpayers. “During tax installment time, our office assists over 1,000 taxpayers in person daily,” he said. “Although we enjoy providing in-person customer service, with the Coronavirus (COVID-19) situation, it is important for taxpayers to avoid large crowds.”

Last Friday, The Treasury Department and Internal Revenue Service announced the federal income tax filing due date is now extended from April 15, 2020, to July 15, 2020. Taxpayers can also defer federal income tax payments due on April 15, 2020, to July 15, 2020, without penalties and interest, regardless of the amount owed.

The deferment applies to all taxpayers, including individuals, trusts and estates, corporations and other non-corporate tax filers as well as those who pay selfemployment tax. Taxpayers do not need to file any additional forms or call the IRS to qualify for the extension as it will be applied automatically. Individuals who need additional time to file beyond the July 15 deadline, can request a filing extension by filing Form 4868. Businesses who need additional time must file Form 7004.
