iverside and San Bernardino Counties have joined forces with eleven other counties to press the California State Department of Finance for parity in funding for their various child support agencies.

In a recent letter to the director of the state Department of Finance, the counties pressed the department to increase funding in the 2018-19 state budget to the State Department of Child Support.

This would then allow the state agency to increase funding to the Child Support Departments of the 13 counties who were signatories on the letter. Historically, these counties have not received funding parity in this regard as compared to their peers in the state’s remaining counties.

The letter highlighted how the impacted counties’ concerns on this issue are widely known and there have been significant unsuccessful efforts to restructure how federal and state funds flow to county child support agencies. Yet to date, no changes were made to the funding formula and as a result, the inequity in funding continues to exist.

Not only is adequate funding critical to the long-term welfare of the children and families served in these counties, data shows it also makes good sense economically. “The State’s average return on investment for every dollar spent funding child support staff and operations returns $2.51. In some counties, the return is as much $4.70 for every $1 of investment,” according to analysts.

County Departments of Child Support Services are committed to serving children and families within their jurisdiction. Those services can include establishing parentage, locating absent parents, initiating and enforcing orders for child and medical support, and collecting payments. One of the by-products (among others) of funding parity is that it could enable these counties to increase staffing to better accommodate those in need of their services.

Involved counties and advocates for funding parity believe adequate investments in the Child Support Services Departments of these counties can result in increased family self-sufficiency, lead to an infusion of money to the local economy and most importantly—result in better outcomes for children.

It remains a mystery as to why it is so difficult to change the allocation methodology that has led to 13 (including Riverside and San Bernardino) of the state’s 58 counties not receiving equitable funding for their local agencies.

What is not a mystery is Riverside, San Bernardino and the other counties caught up in this administrative failure continue to be short-changed and this lack of fiscal parity impacts children and families in our community.

It is important that Sacramento knows the constituents in the inland region are watching . . . waiting . . . and expecting a solution that establishes permanent parity for the children and families in our region and the other impacted counties in the state.

Of course, this is just my opinion. I’m keeping it real.

Deputy Fire Chief Donald W. Trapp Appointed Interim SB County Fire Chief

L

ast week County Chief Executive Officer Gary McBride announced that Deputy County Fire Chief Donald W. Trapp was tapped to serve as interim chief during a nationwide recruitment for a new chief to succeed Mark Hartwig, who is leaving County Fire on Feb. 15 to begin serving as fire chief for Santa Barbara County.

McBride began the announcement by thanking Trapp and all the men and women of the county’s Fire Protection District for their service and leadership during the current period of transition.

Describing Trapp’s service with the fire agency McBride noted how Trapp has served the San Bernardino County Fire Protection District for 29 years, promoting through the ranks in the Valley, Wrightwood, North Desert and Lake Arrowhead areas. Trapp was appointed Deputy Chief of Administration in July 2015 and has

served as Deputy Chief of Operations from 2017 to present. “He is responsible for overseeing all fire suppression, emergency medical services, and rescue operations.”

Trapp who also serves on the state Fire-scope Operations Team and as the Operational Area Coordinator became interested in the fire service right out of high school and became a paid-call firefighter for the California Department of Forestry and Fire Protection in Temecula. He began his full-time fire service career with San Bernardino County Fire in 1989 in Fontana.

Throughout his career in County Fire McBride explained, Trapp has remained heavily involved in the communities served by the district. He has served on the Emergency Medical Services committee, and co-chaired both the Operations Leadership Team and the Hiring, Testing &

Uneven Progress in Quest to Improve Four-Year Graduation Rates at CSUs Sacramento

T

he organization EdSource has reported uneven progress in the California State University (CSU) system’s “Graduation Initiative 2025.”

The initiative, which calls for dramatic improvement in four-year graduation rates at state universities by the year 2025 was launched two years ago. It provided funding to add course sections to curriculum, led to the hiring of new faculty and counselors, and encouraged students to take a full 15-unit load of classes each semester. Officials advised that as these improvements are in the early stages, they are still gaining momentum.

Progress made in 2018 at nearly half of the state’s campuses was noteworthy. However, at 13 campuses across the state, less than 60 percent of those who entered as freshmen had finished after six years and 11 of the state’s campuses experienced graduation rates of less than 20 percent among those who entered as

freshmen four years ago (including Cal State San Bernardino).

Most disappointing of all however, was despite California already having invested $150 million in the initiative—four campuses recorded a decline in graduation rates among those who entered as freshmen.

Although Cal State University San Bernardino was among the campuses where less than 20 percent of those who entered as freshmen four years ago graduated on time, the campus did experience a five-point improvement toward its 2025 goal to have 30 percent of all fulltime, first-time freshmen graduate within four years. The 2014-18 cohort graduation rate was 18.5 percent compared to the 2013-17 cohort graduation rate of 13.9 percent.

Housing Voucher Applications Being Accepted

San Bernardino – The Housing Authority of San Bernardino announced as of February 11th, it has four waiting lists that are open now or will be opening soon.

According to the agency, although the California Housing Choice Voucher Waiting List has opened and is now accepting applications, the window to apply will only be open for a short period—it is scheduled to close on Monday, February 25th.

The agency’s other housing programs including the Veteran Project-Based Voucher Waiting List, the General Project-Based Voucher Waiting List and the Senior Project-Based Voucher Waiting List will all remain open indefinitely. Black History Month and the Importance of Health Advocacy

F

ebruary is Black History Month–an opportunity to reflect not only on our social and economic history, but also on the history of poor health status for America’s minority populations We are reminded that equality for the African American community includes health equity.

A half century ago the civil rights movement succeeded in focusing the nation’s attention on the injustices faced by African Americans and other racial and ethnic minorities and a broad consensus emerged – backed by a raft of federal legislation – in support of the idea that a person’s fate in life should not be predetermined by the color of their skin.

Although there has been incredible progress on a variety of fronts in the ensuing years, there remain significant disparities between the races in a number of critical areas, one of the most prominent being health. According to the Centers for Disease Control and Prevention (CDC), African Americans and other people of

color live shorter and less healthy lives than Whites, and suffer from significantly and often dramatically elevated rates of, to name just a few, premature cardiovascular mortality, diabetes, and infant mortality.

Researchers from the Institute of Medicine found that racial and ethnic populations receive significantly inferior health care services, even controlling for all other factors, resulting in worse treatment outcomes.

As early as 1966 Dr. Martin Luther King, Jr. said, “Of all the forms of inequality, injustice in health care is the most shocking and inhumane.” Dr. King’s prescient quote puts in stark words the critical need to address the root causes of health disparities. According to the World Health Organization, the social determinants of health – the conditions in which people are born, grow, live, work, and age – are mostly responsible for health inequities.

We know that nutrition and food resources in the community are essential to a better life,

but also understand that the environment has an equally profound impact on health. It goes without saying that tobacco and air quality and parks and public spaces all can affect community health, but we’re also actively advocating for improved infrastructure for walking, bicycling, and public transit to combat deadly collision statistics, disincentives to physical activity, and inequities in accessibility. We understand that there is not one way to improve health and we must attack from all sides.

Until we can honestly say that every American has the same chance at a long, healthy, and productive life, we must continue to honor the work begun by our predecessors in the struggle for racial equality by addressing the root causes of health inequity. And we call on all who subscribe to a belief in the fundamental equality and dignity of every human being to join us in those efforts.

In a disconcerting rebuke of Valdivia’s leadership, three council members, Fred Shorett, Henry Nickel and Jim Mulvihill, left the meeting and deprived the council of the quorum needed to complete the city’s business as detailed on the scheduled agenda.

The walk out was in apparent protest to Valdivia’s proposal to add four staff positions to his team while also having city employees who support other city leaders report to the mayor’s chief of staff.

The proposal was motioned and seconded but before the vote could be taken, Councilmember Nickel asked to make a substitute motion. He stated how he respected Valdivia’s motion, “I think the chief of staff position needs to be selected by the mayor and council collectively.”

“I would only make that modification to the motion as it exists.” Nickel offered as he added his opinion about the idea of the chief of staff position being exclusively under the discretion of the mayor. “That is not consistent with the charter. That is not consistent with the collaborative relationship between the council and the mayor.”

He then offered a compromise. “I would be willing to entertain the motion on the floor as long as the chief of staff is selected by the mayor and council collectively.” Nickel’s agreed his compromise included Human Resources as part of the process.

Valdivia expressed his disagreement with Nickel’s modification. Nickel then asked Mayor Pro Tem Bessine Richard, who along with Human Resources and others, would be part of the hiring team for the proposed positions, whether she would be amenable to the amendment?

When Richard answered, “No,” and made it clear she believed the mayor should be able

to select his own chief of staff, Nickel retorted, “Then I will be leaving the room.” He was followed by Shorett and Mulvihill.

The council recessed for about 23 minutes and when Nickel, Shorett and Mulvihill failed to return to the council chambers leaving the council without the needed quorum—the meeting was forced to adjourn at 8:52 p.m.

The Press Enterprise reported that in a telephone interview with Valdivia later that evening he stated, “The fact these three council members abandoned their post, I really think is a disservice to the community.” He added how he saw their action as “reflective of the

shenanigans of what’s going on, and I’m not standing for it. This is a clear indication of their lack of compromise of having sensible, pragmatic solutions on my staffing issues.”

Nickel who agrees, at least in theory, with the mayor’s expressed need for additional staff said he would return to the chamber but insisted the mayor’s quest for added staff should not take precedence over the city’s business.

Valdivia further confirmed his commitment to get council members back to the table to complete discussions on his staffing proposal and the remaining items on last week’s meeting agenda.

WVWD Will Not Cover Legal Expenses for Employee Complaints Against Clifford Young

t the last Board of Directors meeting for West Valley Water District (WVWD) based on a 3-2 vote in closed session and reported out in open session by legal counsel Robert Tafoya, the Hardy Brown, Sr. board voted not to pay the legal bills resulting Contributor Photo by Benoit Maphettes from employee complaints against Dr. Clifford Young.

Board member Don Olinger stated that the district had already paid close to a million dollars for employee litigation during the past year.

West Valley Water District Ratepayers Association President Don Griggs pointed out the legal costs related to employee litigation at the district is a major concern of the Association and should be curtailed.

According to the WVWD February 7, 2019 closed session meeting agenda there are now a total of five Anticipated Litigation Complaints brought on by employees. The January 17, 2019 closed session meeting agenda noted only three such complaints. This means there were two additional complaints added to the list of employee grievances against Young. This growing list of complaints may be what triggered this action by the Board.

Such complaints against Young led to Walter A. Sells, Chief Executive Officer of Association of California Water Agency/Joint Powers Insurance Authority (ACWA/JPIA) Executive Committee recommendation in February 2018 that the WVWD be excluded from future Employment Practice Coverage effective March 5, 2018.

I recall the WVWD Board making light of how the ACWA/JPIA had cancelled the insurance as some sort of political move that meant absolutely nothing to West Valley. Now, this same board has voted to deny legal coverage to one of their own fellow board members.

Apparently the ACWA/JPIA CEO saw the handwriting on the wall when they recommended the cancellation of Employee Litigation Insurance’s $5 million policy to West Valley Water District.

A little fact finding led me to believe Young hired law firms to handle employee complaints against himself. I say this because as Griggs pointed out at the last meeting, Dr. Clifford Young is the central person in all these complaints.

According to WVWD minutes the law firms are Tafoya and Garcia of Los Angeles; Prata & Daley of Los Angeles; Albright, Yee & Schmit of Los Angeles; The Kaufman Law Firm of Los Angeles; Varner & Brandt of Riverside; and Leal & Trejo of Long Beach—all to defend Young’s decisions to fire people. The district has also had to pay the employees’ attorney, Peter Law Group of Manhattan Beach.

after identifying what they considered “financial misfeasance” involving Mr. Young.

At the time, Gresham Savage of San Bernardino was acting as legal counsel to the West Valley Water District. I guess Young did not like the legal opinions of the well-respected law firm from our community.

Through my investigation of the district I’ve learned that if you disagree with Young you get fired when you are an employee; and if you are a member of the board or a constituent speaking before him in a public forum, he tries bullying and embarrassment tactics.

Young is now trying to embarrass Michael Taylor, WVWD president and Clarence Mansell Jr., the agency’s new General Manager.

Young’s attempts at embarrassment and intimidation are viewed by many as the shallow bluster of a bully. In the words of Griggs, “I am retired, a former Marine Veteran, and he does not sign my check.”

My sentiments as well.

The Union of Concerned Scientists (UCS) report explored the significant contributions of cars, trucks, and buses to particulate matter air pollution in California and the disproportionate effects such pollution has on low income communities and communities of color.

Although the findings in large part were not new, the health implications continue to raise red flags of concern.

The report also noted unequivocally how, “Advancing clean transportation policies—such as those that encourage vehicle electrification, cleaner fuels, and reduced driving—will help reduce air pollution emissions.

The proposed South Coast Air Quality Management District (SCAQMD) measure if successful, could potentially raise $1.4 billion per year to pay for clean-air projects such as zero-emission cars, trucks, trains and cargo equipment.

The agency is asking the state legislature to consider the tax increase for the state’s most polluted counties which includes Riverside, San Bernardino, Orange and Los Angeles.

The SCAQMD has never passed a tax measure before and this one is further complicated by the fact that it will only be applicable in a hand full of the state’s 58 counties—the four within the agency’s jurisdiction. As a result, bringing this measure to fruition is fraught with challenges.

Readers should not be surprised to learn African-Americans and Latinos who live in California, have 19 and 15 percent higher exposure to PM2.5, respectively, than the state average. On the other hand, “White Californians are exposed to 17 percent lower concentrations.”

It was noted that the human impacts of PM2.5 pollution not only depends on the concentration of pollution but also on the number of people exposed to it. According to UCS, this helps explain why, “Fine particulate air pollution is responsible for the vast majority of the 3 million to 4 million annual deaths attributed to air pollution worldwide.”

UCS also reported Particulate Pollution from On-Road Vehicles Is Highest in Southern California. Although Los Angeles ranks the highest, higher levels of fine particulate matter air pollution are also present in the inland region.

According to the report, there are only six counties with an average exposure from onroad transportation that is greater than the state average—four of them including Los Angeles, Orange, San Bernardino, and San Diego are in the top five most populous counties in the state with a combined population of nearly 19 million people.

There is little question, on-road transportation such as diesel and gasoline

vehicles has placed significant and inequitable health burdens on the California communities that are least capable of bearing the economic burden as proposed by the SCAQMD. Yet, the potential health implications to these residents and their children may keep them from saying “no” to any proposed tax increase aimed at a long-term solution. Afterall, what would you be willing to pay for the health of your child(ren)?

The analysis provided by the UCS is evidence of the need for additional programs/legislation that can inform the public of health implications and help shape the future in ways that reduce pollution exposure and environmental inequities in the state.

Sadly, like most other burdens borne by lowincome and minority communities, solutions to issues like this are either too long deferred or come at an economic price the poor can hardly afford to bear.

Some have expressed concern in recent years over the explosion of warehouses in the inland region and the added burden trucks, moving in and out of the area, has levied on counties already heavily polluted.

It has left residents not only wondering, “Why they should bear the health burden of pollution . . . but also, “Who should bear the cost burden of pollution mitigation?”

he new California News Publishers Association president, Paulette BrownHinds, aims to bring streamlined advocacy and education about legislative issues that the media industry is facing in 2019.

The mission of the California News Publishers Association is to serve the common interests of its members by promoting, improving and protecting the welfare of the newspaper business and the news media industry in California, which includes printing, publishing and distributing news and information in paper, on the Internet and other digital media.

The importance of an open dialogue between legislators and the media industry lies in the protection of the public’s right to know. It is particularly salient for legislative issues that affect the media industry and the spread of information, to be understood by the public and those who constitute the industry. The 2019 CNPA legislative priorities and issues are as follows: The first issue is Public Notices. Over the past couple of years there has been legislation against the requirement for public notices to be published in a newspaper of general circulation.

Instead, the legislation pushes for posting public notices online only. Public notices inform residents about events relevant to their community. According to the CNPA, posting on a website alone would take away the notice of the independence that protects against possible tampering, political bias or post-deadline posting.

The second issue is the California Consumer Privacy Act (CCPA). The new law was signed

by Governor Jerry Brown on June 28, 2018 and becomes effective on January 1, 2020.

The CCPA was created to provide consumers with the following rights, and introduces to businesses various compliance issues, especially media companies. These rights are: the right to know what personal information is being collected about them, the right to know whether

County to Lead Trade Mission to South Korea San Bernardino

C

ounty officials have announced plans to lead local business leaders on a mission to South Korea in April to expand trade and investment opportunities for the county’s investors.

As California’s sixth largest export destination, in 2017 the state exported more than $9.6 billion to South Korea, making California the top U.S. exporting state to South Korea.

Chair of the San Bernardino County Board of Supervisors Curt Hagman described the mission as a tremendous opportunity for businesses in the county to grow their exports and foster international trade. “By doing so, we ultimately enhance the performance of businesses here at home and drive job creation in the county,” he said adding, “Supervisor Robert Lovingood and I are looking forward to working with the county’s business community in face-to-face meetings with our government and private-sector counterparts in South Korea.”

In her inaugural speech, Paulette expanded upon building her legacy of stewardship and how it informs much of the work she does today.

She is the founder of VOICE Media Ventures, publisher of Black Voice News, professor at UC Riverside, award winning columnist of Rants and Raves, and board member of the James Irvine Foundation.

In addition, she is on the boards of the California Press Foundation, the Community Foundation for Inland Southern California and Fortune School of Education.

A prominent thread in her work is her commitment to community service and maintaining the integrity of community media through her own work, and the continuation of her family’s institutions like the Black Voice News. Her family has played a large role in influencing her philanthropic efforts and even her involvement with the CNPA. “The reason I am on the CNPA Board is because my mother, [Cheryl Brown], a former member of the California State Assembly, was actually the CNPA board member before I was, and I was asked to take her seat on the board.

My mother and father were both copublishers of the Black Voice News. My father always wrote a weekly column. My mother served as editor, photographer, collections, delivery—she handled it all. It’s a family business. CNPA has always been an important aspect of our business.”

With her time as CNPA president, BrownHinds plans to harness the collective power of the organization’s constituency. “We have over 400 newspapers currently that are members of CNPA. We can work together to better protect our industry with a focus on our policymakers here in Sacramento. We will be here more than once a year and educating them on our issues.”

Brown-Hinds and her board have already taken steps toward facilitating easier communication with State officials by creating an “Issues Book” which outlines and educates legislators on the issues CNPA is facing. Paulette also wants to focus on diversifying the Board and membership. “I want to be sure that we reflect the demographics of the state. We want to get everyone involved on their behalf. And finally, engagement. We want to continue to
