Bianco Beware—Other Media Outlets Are Highlighting Your Failures

ince 2020 the editorial team at Black Voice News and the IE Voice has waived a red flag about the dysfunctional leadership of Riverside County’s Constitutional Sheriff, Chad Bianco.

At the same time, many local organizations coalesced and called for the state attorney general to intervene and investigate Bianco.

Also, on Tuesday , January 25, California Attorney General Rob Bonta announced that the California Department of Justice is investigating and will independently review an officerinvolved shooting (OIS) that occurred in Hemet on Tuesday, January 18.

Now, other publications including the Orange County Register and the San Bernardino Sun, have joined calls for Bianco to be investigated for his rogue leadership and the failures of the sheriff’s department entrusted to his care by Riverside County voters following reports of unprecedented police shootings in the county last year.

Readers who follow this column have read about his antics, ad nauseum. Commentaries include an ever-growing list of unbelievable but true actions that makes any reasonable person wonder whether Bianco is really that obtuse or just blatantly doesn’t give “two cents” about what many constituents in Riverside County think about his leadership. Does he really believe he is untouchable or has he wrapped himself so tightly in a shield of right-wing ideology that he thinks his position is impenetrable.

For some in the community it was not enough that he apparently ascribed to what appeared to be a quid pro quo having stood as a bulwark against most reasonable efforts aimed at local police reform even though he disingenuously took a knee during a demonstration in downtown Riverside during the Uprising of 2020. Local residents participated in the movement sincerely, demanding reform in the wake of George Floyd’s unconscionable murder at the hands of Minnesota police. Was taking a knee that day just a folly on his part?

the sheriff’s department in the wake of those demonstrations begged the question of whether his resistance to change was his way of maintaining fiscal support from his campaign benefactors—police unions, who also resist most–but not all change–in the status quo.

Many have held their tongues regarding Bianco’s failure to protect local jail inmates from the ravages of COVID-19 until the federal government stepped in and demanded change.

Although many reported on the issue, few, if any offered an opinion.

While many also reported on his railings against state mandates designed to keep residents safe and curb the spread of COVID-19 during the worse periods of the virus’s spread, few editorial pages raised concerns over what such actions could mean for the vulnerable, the aged and others who suffered and died in this county from the virus while Bianco remained cavalier about such protections. Wasn’t he elected to keep the community safe? The same can be said regarding his publicly expressed and dismissive attitude related to masks and the COVID-19 vaccine.

Centering Trauma to Help Survivors of Domestic and Intimate Partner Violence Heal Katie Licari | Staff

r. Candace Burton, an associate professor of nursing at UC Irvine, teaches her students and clinicians about the importance of screening and trauma-informed practices to help survivors of intimate partner violence access resources and improve medical outcomes.

Burton said that screenings aren’t more widely used because doctors and medical providers feel uncomfortable and unequipped to deal with intimate partner violence. “Screening is giving your patients permission to tell you something terrible through asking,” said Burton.

Burton stressed that it’s important for health care providers to consistently ask screening questions as a way to build trust with a survivor dealing with trauma. In the classroom, she has her students recite “every patient, every time” to reinforce screenings as a habitual part of patient interactions.

Intimate partner violence can have lasting effects long after physical signs of abuse heal.

People who fight off an abusive partner may face criminal charges. Leaving an abusive relationship may mean a loss of stable housing.

There can also be long-lasting physical health effects, ranging from depression to brain damage.

Traumatic brain injury (TBI) impacts how the brain works and can be caused by a physical force, like a punch in the face; a penetrating force, like a gunshot, or by cutting off oxygen to the brain through strangulation. Traumatic brain injuries can result in mild concussions to permanent disability and death.

There is scarce research examining the longterm health implications of intimate partner violence. A 2002 study analyzed data from three Philadelphia hospital emergency departments.

Research found 38% of IPV victims screened in one ER were experiencing TBI injury; 30% of

these patients reported losing consciousness at least once. The study concluded that there’s a need for increased screening for TBI in patients experiencing intimate partner violence.

Intimate partner violence victims with TBI can experience dizziness, seizures and memory issues. A 2011 literature review from researchers at Johns Hopkins and the National Institute of Nursing Research, found that the length of an abusive relationship increased the likelihood and severity of negative health outcomes, including post-concussive syndrome (which is related to mild TBI), post-traumatic stress disorder and depression. 92% of intimate partner violence victims seeking services at crisis shelters were experiencing PTSD. The medical community can improve outcomes for survivors by routinely screening for violence and abuse during visits and providing trauma-informed care, said Burton. Traumainformed care is founded on six principles:

• Safety: Ensure the patient feels physically and psychologically safe.

• Trustworthiness and transparency: Organizational decisions are made transparently to foster trust.

• Peer support: Connecting with other survivors establishes safety and builds trust.

• Collaboration: Everyone in an organization, including non-medical and non-therapist staff, have a role to play in ensuring a therapeutic environment.

• Empowerment and choice: Trauma survivors, who have often been disempowered, are empowered through goal-setting and decisionmaking.

• Cultural competency: Recognizes and responds to the cultural, racial and social needs of survivors.

This week, free masks began arriving at CVS, Rite Aid Costco, Walgreens and Albertsons locations across the country. More than 400 million non surgical N95 masks are being made available (three per person) by the Biden Administration. The masks, which are approved by the National Institute for Occupational Safety and Health (NIOSH), are being released from the Department of Health and Human Services (HHS)Strategic National Stockpile.

Race and Health Care: New Report Shares Insights on Black Californians Antonio Ray Harvey | California Black Media

n keeping with its commitment to end health inequities, the California Health Care Foundation (CHCF) released the first phase of a three-part study documenting how race and racism shape the health care experiences of Black Californians.

The report, “In Their Own Words: Black Californians on Racism and Health Care,” was written by health services researcher Dr. Linda Cummings. The study synthesizes hourlong interviews with 100 Black Californians conducted from June to August 2021.

According to Katherine Haynes, a senior program officer serving on CHCF’s PeopleCentered Care team, “The project is to understand the interactions between racism, health and healthcare. (The first phase) is indepth interviews that are really designed to gain a deep understanding of Black Californians’ perception of racism in this state’s healthcare system and its impact on them.”

Goals and objectives of report CHCF’s main objective is to advance meaningful, measurable improvements in the way the health care delivery system provides care to the people of California, specifically individuals who are financially challenged and whose needs are not well served in the healthcare system.

EVITARUS, a Black-owned Los Angelesbased public opinion research firm, is conducting the three-phase Study for CHCF. The firm has extensive experience polling California’s diverse constituencies and maintains long-standing relationships with Black-led community organizations and media.

“Dr. Linda Cummings wrote the report and we did the research. We designed the study, performed the data collection as well as the data analysis that supported Dr. Cummings and her findings,” according to Shakari Byerly, EVITARUS Managing Partner. “It was a thorough recruitment process and screening of

those that indicated an interest in participation.

The participants also received an honorarium (of $125) for their participation.”

Experiences with Black physicians Findings from the first phase cautioned that just having a Black physician did not automatically result in better care. Negative experiences with Black physicians and other health providers of color can be an obstacle to health care, too.

“It is the subtle microaggressions that happen within the healthcare field. So, I am resistant to get help unless I feel comfortable with the person who may or may not look like me,” a 33-year-old Black woman from the San Francisco Bay Area stated. “But I also have been discriminated against a lot from Black physicians as well.”

Cummings wrote that more than half of the respondents said that, at some time in their lives, they had been unhoused, without a stable place to live, or stayed with a family member or friend because they did not have a place of their own.

Notably, the study highlighted that the participants took their health care seriously.

“The respondents really spoke about how they were taking action to pursue health, advocating for themselves, in the healthcare system and taking steps to protect themselves from harm in the healthcare system,” said Haynes.

Nearly all the respondents (93%) had some form of health insurance. The majority were covered through employer-sponsored plans at 40% or Medi-Cal at 26%, the study reports.

said becoming a mother was a pivotal moment in becoming a survivor. “What changed for me was my son,” said Shiuli.

After giving birth, she was resting in bed in the recovery room. Her boyfriend began yelling and berating her. Several nurses in the ward were so alarmed with how he treated her, they called a social worker. The call changed the trajectory of Shiuli’s life. She left her abusive boyfriend and moved in with relatives. Her social worker connected her with resources to heal from the abuse.

Shiuli’s experience at the hospital highlights the importance of screenings for intimate partner and domestic violence (which also includes the abuse of children) by clinicians. Despite the impact they can have, these screenings are not a universal standard in health care.

Trauma-informed Pathways to Healing Trauma-informed care improves outcomes for survivors of trauma and intimate partner violence. According to Burton, interest in implementing trauma-informed practices has increased during the pandemic. The trauma and burnout of health care workers stemming from COVID-19 has opened up conversations about trauma in patient care.

The foundation of trauma-informed care is acknowledging that there is trauma to deal with and addressing it head on.

Certain groups, particularly from marginalized communities, are more likely to have experienced trauma because of racial, social or cultural dynamics. “There is a greater likelihood if [the patient] is from a marginalized group that they have experienced intimate partner violence or abuse of some kind because predators tend to prey on people who are more vulnerable,” said Burton. continued on page 17

Government Working to Improve Equity in Distribution and Use of COVID-19 Treatment Options

ver the last two years, the pandemic has exposed and uncovered inequities that exist in the American health care system. Throughout the pandemic, concerns regarding disproportionate access to COVID-19 testing, vaccines, masks and COVID-19 treatments have been brought to the forefront.

A study that examined racial and ethnic disparities among people who received COVID-19 treatments was recently released as part of the Center for Disease Control and Prevention (CDC) Morbidity and Mortality Weekly Report. The study found that between March 2020 and August 2021, there was a lower use of monoclonal antibody

treatments among Black, Asian, Hispanic and other races who tested positive for COVID-19 relative to white patients.

Monoclonal antibodies are molecules created in a laboratory that act as substitute antibodies in the body and in the case of COVID-19, attempt to block or neutralize the virus that causes COVID-19 to attach to human cells.

Research noted that the overall use of monoclonal antibody treatment was “infrequent,” but found that Hispanic patients received monoclonal antibody treatment 58 percent less often than did non-Hispanic patients. Black patients received treatment 22

The study surveyed 41 health care systems that participated in the National PatientCentered Clinical Research Network. There were several limitations to the report such as the short period of time by which the survey was conducted, it only examined 41 health care systems and did not identify the underlying causes for the observed disparities.

Despite the limitations, Dr. Cameron Webb, Senior Policy Advisor for COVID-19 Equity on the White House COVID-19 Response Team, explained that although the findings are not nationally representative, they are instructive and give insight to what is happening in regard to COVID-19 and disparities. According to Dr. Webb, an updated study is needed since the use of monoclonal antibody treatments significantly increased after August 2021 which is when the research cuts off.

“But even that notwithstanding, we’ve done a lot to build equity into the monoclonal antibody treatments, but also with these new oral antiviral (pills) because of the three monoclonals, only one of them is effective against Omicron,” said Dr. Webb in an interview with Black Voice News/ IE Voice.

Dr. Webb also pointed out that the study only captures data from people who received monoclonal antibody treatment in healthcare settings, but didn’t account for government-run infusion sites that were set up.

The treatments were initially approved for Emergency Use Authorization by the Food and Drug Administration (FDA) beginning in November 2020. Since then, availability of the treatments have increased across the U.S. as COVID-19 cases increased.

There are several kinds of monoclonal antibody treatment options available to individuals who are identified as immunocompromised and have other medical conditions. These treatments are intended for people who experience mild-tomoderate symptoms and who may be at higher risk for progression to severe COVID-19. The National Institute of Health released guidance for prioritization of treatment.

Diversity within the Black community The mix of participants also reflected the ethnic diversity of Black Californians. The majority of respondents identified as Black or African American (83%), Black and multiracial (6%), African (5%), Afro-Caribbean (4%), Afro-Latino (1%), and Black-Native American (1%), Byerly said.

“Everyone identified as Black, but we recognize that people come from different backgrounds,” Byerly said. “It supports our research design to make sure that we show a full range of our community in California.”

Byerly also shared that 62% of the participants said they have experienced “some type of discrimination” based on their background while getting healthcare for themselves. About 59% said they were treated unfairly while getting healthcare for a family member, she added.

Phase II of the Listening to Black Californians study examines “structural issues” in the health care system gleaned from focus group discussions with Black Californians and key health care stakeholders,” Haynes said.

The third and final phase of the study will be a statewide survey of Black California residents. It will be crafted to evaluate the extent to which the Phase I and Phase II findings are represented in the general Black Californian population.

“The second phase with 18 focus groups, was completed right before the winter holidays. The third phase, we hope, will have over 3,000 BlackCalifornian participants,” Hayes said. “The final report is expected in the summer of 2022.”

Reparations Task Force to Host Public “Listening Sessions” Antonio Ray Harvey | California Black Media

T

o ensure Black communities across the state voice their thoughts and concerns and provide input, the California Task Force to Study and Develop Reparations Proposals for African Americans is partnering with six “anchor organizations” to host public listening sessions.

Each organization will help the task force hear various perspectives of Black Californians as it assesses the state’s involvement in slavery and Jim Crow discrimination. The committee expects that process to inform the work they do when developing recommendations for compensating African Americans for past and ongoing race-based injustices.

The Coalition For A Just and Equitable California (CJEC) is one of the host organizations.

A state-wide network of organizations, associations, and individuals united to push reparations for the descendants of enslaved men and women, the CJEC will participate in 12 sessions involving Black Californians from different social and economic backgrounds.

“We’ve been at this since 2019. We worked hard for this assignment and it’s really a testament of waking up, networking, and organizing Black folks around the state,” Chris Lodgson, a founding member of CJEC, told California Black Media.

“What we are expected to do as part of that process is produce at least two listening sessions and the task force will support them. These sessions will allow Black Californians to think about what reparations should look like and how it should be implemented,” Lodgson continued.

Along with CJEC, the Black Equity Collective, Afrikan Black Coalition, Black Power Network, Congregations Organized for Prophetic Engagement (COPE), and Othering and Belonging Institute are the anchor organizations helping to plan the sessions.

Lodgson said CJEC will “coordinate” with the other five anchor organizations to prevent “doubling efforts” and provide a cross-section of opportunities and ideas from the sessions.

“At least two Task Force members are expected to attend each listening session,” Lodgson said.

“We really want to talk to people in our community that get overlooked the most,” Lodgson said. “People who are unhoused,

formerly incarcerated, from the foster care system, street organizations, et cetera, are the people we want to hear from. Their thoughts matter, too.”

At its first two-day meeting of 2022 on Thursday, Jan. 27, and Friday, Jan. 28, task force members explained in more detail the rationale and process of the listening sessions.

During the upcoming meetings, task force member Dr. Cheryl Grills will highlight the task force’s “Community Engagement Plan, providing more information about the listening sessions.

The January 27th meeting also featured testimony from experts during the “Discrimination in Technology,” “Community Eligibility,” and “Public Health” segments on Jan. 27.

During the task force’s second meeting last July, Grills introduced the idea of the listening sessions.

Black communities in the southern, northern, and central parts of the state (where many Black farmers reside) are expected to be involved in the process.

“Black folks exist in an ecosystem and the system includes a diverse, cultural base of people, social class, education levels, etc.,” Grills said. “So how do we make sure that those people, who are a part of the ecosystem, are impacted?

They need to be at the table.”

She is a professor of Psychology at Loyola Marymount University, former national President of the Association of Black Psychologists, and founder/director of a non-profit program evaluation organization called Imoyase Community Support Services.

NAARC is a distinguished assembly of activists, scholars, civil rights, human rights, labor, and faith leaders. The organization devised a 10-Point Reparations Program to serve as a guide and frame of reference for the growing reparations movement in the country.

“Dr. Grills has been amazing. She’s done a great job in leading our community engagement effort,” Lodgson said. “She’s been largely responsible for looking for groups to be anchor organizations, bringing together resources, and facilitating the conversations.”

On Friday, Jan. 28, the California Task Force heard testimonies from experts discussing mental health and physical health.

For students and clinicians who don’t feel equipped to handle trauma or intimate partner violence, Burton encourages them to practice a “warm referral.” After a patient discloses a traumatic experience, such as intimate partner violence, the doctor makes the call for resources and support with their patient. A warm referral is similar to what Shiuli’s nurses did for her when they called a social worker on her behalf as opposed to giving her the information to act on alone.

Breaking the Cycle The trauma-informed care program Shiuli’s social worker connected her with is provided by the Corona-Norco United Way. The organization serves northwest Riverside County, which includes the cities of Eastvale, Corona, Norco and unincorporated communities in the surrounding area.

“Abuse is an actual choice. It is not a sickness or an illness,” said Dr. Alia Rodriguez, CoronaNorco United Way’s CEO. “Physical abuse is very painful and traumatic, but when the bruises and bones heal, there is still the mental gaslighting to deal with.”

The organization offers a 12-week program tailored to each individual seeking assistance.

It includes peer-support groups, goal- setting for the future, career services and help enrolling in government assistance programs. For Shiuli, learning about intimate partner violence was critical to her recovery. The program, which is available to domestic abuse survivors and their families, helped her recognize the red flags

level, barely warranted a mention even though it is a clear violation of the county charter as well as state and federal guidelines.

Many also remained silent as Bianco, again, in clear violation of local, state and federal regulations, pranced around the county, speaking at Republican political gatherings while dressed in full uniform as if he were on official sheriff department business.

Although many reported on revelations late last year pertaining to his membership in the right-wing extremist group the Oath Keeper as well as his marble-mouthed explanation surrounding it. The Oath Keepers are being investigated for its role in attempting to overthrow the U.S. government in January 2020. Yet, few, if any, local publications have offered editorial commentary on how such a membership could be reflective of Bianco’s personal ideology or its racist implications.

Now, data reveals the Riverside County Sheriff’s Department under Bianco’s stewardship ended the year 2021 with the highest number of citizens killed by Riverside County deputies in recorded history. I know we will hear the usual defense about rising crime, but rising crime is no excuse for Riverside deputies who purportedly shot about 30, apparently, unarmed citizens.

Poor leadership is one way to define Bianco’s work since he took office, incompetent could be another. If however what we have witnessed is the result of neither, I shudder to think that what we are experiencing under his leadership of the sheriff’s department might be intentional.

As noted, organizations across the county have cried out for an investigation into Chad Bianco and the Riverside County Sheriff's Department. The Black Voice News and IE Voice editorial team has remained critical of Bianco and called out his failures at nearly every opportunity.

We celebrate and welcome the voices of other publications willing to not only shine a light on his failures but also raise their voices on behalf of the community by joining calls for an official investigation.

Of course, this is just my opinion. I’m keeping it real.
