The Dead Man At My Door

L

ast Wednesday morning we found a dead body at The Voice office backdoor.

The cause of death was unknown to us, but the poor guy seemed to be homeless and probably ill. His prescription bottle was one of the obvious signs, the other being his skeletal frame that was hidden under layers of insulated clothing. The day before his death, he laid bundled up near our front door in that same weather resistant jacket that when unzipped exposed his emaciated body. We didn’t know just how sick he was or that he had less than 24 hours to live, we just knew he couldn’t lay there so close to the doorway. He mustered up the energy he had left and moved to the back door where he later died.

In a nation that has so much, he seemed to have had so very little.

I knew nothing about him, not even his name. I didn’t know how old he was, if he had any family, or what led him to the streets and living without shelter or proper care. But the thought of his dying in the middle of the night, cold and alone, continues to haunt me.

His situation, like thousands of other Americans who sleep on city streets every night, is a reminder that despite strong economic growth and continued prosperity there are those among us who continue to exist in a state of need. We must not forget that 4 in every 10 Californians are living in or near poverty, most are the working poor who rely heavily on social safety nets to survive.

With a lack of affordable housing and the proliferation of “poverty wage jobs” throughout our region we will continue to need thoughtful and innovative public policies to mitigate the problem.

Which brings me back to that haunting feeling of arriving to work to find a dead man at our door.

I know government can’t solve all social problems, but one of the basic governmental functions is to “promote the general welfare,” or as one professor explains, it is “the steering mechanism for a society…that forms the policies that keep society heading in the right direction.”

After months of negative campaign rhetoric at all levels – from the incendiary national debates to the racially divisive and mean-spirited local ones – I continue to have a profound sense of anxiety about the direction of our government both at the state and national level. While the Trump Administration is shaping-up to be highly militarized and a woefully inexperienced group of billionaires, California’s Democratic supermajority leaders are more concerned with fighting climate change than they are committed to creating a climate that supports economic growth and helps to end poverty.

It seems we are facing a battle of extremes with our federal government leaning to the far right and our state government grounded in the far left. And this fight is just getting started. This week Democratic lawmakers returned to session vowing to “fight” the policies of the new administration.

And the Republican administration continued nominating key cabinet posts with individuals whose beliefs, background and bluster are cause for alarm… Jeff Sessions as attorney general and Ben Carson as HUD Secretary are perfect examples. I just hope the masses of those in need, like the man who died at our door last week, aren’t simply collateral damage in the political posturing and public policy battles to come.

See the White House on a Dollar Bill

Funding the Fight for a Cure

Washington D.C.- H.R. 6, the 21st Century Cures Act, is close to attaining final approval by the U. S. Congress. The six-billion-dollar measure will put added funding into the nation’s efforts to cure cancer and Alzheimer; reform mental health treatment; test new drugs and medical tools; and other efforts related to these goals. The measure will also provide funding to assist the growing number of Americans who seek treatment for opioid addiction. Last week the U.S. House of Representatives passed H.R. 6 with overwhelming bi-partisan support. Saturday during his weekly address, President Barack Obama called upon the Senate to do the same because, as he explained, “That’s what it’s all about, coming to a compromised based on the belief that we should seize every chance we have to find cures as soon as possible.

Warm Centers in Riverside County

Riverside- Warm Centers are now open to the public in Riverside County at no cost. The centers opened Thursday, December 1 and will remain open at selected libraries, recreation, wellness and community centers as well as some county offices through March 31 as temperatures warrant. The centers are supported by the Community Action Partnership of Riverside County in conjunction with Riverside University Health System—Public Health. Brenda Salas Freeman, Executive Director of the Community Action Partnership of Riverside County explained the value of the centers. “Because some people may not be able to escape extremely cold temperatures, we have worked with our community partners to open warm centers to ensure the safety and comfort of residents and visitors throughout Riverside County,” she said. Board Expected to Approve Changes to Riverside Solar Project Riverside

O

n Monday December 12, the Riverside Board of Public Utilities will meet to consider changes to a proposed deal with Solar Star California XXXIX. The meeting is scheduled to begin at 6:30 p.m. and will be held in the Art Pick Council Chambers at 3900 Main St. Riverside.

In 2015, Riverside approved a contract with Solar Star. Since that time however, the company has encountered a myriad of difficulties. Firstly, two of the well sites proposed were determined to be unsuitable for the project. In addition, the company experienced complications in the permit process and other unexpected costs.

The proposed project is slated for development on property located within the boundaries of San Bernardino County where Riverside Public Utilities owns a number of water wells.

Monday’s meeting will explore Solar Star California XXXIX’s proposed revisions to its contract. Those revisions would allow the continued on page 17

California Graduation Rates Under Federal Scrutiny Riverside

T

he U.S. Department of Education Office of Inspector General’s Annual Plan for 2017 included notice of its intent to audit the accuracy of high school graduation rates in both California and Alabama.

According to the report, the audit is a continuation of the department’s efforts to determine whether selected state education agencies have implemented effective systems of internal control over their calculation and reporting of graduation rates that are sufficient enough to ensure that the graduation rates as reported are accurate and reliable.

The federal report stated, “We are continuing our work at the Alabama State Department of Education and the California State Department of Education.”

The California graduation rate has increased substantially in recent years. The graduating class of 2010 posted a graduation rate of 74.7 percent and by 2014, the state’s graduation rate had increased to a record high of 80.8 percent.

This was followed by a new record of 82.3 percent set by the graduation class of 2015.

In May, California State Superintendent of Public Instruction Tom Torlakson explained how in 2015, the state legislature and the Governor suspended the outdated California High School Exit Examination as a graduation requirement.

Torlakson expressed his belief this may have played a role in California’s increased graduation rate for 2015. However, he also pointed out that the graduation rate had increased every year since 2010. The state of Alabama also experienced a marked increase in its graduation rate as well as in recent years.

The Office Inspector General (OIG) reported it is auditing several state education agencies; however, it has not provided any information regarding

why California and Alabama were singled out in its report or what the findings were to date.

Purportedly, this non-disclosure is necessary to preserve the integrity of the audit.

Curb Holiday Weight Gain

W

e love the holidays, but we know they can be a nutritional minefield. Temptations lurk everywhere. Those extra calories add up to an average weight gain of about a 2 pounds during the festivities between Thanksgiving and New Year’s, studies show. That may not sound like much, but if it becomes a yearly tradition, the years can pack on the pounds. Don’t let that curb your merriment, though. There are plenty of good-for-you foods lurking in between the calorie bombs.

The problem with the holidays isn’t usually the weight gain— it’s the fact that most people never lose the excess pounds.

So in five years you may have gained 10 pounds and in 10 years, 20 pounds. The best course of action is? Stop weight gain before it starts.

The key is eating healthy throughout the holiday season and remembering portion control when it comes to your, “it-wouldn’t-be

the holidays without-them foods”.

Make the right choices that will allow you to indulge and enjoy, yet keep you from loading up on the fatty, high-calories dishes that can quickly lead to unwanted weight gain.

How can you try to maintain your weight and heart-health during such a tempting time? Here are a few tips to surviving the holiday hoop-la that is sure-fire success – this season and in the future ones to come.

1. Get moving – Establish a morning exercise routine.

2. Drink plenty of water. Eat at least seven servings of fruits and vegetables.

3. Control the risk for temptation 4. Always plan ahead – Never go to a party hungry 5. Be in charge of your party choices 6. Say “No” Politely 7. Focus on socializing. Don’t hang around the food tables.

Remember, the holidays are meant to celebrate good times with family and friends.

Moreno Valley Author Tells “How to Own a Car on the Cheap” Moreno Valley

L

ongtime Moreno Valley resident and automotive expert Alston Gray has released a timely publication entitled, How to Own a Car on the Cheap (without sacrificing quality).

Since 2008, citizens across the country, including here in the inland region, have continued to work their way through the vestiges of the Great Recession including many who decided to push off the purchase of a new vehicle and focused instead on keeping their older cars in good working order. How to Own a Car on the Cheap (without sacrificing quality) is specifically designed to assist them in this effort.

Gray, the owner of Premier Automotive Resources, Automotive Consulting Services, has been called upon for his expertise on a variety of automotive related issues ranging from product research to vehicle engineering and development testing to vehicle inspections and beyond.

With more than thirty years’ experience in the industry, Gray has acquired a level of knowledge and expertise in the field of motor vehicles that

is hard to match. In a recent interview with the Voice/Black Voice News, Gray was asked about his motivation to expand his professional repertoire to include the additional credit of published author and consumer advocate.

“I’ve always had a sensitivity for consumers as it relates to issues with their cars and because of my job, I know what goes on behind the scenes in the auto industry,” he replied and continued.

California Democratic Legislative Leadership Is Ready To Fight

Last week I wrote about “To Be Or Not To Be A Democrat” and that thought has not changed but has grown stronger with the amount of likeminded feedback from other Black people of all political parties.

My new motto: “ No permanent friends, no permanent enemies, just permanent issues” and in California some of our long time coalition friends have become our enemies while our issue of Black unemployment is growing higher, access to taxpayer institutions of higher learning have become harder for Black students to enter while other students are being granted access and recruited from other countries, public contracts are being awarded to outside companies to build public works projects inside of the community, and companies who operate under the governance

of California Public Utility Commission contract with fewer and fewer Black owned businesses.

The latter is most disappointing because the people we included in our fight to gain public access to help make laws are now wanting to deny us that right. I guess they are practicing what we forgot. I remember in San Bernardino when Art Townsend, Rev. William Jacks and the SB NAACP fought for representation on the city council they included another seat for Jess Arias to be elected. When the League of Mothers was headed by Francis Grice, Valerie Pope, Bonnie Johnson and the NAACP, they also included a seat for Roger Anton. Only one of those people I mentioned was elected in the public seats they fought so hard to open so others could serve and do the public’s business. Don Griggs and I did the same thing at Edison where we were employed. At Kaiser Hospitals in Southern California, I worked with Art Forbes, and John Woods to expand opportunities for all people not just African-Americans. At the school district as a board member I advocated for -- and the rest of the Board adopted -- an Affirmative Action Program that worked for all people.

While I will continue to believe in this approach, however, for such a time as this I think we must regroup and adopt the sentiment of California Democratic Legislative Leadership Senate Pro-Tem Kevin De Leon and Speaker Anthony Rendon: "While some of California citizens are traveling down the narrow-minded

and bigoted path funded by billionaires, (my Black brothers and sisters must come together) and chart a new course and form new alliances and be ready to begin the next chapter in our struggle for fairness and equality in California.

Blacks should be wary of those who call for unity and healing. Unity must be separated from complicity. We don't need healing, we need to fight.'"

I know we will heal as we fight because the Lord did not bring us this far to leave us. Let me remind you as stated in Psalm 124: “If it had not been the Lord who was on our side where would we be, now may Israel say; If it had not been the Lord who was on our side, when men rose up against us: Then they had swallowed us up quick, when their wrath was kindled against us: Then the waters had overwhelmed us, the stream had gone over our soul: Then the proud waters had gone over our soul. The IE on the Threshold of Expanding Economic Growth...or Not S. E. Williams Staff Writer n mid-summer CBRE, the world's largest commercial real estate services firm, released its 2016 North America Inland Ports Logistics Report.

The report discussed how the rapid growth of e-commerce had fueled the development of warehouses and distribution centers in twelve of the nation’s primary inland-port markets at nearly twice the national rate—its list of inland port markets included California’s Inland Empire.

According to the report, even with the surge in construction, demand for industrial buildings in at least nine of the twelve areas have seen availability rates decline from post-recession peaks faster than the national rate primarily as the result of e-commerce that has flooded American seaports with what the report described as “an unprecedented volume of foreign cargo destined for markets across the country.”

The way it currently works in many of these areas is that cargo is routed from seaports to nearby inland ports, which are major transportation hubs where cargo is handled, warehoused and broken into smaller batches for further distribution to consumers within that region.

According to the Head of CBRE’s Industrial & Logistics Research in the Americas, David Egan, “As online commerce continues to expand, more shippers, retailers and logistics firms will seek top-quality, big-box warehouses in the leading inland-port markets to serve as critical links in their supply chains.”

The report stressed that collectively, the 12 inland ports have expanded their base of industrial properties by 2.7 percent in this

year’s first quarter and far outpaced the national average growth rate of 1.6 percent. The fastest growing of the 12, was the Inland Empire with a growth rate of 4.3 percent.

Inland ports are defined as having a Class I rail connection to a major seaport and having access to significant transportation infrastructure, be it rail, highway, waterway or a combination of the three. Because of this rapid growth, the Inland Empire is among the three inland ports nationally experiencing the greatest difficulty keeping up with demand and having the least availability.

Inland Empire economist and consultant to the Port of Long Beach posted a guest commentary in the San Bernardino Sun earlier this year that reinforced the perspective of the CBRE report. “In 2016,” John Husing declared, “The huge and growing volume of cargo flowing through Southern California is requiring us to rethink how it can be moved efficiently.”

According to Husing, the growing demand gave increased impetus for a detailed economic analysis of the value and benefits of an inland port to be served by a dedicated train. The Port of Long Beach in conjunction with the Port of Los Angeles has commissioned just such an analysis.

Husing was quick to remind readers that this was not a new idea; however, increased demand has made this a growing priority.

As mentioned above, an inland port is a non-seaside hub where significant amounts of cargo are handled, warehoused and broken into smaller batches for further distribution. The inland port is often anchored by an intermodal rail facility but can also have an inland waterway, such as a river, along which cargo can be shipped.

oday, twenty five percent of all imprisoned people on the planet are imprisoned in the United States making America to home the largest number of imprisoned people in the world.

In the past thirty years, the nation’s prison population has exploded by nearly 800 percent and increased the cost to tax payers on prison spending by nearly 400 percent.

Contrary to popular belief, most of these people are not hardened, violent prisoners.

Far too many are nonviolent, low-level drug offenders.

For communities who have suffered under the weight of this imbalanced criminal justice system the good news is that momentum has continued to build across the nation, at all levels of government and in both political

parties to change what many now consider a “misappropriation of justice.”

As a result, a diverse coalition is continuing to build and strengthen of individuals, groups, and organizations that include both Democrats and Republicans, law enforcement officials and clergy who are collectively calling for comprehensive change in the trajectory of our justice system.

The District has obtained from the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work for the San Bernardino County area for each trade, craft, classification, or type of work needed to execute the contract.

Holiday rates shall be paid as specified in the collective bargaining agreement applicable to each particular trade, craft, classification, or type of work employed on the project.

Congressman Xavier Becerra Appointed State Attorney General Sacramento

C

alifornia Governor Jerry Brown has named Congressman Xavier Becerra to replace Kamala Harris as the state’s new Attorney General.

Becerra will complete Harris’ unexpired term. Harris was recently elected to replace Barbara Boxer in the United States Senate. Although Becerra must still be confirmed by the California State Assembly and Senate it is expected his appointment will be overwhelmingly approved by legislative representatives. With his confirmation, Becerra will make history as the first Hispanic to ever hold the office in California.

“Xavier has been an outstanding public servant in the state Legislature, the U.S. Congress and as a deputy attorney general,” Brown said when Becerra’s appointment was announced last week. “I’m confident he will be a champion for all Californians and help our state aggressively combat climate change.”

Becerra has been a member of the U.S. House of Representatives since 1992, most recently as the first Latino member of the Committee on Ways and Means; ranking member of the Ways and Means Subcommittee on Social Security; and chairman of the House Democratic Caucus. He is also a member of the Congressional Hispanic Caucus and served as its chair from 1997 to 1998 and a member of the Executive Committee of the Congressional Asian Pacific American Caucus.

Among his other accomplishments, he served on the National Commission on Fiscal Responsibility and Reform.

Previous to his election to Congress in 1992, Becerra served in the California State Assembly and represented the 59th Assembly District of Los Angeles.

“Governor Brown and our state leaders lean forward when it comes to advancing and protecting the rights and interests of the more than 38 million people in California,” Becerra said when his appointment was announced. “I’m deeply honored by Governor Brown’s confidence in me to serve as our state’s next chief law enforcement officer. It has been as extraordinary privilege to serve my fellow Californians in Congress for the past 24 years, fighting for working families like my parents, and I look forward to continuing this battle as California’s Attorney General.”

Riverside's Board of Public Utilities is composed of nine citizen-volunteers appointed by the City Council to four-year terms without compensation. The Board oversee the utility's policies, operations, revenues, expenditures, planning, and regulatory compliance. In addition to bi-weekly Board meetings, members also serve on subcommittees to provide input on the development of new facilities and equipment.

The Board also provides an ongoing, yearround review of all actions by Riverside Public Utilities before any measure is sent to the elected City Council representatives for final determination.
