lection season is here and it’s time to research and prepare to vote, if you haven’t sent in your absentee ballot already. We will be bombarded by campaign mailers, television commercials, and yes, even newspaper editorials. All hoping to convince us to vote a specific way. When our landlines ring which they rarely do these days, nine times out of ten they will be robocalls…recorded messages touting the merits of one candidate or initiative. I’ve never understood the effectiveness of those calls. I know as soon as I hear an automated message I hang-up. Actually these days I don’t even answer the house phone. Honestly, I can’t even remember the number, and don’t know if we actually have an actual landline phone. There will be misleading information. Lies. Half-truths. And obfuscation of facts. For example, an independent group hoping to sway your vote in the close race for State Superintendent of Public Instruction for Tom Torlakson over Marshall Tuck, calls Tuck’s education reform supporters “Wall Street.” They even created an online campaign “Marshall Tuck for Wall Street” to convince voters that he’s for “Wall Street’ not for our “kids”. By “Wall Street” I assume they mean Tuck’s Harvard Business School degree or the fact that his campaign is supported by businessmen like education reformer Eli Broad, who has over the years invested much of his own money in public charter school initiatives in an effort to promote new ideas in an education system that hasn’t worked for so many of California’s children. Wall Street is far from the truth. Tuck has led public charter schools in Los Angeles since 2002 and has been lauded for his ability to turn around high-poverty, low-performing schools. While amused by the creativity that went into the creation of the campaign, I’m offended by its dishonesty. Then there is Proposition 45, the initiative that will, if passed, impose on the health insurance rates of small employers the same rate regulation system that was imposed on the automobile and homeowners insurance industries. Proponents argue that the initiative is the only logical way to keep the cost of individual health insurance from growing out of control, while opponents believe it will give the elected insurance commissioner too much power. Of course, that is what we have elected an insurance commissioner to do. As it stands, the office of the Department of Insurance and the Department of Managed Health Care can review proposed rate increases, but cannot deny them. The monetary support for this initiative is also lop-sided. The opposition group, which includes hospitals, health plans, and physicians groups, has raised almost $38 million while the consumer advocate group leading the initiative has raised only about $6 million. Two other significant initiatives on the ballot are Propositions 1 & 2 the Governor’s Water Bond and rainy day fund initiatives. I believe most of California understands the water emergency we have in this state and the need for an updated water delivery and storage infrastructure. And in case we don’t, the Governor and his supporters are spending millions of dollars on television ads to educate us on its merits. A current poll by the Public Policy Institute of California has the support of the initiatives at 58%. Of course it helps that the governor and his donors have raised almost $7 million dollars to their opponents $71,000. There is much to confuse even the most educated and sophisticated voter and sometimes it seems easier to just vote using the old method I’m sure we all used as students on test day when faced with multiple choice questions we had no clue how to answer: eeny meeny miny mo… But I caution you against it. Read newspaper editorials on the candidates and initiatives. Research who is supporting the initiative, who is against it, and who is funding either side. Review the arguments, both for and against, or attend a local community forum and ask your own questions of the candidates or campaign surrogates. As Thomas Jefferson said, “An enlightened citizenry is indispensable for the proper functioning of a republic.” Become enlightened.

“Dirty Politics Exposed In Bankrupt City Of San Bernardino” Organization Claims

San Bernardino

T

ime for Change Foundation held a press conference on the steps of City Hall to expose what they have labelled the dirty politics, once again plaguing the bankrupt City of San Bernardino. Concerned citizens, community activists, spiritual leaders and the homeless joined with Time for Change Foundation (TFCF) to demand that the City Council do at least what the community does for them, VOTE. The community united in one voice for Honesty, Integrity and Transparency (HIT) within the city leadership holding signs declaring “Stop the Dirty Politics” and “Cheating is Bad for Business.” TFCF, a local non-profit organization, and low income housing developer, dedicated to serving the disenfranchised, has been denied Federal Home Investment Partnership Funds designed to be administered through the City after winning a recent bid competition for their new low income housing development project. “We won that competition fair and square. This is about the jobs that are going to be created in our community, it’s about the safe and decent housing that we are

going to have in our community,” said Kim Carter, Executive Director and Founder of TFCF, “we’re not going to allow dirty politicians to rob us one more time. We’re here today about the residents of San Bernardino who can’t afford to be cheated out of one more taxpayer dollar in our city. We need investments in our community and that’s not going to happen if we keep allowing leadership to come in here and play dirty politics. Is this city open for business or what?“ San Bernardino is a city trying to rebuild itself. No entity will be willing to come to San Bernardino to invest if the City does not hold to the competition process.” Carter continued, “The community, along with the hardworking staff at TFCF want answers. If the City Council went through the pretense of soliciting proposals, having the proposals analyzed by a Proposal Review Committee, publicly declaring a winner, and writing a Resolution to award the funds, the least the City Council can do is VOTE! Today, the community called for the City Council to place the project item back on their agenda and to VOTE, publicly, yes or no. The community is calling for the matter to be moved forward continued on page 5

T

he Homeless Education program for the San Bernardino County Superintendent of Schools soon will distribute a shipment of 1,920 backpacks donated by the national organization, Feed The Children, to homeless students across the county. The backpacks are stuffed with accompanying school supplies, books, snacks and hygiene products. Feed The Children, which was founded in 1979, distributed more than $344 million in food, essentials, education supplies and medicine to more than 10 million individuals last year. The organization delivered its backpacks and supplies to County Schools’ Homeless Education program on Oct. 7. “We are grateful to organizations like Feed The Children, who support students and families all over San Bernardino County,” said Ted Alejandre, deputy superintendent of County Schools. “We thank Feed The Children for the generous donation made to our students.”

During the last reporting year, more than 35,700 homeless students were reported countywide, said Brenda Dowdy, County Schools’ homeless education specialist. “These donations will make a tremendous impact to the students and families in the districts in our county. There is more need than resources we can deliver to our homeless students, but gestures like this from Feed The Children are greatly appreciated,” she said. Many of this year’s supplies will be delivered this week to 30 districts across the county. For more information about the donations of the County Schools’ Homeless Education program, contact Dowdy at (909) 386-2634. according to the democratic process which has been set in place for the orderly conducting of business.” Sergio Luna of Inland Congregations United For Change (ICUC) asserted “this is a fight that every single person in San Bernardino should take…we at ICUC we are standing with Time for Change in every way possible…we will continue to collaborate until we find justice in our community.” Reverend Bronica Taylor was passionate, declaring “we are the people. It is our vote that can truly make the change. “ HERE ARE THE FACTS ACCORDING TFCF: • An open bid competition RFP was released by the City for the purpose of low income housing development • A Proposal Review Committee declared TFCF the agency scoring the highest in the competition the Mayor and City Council issued a Resolution stating the funds had been identified and were available • The Resolution authorized the City Manager and City Attorney to negotiate terms of the development project • The Resolution was placed on the City Council agenda 9/15/14 and then removed • The Resolution was placed on the City Council agenda 10/6/14 and then removed No one within the City government will publicly state why this development project is not moving forward in the normal course of business. The community, attempting to pull out of bankruptcy, has been disappointed once again because of the lack of Honesty, Integrity and Transparency within the new leaders they voted into office. How can you ask people to vote for you during reelection time when you are sitting in the seat and not living up to the promises of openness, transparency and accountability? If the City was truly moving forward, the transparency and accountability would be obvious. Kim Carter reiterated: “This is not about me, this is about the process which is honest, integrity filled and transparent … a healthy competition. Is any business safe to come here and enter a competition only to be awarded but not rewarded? No one likes a “cheater!”

O

n October 24, 2014, LLU School of Dentistry will celebrate five years of cleft lips and palates surgery with a reunion of kids who have undergone the procedure known as Presurgical Nasal Alveolar Molding (PNAM). A sizable group of preschoolers and their families will assemble Friday, October 24, 2014, on the fourth floor of Loma Linda University’s Centennial Complex at 24760 Stewart Street in Loma Linda, California, between 9:00 a.m. and 12:00 p.m., to celebrate the successful repair of their cleft lips and palates. These procedures were performed at the LLU School of Dentistry’s Advanced Specialty Education Program in

Pediatric Dentistry with an advanced technique known as Pre-surgical Nasal Alveolar Molding (PNAM). PNAM is a pre-surgical orthopedic treatment that employs a retainer-like device to enhance the effectiveness of surgery and drastically reduce the number of surgeries required to achieve a functionally and cosmetically satisfying repair. Since 2009, under the direction of Jung-Wei (Anna) Chen, DDS, MS, PhD, the LLU School of Dentistry’s craniofacial team has performed 84 PNAM-augmented unilateral and bilateral cleft lip repairs. By Gary Montgomery s one of the Inland Empire’s best football programs over the past 10 years Corona Centennial knows a little bit about winning. After playing one of the toughest preseason schedules imaginable, the Huskies are primed for a showdown with Big VIII and neighborhood rival Santiago next weekend. Centennial played nationally ranked powers Mater Dei and Bishop Gorman during the preseason losing hard fought contests to both before bouncing back to beat Long Beach Poly in its final preseason game before entering conference play. Centennial’s challenging preseason schedule has paid immediate dividends. After only two conference games, the Huskies have scored 87-points and only given their two opponent a mere 19-points. The Huskies beat Riverside’s Martin Luther King High 41-9 one week before romping past Roosevelt on Friday night. “We knew playing such a tough schedule early would be tough but we could also use it to help us get ready for the season,” said Huskies’

junior running back JJ Taylor. Taylor rushed for 198-yards on 20 carries leading the Huskies to a 39-point lead by halftime and pretty much making the second half all about opportunity for the second stringers to get some playing time. Taylor also crossed the 1,000-yard mark for his second time with a total of 1,017-yards. The Mustangs were completely out matched. A couple of big plays by Bishop Gorman transfer Sean Bowden and Quarterback Andrew Labruna were able to score a couple of times to avoid being shutout. Centennial senior quarterback Nate Ketteringham passed for 157-yards pushing the Huskies to a 46-10 victory over its Big VIII rival. Centennial’s win raises their record to 5-2 and 2-0 in the league. The loss dropped Roosevelt to 1-6 and 0-2 in league play. Roosevelt’s only win of the season came on a forfeit by Pomona in the first game of the season. “The plan is to win every game. We should have probably scored more than we did but its ok we had a good game and did the things we were supposed to do so we’re happy anytime we get the win,” said Taylor.

From 11:00 a.m. to noon, reunion photos will be taken of the young alumni—with each other and with their clinicians—as gifts for their photo albums; and School of Dentistry clinicians and administrators will address the gathering and announce the formation of a PNAM alumni support group for cleft lip and cleft palate patients and their families. iesports, continued from page 6

Centennial’s win over Roosevelt also sets the table for next week’s showdown with Big VIII and cross-town rival Santiago. The two teams will square off with identical 0-2 league records. Santiago is led by Alabama bound Senior Quarterback Blake Barnett. Barnett is averaging an incredible 298.3-yards per game passing and has amassed an incredible 2088 total passing yards and 16 touchdowns in only 7 games this season. The game will be played on Friday night at Santiago and will likely decide the favorite to win the Big VIII title this season. Cleft lip and cleft palate are among the most common birth defects in the United States, with approximately 4,440 cleft-lip babies born in the United States each year with or without a cleft palate. Pre-surgical orthopedic treatment of the cleft lip and palate has become the treatment of choice for a growing number of craniofacial teams that have seen the benefits of using a nasal alveolar molding appliance prior to surgical lip repair. The PNAM appliance not only molds the affected intraoral and extra-oral structures, but also provides nasal support to mold the infant’s collapsed nostrils. D

legalservices

uring the year of 1964 a movement in the Deep South called “Freedom Summer” was launched to register Black citizens to vote. Thousands of civil rights activists, many of them white college students from the North, descended on Mississippi and other Southern states to try to end the long-time political disenfranchisement of African Americans in the region. In 1964, three young men, Andrew Goodman, James Chaney, and Michael Schwerner, were lynched, murdered, and assassinated seeking to secure the right to vote for all citizens of the United States. One was beaten, castrated, and murdered. One was shot and buried alive. These brutal acts were planned, premeditated slaughter. All were buried in brutal, muddy, manmade graves. The innocent blood of these young freedom fighters still cry out from the ground today saying register, vote, participate and help somebody else. But the cost that was paid fifty years ago seems to fall on deaf ears today, especially here in the City of San Bernardino where less than 15% of the registered voters participate in the electoral process and Special Interest Groups seek to serve only themselves. As the City of San Bernardino wrestles with bankruptcy staring deeply into the abyss, Special Interest Groups made up of police and fire employees go on as if the City’s finances are being supported by Fort Knox. They continue

8

to hang their hat on Charter Section 186, which is an unsustainable antiquated provision of the Charter. Presently under Charter Section 186 up to 40 other cities are surveyed annually to determine what San Bernardino will pay for salaries to public safety. San Bernardino is the only City in the State that utilizes a formula to set public safety salaries. The surveyed cities are similar in size with population between 100,000 and 250.000, but not similar in median income. All of them are well above $39,097 the median income of San Bernardino (e.g. Irvine $92,663). The City of San Bernardino, which can barely pave streets and fix potholes, has to monitor up to forty other cities to stay abreast of salary changes in public safety. If two of these cities gave raises mid-year during their fiscal budget, then salaries in San Bernardino would have to be adjusted to reflect raises given by other municipalities. With the passing of Measure Q on November 4th all San Bernardino employee salaries will be set through collective bargaining, just like the other 481 Cities in the State. The City of San Bernardino today is crying out for freedom from a Charter Section that continues to hold its future in bondage with the help of selfserving Special Interest Groups. If you have the right to vote please use it. Young and old, rich and poor, you and I, by bus, car or on foot – we must get to the polls to cast our vote for Yes on Measure Q on or before November 4th for the future of our community.

Measure L’s Deceptive Language

he hillsides adorning Riverside’s landscape are one of the city’s most treasured and defining qualities. On November 4, Riverside voters have a unique opportunity to ensure some of the most distinct among them – La Sierra Hills – are permanently preserved. A “Yes” vote on Measure L will convert this privately-owned land into public open space for future generations to enjoy. The total is 900 acres! Today, the gently rolling slopes of the La Sierra Hills are enjoyed by equestrians and hikers and are home to a vast range of wildlife. It’s an idyllic area, but the uncertainty of future development remains. Contrary to the views of some, current law permits hundreds of homes to be built throughout La Sierra Hills. In 1979, voters passed Proposition R to preserve the city’s citrus heritage and curtail urban sprawl by restricting development in the Arlington Greenbelt. The initiative was reinforced by Measure C in 1987. Neither of these initiatives prevents homes from being built on La Sierra Hills today. On November 4, Riverside voters can change this and forever preserve La Sierra Hills by voting YES on Measure L. The measure would rezone the hills as permanent open space, and confine development on the nearby 650-acre La Sierra Lands to about 400 acres. Moreover, no development could occur on the roughly 400 acres of La Sierra Lands without environmental review, an extensive planning and public review process, concluding with approval by Riverside City Council. In other words, Measure L preserves and actually enhances the intent of Prop. R and Measure C. It locks in hundreds of acres of open space and provides for the possibility of limited, much-needed new housing on adjacent flatland. In turn, any development on La Sierra Lands would create hundreds of new jobs and millions in new annual tax revenues to fund important city services. Measure L would also require that any specific plan for the area provide important new amenities, including land for a new school, senior housing and parks and trails. Because of such benefits, Measure L has attracted support from a wide range of community groups and individuals, including the Riverside City Firefighters’ Association, Endangered Habitats League, former state parks director Pete Dangermond, the Greater Riverside Chamber of Commerce, a trio of retired Alvord Unified School District superintendents (who believe new homes would be a boost to local schools in the struggling district) and former City Councilwoman Nancy Hart. Even local unions and the business community have come together in a rare show of solidarity to endorse Measure L. Seldom is such a consensus found among such diverse groups. The reason is clear: Measure L does exactly what is says it will do. It saves La Sierra Hills from development and allows for restricted, smart development to prepare for Riverside’s future housing needs. Open space, jobs and smartly planned housing. Measure L is a good choice for Riverside.

Measure L is written to confuse, deceive and misrepresent the protection of the Rancho La Sierra property where a Las Vegas developer hopes to build up to 1,950 homes for his gain and at the loss of the protection that this land currently enjoys. People are getting confused by the group that claims they are for “Balanced Growth.” This is my response to a posting on the RRR Facebook page: The group calling themselves, “Yes on Measure L — Citizens for Balanced Growth” are asking for us to vote Yes on Measure L. If Measure L passes, we lose the protection of this land. The Balanced Growth people are the developers and friends of the developers who want to reverse Prop. R and Measure C, which currently protects this property. If you want to protect this land from over development you must vote “No” on Measure L. They (the developers) have worded their argument to be deceptive and misleading. If you vote for Measure L you have voted away the protection that this land has now. The developer is the one who paid to get this measure on the ballot, the residents are the ones to vote “No.”

An Appeal to the Residents of Riverside, California

Dear Friend of Riverside, Our beautiful city is under attack! Here we go again… A Las Vegas developer has already spent over $850,000 to put Measure L on the November 4, 2014 Special City Election ballot. The petition gatherers misled voters with false claims that the measure saves the La Sierra hills from overdevelopment. The hills are already protected by Prop. R and Measure C. The truth is the developer wants voter approval to build 1,950 housing units in the La Sierra area by repealing Prop. R and Measure C, which allow 162 homes. Residents fought hard to pass Prop. R in 1979 and Measure C in 1987. These laws made Sycamore Canyon Park and the Citrus State Historic Park possible, and protected the Greenbelt, Victoria Avenue, a natural Santa Ana River, spectacular arroyos and scenic hills like La Sierra’s. Saving these resources makes even more sense today with surrounding population growth. If Measure L passes, other developers would have the green light to break down R & C’s protections throughout Riverside. You may not think what happens in La Sierra affects you, but this does. We have formed a campaign committee called Protect Riverside, Vote No on Measure L 2014. Ours is a grassroots, all-volunteer campaign. To win, we need to get the facts out to 122,000 city voters before September 24th, when voting starts with mail ballots. Mail, printing and phone message costs are expensive. A citywide mailer costs $30,000. For 35 years we’ve staved off massive development here in Riverside with R & C. We’re the only city left in the Southern California that has protected its unique natural assets which make our everyday quality of life better. What Election?...

Wait, When Is The Election? By Rory O’Sullivan

any of the inland areas eligible votes won’t be counted in this year’s election on November 4th. It’s not because of voter fraud or discrimination or problems with polling machines, it’s because most voters don’t know enough about it.

]

People don’t see the relevance of local politics the same as a federal elections...Even though local elections can have a greater impact on our day to day lives.”

Jaime Quintero, 43, of Corona knew there was an election, he just wasn’t exactly sure when. “It’s November 2nd?” said Quintero. The 2014 election is actually Tuesday, November 4th. Federal law dictates that Election Day falls on the first Tuesday following the first Monday in November. Quintero was aware that elections fall on Tuesdays, but when asked what was on the ballot he only knew about Proposition 1, the $7.5 billion water-infrastructure bond measure, and Proposition 2, increasing the state’s rainy-day reserve, backed by Governor Jerry Brown. “I don’t know anyone who’s on the ballot,” said Quintero. One of those on the ballot is Kim CurryGoldsby who is running for Director of Western Municipal Water District; Division 2. Water board races generally see low voter turnout but with California in the middle of a historic drought one might assume this would be a draw for voter turnout. Curry-Goldsby said most don’t even know there is a vote set for a water board seat. “They don’t even know what goes on at Western even though they are in the district,” said CurryGoldsby. According to Curry-Goldsby the board has the ability to affect water rates and sets the direction of water availability in the district. She spends most of her time letting voters know that there is an election for the seat. Curry-Goldsby and community organizer Maribel Nunez have both had to fight against voter apathy. Nunez is supporting Proposition 47, which if passed, would reduce non-serious, non-violent crimes ranging from felonies to misdemeanors.

- Shaun Bowler, professor of Political Science University of California Riverside An informational Prop 47 meeting attended by one of the people who helped draft the bill had only about 20 people in attendance. Leila Brown, 30, of Moreno Valley said she spends most of her time raising her three children. “I haven’t paid nearly enough attention,” she said. “Isn’t that awful I’m just not interested in it.” University of California Riverside professor of political science, Shaun Bowler said local elections generally have lower voter turnout. He said with no president to vote for and an noncompetitive gubernatorial race, voter turnout is expected to be low. “People don’t see the relevance of local politics the same as federal elections,” said Bowler. “Even though local elections can have a greater impact on our day to day lives.” Both Curry-Goldsby and Nunez are working hard to get voters to the polls in November. “I wake up at 5:00 AM most days,” said Nunez. “I believe it’s up to us to change it and increase the voter turnout.” Nunez is doing presentations in high schools, walking house to house, and holding community outreach informational meetings like the one for Prop 47. Through her efforts she has helped register more than a thousand people. “I’m very optimistic,” said Nunez. “I’m really encouraged,” said Curry-Goldsby. Curry-Goldsby said her workload is “tremendous,” but she can see it all paying off come November. “I’m on the phone I’m out and about if I go to the post office or bank or grocery store I’m handing my card out and letting people know what I’m going to do for them when I’m elected.” Some voters take it upon themselves to be

informed. Monique Moraga, 46, of Riverside has followed who’s running and has made up her mind on how she will be voting. Moraga said her and her husband talk about the issues going on locally on a daily basis. “I think it’s important to know what’s going on,” said Moraga. Professor Bowler said most people don’t receive as much information about local races than national races because of the money it takes to inform the electorate. Brown and Quintero both said they plan on voting in this election. Both also said they get the majority of their news from television. Community organizations can help fill the gap in information. Turnout estimates in Riverside and San Bernardino Counties for the June 3rd election were both below 20 percent. However, during a 20-day get out the vote campaign in the Palm Springs and Coachella Valley communities, turnout was significantly above the county average at 25.3 percent. Bowler said voter turnout is largely based on what is on the ballot and how involved the community is. “We do worry about turnout rates,” said Bowler. “Most of it is that it’s an off year and people don’t pay attention.” What Bowler does see as a trend is more diverse candidates because of the changing demographics of California. Bowler said regardless of why, it’s a good thing to vote. “You should vote, your vote is your voice.”

The District may request the awarded contractor to provide documents or other evidence to demonstrate efforts to comply with these requests. Apprenticeship Program: Unless such provision would conflict with a state or federal law or regulation applicable to a particular contract for a public works project, DISTRICT contracts for public works shall contain provisions pursuant to which each contractor or subcontractor shall make a good faith effort to employee apprentices who are enrolled in, and participating in, an apprenticeship program serving the San Bernardino and Riverside Counties, and approved by the State Department of Apprenticeship Standards. This apprenticeship requirement shall apply to any apprentice-able craft or trade in which the contractor employs workers in performing any work under the contract. A contractor may evidence its good faith effort by complying with California Labor Code Section 1777.5 and the implementing regulations, and by seeking apprentices from apprenticeship programs serving San Bernardino and Riverside Counties. A contractor employing apprentices pursuant to this section shall employ apprentices in a ratio consistent with the provisions of the California Labor Code or federal requirements as applicable for federal aid contracts. This section shall not be construed to exempt a contractor from any otherwise-applicable requirement imposed upon the contractor by federal or state law.

Along the new administration, he worked to increase program attendance and create programs catered to the cultural demographic. In 2011, he opened a new after-school program within the Rialto Unified School District and while at Rialto Unified, he organized an intramural sports program, created new partnerships, and implemented programs focused on improving API scores. Gongora would put together events to support San Bernardino County’s Homeless Partnership entitled “Hoops4Homeless”. He eventually pursued being a marketing supervisor for a private business located in El Monte, CA. He would return to working with the community through his employment at Riverside County as a program manager and helping families in poverty reach self-sufficiency.
