T

here is little debate and data indicates California is the least affordable state in the nation for renters, a reality made worse by the Great Recession when massive foreclosures pushed former homeowners into the rental market and in the process, increased competition for housing in an already limited arena.

Add to that reality current renters who want to become homeowners and cannot find a home they can afford. These individuals are being forced to rent longer, placing added pressure on an already tight market.

Many California renters already pay more than half their income to keep a roof over their heads while wages remain stagnant. In this state, renters losing the battle for affordable housing.

While renters are being stretched to extremes, those who own rental properties are winning.

When the demand for rental housing increases in a limited housing market, it doesn’t take a rocket scientist to understand why rental costs increase.

There is an old axiom of capitalism that goes “whatever the market will bear.” But, how should this axiom be applied when the market in question is a basic human need like housing?

People must have shelter. In his celebrated theory, “Hierarchy of Needs,” American psychologist Abraham Maslow listed shelter along with food and clothing as fundamental.

And yet, this fact receives little consideration in relation to rental rates.

Here in California, those who own rental housing have the upper hand. In 1995, California enacted the Costa-Hawkins Rental Housing Act that limits rent control. The measure restricts the ability of local municipalities to extend rent control to condos, single family homes and any housing units built after 1995. If a tenant moves

from a unit built before 1995, a landlord can raise the rent however much they desire for the new tenant. There are also other factors in the act that further works to the advantage of landlords.

Beyond the increased housing demands, limited housing stock and the impact of CostaHawkins Rental Housing Act, another upward pressure on rental rates has been the courts that have ruled against local rent control initiatives claiming that such laws “must allow landlords to receive a fair rate of return”.

When you consider the carte-blanche rental property owners enjoy and at times exploit in setting rental rates under these protections particularly in light of the thousands upon thousands of foreclosed properties purchased at fire-sale-rates by corporations-turned-landlords during the Great Recession, it is easy to see the only way forward for renters in California is to push for more balanced regulation/legislation.

On November 6, Proposition 10 will give voters an opportunity to level the playing field for renters. The initiative calls for the expansion of local governments’ authority to enact rent control on residential property through the repeal of the Costa-Hawkins Rental Housing Act. According to the U.S. Census Bureau as of July 1, 2017, only 54.1 percent of housing units in California are owner occupied. It is easy to deduce from this data that 45.9 percent of the state’s housing units are occupied by renters.

Although some can argue that rent control will impact the part of state tax revenues based on rents received by landlords, such

Ending Extreme Poverty New York – Over the weekend the Global Citizens Network, a nonprofit international effort focused on ending extreme poverty around the world held its annual concert in New York. The good news is that these and other efforts are beginning to yield results.

A new report by the World Data Lab showed that for the first time since agriculture-based civilization began 10,000 years ago, most of humanity is no longer poor or vulnerable to falling into poverty. The report stated, “September 2018 marked a global tipping point.

After this, for the first time ever, the poor and vulnerable will no longer be a majority in the world. Barring some unfortunate global economic setback, this marks the start of a new era of a middle-class majority.”

Analysts said they based this assessment on a classification of households around the world determined to be in extreme poverty during 2011—those who spent below $1.90 per person per day, versus those households around the world identified as middle class—those who spent between $11-110 per day per person.

General Atomics Announces New Technical Training Facility in San Bernardino County Victorville

T

he manufacturer of remotely piloted aircraft, General Atomics, has announced plans to expand its Victor Valley footprint.

The company will build a new technical training facility at the Southern California Logistics Airport in Victorville. The corporation will use the buildings as a classroom and hangar setting for specialized aircraft mechanics training in the areas of avionics and composite structures.

General Atomics will extend technical training and career opportunities to Victor Valley residents in partnership with Victor Valley College as an extension of the schools existing Airframe and Power Plant Program.

According to San Bernardino County Board of Supervisors Chairman Supervisor Robert Lovingood, “The addition of this training facility provides opportunity for talent to be developed right here in our area,” Adding, “This is a further expansion of the strong technical training program that Victor Valley College has to offer.”

The partnership between General Atomics and Victor Valley College is another example of the many business and educational partnerships across the region whose goal is to create a training pipeline that hires and trains students, on a part-time basis, to work in a number of high-tech areas, in this case, aircraft, while completing their formal education.

Upon graduation, students who successfully complete the General Atomics/Victor Valley College program and earn Airframe and Powerplant

licenses, will be offered well compensated, full-time positions.

Two Former Riverside Politicians Pass Away San Bernardino

I

n recent weeks the Riverside community lost two longtime political icons. On Saturday September 22, former Riverside County politician Robert Presley passed away at the age of 93, following what was described as a brief illness.

A World War II veteran who built a life in Riverside after the war served the community as a homicide investigator and undersheriff before being elected to the state senate.

Presley assumed his seat in the senate representing the 34th Senate District which included parts of Riverside and San Bernardino Counties, after defeating the incumbent, Craig Biddle. Sadly, Craig Biddle passed away a day later, on Sunday, September 23 in Florida.

Due to redistricting, Presley would eventually represent the area’s 36th Senate District. During his time in the senate he led a movement to build more prisons and he will also be remembered

Riverside – With the midterm rapidly approaching, a Pew Research Survey of registered voters conducted between September 18 and September 24, showed voter enthusiasm has reached its highest level (in advance of a midterm election) not seen in more than twenty years. Opinions either for or against President Trump, continued to be a key driver for at least 60 percent of respondents—37 percent said their midterm votes will weigh against the president.

Equally as important, a record number of registered voters, approximately 72 percent, said the issue of which political party controls congress in the next session will be a key factor in their November vote.

CDC Predicts a Nasty Flu Season

Recommends getting a flu shot by the end of October

F

lu killed 80,000 people this past season and put 900,000 into the hospital, making it the worst influenza season in decades, the Centers for Disease Control and Prevention said last week.

The previous high for a regular flu season, based on analyses dating back more than three decades, was 56,000 deaths. “Last year was just a horrible season,” said Daniel Jernigan, head of the CDC’s influenza division. “It was just a tremendous amount of disease.”

The numbers were shocking. Until now, CDC has said flu kills anywhere between 12,000 and 56,000 people a year, depending on how bad the flu season is, and that it puts between 250,000 and 700,000 into the hospital with serious illness. The numbers for the 2017-2018 flu season go far beyond that.

As a new flu season gets underway, public

health officials say last year’s deadly influenza activity underscores the importance of getting a flu vaccine each year. The shot can prevent infections and reduce the severity of complications from the disease.

There were record-breaking levels of illness, hospitalization rates and deaths in children. Pediatric deaths totaled 180. Only the 2009 swine flu pandemic, which killed 358 children, was worse since health authorities began tracking child deaths from flu 14 years ago.

The CDC recommends that those 6 months and older get a flu vaccine before the end of October. It takes about two weeks for the body to produce a full immune response.

The virus causes inflammation that affects blood vessels to the heart and brain. Flu can predispose individuals to heart attack and

stroke and can also initiate a progressive slide into disability.

When people who are already frail or on the edge get flu, they may never return to their pre-flu functional level.

As many as 168 million flu vaccine doses will be available this year, the CDC said. There are special vaccines for the elderly and for kids; there are formulations that were not made using eggs; and the needle-free FluMist vaccine is back in the mix this year.

Health officials recommend you see your regular doctor, health care provider or visit a pharmacy or walk in-clinic and get your flu vaccine soon. It’s also a good idea to remind family and friends that getting a flu shot not only protects them, but also those that they are in contact with.

A Seat at the Table Sacramento

n Sunday Governor Jerry Brown signed legislation making California the first state in the nation to require publicly-traded companies to include women on their board of directors.

Under the new law California based corporations are now required to seat at least one woman on their boards by the close of 2019. By the end of 2021, the bill requires a minimum of two women on boards with five members and at least three women on boards with six or more.

Although California is the first in the nation to implement such legislation it is far from being the first in the world. It is following a model set by European countries like France, Germany and Norway who already require such mandatory inclusion.

State Senator Hannah-Beth Jackson who represents Senate District 19 (Santa Barbara), authored SB 826 that quickly became a priority for the California Legislative Women’s Caucus.

“With the Governor’s support of SB 826 today,” Jackson said when the measure was signed into law on Sunday, “another glass ceiling is shattered, and women will finally have a seat at the table in corporate board rooms.”

Jackson highlighted how numerous independent studies show that corporations with women on their boards are more profitable. “SB 826,” she stressed, “is a giant step forward for women, our businesses and our economy.”

Research has also shown that gender diversity on corporate boards not only results in increased profitability according to Jackson, it also supports increased performance, governance, innovation and opportunity.

Despite this truth, as of today at least a quarter of publicly held corporations in the state still do not have a single female director on their boards.

Slater’s 50/50 Burgers (Slater’s) was founded in 2009 in Anaheim Hills by Scott Slater, a So Cal native with a passion for burgers, bacon, and craft beer. One may ask, “Where does the 50/50 come from?”

With the belief that bacon is “meat candy,” Slater created the first patty that was fifty-percent ground beef and fifty-percent ground bacon. You read that right, ground bacon is infused inside a burger patty, it is not just strips laying on top of the patty; but you can have it that way, if you so choose.

previous owner sold the franchise about a year ago. This allowed Thao Pham, who is now part owner, to pick up the baton and carry on the “slaterized” traditions.

Pham, a husband and father of three, is a young entrepreneur who began his career in the restaurant industry at the age of 19, when his mentor and now business partner, provided steps and guidance on the relationship between hard work and success.

Pham climbed the managerial ladder quickly. He bought his first franchise, a Wingstop, just a couple of years after his mentor took interest in grooming him to become a business owner. I

n a striking report published by the nonprofit organization EdSource titled Tainted Taps: Lead Puts California Students at Risk, authors Justin Allen, Daniel Willis and Yuxuan Xie provided detailed information about the levels of lead in drinking water at several California school sites across the state.

The authors’ interactive map shines a spotlight on one of the most urgent health risks to the state’s school-aged children. The report revealed levels of lead in parts per billion (ppb) in school drinking water based on test results provided in early June by the State Water Resources Control Board.

In addition to raising awareness about this important issue, the report is also timely in its relevance. In October 2017, AB 746 became law in California. The measure referred to as the

“Exposure to lead can have a wide range of effects on a child’s development and behavior. Even when exposed to small amounts of lead levels, children may appear inattentive, hyperactive, and irritable.

Children with greater lead levels may also have problems with learning and reading, delayed growth, and hearing loss. At high levels, lead can cause permanent brain damage and even death.”

California Safe Drinking Water Act, requires all public-school sites constructed before January 1, 2010 have their potable water systems tested for lead before January 1, 2019. Although much testing remains to be completed in advance of that date, the report provides a snapshot of findings for the schools where the lead testing was completed.

The Association of California Water Agencies reported California’s drinking water in general, is at low risk for lead contamination. Water agencies periodically test to assure lead levels in drinking water are in accordance with state and federal drinking laws. In 2010, the state reduced the lead content standard for drinking water plumbing, from 4 percent to 0.25 percent.

Lead is a heavy metal found in natural deposits and although it can leach into drinking water from lead-containing pipes or fixtures due to corrosion, lead service lines are not commonly found in California. However, lead is also present in solder, brass fixtures, and galvanized pipes, and depending on how corrosive the water is, this can also cause lead to leach into drinking water.

Two years ago, many California school districts adopted more stringent lead limits for their drinking water that are more rigorous than those defined by state law. EdSouce noted these levels in its report. Lead levels above 15 ppb require corrective action; levels between 5.1 and 15 ppb can be harmful but no action is required; also, state tests do not detect levels below 5 ppb.

Testing was already completed on nearly a third of the state’s 10,600 schools, including a limited number in Riverside and San Bernardino

Counties. In addition, although the law does not require private schools to test their water many choose to do so. The report includes results for 174 of the approximate 3,000 private schools in the state in addition to other district related buildings.

The report includes an interactive map where readers can search by school name to check the level of lead in their school’s drinking water.

Although the map does not allow you to sort by county or region for the purposes of this article, EdSource author Daniel Willis provided a list of local schools whose results are included in the map.

Although many schools in Riverside and San Bernardino County are still in the process of testing, among those whose information was included in the report were several in the San Jacinto, Calimesa, Temecula, as well as a limited number in the Riverside and Calimesa Unified School Districts. According to the data, all tested below 15 ppb with the majority testing at 5ppb.

As noted above, although levels between 5 and 15 ppb do not “require action,” pediatricians and other health care advocates say even these levels pose a health risk—especially to children.

In addition, according to the Centers for Disease Control, lead can accumulate in the body over time where it is stored in bones along with calcium and can cause symptoms most people might not associate with it.

In many cases, according to experts, the symptoms brought on by metal toxicity are often misdiagnosed for chronic conditions such as autism, chronic fatigue syndrome, depression and multiple sclerosis. Often, the signs and symptoms do not appear until dangerous

The Riverside County Superintendent of Schools was contacted for comment on this report. Craig Petinak, Director of Public Relations and Communications Services responded, “Due to the lack of a role on the part of the county office of education in this arena, and upon review of the data . . ., it will be best for you to connect with individual school districts on this topic.”

Petinak advised that testing and remediation are handled at the district level, not the county level. Subsequently, a few school districts in Riverside County were contacted.

Several schools whose lead test results were included in the map are in the San Jacinto Unified School District (SJUSD). Just under two years ago, San Jacinto Unified School District partnered with the Eastern Municipal Water District to provide hydration stations at two school sites, supporting compliance with USDA regulations (Healthy Hungry Free Kids Act) for supplying drinking water with meals.

“The district has always featured drinking fountains, but they weren’t being accessed often. The student response to those new water refill stations was very positive, and now the district has hydration stations at all school sites,” Dawn Lawrence Communications & Emergency Preparedness Coordinator. “These new installations feature chilled and filtered water, including filtering for lead levels to one ppb.”

SJUSD’s Nutrition Services Director Tammy White added, “Besides providing water that kids like, we are also promoting use of reusable water bottles.

“Of course, we want our drinking water to be safe, and it is like us to exceed minimum State requirements at schools and support health advocate recommendations,” she stressed.

Laura Boss, Public Information Officer for the Temecula Valley School District responded to The Voice/Black Voice News inquiries about Temecula Valley’s results. “All of our schools have been tested,” she shared noting, “All fountains except one had non-detectable levels of lead. The one fountain that had a detectable level was still less than the reportable level.”

According to Boss, the fountain in question was

replaced and upon retesting any remaining lead is now at non-detectable levels.

Testing for lead levels at school sites under the jurisdiction of San Bernardino County Superintendent of Schools (SBCSS), though still ahead of next year’s deadline, is in the early stages.

So far, testing was completed at a limited number of schools in San Bernardino County.

At Park Middle School in the Yucaipa-Calimesa Joint Unified School District, a fixture originally tested at 23 ppb. Although it was retested August 1st, those results were not yet available.

Test results were also included for schools in the Colton Joint Unified School District. A fixture at the San Salvador preschool in Colton originally tested 25 ppb and was removed from service. In addition, at the Terrace View Elementary School in Colton a fixture tested at 73 ppb. Repairs were made to the faulty fixture.

“Schools in San Bernardino County are already working with water agencies to have testing completed to determine lead contents in their drinking water,” said SBCSS Communications Manager Dan Evans. “Under new state legislation enacted in 2017, schools statewide have until mid-2019 to complete testing on their water.”

Evans stressed in conclusion, “It’s encouraging that so many San Bernardino County schools and districts already have started this process, because the safety and well-being of students and staff is a top priority.”

The CDC recommends that virtually all children should be screened for lead poisoning and screening children with a probability of exposure to high-dose sources is the highest priority. In addition, children with greatest risk for high-dose lead exposure should be screened more frequently. Such screening should be performed using a blood lead test.

Flying Doctors Bring Hope and Healing to the Coachella Valley Coachella Valley

lying Doctors of America landed in the Coachella Valley last week joined by Congressman Raul Ruiz who represents California’s 36th Congressional District in the U.S. House of Representatives which includes the eastern part of San Bernardino County.

The nonprofit Flying Doctors of America consists of a team of health professionals both local and others who volunteer and treat thousands of patients all over the world, Last week for the 27th year, their mission included those in the Coachella Valley.

Commenting about the organization’s work, Chief Officer of Government and Community Affairs for Clinicas de Salud Del Pueblo, Claudia Galvez told KESQ, “It’s free for the community for those who have no health insurance, or are under insured, they can come here and received services for medical or dental.”

The Rise of Syphilis in Newborns Riverside

S

yphilis in newborns exploded in recent years and has now reached a twenty-year high. Although 37 states have reported at least one case, California rates among the five states in the nation accountable for no less than 70 percent of all recent cases. Both Riverside and San Bernardino Counties have experienced increases in the last three years.

The CDC reports the surge of syphilis in newborns (Congenital Syphilis) parallels similar increases in syphilis among women of reproductive age. Congenital Syphilis has also exceeded national increases in sexually transmitted diseases (STD) overall.

When syphilis is passed to a baby in the womb it can result in miscarriage, newborn death, and severe lifelong physical and mental health problems. “No parent should have to bear the death of a child when it would have been prevented with a simple test and safe treatment,” comment Jonathan Mermin, M.D., M.P.H., director of CDC’s National Center for HIV/ AIDS, Viral Hepatitis, STD, and TB Prevention.

Syphilis during pregnancy is easily cured with the right antibiotics. If left untreated, however, a pregnant woman with syphilis has an 80 percent chance of passing it on to her baby. For this reason, the CDC warns it is critical for all pregnant

women to visit a health care provider as soon as possible during every pregnancy and to be tested for syphilis. Without early and regular prenatal care, a pregnant woman may not know that she has syphilis and that her baby is at risk.

Although early testing and prompt treatment are critical first steps, the agency also stressed that too many women continue to fall through the cracks. “If we’re going to reverse the resurgence of congenital syphilis that has to change,” CDC’s Dr. Gail Bolan stated.

For many women, however, one test for syphilis may not be enough. One in three women who gave birth to a baby with syphilis in 2016 “did get tested” during pregnancy, but either acquired syphilis after that test or did not get treated in time to cure the infection in the unborn baby and prevent adverse health outcomes. Therefore, women who are at high risk for syphilis or who live in high-prevalence areas, should be tested not only at the first prenatal visit, but again early in the third trimester and at delivery.

According to Ruiz, there is currently one doctor per 9,000 residents in the area and that number is even worse when it comes to other healthcare professionals. The shortage is three times as bad for dentists and mental health specialists he explained.

Ruiz further commented on the need to expand access to health care for everybody in the Coachella Valley. In November, local voters will have an opportunity to vote to expand the Desert Healthcare District to the East Coachella Valley.

The Desert Healthcare District is a local government agency established in 1948 whose mission is to achieve optimal health at all stages of life for all District residents.

It includes more than 200,000 residents and encompasses the cities of Desert Hot Springs, Palm Springs, Cathedral City, Rancho Mirage, Palm Desert (west of Cook Street), and unincorporated areas of Riverside County.

The District and its affiliated nonprofit Desert Healthcare Foundation, together, are one of the largest funders in the Coachella Valley. It

grants more than four million dollars annually to nonprofit, community-based and provider organizations that are used to assist residents, especially the underserved.

Craig Biddle represented Riverside in the California State Assembly and Senate between 1964 until 1974 before being defeated by Presley.

His daughter told reporters Biddle was a trained and passionate French horn player who had initially planned to pursue the life of a musician.

That all changed when he developed a passion for the law during his time as an undergraduate student. As a result, he subsequently sold his horn to help pay for his first semester at USC’s School of Law. After law school Biddle settled in Riverside and spent time as a public defender before running for and winning a seat in the state assembly. His early successes included the law requiring the police to give a breathalyzer to

those suspected of drunk driving.

Biddle served as majority leader of the state assembly for three year before winning a seat in the state senate. As mentioned above, Biddle was defeated in his second bid for the senate

A great number of Californian’s middle, working class and/or poor, are struggling to keep a roof over their heads and those of their families. It is past time to remove the corporate protections of the Costa-Hawkins Rental Housing Act and give authority for rent control decisions back to local municipalities who are best positioned to determine and balance the needs of constituents (both renters and landlords) within their communities.

Of course, this is just my opinion. I’m keeping it real.
