he recent debacle in Ferguson, Missouri is a case study in why diversity in hiring is important, especially when it comes to public safety. The images coming out of Ferguson in the aftermath of the fatal police shooting of the unarmed teenager Michael Brown look less like an US neighborhood and more like an overseas warzone, with a police force equipped with military weapons and vehicles and a paramilitary approach to match. It is clearly an “us versus them” mentality as citizens frustrated with the situation and state of their community exercise their First Amendment right to free speech. Each botched decision made by local law enforcement to defuse the situation has only escalated the persistent tensions. A story published by Bloomberg earlier this week quoted one official who blamed the ongoing violent disturbances on the agency’s inexperience and a “chasm in relations between officers and the community.” A chasm is an excellent metaphor to describe the divide. It’s been widely reported that the Ferguson police force’s lack of diversity is egregious. Of the 53 officers on the force, four are Black. And while the town has a population of 67 percent African-Americans, Blacks make-up 86 percent of vehicle stops by police. Although Missouri Governor Jay Nixon assigned the Highway Patrol and that agency’s Captain Ronald Johnson, an African-American from Ferguson, to take over the command of the city, the images of a compassionate commander were lost in a sea of images illustrating the “Don’t Shoot” mantra of the protest: community members of all ages with both hands raised, the sign of submission to authority and, according to some witnesses, Michael Brown’s posture before six bullets were discharged into his body. Ferguson will be a case study for all law enforcement, Walt Allen said to me in a recent conversation. Walt has spent his adult life in law enforcement, working undercover for the Justice Department, then leading California’s Youth Authority, and now heading the Rio Honda Police Academy. He said building a police force that reflects the community it is sworn to serve and protect is something that has to be addressed well before there is a problem. Walt, who was at one time one of the highest ranking African-American law enforcement appointees in the state, in his current role as police academy director believes that even at the training level, new recruits need to learn from a diverse faculty. The lack of racial diversity within the Ferguson Police Department matches the lack of diversity of thought after avoidable mistakes were made in from the release of a video implicating Michael Brown in a “snatch and grab” incident before the shooting to the suppressing paramilitary policing tactics that have only incited more defiance and protests. Over a decade ago, the staff of our newspaper worked closely with the recruitment team of the Riverside County Sheriff’s Department on a diversity initiative. Our goal was to attract more African-Americans to apply for jobs in the department. As we engaged in community forums we realized that the historic lack of trust between both groups – the Black community and law enforcement – created roadblocks to hiring that we didn’t anticipate. While we intellectually understood the reasons for the mistrust, we thought the practical need for good paying jobs in our community would take precedence. In some cases the chasm is too wide. continued on page 9

W

ith a Hispanic population of 42%, the Inland Empire is in need of quality entertainment that meets the need of the community,” says Dr. Cony Martinez, founder and director of Cinema Culturas Film Fest Inland Empire. Cinema Culturas Film Fest Inland Empire is a forum focused on producing film screenings and workshops that will spark fruitful dialogue about the dynamic multicultural world that Southern California has become. The forum will have a year-round presence in the community by providing film screenings and workshops with the annual film festival at the center point of the project. Students will also have an opportunity to submit their films to a professional forum through this year’s student film competition. Education is a strong emphasis in Cinema Culturas’ vision, especially with Dr. Martinez’s lifelong dedication to professorship at various institutions in Southern California. Cinema Culturas is also in collaboration with UC Mexus and University of California, Riverside’s A. Gary Anderson Graduate School of Management. Cinema Culturas will bring the first Latino

Film Festival to the Inland Empire with workshops for the community, an unprecedented feat. The festival arrives this October 17-19 and will take place in the City of Riverside. Cinema Culturas Film Fest Inland Empire will open the festival with a gala at the Fox Theater on October 17, 2014 along with the screening of a feature length film open to the public. The gala will also donate fifteen percent of the proceeds to women in Puerto Peñasco, Sonora, Mexico who suffer from breast cancer. These women cannot afford the travel fees to receive treatment in the capital and die as a result. For Dr. Martinez and her team, this project is about sharing the arts to unify and grow the Inland Empire. According to Dr. Martinez, this festival has the audience and the presence to grow to the size of a festival like Palm Springs International Film Festival or Sundance Film Festival but with continued on page 7

K

OLA 99.9 FM held the 12th annual KOLA Cares for Kids Radiothon on Friday, August 8, raising nearly $26,000 for Loma Linda University Children’s Hospital (LLUCH). “KOLA continues to make a huge difference for children in our community,” said Jillian Payne, executive director for LLUCH Foundation. “The entire KOLA team personally gets involved in raising awareness and vital funds for our Children’s Hospital. We are deeply grateful for the support of KOLA and their listeners for helping us provide lifesaving care to our kids.” LLUCH patients and family members also shared their personal testimonials about being treated at the hospital on the air, including Tierra Harper, mom to now one-year-old Emersyn or “Emmy,” who was transported to LLUCH as an infant after being born nearly three months prematurely with pyloric stenosis. “The muscle connecting her stomach to her small intestines had become thickened and didn’t allow food to exit her stomach,” Harper said of her daughter’s condition. “Although we were very nervous for her to go into surgery,” she continued. “we felt confident in the doctors and surgical team. They were ready to answer any questions we had, talk us through step by step of what would happen during surgery and what we should expect afterwards. It really helped put our minds at ease.” For every $99.90 donated through the radiothon, LLUCH receives a KOLA Bear, which are used during transport and throughout other areas of the hospital to calm a child—and sometimes a parent—in a traumatic situation. The LLUCH transport team considers KOLA Bear part of their team, just like any piece of equipment, and takes them on every call. 500 bears were generated through this year’s radiothon, and over the past 12 years, over $1.2 million has been raised. “Patients like Emmy remind us how important something as simple as a little stuffed bear can mean to a child, or even a parent,” said Gary Springfield, program director, KOLA 99.9 FM. “This radiothon is just one way we can give back to the hospital that does so much for the

kids in our community.” During transport, Emmy’s mom received a KOLA Bear for her daughter, which she still has today. “She is a happy and healthy one-year-old.

Her strength amazes us everyday.” Emersyn “Emmy” Harper poses with her KOLA Bear that she received during transport to Loma Linda University Children’s Hospital as an infant.

inthenews Students See Cloud Technology Forming On The Horizon San Bernardino

C

reators of the iPhone, Xbox, Google Nexus and Revolve Touch technology all have one thing in common: they have their heads in the cloud. Storage cloud, that is. This fall, the Revolve Project is looking to get Cal State San Bernardino students’ heads in the cloud as well by distributing cutting-edge devices equipped with Near Field Communication technology that will connect students with local businesses and bring the wealth back to the heart of the Inland Empire. While NFC technology is small, the Revolve team’s vision (http://www.therevolveproject.com) for the city and CSUSB is not. The group wants to revitalize the local economy and tap into the underused potential of the thousands of students who come through the college town each year. “This is a youthful city, we should be doing something,” said Revolve chief financial officer ND Nguyen, who graduated with an M.B.A. in finance from CSUSB in 2013. But just how will a team of 10 students begin to unlock this potential? It’s as easy as N-F-C. NFC is a technology that allows for two-way communication between devices that are close to each other. Users of the Revolve Project’s touch technology will have their own profile and NFC device, which enables them to transfer information from their profile through the NFC device to, say, a kiosk at a local business or a tag on a flier on campus. This cloud-kiosk transfer system is a two-way street. Just as students can give out information through Revolve Touch, they can also receive information from local businesses, professors, community event organizers, social media platforms and more with a simple touch of their device to a tag in town. Think of it this way. Any NFC device, such as a wristband, ID card, cellphone, keychain and more, can be used as a safely encrypted “key” that can unlock or pick up information, replace roll call, reward customers for loyalty to local businesses and even make purchases from user cloud and storage systems via tags all over the university or city. The Revolve team sees NFC as the key to

6

improving and connecting the community and small business sector in San Bernardino and eventually beyond. “The cities of Riverside and Colton want us, the local chamber is on board, lots of local businesses are on board—but we want to prove it at CSUSB first,” said Rusty Palmer, Revolve CEO and CSUSB alumnus who is currently pursuing two M.B.A.s at the university in entrepreneurship and management. “The city is very aware of what we are doing.” The group is not fully funded or part of a club or program of the university; it simply has a heart for the city of San Bernardino and wants to see it restored to its former glory. Contributors have been supporting the Revolve Project through its fundraising website at http://www.Fundable.com/ Revolve-Touch. Home to the first McDonalds and Norton Air Force Base, San Bernardino was one of 10 communities in the United States given the All America City award back in the late 1970s. The honor recognized the citizens who worked together to identify and tackle community-wide challenges and achieve uncommon results. “San Bernardino used to be the central hub for travelers. Famous singers like Elvis used to perform here,” said Nguyen. In 1964, the Rolling

VOICE | AUGUST 21, 2014 | theievoice.com

Stones also kicked off the band’s first American tour in San Bernardino at the Orange Show Fairgrounds’ Swing Auditorium. “We are trying to implement this program (the Revolve Project) to bring back the wealth we once had.” While the economy did go into a general decline toward the end of the 20th century and even into the 21st century, the Inland Empire is moving forward, and the Revolve team wants NFC to be a part of the recovery process. For being a university that draws so many commuters into San Bernardino, the members of Revolve see little attention actually being diverted back into the city. Revolve, through its NFC technology and the cloud profile system, wants to pair students with local businesses in internship experiences that would ultimately empower both groups. “We have more value in the city of San Bernardino than is being accessed, and we want a way to keep students in the community and get them involved and plugged in,” said Palmer. Their heads may be in the cloud, but their dream of seeing the San Bernardino community fully restored and thriving by way of NFC is definitely within reach. continued on page 7

Arthritis In The Knee

Dear Dr. Levister: I am recovering from a sports knee injury. What are the chances I will develop knee arthritis? H.C. Dear H.C.: Your knee is the largest joint in your body and one of the most complex. It is also vital to movement. Because you use it so much, it is vulnerable to injury. Because it is made up of so many parts, many different things can go wrong. There are three different types of arthritis that can occur in your knees. The most common type is osteoarthritis, a progressive disease that slowly wears away joint cartilage. This type of arthritis is most likely to strike after middle age. Rheumatoid arthritis is an inflammatory disease that can strike at any Latino Film Fest, continued from page 4

the heart and the focus on the Latino community, especially the Mexican community, since over 1.6 million Latinos are of Mexican descent in the Inland Empire. And with their collaboration with the Mexican General Consulates of Los Angeles and San Bernardino as well as the Mexican Institute of Cinematography, the event is expected to be a success by the local and international community. “Mexico is currently number one in the International Film Festival circuit with documentaries and animation in the lead” says Dr. Martinez “most Hispanics in the area are unaware of this unless they hear of these films from family in their home countries; even then, they may not ever watch the films. For the first time, we will bring these films to the Inland Empire.” For more information visit www.cinemaculturas.com. Cloud Technology, continued from page 6

When the Revolve team first acted on its vision in 2012, the members felt like lone wolves. “Nobody else was trying to do any change,” said Cesar Gomez, Revolve chief operating officer and CSUSB student. “But since then a lot of people have jumped on board and other groups have started to create change in this city. The momentum has started and we want to be part of it.”

multiple areas including leadership, management, financial and technical skills. At minimum, applicants should have expertise and experience in strategic planning, organizational capacity building, sustainability planning, facilitation of training workshops and providing technical assistance. Successful applicant(s) should have strong knowledge of systems and programs serving children 0-5 and their families. Additionally, applicants should possess the administrative and fiscal capability to provide and manage the proposed services and to ensure an adequate audit trail, while meeting other presentation and participation requirements listed in the request for qualifications. Qualified groups or individuals interested in working with the Commission to assist in the facilitation and implementation of the First 5 San Bernardino Capacity Continuum Project should visit First 5’s website for more information at www.first5sanbernardino.org or call (909) 3867706.

Knee arthritis typically affects patients over 50 years of age. It is more common in patients who are overweight, and weight loss tends to reduce the symptoms associated with knee arthritis. There is also a genetic predisposition to this condition, meaning knee arthritis tends to run in families. Symptoms tend to progress as the condition worsen; and do not always progress steadily with time. Often patients report good months and bad months, or symptoms that fluctuate with the weather. Comparing the symptoms of arthritis on one particular day may not accurately represent the overall progression of the condition. The most common symptoms of knee arthritis are: Pain with activities, limited range of motion, stiffness of the knee, swelling of the joint, tenderness along the joint, a feeling the joint may “give out”, deformity of the joint (knock-knees or bow-legs). Evaluation of a patient with knee arthritis should begin with a physical examination and X-rays. These can serve as a baseline to evaluate later examinations and determine progression of the condition.

inmyopinion Let’s Vote on Charter Amendments Separately part 2

I

n an ongoing series to publish remarks made by concerned citizens of San Bernardino, regarding placing on the November ballot an item for voters to vote on repealing Section 186 and parts of the civil service code out of the Hardy L. Brown charter, Dr. Tom Pierce, Economic Professor at California State University, San Bernardino and a member of the San Bernardino City Charter Review Committee made the following remarks before the mayor and city council to support placing Section 186 on the ballot for the voters to repeal or not. The council, by a four to three vote, will place the issue on the ballot this November election. Good evening, Mayor Davis and Council members. My name is Tom Pierce. I’ve lived and worked in San Bernardino since 1976. I’m an economics professor at Cal State, San Bernardino. I’m also a member of the Citizens’ Charter Review Committee that Council appointed a few months ago, and which made recommendations to you in May about possible changes to the charter. I’m here tonight to comment on Section 186.

Dr. Tom Pierce

The recommended change to Section 186 is important, in my opinion, for two reasons: (1) it would have the effect of determining compensation of all unionized city employees (public safety and non-public safety alike) by Council resolution, after collective bargaining; and (2) the recommended change would enhance Council‘s ability to carry out effectively its most important responsibility – that is, managing the City’s budget in a way that results in a level of public services that adds to the quality of life of San Bernardino residents. That goal hasn’t been achieved in a long time and, in my opinion, part of the problem is the way section 186 is currently worded. In effect, it gives Council no control over more than half of the

budget it’s supposed to be managing. In essence, year after year Council tries to manage the budget with one hand tied behind its back. That approach hasn’t worked – simply driving around town provides ample evidence of that. It is no wonder that no other city in the state, besides San Bernardino, uses an automatic, 186-like mechanism to determine public safety salaries. In contrast, the proposed amendment to Section 186, in combination with your hard work as the City’s budget-makers, would give Council a fighting chance of using the City’s tax dollars in ways that provide residents the quality and level of services they deserve – public safety, of course, but also parks & rec, libraries, street maintenance, and so on. That is, the kinds of things that make people proud of the town they live in. As a City, we can either continue doing things the way we’ve been doing them, or we can turn the page and start moving forward. Please give the citizens of San Bernardino the chance to show that they want to start moving forward as a community, by giving them the opportunity to go to the polls in November and vote on this important matter. Thank you. Tom Pierce

ighth grade Richardson Prep Hi Middle School student Yonathan A. Habtemariam recently presented a letter to the San Bernardino County Unified School District Board of Education to thank them for sending his mother, Angela Coggs, on the Footsteps to Freedom Study Tour. Here are his remarks: I would like to thank Assembly member Cheryl Brown, Black Voice Foundation, Mrs. Singer (my 6th grade ELA teacher at Richardson), Mr. Hardy Brown II, Superintendent Dale Marsden, and the

San Bernardino County Unified School District Board of Education for inviting and allowing my mother, Angela Coggs, to participate in the Footsteps to Freedom Study Tour last month. She was very excited to have this opportunity to experience all the historical landmarks and sites that were outlined in the schedule. Even though my mother has a bachelor and master’s degree, she said she learned so much more than she expected. She came home and told me about the Rankin family, Rankin Hill, John P. Parker, Josiah Henson, John Mercer Langston, Harriet Beecher Stowe, the Oberlin Rescuers, the Coloured Cemetery, Buxton, The First Congregational Church of Detroit Underground Railroad Tour, Sarah Margru Kinson, The National Railroad Freedom Center, etc. There is too much to mention everything she told me about. Whenever the Underground Railroad was ever mentioned, all I remember is being taught about Harriet Tubman but it was about so much more. She said she was especially moved after watching the Brothers of the Borderland short film at the Freedom Center, standing and looking at the replica bodies of men, women, and children

he California Legislature has given overwhelming, bi-partisan approval to Assemblymember Chris Holden’s bill to encourage California schools to teach the story of President Barack Obama’s trailblazing election. The vote in the Assembly on concurrence in language changes was approved unanimously – 73 to 0. Last Thursday the Senate overwhelmingly approved AB 1912. The bill now goes to Governor Brown for signature. AB 1912 asks the State Board of Education and the Instructional Quality Commission to include the significance of President Barack Obama’s election in the state’s history and social science standards for grades seven to twelve. “The election of President Barack Obama is a significant part of history and should not just be a mere footnote within textbooks,” said Assemblymember Holden. “This bill would create an opportunity for our children to learn about the

historical significance of electing our first AfricanAmerican President. Children need to understand that for years intimidation and physical violence prevented millions of African Americans from voting and alienated them from the electoral process, making the 2008 election of President Obama even more noteworthy.” California has not updated its standards for nine years due largely to the state’s fiscal crisis. The State Board of Education is expected to review instructional materials during the 2015-2016 school year. Letters of support are needed and should be sent to the Governor’s office requesting passage of AB 1912 to: The Hon. Edmund G. Brown, Governor State Capitol Building, Suite 1173 Sacramento, CA 95814

These are things she never thought she would ever have the opportunity to do in her lifetime. She was able to reconnect with and old friend, Dr, Daniel E. Walker, and make a new friend, Mr. Kenneth B. Morris Jr., the great, great, great grandson of Frederick Douglass. I just wanted to say thank you again for providing my mother the opportunity to follow in the footsteps of our ancestors and seeing their struggles in a new way. I hope to go on this tour when I get older because my mother said it is life changing. If you have not gone before I think you should go next year. I also think kids my age should go and see how the slaves fought so much for their freedom and education. I appreciate the opportunities I have and the sacrifices they made for me. During that time we worked closely with Sgt. Shelley Kennedy-Smith, now Chief Deputy Kennedy-Smith, the highest-ranking AfricanAmerican woman in the agency’s 121-year history. In an interview discussing the diversity recruitment effort we published 10 years ago, she identified the roadblocks in hiring that she has worked an entire career to overcome. Perceptions from both groups have made diversifying local police forces difficult. Unfortunately her observations made over a decade ago, continue to ring true with most agencies across the country. A 2007 Department of Justice survey of local police departments found that national average for all police was 75 percent White. A statistic that we should all find quite troubling and the law enforcement community and our civic leaders across the country should be working to change. 17Annual Footsteps to Freedom th

By Angela M. Coggs

D

uring the week of July 20, 2014, a group of fifty-one administrators, parents, and teachers from the San Bernardino, Moreno Valley, and Victor Valley School Districts attended the 17th Annual Footsteps to Freedom Study Tour that followed the historic Underground Railroad which slaves used as an escape route to freedom in northern states and Canada. This year the seven day trip hosted the largest group to date. The group visited historical landmarks, museums, and sites in Kentucky, Ohio, Michigan, New York, and Canada. Originally started by current Assembly member for the 47th District, Cheryl Brown, and currently organized by the Black Voice Foundation, this tour was introduced in response to misconceptions of Black history being taught in classrooms and to educate teachers of other historical facts that were not taught in the history books. One of the core objectives of the tour is to increase parent participation within the school district. Niki Chambers, parent of two boys in the SBCUSD, said the trip changed her. “The Footsteps to Freedom tour was a life

changing experience. This wasn’t just about Black history. This is American history and everyone needs to know this.” A critical part of the trip was the hike up Rankin Hill. The rough terrain proved to be difficult for some, but all who attempted it felt a sense of accomplishment and redemption. According to one of the conductors on the tour, this was the first year that everyone who attempted the hike up the path actually made it to the top. Elvin Momon, former Superintendent of the Victor Valley Union High School District, indicated that several sites on the tour had a lasting impact on him such as participating in the re-enactment of the Underground Railroad experience at the First Congregational Church and visiting the Charles H. Wright African American Museum both located in Detroit, Michigan. “The Underground Railroad Study Tour was a once in a lifetime experience. Courage is the absence of fear.” On August 5, 2014, the San Bernardino City Unified School District Board of Education trustees were provided with a glance of the trip. Fellow Board member, Abigail Medina, along with

Study Tour

educators, and parents who also attended the trip, gave a presentation on their experiences. A short video was played which documented some of the key portions of the trip. The group developed a close bond during the trip. “We bonded. We hugged. I’ve never hugged a parent before this trip,” stated Jacquline Irons, sixth grade teacher at Cypress Elementary in the San Bernardino Unified School District. Garrison Daily, a teacher at Richardson Prep Hi Middle School, was glad to hear that the tour still continues to offer teachers and parents a unique opportunity. “I was lucky enough to have gone on the second tour. That was the MOST fantastic experience, ever. I still draw from what I learned whenever possible.” Regardless of race, this is a journey that everyone would benefit from. By taking a glance back in the past we are able to go forward with a clearer understanding of the future. FERGUSON DEVOLVES

Military tactics exacerbate unrest, tensions between police and black community

By VOICE Staff ince the shooting death of Michael Brown, no two days have been exactly the same in Ferguson, Mo. Just when violence and chaos seem to be on the mend, the upheaval starts all over again. We’ve seen the police in riot gear, the explosive confrontations, and innumerable calls for peace subdued by abrasive violence and looting. But the invocation of peace has been consistently disrupted by missteps largely on the shoulders of law enforcement officials in Missouri. Adding Capt. Ron Johnson, a black Highway Patrol officer for Missouri, was a promising step to intervene and diffuse tensions one week ago. However, since Johnson has been thrust into the spotlight, state and local officials have been blamed for a cascade of mounting follies, including: The delayed release of the name of the officer, Darren Wilson, accused of fatally shooting Brown. The disclosure of Brown’s alleged involvement in a store robbery – a robbery allegedly unrelated to his encounter with Wilson.

The arrest of two journalists covering the Ferguson story. Law enforcement recorded threatening civilians and journalists with force. The optics in Ferguson are bad. Period. President Obama announced Monday that U.S. Attorney General Eric Holder will travel to Ferguson. Holder officially stepped into the fray ahead of his visit Aug. 20, calling for federal authorities to do an autopsy of Brown. Holder will meet with FBI officials during his visit to Missouri. What Ferguson needs right now is what every black community in America needs: a national coalition of law enforcement figures and community members dedicated to equality when establishing public safety. However, the problem lies within America’s denial that race is a factor in the unrest in Ferguson. Yet oddly, and somewhat conversely, those same racial antagonists have scoffed at President Obama’s reference to race during his a press conference on Monday.

VOICE | AUGUST 21, 2014 | theievoice.com

By now, it’s well-established that Ferguson is a city with a majority of blacks governed by mostly whites. Ferguson’s police force is more than 90 percent white and the community is about 67 percent black. According to a report last year by the Missouri Attorney General, black drivers accounted for 86 percent of traffic stops in Ferguson. The racial implications are further amplified by a poll released Monday by Pew Research Center indicated that 80 percent of black respondents think the Michael Brown case “raises important issues about race” compared with on 37 percent of white respondents. In fact, the study also indicated in that same question that 47 percent of whites think “race is getting more attention than it deserves”. About 16 percent of white respondents said they “don’t know”. If America cannot agree that race is a factor in so many allegations of police misconduct, then let’s focus on the objective data. Millions of dollars in civil lawsuits are paid by municipalities every year in cases of alleged abuse, ethics violations, and

Riverside Police Chief Sergio Diaz Explains How Past Lessons Have Shaped Better Ties with Minority Communities By Corey Arvin Staff Writer efore Ferguson, Mo. plunged into chaos and news spread that unarmed teenager Michael Brown was shot to death by a police officer, civil rights activists were scanning recent memories of blacks brutalized or murdered by law enforcement. Community leaders admit Ferguson’s current hyperbolic state stems from a long history of mistrust between police and black communities – and they are ready for solutions that can mitigate violence before it happens again. Riverside Police Chief Sergio Diaz knows all too well the sensitivity of race relations when law enforcement polices communities of color. That includes experience when tensions boil over and lead to close confrontations between citizens and police. Diaz believes building a strong relationship with minority communities requires a crosssection involvement between minorities and police on multiple levels. He says improving diversity of the police force an important starting point since officers are on the ground day-to-day interacting with the community. However, Diaz is aware there some detractors to law enforcement emphasizing diversity. “Some people might say ‘It doesn’t matter what race the employee is, we expect them to be good no matter what’ but it’s just human nature in the absence of knowing the individual that people have a greater degree of trust for people that look like them. There is greater chance of identification

misconduct, whether those claims are true or not. Last week, VOICE broke the story that New York Police Department (NYPD) officials met with Rialto Police Department July 31 to learn about the department’s use of body cameras among its police force. NYPD is currently mired in its own racial controversies regarding allegation of police misconduct. Rialto Police Department became the first police department in the U.S. to use body cameras in a randomized control trial experiment. Many civil rights activists agree body cameras are not the end-all solution to establishing trust

when law enforcement reflects the community it serves,” he said. Diaz reflected on a time when civilian oversight boards became a fixture in Riverside, working side by side with police to address complaints, particularly after the shooting death of Tyisha Miller in 1998. These types of review boards continue to be important to maintaining communication between police and the communities they service, he said. While strong community relations is an integral part of preventing situations like Ferguson, training officers to respond appropriately and effectively with routine policing is an aspect that Diaz emphasizes. Racial profiling is particularly important to understand in communities of color, which Diaz saw firsthand during his tenure with Los Angeles Police Department (LAPD), he said. between police and the black community, but the technology has immense potential to reduce egregious complaints against officers. If we cannot be in concert about how race plays a role in equality in America, maybe we can agree it’s costing time and money – and adopting a broad technological solution can probably save both in the future since we are not in sync about race. (Lawrence Bryant/St. Louis American)

“The training is very important. We went through this very painful period in the early 2000’s [in Los Angeles] where we made a lot of progress by retraining our police force on constitutional policing, which means back to the basics. ... We were very focused on them understanding reasonable suspicion and probable cause. ... Racial profiling is the exact opposite of reasonable suspicion and probable cause,” said Diaz. “Every component [of re-training] had constitutional policing. If you focus on a person’s behavior, not race or ethnicity, you will find something. Ask what is it about that person’s behavior, not appearance, when stopping them,” he added. Diaz says he hasn’t followed the Ferguson case very closely, but viewed the positioning of Missouri Highway Patrol’s Capt. Ron Johnson as a good way to help open dialogue so that the community can move forward. “Some of this stuff is predictable, almost scripted. Maybe it has to happen before the next thing happens – a reconciliation and hearing of each other’s points of views, but it’s sad to see a community devastated like that.” (Above) Riverside Police Chief Sergio Diaz, Tyisha Miller shooting protest in Riverside.
