n November, voters will have the privilege of going to the polls and selecting California’s new State Superintendent of Public Instruction.

Votes cast during the June primary, whittled the original field of four candidates to two. Those left standing, candidates Tony Thurmond and Marshall Tuck, both Democrats, will face off in November.

Tuck has described himself as an education reformer whose experience is rooted in running charter schools and alternative district schools in Los Angeles. He ran for this same position in the last election cycle but was edged out by the state’s current Superintendent of Public Instruction, Tom Torlakson. Not surprisingly, Tuck has strong backing from the powerful charter school industry.

Thurmond, on the other hand, is a second-term state assemblyman with a background in social work. Before entering politics, he founded and/or managed nonprofits in the Bay Area which served low-income foster children, truant students, and children involved with the criminal justice system.

Thurmond enjoys support of the Democratic Party establishment and both teachers’ unions.

Tuck barely edged Thurman out of first place in the June primary. Tuck received 37.2 percent of the vote compared to Thurmond’s 35.6 percent.

There is not much space, if any, between the two candidates on critical education issues in the state which seems to change very little from year to year. Such issues include student achievement in general, closing the achievement gap between groups of students, in addition to issues related to funding and the teacher shortage.

This year’s battle for State Superintendent of Public Instruction is symbolic of the epic and ongoing battle in recent years between those who support traditional public instruction versus those who support the public charter school industry—data has shown there is very little difference in student achievement between the two.

The Supreme Court’s June decision on “Janus,” has hobbled the teachers’ unions’ ability to provide funding support to political candidates/issue due to their now reduced revenue stream; while few doubt contributions will continue to pour into Tuck’s campaign from the charter school industry.

Regardless of the dollars that pour into either candidate’s campaign coffers, in the final analysis, it is the voters of California who will have the final say. In November, citizens will do more than elect a new Superintendent of Public Instruction, their votes may well determine the future of public education in the state.

Of course, this is just my opinion. I’m keeping it real.

Americans are More Educated than Ever Before The percent of Americans aged 25 years and older who have completed high school or above reached 90 percent for the first time ever in 2017 according to the U.S. Census Bureau. This represents significant progress since the 1940’s when only 24 percent of those 25 years and older finished high school or above. Experts believe the prerequisites required for so many of the jobs in today’s economy helps explain the record completion rate.

Community Celebrates Grand Opening of Valencia Head Start

Redlands

M

embers of the community joined the San Bernardino County Preschool Services Department as they celebrated the Grand Opening of the Valencia Head Start Center in Redlands on Friday. The celebration included a tour of the facility and a chance to meet the teachers in addition to refreshments, activities, and music.

President Lyndon Johnson established the Head Start program more than fifty years ago to help break the cycle of poverty by providing preschool children of low-income families with a comprehensive program designed to help meet their emotional, social, health, nutritional and psychological needs.

The Head Start preschool classes are free to qualifying families. In addition to school readiness, the Head Start program includes nutrition, health, mental health and disability programs. In addition, the program offers several programs for parents including a job training apprenticeship program that can lead to employment opportunities and an online high school diploma program for those who did not complete high school.

“We are excited to be able to offer our services to additional families in Redlands. We look forward to our youngest county residents learning in our Head Start classrooms,” said Diana Alexander, Director of San Bernardino County Preschool Services Department. “By joining the Head Start family, parents will have the chance to learn and grow with their children through our education and work experience programs for Head Start parents.”

Interim-President Prepares to Assume Leadership at Crafton Hills College Yucaipa

ate last month, Dr. Audre Levy was named Interim President of Crafton Hills College in Yucaipa. Levy is scheduled to begin her new responsibilities effective Friday, August 10.

Levy is coming out of retirement to assume the interim role and brings with her a wealth of experience and exceptional credentials.

She holds five advanced degrees, including a bachelor’s in public speaking from Michigan State University and four master’s degrees from the University of Michigan, Cal State Long Beach, Cal State Dominguez Hills and Holmes Institute. She also holds a doctoral degree in institutional management from Pepperdine University and was named a Pepperdine Alumni

The Importance of Recess and Play to Students’ Mental Health

Boston, MA— California is one of only eight states that require daily recess in schools, yet a new report in the publication EdWeek stressed that recess helps students develop their physical, emotional, academic and social skills. Over the past fifty years, recess and free play with other children has declined dramatically. Boston College research professor, Dr. Peter Gray, drew a correlation between the declining number of states that require recess in schools and the increasing number of kids who show symptoms of a mental health disorder, “I believe there is one noteworthy reason that has contributed to this mental health crisis like no other, recess and play are on the endangered species list in our public schools.” Gray believes children should have at least one or more hours of recess and self-directed play every day.

Warning About Dangers of Fake Marijuana

F

ederal and state officials issued a warning this week about a version of synthetic cannabinoids (fake marijuana) laced with rat poison that’s caused uncontrolled bleeding in hundreds of people and led to dozens of deaths.

In multiple reported cases, severe health effects occurred after individuals used synthetic cannabinoids, which are colloquially known as “fake weed,” “K2,” “AK-47” and “spice”.

Despite the perception that synthetic cannabinoids are safe and a legal alternative to marijuana, many are illegal and can cause severe illness according to warnings issued by the Food and Drug Administration and Centers for Disease Control and Prevention.

Use of synthetic cannabinoids can lead to serious illness or death, according to the CDC. These products can affect brain function, causing agitation and irritability, confusion and concentration problems, seizures, and sleepiness and dizziness, as well as hallucinations, delusions, suicidal thoughts, and violent behavior. Other health effects caused by synthetic cannabinoids can include breathing problems, gastrointestinal problems, heart attack, stroke, hypertension, kidney failure and muscle damage. The CDC has also warned that many synthetic cannabinoids are addictive, and

individuals who suddenly stop using them have reported adverse effects of withdrawal, including vomiting, headache and severe anxiety.

According to the FDA, the term synthetic cannabinoids refers to hundreds of different chemicals that act on the same brain cell receptors as the main active ingredient in marijuana. Synthetic cannabinoids are various manmade chemicals that some people use as an alternative to marijuana. They can be smoked, vaped, or swallowed, typically when mixed with food or beverages.

Although synthetic marijuana has been sold for years at gas stations, convenience stores and smoke shops, federal health officials and law enforcement said this version is particularly alarming.

Synthetic cannabinoids are unsafe, and it is difficult to know what is in them or how an individual will react. Health officials say synthetic cannabinoids can be toxic, unpredictable, harmful, and life-threatening.

Synthetic cannabinoids are widely available, however, many are also are illegal. Federal state and local governments have banned many specific synthetic cannabinoids, according to the

CDC. Makers of synthetic cannabinoids try to get around these laws by creating new products with different ingredients or by labeling them “not for human consumption”. Recent federal and state laws have also banned ingredients utilized in making synthetic cannabinoids.

Health officials urge anyone who has ingested synthetic cannabinoids to seek emergency medical treatment.

Successful Summer STEM PULL Academy Benefits Local High School Students

ozens of Riverside high school students recently participated in several days of intensive, handson training with the Riverside Public Utilities Department to learn about potential careers in the utilities industry.

The Science and Technology Education Partnership (STEP) initiative provided 70 students with Science, Technology, Engineering and Math (STEM) training through experiential learning and gave them the opportunity to apply those skills in the Riverside Public Utilities Learning Lab (PULL).

Employees of the various divisions of Riverside Public Utilities (RPU) provided the curriculum for STEM PULL. The curriculum included lineman demonstrations with bucket trucks and equipment; the role STEM plays in the utility industry; field trips to the Riverside Energy Resource Center, Wastewater Treatment Plant, and Customer Service Locations.

The training also focused on team skills development, 3-D computer design and printing, laser cutting and engraving, welding and woodworking, electronics and soldering, engineering and water reuse processes and water quality testing, Brick Pi Robots; advanced utility technologies, IT, cyber security; public benefits, community engagement and crisis communication workshops.

At the end of the week, students developed and presented their innovative STEM PULL projects during the design challenge competition. Riverside Public Utilities Board members attended the presentations and judging.

Twelve teams of 4-5 students presented their concepts to a panel of judges. The top three teams won scholarships of $1000, $750 and $500. Even more valuable however, is the students’ ability to participate in a year-long mentorship opportunity with Gordon Bourns, Bourns, Inc. and graduate students from both the UCR and CBU Bourn’s College of Engineering.

The first-place winners for their project “Line Down,” an app that would detect problems with utility poles and utilize GIS technology to locate the exact location of the faulty poles. Included team members Samuel Green, Jordan Whiting and Brett Hile of Martin Luther King High School and Leonardo Acosta of STEM Academy High School.

Second place winners were recognized for their project “Leak Master,” a sensor that would be placed on all new pipes as they are installed, which would notify RPU of pipe leaks that are too small to be detected from above ground included Isaac Garcia and Caleb Van Haster of Woodcrest Christian High School and Iliana Lazaro, Leslie Zamora and Jose Ibarra of Arlington High School.

A Rare Form of Breast Cancer Impacts Young Women and Men Gail Fry Contributor he California State Legislature recently declared October 3, “Inflammatory Breast Cancer Awareness Day” encouraging public knowledge of a deadly, aggressive and rare breast cancer which does not produce a lump in the breast like most forms of breast cancer. It is relatively unfamiliar to the medical community, and largely impacts younger women.

“The larger problem is that too many primary care providers are not very familiar with this disease,” said Dr. Massimo Cristofanilli, an expert in the field, explaining many women and/or their healthcare providers don’t recognize the symptoms as breast cancer. This is largely because instead of a lump, inflammatory breast cancer appears to be a rash causing doctors to treat the patient with antibiotics thinking it is an infection when the patient should be given a biopsy.

“Most inflammatory breast cancers are invasive ductal carcinomas, which means they developed from cells that line the milk ducts of the breast and then spread beyond the ducts,” Cristofanilli explained and warned when the cancer is misdiagnosed it delays “proper treatment.”

Inflammatory Breast Cancer (IBC) progresses rapidly, often in a matter of weeks or months resulting in many diagnoses being made when the cancer is at an advanced stage. IBC is incredibly, physically disabling and can also occur in men.

Cofounder and CEO, Joshlyn Earls, explained she founded the nonprofit 501(c)(3) in October 2011, after she was diagnosed that May as having high-grade infiltrating ductile carcinoma, Stage 3B and was given two and a half years to live; and, also because of the lack of available information regarding the deadly breast cancer.

“Inflammatory breast cancer cannot be detected through a mammogram,” Earls explained “because there is no lump” sharing her chiropractor performed thermography, digital infrared imaging.

This led him to suggest she may have cancer and urged her to seek medical help. Earls explained thermography senses heat much like an MRI, however, it is not covered by insurance while MRI’s are an expensive procedure which hospitals are reluctant to provide.

“One of the other problems is physicians are misdiagnosing because most have never seen a case,”

Earls explained crediting the surgeon who conducted her examination as knowledgeable on the subject—he had seen several cases.

Earls described the symptoms of IBC as swollen angry red and very heavy breasts that hurt like “someone is just stabbing you with a knife” with an “itch that will not go away no matter what you put on it.” It also looks like a rash and is the fastest recurring form of breast cancer.

“There are 17 or more different types of breast cancer and there are four stages,” Earl shared warning, “The medical world doesn’t know what they are looking at” and shred her belief it is killing time when the conditions is misdiagnosed as an infection.

“Inflammatory breast cancer is in the skin, it’s not a lump, it’s like a rash on your chest wall, it could be on your stomach, it could be on the side of your arm, it could be anywhere, but it’s a rash and most people are looking for a lump,” Earls stressed.

Earls explained it is also important for breast cancer patients to have a Muga test, “to see if your heart is strong enough to take the chemo they are going to give you in the very short term.”

The Inflammatory Breast Cancer Consortium estimates 15,000 to 20,000 new cases of IBC are diagnosed annually involving both women and men, representing about 3 to 6 percent of all breast cancer estimated at about 274,000 cases annually.

Earls has devoted her life to getting some answers to save her life as well as other people’s lives by surrounding herself with the best experts in the country as a result of her participation as a Peer reviewer.

Fighting 4 the Tatas Breast Cancer, Inc. continues to seek a national holiday recognizing IBC while pushing the medical community to create a “definitive diagnosis” and coding for IBC and the other 17 specific types and subtypes of breast cancer to help facilitate appropriate diagnosis and treatment.

According to Earls, currently breast cancer is all being placed in one bucket. She is concerned that without specific coding, the diagnosis, treatment and statistics are inaccurate.

“This is not your Momma’s breast cancer; it is attacking women in their 20’s or 30’s, no one knows why. We are seeing more women in their 20’s, that is why this is so urgent,” Earls declared, describing IBC as a national health crisis because young women of child bearing age are being impacted. “They are going around thinking they are invincible,” she noted.

As Students Prepare for a New School Year—Officials Reflect on 2017 Graduation Rates S.E. Williams Contributor

I

ncluded among the millions of American students preparing for the 2018-2019 school year is a cohort of young people entering high school across the state of California as freshmen.

The quintessential question that will follow these freshmen for the duration of their high school careers is—how many of them will ultimately become graduating seniors?

The California Department of Education answered that very important question regarding students who started high school as ninth graders in 2013-14 and graduated on-time four years later in 2017. According to state’s just released 2017 High School Graduation Rates report, 82.7 percent of those students graduated successfully and on time.

This percentage represented a slight decline in the state’s graduation rate as compared to the 83.8 percent who attained graduation in 2016.

State Superintendent of Public Instruction Tom Torlakson attributed the decline to a new methodology that was adopted by the state in response to a federal audit.

“As part of this new methodology,” Torlakson explained, “three significant changes were implemented for calculating 2017 high school graduation rates.”

The changes eliminated the inclusion of two groups from the cohort calculation. The groups no longer included in the calculation of high school graduates are those who receive an adult education high school diplomas and students who pass the California High School Proficiency Exam. Although these two groups are no longer calculated in the high school graduation totals, students who transfer to adult education programs or a community college will remain in the denominator for the cohort calculation.

Despite these changes and their impact on the state’s graduation rates, Torlakson remarked,

“California continues to make excellent progress in education.” Adding, “The percentage of our graduates eligible for the University of California and the California State University is soaring.

In addition, more of our students are passing Advanced Placement ® exams and the number demonstrating proficiency in a foreign language has quadrupled since 2011.”

Torkalson also admitted, however, that the data also revealed what he defined as—a significant challenge. “As in previous years, disparities in graduation rates continue.”

Torlakson said admitting that much work needs to be done to narrow what he said is a “pernicious, persistent” achievement gap between students.

“We have a long way to go and need help from everyone—teachers, parents, administrators and community members—to narrow these gaps.”

The 2017 graduation rates among students in the Inland Empire reflected the following results: In Riverside County the 2017 graduation rate was 88.0 percent and although it represented a decline from the 89.4 percent rate attained in 2016, it was above the statewide average. In San Bernardino County the results painted a slightly different picture. The 2017 cohort graduation rate was 82.6 percent, down slightly from the 83.0 percent attain in 2016 and below the 82.7 percent statewide average.

Responding to an inquiry from The Voice/ Black Voice News, about this year’s results, San Bernardino County Superintendent of Schools, Ted Alejandre said, “Progress has been made by San Bernardino County students and schools in increasing graduation rates.”

Alejandre discussed the changes enacted by the California Department of Education as detailed above and noted how students in the county nearly matched statewide averages for graduation rates. “I applaud our students,

families, schools and districts for the efforts that have been made to increase our countywide graduation rates, but there remains work to do to ensure that every student is college and career ready by the time they graduate from high school.”

Alejandre also addressed the disparities in graduation rates identified by Tokalson as a significant challenge across the state. For African American students in San Bernardino County the 2017 graduation rate was 75.9 percent versus 84.6 percent for Whites.

Although this reflects a 8.7 disparity, Alejandre noted it is nearly three percent above the statewide average of 73.1 percent for African American students.

During the 2016-17 academic year in San Bernardino County, there were 3,036 African American students among the cohort. At 8.4 percent, African American students are the third largest ethnic subgroup of students in San Bernardino County behind Hispanic/Latino (64.6 percent) and White (17.3 percent) students.

Commenting on the graduation rates of African American students in San Bernardino County Alejandre said, “During the past eight years of the state using the California Longitudinal Pupil Achievement Data System (CALPADS), African American students in our county have made 15.6 percent growth in high school graduation rates while closing the achievement gap with White students from 10 percent to 6.7 percent.”

Alejandre concluded, “Having instituted a countywide African American Student Achievement Task Force in 2016, we know that districts are sharing best practices to improve academic achievement for African American students.”

African American students in Riverside County demonstrated greater success regarding the numbers that graduated in 2017. The 2017 graduation rate for Black students in the County was 85.9 percent versus 90.0 percent for White students. This reflected a slight decline from the 86.2 percent graduation rate attained by African American students in 2016.

Statewide, those following the push and pull between Charter and traditional public schools will be interested to learn the 2017 graduation rate for California charter schools, excluding alternative schools, was 82 percent.

By comparison, non-charter schools, excluding alternative schools, showed a graduation rate of 91.5 percent.

Alternative schools include, but are not limited to, continuation, juvenile court, county-run special education schools, alternative schools of choice These schools serve high risk students who are already at the greatest risk of dropping out, compared with the broader population at traditional high schools.

Tokalson highlighted other important changes in this year’s cohort data when he noted, “Since 2007, there has been more than a 30 percent increase in high school graduates eligible for UC and more than a

53 percent increase in CSU eligibility.”

Among other changes to the graduation report is an upgrade which includes the number of high school graduates who earned a State Seal of Biliteracy. The seal recognizes graduates who attained a high level of proficiency in speaking, reading, and writing one or more languages in addition to English. In 2017, for example, 44,594 California graduates earned the State Seal of Biliteracy.

Tokalson has advocated for vastly expanding the teaching and learning of world languages and is committed to more than tripling the number of students who receive the State Seal of Biliteracy by 2030. Tokalson’s Global California 2030 initiative reflects his commitment to this goal.

In conclusion, it is important to note that since prior graduation rates used a different methodology, the 2017 graduation rates should not be compared to prior years.

Trump Signs Bi-Partisan Education Policy Washington D.C.

A

fter nearly nineteen months in office, President Trump has signed his first major piece of education legislation titled, Strengthening Career and Technical Education for the 21st Century Act. The legislation is a reauthorization of the Carl D. Perkins Career and Technical Education Act. The $1.2 billion program has not been overhauled

by Congress since 2006. The new version of the legislation gives states the freedom to establish their own goals for career and technical education programs. Under this new version of the law, such programs will no longer require approval by the U.S. Secretary of Education among other changes.

The measure will now allow school districts to use federal funds to provide all students, not just those enrolled in career and technical education (CTE) programs, a chance to participate in career exploration and development activities in the middle grades and for comprehensive guidance and academic counseling in the upper grades.

Upon signing the legislation, the president proclaimed, “More than 11 million students and workers will have greater access to better training and more jobs.”

The bi-partisan legislation was passed with strong support from both parties in both houses of congress. One of the bill’s legislative co-sponsors, Congressman Glenn Thompson of Pennsylvania, said last week, “Given the dramatic evolution of our nation’s workforce, it is imperative that we create clear pathways to education and training for students interested

in pursuing careers in high-demand industries and technical fields.” He added, “As Co-Chair of the Career and Technical Education Caucus, I am proud of this bill.”

Thompson described the legislation as a, “well-engineered, bipartisan reauthorization aimed at permanently closing our nation’s skills gap.

This law will work to restore rungs on the ladder of opportunity for every American regardless of age or background.”

Proposed Legislation to Teach California Students How to Interact with Law Enforcement Inches Forward Sacramento

n today’s America, most students have their first interaction with law enforcement at an early age, usually on their school campuses. This is because officers are now a staple on campuses everywhere.

Despite this exposure however, most young people still do not know what to expect from an encounter with police, or what they should or should not do when such encounters occur. Equally important is the need for students to understand their rights and responsibilities during such interactions.

AB 185, the School/Law Enforcement Partnership— Stakeholder Workgroup measure, introduced by Assemblyman Patrick O’Donnell (D-Long Beach), will ensure students across California are better prepared to handle a situation when and if they are approached by law

enforcement officials.

The state’s School/Law Enforcement Partnership (SLEP) is comprised of the Superintendent of Public Instruction and the state Attorney General. AB185 would require the SLEP to convene a stakeholder workgroup to identify and develop resources for use by high school and middle school students. Such resources would detail a minor’s rights and responsibilities during interactions with police. The bill would require SLEP to post those resources on specific internet websites.

The stakeholder workgroup would include representatives from all of the following organizations— teachers, school administrators, students, parents, law enforcement, civil rights advocates and immigrant rights advocates.

As the CEO of Fighting 4 the Tatas Breast Cancer, Inc., Earls described members of the organization as all volunteers helping patients understand the type of cancer they have, providing access to experts in the field and information about the different tests available.

The organization needs funding to cover the cost of a grant writer, of administrative services, of a resource center, of printing updated educational materials, of holding educational events and to pay emergency expenses that IBC patients may struggle to pay due to the debilitating disease.

Earls would like to help the children of IBC patients and/or those who lost their parent to IBC by providing them with either a STEM (Science, Technology, Engineering and Math) program or a camp for children as they are mostly overlooked.

he Hispanic Access Foundation and Mojave Desert Land Trust will host a film screening and roundtable discussion on Tuesday, August 14, at the Harkins Mountain Grove 16, located at 27481 San Bernardino Avenue in Redlands. The screening will begin at 6:00 p.m. The event is free, open to all, and will feature a short film titled, “Land, Water y Comunidad,” “Land, Water y Comunidad,” explores the relationship Latinos across the nation have with Land, Water and Conservation Fund (LWCF) sites, what it means to them, how they enjoy them and the impact it would have if these lands were not available. The screening will be followed by a roundtable discussion that will feature both national and community experts.

The federal Land and Water Conservation Fund has supported more than 41,000 parks and projects and has also been critical in ensuring that underserved and urban communities have places to connect with nature, spend time with family, enjoy outdoor recreation and/or explore their cultural heritage.
