Correspondence: Letter from Patrona Turman – Activities Coordinator - requesting "The Annual Brookridge Expo/Senor Information Day. Motion by V. Stratton, seconded by Metcalf to approve Annual Brookridge Expo/Senior Information Day for January 26, 2022, from 10 am to 1 pm at the Clubhouse for Brookridge residents and allow outside vendors to be invited. All in favor (5-0). Letter from Anna Webster/Patrona Turman/Ladies of Brookridge requesting "Afternoon Tea". Motion by V. Stratton, seconded by Metcalf to approve Ladies of Brookridge to host "Afternoon Tea, on Saturday, January 29th from 2-5 pm. Also, use of the Clubhouse from 8 am to 6:30 pm, and working out of facilities personnel schedules so no overtime is incurred for this event. All in favor (5-0) Letter from Veterans Committee/Sandy Komst requesting to place boxes at the Administration office and Clubhouse for Marine's Corps Toys for Tots Program. President's Report: The new Code Enforcement truck now has the signs. When you vote for the budget, please make the right decision. Roads are being cleaned and looked at for drainage issues, Fiat Ave was this morning, other roads are being looked at as well. The tennis and pickleball courts are complete. There were also some trees cut at the Clubhouse. There will be a Town Hall meeting on November 4 at 2 pm. The roof at the Clubhouse is being worked on, there will be a Planning meeting as well. November 16th a Hernando County Employee will meet with Jerry, Carol, and the Advisory Committee regarding speeding and what can be done.
General Manager Report: Please make sure you put your small green ballot envelope into the white mailing envelope before depositing it in the ballot box. We have been having email issues, the IT company is working on it.

Report of Directors: V. Stratton – Volunteers are needed for Friday night Bingo, see Ellie Colasanti if interested. Basteri – Veterans Day ceremony on November 11 begins at 9 am, Young Marines will be present, the Musicaires will be performing. Metcalf – resumes for Board of Directors closed on November 1. The nominating committee will be meeting on November 2 at 11 am. Beautification committee purchased new Christmas Trees. Congratulations to the two new Unit Reps. Hope and Paul Campbell will be handling the ballots. Foster – work continues at the RV Compound; the boats and landscape trailers are being moved around. The cameras are fully functional. V. Stratton – Social Dance on November 6. "At Large" will be performing. New Year's Eve party will be $60 for tickets, this includes a dinner by John Mason Caterers and Champagne Toast at Midnight. Foster – the mask mandate for BCPO properties is gone. There will be COVID booster shots at the Clubhouse on Thursday, November 4 from 10 am to 12 pm. Sponsored by Pinebrook Pharmacy.
Member Comments: Gil Lanctot – Unit 4 – President of RV compound – he needs cooperation with people driving in the compound, people need to slow down. They have re-numbered some spots, please back in correctly, clean up your spots. Jackie McCabe – Unit 6 – Oak Hill Assisted Living with be at the Clubhouse on November 15th, lunch will be provided, please call Jackie if interested. Pam Ross – Unit 6 – there is a pickup truck that goes by her house speeding, something needs to be done. Tom Freyman – Unit 2 – Marine Corps Toys for Tots is a great program, the age of the children needing toys are 6-12. He has fliers also. Motion by V. Stratton, seconded by Metcalf to adjourn, 5-0.

Board Correspondence: Secretary Stratton read a letter from Deborah Burns regarding the Scavenger Hunt on Sunday, November 7. Registration is 2 pm and the cost is $5.
President's Report: Foster – There is a town hall meeting on October 21 at 2 pm. The auditor will be at the clubhouse for a meeting on Tuesday, October 26 at 2 pm to answer questions regarding the audit. The signs for the new truck have been ordered. The issues with the drains and retention ponds are being addressed. Facilities Manager Vince Pizzo then gave an update on the clubhouse roof, tennis courts, fences and awnings.
Treasurers Report: For September – read by 2nd Vice President Basteri
Unfinished Business: 2022 Budget, 1st VP Metcalf explained that Florida has made the minimum wage $10 per hour which now increases the wage expense for Brookridge. There are a lot of expenses. Lucille DeGuire – Unit 4 inquired if the Board foresees an increase in HOA fees every year, President Foster told her yes. There was also discussion regarding Code Enforcement and the different shifts that are worked, most of the employees are in Code Enforcement (21), some are floaters, some are fill-ins. There was also discussion regarding the school gate, President Foster hopes to meet with the County Commissioner and School Board.
New Business: Motion by Metcalf, seconded by Basteri to appoint Thomas Freyman as Unit Rep. Vote was 3-3 (R. Stratton, V. Stratton, Keller against). No vote. Beverly Epstein – Unit 6 and Unit Rep Chair – asked why wasn't Thomas Freyman approved? The Unit Reps are down 4 people due to three resignations and the passing of Vickie Wiser. Vickie's memorial is Monday, October 25 from 2-6 pm. Director Stratton then questioned Thomas Freyman about his health, citing the S.O.P.'s where it states that Unit Reps should be in good health and reasonable physical condition. 1st VP Metcalf told Director Stratton he was out of order. Thomas Freyman took the podium and explained his health issue. Director Stratton then left the front table and stood in the back of the room. After a few minutes, he returned to the front table.
Report of Directors: Keller – started to read a letter that he had written and was told that it was time for committee reports, not personal letters. He then continued and was told the same thing. He then continued and gave his resignation from the board effective immediately, he then got up from the table and left the building. Basteri – Veterans Day event is November 11 at 9 am, thank you again to everyone who has helped put the event together. Metcalf – Beautification committee still needs more people, waiting for quote from Peck's landscaping for area at corner at Brookridge Central Blvd and Brookridge Blvd. Introduction of current Unit Reps. Foster – ACC approved 11 or 12 applications. AVRC also met. RV compound – work is still being done, some of the landscaping trailers are being moved around to make more spots available.
Member Comments: Rosemary Basteri – Unit 4 – read a letter that she is very upset and appalled at the juvenile behavior of some people. The community needs unity. Mike McMahon – Unit 4 – concerned about many golf carts not being registered. Jackie McCabe – Unit 6 – thanked everyone who helped at the neighborhood garage sale. Gil Lanctot – Unit 4 – He was in the office, and someone treated Vivian badly. She has an important job and people need to calm down and relax. Vivian Blair – Unit 4 – She has a serious situation, why wasn't her request about getting a half vote for her half lot on the ballot. She was told it would be considered for next year. Val Stratton – Unit 3 – She feels all of the board is not getting copies for items that need to be addressed. She also asked why some property owners with 2 lots only received 1 ballot. GM Webster told her that we used Hernando County Property Appraisers list. Val Stratton asked if it is ok if someone can be on more than one committee? She was told yes. She then asked about the letter that was received on September 25 about pet control, will the board be getting a copy of that as well? Colleen Jablonski – Unit 2 – is concerned about flooding at her home on Fiat. The drainage is insufficient. President Foster told her that Public Works would go out to look at it. Gerri Craft – Unit 1 (via YouTube) – the way Thomas Freyman was treated is shameful and inappropriate. Ken Duncan – Unit 2 – asked GM Webster if we can remove Director Stratton's statements/comments from You-tube, it violates ADA, health, and welfare. GM Webster told him she doesn't think You-tube can be changed, but the minutes will be more sensitive. Ron Ross – Unit 6 – Golf carts do need to be registered; it is a violation of our governing documents if they aren't. Ron is still looking for someone to assume leadership of F.I.S.H. Caroline Hyde – Unit 3 – are all volunteers going to be questioned, will they have to pass physicals? No one here is 100% healthy. The S.O.P.'s are a guideline. Gerri Craft – Unit 1 (via You Tube) – are the health questions violations of H.I.P.A.A. laws? Thomas Freyman – Unit 2 – Questioned Secretary Stratton on her health, she has a sinus infection which is an airborne illness, as a member of the health advisory committee he feels she should not be at the meeting. Her response was to cough into the microphone. Motion by Metcalf, seconded by Foster to adjourn, vote taken (6-0)

Motion by Secretary Stratton to approve Helping Hands Pancake Breakfast on Sunday, February 13, 2022 from 7:30 to 11:30 am at the Clubhouse for Brookridge residents and outside guests. Set up will begin at 6 am, so arrangement of Facilities staff is needed so no overtime occurs. Seconded by Metcalf. All in favor (6-0). Letter from David Fagan – Men's Club Yard Sale – Motion by Secretary Stratton to approve the Men's Club Yard Sale on Saturday, January 15, 2022 in the Clubhouse West parking lot, for residents and outside guests, from 9:00 am to 1:00 pm. Set up at 8:00 am. Seconded by R. Stratton. Jim Choinski – President of Men's Club came to the podium and lengthy discussion followed. Vote taken – all in favor (6-0).
President's Report: Foster – Update on the roof – Facilities Manager Vince Pizzo explained about the gutter system and various items pertaining to the roof. He is working with MaintenX – the roof contractor. President Foster then called Steve Pasono from Unit 2 to the podium – he is Chairperson of the Brookridge Advisory Committee. Steve reported on the meeting with Ernie Lane from Hernando County Public Works Traffic Division. He reported that Brookridge could have a free inspection done regarding the roads and signage.
General Managers Report: Webster – The school gate is being locked and unlocked only when necessary in coordination with the school schedule. Thank you to Mary Sweeney, Paul Campbell, and Hope Campbell for all of their help on the budget voting.
Treasurers Report: Hoose – report was not read since everyone was anxious to hear the budget vote outcome.

PROPOSED AMENDMENTS TO THE AMENDED AND RESTATED BYLAWS OF BROOKRIDGE COMMUNITY PROPERTY OWNERS, INC. Additions indicated by underlining. Deletions indicated by striking through.
I. Article V, Section 2 of the Amended and Restated Bylaws of Brookridge Community Property Owners, Inc. Is amended to read as follow:
Section 2. All Directors must reside year-round in Brookridge and be a BCPO Member. Co-owners of a Lot or persons residing on the same Lot may not serve as members of the BCPO Board of Directors at the same time.
Vote was 900 YES, 251 NO – Amendment passed II. Article VII, Section 3 of the Amended and Restated Bylaws of Brookridge Community Property Owners, Inc. is amended to read as follows:
Section 3. The President shall be charged with responsibility of all BCPO affairs, acting as the Chief Executive Officer President of a homeowners' association pursuant to Chapter 720 of the Florida Statutes and the Governing Documents of Brookridge in connection with the affairs of the BCPO. Further, the President shall: within fifteen (15) days after the Annual Meeting, define the duties of the directors; and Preside at all meetings, call meetings when deemed appropriate, or upon written request of a majority of the Board.

III. Article IX, Section 1 of the Amended and Restated Bylaws of Brookridge Community Property Owners, Inc. is amended to read as follows:
Section 1. Board shall appoint a Chairperson and Nominating Committee of not less than three or more than five Members by December 1st the first meeting of the BCPO Board of Directors held in October of each year to nominate candidates for election to the Board and Unit Representatives.

2021 Annual Audit: Motion by Hoose, seconded by V. Stratton to approve Bashor & Legendre LLP to perform the 2021 annual financial audit and tax return preparation. Discussion followed. Vote taken, all in favor, (6-0).
Past Due Account Suspensions: Treasurer Hoose read the following: “List of accounts that are more than 90 days past due. Motion by Hoose, seconded by V. Stratton to approve the listed accounts that are past due more than 90 days. Suspension of privileges will be imposed 7 days after board’s decision (November 24, 2021) and will continue until the accounts are made current in accordance with Florida Statue 720.305. All in favor (6-0).
Amendments to Rules & Regulations: Motion by Foster, seconded by V. Stratton to approve changes to Rules and Regulations Article 1 – Section 22: Habitual Offenders: Any third Notice of Violation, except speeding violations, against any person or property within a 12-month period will be classified as excessive. And shall be presented to the Appeals/Violations Review Committee for review and possible action. Fines and penalties in. A fine of $100.00 and 60-day suspension of privileges in addition to those applicable to the aforementioned violations may be imposed. (Strikethrough to show wording being deleted). Vote taken, all in favor (6-0)

Vivian Blair – Unit 4 – She has a serious situation, why wasn't her request about getting a half vote for her half lot on the ballot. She was told it would be considered for next year. Val Stratton – Unit 3 – She feels all of the board is not getting copies for items that need to be addressed. She also asked why some property owners with 2 lots only received 1 ballot. GM Webster told her that we used Hernando County Property Appraisers list. Val Stratton asked if it is ok if someone can be on more than one committee? She was told yes. She then asked about the letter that was received on September 25 about pet control, will the board be getting a copy of that as well? Colleen Jablonski – Unit 2 – is concerned about flooding at her home on Fiat. The drainage is insufficient. President Foster told her that Public Works would go out to look at it. Gerri Craft – Unit 1 (via YouTube) – the way Thomas Freyman was treated is shameful and inappropriate. Ken Duncan – Unit 2 – asked GM Webster if we can remove Director Stratton's statements/comments from You-tube, it violates ADA, health, and welfare. GM Webster told him she doesn't think You-tube can be changed, but the minutes will be more sensitive. Ron Ross – Unit 6 – Golf carts do need to be registered; it is a violation of our governing documents if they aren't. Ron is still looking for someone to assume leadership of F.I.S.H. Caroline Hyde – Unit 3 – are all volunteers going to be questioned, will they have to pass physicals? No one here is 100% healthy. The S.O.P.'s are a guideline. Gerri Craft – Unit 1 (via You Tube) – are the health questions violations of H.I.P.A.A. laws? Thomas Freyman – Unit 2 – Questioned Secretary Stratton on her health, she has a sinus infection which is an airborne illness, as a member of the health advisory committee he feels she should not be at the meeting. Her response was to cough into the microphone.
