It is a real honour to represent the coatings industry as your President and already I have reached the halfway point having taken over the baton from Guy’s excellent tenure, last May. I have really enjoyed spending time with Tom and the team behind the scenes on working through how to best lead our sector on some very important new strategic enterprises.

In the Q4 of 2023 we reached two major milestones – the launch of BCF’s Net Zero Roadmap in November, and the new Essential Coatings Campaign, launched in the Houses of Parliament in December. The BCF team deserves recognition for both of these achievements – David Park for his work on Essential Coatings highlighting the transformative and essential contributions coatings provide to both society and the UK economy, and Patricia DuranyFernandez, Amy White and Callum Plummer for the Net Zero Roadmap. I was thrilled to hear in February that BCF had won the 2024 Trade Association Publication of the Year Award for the Net Zero Roadmap – congratulations to the team!

In Q1 of 2024 we launched BCF’s Equity, Diversity and Inclusion Charter. My personal thanks to the ED&I committee for their determination and efforts to drive change in this space. It’s common sense that having the most diverse and inclusive workforce possible will drive better decision-making and growth and additionally, it is becoming a requirement from our customers and stakeholders that we can demonstrate this. Over 30 BCF members are the founder signatories of the Charter, and I am proud to have put my company, Dacrylate Paints, on that list. This is only the start of the journey, and I know BCF will be looking to members to contribute to the baseline survey later this year so we can report on progress in future years.

BCF have initiated an additional strategic project - Careers in Coatings. Partnering with Cogent Skills, the team have created a new Coatings Early Careers Group, now Coatings NextGen Council, to help plan out and steer how BCF can best engage with universities around the UK, to help ensure we can attract the best talent to the sector. We will see this work rolled out in 2025, utilising our growing band of Coatings Ambassadors to help spread the word. If you haven’t got a Coatings Ambassador within your company, I would highly recommend attending the BCF training course. There are now more than 50 ambassadors trained, but we need many more to realise our aspirations and stated goals,

ensuring we provide enrichment of the curriculum with a link through to the world of work to achieve a steady flow of highly quality diverse candidates into our sector for decades to come.

Influencing regulation is clearly at the core of the BCF team’s work – I will leave it for Tom to update on this, but I know the regulatory, sustainability and public affairs teams are effectively delivering for members, both strategically but also practically, in supporting members with queries and applications vital to the running of their businesses.

Looking ahead, the imperative sustainability challenge is to tackle the issue of leftover decorative paint, currently landfilled or incinerated (or at least 98% of it is!). I chaired a meeting of the six decorative paint companies on BCF’s board in January, which concluded that, given the Net Zero commitments of both BCF members and our downstream customers, we have to move forward and make PaintCare a reality and I thank them for their visionary positions. A Board of Directors meeting was held in March, which agreed to seed fund the formation of PaintCare Limited, and to hire two full-time staff to develop a detailed launch plan by the end of 2024. This work will include engaging with the supply chain and wider stakeholders to ensure the leftover paint collection and processing model is fit for purpose in terms of the wider environmental outcomes, but also resolve issues around practicality and affordability. PaintCare will have a dedicated Board of Directors, who will be recommending to the main BCF Board how we move ahead with PaintCare into 2025.

I want to recognise our fantastic Chief Executive, Tom Bowtell, who, together with Steve Snaith, has done an exceptional job to get us to this point with PaintCare, and I’m looking forward to working with them over the rest of 2024 and into 2025 to make PaintCare a reality.

The next year will be testing with both geopolitical and economic uncertainty persisting, combined with a general election and how that impacts commercial activities. The one constant of which we can be assured is the fortitude of the BCF team to support us all in shifting times and to drive advances with our own agenda.

Writing this midway through 2024, I would say there are mixed feelings on the current state of the industry. Some things are certainly better than they were (some softening on raw material prices and improved availability, much lower inflation levels) but many indicators such as consumer confidence are still close to all-time lows, and demand remains subdued across all BCF sectors, much as it is in the wider economy.

Within the BCF, whilst helping members day to day with issues and queries around legislation and regulation, we are also looking ahead and trying to influence the shape of future chemical regulations policy. I have to say I’m thrilled with how the new regulatory and public affairs team has come together. Ciara, Kathryn and Kerry on regulations, Patricia on sustainability and David on public affairs are all working together to help support BCF members through some very challenging times. As the UK starts to shape its post EU exit regulation, they are here to help guide members through this period of change, but we also have to proactively lobby for the sector to ensure that the UK remains an attractive place for the manufacturing of formulated products like coatings and printing inks.

I was lucky enough to have been one of only two trade association CEOs to join a chemicals round table with Kemi Baddenoch, Secretary of State for Business and Trade, at the end of March. Her department, DBT, have been supportive of a more pragmatic and less bureaucratic approach to future UK chemical regulations. We managed to get our points across that we can both protect the environment and manage chemicals safely without duplicating the work the EU has already done on chemicals registration (the R in REACH). The area where we expect critical and sovereign decisions to be made are around the evaluation, authorisation and restriction of chemicals of concern – something Defra and the Health and Safety Executive will still be able to do in a simplified model. We’ve been pushing for change for several years (something I called a Plan C in my report last year), and I do hope the future of UK REACH will be clearer by the end of 2024, and that our members can have more confidence that at least this area of regulatory concern has been removed, and that members can be more comfortable to start re-investing in UK manufacturing again.

I must also recognise our membership, marketing and back-office administration team, who are all contributing to the outstanding levels of membership satisfaction. We’ve had a few team changes recently, with Joanne Jones and Darren Butler joining the Coventry team, where Lorraine and Belle continue to quietly but very efficiently and effectively support our members. We’ve had Callum Plummer do a great job on

maternity cover for Sophie, and Amy was rightly promoted to Marketing Manager earlier in 2024. Ali Brown continues to be very proactive in supporting and growing our membership.

Having previously won Trade Association of the Year back-to-back in 2017 and 2018, I was so thrilled that we did it again in 2023! With the launch of our Net Zero Roadmap and Essential Coatings campaign, and the development of our Equity, Diversity and Inclusion work, I am proud of what BCF did to support members, and proactively lead on some very significant issues for the industry.

I’m so lucky to lead such a self-motivated, dedicated and talented team here at BCF, and I’m really looking forward to the challenges ahead, particularly the exciting news we are moving ahead with PaintCare as a separate entity, with its own staff, with the anticipation we are moving closer to making our paint recycling scheme a reality – but the devil will be in the detail! Welcome to Michael Pye to the BCF, who joined as PaintCare Project Manager in April. I’m also excited to see the rollout of our ED&I Charter, and the development of our new careers outreach strategy, through our new Early Careers Group.

We are your trade association, and only exist to serve you, our members. I do really appreciate the positive feedback from members – it really motivates all of us at BCF, but do also tell us how we can serve you better – there is always more we can do.

CAMPAIGNS AND INFLUENCING

December saw the launch of the BCF’s ‘Essential Coatings’ campaign. Aimed in particular at political stakeholders, policy-makers, and decision-makers, the report and accompanying campaign collateral sets out to explain just how important the coatings sector is to the UK economy and to society as a whole. The more of these important stakeholders who know about our sector and its products, the easier it should be to help us lobby on more specific issues when the need arises.

The key points we want to get across are that coatings are:

• Essential - coatings are everywhere, in and on everything and critical to the functioning of daily life.

• Liveable - coatings protect, enrich and enhance the beauty of the world around us, and enable communication and self-expression.

• Sustainable - coatings play an essential role in the transition to a sustainable future: prolonging the life of goods, vehicles and infrastructure; protecting and enabling renewable energy sources such as wind turbines and solar panels; and helping improve fuel efficiency.

• Valuable - the sector is one of the country’s manufacturing success stories: a net exporter, a generator of jobs and an integral contributor to the UK economy.

Given our target audience, the report was launched at a reception held in the House of Commons. The guest list included stakeholders from across Government Departments, trade associations we work closely with, MPs and Peers and, of course, BCF members. The then Minister for Industry, Nasrut Ghani MP, recorded a message of support for the occasion too, showing how we are increasingly recognised within Government as a voice for not just our sector but the wider manufacturing base in the UK.

The plan is now to continue to utilise the report and its messaging – developed with specialist communications agency, Hanover – at various junctures throughout the next couple of years. We took the campaign online in February and March, working with members to promote the messages on social media: by working together in co-ordination we boost the reach and visibility of our arguments. There will be more of this to come over the course of the year.

Alongside the report launch and increase in communications is a deliberate

ramping up of the number of meetings we hold with MPs. Through direct contact, and via membership of various Westminster-based groups, BCF is now attending more roundtables, events, and 1-1 meetings with MPs than at any time in at least the past 5 years. With a General Election on the horizon we want to make the most of the remaining chances in this Parliament to meet MPs and candidates, especially those who could play a bigger role after the election. Of course, we also want to try and influence the development of Party manifestos. And, once the election is over, regardless of which Party forms the next Government, it looks certain there will be a huge turnover of MPs, so we will need to get in front of as many of them as possible to make our pitch, explaining who we are and what we want in order for the coatings sector to continue to flourish in the UK.

Can we see positive benefits from this increased activity? The signs are there that we are being taken more seriously as time goes on. In April, Tom Bowtell was part of a small delegation to meet with the Business Secretary – Kemi Badenoch MP – to discuss issues of concern to the UK chemicals sector. Highlighted were the need for clarity and certainty on UK REACH and other regulatory issues; the importance of supply chain simplicity and security; the need for support to help members with the move to Net Zero; and how the UK can bring Green Hydrogen technology online as soon as possible to help decarbonise the domestic energy supply. BCF was there very much representing the downstream users and formulators of chemicals. It was important for us to be there to make this case alongside chemicals companies and trade associations.

The BCF has launched a new online guide to help consumers better understand the environmental credentials of the paint they buy and to avoid being misled by unsubstantiated green claims.

In an ever more competitive marketplace, the BCF is concerned that some misleading or overthe-top green marketing claims are being made to make products stand out. Its new online guide, Demystifying ‘Eco’ Paints, aims to inform and protect consumers and also help create a level playing field for the industry by debunking and fact-checking spurious assertions.

The resource aims to help consumers make informed choices and provide practical information on the fundamentals of decorative paints, including what paints are made of, whether it is recyclable, whether it contains plastic, and whether it is a sustainable product. It also addresses whether companies can truly claim paint products are ‘eco’, ‘VOC-free’, ‘natural’ or ‘non-toxic’.

Addressing the vague term of ‘eco’ used by some paint companies, the guide makes clear that it is important for companies making these kinds of statements about their products to be precise about what they mean by this. It explains that most decorative paints are water-based and will therefore have very high sustainability credentials. When green claims are made about a product it is important that they are backed up by evidence, the guide explains.

Tom Bowtell, Chief Executive of the BCF, said: “We are pleased to announce the launch of our Demystifying ‘Eco’ Paints resource. We are sadly seeing an increased number of unsubstantiated ‘green’ claims about paint that are likely to mislead environmentally-conscious consumers. So, it is important that facts are made available for people about to buy paint, especially ahead of DIY spikes like over Bank Holiday weekends.

“It is important to remember that terms like ‘eco’, ‘natural’ and ‘non-toxic’ don’t mean anything on their own and need to be supported by evidence. Our guide aims to both protect consumer interests and create a level playing field for the industry

around a topic that is not always easy to fact check. I would encourage interested consumers to read our dedicated web resource over the coming days.”

The launch of the Demystifying Eco Paints guide follows the success of the BCF’s Green Claims Guide, launched in March 2022.

What is an ‘eco’ paint?

‘Eco’ is quite a vague term; it is important for companies making these kinds of statements about their products to be precise about what they mean by this. Most decorative paints are water-based and safe to use, so it could be argued that pretty much any water-based decorative paint is an ‘eco’ paint. When green claims are made about a product it is important that they are backed up by evidence. To support this, the paint industry has developed a Green Claims Guide to help companies make these types of claims in a responsible way and to allow customers to make informed decisions.

Trade bodies collaborate in industry effort to help consumers be more sustainable

The BCF and the Painting and Decorating Association (PDA) have collaborated to produce a new video which will help consumers save time, money and resources when painting.

Many DIYers are wasting paint, water and time by unnecessarily cleaning brushes and rollers before the end of a project. As well as tips on how to store paint brushes and rollers overnight, the video explains how to recover paint from painting tools before washing them.

The new video was filmed with PDA member Bagnalls, a leading UK painting and decorating contractor, and produced in-house by BCF. The decorating tools used in the video were kindly donated by Purdy.

By following the guidance, the key savings identified in the video are:

Recovering up to 75% of paint lost by cleaning paint brushes and rollers correctly after use

Spending four times less time cleaning painting tools

Using 10 litres less water

BCF Equity, Diversity and Inclusion Charter

On 8th April 2024, BCF announced the launch of the UK Coatings industry’s first ED&I Charter, a public commitment that recognises and celebrates companies in our sector who are committed to working towards a more balanced, fair and high-performing sector.

Through the work of BCF’s Equity, Diversity, and Inclusion (ED&I) Committee and following the Board of Director’s commitment to championing ED&I principles throughout the industry, BCF are delighted to share the next stage in the journey to a more balanced, fair and highperforming sector.

Signatory companies recognise that an inclusive workforce is good for business. It brings diversity of thought, innovation, and a positive workforce culture as well as improved customer relationships. Diversity and inclusion are also increasingly important to coatings industry customers, stakeholders and investors.

Throughout 2024, BCF will provide a plan of how it will support members on their ED&I journeys, providing resources and training to help those at the beginning to get started. BCF will also be conducting a baseline survey of signatory companies in order to measure progress in the coming years.

INDUSTRY PERFORMANCE

Market summary

It was another difficult year for our industry in 2023 with all main sectors on which we have data showing lower sales. More recently there are now better signs coming through in the early months of 2024 for the decorative market but it was another tough year for sales of industrial coatings, printing inks and wallcoverings.

For decorative paints, the market remained fragile in 2023 with litreage down 1% but with encouraging signs of recovery in Q1 2024 with sales edging up 2%.

On the industrial coatings front, conditions remained challenging with 2023 seeing a further deterioration as weak economic growth pushed sales down by 6% and with no improvement being seen in Q1 2024.

For printing inks, sales in 2023 fell 11% on top of an 8.5% fall in 2022.

Wallcoverings sales rollage declined 14% in 2023 although the value of sales was only 4% lower in a very slow consumer and housing market.

Decorative

For decorative paints, big falls in 2021 and 2022 hit the sector hard but with 2023 and early 2024 showing the market appearing to turn the corner. Although 2023 was down 1%, sales in the first 3 months of 2024 have seen an uplift of 2%. For March, retail was the busiest month in volume terms since April 2021 with better outcomes in January and February helping sales for Q1 2024 to a 13% improvement on this time a year ago.

The bad news was that the trade sector continued to deteriorate but with improving sentiment for housing construction forecast for later in 2024 and beyond the outlook is looking more encouraging. In the hard hit woodcare market, sales volume fell 8% in 2023 but with Q1 2024 seeing just a 2% fall on this time a year ago.

Industrial coatings

For industrial coatings, sharp falls were seen in all sectors covered by BCF’s statistics with the bellwether market of all other industrial coatings down 5% in 2023 and with high performance coatings and marine being even more badly affected. No improvement has yet been seen in Q1 2024 (except for marine) but in terms of the pattern of results since the first half of 2023 there have been some signs of better results from July 2023 onwards. Some growth was seen in January and February but March was extremely poor.

There were better signs in the export market for industrial coatings with Q1 2024 up 2% compared with a fall of 9% for 2023 as a whole.

Printing inks

For printing inks, the continued decline in publication inks again hit the sector hard while weak economic growth and pressure on consumer finances amongst other factors, meant it was a bad year for sales of packaging inks. Publication was down 16% in 2023 with packaging inks 7% lower.

Wallcoverings

Sales continued to fall in 2023 with rollage down 14% but with the latter part of the year seeing a much slower rate of decline than in the two previous years.

Raw material prices

There was better news on raw material prices from the second half of 2023 onwards as price increases began to slow down rapidly but it will take many more falls to dent the impact of the large increases seen from 2021 onwards. ONS data for the first 2 months of 2024 shows the Producer Prices Index for our sector of paints and printing inks to be down 8% on a year earlier indicating the first decrease since a 2% fall back in 2020.

Lower prices were reported in several areas including solvents, some resins & related materials, and extenders but with higher prices still coming through for certain pigments and containers. For example, the average price per tonnes of acetone fell 13% in February 2024 with titanium dioxide down 18%.

Services available to BCF members

During 2023 BCF continued to operate a range of business statistical services helping to keep member companies up to date on current market changes and longer-term trends.

Current services include regular monthly and quarterly sales statistics for all the main sectors of the Federation covering paint and coatings manufacture, printing inks and wallcoverings. In addition, there are more specialist market surveys for certain market groups, such as for woodcare and vehicle refinish.

We also produce a monthly raw material purchase prices survey for paint manufacturers as well as our long-standing Annual Performance Assessment looking at industry profitability, costs and employee productivity, etc.

Through our European sister organisations CEPE and EuPIA, member companies in the paint and ink sectors can have Europe wide access to market statistics on powder coatings, can coatings and printing inks.

On the environmental and sustainability front we have the annual Coatings Care Indicators of Performance Report which tracks a range of key indicators on such issues as safety, energy consumption, waste and recycling, etc. This report provides evidence of our commitment to being a responsible and sustainable industry.

The current BCF roadmap enters its final year, with most indicators showing continued positive progress. The Roadmap is designed to ensure we are focused on the needs of members and the sector, establish the general parameters within which the BCF team works, and sets out KPIs for us to measure success against.

The area which has not seen enough movement is on improving recycling rates for leftover decorative paint, which remain close to just 2%. The BCF board has recognised this, and with the hire of two full time staff in 2024, a plan is being created this year to get the industry on track for the ambitious 2030 target of recycling 75% of the leftover paint that gets collected. The new 2025-2028 Roadmap will focus heavily on PaintCare, which will be a very significant sustainability initiative for our sector.

We are pleased to see membership satisfaction remains high and we continue to see excellent membership retention rates, and this has contributed to an excellent financial position which now well exceeds that set out in the Roadmap. The target for financial reserves for the Federation in the 2020-2025 Roadmap was to grow from £1 million to £1.75 million reserves. At the end of 2023, with one year remaining in the Roadmap time horizon, the reserves figure achieved is already £2.3 million. This improved financial position enables us to invest in new activities and resources which will allow us to support and champion our members, and the coatings sector more widely, even more effectively over the coming years.

The Essential Coatings Campaign, which was launched in December 2023, has helped give us a springboard to further grow our political engagement with policy makers, wider stakeholders and most importantly the new crop of MPs expected after the General Election, expected in late 2024 or January 2025 at the very latest.

The BCF Board will now be looking to develop a new Strategic Roadmap for the next five years, building on the successes of the past, to make sure we keep delivering on members’ priorities.

Ensuring that members receive valuable support continues to be the top priority for the membership team. Recruitment targets have focused on Associate members – those companies who provide crucial raw materials, products and services to the industry. This is because Full membership growth has slowed in recent years as it reaches near saturation point with over 95% of the manufacturing sector in membership.

Good management of resources and growing membership means we now have the assets to invest more to better support members across a range of key issues in future. In particular, the Board has now got the financial headroom to invest in the startup of PaintCare Limited, to help achieve our paint recycling ambitions. The BCF Board decision to part company with The Association for Specialist Fire Protection (ASFP) in mid2023, to make time and space for PaintCare, has impacted turnover and surplus, but income from interest on investments (£81k) helped create a slight increase in total income. The annual surplus was lower than the record year in 2022 (£419k) but still a very healthy £262k was added to the BCF reserves, taking total reserves to £2.3m.

Staff development

There have been some changes within the BCF main office team, with Nadine Saxon and Jo O’Neill, both of whom many of you will have been familiar with, moving to pastures new - we wish them well in the future. We welcome new Office Manager and EA to CEO Joanne Jones, who has been thrown in at the deep end since joining in October 2023 through a really busy but successful period. We have also more recently appointed Darren Butler, to replace Jo O’Neill, and he has fitted in very well with Belle and Lorraine in the back office team. Under Ali Brown’s guidance, BCF continues to deliver outstanding levels of support to our members and wider stakeholders, and the announcement of her retirement at the end of September 2024 after 27 years will be a huge loss to the Federation. The back office team of Jo, Lorraine, Belle and Darren are often the unsung heroes of our organisation, who do a huge amount of work behind the scenes.

BCF’s Regulatory and Public Affairs team continues to deliver for our members, supporting them on navigating the significant regulatory and legislative challenges faced by the industry. The benefit of having a dedicated resource for Sustainability was validated with the launch of the UK coatings industry’s first Net Zero Roadmap, delivered by Patricia Durany-Fernandez just six months after joining us. At the end of 2023 we launched the excellent Essential Coatings report and campaign at a Parliamentary Reception held at the House of Commons, and continued to grow our engagement with MPs thanks to our Public Affairs Manager, David Park.

Our three Regulatory Affairs Managers, Ciara Dempsey, Kathryn Tearle and Kerry McLoughlin complement each other perfectly and are providing outstanding levels of support for our membership in what is a very complicated regulatory world right now.

As ever, BCF continues to promote and support the personal development of the team. In December 2023, BCF’s Senior Marketing & Design Executive Amy White was promoted to

Marketing Manager, having excelled in her first few years at BCF – which was also recognised by her winning the Trade Association Forum Rising Star Award earlier in 2023. As part of her personal development, Amy will be completing a Future Leaders programme in 2024. Also in the BCF marketing team, Marketing Executive Sophie Dunham went on maternity leave following the birth of her daughter. In her absence, we were joined by Callum Plummer, a Photography student at Coventry University, who has acted as Sophie’s maternity cover during his industry placement year in his studies. Callum has done an excellent job in supporting Amy in BCF’s marketing activities as well as getting involved to help the whole BCF team, particularly on events. We’d like to recognise Callum for his support throughout the last 12 months and we will be welcoming Sophie back from maternity leave later in 2024.

Outside of the main BCF team, we are delighted to have appointed the first of PaintCare’s dedicated staff members in 2024. In April, Michael Pye joined the team as PaintCare’s Project Manager, with the brief to create a detailed implementation plan for PaintCare by the end of 2024. We also plan to hire a PaintCare Administrator who will work together with Michael on the development of PaintCare Limited as a separate entity.

There are also changes to the consultants who work with BCF. In 2023 we bade farewell to Ali Henshaw on Wallcoverings, and also Wayne Smith and James Highcock, who all helped us through the transition to the new in-house Regulatory Affairs Team. Steve Snaith continues to provide fantastic support on our PaintCare programme, and will be working with Michael Pye on the PaintCare implementation plan. Whittle Industry data deliver a wide range of excellent statistics programmes for members. John Dixon plans to retire in mid-2024 and will be handing over to his team Paul Goldsmith and Ben Pestell, who we wish well in this new chapter of the company that has done such a good job for the industry over so many years.

In September 2024, after 27 years of tireless, dedicated service to BCF and to the industry, Head of Membership Ali Brown will be taking her retirement.

In October 1996 and with a six month old daughter Sam, I started working two days a week at the BCF in Leatherhead on a job share basis as PA to the then Chief Executive Moira McMillan. As the youngest member of a friendly team, I enjoyed an introduction to the world of paints, coatings, printing inks and wallcoverings. I also supported Celia Poupart who was the Company Secretary and events lead. Four years on, I’d had another daughter Emma and increased to working school hours three days a week, taking on some of Celia’s work on her retirement which included the Secretariat for the then Wallcoverings Manufacturing Association (now part of the BCF as the Wallcoverings Sector Council) and events. All of our meetings were held in hotels, all of our communications were hand-written or dictated, typed up, printed and posted out manually by the admin team (this is sounding like the dark ages).

Our office layout at James House didn’t lend itself that well to working as a team. Tony Mash took over from Moira as Chief Executive in 2010 and immediately moved us around the corner to new, modern offices and we became somewhat more commercially aware (I remember the cost for the production of our Annual Handbook in the late 1990s was £6,000 – with new advertising income we now have an annual income of over £30,000 – the kind of profit which is channelled in to member-led projects. I remember REACH being raised at meetings around that time as a future piece of challenging regulation (and that was without the complications of Brexit!).

I had moved to a membership role by this stage and this is where my passion for anything “membership” started. I was heavily involved in the launch of our member awards programme in 2010 and have been delighted to see how it’s grown, and that it’s now a highlight on our annual calendar. Until I handed over the events projects to the marketing team in 2018, the Annual Conference and Awards took over my life leading up to May and November each year, and I loved every minute (can I apologise for my control freakery?) and the opportunity for all of the BCF team to meet our members face to face.

Tom Bowtell took over from Tony in 2012 and as we all know, has grown and expanded the role of the BCF on behalf of the industry. His energy and enthusiasm to do everything humanly possible to help with the challenges faced by the industry was and is contagious. As a result of this new found energy and clarity of direction, all of us at the BCF are hugely proud of the fact that over the last decade we have moved to our own offices in Coventry (no more hotel bookings for meetings), won Membership, Marketing and Lobbying awards, Trade Association of the Year three times, and provided guidance

and advice to other Associations. We’ve gone from under 90 members in 1996 to 260 today, and I know the BCF will continue to go from strength to strength.

Looking back over my 27 years, I’m forever grateful that the BCF were sufficiently forward thinking to enable me to build up my role, while at the same time look after a young family. When I look back on where we were when I started (and I promise permed hair was a thing in those days) to where we are now, it’s like chalk and cheese (or matt and gloss) - the BCF is simply unrecognisable. I’m looking forward to introducing members to my successor but in the meantime, while I’m going to enjoy the next chapter in my life (spending more time with my husband Chris in our new home in the New Forest, playing more tennis and enjoying walks) I’ll always have more than half an eye on the BCF and this fabulous industry. I’m going to miss you all!

Coatings Care

The BCF Coatings Care environmental programme demonstrates that the UK coatings industry cares about the health and welfare of employees, the safe operation of processes, and is actively working to reduce its impact on the environment.

It is a voluntary programme which provides an opportunity for members to benchmark their environmental performance against 45 KPIs, and has over 30 UK coatings and printing ink manufacturing sites taking part.

Here’s how our members made their mark.

Energy use decreased by 6% from 2021.

We have been tracking the environmental performance of BCF members manufacturing sites for more than 20 years via the Coatings Care programme and, over that time, have recorded significant improvements in production efficiency and waste and energy reductions.

67% of production waste is now recycled, compared with just 17% in 1996 - a four-fold increase.

Coatings Care Awards

The industry is working continuously to reduce waste, improve recycling and eliminate accidents. Coatings Care ensures that this is encouraged, recognised and awarded. Two Coatings Care awards are presented to BCF member sites each year.

47% of sites reporting zero landfill waste - a record high.

Accident rates are 75% below where they were 20 years ago.

PAINTCARE –LOOKING TO THE FUTURE

The last year has seen a busy period with some significant milestones being met which sets up an exciting next stage for the project as we move towards implementation.

Work in the last 12 months

Strategy

2023 saw the completion of the high-level strategy for PaintCare which was agreed upon by decorative company BCF Board members and then ratified by the BCF Board in March 2024. The Board agreed a governance model for PaintCare Ltd and agreed funding for the next phase of the project from BCF reserves subject to the details being finalised. Actions were agreed to take PaintCare forward.

This is a major milestone for the project, setting us on a trajectory for launch subject to the outcome of the detailed work proposed for 2024. At the PaintCare Board meeting in December 2024, a decision will be made on whether or not to move the project onto the implementation and launch phases.

HWRC collections

A PaintCare collection and processing trial has been completed with collections from consumers running on two HWRC sites in Dorset. The trial, run by W&S from June 2023 to March 2024, has now come to an end. The paint collected was sorted at W&S’ MRF in Poole and the water-based paint was remanufactured by Paint 360 in Birmingham. Valuable data on quantities, types and quality of material being collected together with efficiency of collection and sorting has been obtained as well as processing yields, together with learnings for improvement. This data has been used in our modelling work.

Processing of water-based leftover paint

Recognizing the shortage of capacity to remanufacture leftover paint in the UK in the short term, a range of routes used across the world has been evaluated and opportunities identified to start up the programme at scale in the UK. This shortage of leftover paint reprocessing capacity in the UK will mean that routes used to treat leftover paint at the launch of the programme may need to be very different to the final desired state. The PaintCare target to remanufacture 75% of leftover paint in the UK by 2030 remains unchanged.

A visit was made to see ECO DDS’s facility in France. ECO DDS is the scheme operator for paint takeback in France. Of interest is the use of a screw compactor to separate the liquid paint from the packaging (a process also being planned for use by PaintBack in Australia). The packaging is recycled and the paint is incinerated. PaintCare will look for alternative uses for the liquid paint ranging from dewatering to TiO2 recovery. ECO DDS also use a series of cameras to sort solvent based and water-based paint through label recognition.

Plastic packaging

Visits have been made to plastic packaging recycling facilities owned by Berry and IPL Global and there is capacity to recycle the plastic packaging collected through PaintCare. The challenges to address in the next phase of the PaintCare work are how to cost-effectively collect and clean the empty paint packs prior to reprocessing. We have obtained an informal agreement with DEFRA that any packaging that is collected via the PaintCare programme can be offset against brand owners’ Packaging EPR obligations.

6. Develop a specification for use with third-party companies to develop the logistics and cost of the national PaintCare scheme to include the collection of paint and packaging through the agreed routes, bulking and separation and reprocessing of water-based paint through the agreed routes.

7. Develop an implementation plan for the national launch of PaintCare

This work will be used to build worst, likely and best-case scenarios for cost and environmental impacts and a detailed plan for launch for the December 2024 PaintCare Board meeting.

Looking forward

Following the strategy review, there was unanimous agreement at the meeting that the next phase of work would need to delve much more into the details and develop an operational plan for launch before signing the project off for launch.

It was recognised that the current capacity within the BCF and its consultants was insufficient to deliver this and that there was a need for additional expertise. Michael Pye has now been employed by the BCF as a full-time PaintCare Project Manager to lead this next stage of the project.

The key tasks for this next stage are:

1. Set up PaintCare Limited as an active company and appoint a Board of Directors. This Board would become responsible for PaintCare governance, strategy, and all significant decisions relating to PaintCare.

2. Set up a PaintCare Implementation Team with representatives from decorative member companies to help the PaintCare project team deliver the project, utilising the wider expertise across the BCF membership.

3. Encourage stakeholder engagement at key points in the project – retailers/distributors, local /national government, waste companies, recyclers and remanufacturers.

4. Evaluate the logistics, operations and costs of other collection routes for leftover paint and empty packaging such as backhauling from paint distributor stores to central distribution centres with a target to reduce the overall collection costs of the scheme.

5. Evaluate and cost options for paint reprocessing to include expansion of manufacturing capacity, mechanical separation and recycling of packaging, and treatment of

For example, members can start calculating their carbon emissions and develop a carbon reduction plan for the first time, or they can refer to the sector’s waypoint targets towards Net Zero and compare with their internal targets to track progress. Small or large, the roadmap aims to support all BCF members and to strive for a more sustainable coatings industry.

The BCF Sustainability Committee played a fundamental role in the delivery of the BCF Net Zero Roadmap, and it continues to meet in-person once a year. The group will keep on growing and provide support to members towards Net Zero and other important sustainability topics.

So what’s next?

Our plan for 2024 is to promote the BCF Net Zero Roadmap and to support our members on their individual Net Zero journeys. The roadmap (and associated ‘Quick Start Guide’) ended up being a great document, and this was not just recognised by our members but also by other external organisations such as the CPA and Innovate UK. The BCF is extremely privileged to have delivered this important document for our industry, which received the TAF award ‘Publication of the Year 2024’ at the start of the year.

In the first quarter of 2024, we hosted a webinar on ‘Innovation funding for Net Zero Goals’ with one of our Associate members (Think Incentives), which explored the Government’s Industrial Energy Transformation Fund (IETF) programme in detail. We also did a webinar on Life Cycle Assessments (LCAs) with Tunley Environmental, which was very popular and extremely well-attended! Finally, colleagues from BASF recently delivered ‘Carbon Literacy’ training for our members, and this could form the basis for the BCF to develop an industry-specific Carbon Literacy course in the future.

As part of the BCF support to its members, our teams have started to complete a number of member visits to help those who are struggling to make progress and to explore scope 3 emissions reductions, and we will continue to do so throughout 2024.

Beyond the responsibilities and actions required of BCF members, there is also action required from Government if the sector – and the country as a whole – is to ever meet its obligations truly. To this end, our Public Affairs Manager will continue his lobbying work to ensure that at least some of the seven recommendations that are included at the end of the Net Zero Roadmap are heard of. As part of our engagement campaign with Government, the BCF launched its Essential Coatings report at the end of 2023 at a parliamentary reception held at the House of Commons. This report highlights how coatings are essential to consumers and industry alike, and how they play an essential role in the transition to a sustainable future.

The BCF will aim to publish an updated Net Zero Roadmap in 2025, and periodically thereafter, giving members updates on progress. The next edition of the roadmap could cover relevant emerging topics for our industry such as biodiversity and explore other areas in more detail, for example carbon

offsetting. As always, we will consider any suggestions from members that will help us shape the contents of the next Net Zero Roadmap for our sector.

Following on the successful ‘Road to Net Zero Seminar’ in 2023, and thanks to our members’ feedback, the BCF has started to organise another sustainability event to keep up with interesting topics for the industry as part of our Net Zero journey as a collective. We are currently seeking speakers across all sectors to cover the topics of scope 3 downstream emissions and low carbon hydrogen. The date and venue are still to be confirmed, but it is likely that we will be hosting the event locally in the Coventry area in the first quarter of 2025. We would welcome suggestions from our members for potential speakers or panellists, to help us shape another successful seminar for the industry.

Road to Net Zero: Scope 3 Emissions in UK Paints, Coatings and Printing inks

Following the success of BCF's first Road to net Zero Seminar in November 2023, BCF will be hosting another seminar in Q1 2025. Based on feedback from attendees of the 2023 seminar, BCF will be hosting Net Zero seminars annually to support the UK coatings and printing inks industry's journey to Net Zero by 2050, in line with the BCF Board of Directors' commitment to this target in October 2021. More information and details about this seminar will be released later in 2024.

One of BCF’s long-term goals is to reach the next generation of talent and find new ways to engage with them to introduce the coatings industry as an attractive career path after education. In recent years, we have introduced initiatives to work towards this goal, such as the creation of the Coatings Careers Hub which hosts an industry jobs board, a free BCF member benefit that lists over 200 jobs per year at a breadth of BCF member companies, and the Coatings Ambassadors programme, which you can read about below.

There is a growing need for new entrants to the sector with an impending skills gap beginning to be felt, and will continue to be amplified in the coming years. To address this, BCF has began to expand its careers support through various means, such as the production of new educational resources and the formation of a dedicated Early Careers group, who will act as the steering committee for our future careers initiatives. Later in 2024, we will be creating a new Careers Coordinator role within the BCF team, who will be able to focus our efforts in this area and engage with wider stakeholders and educators to raise our industry profile.

The British Coatings Federation has partnered with the Surface Coatings Group of the Royal Society of Chemistry and OCCA to to create a national network of ambassadors for the coatings industry.

Through the Coatings Ambassador programme, we will show the younger generation the many benefits of working in the coatings industry. The training, delivered by Cogent Skills, is designed to equip our ambassadors with the skills and materials to run their own sessions with local schools and universities.

Our goal is to create a national network of coatings industry volunteers to help explain to young people the contribution the coatings industry makes to the economy and society, as well as the many varied roles and opportunities within it.

Through our ambassador programme and the Coatings Careers Hub, the industry’s online forum with vacancies, career resources and social media outreach, we will encourage the next generation to see the world of opportunities in our industry.

As employees working within the coatings industry, whether as a scientist, or in key business departments such as HR, we need you to help us engage with those who are deciding their future careers.

Attracting and retaining the next generation of coatings industry talent is one of BCF’s main focus priorities, and to bolster our longstanding initiatives of the Coatings Careers Hub and Ambassador programme, in 2024 we teamed up with STEM skills leaders Cogent Skills to help us deliver a wider industry strategy.

We have recruited a group of early careers professionals (individuals under the age of 35 and in their first five years of their career in the sector) from across the UK coatings and printing inks industries to form our new Coatings NextGen Council (CNGC), who will lead the way to help us understand what we can do to attract people into coatings at the start of their professional journey.

The group met for the first time on 2nd April to set the group’s objectives over the coming year, and how we can measure the success of the strategy. Members also discussed how to tackle some of the barriers younger people might face and some of the perceptions of the industry which might be dissuading them from considering a career in coatings.

Cogent has a range of experience through a number of other similar initiatives which have promoted careers across the science sector – and the CNGC will benefit from best practice shared by stakeholders in other industries who are further along their careers outreach journey.

The CNGC is part of a wider effort by the BCF to attract and retain talent at all levels, to help ensure the industry has the workforce is needs to thrive in the coming years.

The future of the UK coatings industry will be one of our focus topics at the 2024 BCF Annual Conference, with a discussion panel on the topic taking place at the event, including participants from the CNGC. The panel session will open the discussion to delegates at the event and allow them to express their views on current challenges and perceptions of the sector.

The BCF have collaborated with the Royal Society of Chemistry Surface Coatings Interest Group and the University of Cambridge to produce a new educational video to showcase some of the interesting and unique properties of coatings in day-to-day life. LOBBYING

We looked earlier in this year’s handbook about the big picture ‘Essential Coatings’ campaign and how it has helped us engage more fulsomely with our political stakeholders. Ultimately, though, it is all about helping us achieve more lobbying wins on the specific regulatory and other issues that affect members’ businesses on a day-to-day basis: that is what matters and that is what we work towards.

The past year has seen good progress with UK REACH. At time of print we are still awaiting the publication of the Government’s proposed new Alternative Transitional Registration model (ATRm) for the registration of substances being used in the UK at the time of Brexit. It has taken a lot of work and a long time to get to this point but, from what we can see, the new proposals are likely to be a big improvement on what was being expected of businesses before. While the devil will be in the detail – and we do have some remaining concerns about new requirements for reporting use and exposure data in the workplace – we believe what is about to be consulted on will be more proportionate, costeffective, and still retain high standards of health and environmental safety.

While UK REACH has remained our number one priority, proposed new rules for Extended Producer Responsibility for packaging (EPRp) led to us spending a lot of time over the past year trying to get Defra to change direction. Ultimately, working alongside other

groups, we managed to secure a change to the regulations to broaden the scope of ‘waste’ which would have had to have been recorded as ‘household’. This would have led to many of our industrial coatings members having to pay an EPR fee in future. Moreover, after the regulations were amended, we continued to work with the Environment Agency to draw up more proportionate guidance. The resulting advice offers a more practical way of proceeding and, again, we hope this will mean that fewer members will be caught up in a fee system which was only ever meant to target ‘household waste’, not business or trade waste. We shall be monitoring how this is actually implemented over the course of the next year and stand ready to intervene further if required.

We also heard this year that Annex VIII of CLP has now finally been officially removed from the UK statute books, after being ‘accidentally’ carried over when we left the EU. This had created some confusion but BCF and other trade associations worked with Defra, the HSE and Department of Health, to, firstly, finesse the situation and then finally get the required law change.

At the European level, BCF acted as an intervener in the Titanium Dioxide case at the EU Court.

We were delighted at the win, although France has appealed the decision. We continue to engage fully in this process, not just because this TiO2 case is quite clearly wrong, but because it may have implications for other substances being wrongly classified in future unless we draw a line here.

Looking at the bigger picture, we have set out a number of asks of current and future governments in a short manifesto, which accompanied our ‘Essential Coatings’ report. These asks revolve around:

1. Clarity, certainty, and consistency on chemical regulations in the UK post-Brexit;

2. An holistic industrial strategy to support manufacturing;

3. Support for businesses making the transition to a more sustainable UK;

4. A long-term focus on skills and training;

5. And improving post-Brexit trade, both with the EU and globally.

These will be the ‘big picture’ asks we will be making of Ministers, MPs and candidates over the coming months. However, there will, no doubt, be other more niche issues that crop up over the coming months so if you identify problem areas that will impact your business or the sector more widely, please get in touch and we will see if we can help.

World Coatings Council re-elects Tom Bowtell for second term as President and recognises outstanding contributions of Andy Doyle

At the World Coatings Council’s annual meeting in March 2024, Tom Bowtell, Chief Executive of the British Coatings Federation, was re-elected as President for a second two-year term of office. The event was hosted by the China National Coatings Industry Association (CNCIA) in Shanghai, China.

The Council, which provides a forum for exchange and cooperation on major issues and priorities facing the industry, has established itself as a global voice with the United Nations, Governments and NGOs for over 30 years.

Tom Bowtell said of his re-election: “The World Coatings Council plays an important role to represent the global coatings industry to help create a successful and sustainable future for the sector. We will continue to lead on the themes of sustainability and essentiality in our work in the coming years. I’m incredibly honoured to have the trust of my industry colleagues from across the world to serve a second term as President on behalf of the global coatings industry”.

The meeting also re-elected Monica Alcala-Saavedra of the Mexican Paint and Printing Ink Manufacturers’ Association as Vice President of the Council.

This year’s event was also the last for Andy Doyle, former President and founder of the World Coatings Council in 1992, who is retiring from the American Coatings Association later this year. Andy was recognised for his significant contributions to the global coatings industry with gifts and speeches from his World Coatings Council colleagues.

Commenting on Andy’s contribution, Tom Bowtell said: “Andy was the driving force behind setting up the World Coatings Council over thirty years ago, with founder members Japan, Europe and the USA. It is through his ability to bring people together, and to create an environment of trust and cooperation that has led to the World Coatings Council becoming such a vibrant, proactive and successful global organisation it is today, now with over 15 countries in membership. The Council owes a huge debt to Andy Doyle, who can be hugely proud of what he has achieved”.

Andy Doyle, former President of the World Coatings Council and President and CEO of the American Coatings Association, commented: “In my time with the World Coatings Council, formerly IPPIC, I’ve made so many friends around the world who collaborated to tackle some major challenges on behalf of our wonderful industry. I’m so proud of how the Council has developed over the years, and while I will of course miss it, I feel confident that I’m leaving it in good hands. I’d like to thank all my colleagues for making my time in the paint industry so fulfilling and rewarding”.

We continue to work closely with our sister trade association in Europe, the European Council of the Paint, Printing Inks and Artists’ Colours Industry – CEPE. Co-operation through CEPE is more vital than ever since the UK left the EU as participating in CEPE discussions, and collaborating with them feeding into relevant EU consultations, is now the only real way we have to influence decisions being made by the EU Commission and Parliament, be that on chemical regulations, the EU Green Deal, or any other matters affecting trade.

The CEPE quarterly regulatory update remains a vital resource, open to all members, and the BCF regulatory team makes good use of these briefings to be able to cascade down important changes coming up in in the EU. Likewise, the BCF are able to inform CEPE members of changes to UK law, where divergence between the UK and EU is taking place, to help make sure our partners across the Channel can trade with us as easily as possible.

In organisational terms, BCF’s CEO, Tom Bowtell, sits on the CEPE National Association and Operational Boards and former BCF President and current Board Member, David Beckford, from Pronto Paints, represents the UK on the main CEPE Board and Shaun Bennett from Paragon Inks, representing the UK on the EuPIA Council. Various other BCF team members and representatives from UK-based companies then also sit on the different committees and sub-committees where they have expertise, from sub-sector groups like VR to specialist topics that need further investigation, such as a group looking into microplastic emissions generated by the industry.

There are key European Parliament elections taking place in June this year and CEPE has – a bit like BCF ahead of the upcoming General Election in the UK – upped its political engagement work in an effort to try to shape future legislation more effectively. With a new public affairs officer and committee it has started to proactively promote the sector and try to educate policy-makers about the importance of coatings – you might have seen their campaigns on the positives of decorative paint and on powder coatings – as well as horizon-scanning for upcoming legislative problems and lobbying before they are formally consulted on. We welcome this more proactive approach and hope that it will pay off in coming years.

The key issues for the coming year or so are likely to revolve around the political make-up of a new EU Parliament will influence legislative changes. There is a call in the EU for an ‘Industry Deal’ to match the Green Deal that has been talked about for so long. The final revisions to proposed EU REACH changes have yet to be signed off and could, in theory, be slightly amended again. And there is a growing focus on both primary and secondary microplastics, with paint being caught up in most of the arguments so far. These and other issues will keep us on our toes, and working closely with CEPE, over the coming months.

Decorative coatings

Decorative Coatings Council

The Decorative Coatings Council met in April and October in 2023. A major topic for the group has been continued support for the PaintCare project, which made excellent progress in the second half of 2023. This led to a dedicated board meeting on PaintCare in early 2024, confirming members’ commitment to making PaintCare a reality. A major concern has arisen due to the European Commission using a flawed report from campaign group EA (Earth Action) that wrongly positions paints as the largest contributor to unintentional release of microplastics to the environment. A new video encouraging consumers to use less water when cleaning up after a paint job was approved by the Council.

Another key topic was Packaging Extended Producer Responsibility (EPR) and its potential impact on the decorative coatings sector. November saw the first ever BCF Paint Brand Owners Forum, which has created a new platform to share some of the work BCF are doing, to discuss the challenges the sector faces and to help create a level playing field for an important group of BCF member customers. A new initiative is the BCF Building Regulations Task Force, to help the industry engage with the Department for Levelling Up, Housing and Communities on key post Grenfell issues. The Council continues to push for alignment with UK REACH, and members gave input to Defra’s review of the 2012 VOC Paint Product Directive. The first ever BCF Net Zero Roadmap was presented and discussed, with scope 3 being 98% of the industry’s emissions (mainly raw materials).

Decorative Coatings Technical Committee

Chaired by Gareth Hayfield, Farrow & Ball

The Decorative Coatings Technical Committee had three meetings in 2023, with full agendas at each one. A video on brush and roller cleaning was produced with guidance from the members on the content and script. This received a great deal of positive feedback and has proved useful in discussions with the government regarding emissions.

There was a great deal of discussion on green claims, and greenwashing as a significant issue in the decorative sector. As a result of this there was renewed activity in reaching out to manufacturers to address concerns about certain claims being made. The BCF Green Claims Guide for Decorative Paints was updated to include a section on ‘Vegan Paints’.

The topic of plastic paints and microplastics was also discussed a great deal, both in the context of media coverage and regulatory activity. This was one of the drivers for members to agree a new guide aimed directly at consumers to be developed in 2024.

Another important topic was related to the Buildings Regulations and the ban on combustible materials on external walls for buildings over 11 metres. A sub-group of the DCTC was set up to discuss these issues in more detail, called the Building Regulations Task Force. The discussions on the development of the new red board to replace the Warrington Blue Board carried on in Task Force meetings.

Sustainability and the introduction of Extended Producer Responsibility (EPR) were also covered at each meeting.

Industrial and powder coatings

Joint

Industrial and Powder Coatings Council and Vehicle Refinish Group

Chaired by Patrick Smith, Manor Coatings Systems (IPCC) and Simon Aldersley, Axalta Coating Systems (VR)

Total industrial coatings volumes were 5% below 2022 levels, making it another year of volume decline (2022 was 3% below previous year). As with decorative paints, there was some softening on raw material prices, and improved supply.

The joint Industrial and Powder Coatings Council and Vehicle Refinish Committee met twice in 2023, in March and November. A discussion was held on the impact of definition of household waste for Packaging EPR, which risked many industrial and professional items coming within scope (this was rectified in early 2024). For the VR sector, the BCF distributed the HSE isocyanates poster to members to help reinforce the safe use messages in car repair bodyshops, and a decision was made regarding the route forward for the VOC base coat issue for refinish coatings. The DEFRA air quality team reviewed the VOC Paint Product Directive for its effectiveness and will engage again with BCF members in 2024. The group also discussed the very positive UK REACH announcement regarding the alternative transitional registration model (ATRm).

High Performance Coatings Group

Chaired by Malcolm Morris, Sherwin-Williams Protective & Marine Coatings until December 2023

The High Performance Coatings (HPC) Group met on two occasions in 2023. Bisphenol A (BPA) remained a key topic on the agenda and whilst the German restriction proposal has been postponed, in a separate development a draft EU proposal has been published which prohibits the use of BPA and other bisphenols and their derivatives in materials and articles intended to come into contact with food. The proposal does however state that BADGE based heavy duty coatings will have a derogation along with a number of requirements.

In the October meeting an extensive overview was provided from the ISO TC35 meeting which was held in Houston in June 2023. A number of updates and proposals to standards was discussed including the ongoing new draft for ISO 8501-3 which will display amended pictures and figures and ISO8501-1, where many comments on the initial working draft were considered and a new draft was being prepared for further review.

The group continue to work closely with Highways England, offering guidance to their proposed changes of their various updated test standards, including suggesting amendments to National Highways CG303 (Quality assurance scheme for paints and similar protective coatings).

Protective Coatings Group for UK Infrastructure

Chaired by Malcolm Morris, Sherwin-Williams Protective & Marine Coatings until December 2023

The group met twice in 2023 and continues to be important part of the High Performance group meeting. National Highways began to update their standards with a new version of the series 5000 (Maintenance Painting of steelwork) standard, which is now coded as CC487 (Core Specification for Highway Works document) and CP 487 (Instructions for specifiers). The HPC group shared their comments and continue to support with other standard updates. National Rail standard proposals also continue to be discussed with the group, with the group providing feedback where required.

SOCOTEC continue to provide updates on the comparative corrosion evaluation test program and BBA provided updates to the group on the progress of the SG12 guidelines. In the September meeting the BCF provided the group with an update from the Intumescent Coating Group and an overview of substantiality within the coatings industry and Net Zero planning.

An issue that continues to be discussed is training and apprenticeships, where the Ifate Industrial Coatings Applicator level 2 apprenticeship is to be withdrawn in 2024.

Aerospace and Defence Coatings Group

Chaired by Graham Armstrong, Indestructible Paints

The Aerospace and Defence committee met twice in 2023, both times jointly with representatives from the Ministry of Defence.

There were discussions on specific regulatory actions in the EU, of particular interest was he European Commission proposal to move chromium trioxide to a restriction, rather than an authorisation. The proposed PFAS restriction in the EU was also a topic of discussion, which caused some concern, particularly with regards to the use of PTFE.

Regulatory developments in the UK were also discussed, and members requested that updates on Extended Producer Responsibility were also included on the agenda. Updates on ACE/65 and Def-stans were also provided.

It was agreed to change the format of the meetings going forward, to have a separate session for the Aerospace and Defence Committee and then a joint session with colleagues from the MoD.

Intumescent Coatings Group

Chaired by Dipak Mistry, Hempel and Vice Chair Rick Perkins, Sherwin Williams Protective & Marine Coatings

The intumescent coating group met twice in 2023, with Melamine being a key substance of interest. Due to the ongoing regulatory concerns for Melamine the BCF has contributed to the fund to support the CEPE Melamine Intumescent Coatings Research Group, to assist in the generation of data that will help defend the substance.

ASFP continue to provide updates on the Building Safety Act, the Code for Construction Product Information (CCPI) and the newly published ASFP Competency Framework.

The group were keen to share the importance of intumescent coatings and so provided a case study within the recently published BCF Essential Coatings report. It was agreed that the website and the BCF guidance will be reviewed in 2024 for updates.

The group continue to be updated on substances of interest and UK chemical legislation including UKCA and UK REACH and EU/GB CLP divergence. An extensive overview of the BCF Net Zero Road Map was also provided in the December meeting.

Marine Coatings Group

Chaired by Geoff Mackrill, Teal & Mackrill

The Marine Coating Group (MCG) continues to meet with the HSE Biocides Team to discuss the risk assessment for product authorisation under the GB Biocidal Products Regulation (GB BPR). Of concern is the use of the environmental risk assessment for the authorisation of PT21 products. The group welcomed the news that the use of gloves by non-professionals had been accepted in the EU for PT21 approvals. BCF approached the HSE regarding the guidance on endocrine disruptor assessments under GB BPR and the MCG welcomed the update to the guidance following these discussions.

The group renewed their links with the RYA and British Marine. A new leaflet “Controlling AF Waste” was co-badged and published for distribution in the Spring of 2024.

Industrial Wood Coatings Group

Chaired by Mark Hubbert, Teknos

The group met twice in 2023, in June and then October. Detailed discussions on the availability of specific biocides under GB BPR and EU Biocide regulations were had and updates were provided by the biocide suppliers of Propiconazole, Zinc Pyrithione and Tebuconazole.

Discussions continued introducing a statistics programme for industrial wood and after consultation with members, a proposal has now been agreed, with the new revised proposal covering historical data from 2022 and 2023. Questionnaires to members were sent in early 2024 and discussions on the programme and participation will be discussed in the next meeting in April 2024.

Reaction to Fire also remained an important topic and a working group was set up to create the BCF guidance document G044 - Coating of wooden articles in factories destined for use in Buildings. The document is an explanatory note to clarify testing requirements of coatings for “reaction to fire” classified to BS EN 13501-1. The group agreed a webinar on the same topic will be beneficial and is planned for 2024.

Printing inks

Printing Inks Council and Printing Inks Technical Committee

Chaired by Lewis Taylor, Flint Group until end of 2023. Chaired by Benjamin Grant, INX International and Barbara Paterson, Paragon Inks from 2024

The BCF’s Printing Ink Council has continued to meet jointly with the Printing Ink Technical Committee every six months, with a split half way through the meeting into two groups.

The Printing Inks Technical Committee welcomed a new chair, Barbara Paterson (Paragon Inks). Lewis Taylor from Flint Group chaired the PIC in 2023, with Benjamin Grant from INX taking over in 2024.

In the joint sessions with the Printing Ink Council, advocacy work, particularly around UK REACH was high on the agenda. Members welcomed the update received from government towards the end of 2023 with regards to the simplification of the hazard requirements in the new proposal, the Alternative Transitional Registration model (ATRm). Concerns around divergence from the EU were also discussed.

The issue of printing inks and recycling/ recyclability and eco-modulation was an important topic for discussion. There have been some challenges in this area in relation to the perception of printing inks and their impact on the recycling process, which will continue to be on the agenda.

Another important topic has been the issue of proposed changes to thresholds in the Persistent Organic Pollutants (POPs) regulation and their impact on chlorinated pigments in the EU. The BCF did respond to a consultation on POPs in the UK which closed in April 2023, but the UK government is yet to publish a response. It will remain a key topic on the agenda.

The Technical Committee meetings have been well attended with excellent engagement from members. Mike Simoni (Sun Chemical) and Nick Ivory (Sun Chemical) have respectively continued to share updates on food contact materials (FCM) and UV curing, which is greatly appreciated.

The Printing Ink Sector Council discussed the European and UK printing ink industry statistics from Whittle Industry Data and received updates from the EuPIA council via Shaun Bennett, Paragon Inks Managing Director, the UK representative on the EuPIA Council.

Wallcoverings

Wallcoverings Sector Council

Chaired by Steve Mulheron, Fine Décor until May 2023. Chaired by James Watson, The Surface Print Company from October 2023.

The Wallcoverings Council met twice in 2023. In Q3 2023, rollage was down 9.9% compared to the year before and year-to-date was 15% lower. The sales value fell 1% in Q3 2023 compared to 2022 and was down 4% year to date.

The wallcoverings’ sector introduction and FAQS on the BCF website were all updated to demonstrate innovation. The digital recruitment member campaign was also launched in the Summer of 2023 with the aim to include digital members into the wallcovering's statistics and to inform them of their regulatory requirements.

Updates were provided on the latest regulatory requirements including EPR and UK REACH and an extensive overview was provided on sustainability and the BCF NetZero Roadmap. Collaborations with the BCF and IGI continued with a joint webinar planned in early 2024.

Wallcoverings Sector Technical Committee

Chaired by David West, Graham & Brown until December 2023

The Wallcoverings Sector Technical Committee met 3 times in 2023. The group continued to discuss the labelling implications of UKCA marking and the recognition of CE Mark being extended to 30th June 2025. The current and future wallcovering labelling recommendations were provided to the group and the BCF UKCA Guidance was also updated to reflect this.

Updates were provided throughout the year on key UK regulatory topics such as UK REACH and EPR and the group were provided with updates on key substances such as TiO2. European and American chemical regulations continued to be monitored and key developments were shared.

A detailed overview of the European Anti Deforestation Regulation (EUDR) was provided in the October meeting, which came into force on 29 June 2023, with provisions applicable from 30 December 2024. The regulation affects any operator or trader who exports commodities such as wood or furniture (or other commodities relating to the expansion of agricultural land) from the EU or places on the EU market and the regulation requires that you must be able to prove that the products have not contributed or originated from deforested land.

CW35 British wallcoverings technical committee meetings were held throughout 2023 and the committee remains open to new members. A webinar held by Trident Utilities provided the group with an overview of the Climate Change Agreements and details of the additional target period.

Safety Advisory Panel

BCF’s Safety Advisory Panel continued to support the Annual Statistics Survey and the industry was kept up to date with relevant HSE and CEPE/EUPIA Safety Alerts. Members shared recent issues arising on their sites which could become learning experiences for others. Members were reviewing various BCF guidance documents with the main focus being the ‘Safe Handling and Use of Flammable Liquids and Powders in the Surface Coatings Industry’. Updated guidance from EUPIA OSRA including the “EuPIA Safe Handling guidelines for the application and use of UV and EB inks” and the “EuPIA Safe Handling guidelines for the manufacture of UV and EB inks” was shared with the industry.

Environment Panel

The Environment Panel continued to hold joint meetings with the Safety Advisory Panel. The ‘BCF Net Zero Roadmap’ was discussed, and BCF requested members to send their emissions data. The Panel participated in the consultation of the document and some members attended the BCF ‘Road to Net Zero Seminar’ in November 2023 where the roadmap was officially launched.

Updates on the Extended Producer Responsibility (EPR) for Packaging Scheme were provided, including changes to EPR fees and reporting requirements, consultations run by Defra and the formation of the Scheme Administrator.

The Panel is keen to work with the industry on the BCF’s sustainability activities and contribute to the industry’s road to Net Zero.

Classification, Labelling and Packaging Panel

The Classification Labelling and Packaging Panel held hybrid meetings in February, July and November. Divergence between the GB and the EU/NI was discussed. The first update of the GB MCL list since 1st January 2021 was welcomed as it brought some classifications into alignment with the EU, however, divergence from the EU is of concern to the industry, especially with the introduction of new hazard classes the EU CLP Regulation and the proposed changes to the EU CLP Regulation. The UK REACH update on the Alternative Transitional Registration Model was welcomed. The group continues to monitor changes to EU and GB Chemical Regulations, with regular updates to the industry.

Carriage of Dangerous Goods Panel

The Carriage of Dangerous Goods Panel met virtually in October 2023 and continued to monitor changes to the Transport Regulations. Members of the group work closely with the CEPE Transport Committee, who have continued discussions with the authorities regarding a possible exemption to the UN packaging requirements for environmentally hazardous substances. The CEPE guidance on “Environmentally Hazardous products in transport” which was to include the changes in ADR 2023 was shared with the industry. The group is also monitoring the discussions at IMO level regarding the shipment of plastic pellets by sea. The industry is kept up to date with the latest guidance and information from the DfT including recent guidance on “Training Records” and “Use of Electronic Transport Documentation”.

Coatings Care

Coatings Care is an environmental programme that demonstrates BCF members’ commitment to the health and welfare of employees, the safe operation of processes and shows determination to contribute actively to a sustainable environment.

The Coatings Care programme recognises improvements in the performance of the coatings and printing ink industries across 45 KPIs in the fields of the environment, safety, health, distribution and product stewardship. In 2023, Tor Coatings won the Coatings Care Overall Best Performer Award; Becker Industrial Coatings were the winner of the Coatings Care Progress Award.

Associate Technical Committee

The Associate Technical Committee held a hybrid meeting in June and a virtual meting in November 2023. The group consists of representatives from the supply chain and focuses on technical and regulatory issues of greatest common concern. There were discussions on raw material supply issues, UK REACH, changes to UK and EU regulations and updates on substances of interest to the industry. The activities of BCF, including the Net Zero Seminar and Roadmap and the Essential Coatings Report and summaries of the concerns of the BCF technical committees were also discussed.

Global Chemicals Group

The GCG meet once in 2023 and Barbara Paterson (Paragon Inks) was introduced as the new Chair. The previously created ‘How to Guides’ were discussed and it was agreed that a poll should be sent to ascertain how beneficial the ‘How to Guides’ were for members, and the countries of main interest which should be focused on. The results would be discussed in the next meeting (April 2024) and next steps decided.

The meeting also provided an opportunity to discuss significant changes in global regulations, which included the introduction of QR codes for labelling of hazardous chemicals in China and the extension of KKDIK (Turkish REACH) registration deadlines. The meeting format was discussed, and members agreed that having a general global regulatory update within the meeting was beneficial, as well as an update from the World Coatings Council and so this format would continue for 2024.

Sustainability Committee

The Sustainability Committee played a fundamental role in the delivery of the ‘BCF Net Zero Roadmap’, which was officially launched at the BCF ‘Road to Net Zero Seminar’ in November 2023. The group, with more than 400 people currently on its contact list, actively participated in the consultation of the document, and together with other BCF members, submitted their carbon emissions data which helped established the industry’s baseline to Net Zero.

With BCF’s first-ever Sustainability Manager as secretary, the committee agreed to host an annual in-person meeting and more regular webinars and seminars throughout the year on relevant sustainability topics. In September 2023, Trident Utilities, sponsor of the Sustainability Committee in 2023 and one of BCF Associate members, hosted a webinar on carbon reporting and scope 3 emissions, which is one of the key challenges for the sector in order to reach Net Zero by 2050.

The annual meeting also provided updates on the Extended Producer Responsibility (EPR) for Packaging Scheme and the BCF brush and roller cleaning video, which was an industry effort to help consumers save time, money and resources when painting, whilst at the same time be more sustainable. Other topics discussed at the meeting included the ‘BCF Green Claims Guide’ and the wider issue with some manufacturing companies that are misleading consumers with unsubstantiated green claims about their products. An update on the PaintCare scheme for recovering and recycling leftover decorative paint in the UK was provided, including the new timescales for implementation and next steps.

It is clear that the Sustainability Committee will continue to grow and provide support to members towards Net Zero and other important sustainability topics.

Equity, Diversity and Inclusion Committee

The Equity, Diversity and Inclusion Committee met twice in 2023, and once in 2024 to date.

ED&I support, guidance and resources for members on the BCF website have been built and will continue to develop moving forward with the support of the committee.

BCF continues to work to promote careers in the coatings and inks sector at upcoming events to engage with young people, utilising the Coatings Ambassadors network and leading to the formation of the Coatings NextGen Council, an industry young leaders network, in 2024.

A focussed strategy meeting was held in October 2023 to agree on a three-pillar strategy to accompany the previously supported board commitment statement, including the proposal of an industry-wide ED&I Charter, which was presented to the BCF Board in the Autumn of 2023.

BCF will utilise the new BSI Workplace Diversity, Equality, and Inclusion framework to support BCF members on their ED&I journeys. In April 2024, the BCF secured the target number of 30 founding member signatories for the Charter and will set out a framework for member support through a series of topic-focussed webinars and conducting a baseline survey of members in Q2/Q3 2024.

Who can ride?

BCF's Charity Cycle is back for another year! The ride is taking place on Friday 28th June starting at the BCF's offices in Coventry.

What are the routes?

The route will start at the BCF office, Spectra House in Coventry, and take in the scenic countryside and villages through Warwickshire. There will be three distances available - 100km, 52km & 35km. The 100km & 52km rides will require grit and endurance to get to the finish line, whilst the 35km is a nice gentle ride that will challenge the novice. We’re hopeful that with this choice of level, you and a team of colleagues will be able to participate.

The entry fee is £50 (+VAT) per rider, which includes your cycle jersey and goodie bag. Entries are open to individuals or teams, and members can register on our website.

The event is not limited to BCF members though so please share the invite with your contacts outside of BCF membership, family and friends! Any non-members can register via Belle Lake at belle.lake@bcf.co.uk who will be pleased to help with any queries.
