President’s report

Where to start? I’m sure like everyone reading this publication, the dreadful events of the last few months in Ukraine have made a real impact on our view of what’s important in life, and to keep issues we face on a daily basis in perspective. It made me reflect on the British Coatings Federation’s collaborative work, and how we work together through our industry body to help take on the many challenges we face. Clearly the issues we deal with are not a matter of life or death, but within the context of our sector, they are still important to the continued livelihoods of tens of thousands of employees across the country, and a significant part of the UK economy.

Last year I wrote about the importance of BCF’s work in trying to challenge the UK Government’s approach to UK REACH. To be honest, despite the valiant efforts of the BCF team, member companies writing to local MPs and a strong supply chain alliance all giving the same messages to Defra, the UK Government’s environment department in charge of UK REACH, I didn’t honestly expect us to make any progress.

As most of you will know, there was a change of direction just before Christmas last year, when George Eustace, Secretary of State for the Environment Department wrote to industry to confirm they were planning a re-think, given the level of concern and issues raised by industry on how UK REACH was to work. This will now result in at least a two year delay in the registration deadlines, giving the Department time to discuss with both industry and NGOs on how an alternative UK REACH model might work.

I was invited to join the Oversight Group for the new UK REACH model, in my role as President of the BCF. I was really impressed that from the six representatives from industry on this group, two are from our Federation (Tom and myself). Given there are 15 trade associations in the chemicals supply chain, it shows once again how the BCF is punching above its weight, and I am proud to be representing the voice of formulators using chemical products in this important forum. Tom is also the current chair of the Alliance of Chemical Associations and therefore also representing the wider trade association network in the process.

We wait to see the outcome of the UK REACH review, but it is very encouraging that they are re-considering their approach. It is also hugely important, as what industry needs right now is certainty. We have been battered over the last two and a half years and it feels like in crisis management mode the whole time, with Brexit, Covid and the raw material crisis taking turns in disrupting our businesses. We need Government to create a pragmatic regulatory environment, combined with a long term energy policy that allows us to trade equally with the EU, which isn’t the case at the moment. Without these two pillars, investment will remain muted, and we will not stimulate growth in either UK manufacturing or UK exports.

The other major topic the BCF are spearheading is sustainability. As a Board of Directors, we made a pledge back in October 2021 to achieve net zero carbon emissions by 2050, and work has started on the BCF’s Roadmap to Net Zero for the sector. For SME members, BCF will help with a toolkit to measure scope 1 and 2 impacts, whereas the multi-nationals are coordinating this indivdually at a global level. BCF’s role will also be to help connect the industry with both upstream suppliers and downstream customers in estimating scope 3 impacts. I look forward to continuing to work with the BCF team and members on this important ambition.

As part of our 2050 pledge, we want to make progress with PaintCare – the scheme that will deliver our ambitious target of achieving growth from 2% today to 75% of leftover decorative paint being re-used, recycled or re-manufactured by 2030.

In my view, the BCF is going from strength to strength, showing its worth in achieving tangible successes with its lobbying (I also could have referenced the significant success with the Home Office on GBL/BDO for our printing ink members recently, as well as UK REACH). We are in a strong place financially, have a great team and membership retention has been outstanding – which is a great foundation to keep the momentum going in supporting the industry through turbulent times.

CEO’s report

At the turn of the year, there were whispers that the second half of 2022 would see some easing in the raw material crisis, and things would start to return to normal. That was until 24th February when Russia invaded Ukraine.

Clearly the most important concern is around the citizens of Ukraine, and their wellbeing. Our thoughts are with them all and we hope there is a resolution and end to fighting soon.

We are also following how continued hostilities will impact both the global economy, and closer to home the coatings sector. Oil and gas prices have shot up again since the war started, and they were already at close to record highs. This significant increase in oil and energy prices will undoubtedly have a knock on effect on both prices and raw material supply pressures.

These additional burdens, faced both by consumers and industry, are something we have to accept as a consequence of standing united in the global community. I commend the BCF member companies who have stopped exporting to Russia, at a cost to their profitability but not their reputations.

Events in Ukraine put into perspective the issues we get animated about in our sector, but our work has and will continue to support the future prosperity of the UK coatings sector.

I’m so impressed with how members have responded to all the challenges thrown at them in the last 2 years, and despite many difficulties of Brexit and Covid they have continued to produce and deliver high quality paints, coatings, printing inks and wallcoverings for UK and export customers.

The raw material crisis, which our industry has battled with throughout 2021 is not abating, and despite lower demand in some coatings segments, supply availability is still restricted, and prices are at an all-time high. We have issued two updates to our raw material information notes in 2022, showing how quickly things are changing, and not for the better sadly.

At BCF we are making some headway on some big topics behind the scenes – thanks to our efforts, Defra have delayed UK REACH by two years and given us time to work with them on an alternative, more pragmatic model, and the Home Office has changed how the licencing arrangements will work on GBL and BDO following BCF’s interventions on behalf of printing ink members. We’ve launched the new Green Claims Code for Decorative Paints, and are working hard on our

7. Lobby to achieve a good outcome for printing inks regarding modulated fees as part of the new Packaging Extended Producer Responsibility legislation (at request of BCF printing ink council)

Looking ahead to future events, our 2022 Awards are still open for entries until early June, with the ceremony in October. We’ve also got the BCF sponsored bike ride to look forward to on 1st July, so it’s time to get training! BCF membership is stronger than ever, and for the first in my tenure as CEO, we have achieved a 100% retention rate for our 150 Full member companies in 2021/22. I’m really pleased with how the team has continued to provide first class support to our members and I want to thank them for their commitment and dedication.

With the number of issues we are facing seemingly only increasing, we cannot afford to get complacent. As always, please do get in touch with any comments, thoughts or feedback on how we can improve our service to you, and thanks again for your continued support.

Higher raw material prices, energy and freight costs hitting manufacturers hard

A new raft of higher raw material prices has again hit the decorative paints, industrial coatings, printing inks and wallcoverings industries in recent months with increased energy and freight costs adding further to manufacturers’ problems on top of growing concerns caused by the war in Ukraine and new uncertainties about the direction of the world economy.

According to the ONS, raw material prices in the sector are now up 20% compared with a year ago, easily outstripping the 15% increase for UK manufacturing as a whole, while many critical raw materials are up by more than three times this level or more.

consumer confidence this will further dampen demand in general over the next year. Tighter household and business budgets are also expected to see priority concentrated on essential areas of expenditure.

Much higher energy costs are also having a major impact with gas and electricity prices up by eyewatering amounts. According to the governor of the Bank of England, consumers are now facing an even bigger shock from energy prices this year than during the 1970s oil crisis.

Figures from Ofgem show gas prices per therm at £210 in January this year up from just $48 at the start of 2021 and with similar increases being seen for electricity prices. Member companies are also reporting plenty of cases where suppliers have applied energy surcharges.

As of Q1 2022, Brent spot prices were up 75% on a year ago with materials such as n-butanol and xylene, for example, showing similar increases. Elsewhere, higher prices were seen for resins and related materials with epoxy resin prices up 110% in the last year and Nitrocellulose prices 40% higher.

For pigments, prices increased in most areas with titanium dioxide 22% higher in January at a new high of £2,836 per tonne. Packaging prices were also sharply higher in recent months with, for example, 2.5 litre round tins seeing an increase of 44% and with plastic containers up by a similar amount.

Inevitably, this means higher prices and with inflation now impacting on both business and

Adding to companies’ problems are supply issues relating to the availability of many raw materials with this continuing to be a major concern for all firms. This has been the case since the easing of Covid-19 restrictions earlier last year but now with these added issues and sharply higher freight costs adding further to manufacturers’ worries. Freight costs have more than doubled since this time last year.

Further complicating the current position is the situation in Ukraine which is now disrupting global markets in multiple areas. For example, with Russia and Ukraine being major sunflower oil growers the war is now having a knock on effect in alkyd resins. In addition, many minerals come from Russia, some of which cannot easily be substituted while export routes by land through Russia are also being disrupted.

In China, a new wave of Covid-19 lockdowns is reducing feedstocks available for the European market.

It all means a perfect storm with higher raw material prices, sharply rising energy costs, much higher freight costs and a huge amount of uncertainty caused by the worsening situation in Ukraine.

The last year was a period of readjustment for the decorative paint and industrial coatings markets following the huge fluctuations caused by the pandemic. Decorative and woodcare sales fell sharply in 2021 and into 2022 but the previously hard-hit industrial coatings sector recovered strongly from the lower levels of 2020 although volume growth in 2022 is now slowing rapidly.

For wallcoverings, 2021 was disappointing following the uplift seen during the worst period of the pandemic, but interest in home decoration and lifestyle trends remains strong and the hope is that sales growth will eventually reflect this enthusiasm amongst consumers. For printing inks, 2021 showed only a very modest recovery from the large scale falls seen in 2020 but the less cyclical packaging inks sector remained relatively immune to the harsher conditions affecting the publication market.

Decorative paints and Woodcare Printing inks and Wallcoverings

In decorative paint, the retail sector is currently having a tough time following the bumper year in 2020 when sales showed a record 28% improvement. In 2021, sales fell 18% and so far in 2022 litreage is down by a further 29% over the last 3 months. As a result, retail paint sales on a moving-annual-total basis are down to 142.2m litres (compared with 191.1m litres in 2020) which is the lowest level since the downturn of 2012 and 2013.

For woodcare, 2020 was an all time record breaking year as sales benefitted hugely from the surge in consumer demand during the worst months of the pandemic. 2021 and early 2022 have seen a marked slowdown where much of the earlier growth has been retained with sales currently still some 40% higher than typical pre-pandemic levels.

In the wallcoverings market, 2021 was a difficult year with lower sales offsetting all the uplift seen in 2020. So far in 2022, sales have seen a poor start to the year but there have been more positive signs in the fledgling digital sector, nonwovens and in exports in recent years. Average selling prices have also increased significantly in the last few years.

For printing inks, sales in the UK improved just 1% in 2021 following a steep 16% decrease in 2020 which was typical of what many large European countries showed in that year. By sector, sales of publication inks stabilised in 2021 while the less cyclical packaging ink sector was up slightly.

Industrial coatings

On the industrial coatings front, 2021 was a clear recovery year after the large volume falls seen in 2020. Sales litreage was 15% higher, easily offsetting the 10% decrease seen in 2020 and so far this year litreage is still up 9% on a year ago.

The bellwether market of all other industrial coatings improved 18% in 2021, being almost double the decrease seen in 2020 while sales for Q1 2022 are still up 7%. However, with future months shortly to come up against some very strong comparables at this time last year it seems highly likely that the next few months will see some significant realignments. This is especially so given the now much more uncertain outlook for GDP growth and manufacturing output amongst the major forecasting bodies who have recently significantly downgraded their expectations for the remainder of 2022 and into 2023.

Elsewhere in the industrial sector, high performance coatings and marine both did well in 2021 and have continued to see good increases into the latest year. So far in 2022, high performance coatings are up 14% with the marine sector 5% higher.

In the vehicle refinish market, 2021 showed an 8% improvement but this did little to dent the 23% plunge in sales seen in 2020 while sales in the last 6 months have continued to struggle.

On a more upbeat note, statistics from CEPE on powder coatings sales in the UK show a double digit increase in 2021 being the best outcome for 7 years. For can coatings, sales have also been in positive territory in all the last 3 years to the end of 2021.

#SustainableCoatings

The BCF is keen to promote the industry’s sustainability credentials, working alongside the World Coatings Council and other coatings organisations to develop ideas and projects to help members achieve their sustainability targets. BCF’s members’ products – paints, printing inks, wallcoverings, and specialist coatings - are essential to the UK economy and are all around us. Moreover, coatings are often part of a more sustainable solution in themselves: for example, more durable structures need replacing less often; cleaner, smoother hulls mean ships can move more smoothly through the water, requiring less fuel.

The March 2020 World Wildlife Fund (WWF) report entitled ‘Exploring the UK’s Contribution to Climate Change’ shows that ‘In terms of production, the coatings products accounted for <0.05% of the UK’s carbon footprint and the carbon level in 2016 was 50% of that of 1990 – a two-fold reduction.’ From a consumption perspective, coatings products accounted for 0.1% of the UK’s carbon footprint in 2016 and the carbon level in 2016 was 21% of that of 1990 – a near five-fold reduction.

Despite this excellent progress there is clearly more to be done, and in October 2021, BCF members joined other sectors in pledging to achieve Net Zero carbon emissions by 2050. The commitment will be backed up by a detailed Net Zero Roadmap by the end of 2022.

The industry has also committed to a highly ambitious target for its paint recycling scheme, PaintCare. This scheme, which aims to create a circular economy for leftover decorative paint in the UK will aim to increase the percentage of leftover paint re-used, recycled, or remanufactured from 2% today to 75% by 2030.

Sustainable production and recycling have been a key focus for the coatings industry in the UK since 1996 and are the basis for some of the 45 health, safety and environment key performance indicators monitored through the BCF’s Coatings Care programme - see more on page 35.

Road to Net Zero

A starting location and endpoint – the destination is Net Zero but what are the baseline emissions data for the sector?

In October 2021, the BCF Board pledged that the coatings industry will reach Net Zero by 2050. We know that will be a demanding process but felt it important to take a lead in declaring that ambition for the sector.

The Board also agreed that a detailed Net Zero Roadmap will be created over the course of 2022 and that work commenced in January with a meeting of a Net Zero Working Group (an offshoot of our Sustainability Committee). There were 72 participants at that (virtual) meeting demonstrating the extent of interest in the road to Net Zero across the BCF membership. Discussion focussed on potential content, in particular how to gather appropriate baseline data. Based on initial feedback, and sticking to the travel analogy, the Roadmap will include:

A recognition different members may need to travel by different routes at different speeds, both due to size but also sectoral differences.

Provide clear signposts to help members reach those waypoints and endpoints –suggestions and resources on how to collect data or cut emissions, case studies, links to government grants, and other relevant guidance.

Currently, we anticipate the document being developed in two phases. Phase one will focus on collecting industry-wide Scope 1 (emissions directly generated by manufacturing operations) and Scope 2 (emissions from purchased energy) data from across the membership, with a baseline year set in either 2018 or 2019 (to avoid a baseline in a Covid-interrupted year).

Phase two will then build in Scope 3 data, (although if some companies are in a position to provide it earlier as part of phase one they can do so). This is because Scope 3 emissions are those generated from our sector’s value chain and are therefore indirect and harder to measure and control. However, as Scope 3 emissions are likely to constitute the bulk of emissions it is vital they are measured and addressed, through conversations and negotiations with suppliers and customers, if Net Zero is to be truly reached.

A large portion of the BCF’s public affairs effort for the past few years has, of necessity, been focussed on reacting to large and immediate problems that needed navigating. Covid saw us channel resources into helping triage, interpret, and produce resources and guidance for members to help cope with the amount of Government advice and legislation being issued. We also put a lot of effort into helping members prepare for Brexit, especially as the clock ticked down on the end of the transition period. While neither of those issues have truly gone away – not least as the UK still finalises its own chemicals regulation regime and UK REACH – they are now receding to the extent we can look ahead a bit and be more

proactive in our future campaigning and influencing work.

Top of the list is our plan for an ‘Essential Coatings’ campaign. This will be our main umbrella campaign for some time, and will be aiming to explain to politicians - and other influencers and decisionmakers - just how important the coatings sector is to the UK. We want to ensure the entire range of our industry’s contribution is understood and acknowledged, increasing the understanding that our members’ products are not confined to, for instance, indoor decorating or publishing, but are vital to other manufacturing sectors from automotive to aerospace, and from food packaging to healthcare, right across the country. We will take the essential coatings campaign to Parliament and increase our output via traditional and social media channels to make our case. We will be looking for your support to help maximise the impact of our work, especially with local MPs. The essential coatings

campaign is likely to kick off in the second half of 2022.

In the meantime, we continue to build our other ongoing, strategic campaign: ‘Sustainable Coatings.’ We have added new pages to our website, and increased our social media output, to better display to the wider world the work the coatings, inks and wallcoverings sectors are doing to improve their environmental and sustainability performance. We are using the campaign not just to highlight the steps already taken to significantly improve our performance in areas such as recycling over recent years, but to publicise our pledges and plans for the future as we push towards Net Zero. Many members have already provided us with case studies of their own sustainability achievements to be shared online and if your company has a good example of best practice to share, please get in touch so we can add it to our growing list.

The Sustainable Coatings campaign in many ways dovetails with the essential coatings campaign, as so many of members’ products help extend the life-cycle of other products and infrastructure. And it also picks up on other initiatives being carried out by the BCF, from our Coatings Care work and our plans for a sector-wide Net Zero Roadmap, to the PaintCare and Paintsafe initiatives.

The other thing we will be looking to achieve this year is broadening and deepening our political contact base across the UK. While we already have excellent relationships with officials at BEIS, Defra and at the HSE, we should always be

looking to build on these so as to increase our lobbying power when needed. The work we have carried out through our sustainability initiatives has already helped open new doors and in early 2022 we held meetings with the Defra Minister in charge of chemicals policy – Jo Churchill MP – and also made new contacts at the Defra unit in the Treasury. Our campaigns and other planned activities should help us build new and deeper contacts at

Chemical Industries Association and the Chemical Business Association. We also continue to work closely with other groups on issues like education, skills and training, or sustainability, and will look to continue to utilise and enhance these relationships over the coming period.

At the same time, BCF continues to work with other partners outside of the UK. This year, our CEO, Tom

want and need to see to help benefit BCF’s membership. As it happens, that list of asks is a long one, and looks set to grow still further the more the UK’s future chemicals strategy is developed, and as the EU seeks to amend its own existing regulations and strategies still further. We discuss some of our ongoing, more granular lobbying activities in a separate article later in the Handbook.

The BCF’s 2020-2025 Roadmap was developed pre-Covid-19, and adopted by the Board of Directors in February 2020.

The pandemic has changed some of BCF’s plans – such as dropping the idea of having our own coatings exhibition, and delayed others, such as our campaigns to try to reduce sales of hazardous industrial coatings to consumers via the internet, and to try to reduce the illegal use of solvent-based basecoats in vehicle refinish. Both of the latter campaigns are back on the radar in 2022, and we hope to report progress during the next 12 months. Some new opportunities, such as running the back office for another trade body (the Association for Specialist Fire Protection) were not foreseen, and have more than replaced some of the income expected from the UK Coatings Show. Membership satisfaction and retention have actually increased through Covid-19 and Brexit, and this, combined with lower operating costs, has helped deliver a significantly improved financial performance compared to the plan. Sustainability continues to be a key theme, and delivering the PaintCare programme a key strategic objective. We have had some good lobbying successes in the last 12 months, with UK REACH and GBL/BDO for printing inks being good examples. We have had very positive one to one meetings with Defra Ministers on UK REACH and PaintCare, and are punching above our weight in general in supply chain advocacy.

BCF’s focus during 2020 and 2021 was on supporting members during the Covid pandemic and on the impact of EU Exit, and we were therefore delighted to have all Full members renew their subscription in 2022. Ensuring that existing members receive the support they require remains a priority for the membership team. However, there has been some successful recruitment activity too since last year’s publication with 10 new Full members, and 11 new Associate members at the time of print.

Staff development

This year we have welcomed some new additions to our team. We welcomed Sam Simplay who joined in January 2022 as Regulatory Affairs Executive, followed by Sophie Dunham who joined the marketing team in March 2022 as Marketing Executive. She works alongside Amy, who has now moved into her new role as Senior Marketing and Design Executive, to create publications, generate articles and online content, as well as run our social media accounts. This last year has been one of celebration for the team, with three members of the team, Belle, Lorraine, and Emily, all getting married. Our Technical and Membership Administrator Belle also returned from maternity leave after welcoming her daughter Skye, and our Regulatory Affairs Manager Emily has also welcomed her son Oliver.

The Public Affairs and Regulatory team continue to provide outstanding member support. David, Emily and Ciara, now joined by Sam, have continued the great work from last year, educating members on the significant regulatory and legislative changes faced by the industry. As a result of this work, Emily was shortlisted for the Trade Association Forum (TAF)’s Rising Star Award for 2021. In her absence on maternity leave, her responsibilities have been shared out amongst the team. There has been a new addition in James Highcock, who is already familiar to BCF members. James has a wealth of experience and knowledge from an extensive career in the coatings industry and has been providing support as a (maternity cover) consultant to the Regulatory team. James was

previously Chair of our CLP Panel and we have been pleased to welcome him back as part of the BCF team. Wayne Smith has also been taking on more responsibility in his role as a consultant during this time and in addition to this, Ciara and David have taken on additional responsibilities.

The back office team of Lorraine, Jo and Belle continue to deliver outstanding support to our membership under Nadine’s leadership. The strength of our memberhip relations under Ali’s guidance was demonstrated by 100% Full member retention in 2022. Alison Henshaw, formerly with Fine Decor joins the lineup of consultants looking after wallcoverings. Steve Snaith continues to provide fantastic suport on our PaintCare programme, as well as John Dixon and his team on statistics.

As reported last year we continue to support staff through training and development, with a number of staff working towards qualifications.

BCF is currently building a brand new website which features a contemporary design and improved functionality and navigation, aimed at enhancing the user experience to ensure they find the latest news, advice and information they need.

The purpose of the new website is to better our website structure by reorganising and streamline content for members, stakeholders and consumers alike and to improve our visual brand and industry representation.

The site is linked to the BCF’s new Customer Relationship Management (CRM) system enabling us to provide a greater range of services to members.

BCF has been working on the new website and CRM behind the scenes since 2021, and the team have worked across all departments to collectively deliver a new and improved experience for users of the site.

BCF and ASFP

In 2020, the ASFP moved its secretariat and management services to be under the provision of the BCF. This move has seen the ASFP’s professionalism and resources grow significantly with the guidance and support of the BCF.

ASFP Business Manager Mike Ward comments: “The installation of the new signage rounds off what has been one of the most challenging years. Moving the ASFP during the Covid-19 pandemic and Brexit transition was interesting. However, recruiting new team members, developing new systems including a CRM, website and YouTube channel, plus initiating the creation of new training courses and learning platforms would not have been possible without the excellent support of BCF. Each Association is impressive in its own right; however, I think both respective management teams would agree we have all benefited from shared ideas and practices, and we are all the stronger for it.”

BCF Office Manager Nadine Saxon says: “It’s been an exciting first two years since being appointed as the ASFP’s secretariat provider. In supporting the ASFP’s growth and increase in headcount, it’s been really important for us to be able to share in the great facilities and office space here at the BCF. With the return of more face-to-face meetings and training it’s a significant step in the ASFP’s progression to have a home to welcome members and visitors alike. The arrangement for both organisations has been a huge success with us both benefitting from pooling our shared expertise. We are really looking forward to the continued success of our partnership.”

2021 was another unusual year with lower costs than before Covid-19, which resulted in another very positive result. There was a strong recovery in event income, a full year of the Association for Specialist Fire Protection back-office contract and continued growth in membership, giving top line turnover of £1.8m, 14% over plan and 17% over the previous year.

Expenses were 7% below plan, and 2% below the previous year. As a result, the 2021 surplus was £342,000, 149% above plan and 49% over our record year in 2020. We await to find out the size of the

BCF’s legacy pension deficit, but the strengthening of BCF’s assets from £1m in 2020 to over £1.6m at the end of 2021 will help eventually buy out the deficit.

The BCF’s 5 year roadmap financial targets have been adjusted back to the original higher targets, given the outstanding financial performance in 2020 and 2021.

Green Claims Guide

In an ever more competitive marketplace, the makers of decorative paints often rely on unique selling points to make their products stand out. Some companies however, may be misleading consumers with unsubstantiated green claims about their products. The BCF aims to help create a level playing field for the industry by debunking and fact checking some of these claims.

In March 2022, BCF published the Green Claims Guide for Decorative Paints, which outlines key claims which may be misleading for consumers. It is becoming more common to see unsustained greenwashing selling points from non-BCF members - it appears that these claims are marketing techniques rather than actual commitments to the environment. BCF joins a growing list of industry bodies on a global scale now issuing guidance for businesses making environmental claims to help consumers make more sustainable choices.

‘Non-Toxic’, ‘Natural’, ‘Vegan’, ‘Child and Pet-safe’, Eco-friendly’ and ‘Organic’ – these are just some of the claims that some businesses are using to market decorative paint products to consumers. The BCF are urging consumers to consult BCF’s guide when faced with claims in order to validate them.

There is guidance from the Competition and Markets Authority (CMA) to help businesses understand how to communicate their green credentials while reducing the risk of misleading shoppers, called the Green Claims Code. This focuses on six principles that are based on existing consumer law and make clear that businesses ‘must not omit or hide important information’ and ‘must consider the full life cycle of the product’. BCF’s new guide aligns with the CMA’s Green Claims Code.

BCF welcomes the increased initiative being taken by UK regulators. It is likely that more action will be brought against those not complying with the CMA’s Green Claims Code, the Advertising Standards Authority (ASA)’s Advertising Codes and applicable consumer protection legislation.

BCF launch new Trace

VOC Globe

From May 2022, decorative paints manufacturers will be able to adopt the use of the statement ‘TRACE’ Volatile Organic Compounds (VOC) as part of BCF’s VOC Globe scheme to improve communication to consumers highlighting which products have the lowest levels of VOCs. The TRACE globe will be used for products with VOC content of less than 0.1%.

Paints contain different levels of solvents, also known as VOCs. Solvent content can vary from negligible amounts to, in a very small number of products, very high levels. Given that VOCs contribute to atmospheric pollution, the industry is committed to reducing the level of solvent in paints. Decorative paint manufacturers have significantly reduced the presence of VOCs in their products over the last two decades, with 84% of decorative paints now sold on the market being water-based, and therefore low or very low VOC.

The VOC Globe scheme is part of a wider initiative by the coatings industry to raise consumer awareness of the amount of VOCs contained in decorative paint products, allowing consumers to make more informed, and hopefully greener choices. Greater involvement from paint manufacturers in the scheme, with wider use of the globe symbol, will also greatly help paint recyclers separate solvent-based and water-based leftover paint with ease, which aids reuse and recycling.

The British Coatings Federation takes the position that the use of the terms ‘Zero-VOC’ and ‘VOC-free’ are false claims and should not be used in the paint industry. There will always be a trace element of VOCs, even if no raw materials containing VOCs have been added.

Even water can contain trace amounts of VOC, supply chains for the manufacture of paint are often complex and VOCs, even at negligible amounts, can also be introduced during any part of the process, through using raw materials that naturally contain VOCs, to processes that introduce VOCs, such as washing raw materials. It is impossible to ensure that every batch of paint is completely free of VOCs because of the potential for trace solvents to be introduced at any point throughout the supply chain.

The VOC Globe scheme is owned, managed and copyrighted by the British Coatings Federation. To coincide with the addition of the TRACE globe, the artwork for all the other ratings has also been updated.

Coatings Care

The BCF Coatings Care environmental programme demonstrates that the UK coatings industry cares about the health and welfare of employees, the safe operation of processes, and is actively working to reduce its impact on the environment.

It is a voluntary programme which provides an opportunity for members to benchmark their environmental performance against 45 KPIs, and has over 30 UK coatings and printing ink manufacturing sites taking part. We have been tracking the enviromental performance of BCF members manufactoring sites for more than 20 years via the Coatings Care programme and, over that time, have recorded significant improvements in production efficiency and waste and energy reductions.

Coatings Care Awards

The industry is working continuously to reduce waste, improve recycling and eliminate accidents. Coatings Care ensures that this is encouraged, recognised and awarded. Two Coatings Care awards are presented to BCF member sites each year.

Crown Paints Hull achieved below average solvent purchases and VOC emissions, and zero waste to landfill. There were no workrelated injuries recorded at the site.

Teal & Mackrill showed significant improvements in recycling rates, with a similar reduction in waste to landfill, despite higher production volumes. VOC emissions and solvent purchases were also well down on the previous year.

PaintCare programme moves to the next stage

This year has seen another major milestone reached for the PaintCare programme, the decorative paint industry’s national voluntary product stewardship programme which will revolutionise how leftover paint is managed in the UK. BCF’s Board gave the green light to the BCF team to start talks with retailers, merchants and decorators’ associations and other stakeholders to build engagement and support for the proposal.

Retailer/Distributor Support Confirmed

Discussions have been held with most of the major DIY retailers and trade paint distributors, with strong positive support to help make the PaintCare programme a reality. Following feedback from a number of retailers/ distributors who wanted to have collection points for leftover paint in their stores, we have modelled this in an update to the proposal.

National Government Support Confirmed

In a meeting with Defra Minister Jo Churchill, she expressed her enthusiasm for PaintCare and wants her

department to help make it happen. Meetings with the Deputy Director of Defra, Resources and Waste and his teams have been held to discuss the new Packaging Extended Producer Responsibility laws, and how Defra could help with potential obstacles PaintCare might face. Having support from Government for the scheme is clearly a very positive development. A detailed proposal is being prepared to present to national Government later this year seeking for decision-makers to provide a more formal response of support to help implementation of PaintCare as the national voluntary product stewardship programme for leftover paint.

Local Government Support Confirmed

As part of developing the implementation plan, we have undertaken a survey with local Authorities and Household Waste Recycling Centres (HWRCs) and the vast majority are very interested in taking part in the PaintCare programme. Discussions with a number of waste companies e.g. Veolia and Suez have also proved positive.

Consumer and Professional Painter Support Confirmed

Our research, carried out in 2021, confirms that 90% of professional painters and 80% of consumers surveyed found the PaintCare programme appealing and were prepared to pay a small eco premium to cover the cost of collecting and remanufacturing leftover paint, which would be sufficient to cover the cost of the programme. A separate discussion with the Painting and Decorating Association confirmed the Association support for the programme.

Development of the Implementation Plan

from the BCF Board to fund the development of an implementation plan, 360 Environmental was appointed to help refine the business model and develop an implementation plan for a first phase rollout in 2023. 360 Environmental are an environmental consultancy of waste specialists that operate in the waste management, permitting, recycling and packaging fields.

Following further discussions with waste companies, local authorities and paint recyclers to model how PaintCare will work in reality has broadly confirmed the business model and assumptions used in the operation of an optimised national model. Work is now focused on identifying the best way to roll out the programme in a phased way and to overcome the barriers identified to scaling up to a national programme. The development of paint remanufacturing capacity to support a national scheme is seen as a constraint at the moment.

Packaging

Extended Producer Responsibility offset secured

One of the key requests from members was to make sure that we don’t pay twice for EPR, i.e. via PaintCare and the new Packaging EPR system. The good news is that we now have an (informal) agreement from Defra that any packaging that is collected via the PaintCare programme can be offset against brand owners’ Packaging EPR obligations.

Packaging EPR scheme delayed and more limited

The government has now confirmed that phase 1 of the packaging EPR will only include consumer waste which means only retail paint packaging will be in scope and not trade paint packaging. Implementation of the packaging EPR scheme has been postponed to 2025.

PaintCare and Empty Packaging

Cost estimates for collecting leftover paint have made us less enthusiastic about using the same system for collecting empty paint packaging from the public. It could be that retailers will themselves offer collection systems for various types of packaging, and we believe we should wait until this landscape becomes clearer before any commitment is made to include empty packaging in the PaintCare scheme.

Coatings Ambassador programme

The British Coatings Federation has partnered with the Surface Coatings Group of the Royal Society of Chemistry, PRA and OCCA to create a national network of ambassadors for the coatings industry.

Through the Coatings Ambassador programme, we will show the younger generation the many benefits of working in the coatings industry. The training, delivered by Cogent Skills, is designed to equip our ambassadors with the skills and materials to run their own sessions with local schools and universities.

Our goal is to explain the contribution the coatings industry makes to the economy and society, as well as the many varied roles and opportunities within it. Following two successful events at the end of 2019 and the first virtual Coatings Ambassador training event held in July 2020, our 2022 workshop took place on the 4th May at the BCF office.

May’s workshop hosted a diverse group of attendees from organisations including AkzoNobel, SherwinWilliams, BASF, Lake Coatings, HMG Paints, Mylands, BTC Europe, Indestructible Paints, Fujichem Sonneborn, Neotech Speciality Chemicals and Nordmann.

As employees working within the coatings industry, whether as a scientist, or in key business departments such as HR, we need you to help us engage with those who are deciding their future careers.

We would like to thank both the companies and individuals who took part and who are now part of an important and growing network. Everyone who attended received a certificate and access to useful resources and session plans, enabling them to go into schools or universities and engage with those about to begin their careers.

BCF Coatings Ambassadors workshop, May 2022

BCF’s Apprenticeship Service has been purpose built by the Apprenticeship Management Group (AMG). As an Apprentice Training Agency (ATA) the AMG can employ apprentices on behalf of BCF members. The AMG are specialists in recruitment with a dedicated team which works solely in the sector.

The AMG, have already helped several BCF members to scope the opportunities to incorporate apprenticeships as part of their own training and development programme, recruit new apprentices and identify the most suitable apprenticeship Standard for existing employees.

To further help members take advantage of technical apprenticeships, BCF’s Apprenticeship Service has teamed up with Tiro, a leading trainer provider for science and technology apprenticeships. Tiro’s level 3 Laboratory Technician and Science Manufacturing Technician apprenticeships will both utilise the Coatings Training Institute (CTI) as the knowledge element of the apprenticeship. Six CTI modules, selected by the apprentice and their manager to support their learning and job role, are included in the Laboratory Technician and Science Manufacturing Technician Apprenticeships with Tiro. This allows BCF members to benefit from government funding to cover the cost of the CTI modules, something that has not previously been possible.

Tiro apprentices will receive both a Tiro tutor, alongside a CTI tutor who has extensive knowledge of the coatings industry. They are also supported by a company mentor, who can support the apprentice as they move through the course material. The CTI training provides great benefits, both to the employee and the organisation. Our new partnership with Tiro enables their apprentices to develop an extensive knowledge of the coatings industry.

Lobbying

At the start of the year, a proposal to amend the Misuse of Drugs Act, and its possible substantial impact on a large part of the BCF membership, came onto our radar. The Government’s aim was to clamp down on the availability of GBL and BDO, as they can be converted to GHB when ingested. This was to be achieved, in part, by requiring legitimate users of those substances to obtain licences, which in turn would require onerous restrictions. The problem was, the way the legislation was drafted would have seen anyone selling or using mixtures containing these substances included in scope, including many thousands of printers using BCF members’ inks. BCF reacted swiftly and engaged in some frantic lobbying, in conjunction with other organisations like the Chemical Business Association, to make the Home Office recognise that what they were asking for from legitimate business users of GBL and BDO was disproportionate to the risk of illegal use. On 21st April we finally received notice that the Home Office will now revoke the regulations and look to table new legislation for implementation in March 2023. In the meantime, there will be consultation with industry to ensure the final position is proportionate as well as effective. This will mean that users of ‘neat’ GBL will still require licences and adhere to the restrictions of those licences, but it is likely that most industrial mixtures containing GBL will be exempted. The precise definitions will be developed through the previously mentioned consultation . We will continue to engage with the Home Office in the development of the new legislation and will carry on keeping you informed and seeking your input throughout.

In February, the National Poison Information Service (NPIS) sent an email to some businesses indicating that – contrary to all we had been told by various

Government Departments in the run up to and after Brexit – that Annex VIII of the CLP had been introduced into GB law after all. This would require the UK Poison Centre to be notified with a Unique Formula Indicator number for all hazardous mixtures, backdated to the day the UK left the EU. It would appear that this might have been ‘accidentally’ introduced through some bureaucratic legal oversight when the Brexit leaving date was delayed. However, subsequently, the NPIS website has put up a message saying the situation is under review and the HSE and Gov.UK websites continue to advise businesses they can carry on voluntarily submitting SDS’s, as we expected was the case postBrexit. At time of going to press there had still not been an official statement from the Department of Health and Social Care (which includes NPIS and Poison Centre Notifications in its remit) setting out what the position is. BCF is keeping on top of the situation and feeding into Government the consequences to the coatings sector should Annex VIII actually be introduced to GB. If there are attempts to implement it in GB we will, of course, be pushing for its exclusion, as we were told would be the case initially. We will keep members updated on this topic.

One of the issues that affects many BCF members is the reduction of available active substances to use as preservatives. The EU BPR has seen a gradual erosion of those products available for use in coatings and decisions continue to be made in the same stifling direction. Early in 2022 our partners in Europe - the European Council of the Paint, Printing Ink, and Artist’s Colours Industry (CEPE) – launched a new campaign, Coatings Need Preservatives. It explained how recent regulation is impacting on the coatings sector, and how this in turn will lead to an increase in spoilt paint

2022 began where 2021 left off, with an ongoing set of issues we need to lobby on to help prevent, influence or re-shape overzealous government proposals from various directions. An update on a selection of these is set out below.

products and a need for more frequent repainting, which directly contradicts the EU’s green and circular economy ambitions. The campaign calls for the EU to take a more holistic and proportionate approach in future. The BCF played a role in designing and promoting the campaign and we hope it will help change attitudes within the EU in future. On the same subject, over here in the UK we have been proactive, beginning conversations with the HSE about how the direction of the GB BPR will develop in future. We will continue to have dialogue on this subject over coming months.

Two of the issues we have simply not had time to deal with over the past couple of years – largely due to Brexit and Covid-19 – has been the need to press for proper application of the rules on selling of professional industrial use products via online sales platforms, and the need to stop the illegal use of solvent-based basecoats in vehicle refinish. Both are a level playing field issue for our members – who do comply with the rules when others don’t – but also a reputational issue for the industry more widely. 2022 is the year these issues come out of the in-tray and start to be actioned, directly through the coatings sector but also through engagement with Defra, HSE and other stakeholders as appropriate.

And, of course, carry-over from last year were our efforts to reshape UK REACH. We were delighted in December when Defra announced they were delaying the registration phase of UK to allow discussions to take place on different models to that currently legislated for. It looks like the first registration phase – for substances of more than 1,000 tonnes and SVHCs – will be put back to 2026, three years later than originally planned. The 100t and 10t thresholds will also be delayed, although we

are not currently sure by how much. The move towards a new model is extremely welcome. It is not always easy (to put it mildly) to change government policy once it is set. However, the coordinated communication by industry, explaining just how onerous and costly the original plans for UK REACH would be to British business, ultimately paid off. Defra is now consulting again on possible alternative options, hopefully which will not mean a registration process that requires full data dossiers to be submitted for each substance used in the UK. BCF has a position on the policy oversight group, as well as the working group looking at more technical aspects of any future policy. We know we need to remain vigilant over the coming months to make sure whatever new UK REACH policy is developed, it does not unduly impact on downstream users of chemicals like our members in the coatings sector.

Finally, I just want to thank the many members who have engaged with the public affairs, regulatory and marketing teams over the past year as we have collectively lobbied and campaigned. Your help in providing practical case studies, detailed background information, being prepared to meet or speak with us, or respond to surveys and consultations, is all vital to our work and is gratefully received. We know there is a lot going on at the moment, and that your time is probably more at a premium than ever. But your input and feedback genuinely does make a difference and, ultimately, enables us to better make the case for you and the wider coatings sector.

BCF Chief Executive appointed President of World Coatings Council

At the World Coatings Council’s annual meeting in March 2022, Tom Bowtell, Chief Executive of the British Coatings Federation, was elected President for a two-year term of office.

The World Coatings Council is made up of members representing associations from the United States, China, European Union, Brazil, Mexico, Australia, New Zealand, Japan, Malaysia, Canada, South Africa, Turkey, France, Germany, Spain and the United Kingdom.

The Council, which provides a forum for exchange and cooperation on major issues and priorities facing the industry, has established itself as a global voice with the United Nations, Governments and NGOs for over 30 years.

Tom Bowtell said of his Presidency; “I’m incredibly honoured to have the trust of my industry colleagues from across the world to hold the President’s seat on behalf of the global coatings industry. I am looking forward to representing the industry and contributing to our global effort.”

Sustainability will be an important theme of Tom’s Presidency, with the World Coatings Council publishing their first Sustainability Report later this year.

Andy Doyle, President of the World Coatings Council and CEO of the American Coatings Association, commented: “I am thrilled that Tom has accepted the role of President of the World Coatings Council. He is a global leader not only in the association community, but in the coatings industry as well. Decorative coatings

Decorative Coatings Council

The Decorative Coatings Council has continued to meet every six months. The decorative coatings sector saw a decline in demand when compared to the lockdowns of the last two years.

Major topics include the future of UK chemical regulations post Brexit, with UK REACH and biocides the most important issues, and the ongoing raw material crisis.

PaintCare was again high on the agenda, and excellent progress has been made with major retailers and Government supporting the scheme. The request for investment from the Board in order to create a detailed implementation plan was approved, meaning that PaintCare is on the way to becoming a reality.

The work done by the Sustainability Committee was also an important topic of discussion and a working group was set up to create a Net Zero Roadmap in 2022. Packaging Extended Producer Responsibility became a significant agenda item, as it is seen as a major financial threat to UK brand owners. The BCF will continue to keep members informed on this important issue and explore options for the PaintCare scheme to reduce some of the regulatory burden.

A webpage dedicated to countering false eco advertising claims has been launched under the name ‘Green Claims Guide for Decorative Paints’. It aims to address common green claims that advertisers use such as claiming a paint is VOC free. The information on the page has already been used to successfully address two false advertising issues since its launch.

Decorative Coatings Technical Committee

The Decorative Coatings Technical Committee held three meetings during 2021. As in 2020, the ban on combustible materials for 18 metre buildings was an important topic. The Buildings Safety Bill was published on the 5th of July 2021. The height had been kept at 18m and not reduced to 11m as had been previously suggested. The membrane definition for when an exterior masonry coating could be considered a membrane under the Building Regulations had been published alongside an FAQ on the BCF website.

The introduction of UK REACH was an important agenda topic, with the transitionary measure of Downstream User Import Notification (DUIN) a significant deadline for members to work towards in October 2021.

The labelling requirements for titanium dioxide was an important issue for DCTC. The new classification of titanium dioxide (to include category 2 carcinogen) entered into force in the UK and EU in October 2021. However, the Titanium Dioxide Manufacturer’s Association had determined that almost all grades of titanium dioxide were out of scope for classification due to the aerodynamic diameter criteria not being met. Another key substance was MEKO. There were several extraordinary meetings to discuss MEKO and agree the industry position to withdraw products containing MEKO from sale to the general public from the 1st of March 2022.

Biocide activity was also an important topic for discussion. Some positive news was that the ECHA Risk Assessment Committee (RAC) had proposed a much more workable specific concentration limit (SCL) for BIT than had been assigned for other isothiazolinones in the past. In the UK, the GB BPR was introduced on the 1st of January 2021. To remain on the GB market, active substance suppliers are required to resubmit data to the HSE and be based in GB by December 2022. There are already some indications that not all active substances will be resubmitted. The BCF has met with the HSE to voice concerns about this issue and highlight the importance of biocides.

‘Trace’ was agreed as the most appropriate term to be used for the new VOC globe rating for less than 0.1% VOC after gathering feedback from members.

Industrial and powder coatings

Joint Industrial and Powder Coatings Council and Vehicle Refinish Group

The industrial and powder coatings sector has seen a steady and continuous growth throughout 2021 after a decline in sales in 2020 due to Covid. The April 2021 meeting was virtual, but subsequent meetings in November 2021 and March 2022 were hybrid meetings with strong numbers for both in-person and virtual attendance.

The raw material crisis has been a major discussion point at all recent meetings. The current situation in Ukraine has impacted the raw material situation, with a large decline in exports of sunflower oil from Russia and Ukraine, as well as the stopping of the rail route from China via Russia causing further rises in shipping prices.

Industrial coatings contribute to extending the life cycle of metal, concrete and wood, and the Council agreed that it was important for life cycle to be an important part of the industry’s Net Zero Roadmap.

Campaigns that had been delayed due to Covid have now been given the greenlight to progress further. The BCF will also continue to push Defra to challenge the sale of solvent-based basecoats in vehicle refinish. A second campaign to attempt to limit the online selling of industrial and professional paints and coatings to the general public was also approved. Members agreed that there needs to be a clear definition as to what a professional user is to differentiate them from public and industrial users.

High Performance Coatings Group

Chaired by Malcolm Morris, Sherwin-Williams Protective & Marine Coatings

The High Performance Coatings (HPC) group met on two occasions in 2021. A key topic was the restriction proposal by Germany of BPA as it would affect epoxy coatings used in many articles. After two calls of evidence, it is now known that Germany have decided to delay the restriction intention dossier from April 2022 to October 2022.

There were also discussions on the activities surrounding ISO12944. In early 2021, the UK national committee STI/21 agreed to vote negative on a revision of ISO12944 as it had only been published in 2020. It was recommended to wait until the next systemic review in 2022/2023. Developments since this decision were that the ISO standards subcommittee TC35/SC14 had reconvened, and a potential substantial revision proposal would be decided on at the June 2022 conference.

There was also a suggested proposal for improving ISO8501-1 ‘’Visual cleanliness standard for steel substrates’’. The proposal will be refined using member feedback from the meeting in April 2022 prior to submission in the June 2022 ISO meeting.

Aerospace and Defence Coatings Group

Indestructible Paints from May 2022

The Aerospace and Defence Coatings group held three virtual meetings in 2021, the May meeting was joint with the Ministry of Defence. The implications of the introduction of UK REACH on authorisations was a focus for discussion. Downstream users of EU REACH authorised substances were required to provide the HSE with technical information within 60 days after the end of the transition period.

There were discussions on the BS X 42 standard that had been published in 2020, as well as the proposed BS X 43 standard. The MoD has also begun to review and rewrite DEF STAN 80-225, members comments were shared to the MoD.

An update on the status of chromium trioxide authorisation was provided at each meeting. The authorisation review period will come to an end in September 2024. Members were aware of this major issue, and it was noted that members were working closely with the ADCR Consortium on reauthorisation. Other regulatory updates on titanium dioxide, BPA and isocyanates were also discussed.

Intumescent Coatings Group

Chaired

The Intumescent Coatings Group held two meetings during the course of 2021. Updates on the Association for Specialist Fire Protection related activities were received, with a lot of the association’s activities focussed on the changes being proposed by the draft Building Safety Bill and understanding the practical implementation of the Code for Construction Product Information (CCPI).

Updates were provided on substance specific regulatory issues, including the latest updates on titanium dioxide, isocyanates, BPA and melamine. There was also concern that the possible further restrictions on the use of Medium Chain Chlorinated Paraffins (MCCP) could affect the use of the long-chain versions.

The group also discussed the status of UK Technical Assessments (UKTAs), which had seen some challenges due to Brexit, and the use of pre-existing European Assessment Documents (EADs).

Marine Coatings Group

The Marine Coatings Group meetings focused on the concerns surrounding the changes in the Biocidal Products Regulation (BPR) in Great Britain. A representative from HSE provided an update on key changes to GB BPR including NI. Members were informed of the ongoing discussions with HSE regarding the future of PT21 products in the UK, including Zinc Pyrithione (ZnPt). Industry had presented to 19 members of HSE’s biocides team in the summer to highlight the technical requirements and importance of antifouling coatings and the level of engagement was encouraging.

Members were informed of other key changes to UK Chemicals legislation, including UK REACH, with an update provided on lobbying activity in this area. An update was provided on the latest regulatory activity on key substances such as isocyanates, microplastics and titanium dioxide.

A joint meeting was held with the CEPE Marine Coatings Sector Group. The activities of the CEPE antifouling working group and the World Coatings Council were highlighted, focussing on concerns surrounding the risk assessments as well as secondary microplastics. Secondary microplastics in relation to marine coatings is also a major concern. Marine Coatings are often cited as being a significant contributor to the environment and there are reports that DG ENV are already looking at possible regulatory action in this area. CEPE have put forward a research proposal with the aim to gather data on secondary microplastics for marine coatings and façade coatings initially.

Industrial Wood Coatings Group

Chaired by Mark Hubbert, Teknos from May 2022

The first meeting of the new Industrial Wood Coatings Group including members and non-members successfully took place via a hybrid meeting on the 23rd of November. There was a discussion on two critical biocides used as wood preservatives (PT8), propiconazole and tebuconazole, that are currently under the spotlight. A position statement on the use of ‘formaldehyde free’ for low formaldehyde products in the industry was prepared by the group.

Members agreed to create a lobbying campaign highlighting non-compliance with the Industrial Emissions Directive as well as agreeing to set up a Working Group to help educate users on their obligations for fire testing. The challenges that the raw material supply chains were facing was also a major point of discussion.

Printing inks

Printing Inks Council

The Printing Inks Council had two joint meetings alongside the Printing Inks Technical Committee in 2021 and one so far in 2022. This followed the same format first introduced in the March 2021 meeting, where the two groups would split halfway through. The meetings have been very successful and had strong attendances both virtually and face to face thanks to the hybrid option.

The joint meeting discussed the raw material crisis, UK chemical regulations strategy, sustainability and a future packaging extended producer responsibility law.

There was a very positive response from the group to lobbying successes on UK REACH in late 2021, which led to a discussion on the new proposed registration model for UK REACH. Members were in agreement that the process of registering a novel substance is still unclear.

A major issue for many members has been the proposed Home Office licencing scheme for two substances, GBL and BDO legislation. Following several meetings with the BCF and other industry bodies, the Home Office has decided to postpone and review the proposed licencing scheme, acknowledging that printing ink makers and their customers are not the source of the issue.

The importance of future Packaging Extended Producer Responsibility legislation on brand owners was acknowledged, and will be a focus for future meetings, with the aim to ensure inks are not unfairly disadvantaged in the scheme. Part of this work has been to improve the British Plastics Federation PackScore Tool’s scoring of the recyclability of printing inks.

BCF leadership in bringing together the Food Packaging Value Chain Alliance was welcomed – a first meeting with Food Standards Agency on future UK food contact regulations was successful, and a follow up meeting planned.

Printing Inks Technical Committee

The Printing Inks Technical Committee met three times in 2021, two of these were joint with the Printing Ink Council. The impact of UK REACH and the October 2021 deadline for the submission of Downstream User Import Notifications under UK REACH were important topics of discussion.

The impact of inks in recycling processes was also an important topic for discussion. It was agreed to form a working group on ink recyclability, with the particular aim of updating the British Plastics Federation’s (BPF) PackScore tool to treat inks more accurately. The working group produced a traffic light table categorising inks for recyclability. This was welcomed by colleagues at the BPF, and further work is ongoing.

Notable updates in food contact materials included the confirmation that the German Ink Ordinance would go ahead, and that List B of the Swiss Ordinance will eventually be removed. The revision of food contact material regulation in the EU was also discussed. Updates were provided at every meeting on hazard reclassifications affecting UV inks, as well as other substances such titanium dioxide.

Wallcoverings

Wallcoverings Sector Council

The Wallcoverings Sector Council met two times in 2021 after only being able to meet once in 2020 due to the lockdown in Spring 2020. Wallcoverings had experienced a sharp increase in sales during the pandemic, but sales were now returning to levels similar to those pre-pandemic. Members were also experiencing difficulties due to the increased cost of raw materials.

The BCF collaborated with the Global Wallcoverings Association (IGI) on a webinar in June 2021, on the topic of UK REACH. This engagement was welcomed by BCF members. There was a particular focus on sustainability within the wallcoverings sector. The ‘Net Zero by 2050’ pledge was an important topic for discussion as wallcoverings differ from other sectors within the BCF as the production is a more energy intensive process. The packaging EPR scheme and plastic packaging tax were other points of discussion.

Wallcoverings Sector Technical Committee

Chaired

The Wallcoverings Sector Technical Committee met three times in 2021. The implications of Brexit and in particular the introduction of the UK CA mark were important topics for discussion. The UK CA mark presented particular challenges, with labelling requirements somewhat unclear initially and issues with Assessment and Verification of Constancy of Performance (AVCP) System 3 testing requirements. At the end of August 2021, it was confirmed that CE marking for goods on the Great Britain market could continue up until the 1st of January 2023, which was welcomed.

The introduction of Extended Producer Responsibility schemes in France and Italy were discussed, they may result in additional labelling requirements for consumer products.

Several members are also members of the BCF Climate Change Agreement scheme. The scheme was extended until 2023, and there had been a government consultation on a replacement scheme. The target for the next Target Period was set at 6.67%. Reporting will take place in early 2023.

Updates on key substances, titanium dioxide and ADCA were provided.

Chris Iredale (Muraspec Wallcoverings) stood down as Chair at the end of 2021, the Chair position is currently vacant.

Sector wide support

Health & Safety

BCF’s Safety Advisory Panel updated the annual Accidents Statistics survey to make it more user-friendly. This was sent to members in April 2022. A working group was being set up to review the ‘Code of Safe Practice: Powder Coating’. Members were reviewing various BCF guidance, including the ‘Use of Company and Private Vehicles at Work’ and ‘Safe Handling and Use of Flammable Liquids and Powders in the Surface Coatings Industry’ guidance. CEPE Safety Alerts, developed by the OSRA group, were circulated to members. Online tools made by the HSE for managing mental health of workers had been sent to members. Members shared recent issues arising on their sites, which could become learning experiences for others.

Environment Panel

The Environment Panel had held joint meetings with the Safety Advisory Panel. The development of Best Available Techniques for VOC controls were discussed, as were the proposed Extended Producer Responsibility controls. The BCF workbook on VOCs had been published, along with a helpful PowerPoint presentation and a spreadsheet containing a VOC calculator. The proposed move to digital waste tracking was of interest to the industry, as was the BCF’s sustainability activities and roadmap to Net Zero.

Classification, Labelling and Packaging Panel

The Classification, Labelling and Packaging Panel met virtually three times in 2021. The introduction of UK REACH and GB CLP were the most significant topics discussed at the CLPP meetings. The Downstream User Import Notification (DUIN) deadline in October 2021 was an important milestone in UK REACH compliance. Members provided insight into the challenges presented by UK REACH and DUIN submissions. Although members agreed that the process itself was relatively straightforward, the issues related to access to information remained. The announcement that Defra planned to consider alternatives to the UK REACH registration model was welcomed.

The changes associated with GB CLP were also discussed. One of the main challenges faced by members initially was the need to include an EU address on the label of products exported to the EU. While classifications would remain the same in both the EU and GB initially, the issue of divergence was also discussed, which is likely to present challenges for labelling in the future.

Updates on substances of interest were provided, including changes relating to titanium dioxide, MEKO and GBL.

Transport and Packaging

BCF’s Carriage of Dangerous Goods Panel worked alongside the CEPE Transport Committee in monitoring worldwide and regional changes to the carriage rules, ensuring that proposals did not unduly affect members. A paper, proposing an exemption to the packaging requirements for environmentally hazardous goods had been submitted to the UN transport committee.

Coatings Care

Coatings Care is an environmental programme that demonstrates BCF members’ commitment to the health and welfare of employees, the safe operation of processes and shows determination to contribute actively to a sustainable environment.

The Coatings Care programme recognises improvements in the performance of the coatings and printing ink industries across 45 KPIs in the fields of the environment, safety, health, distribution and product stewardship. In 2021, Teal & Mackrill won the Coatings Care Overall Best Performer, and Crown Paints Hull won the Coatings Care Progress Award.

Associate Technical Committee

The Associate Technical Committee met virtually twice in 2021 with representatives from the raw material supply chain, packaging manufacturers and associated organisations. The Committee focused on areas where technical and regulatory issues were of greatest common concern.

There were discussions on GB legislative developments with particular focus on substance registrations under GB REACH and concern about data availability for downstream user import notifications. The impact of divergence from EU legislation was reviewed and discussions on activities to obtain a workable legislation were held. The GB BPR was also reviewed, particularly the impact of the requirement for companies to resubmit data for active substances and product authorisations and be based in the UK by December 2022 to be able to continue to supply the GB market.

The impact of global events on raw material shortages were highlighted. Updates on substances of interest were provided, including changes relating to biocides, isocyanates, microplastics, TiO2, BPA. Future EU initiative on Chemical Strategy for Sustainability and UK developments including the Environment Bill, COP 26, Chemical Strategy and the Hydrogen Strategy were also discussed. BCF initiatives and positions on PaintCare, VOC-Free and sustainability were discussed.

Global Chemicals Group

The GCG met three times in 2021. This provided members with the opportunity to discuss significant changes in global chemical regulations. There were discussions on requirements for Russia, China and more recently the Extended Producer Responsibility legislation that has been introduced in France and Italy. Members reviewed some of the ‘How To…’ guides, including the Australian guide and introduced new guides for Thailand and the Philippines. Regulatory updates were provided at the meetings, anticipated regulation in India and Pakistan had been delayed due to Covid. The GCG plans to continue to update the ‘How To… ‘guides and make them more accessible.

Sustainability Committee

At the first meeting of the revived Sustainability Committee the group focused on developing the structure of the committee to guide the short-and longterm goals. Part of the meeting included a workshop where members were split in to sub-groups to complete an exercise in order to determine the most applicable UN Sustainable Goals for our industry sectors, which

included a discussion as to why these goals were important and relevant.

An update was provided on developments in waste and circular economy, which included updates on biocides, microplastics and waste. Members were also provided updates on developments surrounding emissions and climate change, which included updates on the recently published European Green Deal and the Defra Clean Air Strategy.

The commitment was made at the recent BCF Board of Directors meeting to achieve net zero carbon emissions by 2050 in October 2021, and will be backed up by more detailed Net Zero Roadmaps for each BCF sector.

Public Affairs and Communications Committee

A new committee set up last year to help BCF ensure its lobbying and communications efforts are targeted in the right direction. The two meetings held so far have focussed on the broad, proactive public affairs strategy for the next couple of years. Members of the committee helped design the #SustainableCoatings campaign launched last year and will be key to making sure the main umbrella campaign for the end of 2022/23#EssentialCoatings – is wide-ranging and effective.

The committee provides members with updates on general legislative and regulatory issues and horizon scans for future obstacles likely to impact on businesses across the industry. Members feed into that process helping BCF’s team remain focussed on the key issues of concern to the sector.

The BCF Marketing team has worked through the committee to get member input on the design of some of their key pieces of work as well as execution of outward multimedia campaigns. They are looking to engage with members more closely to boost support for social media activities in future.

Diversity and Inclusion Committee

The first Diversity and Inclusion Committee meeting was held in November 2021. The committee was formed in order to share best practice methods for the industry, resources/suggestions for companies to implement for inclusive practice and to generate more interest in the subject.

At the inaugural meeting, the term Diversity and Inclusion was discussed in detail; exploring all areas of what it meant to be a diverse as well as inclusive industry. The difficulties faced in trying to reach D&I sustainably within a company was discussed, and an agreement between all members concluded that the D&I committee would not be focused on one issue but be inclusive of all issues within D&I.

BCF aims to provide help for members in their journey of D&I, using the committee as a platform for idea sharing. Further actions on the subject are planned for throughout the year.

BCF Events

Our 2021 Annual Conference and Awards were held on Thursday 14th October at the Mercure Manchester Piccadilly Hotel. At our first face-toface event in nearly two years, almost 300 delegates met with industry colleagues at the conference to discuss some of the major issues, challenges and opportunities faced by the sector. In the evening award winners were announced across 11 categories.

Tom Bowtell, BCF Chief Executive said: “After a really challenging time for our industry, it was great to come together face to face and celebrate the achievements of our member companies. It is also exciting to see so much young talent in our sector, demonstrated particularly in our Apprentice of the Year and Young Leader of the Year categories. Many congratulations to all those who were shortlisted, but especially to the winners”.

The evening opened with the Sustainable Innovation Award, won by PPG Automotive Refinish for MOONWALK™. The sustainability theme carried on through the evening with the Coatings Care Progress Award, and the Coatings Care Overall Best Performer Award, awarded to Crown Paints, Hull and Teal & Mackrill Hull respectively. The Corporate Social Responsibility Award was taken home by HMG Paints for their “First Thing - Sanitiser” campaign.

Celebrating individuals within the industry who have gone above and beyond were the Apprentice of the Year Award, won by George O’Reilly from IPL, Young Leader of the Year Award, won by Natalie Hood from Jotun Paints Europe and Student of the Year Award, which saw Linda Ferrante, from Fujichem Sonneborn win. The Award for Excellence in Training was won by U-POL.

The Customer Service Award saw two winners, AkzoNobel Decorative Paints, Dulux Decorator Centres, and Sun Chemical. For Marketing Campaign of the Year, it was the Leyland Trade Smart launch that took home the award for PPG. Diversity and Inclusion, which was a new Award in 2019, was awarded to UL.

BCF’s charity cycle is back for its second year!

The British Coatings Federation (BCF) are hosting their second charity bike ride for the UK coatings industry to raise money for charity, following the resounding success of the inaugural charity cycle in 2019. The event, ‘BCF’s Charity Cycle: Ride Warwickshire’, is taking place on Friday 1st July 2022 and will start at the BCF office in Coventry and extend through the scenic countryside and villages of Warwickshire. The BCF hopes to raise £10,000 for The Community Heartbeat Trust.

The ride is open to BCF members and non-members and participants are invited to get involved as individuals, or as teams, choosing a 30, 50 or 100km route. The three routes will meander through the Warwickshire countryside, with drinks stations en route and the option to stop at village pubs. The entry fee to ride is £50+VAT which includes a goodie bag for each rider. Riders are encouraged to fundraise via their JustGiving page, which will transfer donations directly to the charity. The members have not required the company to obtain an audit of its financial statements for the year ended 31 December 2021 in accordance with Section 476 of the Companies Act 2006.

The Directors acknowledge their responsibilities for:
