Editorial
By Tom Bowtell Chief Executive Officer of the BCF With the UK hosting the recent global climate summit COP26, we wanted to highlight and celebrate the work our members have been doing to create a more sustainable industry. At the BCF Board meeting in October, it was agreed to set ambitious targets for achieving Net Zero industry-wide by 2050 and leftover paint recycling from 2% today to 75% by 2030, and we will be working hard with our members in the next 12 months to ensure a clear roadmap to achieve both objectives are in place. We have recently launched our Sustainable Coatings campaign, which will share case studies from our members showcasing what they have already done and what new initiatives they will be taking in future to increase sustainability. These will be shared on social media using the #SustainableCoatings, #SustainableInks and #SustainableWallcoverings hashtags on any related social media posts. You can read more about the campaign on page 4, where you can find out how you can get involved. Speaking of sustainability, we are moving ever closer to making our PaintCare scheme a reality. The BCF Board agreed to provide the funding and resources to enable an implementation and launch plan to be developed for the PaintCare programme and this will be presented back to the Board in May 2022 for a decision on launching the programme. PaintCare will be key in achieving our leftover paint
recycling target agreed at the BCF Board meeting, so the support behind the scheme is great to see. Our PaintCare Consultant Steve Snaith outlines all our recent activity around the PaintCare scheme on page 5. In other news, we are still pushing hard on UK REACH lobbying – the Board agreed that regarding EU/ UK chemical regulations “alignment trumps divergence, where trade is affected” and BCF were very vocal at the CHEM UK Expo in October making our case on why UK REACH needs to be changed. At the time of going to press we are still waiting for Defra’s official response from industry’s appeal for changes. Read more on page 6. On a more positive note, we held both our Annual Conference and Awards dinner last month on the 14th October in Manchester, as a one-off combined event. After over 18 months away due to the pandemic, it was great to see so many delegates (over 250 of you!) face-to-face once again. At our biggest event yet, it shows the appetite for physical events in our industry remains as strong as ever despite the pandemic, and we hope to see many of you again at our great line-up of events in the coming year. You can find more details on these events on page 30, kicking off with our 2022 Annual Conference in May at The Belfry, which is already looking to be a fantastic event.

Sustainable Coatings BCF members have joined other sectors in pledging to achieve net zero carbon emissions by 2050, a commitment which was made at the recent BCF Board of Directors meeting in Manchester and will be backed up by more detailed Net Zero Roadmaps for each BCF sector, which will be created and published in 2022. Sustainable production and recycling have been a key focus for the coatings industry in the UK since 1996 and are the basis for some of the 45 health, safety and environment key performance indicators monitored through the BCF’s Coatings Care programme. Latest Coatings Care figures showed record low levels of energy used in production as well as a significant decrease in production waste. 71% of production waste is now recycled, compared with just 17% in 1996. Accident rates are also at a record low and well below the latest UK Labour Force survey, with zero RIDDOR reported dangerous occurrences or fires at BCF member sites in 2020. The industry has also committed to a highly ambitious target for its paint recycling scheme, PaintCare. This scheme, which aims to create a circular economy for leftover decorative paint in the UK will aim to increase the percentage leftover paint re-used, recycled, or re-manufactured from 2% today to 75% by 2030. More details on the progress of the PaintCare scheme and the leftover paint recycling target can be found on the following page. BCF CEO, Tom Bowtell commented: “With the 26th United Nations Climate Change Conference (or COP26 for short) taking place in Glasgow, there has rightly been an increased focus on sustainable action, but our sector has been continuously working on improving key sustainability metrics for over 25 years. I’m delighted the BCF Board has set ambitious targets for both Net Zero and leftover paint recycling, and we will be working hard with our members in the next 12 months to ensure a clear roadmap to achieve both objectives is in place”. Our #SustainableCoatings campaign will showcase the work we and our members have done in this area and, importantly, as we nail down concrete milestones and KPIs, what else we will be doing to play our part over the coming months and years in creating a greener future for all.

PaintCare programme moves to the next stage By Steve Snaith BCF PaintCare Consultant
The second half of 2021 has seen another major milestone reached for the PaintCare programme, the paint industry’s national voluntary product stewardship programme which will revolutionise how leftover paint is managed in the UK. In April the BCF’s Decorative Coatings Council gave the green light to the BCF team to start talks with retailers, merchants and decorators’ associations. This has been the focus in this period. Discussions have been held with most of the major DIY retailers and trade paint distributors, with strong positive support to help make the PaintCare programme a reality. Following feedback from a number of retailers/distributors who wanted to have collection points for leftover paint in their stores, we have modelled this in an update to the proposal. Discussions have also been held with the Painting and Decorating Association and DEFRA/BEIS who are also very supportive of the programme and engagement with the waste industry is about to start. Engagement with DEFRA/BEIS is at an early stage and a detailed proposal is being prepared to present to national government in early 2022, seeking for decision makers to provide a more formal response of support to help implementation of PaintCare as the national, voluntary product stewardship programme for left over paint. The current proposal for PaintCare relates solely to the collection and recycle of leftover paint and the packaging it comes in. Recognising that the new EPR and tax on plastic
packaging will result in a massive increase in cost to the industry and consumers, as part of the next stage of Paintcare, the collection and recycling of empty packaging will be evaluated for inclusion in the programme. There will clearly be an increase in cost to the programme and we need to seek some form of eco-modulation or exclusion from this EPR tax if the industry/consumers are to avoid paying twice for recycling of the packaging. This will form part of the discussion with government in early 2022. As previously reported, in March the BCF conducted market research with consumers and decorators, which showed very high levels of support for PaintCare with over 80% of respondents supporting the concept and being willing to pay an additional ‘eco fee’ on new paint purchases to fund the programme. At the BCF Board meeting in October, the Board agreed to provide the funding and resources to enable an implementation and launch plan to be developed for the PaintCare programme and this will be presented back to the Board in May 2022 for a decision on launching the programme. This implementation plan will be developed with further engagement with stakeholders in our industry and supply chain as we develop the detail plans. It will also include an evaluation of the collection and recycling of empty packaging.
Our ambition 1.
Introduce a voluntary national UK product stewardship scheme for leftover paint – PaintCare 2. Stop the landfilling of over 20 million litres of leftover decorative paint per year 3. Maximise the use of valuable raw materials and resources: a. Increase the reuse and remanufacturing of leftover decorative paint from 2% to 75% b. Develop new routes to recycle non remanufactureable leftover paint into other supply chains c. Help find new markets for remanufactured paint products and stimulate a UK market for remanufactured paint 4. Work with local and national government, paint manufacturers, retailers, the waste industry and other stakeholders to: a. Remove legislative barriers b. Facilitate a national collection network for consumers and trade bringing new job opportunities c. Facilitate a national network of paint remanufacturers bringing new job opportunities 5. National promotion of the PaintCare scheme to the public and trade

BCF highlights UK REACH challenges at ChemUK Expo The ChemUK expo took place over two days in September at the NEC in Birmingham. Tom Bowtell (CEO, BCF) was invited to speak on the topic of ‘Brexit and the consequences for the UK coatings industry’. Tom listed the various challenges that Brexit had presented for BCF members, noting that many members had experienced higher costs and delays. Although some of the ‘day one’ issues had been resolved, there were concerns around the future competitiveness of the sector due to the increase in red tape. Tom reported that divergence between UK and EU regulation was seen as a potential threat to the industry, and that ‘divergence for the sake of divergence’ must be avoided. The BCF was also invited to participate in panel sessions on both days on the topic of “UK REACH: Implementations and Implications”. Ciara Dempsey and Emily Bradley (BCF’s Regulatory Affairs Managers) represented the BCF at the panel sessions, which were hosted by Neil Hollis (BASF). When asked about the progress of BCF members with Downstream User Import Notifications (DUINs), Ciara noted that the feedback from members had been that the process itself had been relatively straightforward. However, Ciara was keen to highlight that there were significant challenges for members, as former downstream users and now importers under UK REACH. These include the difficulty in getting information from upstream in the supply chain to support DUIN submission, particularly with regards to mixtures and polymers.
In the session the following day, Emily Bradley stressed that UK REACH presents real dangers for manufacturing and innovation in the UK, as there are questions over the availability of raw materials in the UK in the future. Emily expressed concern about this in the wider context of sustainability and the ability of the industry to move towards less hazardous substances and ‘greener’ chemistries. The BCF continues to advocate for changes to be made to UK REACH, to reduce the need for data duplication and the burden that this presents to our members.

CEPE and BCF confirm continued relationship The 2021 General Assembly of the European coatings association CEPE was held on 24th September, a virtual event for the second year running. During the event, unanimous support was received from the CEPE community to continue to include the UK in the CEPE territory. The proposal received 2517 votes in favour, 1 abstention and zero against. This shows there is significant support to maintain the relationship – this was mirrored at the BCF Board meeting held on 13th October and ratified this from the UK perspective. A CEPE and BCF working group has been set up with the aim to evaluate and quantify the benefits of the relationship from both UK and EU perspectives. The working group will also review the new regulatory landscape post-EU exit as it emerges.

The UK is represented in the working group with BCF CEO Tom Bowtell and U-POL CEO and BCF President Guy Williams. The working group has until 2024 to come to a final conclusion. Guy Williams, BCF President commented: “It is critical for the future success of the coatings industry, both in the UK and in mainland Europe that our two industry associations work closely together. I am convinced that the relationship benefits both parties significantly, given the level of overlap in membership, and the interconnectivity of coatings supply chains. There is no appetite from the UK industry side to diverge from the EU on chemical regulations, as this is a ticket to trade. CEPE members in Europe will need to understand how the new chemical regulations in the UK are evolving, and at the same time, BCF members still need to input to influencing EU regulations, so it is a true win win”.

HMG Paints Chairman John Falder awarded BCF’s Silver Medal John Falder, Chairman of HMG Paints, was awarded the coatings industry’s highest honour, the Silver Medal, at our Awards Dinner in Manchester.
John Falder has been actively involved in the industry and with the BCF for over 40 years, taking a leading role in developing several industry initiatives, such as the apprenticeship training scheme and Coatings Care, the industry’s health, safety, and environmental programme. John has held several influential roles, most notably BCF President between 2014 and 2016. He has chaired the Industrial and Powder Coatings Council and the Vehicle Refinish Committee, as well as being a member of the General Purpose and Finance Committee. The Silver Medal that John received was an honour instigated by Leslie Silver upon his retirement. It was created to recognise those who went above and beyond for the industry and whose contribution was considered exceptional.

BCF’s Tom Bowtell receiving his leadership award from Steve Bennett At the Business of Science Conference in October 2021, British Coatings Federation’s Chief Executive, Tom Bowtell, was awarded the Public Sector/Charity/ Trade Association Leadership Award. This award, sponsored by PZ Cussons, celebrates notable leadership and significant contributions to the science sector. Steve Bennett, who organised the Business of Science Conference commented, “The Business of Science Leadership Awards are given to highlight significant Leadership across Science, Innovation and Business. In the Public Sector/Charity/Trade Association sector, the judges were delighted to recognise Tom Bowtell’s work over the last 18 months in not only leading the British Coatings Federation to support its members during the pandemic and the onset of Brexit, but in his industry-wide leadership across the UK Coatings and Chemical Industries, most notably battling the wider implications of UK REACH. Tom’s work in ensuring that the potential costs and significant challenges to industry supply chains were communicated, recognised and considered has

The whole team at HMG have done what they do best in looking after each other, the community, and our customers through the conversion on alcohol stocks in to sanitising products to donate to worthy services across the country. HMG have always had an active role in the community and beyond, supporting wherever possible and this year the company took things to the next level supporting emergency services, care homes, councils, businesses, schools, and transport services throughout the UK. Dulux Decorator Centre The foundations of Dulux’s Customer Service principles have been built over several years. They keep adding more insights and improving themselves, so their service grows stronger and more reputable by the day. To keep growing, they needed feedback to identify the pain points that customers are having in their experiences with us. This helps them retain customers and enhance relationships. But more than that; customer service is company-wide, so it is important that direct customer feedback is available to the whole business, for informing business plans and delivering what customers see as most important. Customer service at Dulux Decorator Centre is not a just a programme or a series of processes they follow for people who buy their products, it’s a fundamental part of who they are. It’s a big part of their culture and this is what makes it successful for them.
Customer Service Award Sun Chemical Sun Chemical’s entry reflected their approach to create a Culture of Customer First whether you are dealing with an external customer or a colleague, therefore an internal customer. Deviating from a typical Customer Service training approach of tell and show, to a facilitated approach of discussion, experience sharing, and internalisation of the Customer Journey when a product or service is requested. The delivery mediums of face-to-face sessions, virtual modules, communications in monthly publications and supportive materials such as desk calendars and branded articles all create an environment where it is easy and comfortable to speak up if you notice something that can improve the customer experience. This being supported by a mechanism to be able to submit Quality Feedback, and root cause why the experience was not great, thus creating opportunity to improve, or to share best practises that have been witnessed. Excellence in Training Award U-POL Following a major business transformation, U-POL received feedback from its employees that it needed to provide managers with greater support and development to help them deal with the new challenges in their roles. In response to this U-POL launched a leadership development program to upskill employees. In addition to a traditional training program all participants undertook a continuous improvement project designed to assist their learning by putting the skills they had been taught into immediate use. The results of these projects were to presented to the management team in a Dragon’s Den and then four were selected for business funding and full implementation. The course has been well received and has shown tangible improvements, both in skills and retention of the participants and also the integration of continuous improvement projects into the project has led to improvements in engagement and additional benefits to the organisation.

Apprentice of the Year Award George O’Reilly IPL Global

He is a Mechanical Engineering Apprentice now working in the Engineering Department supporting 2 Divisions of IPL on the Tamworth site. He always goes above and beyond his duties, taking on additional responsibilities, supported more junior Apprentices and showing huge commitment to continuing his development. He is making a positive difference to the business beyond his age whilst showing others the benefit of a good Apprenticeship is to a career. He has been with IPL Tamworth for 3 years, during which he is exhibited a passion to his job, commitment to the organization and his department, he continually displays a high level of motivation. He does well at college recently passing his Level 3 and was eager to start his Level 4 in Mechanical Engineering in September.

Natalie Hood Jotun Paints Europe Sponsored by: Natalie joined Jotun in 2013 as a graduate trainee and she excelled in her initial role in HR before moving into Operations in February 2017. Since 2017, she has successfully led the implementation of their 5S and Operations training programmes and more recently, leading their Journey to excellence programme. All this has been accomplished whilst being responsible for the Finished Goods warehouse. In this department, she has transformed the departments efficiency to world class levels in several KPl’s and earned the respect of the warehouse team. BCF Annual Conference 2021 Our 2021 Annual Conference was also held on Thursday 14th October at the Mercure. At our first face-to-face event in nearly two years, 170 delegates met with industry colleagues to discuss some of the major issues, challenges and opportunities faced by the sector. After a hugely turbulent year for the global coatings sector, facing the pandemic, global supply chain issues and leaving the EU customs union and single market, it was great to see so many members of our industry meeting once again.

Our speakers Andy Doyle CEO, American Coatings Association Chair of World Coatings Council The World Coatings Council and global trends in the paint industry The World Coatings Council, comprising some 15 regional and national associations (including the BCF) from around the world, pursues a global approach to key issues, coordinating and advancing the coatings industry’s views at international level, including at the United Nations and International Maritime Organization, among others. Since its inception in 1992, the Council has enjoyed a positive reputation for action, establishing itself as the global voice of the coatings industry. This presentation offered a look into how the Council is serving the interests of the coatings industry as well as current and emerging issues that are at the top of its agenda. In addition, a snapshot of the current global coatings market, using data from the most recent World Coatings Council Global Paint and Coatings Market Analysis was also provided.
Charles Jarrold CEO, British Printing Industries Federation Current and future trends in printing Charles heads up the British Printing Industries Federation (BPIF) the principal business support organisation representing the UK print, printed packaging and graphic communication industry. Charles looked at both the short and long term trends and changes in the UK print industry, reviewed the drivers of that change, and how print, its supply chain, and technologies are responding. Using the latest BPIF research, he reviewed the current sentiment in the market.

Dean Greaves Head of Relationship Management, Women In Science and Engineering (WISE) The business case for gender balance WISE’s research shows that in 2020 number of women in STEM professions reached 1million, a milestone that will allow for greater balance within the workforce. The need for increased diversity and gender balance is more pressing than ever before. WISE’s statistics reveal that within the STEM professions there are significant variances when it comes to the number of women employed across all different seniority levels. However, the correlation between improved diversity and stronger business results is striking. There is a wealth of evidence which demonstrates that greater gender diversity makes companies more adaptable, more productive and more responsive to what their customers are telling them. It’s clear that to get ahead in STEM, companies should be recruiting, retaining and developing female talent – and that failing to do so will mean being left behind.

He has produced and presented documentaries on BBC Three and Channel 4 on mental health and suicide. And, in the Queen’s 2017 New Year Honors List, Jonny has been awarded an MBE for his services to mental health and suicide prevention.

In this session, Andy showed how it is now possible to gain a simple, clear understanding of the cyber risks your business is facing and show real examples of how these can be identified, prioritised and fixed - without using any technical jargon!
Matt Sykes Head of Sales, The DPO Centre The wrong way and the right way to sell a can of paint In this presentation, “The wrong and the right way to sell a can of paint”, Matt drew upon some of the mistakes and lessons he learned during his B2B career selling paint cans to corporate buyers. Matt’s objective, in his words, was to show the delegates that ‘selling isn’t about ‘dark-arts’ or stereotypical, manipulative double-glazing salesmen – that’s for those poor souls still stuck in the 1990’s.’
Peter Lee Head of Consultants, Oakdene Hollins A vision for paint recycling in the UK In 2019, Oakdene Hollins began working with the BCF to develop a fully costed model for the PaintCare stewardship scheme. To this, Peter and the team brought unparalleled insight into the current government EPR considerations, input from key stakeholders across various industries and data driven research and conclusions in order to produce the most comprehensive scheme possible. Through the PaintCare scheme, industry driven collaboration allows for substitution of government intervention, shared burdens and an opportunity to tackle innovation, system improvements and knowledge transfer issues.

Interior designer, television presenter and writer Improving our homes and workplaces to support mental health and well-being A design professional with over 30 years under her belt. She’s worked on several tv shows over the past 13 years including 6 series of BBC One’s DIY SOS and ITV’s Rebuild Your Home, 60 Minute Makeover and Tonight with Trevor McDonald. She specialises in kitchen design, bespoke cabinetry and lighting design and writes for many interior magazines including Real Homes and House Beautiful. She now works to help people create a ‘happy home’, with the aid of neuroscience and psychology, to promote better well-being.
Tom Bowtell CEO, BCF BCF review, and outlook for the coming year Tom provided an update on BCF’s activities over the last two years since the last BCF conference, a period which encompassed the UK leaving the EU, the coronavirus pandemic and the raw material crisis. The Federation has continued to work proactively throughout, providing support to members and representing the industry to Government. Tom talked about how the industry has fared through what has to be the most turbulent business environment in modern times. As postEU Exit chemical regulations become clearer, Tom explained BCF’s work trying to improve UK REACH and how the industry has been approaching the sustainability agenda ahead of COP26.

Obituaries John Myland, Mylands
John Myland born in May 1939, in Brixton, London joined the family business in 1956 as the 4th generation of the Mylands paint and wood finish business. He qualified as a paint chemist and worked with his father to develop and adopt new Latex Emulsion technology. John became active in the Paintmakers Association during the 1970s, becoming President through 1985-86, the same year Mylands were awarded a Royal warrant. John really enjoyed the friendships made during his years with other manufacturers.

John and his wife Marian were regular attendees at BCF events over the years, and always had a good time. John was pleased to see Mylands return to the world of premium retail decorative paints in 2012. Although he suffered with a long-term illness, he kept an active interest in the family business, which John’s son Dominic and grandson have now also joined. His last years were spent living happily with his son and family and he passed away on 12th May, aged 82. He was much loved and is sorely missed by all.
Mike Bishop, BYK Gardner It is with great sadness that we share the news that BYK’s UK Sales Manager, Michael Bishop, has recently passed away. Mike had been fighting a hard battle against cancer for the past three years and sadly, his illness overcame him at an accelerated pace in the past few weeks. Mike has worked in the coatings industry for over 30 years, with time spent at AkzoNobel and PPG before moving to BYK in 2012. In 2013, BYK joined the BCF as an Associate member and Mike soon made himself known among the BCF team as knowledgeable, supportive, helpful and absolutely committed to the BCF. He was one of life’s genuinely lovely people with a huge sense of fun. Our deep condolences go to Mike’s wife, family and all of his colleagues at BYK.

Barry Clements, Pre-Treatment Solutions It is with great sadness that new BCF Associate member PreTreatment Solutions Ltd announce the passing of their Managing Director Barry Clements. His knowledge, attitude and guidance and tireless efforts to make the company progress resulted in Barry being respected right across the industry. He was hardworking, selfmotivated, not afraid of new challenges and always learning and looking for opportunities to develop. His positive caring attitude, kindness and generosity meant that he was well liked by everyone who worked with him. All at Pre-Treatment Solutions Ltd and Barry’s family would like to take this opportunity to thank everyone for their heartfelt condolences and kind words. BCF launches new D&I Committee The BCF has set up a new Diversity and Inclusion Committee, which held its first meeting on the 1st of November at the BCF offices in Coventry. Representatives from BCF members BASF, SherwinWilliams, PPG, Rakem Group and Business of Science were in attendance. The Committee’s inaugural meeting opened the discussion of what can be done in the industry, highlighting what BCF can do to support and promote this.
This Committee was created to share experiences and best practice and focus on how the industry can improve across all 7 types of diversity: cultural, racial, religious, age, sex/gender, sexual orientation and disability. BCF staff updates Our Technical & Membership Administrator Belle Robertson is now known as Belle Lake, after getting married in September! Many congratulations to Belle and her husband Conner. She has also just returned from maternity leave after having her beautiful daughter Skye.
Emily Bradley, our Regulatory Affairs Manager also got married in October and will be known as Emily Foster. She is also expecting her first child and will be going on maternity leave in the new year! Congratulations to Emily and Guy on their marriage and their new adventure as parents.

Welcome to our new Technical & Membership Administrator, Lauren Smith! Both of BCF’s Marketing team have graduated! Marketing and Design Executive Amy White graduated from university with a BDes(Hons) in Product Design in September. Senior Marketing Executive Evie Luxton achieved her Level 6 Diploma in Professional Digital Marketing from The Chartered Institute of Marketing (CIM) in November.
Lauren has joined the BCF as maternity cover and is supporting Belle as she returns to work following maternity leave. Prior to this role Lauren worked in automotive Purchasing/Buying for five years, including at Jaguar Land Rover. In a previous position her role as buyer saw her buy parts for James Bond’s Aston Martin in No Time to Die. Outside of work, Lauren enjoys socialising with friends, trying new restaurants, and exploring new areas. She can often be found ferrying her son to football across the West Midlands. In the future Lauren would like to go to University and study to become a Midwife.
