spectro2profiler Supports you through Ups and Downs to achieve Color and Grain Harmony spectro2profiler marks a turning point in the analysis of structured surfaces. Like in our visual judgment color, gloss, 3D topography and 2D reflectivity are measured simultaneously in one easy to use instrument. Thus, color and appearance harmony can be objectively controlled and optimized. Typical applications are leather-like structures, coarse paint textures like powder coated surfaces and fine paint or plastic textures which can be found on many consumer as well as industrial products. spectro2profiler – a real game changer in the objective measurement control of textured surfaces. www.byk-instruments.com

President’s report This is my first annual report as BCF President, which started back in October 2020 at a socially distanced meeting with a select few members of the board present. The rest of the board joined by Teams, as we had been doing all summer through the Covid-19 pandemic. At least I got to see a few board members face to face that day and was able to thank my predecessor, David Beckford, in person. I’ve been having regular monthly updates with our CEO Tom Bowtell, and in the last 12 months I’ve experienced the best of the BCF – weekly emergency Covid-19 calls as we worked our way through the pandemic together last spring and summer, then bi-weekly calls and a weekly newsletter on EU Exit with the Full membership, both in the four months building up to exit and for two months afterwards. I know they also had several oneto-one sessions with any member who asked for one, to brief both UK and EU teams ahead of Brexit. BCF have some very talented new staff, who’ve been giving outstanding support and advice to the membership, and I want to give my thanks on behalf of our industry. Without them, the past year would certainly have been much harder for my business. Reflecting on the sector’s performance through the last 12 months, it’s been a mixed picture. The DIY sector saw retail paint sales grow by 28% year-on-year, whilst woodcare grew by 58% and wallcoverings by 12%. On the other hand my sector, industrial coatings, dropped by 10%, printing inks by 16% and trade decorative paint by 3%. Overall, total BCF member turnover is estimated to have dropped by only 1.2% in 2020, which given that GDP fell by 10%, means our sector faired better than many. Britain’s exit from the EU threw both expected and unexpected challenges. Personally I think it was harder than we expected. My company is an experienced exporter to over 70 countries outside the EU, yet we have struggled getting to grips with the different rules in several EU member states once you are outside the Single Market, and we’ve even had to set up a subsidiary company in Holland.
BCF has punched above its weight in leading the lobbying efforts with Government – having written to the Prime Minister in August 2020, which was followed up by 70 letters from BCF members’ local MPs, to show the Government how concerned we are. In February 2021, a cross industry letter was sent to six Secretaries of State in the key Government departments on the issues relating to UK REACH, once we’d established data sharing with the EU was not going to be possible. BCF are at the top lobbying table, with Tom Bowtell representing downstream users of chemicals on the BEIS Chemicals EU Exit Group, where the letter was discussed, and an industry/Government working group set up to review the industry’s counter proposal. This work was led by the Chemical Industry Association, Chemical Business Association and the BCF. On non-Brexit matters, the BCF has helped raise the profile of the current raw materials crisis the industry is facing with Government and members, and is preparing our legal case against the European Commission to defend titanium dioxide, along with CEPE, our European Association, and the American Coatings Association. Looking forward, addressing the sustainability agenda is critical, and I know the BCF team is considering how the industry can play its part in the race to net zero. I’m delighted to say work is already underway to help solve the UK’s leftover paint issue through the proposed voluntary PaintCare initiative, which is currently being discussed with wider stakeholders, having had agreement from the Decorative Coatings Council and Board of Directors to progress. I am looking forward to my term as BCF President, and can’t wait to see many of you later in the year at BCF’s re-scheduled Annual Conference and Awards dinner on October 14th.
Whilst the new barriers to trade with the EU are unwelcome, BCF members will adapt and continue to find new opportunities to grow. However, the elephant in the room is UK REACH – the UK’s carbon copy of the EU’s REACH regulation - which, if introduced without adaptation, will seriously threaten the foundations of UK manufacturing, particularly in the coatings and printing ink sectors. Chief Executive’s report Running a trade association is a bit like being the editor of a football fanzine. When your team is doing really well, the fans are happy, and no-one wants to write articles complaining about the clubs’ owners or the latest ghastly third kit design. However, when your team is stuck in the lower half of the table, everyone wants to get involved and have their say. Similarly, when there are no major issues for BCF to tackle, meetings are not so busy and our inboxes are not so full. I’m trying to remember the last time it felt like that. Usually each summer at least things are a bit quieter, but since June 23rd 2016, things haven’t really been the same again.
challenge for us, to support members with many issues that were usually outside our scope – the minutia of customs declarations and Rules of Origin, for example. Whilst there were undoubtedly teething problems early on, we know from members that there are significant issues caused to BCF members as a result of the new trading relationship with the EU that are here to stay.
I’m not complaining of course – helping members manage key issues affecting the industry is our raison d’etre – and it’s hugely stimulating to play our small part in helping the industry go forward and overcome the many obstacles thrown our way.
We’ve upped our lobbying by several gears on Brexit – with over 70 MPs fighting UK REACH in Summer 2020, and I gave evidence to the House of Lords Environment Committee on UK REACH. We’ve again raised the profile of UK REACH challenges in 2021, and have been in serious and deep discussions with Ministers from across Government, and with Defra officials on how UK REACH might be modified to make it more workable. This is BCF’s main regulatory focus for 2021, alongside continuing to lobby for the continued use of biocides, to fight the titanium dioxide court case, and to get a registration system for the use of solvent based paints in place for automotive body-shops. I am also really hoping we make progress with PaintCare, to get moving on the journey towards revolutionising how leftover decorative paint is managed and to create a significant new recycling system that stops the unnecessary landfilling and incineration of paint.
Covid-19 has been horrible for many reasons. You know them all, so I won’t waste this space telling you about them. It was an incredibly difficult last 12 months, yet our members have demonstrated their resilience to keep production going, keep staff employed and adapt work practices to keep staff safe. We’ve had outstanding BCF member retention and engagement, with 99% Full member retention, and we still grew membership for the 10th consecutive year in 2020, albeit by only two members. I’d like to thank my team for their efforts to support members through Covid-19 and Brexit. I’m very pleased we’ve had a smooth transition to a new highly knowledgeable and motivated Regulatory/Public Affairs team of Emily, Ciara, Pari and David, and we still have access to Wayne, who is working for us as a Consultant for one day a week. Our recent member survey had over 300 people take part, three times higher than usual. The results confirm the very high levels of satisfaction within the membership, which we will continue to work on and improve. We moved all BCF member meetings online during the pandemic, with over 1,300 participants at 30 virtual BCF Committee/Board meetings and 22 webinars in 2020, an increase of 46% over 2019 (excluding Conference and Awards, which of course were cancelled). I also believe we’ve got stronger relations with the BCF board (see following page) after weekly emergency board meetings through the first Covid-19 lockdown last year.
By the time you read this, we’ll be starting to think about face-to-face meetings again, and I look forward to welcoming many of you back to our offices in Coventry. We’ve now got two electric car charging bays, and are officially a Cycling UK Cycle Friendly Employer. I also hope to see many of you at our re-scheduled Conference and Awards dinner in October.

Raw material crisis Lack of availability of key raw materials and packaging, and significant associated price increases are causing major disruption to the coatings industry in the UK and Europe. The first half of 2021 created real concern as to whether coatings manufacturers would be able to maintain supply of finished products to downstream manufacturing and construction. There are four significant trends that have affected raw material prices for the coatings industry in Europe: • Strong global coatings market demand and unforeseen capacity shortages led to shortages on many raw materials • The oil price rose by 100% in the last 12 months to $64 a barrel in March 2021 • The global shortage of shipping containers led to a 400% rise in transport costs from Asia to Europe thus further constraining supplies to Europe • Additional non-tariff costs related to the new UK customs arrangements with the EU added to the cost of imported raw materials into the UK from Europe
Shipping containers have been very hard to source – again partly due to Covid-19, where shipping containers were not returned to Asia from other parts of the world. As a result, container costs went up sharply, had longer lead times and led to disrupted supply chains coming out of Asia. Since Q4 2020, the price of containers between China, the largest exporter of goods in the world, and Europe have risen more than 400%. None of this was helped by the week-long closure of the Suez Canal in March. It is only the fifth time it has been closed since 1869. The perfect storm A series of unfortunate events took place from Q3 2020 in specific raw material segments, that led to a domino effect through the coatings supply chain. There were sharp price increases for epoxy resins, of as much as 60% in Q3 2020. There have been similar issues following polyester resin factory closures in Singapore
and Sweden, with an incident at a Chinese factory further adding to the difficulties. Problems also arose with bisphenol-A as stocks were diverted to polycarbonates. Neopentyl glycol and methanol were also in short supply, exacerbating the issue. To add to this, since the beginning of 2021 up to 40 force majeures were called by raw material suppliers, which was completely unprecedented. This started with butyl acrylate, with three force majeures called in the first three months of 2021 at major chemical plants producing butyl acetate. Butyl acrylate prices soared from €1,100 in December 2020, to €3,400 in March 2021 - an increase of more than 300%. This led to a knock-on effect in solvent prices for the coatings industry. The BCF’s monthly raw material prices survey showed the largest increases in solvent prices in January 2021 versus 12 months ago are acetone (123%) n-butyl acetate (91%), IPA (41%) and n-butanol (54%).
Covid-19 and global supply chains In the last 12 months, restrictions already in place due to Covid-19 have in general limited supply chain operations worldwide. This has been exacerbated by the strong demand globally, both for chemicals in general, and specifically in the coatings sector, which recovered strongly in Q4 2020 and Q1 2021.

Tugboats attempting to refloat the stricken Ever Given cargo ship in the Suez Canal in March This was followed by the extreme winter storm in Texas, shutting down many North American chemical production sites through February. Whilst production had re-started, there was a significant backlog that is expected to last until the end of Q2. Some of the key base chemicals affected include 2-Ethylhexyl acrylate, ethyl acetate and vinyl acetate monomer. As a result, further price rises were experienced. For example, Ethylhexyl acrylate (2EHA) saw an almost 100% increase, rising from €1150 in December to €2250 by March. Truly a perfect storm – the final chapter being a fire at a major chemical plant in early March in Germany led to many additional force majeures, which again had a significant knock-on effect on downstream chemicals used in coatings manufacturing in Europe. There are also concerns about pigment shortages, such as red and yellow iron oxide. For coloured pigments, increases in petrochemical feedstock cost, coupled with the increased logistics BCF ANNUAL HANDBOOK 2021/22
costs drove up the cost of finished pigments. TiO2 supply was already restrained, with limited supply flexibility beyond regular volumes. Plastic polymers are in short supply, again affecting availability and prices of packaging. Tin plate has similar challenges too. Brexit adds to challenges With the UK leaving the EU on 31st December 2020, the new trading arrangements led to delays and higher prices. Two thirds of respondents in a major BCF survey cited problems with increased shipping costs and customs paperwork. Following Brexit, ships were being diverted away from UK ports to Rotterdam, which put pressure on feeder ships to move items around the UK. Over half of survey respondents were struggling with the impact of the new Rules of Origin on tariffs and had experienced delays to shipments of raw materials. It was also reported that several suppliers are now adding Brexit surcharges to cover additional costs.
Summary This perfect storm created a very challenging environment for coatings manufacturers in the UK, which is not expected to ease in the short term. Whilst the industry will attempt to mitigate higher costs through increasing efficiency and alternate sourcing, it is still faced with the worst supply situation for chemicals that anyone can remember. Given that raw materials and freight comprise the majority of the overall cost to produce paints, coatings and printing inks, this trend will have a major impact on the coatings industry in Europe. Where possible, BCF members will seek to mitigate higher costs via internal process optimisation measures, alternate sourcing and increased efficiencies.

Industry performance Market summary Our latest sales statistics for Q1 2021 show renewed strong growth in decorative paints and woodcare reflecting the continued surge in home improvement due to the impact of the Covid-19 pandemic. Elsewhere, on the industrial coatings side of the industry, sales have gained further momentum in the last few months as the manufacturing and service economies continue to rebound from the sharp downturn seen throughout most of last year. For wallcoverings, sales growth in Q1 2021 slowed down compared with the much stronger increases seen in the second half of last year, whilst on the printing inks side, it has been a tough start to the year for this sector.

Decorative paint
For decorative paint total sales increased 12.1% in Q1 2021 continuing the pattern of strong growth seen since the start of the Covid-19 pandemic in March 2020. Retail was particularly robust in 2020 increasing by 28% and although growth tailed off at the end of the year the first quarter of 2021 has seen a strong resurgence.
lots of cases. By June 2020 businesses were beginning to return to a semblance of normality and by September 2020 sales were recovering rapidly. Trade sales in the second half of 2020 were up 9% and in Q1 2021 litreage improved by 8% despite a decrease in the lockdown month of January this year.
In the trade paints market, sales were badly hit in the first few months of the pandemic with many trade outlets closed and construction temporarily halted in
For the latest available month of March 2021 trade paint sales were up 28% being the best monthly improvement in 30 years.
Woodcare
For woodcare, 2020 was a remarkable year as sales increased 55% as many consumers channelled their energies and spare time into outside maintenance work. Growth has continued into 2021 with Q1 sales up 58% on this time last year.
Industrial coatings
In the industrial coatings sector, the pandemic has taken a terrible toll on manufacturers with many seeing demand fall away almost overnight from late March 2020 onwards. Sales in April and May were down by 35% and 37% respectively and although conditions improved as the summer progressed it was not until November 2020 that sales showed an improvement - by then sales had fallen by 17% on the equivalent period a year ago. However, in November and December we were able to report some good increases for the first time especially in December when volume rebounded strongly. January was bad due to the post Christmas lockdown but February and March have seen a resumption of strong growth with Q1 2021 as a whole up nearly 14% on a year ago.
Printing inks and Wallcoverings For wallcoverings, companies in this sector had a difficult time in the first few months of the pandemic with many non-essential stores closed, but by mid-summer 2020 the market was showing clear signs of recovery. Wallcoverings sales in Q3 and Q4 2020 were up 16% and 12% respectively and this helped push sales up for the year by 6%, making it the best annual improvement in sales rollage for 25 years. Sales growth eased in Q1 2021, but exports sales remained positive.
BCF ANNUAL HANDBOOK 2021/22
UK printing ink sales fell by almost 15% in Q1 2021 versus previous year, continuing the negative trend experienced in 2020, which saw sales drop by 16%.

Brexit and UK REACH Brexit Public Affairs activity at the end of 2020 and the early part of 2021 was dominated by preparation for the implementation of Brexit. Together with the Regulatory Affairs team we expended a lot of effort on helping sift Government guidance and provide relevant information to members to help them adapt to the UK’s new trading relationship with the EU. This was not made easy as the negotiations for a Free Trade Agreement (ultimately a slightly broader ‘Trade and Cooperation Agreement’ or TCA) went right down to the wire, only being agreed by both parties on Christmas Eve. Despite the lateness of the agreement, BCF welcomed the deal as it allowed for tariff and quota free trade. Had this not been agreed we estimated tariffs would have cost the coatings sector around €75 million each year between the UK and EU in finished goods alone. However, the TCA itself was what most regarded as very ‘thin in content’ and means members now have to deal with new customs arrangements, Rules of Origin, and VAT changes. All of these introduce additional complexities and costs for importing and exporting. Moreover, exporters now need to comply with EU Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and CLP etc. as a third country, as well as complying domestically with the new independent UK chemicals regime, with UK REACH (see below), Classification & Labelling Panel, Biocidal Products Regulation and Printing Inks Council. BCF ANNUAL HANDBOOK 2021/22
BCF worked hard to help members through this difficult period, providing weekly e-bulletins, a dedicated hub on our website, and webinar ‘explainers’. Our online Brexit Forums at the start of the year proved particularly popular, with members sharing experiences and providing solutions to each others’ problems. We acted as a link between members and Government in sharing information and passing on concerns, and were also able to bring experts from Government Departments into our webinars, for example on dealing with Rules of Origin or chemicals regulations. Results of a survey we carried out at the end of January showed that, despite preparing heavily for Brexit, over 80% of members were having problems coming to grips with the new rules and were experiencing increased costs and delays to shipping, had been hit by Rules of Origin affecting their business models, and generally seen their
work made more complicated. We plan to carry out a follow-up survey later in the year to track how these issues play out. Whilst some may prove to be teething problems as everybody gets to grips with the new system, other issues will, sadly, be an inherent part of the new agreement with the EU and will be here to stay. We will continue to do what we can to help members adapt to the terms of the TCA. Additionally, we want to push Government to work with the EU and make changes to the deal where possible, especially around trade with Northern Ireland, which we know has been a particularly draining experience for many members. UK REACH One of the biggest problems for the chemicals industry – and for the coatings industry as downstream users – is the way in which the UK Government has introduced UK
14
REACH. Essentially it copied and pasted EU REACH into UK law, despite the size and structural differences between the UK and EU chemicals sectors. It had been hoped that an FTA with the EU would include some form of data-sharing of the European Chemicals Agency database, thus avoiding the need for UK REACH to populate its own database of substances from scratch. Unfortunately, that negotiating goal was not achieved. The current legislation therefore requires all substances being used in the UK to be registered in a new UK REACH database, with full data dossiers, at an estimated cost to industry of some £1 billion. These costs, and the size of the UK market, means it may be deemed uneconomic to register some smaller quantity substances in the UK at all, putting manufacturers in this country at a disadvantage to their continental competitors. The rules also put new burdens on downstream users and importers of chemicals who have not had to deal with EU REACH before; this in particular will hit BCF members. After lobbying from us and others, Defra have made some minor concessions. Instead of requiring all substances to be registered within two years, they are now phasing in registrations over two to six years, depending upon substance quantity and perceived risk. However, this does not go far enough as it only spreads the pain over another four years and, in some ways, just extends a period of uncertainty as to whether certain substances will actually be registered at all. BCF ANNUAL HANDBOOK 2021/22
BCF has, therefore, been working with others in industry – most notably the Chemical Industries Association and the Chemical Businesses Association – to try to get the Government to change tack. Together, we worked up an alternative proposal which would not require wholesale re-registration, based partly on the Swiss model. That proposal was supported in a letter to Cabinet Ministers by a total of 26 Trade Associations whose members would be impacted by UK REACH, including large bodies like Make UK, the Food and Drink Federation, and the Auto and Aerospace sectors. This helped demonstrate to Government it was not ‘just’ the chemicals industry complaining, and that a multitude of products and sectors would be impacted by the new rules. In response to the letter, the UK Government addressed the issue of UK REACH at the BEIS Chemicals EU Exit Group (CEEG), which includes 3 Government ministers, senior officials and 5 representatives from industry, including BCF’s Tom Bowtell.
Defra were asked by CEEG to hold a series of workshops with industry to work through our proposal. As we go to print, the last of those sessions is due to be held and we expect a wash-up to be held imminently. The Government clearly has concerns about being seen to be somehow diluting the protections it believes are inherent in EU REACH but we have made clear that industry has no interest in a race to the bottom: indeed, our sector pushed for the UK to remain part of ECHA once we had left the EU! Moreover, most of our members export to the EU and will need to manufacture to EU standards to continue to do so. All in all, seeking changes to UK REACH remains BCF’s number one lobbying priority. The scale of the task is considerable – Government does not like to be seen to make U-turns. However, we hope the combined input of the chemicals sector and the many downstream industries whose products will be affected by REACH will lead to some further mitigations. 15
Roadmap 2020-25 The BCF Roadmap was officially adopted in March 2020, just before the Covid-19 outbreak. Whilst the pandemic has had a very significant impact on the sector, the fundamental purpose and strategy of the BCF hasn’t changed. Record levels of satisfaction with BCF’s services
“BCF is setting the standard for trade associations.”
Following a year of major challenges for the coatings industry, BCF experienced a significant rise in member engagement during 2020 and the first half of 2021. Much of this engagement related to BCF’s work in helping keep members informed about Covid and Brexit, and dealing with member queries on both topics, which scored top marks in BCF’s membership survey in early 2021. Almost 300 people took part in the annual member satisfaction survey, which is typically completed by about 100 people - this higher response rate gives the BCF team a significant amount of input from members in terms of future direction of the Federation, and time will be taken to analyse and see where the Federation can improve.
The biggest BCF weakness in the 2020 survey was the loss of key staff, which has been addressed, with high levels of satisfaction with BCF’s staff service and support to members. The overall satisfaction rating was 94%, with input from a good cross section of different sectors, and 25% of the respondents were BCF Associate members, the highest since member surveys began in 2012.

Record levels of satisfaction with BCF’s performance
“This year has been unprecedented and exceptional and the BCF has been my go to source for up-to-date information and expert advice.”
Members rated 12 different areas of service and support, and a record average rating of 8.2 out of 10 was achieved. Given the much higher sample size, this is even more impressive. The highest rating of 8.9/10 was given to Brexit preparedness support, with BCF’s staff service, and communication with members following closely behind. Most increased ratings were seen in lobbying strength, proactivity and leadership.
Looking forward, the sustainability agenda and trying to improve future UK chemical regulations such as UK REACH scored highest in terms of opportunities. The biggest threats were regulatory divergence from the EU and less opportunity for the industry to grow given the economic downturn post covid, combined with the impact of Brexit and the raw material supply situation. Continued membership growth Membership growth despite Covid-19 shockwave BCF net membership growth 2006-2020
In 2019, BCF had an outstanding year in terms of membership growth, bringing in a record number of Associate members in particular. Our focus during 2020 was purely on supporting existing members through the pandemic rather than actively seeking new members but despite this, we were satisfied with a net growth of two members for the year. As we go to print, we have had seven new members in 2021 (two Full and five Associate members) and we hope that as we return to some sort of normality in the Autumn, increased net membership growth will resume.

Staff development Whilst Covid-19 has changed our working arrangements, the BCF staff have maintained strong communication levels with daily Teams calls throughout the pandemic. During 2020 we sent over 1,000 member communications, combined with monthly e-newsletters highlighting the latest news. The creation of the Brexit and Coronavirus hubs on the website enabled members to access the most up-to-date information from the BCF team. Since the last handbook we have welcomed some new additions to our team, with some long-term staff members moving onto pastures new. We welcomed Ciara Dempsey in September 2020 as Regulatory Affairs Manager and this was followed by Pari Tambe who joined in January 2021 as Regulatory Affairs Executive. Amy White joined the marketing team in October 2020 as Marketing and Design Executive. She works alongside Evie, our Senior Marketing Executive, to create publications, generate articles and online content, as well as run our social media accounts. Clara Malara joined in December 2020 to cover Belle Robertson’s maternity leave.
BCF ANNUAL HANDBOOK 2021/22
The Public Affairs and Regulatory team have provided outstanding member support throughout the pandemic and during the Brexit transition period. David and Emily, who are now joined by Ciara and Pari, have continued the great work from last year, educating members on the significant regulatory and legislative changes faced by the industry. This critical team has been expanded to maintain high levels of regulatory advice and lobbying, particularly as we look to further expand our sustainability initiatives such as PaintCare. As reported last year we continue to support staff through training and development, with a number of staff working towards qualifications. The pandemic has meant we have been unable to host members at Spectra House. As restrictions ease, we are looking forward to welcoming members back into the BCF office. Once this occurs, our meeting rooms will be available to hire and all meet Covid-19 secure requirements for the workplace. All rooms come with high-speed Wi-Fi, interactive touch screen technology and are equipped with video and audio facilities for hybrid meetings.

BCF and ASFP In 2020, the Association for Specialist Fire Protection (ASFP) appointed the BCF as its new secretariat service provider. This arrangement has been beneficial for both organisations with clear synergies between them, particularly our shared expertise in fire related matters. ASFP benefits from in-house meeting facilities and efficiencies in the accounting, administrative and customer relationship management systems, as well as enhancements to the website and media interfaces. To accommodate these changes, there have been new additions to the BCF team, Georgina Fennell and Sona Chandi who are the dedicated administration team for ASFP but are based in the BCF office in Coventry. In April 2021, we also hired a dedicated ASFP marketing team in Reece Goodman and Max Joyce, who are also based in the BCF office. With their strong growth and expansion into training, the BCF facilities and office management have better supported the ASFP as they continue to grow. For the BCF,
it provides a stronger cash position and stand us in better stead as we continue to experience the ongoing repercussions and aftermath of Covid-19. ASFP members are supported by Georgina and Sona, meaning that the BCF’s core staff continue to give high levels of support to the BCF’s members as normal. Steve Davies, new CEO of ASFP, commented: “The ASFP have benefitted immensely from using BCF for their secretariat services. The ability to ’share’ trade association experiences across two sectors I believe has given both parties a different perspective and has opened up many opportunities as we each learn from our working together. Tom and the BCF team have been very welcoming making ASFP staff and members feel part of the team from day one. We are really looking forward to continuing to develop the relationship and hopefully get to enjoy the fantastic facilities later in the year.”

Finance BCF managed to grow turnover in 2020, which was impressive given no income was generated from events and workshops, which usually brings in £80,000 in revenue. BCF won the tender to provide back-office services for the ASFP - this contract, under Nadine Saxon’s leadership, will contribute to BCF’s commercial income in 2021. With lower costs than normal, BCF ended up with a record financial surplus in 2020 (£244,625) which will help build a strong foundation to help manage BCF’s legacy pension deficit. Assets at the end of 2020 were up from £1m to £1.3m.
2020 also saw zero bad debts for the second year running, which vindicated the board’s decision to extend payment terms in April 2020 until the end of September. The BCF’s 5 year roadmap was updated in February 2021, where new financial targets were agreed for the remainder of the plan period. Growth targets for membership are less aggressive, given the new recession we are in, and the UK Coatings Show in 2022 has been dropped from the roadmap.

Roadmap 2020-25 Priority 2 Driving, leading and encouraging the development of a more sustainable industry: economically, environmentally and socially.
Objectives: • Reduce the impact of the industry on the environment and climate • Ensure the industry is able to attract the relevant new talent for future growth
BCF ANNUAL HANDBOOK 2021/22

Reducing the impact of the industry on the environment and climate As the voice of the industry, BCF acts to promote the sustainability agenda, informing stakeholders about the improvements that have been made and where challenges still exist. The BCF also works with other coatings organisations internationally through the World Coatings Council to identify improvements and innovations which members can use to increase sustainability. We encourage member companies to become champions for improved sustainability, communicating their commitment to their employees, suppliers, and customers.
Sustainable strokes
The coatings industry responsibility commitment
2020
All member companies are encouraged to take part and take a lead on involving their employees, suppliers, and customers. Sustainable business practices can make significant differences to the environment, customer relations and profitability. In September 2020 we published our Sustainable strokes report which outlines the coatings industry’s responsibility commitment to the environment and the progress we have made in the last few years. Additional information on our manufacturing track record is covered in the next section, Coatings Care, on page 36. As part of our 2020-25 roadmap, one of our key objectives as an industry representative organisation is to reduce the impact of the coatings industry on the environment and minimise our impact on climate change as much as possible. We endeavour to achieve this through continued work on our various sustainability initiatives, several of which are outlined in more detail on the following pages.

Sustainability UN Sustainable Development Goals In 2015, United Nations Member States adopted 17 Sustainable Development Goals (SDGs) and 169 sub-goals, with the overall aim to ‘end poverty, protect the planet and ensure that all people enjoy peace and prosperity by 2030’ (sdgs.un.org/goals). Since their development the SDGs have become integral to the sustainability work of many industries, including the coatings sector. World Coatings Council Sustainability Report In 2020, the World Coatings Council held a workshop with national associations, including the BCF, to collectively determine which SDGs are the most important to the coatings sector:
A report is planned for later in 2021 which will outline the coatings sector’s contribution to the Sustainable Development Goals in detail. This work will also include an agreed set of Key Performance Indicators that the coatings sector can work towards for further improvement.
Contribution of coatings to the Sustainable Development Goals Coatings maintain and decorate our homes, providing the basis for psychological well-being, protect our food and print our newspapers, and help preserve our environment and natural resources. They also provide additional and much-needed performance and hygiene characteristics to finished products, providing protection from degradation like corrosion, abrasion, high or low temperatures, chemicals and ultraviolet rays, moisture, and microbes and bacteria. Anti-microbial and anti-viral coatings During the coronavirus pandemic, many member’s products have been playing a key role in the frontline response to Covid-19. From coatings and inks used in the production of ventilators and hospital equipment to paints used in the new Nightingale hospitals to coatings for sneeze guards being installed in supermarkets, the pandemic has, if anything, reinforced how vital our sector’s products are. Anti-microbial coatings used in drinking water pipes also help enable access to clean water.
BCF ANNUAL HANDBOOK 2021/22
32
Anti-fouling coatings Anti-fouling coatings play a crucial role in preventing the trans-location of invasive species which consequently aids with fuel consumption optimisation, leading to a reduction in carbon emissions from global shipping. Industrial protective coatings Industrial protective coatings play an important role towards achieving sustainable infrastructure. The most common use of industrial coatings is for corrosion control of steel or protection of concrete. Coatings are usually applied in a factory setting and are produced for a huge range of important and often highly specialised sectors, including: aircraft and aerospace; automotive and vehicle refinish; can coatings; coatings for plastics; coil coatings; high performance coatings; intumescent coatings applied to structural steelwork that will protect the steel and maintain its structural integrity in a fire; marine coatings; wood finishes; and general industrial coatings which have a wide range of applications to steel, iron and aluminium as well as to glass, plastic and wood. Printing inks Printing inks and toner play a vital part in product packaging, helping ensure food and other key goods stay fresh and in good condition, as well as informing customers of a product’s use and providing safety information. Printing inks will also play an increasingly important role in the future to ensure products communicate information clearly to consumers on the hazard properties and environmental credentials of the product they are purchasing. VOC reduction There has been significant long term reductions in total UK VOC emissions of coatings across all coatings sectors, which can be seen in the graph. For example, decorative coatings are now 84% water-based. The industry has already achieved the 2030 target with ten years to spare.

the paint and take it to their factory where it would be sorted, opened, checked, mixed and then tested to ensure the new paint is of the highest quality. It would be repacked and sold again – a closed loop system – paint made from paint. There is a strong appetite for recycling paint once they are made aware of the offer % Likely to recycle paint at an HWRC if they knew it could be recyeled there
Paint – its everywhere and on almost everything. 337 million litres of household paint are sold annually in the UK We like painting… but not as much as we think. 56 million litres of this paint goes unused every year – enough to fill 20 Olympic sized swimming pools. This leftover paint, remaining after decorating, is frequently saved for future repairs or touch up and is then stored, often for years. Eventually, most of this unused paint finds its way to landfill or incineration. But it does not have to be like this. PaintCare sees this waste paint as a valuable resource and plans to recover it and reuse all of this waste paint. Imagine if you could take your old paint to your local waste recycling centre, free of charge where it would be stored in a separate area. It’s happening now but on a very small scale - only 1% of this leftover paint is currently recycled. PaintCare sees the opportunity for all consumers and painters and decorators to recycle all of their leftover paint. Getting it right will mean more space in homes, sheds and work premises, reduced waste disposal costs, reduced environmental impact on the local environment and because recycled paint has up to 50% lower carbon footprint, it is also better for the planet.

Coatings Care Highlights for the latest reporting year, 2019, show the coatings industry achieve record low levels of energy used per tonne of production, and continued low levels of accidents and injuries in the workplace, well below manufacturing industry averages. The industry achieving a record number of manufacturing companies reporting zero landfill waste in 2019, at 52% compared to 36% in 2015. Only 9% of all waste was sent to landfill, compared to 75% in 1996. Almost all incinerated waste is being used for energy recovery, and the recycling rate is at a record high (at 64% compared to 17% in 1996 when records began).
Coatings Care Awards The industry is working continuously to reduce waste, improve recycling and eliminate accidents. Coatings Care ensures that this is encouraged, recognised and awarded. Two Coatings Care awards are presented to BCF member sites each year. The Coatings Care Overall Best Performer Award (sponsored by Verlingue) is presented to the company that has demonstrated best in class performance across a range of key performance indicators, and the Coatings Care Progress Award (sponsored by The Paint Foundation) is presented to the company that has made the most significant year-on-year improvement.

Lead Paint Alliance The BCF is an active member of the World Coatings Council, which seeks to address the health, safety and environmental impacts associated with the manufacture and use of coatings and printing inks, including the recognition, evaluation and control of hazards arising from the use of lead in paint. Through the World Coatings Council, is a member of the Lead Paint Alliance (LPA), whose overall goal is to prevent children’s exposure to paints containing lead and to minimize occupational exposure to lead paint. Whilst lead hasn’t been used in decorative paints in the UK for more than 40 years, it is still being used in many developing countries around the world.
BCF Protect, Collect and Dispose anti-fouling initiative The British Coatings Federation, the Green Blue (a joint initiative between the Royal Yachting Association and British Marine) and the Yacht Harbour Association (TYHA) initiative ‘Protect, Collect & Dispose’ is focused on environmental best practice when anti-fouling boats. The initiative is intended for DIY anti-fouling as well as for marinas and boatyards who are offering professional anti-fouling services.
VOC Globe scheme The VOC Globe scheme is part of a wider initiative by the coatings industry to raise consumer awareness of the amount of VOCs (Volatile Organic Compounds) contained in decorative paint products, to allow consumers to make more informed, and hopefully greener choices. The scheme encompasses ‘VOC Globe’ symbols and phrases to be used on product packaging, labelling and literature. Paint cans in the UK have a symbol, the ‘VOC Globe’, on them that shows the amount of solvent.

ChemCareers 2021: Careers in surface coatings Hosted by Royal Society of Chemistry, sponsored by CK Group 14 April 2021 As part of RSC’s ChemCareers 2021 event, the ChemCareers webinar was focused on the variety of exciting careers within the surface coatings sector. Providing an overview of the sector, the webinar looked at the variety of roles and organisations where coatings professionals operate, what employers in this sector look for in candidates such as skills and qualifications, how to make effective applications, and what opportunities there are to progress and develop a career in coatings. RSC hosted the webinar, chaired by Sarah Salter RCDP, Career and Professional Development Adviser at the Royal Society of Chemistry and were joined by a panel of expert speakers from their Surface Coatings Special Interest Group. Tom Bowtell, CEO of the British Coatings Federation, took over as Chair of the Royal Society of Chemistry’s Surface Coatings Interest Group in January 2021. The group now has over 300 members, with a very active committee organising events and outreach to help bring together the industrial and academic communities with an interest in surface coatings. We are grateful to RSC for including us in this event, for promoting the industry and encouraging young people to consider career opportunities within our industry.

Coatings Ambassador programme Alongside the Coatings Careers Hub, we have partnered with the Surface Coatings Group of the Royal Society of Chemistry and PRA to create a national network of ambassadors for the coatings industry. The ambassador training, delivered by Cogent Skills, focuses on equipping professionals in the industry with the skills and materials to run sessions at schools and universities. It is often said that this industry is one of the most looked at but overlooked sectors. To combat this, the training highlights the contribution that coatings make to society and the economy. We would like to thank both the companies and individuals who took part and who are now part of an important and growing network. Everyone who attended received a certificate and access to useful resources and session plans, enabling them to go into schools or universities and engage with those about to begin their careers.

Roadmap 2020-25 Priority 3
Having a powerful lobbying team to effectively influence key decision makers in the UK, Europe and globally to enable the best possible business environment for the industry through an extensive and relevant contact network with Government, key stakeholders and the media.
Objectives: • In the UK, to become the single point of contact for issues relating to all facets of the paints, coatings, printing inks and wallcoverings industries across the value chain, both upstream and downstream • To ensure a level playing field for members, and to ensure consistent and effective enforcement of legislation • To develop a strong influencing position with Europe and the rest of the world

Lobbying in 2021 and beyond Despite Covid-19 and Brexit we have not neglected other lobbying issues, scoring some small or partial recent wins in a couple of important areas. For example, we pressed HSE to extend the expiry date for several active substances including propiconazole, in line with EU decisions: this has now been agreed until 24th July 2023. We were also pleased to see that following pressure from a number of organisations the UK decided not to follow the EU in terms of compulsory Poison Centre notifications. We continue to be active in taking on the EU’s decision to classify TiO2 as a category 2 suspected carcinogen by inhalation, and the way this will impact on members. Working with CEPE and others, BCF is supporting a legal challenge to the decision and that process is now underway. These things take time to play out and we will not know the outcome for some time yet. We will keep members updated with progress of the court case, as well as any related new information on the subject that might emerge from the EU over coming months. Speaking of CEPE, despite the UK now having left the EU we are pleased to say that BCF will remain a member. If anything, now we have left the EU we need to work
even more closely with them than before as the UK Government no longer has a voice in terms of legislation coming out of the EU. We know we will need to continue to lobby at an EU-level as so many of our members will continue to be affected by EU rules and regulations if they wish to export there. Moreover, the UK Government – despite noises to the contrary – seems likely to follow EU decisions, at least for the foreseeable future. CEPE provides us with a platform to make our concerns heard as the Commission forges ahead with its policies in future. One of the areas we are looking at working more effectively with CEPE is in making the case for biocides. The EU’s approach in recent years has been to slowly squeeze the number of substances that can be used, together with increased labelling requirements and other burdens even where use is allowed to continue. This is an issue that needs to be tackled concurrently in the EU and in the UK, where the latter’s new independence could lead to a different approach. In addition to CEPE, we also need to be working across a whole range of sectors – in the UK and EU - that are affected by reduced access to biocides so as to create a critical mass of voices pushing the same messaging collectively and simultaneously. To campaign in this way and at such scale will be a major effort over the coming years. To be able to offer support to members to the extent we did on Brexit and Covid-19, some projects planned for the latter half of 2020 and early 2021 had to be delayed. These included campaigns on the illegal sales of solvent based paints in Vehicle Refinish and online. We are going to breathe fresh life into both campaigns from the middle of 2021, engaging with new contacts in Government and with online selling platforms. In particular, we want to flesh out how an industry-led body-shop registration system – like the one in Ireland – could be introduced in the UK. We have had constructive conversations with Defra in the past but now need to turn receptive noises into concrete action.

Looking around the political and legislative landscape more widely, it is important to remember that the UK is hosting the COP26 climate conference in Scotland in November. This means that now, more than ever, the environment will be a major topic of interest for the UK Government. It will be wanting to show that the UK is ‘leading the way’ in being a green and environmentally friendly nation. This focus actually presents us as a sector with an opportunity to showcase the progress we have made in terms of sustainability and the circular economy over recent years, as well as to serve as an impetus to work out what more we can be doing to improve still further in the future. However, whilst an opportunity, we must also be wary of the threat of too much burdensome or unnecessary legislation in this area, and we will always look to advocate for proportionate intervention from Government. Of course, if we, and industry more widely, can demonstrate we are improving sustainability and the circular economy through our own initiative, it reduces the need for new legislation being forced on us. As such, presenting our work on environmental issues to political stakeholders, as well as the general public, will become an important strand of work over the coming years. There is a saying that the art of politics is about choosing issues to campaign on that are big enough to matter but small enough to be achievable. That also applies to Public Affairs and lobbying. In addition, there is also a balance to be struck between focussing on negatives that need to be changed and being positive. To balance our campaigning against negatives – for example Brexit changes, new regulation, environmental legislation - we must be careful not to talk the industry down by implying things are so bad we are inevitably looking at sectoral decline. That would simply become a self-fulfilling prophecy. So, while we will always look to lobby the Government where we know our members need regulatory changes made, or indeed prevented,
BCF ANNUAL HANDBOOK 2021/22
we need to balance this with the positive promotion of the coatings sector and its future. So, to that end, now that Covid-19 restrictions are ending we can finally look to get out and about, to meet with MPs and other influencers at Westminster - and deliver that broader messaging. We have a lot more to do to boost knowledge and understanding of the coatings sector and its needs within the political arena: without that understanding it makes it extremely difficult to push for specific asks when needed. Accordingly, we will be looking to work alongside individual members to build a broader, deeper, positive series of political relationships to help us achieve our collective lobbying needs. Part of that will include us producing more outward-facing BCF resources and collateral to share with stakeholders - think website development, booklets, case studies etc – produced in conjunction with our marketing team. However, we are also looking to help put together resources members can use themselves to help enhance the reach of our sector’s messaging to key stakeholders around the UK. Finally, I only managed to visit three members’ factories before lockdown hit last year. I hope to be able to visit more members over the coming months to learn more about your products, plans, achievements, concerns and needs, and how these can best be built into our Public Affairs work. As Covid-19 restrictions continue to recede, if you don’t mind taking time out to show me around your premises please drop me an email at david.park@bcf.co.uk and I’ll do my best to make as many trips as possible. I look forward to working with you all on these, and other issues, over what will be a busy 2021/22.

Promoting the full supply chain of the UK coatings industry BCF continues to punch above its weight by showing leadership in the supply chain for both the chemical industry, printing industry and manufacturing in general. The impact of our members’ products on the UK economy is hugely significant. An estimated 7% of GDP depends on our members’ products. The primary sectors are manufacturing, construction and the printing industry, totalling £297 billion, with 108,000 businesses employing 1.2 million workers.
Being the key point of contact for issues relating to all facets of the paints, coatings, printing inks and wallcovering industries across the value chain, both upstream and downstream, requires continual maintenance of our network and influence with other organisations.
We achieve this through various efforts: • • • • • • • •

Increasing presence on global coatings industry stage BCF Chief Executive appointed Vice President of World Coatings Council At the annual meeting of the World Coatings Council in March 2021, Tom Bowtell, Chief Executive of the British Coatings Federation, was elected Vice President. The World Coatings Council is made up of members representing associations from the United States, China, European Union, Brazil, Mexico, Australia, Japan, Canada, South Africa, New Zealand, Turkey, France, Germany, and the United Kingdom. The Council, which provides a forum for exchange and cooperation on major issues and priorities facing the industry, has established itself as a global voice with the United Nations, Governments and NGOs. “Following the UK’s decision to leave the EU, the BCF are keen to contribute to the significant issues affecting the coatings industry worldwide. It is a great honour to have the trust of my industry colleagues from associations around the world”, said Tom Bowtell.
One of the most important issues for the coatings industry to focus on is the sustainability agenda. With the UK hosting United Nations COP26 later this year, it is an opportune moment for the BCF to be involved with helping the World Coatings Council evaluate the coatings industry successes and challenges against the EU Sustainable Development Goals, in a report which will be published later this year. Andy Doyle, President of the World Coatings Council and CEO of the American Coatings Association, commented: “Tom’s election as Vice President of the World Coatings Council was unanimously supported by industry colleagues, and I’m delighted to have such an experienced and proactive deputy in my final year as President.” It is expected that after a 12-month term as Vice President, Tom will take over the role of President at the next annual meeting of the WCC in March 2022. Decorative coatings Decorative Coatings Council Chaired by Sam Balloch, AkzoNobel Decorative Paints The Decorative Coatings Council has continued to meet every six months through the Covid-19 pandemic, with over 20 people regularly attending. With shorter meetings, the BCF Decorative Coatings Statistics presentation was hosted in a separate dedicated webinar – a format that may be continued in the future, as more member company staff can participate when it’s online. The decorative coatings sector experienced record demand from consumers in 2020 and early 2021, as lockdowns continued. This brought new challenges to members, especially coping with Covid-19 absentees whilst production is running at capacity. Raw material shortages became a growing problem in early 2021, which has also impacted input costs on a wide range of raw materials. Preparations for the UK’s departure from the EU was discussed in the October meeting, focusing on the continued support BCF are offering members to cope with such a major change. BCF members helped to
quantify the impact of the titanium dioxide classification, which has resulted in the need to change every paint label in each company’s assortment. PaintCare is a major focus of the Council’s work, and following discussions with members over the winter, the April Council meeting agreed to take forward the proposed national scheme to the next stage – which will be consultations with all the major retailers and trade outlets. BCF also reported on a major survey on consumer and decorator attitudes to the scheme, which will dramatically improve the recycling of leftover paint. Both groups supported the scheme’s ambition, and the proposed eco fee. Decorative Coatings Technical Committee Chaired by Gareth Hayfield, Farrow & Ball The Decorative Coatings Technical Committee held three meetings during the course of 2020. A prominent topic was the ban on combustible materials for 18 metre buildings. BCF continued to lobby for an exemption for masonry coatings and submitted evidence to the Government consultation on the revision of the Building Regulations which included a proposal to reduce the height of buildings in scope of the ban from 18m to 11m. Members also discussed options to find the appropriate routes available to allow the continued use of coatings. Key substances of concern remained TiO2, microplastics and biocidal substances. The impact of Brexit and the implications of UK REACH on the availability of raw materials and GB BPR on active biocidal substances were also addressed. Titanium Dioxide Manufacturers Association (TDMA) had officially launched a legal appeal against the European Commission for their decision to approve the harmonised classification of TiO2 as a suspected carcinogen (cat 2.) by inhalation under the EU’s Classification and Labelling (CLP) Regulation. The TiO2 classification as a category 2 carcinogen was confirmed on the 18th February 2020. Liquid coatings were exempted from the classification but would require an EUH statement to be added to the label. Discussions with EU competent authorities surrounding biocide availability were more positive with Member States accepting that it was an important issue and needed further discussion but there was still a long way to go and biocide availability for water-based paints was still a priority topic for CEPE.

Industrial and powder coatings An amendment to the new Poison Centres regulation was adopted which included workability solutions for point-of-sale paints, but there were still concerns from industry over intellectual property and the requirements were still considered unworkable for our sector. Members also discussed VOC-free claims and the possibility of creating an official definition for this term due to the ASA’s decisions to approve such claims. Joint Industrial and Powder Coatings Council and Vehicle Refinish Group Chaired by Patrick Smith, Manor Coatings and Simon Aldersley, U-POL
support, which included the BCF Brexit Hub, checklists and bi-weekly member forum Q&A sessions. BCF helped create guidance for product labelling, which is a particularly challenging issue, especially for SMEs, as an EU address and phone number must appear on products placed on the EU Single Market. Whilst members have started to prepare for the new labelling requirements for the titanium dioxide classification, which comes into effect in October 2021, there is an on-going discussion about the classification of powder coatings containing TiO2, which may end up not being classified after all, but this was not 100% clear at the time of writing.
The industrial and powder coatings sector, and vehicle refinish sector both had a challenging time through Covid-19 – with sales generally reflecting what is happening in the manufacturing sector, 2020 sales were over 10% below previous year, and in some cases much worse where members are in the automotive or aerospace supply chains. Good attendance continued with the virtual meeting format, although there is a keenness to get back to face to face meetings.
Several important campaigns for the sector were delayed due to Covid-19 – the Council will work on the industrial coatings campaign regarding online sales to consumers, and the body-shop licencing concept with Defra in 2021.
As with all sectors, Brexit was the major topic of the second half of 2020, and members discussed BCF’s

latest standards activities, including discussions on the activities surrounding ISO12944. There had been a Dutch/French proposal to resurrect the test method to review the test regimes for C5 (very high) and CX; due to concerns that the current test regime was inappropriate to approve systems, against the belief that the cyclic testing did not replicate real-world conditions. Further discussion was expected on this topic throughout 2021. An update was also provided on the latest regulatory activity on key substances such as isocyanates, microplastics, TiO2 and Bisphenol A. It was agreed that more would be done to promote the safe use of coatings containing isocyanates using the BCF’s PaintSafe initiative as well as to understand the UK’s position on the isocyanate restriction at the end of the transition period and any future measures that are planned. Aerospace and Defence Coatings Group Chaired by Jim Rowbotham, Addev Materials The Aerospace and Defence Coatings Group held one meeting joint with the MoD in 2020 which was dominated by the implications of Brexit, particularly regarding authorisations. Updates were given on the status of chromate authorisations. It was reported that on the 10th July the plenary session of the European Parliament rejected the motion against the authorisation of the use of chromium trioxide submitted by the Environmental Committee of the European Parliament. The group received an update on standards development in the aerospace sector and the status of BS 2X 32 and BS X 42. BS 2X 32 had been approved and published on the BSI website in March 2020 and BS X 42 was subsequently published in November 2020. Substances of concern included PFOA and BPA. An amendment to the POPs regulation concerning PFOA had been approved and applied from the 4th July 2020. This replaced the previous restriction (entry 68) which was also due to apply from the same date. For BPA, some epoxy resins had been re-identified by their suppliers, which meant that some BPA and BPF epoxy

resins were subsequently included on the CoRAP list as suspected Endocrine Disruptors. Intumescent Coatings Group Chaired by Dipak Mistry, Hempel The Intumescent Coatings Group (ICG) held one meeting during the course of 2020. An update was received on Association for Specialist Fire Protection (ASFP) related topics, including the new partnership between BCF and ASFP, and the agreement from both BCF and ASFP to fund the joint project on modifying intumescent coatings with fixings. An update was provided on the Government consultation on revising the Building Regulations with a proposal to reduce the height of buildings in scope of the ban on combustible materials from 18m to 11m. The publication of the European Green Deal had led to a revival of the review of the Construction Products Regulation, with five different options suggested that included options for non-legislative changes, where it

To remain on this list, businesses were told to submit supporting information to HSE and would also have to be established in the UK within two years. There were concerns that the UK would continue to mirror the strict risk assessments used by the EU for marine coatings. Members were kept updated on biocide and chemicals issues, including the inclusion of ZnPt and DCOIT in the 15th ATP to CLP. Updates were provided on the implementation of BPR in the UK post transition period. The potential negative impact of the EU BPR regulation on the availability of biocides for marine coatings applications were discussed and concerns raised that the UK will continue to mirror the strict risk assessments used by the EU for marine coatings. Helena Schneider’s solo-sailing journey was ongoing and generating interest in sustainable anti-fouling solutions. had been suggested that guidance could be used to improve implementation, as well as potential legislative changes. BCF’s document Guidance to QC Fire Testing was due to be reviewed by CEPE against their original document, on which the BCF one is based, in an effort to come to one single document regarding fire testing. However, this review was postponed due to the impact of Covid-19 on physical meetings. Both BCF and ASFP had agreed to fund the joint project on modifying intumescent coatings with fixings. Marine Coatings Group Chaired by Geoff Mackrill, Teal & Mackrill The Marine Coatings Group (MCG) meetings focused on concerns surrounding the impact of the BPR regulation on the availability of biocides. A Great Britain version of the EU list of approved active substance suppliers (the ‘Article 95’ list) was to be established.

Sustainability Committee Chaired by Paul Murgett, AkzoNobel Decorative Paints At the first meeting of the revived Sustainability Committee the group focused on developing the structure of the committee to guide the short-and longterm goals. Part of the meeting included a workshop where members were split in to sub-groups to complete an exercise in order to determine the most applicable UN Sustainable Goals for our industry sectors, which included a discussion as to why these goals were important and relevant. An update was provided on developments in waste and circular economy, which included updates on biocides, microplastics and waste. Members were also provided updates on developments surrounding emissions and climate change, which included updates on the recently published European Green Deal and the Defra Clean Air Strategy.

Inks Council. A meeting that had been due to take place at the BCF offices in July 2020 was cancelled due to the pandemic.
The BCF’s Printing Inks Council has continued to meet jointly with the Printing Inks Technical Committee every six months, with a split half way through the meeting into two groups, which was done virtually in Teams for the first time in the March 2021 meeting.
The EuPIA Exclusion Policy was an important topic of discussion at both meetings in 2020. Some areas of concern had been identified and these were considered during the review of the EP that took place in 2020. Dr Martin Kanert (EuPIA Managing Director) joined the joint meeting held in November to present the proposed changes. The hazard-based approach is maintained in the revised Exclusion Policy. There will be a period of six months to complete substitutions, and temporary exemptions will be valid for one year, with the possibility to extend for two further one-year periods.
The Autumn 2020 meeting included a presentation from European Printing Ink Association’s (EuPIA) Dr. Martin Kanert, who updated the Council and Technical Committee on the proposed changes to the Exclusion Policy, some of which had originated from BCF members’ letter to the EuPIA Council in 2019. The meeting discussed practical implementation issues, but was generally supportive of the changes. At a European level, the (re-launched) German Ink Ordinance is a major concern for EuPIA - it is hoped a pan European regulation will be in place by 2022, to help stop it. Closer to home, the impact and preparedness for EU Exit was discussed in detail. In the Spring 2021 meeting, the group discussed the impact of the new free trade deal with the EU, including the major challenge of UK REACH, which is the major area where BCF are lobbying for future improvements. The meeting also discussed industry statistics, which saw the worst year on record for printing ink sales, which were 16% down through Covid. On top of this, the industry is faced with a very challenging raw material availability situation, which has never been as bad as this. Peter Tresadern was thanked by the group for chairing PIC since 2018, and wished well in his retirement. Printing Inks Technical Committee Chaired by Andrew Clifton, Domino Printing Sciences
Food contact materials is another important topic for the technical committee, with members discussing changes to the Swiss Ordinance on Printing Inks and the possibility of a German Ink Ordinance. The EU Chemical Strategy for Sustainability was published in October 2020. The strategy signals the potential for significant changes to the regulatory landscape of food contact materials in Europe. It remains to be seen whether the UK chemical strategy will include similar objectives. Members of the technical committee reported on their involvement with other relevant groups (CPI, RadTech) on de-inkability and recyclability of printed products. Unfortunately, some of this work was put on hold due to changing priorities as a result of the pandemic. Regulatory changes related to specific substances of interest for the technical committee were also discussed, for example titanium dioxide, and the proposed classification of ethanol to include reproductive toxicity category 2. In September, Ruth Bauer (Senior Expert Printing) from BASF presented a well-received webinar on the topic of ‘Regulatory issues on pigments used in printing inks’.
This committee provides technical support to the PIC and BCF’s printing ink members. It acts as a link between the UK and EuPIA on food contact and non-food contact printing ink issues. They met twice in 2020, in March and November. Both meetings were joint with the Printing BCF ANNUAL HANDBOOK 2021/22

Wallcoverings Wallcoverings Sector Council Chaired by Steve Mulheron, Fine Décor Having cancelled the Spring 2020 meeting due to factory closures in the first lockdown, October 2020 saw the first Wallcoverings Council meeting in almost a year. Members discussed the impact of Covid-19 and the challenges presented. Like decorative coatings, wallcoverings sales grew in 2020, by 12% in volume and 19% in value, with more people at home using the time to do more DIY projects. Internet sales have also grown dramatically. This data was reviewed in the Spring 2021 meeting, which took place at the end of April. As with other sectors, the BCF updated members on the status of the Brexit negotiations, and highlighted the support available to members. There are plans to work closely with IGI, the global wallcoverings association, and to create some joint webinars on EU exit experiences and learnings. Significant time has been spent behind the scenes on the final phase of the Climate Change Agreement for wallcovering members, which is now being led by Ciara Dempsey. Wallcoverings Sector Technical Committee Chaired by Chris Iredale, Muraspec Wallcoverings The Wallcoverings Sector Technical Committee met twice in 2020, to discuss the main issues facing the sector.
There are two main substances of concern for wallcoverings, the blowing agent azodicarbonamide (ADCA) and titanium dioxide. ADCA had been in the draft regulation to be added to the Authorisation List (which would have resulted in a ‘sunset date’ to end use of it) but it was removed prior to adoption. The new classification of titanium dioxide may affect the waste classification of wallcoverings products. An important topic of discussion was the Construction Products Regulation, as one of the difficulties for the sector is that the European Commission has not approved the EN15102-2019 standard (regarding CE Marking for Decorative Wallcoverings). Wallcoverings manufacturers may continue to use EN15102 until June 2022. Several of the members are also members of the Climate Change Agreement scheme, and last year it was confirmed that the scheme had been extended, and there will be one further reporting period in 2023. The California State law Proposition 65 was also reviewed at the meetings, as several plasticizers used within the sector are affected, and products may therefore require an additional warning for this market.

Sector wide support Health & Safety BCF’s Safety Advisory Panel monitors issues that could be of concern or interest to the wider membership, including reviewing incidents on member sites. As with other groups, EU Exit and the Coronavirus pandemic have been a major focus of the Panel’s attention, with information being posted on the relevant sections of the BCF website. The Panel continued to manage the collection and release of the annual accident and dangerous occurrences survey statistics. Other topics addressed in the last 12 months include producing and circulating guidance on: • Storage and handling of industrial Nitrocellulose • Short guide to static • Legislative Compliance Register • Control of substances hazardous to health regulations HSE Safety Alerts on a fatality due to gas/vapour detection failure, the failure of a road tanker pressure/ vacuum relief valve, air suspension systems on vehicles, working in hot conditions, face masks designated KN95, and cyber security have been sent out. The CEPE/EuPIA Occupational Safety and Risk Assessment group also publish Safety Alerts and guidance. These have included: operator clothing drawn into 3 roll mill, stand-on powered pallet truck incident, report of a smouldering bin, explosions caused by static discharge from plastic layers in packaging, guidance on nitrocellulose in ink manufacturing, guidelines for safe working at height in the chemical logistics supply chain and an update of EuPIA safety performance indicators (2016-2019). Environment Panel Clean air was still on the Government’s agenda with the 2030 VOC targets and environmental permitting under discussion. In addition, discussions with Defra included new UK environmental controls after EU Exit and the future Best Available Techniques (BAT) regime. Other BCF ANNUAL HANDBOOK 2021/22
topics addressed by the Environment Panel included: • Waste classification rules for dusty materials that could affect TiO2 • Environmental Assessment Levels for substances • Guidance on climate change and flooding • Climate Change Agreements • Microplastics • The European Green Deal and circular economy Classification, Labelling and Packaging Panel The Brexit transition and the introduction of UK regulation was an important topic of discussion for the Classification, Labelling and Packaging Panel in 2020. Throughout the year it became clearer that a datasharing agreement with ECHA was unlikely, and that an independent UK REACH was likely to be the result. In addition to this, an EU address would be required for CLP labels for products exported to the EU after the end of transition period, adding another layer of complexity. Although this was discussed at Panel meetings, it was also discussed in more detail at the Brexit Forums held by the BCF. Poison Centres and related challenges were also discussed at Panel meetings. There had been calls for a regulatory ‘pause’ due to workability issues, as well as the changing of priorities due to the pandemic. However, the deadline for consumer and professional products went ahead at the end of 2020, despite the fact that the relevant ECHA guidance is not expected to be published until May 2021. The changes to REACH Annex II concerning the compilation of Safety Data Sheets (SDS) were also of interest, particularly as there had been a lack of clarity around the transitionary arrangements. The most significant changes relate to Section 9 of the SDS. The EU’s Chemicals Strategy for Sustainability was published in October 2020, the Panel will be monitoring developments in relation to expected changes to the REACH and CLP regulations. 57
Transport and Packaging The BCF’s Carriage of Dangerous Goods Panel issued updated versions of the following three transport guidance notes: • • •
TP010 BCF Guidance on DGSA Annual Reports – v.3 TP011 BCF Guide to Packaging Options – v.7 TP008 Transport of Empty Uncleaned Packagings
The transport and logistics industry faced unprecedented challenges in 2020 due to the impact of the Covid-19 pandemic. As a result, extensions of the validity of ADR and CAA training were agreed. Coatings Care Coatings Care is an environmental programme that demonstrates BCF members’ commitment to the health and welfare of employees, the safe operation of processes and shows determination to contribute actively to a sustainable environment. The Coatings Care programme recognises improvements in the performance of the coatings and printing ink industries across 45 KPIs in the fields of the environment, safety, health, distribution and product stewardship. In 2020, AkzoNobel Decorative Paints plant in Ashington won the Coatings Care Overall Best Performer, and Sun Chemical won the Coatings Care Progress Award. Associate Technical Committee The Committee comprises representatives from the raw material supply chain, packaging manufacturers and other suppliers to the industry. The proposed objective is to inform, and provide a ‘bridge’ between Full and Associate members as to what technical and regulatory issues are of the greatest concern to both groups, and to identify any actions BCF may be able to take to address these issues.
An update was provided on the recent initiatives that the BCF had launched or were in progress: PaintSafe for titanium dioxide and PaintCare. A brief summary of benefits of being an Associate member of the BCF was provided. Attendees were encouraged to make full use of their membership, including their annual mailing, attending Council meetings, sponsor opportunities at events and meetings, and hosting meetings at member locations. Global Chemicals Group The Global Chemicals Group was established in 2018. It is a best-practice sharing group for information on the global supply of paints, coatings and inks. The key activities of the group are to monitor global chemical regulation (i.e. non-UK and non-EU) and compile guidance on the requirements of these countries. In 2020, the main countries focused on were China, Canada and Russia. Guidance documents were also compiled for Malaysia, the Philippines and Thailand. The group also follows the global implementation of the UN Globally Harmonised System (GHS). Brexit Forums Towards the end of 2020, fortnightly Brexit Forums were held via webinar. This provided members with the chance to share concerns, information and best practice in the run up to the end of the Transition Period. These were well attended and topics discussed included chemical regulatory changes, changes to CLP labelling for export and Rules of Origin for goods moving between the UK and the EU.
Non-technical issues covered included Brexit and lobbying. Updates regarding the UK-EU free trade agreement expected at the end of the transition period were shared, with emphasis that the UK would no longer be part of ECHA and that a separate standalone chemical regime would enter in to force from the 1st January 2021, which included the introduction of UK REACH. Updates were given on different key substances and materials with current issues – biocides, isocyanates, titanium dioxide, BPA, microplastics, PFOA, DBNPA, ZnPT, Endocrine Disruptors and Polymers Requiring Registration. The group also discussed EU and National legislation, highlighting CLP updates and Poison Centres. Industry continued to lobby on both issues for improvement and simplification of the requirements. BCF’s Wayne Smith awarded coatings industry’s highest honour In 2020 Wayne Smith, previously BCF’s Director of Regulatory Affairs, was awarded the Silver Medal which is the coatings industry’s highest honour. On receiving the award Wayne said, “I was surprised and truly honoured to be awarded the Silver Medal. I was aware that it is only given to those who have made a substantial contribution to the industry and usually to company members. It is satisfying to know that the work I have done for the Paintmakers Association and BCF over the last 29 years has been appreciated. I would like to thank everyone who has helped and supported me and for the friendship they have shown. I will look back on this time with fond memories.” This award was instigated by a member, Leslie Silver, and was created to recognise outstanding individual service to the paint industry in the UK. The Silver Medal is not normally awarded to BCF staff members, but the Board of Directors unanimously agreed Wayne’s was an exceptional case, having dedicated his entire working life to the coatings industry.
Wayne Smith with his Silver Medal
“Technical and regulatory knowledge is the backbone of this organisation, and Wayne was that spine for many years. His experience and commitment to the coatings industry were invaluable to both the BCF team and our members, so I am delighted that Wayne is still a part of the BCF team in a limited consultancy capacity.” The BCF Silver Medal BCF ANNUAL HANDBOOK 2021/22
