Brinkmann Constructors performs most of its work as either design/build or design/assist where Brinkmann and the architect collaborate with the owner to develop the project design. Chiodini Architects led the Master Planning and Design exploring a wide range of concepts and components for a multi-use development to create a Town Centre for the Chesterfield Valley. The Master Planning concepts included two to three-sheet ice facilities, a recreational outdoor rink and amphitheater, adjacent small ‘village’ retail, big-box retail, medical facilities, and hotels. In September of 2019, the Maryville University Hockey Center was completed. Chiodini Architects was chosen to design a new 65,000 sf sports complex in Edwardsville, Illinois. The highlight of this project is an NHL regulation-size ice rink with 600 seat capacity. An elevated, 1/8 mile, four-lane indoor running track spans the facility. Users of the sports complex will also be able to take advantage of the 3,500 sf fitness area, teen center, meeting rooms and concessions.

Critical Issues Anticipated 1. How does the Owner get what is expected? When projects are procured via the design/build method, it’s critically important to get programmatical feedback from the entities that will be operating the facility. Too often the design criteria and functionality of the facility comes from somebody other than those who actually use the space the most, which can lead to an inefficient or obsolete design. We encourage all critical shareholders to take place in the design process. 2. How do we navigate the ever changing marketplace to provide accurate pricing and scheduling? Material cost and lead times continue to be an issue that must be considered, especially when it comes to more customized products like what we expect to need for this project. It can be critical to include scope-specific team members such as structural steel, HVAC, and electrical subcontractors to provide real-time feedback on material availability and cost. This way we can ensure the building is being designed with both cost and schedule in mind. 3. How do we provide a safe workplace for all individuals employed on the project? Safety is always a critical item for all construction projects, with this project being no different. This project will include several activities that require heightened safety awareness such as “critical lift” crane hoisting for the structural members as well as fall protection requirements associated with the tall clear span heights. Our safety program addresses these concerns, and we will ensure that our subcontractor partners adhere to all requirements and have a solid plan for how to complete this project safely. 4. How do we incorporate a design period into the schedule and still meet the required turnover? Project schedules seem to be getting more and more challenging. A design review and approval process will need to be agreed upon award and be incorporated into the design schedule. We would want to incorporate a phased approval process where work could start while design was still being completed. This would also allow early release of materials and equipment that carry long lead times.

APPROACH TO SAFETY To ensure that all of our projects benefit from a safe, comfortable and efficient work environment, Brinkmann has made safety a top priority. This allows the workers to focus on quality. The following is a brief overview of our safety program.

On such projects, it is crucial that we maintain a clean, safe job site focusing on those around us to minimize the impact of our work and maintain the highest level of public safety. While our project-specific safety program will help identify and monitor these components, constant and clear communication with our clients and their users about the ongoing activities is the key to maintaining public safety.
COMPANY CULTURE Our safety program includes regular involvement and active participation of our management personnel at all levels, not just the field personnel. While Brinkmann’s overall safety program is administered by our full-time Safety Director, Tim Myatt, we do not rely on one employee to ensure each project is managed in a safe and effective manner. We believe it is everyone’s responsibility, from the president to the job site laborers, to make sure that safety practices are followed.
JOBSITE SAFETY - SUBCONTRACTOR ORIENTATION We will analyze and evaluate the special conditions inherent to each project and develop a project-specific safety program. The project-specific safety program contains provisions for mandatory safety orientation for every direct hire employee and subcontractor at the site. The safety program requires subcontractors to comply with our site-specific project safety program, as well as with the job safety rules and requirements issued under the authority of this program. The safety orientation will cover the rules and regulations governing on-site safety activities, special known hazards, emergency procedures, accident prevention, procedures for reporting incidents, and personal protection equipment requirements. The safety record of each subcontractor is taken into careful consideration during the subcontractor award process. If it is discovered that an otherwise qualified subcontractor has an EMR in excess of 1.0, the award will be decided between the owner and contractor on a case-by-case basis.
PUBLIC SAFETY In addition to ensuring the safety of our employees and the subcontract workers on every project, we also recognize our responsibility to maintain a safe environment around our jobsites. Many of our projects involved large renovations to occupied
WORKERS COMPENSATION EXPERIENCE MODIFICATION (EMR) We recently discovered reporting errors in the data used by the NCCI (National Council on Compensation Insurance) to calculate our EMR. We have been able to correct the data for the most recent year. With that correction, a “test modification” has been performed calculating the correct EMR for 2024 is anticipated to be .86. We expect the NCCI to publish this corrected modification in early 2024. The same reporting errors also impacted our historical EMRs. We are exploring the feasibility of having the NCCI make similar corrections to the data that has already been reported to them. Notwithstanding, we had our historical EMRs calculated for the last several years using the correct data. The EMRs were all below .90. In support we can provide, on request, copies of these corrected EMR calculations. Similar to the EMR, OSHA recordable Incident rates. This is the number of incidents over the course of a year divided by total labor hours worked. The average OSHA recordable Incident rate for the construction industry last year was 2.5. TAB 5_FINANCIAL CAPACITY (continued) Arbitration and Claims History At Brinkmann, we recognize that open, honest, frequent and timely communication is essential to resolve problems before they become disputes. In the event a dispute can’t be resolved, Brinkmann Constructors utilizes a “stepped resolution process” to deal with and resolve all issues that develop during the construction of the project. The key to dispute resolution is prevention. A good builder identifies a problem early and takes action to diffuse adversarial positions in order to refocus energies on solutions to problems, or, better yet, prevent problems from occurring in the first place. Principal parties to a dispute should meet and attempt to resolve their differences. Since money is almost always involved, every attempt should be made to mitigate any financial problems that have arisen. We take extraordinary measures to prevent disputes or potential claims from becoming elevated to an unsalvageable point. We avoid the accumulative effect that can erode the positive relationship of a project team. At times, it is necessary to file a demand for arbitration and these disputes are resolved outside of court. None of the current dispute resolutions have a material effect on business or Brinkmann’s ability to perform work.

COST AND CONTROL METHODOLOGY The preconstruction phase is critical in limiting change order scenarios. Decisions made in this phase have the greatest impact on the constructability, costs, and performance of the final building. To maximize quality during this phase and avoid change orders of any kind, the Chiodini project team will work diligently to eliminate potential risks during each of the four design phases by: • Obtaining subcontractor suggestions regarding solutions during the design phase, when they can be evaluated and implemented cost effectively. • Assuring all costs are identified and financial consequences of design changes are understood, communicated, and effectively managed. • Reviewing and establishing budgets as the design progresses. • Providing frequent cost and constructability reviews. • Obtaining resolution of complex issues around the building/ equipment interface. • Providing frequent review and feedback for material and equipment lead times in relation to the overall project schedule. • Enhancing coordination and the use of prefabrication. • Coordinating with the design team and other trades to avoid potential constructability conflicts and reduce the number of RFIs. • Planning material procurement and manpower in order to meet the project schedule. EXAMPLES OF PERFORMANCE SAVINGS Chiodini Architects always seeks design solutions that meet the needs, schedules, and budgets of our clients with quality, financially responsible solutions.
A recent example of this is through diligent efforts and teamwork between our client, Contractor, and the Chiodini Design Team, we were able to reduce an ice rink project cost for a Division 1 University by over 30% from $28.5M to $20M. This was accomplished by elimination of excess space, modification to the 2,500 seating layout and better utilization of space. The quality and requirements of the project were maintained while achieving an acceptable and financially feasible cost, allowing the project to go forward with a “State of the Art” facility representing the University. Another example is when Chiodini was selected by the City of Cape Girardeau to assist in the design of their Police Department/Courts Building. After over two years of Space Needs Assessments and Programming with FGM Architects, the facility concepts continually exceeded the City’s established budget of $11,000,000 by over 36 percent. Subsequently, the City and Police Department issued a design/build Request for Proposal for the best Team that could provide a facility meeting the Police Department’s needs and realize this budget. The Chiodini Architects Team was selected and proved that, through efficient planning and design, a Police Facility meeting their current and future space and operational needs could be designed with a gross square footage in the range of 33,000 gsf to 38,000 gsf and, as a result, fall within their established budget. Chiodini successfully completed this project on time and on budget, saving the City of Cape Girardeau over $4,000,000 from the previous design team estimate.

COMPANY PROFILE Since its founding in 1954, Engineering Surveys & Services (ES&S) has been delivering solutions to support the built environment of mid-Missouri. Over the decades, the firm has added to the services it provides to clients in the public sector and private industry. Today, ES&S offers consulting services in the following areas: Civil Engineering: Planning and design of roadways, parks and trails; stormwater management planning; storm drainage improvements; site preparation for public- and private-sector facilities, and other work related to traditional civil engineering.

Environmental Engineering: Planning and design of drinking water distribution and wastewater collection systems; engineering reports and facility plans; consulting, design and permitting assistance for small wastewater treatment facilities; analytical testing of water and soils; surface / subsurface water monitoring and evaluation. Land Surveying & Data Collection: Supporting land topographic, boundary, utility mapping, and construction project needs, including detailed parcel and title information required for land acquisition, and data collection using UAS and 3D scanning technologies. Geotechnical Services: Testing and analysis of subsurface conditions to support the design and construction of public infrastructure and all variety of foundations for buildings and structures. Construction-Support Services: Material sampling & testing, observation and documentation of earthwork, concrete, masonry and steel structure construction, and a variety of IBC Chapter 17 special inspections. In 2000, ES&S merged with the Sedalia-based Eppenauer & Associates. Adding civil engineering design to Eppenauer’s long-standing surveying capabilities provided a valuable resource in the region. Within two years, ES&S constructed a new 4,000-sf facility at 1775 West Main Street, providing for additional workspace and a materials testing laboratory. Since that time, ES&S has been pleased to serve the City of Sedalia and a variety of other municipalities in the region with planning, design, and construction quality control services for their transportation and water infrastructure systems, and with a variety of municipal facilities, parks, and trails. Benjamin A.
