Empathy

The Road Accident Fund (RAF) believes in the democratic values and principles enshrined in the Constitution of the Republic of South Africa, Act 108 of 1996 to ensure effective public administration. It promotes and maintains high standards of professional ethics, and provides for services in an impartial, fair, and equitable manner without bias.

The Fund requires that ethical behaviour should be the norm in its organisational culture, as such, it expects all employees to possess the ability to do what is right even when nobody is watching.

The Road Accident Fund, as stipulated in the Ethics Policy has adopted a NO GIFT policy. The zerotolerance policy on gifts and hospitality aligns with the Fund’s ethical values, emphasising objectivity and independence.

Employees of the RAF are not allowed to accept gifts of any kind, except where protocol dictates, regardless of their value, from vendors, suppliers, claimants, potential employees, or any other individual or organisation. This policy always applies, both on and off the workplace.

It is the responsibility of employees to comply with the policy and educate our suppliers, claimants, and external stakeholders about the prohibited acceptance of gifts.

•

Should employees request gifts from members of the public, claimants, and suppliers, it is advisable to report them directly to the hotline on 0800 111 224 or rafethics@thehotline.co.za.

#PROMOTION OF ACCESS TO INFORMATION ACT 2 OF 2000 The RAF recognises its legal responsibilities, under PAIA legislation, to promote access to information and to create an environment that fosters a culture of Transparency and Accountability.

How to submit a request for access to information

Important Information •

All requests must be in writing. They must be specific and clearly define the records sought.

Requests for access to records relating to the file content of claims must be submitted to the PAIA Deputy Information Officer (DIO). Those made for access to all other records including proof of payment must be submitted to the POPIA DIO. The DIO will assist with requests and provide guidance on the process.

Complete the prescribed PAIA request form available on our website (www.raf.co.za) or at our offices and submit the form to the DIO (PAIAunit@raf.co.za).

The RAF may charge a fee for reproducing and providing the requested records, as prescribed by the Information Regulator in the PAIA Regulations. The fee will be determined in accordance with the Regulations, considering the nature and extent of the request.

#Say No to Fraud

Response to requests time frames: •

The RAF has 30 calendar days to consider your request, or the days may be extended by a further 30 days if the search is extensive or may require more time.

Please note that the RAF may refuse access to records in terms of sections 33 to 46 of PAIA, which include grounds such as Confidentiality, Privacy, Security, Commercial Sensitivity, Legal Privilege or other exemptions as stipulated in the Act.

Acceptance of Late Bid Documents

We are committed to transparency and will provide access to information unless it is exempt in terms of the PAIA Act.

Remember, you are part of the value chain of RAF processes, therefore you also have an inherent and moral responsibility to: •

Be familiar with the type of fraud that might occur within your area of responsibility.

Know the warning signs and red flags that might indicate that fraud is occurring.

•

Do the right thing at all times and at all costs.

•

Take a decision and report suspicious activities in line with RAF policies and procedures.
