Cape council to hear proposed charter amendments
By MEGHAN BRADBURY news@breezenewspapers.com
The Cape Coral Charter Review Commission will present its amendment proposals to City Council today.
Among them: Proposals to change how council members are elected and a big bump in pay for those elected.
The recommendations address charter sections 4.01 and 4.02 mayor and city council; 4.05 candidate qualifications and election; 4.06 mayor; mayor pro tem; 4.08 council and mayor; compensation, expenses; 4.11 vacancies; forfeiture of

office; filling of vacancies and 4.12 judge of qualifications.
One of the biggest changes falls within the compensation and expenses section of 4.08. The proposal is to change the council members compensation from $32,600 to $70,000 per year and the mayor from $36,600 to $80,000 per year.
In addition, the proposed language states that the mayor and council “shall not increase the salary, any retirement benefit, any stipend, or any other type of compensation paid to its members, unless such increase is approved by ordinance, subject to
public hearing and public comment, after a super-majority of at least six affirmative votes.”
Any increased would not go into effect until after the first city General Election following a vote to increase.
Perhaps the greatest change, though, would be a move from at-large elections to single-member districts.
The current language for 4.01 states that each member is elected by voters in each district, which differs from the proposed language of “council shall be composed of seven members elected by the

40th Oktoberfest in Cape among ‘most successful yet’
By CJ HADDAD cjhaddad@breezenewspapers.com
A milestone celebration for one of Cape Coral’s biggest events wrapped up this past weekend, as the 40th year of Oktoberfest concluded with a final round of steins filled with beer and plates of food served.
The German American Club of Cape Coral’s signature event, Oktoberfest drew tens of thousands to the Bavarian Garden grounds, bringing their version of the staple event in Munich to life here locally.
“We feel great about this year’s event,” said festival co-chair Ed Freund. “It was really everything we had hoped for. We put a lot of work into
making our 40th year a success, and I think we achieved that for ourselves and the community.”
The GASC’s Oktoberfest ran across the last two weekends, where the community, regardless of cultural background, gathered for some Gaudi (leg-slapping, joyous fun) and Gemütlichkeit

qualified electors in seven single-member districts.”
The changes also address residency for candidates.
To be eligible to run for office, according to the proposed language of 4.02, “a candidate for council member shall have been continuous full-time resident of the district in which they are seeking office for the entire calendar year immediately preceding their qualification for office.”

The public will have an opportunity to weigh in on plans for the old golf course site.
The city has scheduled a public input meeting to gather ideas about what residents want to see at the city-owned acreage.
The 175-acre parcel that was once home to the Cape Coral Country Club is at 4007 Palm Tree Blvd.
The historic course closed in 2006 and clubhouse and outbuildings were razed in 2007.
The city purchased the site in August 2024.
The meeting will take place at 6 p.m., Thursday, Nov. 13, at the Public Works Operations Center, 815 Nicholas Parkway.
The desire is to transform the old property into a vibrant, inclusive park that will serve generations to come, city officials said.
The hands-on session will provide the community with the opportunity to learn about the site’s history and current conditions, take part in a visual preference activity to share their creative design ideas and to engage in an interactive exercise to identify what park features they would like to see, officials said.
A master plan was funded for fiscal year 2026, which will be shaped by public

Cape City Council to discuss Burnt Store Road widening project
By MEGHAN BRADBURY news@breezenewspapers.com
Following a triple-fatality traffic crash last week, Cape Coral City Council will discuss the widening of Burnt Store Road at its workshop today.
Last week, the Lee County Board of County Commissioners said they would like to hold a joint meeting with the Cape council regarding the widening of Burnt Store Road, after council requested the meeting.
With the commissioners already putting forth the effort to widen three phases of Burnt Store Road, Commissioner Brian Hamman said
he would like to talk to the city about sharing some of the project cost.
According to the Burnt Store Road PD&E Study, from Van Buren Parkway to the Charlotte County Line the preliminary estimate for the total project cost is $189,855,000. That costs includes a final design, rightsof-way for roadway to be purchased, rights-of-way for stormwater management to be purchased, wetland mitigation, roadway construction and construction engineering and inspection.
During last week’s council meeting, Councilmember Dr. Derrick Donnell encouraged his fellow board members to have some objectives, a
specific hope and desired outcome before for the joint meeting with the county.
Councilmember Rachel Kaduk said she is looking forward to the meeting.
“We need to have a plan of action items when we meet with them, not just Burnt Store Road widening, but everything,” she said.
The City Council workshop will be held at 9 a.m. today, Oct. 29, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
Stone Crab Music Fest set for Nov. 9 at Winn-Dixie center on Pine Island
By PAULETTE LeBLANC pleblanc@breezenewspapers.com
Some may remember that the Greater Pine Island Chamber of Commerce already hosted a 2025 Stone Crab Fest at the beginning of the year, back in January. According to GPICC board president Dave Conner, it was delayed from its original late 2024 date due to hurricane activity.
Now it is back on a more regular schedule -- Sunday, Nov. 9, and, he said, there is a focus on music.
“It’s basically a music food fest, with the emphasis on stone crab,” Conner said of the upcoming event.
There is also a salute to the veterans, as the GPICC has tied in the American Legion, VFW and Disabled American Vets, he said, as well as a change in the actual tone of the music.
Conner admits this event may be the biggest Stone Crab Event yet. The event was a bit longer last time, he said, going from 11 a.m. to 8 p.m., while this time the event will be put on from 11 a.m. to 6 p.m.
The reason it is not being offered as a two-day off-island event, he explained, is that Pine Islanders are very happy to experience it as an on-island event, of which they can be proud. Conner said, otherwise it becomes an entirely different animal.
“With a two-day event, generally you get money from the county with grants, then you have to match it,” Conner said.
The GPICC is very interested in keeping the island event just that, and featuring what Pine Island is known for, he said, such as crabbing and
fishing. At the last stone crab event, he said, he noticed folks were very interested in how their favorite football teams were doing. To remedy that, he said, this event will include a big screen TV, running not only live sporting events, such as football, but also continuous feed from event sponsors.
“There won’t be sound from the TV, so the music will still be going. This way people can enjoy the festival and watch football,” Conner said.
To get involved as a volunteer or a sponsor for this event, reach out to the Greater Pine Island Chamber of Commerce at 239-283-0888
The Winn-Dixie shopping center is at 9864 Stringfellow Road, just south of The Center, on the St. James City end of the island.
Charter amendments: Council review planned
From page 1
The proposed language for 4.05 includes the submission of the required proof of residency. The proof includes “all candidates shall submit a sworn affidavit at the time of qualifying that provides their place of domicile or permanent legal address and affirms that they have met the residency requirements. That proof includes at least two of the following –voter’s registration, driver’s license or Florida identification card issued by the Florida Department of Highway Safety and Motor Vehicles, property tax receipt, homestead exemption, utility bill, or lease agreement.
As far as the mayor, mayor pro tem, 4.06, the proposed language would be the council member would be elected by a majority vote of the council to serve as the mayor pro tem at the first regular council meeting following the General Election.
The vacancies proposed language changes from failing to attend three consecutive regular meetings, to three consecutive noticed City Council meeting of the Council.
In addition, if any seat on City Council becomes vacant for any reason, the vacancy would be filled under three areas. The first is if a vacancy “occurs causing an unexpired term of more than two years of duration, the vacancy shall be filed at a scheduled
city General Election. The council can appoint by majority vote a person to hold office until a person is elected.
The second occurs if a vacancy occurs causing an unexpired term of less than two years, with the same filling of the seat. If a council fails to appoint an eligible replacement within 30 days, a special election will be called.
If there is not a quorum – the members of the council may by majority action appoint additional members.
The last section addresses if a member is charged with conduct constituting grounds for forfeiture of office in 4.12. If found by a “supermajority of six affirmative votes of the council to have committed conduct constituting
grounds for the forfeiture of their office, said member so charged shall be removed from office.”
The Charter Review Commission is a charter-designated board, appointed by council, at minimum, every six years.
The commission can only bring suggested amendments to Council. Council decides whether those proposed amendments should be placed on the ballot. Council can also modify the recommended amendments or bring forward proposed amendments of their own.
The workshop, which is open to the public, will be held at 9 a.m. today, Oct. 29, in City Council chambers, 1015 Cultural Park Blvd.

input and advisory board recommendations. According to the timeline, after the first community meeting, a preliminary master plan will be available in the winter 2026, followed by a second community meeting in the winter/spring 2026 and the final master plan will be presented in the spring 2026.
Soon after the city purchased the property, cleanup efforts began with
all work not disturbing soil or groundwater. Stormwater studies also began as did as did preliminary planning for park development.
Invasive and shrub removal began in May of this year to restore a native ecosystem.
A protected species survey was conducted, and wildlife habitats were identified and market. The burrowing owls, gopher tortoises, and Florida bonneted bats were identified and at this time, relocations are not planned.

Golfers enjoy ‘chamber of commerce day’ at Peete Classic
By CHUCK BALLARO news@breezenewspapers.com
You’ve heard the phrase “It’s a chamber of commerce day” whenever the weather is wonderful. Well, it really was that kind of day Saturday at Magnolia Landings Country Club.
Figuratively and literally.
The North Fort Myers Chamber of Commerce held its ninth annual Calvin Peete Golf Classic with a full field and lots of fun for the golfers and the organization.
The event was more than just golf, celebrating one of the greats in golf history and the great buffet afterwards. It was also the bridge between the old and the new.
Wendy Murray did her last event as executive director of the chamber. After Saturday, the reins went into the hands of new CEO Toni Rae Hurley.
Murray told everyone before the tournament began with an 8 a.m. shotgun start that it was her last day as director. After that, things went without a hitch.
“The golfers are going through the course very quickly. They are enjoying all the specialty holes and the great weather,” Murray said. “We have a full field of 18 teams and it’s going great.”
One of the most popular holes was the 18th, which again featured John Gardner and his golf ball launcher, which sends your ball down the course a long way

Oktoberfest: German American Club’s six-day event draws big crowds
From page 1
(that warm feeling of belonging and being a part of something special).
This year’s ruby anniversary of the event could have been the biggest yet, according to organizers, with numbers still being tallied. Each day and evening was filled with fun, delicious food, German beer and spirits, live music, and dancing – everything from Polka to Fliegerlied, and of course, the Bobb and Chicken Dance. There were at least 600 kegs tapped before the event ended.
“We always love seeing the smiles on everyone’s faces,” Freund said. “It is a lot of work… but once the gates open and the music starts, it’s a lot of fun for everybody.”
With music-makers flown in from Germany, alongside performances by local favorites and entertainment for all ages, there was plenty of entertainment that was enjoyed.
GASC officials said the Knappenkapelle Korpfmühl just loves the community, and returned once again to be a part of the fun. The band was formed in 1963, and is a vibrant part of Bavaria’s mining heritage. This was their fourth appearance at Oktoberfest.
The festival grounds featured three music stages, three dance floors, and continuous foot-tapping performances from German bands and popular local musicians. Additional entertainment was provided by Edelweiss Echo, “KABEGL,” Hafenkapelle, The Manni Daum Trio, Guns n Hoses Pipes & Drums, Kellyn Celtic Arts, The Boots, Deb & The Dynamics, Remedy, Mockingbird, Danny Masters Band, Soapy Tuna, A’finnity, The Outsiderz, Bad Latitude, and School of Rock.
“We love being able to bring in authentic German bands,” Freund said. “Our music director finds our bands,

and we have a rotating schedule and keep bringing authentic German music to Oktoberfest.”
Guests were fawning over homemade-style dishes such as schnitzel, bratwurst, and pretzels, along with American favorites from local food trucks. There were hundreds and hundreds of traditional meals served inside the Von Steuben Hall. As always, a full selection of German and domestic beverages, and this year, local craft breweries joined in on the fun. Families got to experience the carnival area, rides, and games, while shoppers browsed handcrafted goods, souvenirs, and Oktoberfest collectibles.
“This was one of the most successful Oktoberfests
we’ve had,” Freund said. “Definitely the best in the past three years.
“It’s a six-day party that’s only rivaled by the Munich Oktoberfest. We’re the biggest in our region. Once people come, they tend to come back again and again.”
And what would Oktoberfest be without Ms. Oktoberfest?
Sara Skorak won the crown this past July and represented the club as the face of the event.
She said she made her rounds, greeted attendees and took photos.
Freund said the club continues to improve on the event, such as continuing its VIP ticket experience, bringing in more entertainment, expanding food and drink, and making Oktoberfest a memorable event for all that attend.
With GASC personnel and volunteers, the event wouldn’t be possible.
“All of our members are volunteers,” Freund said. “We couldn’t hope to do it without them. One of the banners we have up here says, ‘Our volunteers don’t get paid not because they’re worthless, but because they’re priceless.’”
Freund, who said he’ll start working on next yea’s Oktoberfest in May, shared a big thank you to the community for another great year of raising a glass, stein, or bottle, and unforgettable memories, fun, and smiles.
“We appreciate the support we get from the community,” he said. “For anyone who didn’t make it this year, we encourage you to come out next year, and you won’t regret it.”
The GASC hosts various events on its grounds yearround.

The GASC is at 2101 S.W. Pine Island Road in Cape Coral.

The Sharks (Poskon, Dinkel, Lior Chkoury and Jacob Ricke) finished second in the 200 medley relay.
