“Our job was to go ahead and get the data and information,” Chair Richard Leon said. “They (City Council) will decide which amendments will move forward to the voters.”

Yacht Club rebuild plans to come before Cape Council today

Proposed plans for a $225 million reconstruction of the Yacht Club Park will be presented today.
As prepared for Cape Coral City Council discussion at a workshop, the project incorporates a “coastal design” and amenities to include a new marina, boat slips and ramps, a two-story community center, concessions, resort-style pool, a riverfront beach, a playground and more.
The presentation for the city’s planned “riverfront destination” includes a marine package and proposed construction phases and amenities.
The project’s various components include a marine package to include boat slips, ramp, seawalls and more; upland phases to include, in phase 1, a harbormaster building, multi-story parking garage and site improvements; and a community center, concession building, resort-style pool, beach, playground and landscaping in phase 2.
Additional considerations for council discussion include boat slips and floating docks and
coordination for the construction of the returning Boathouse restaurant.
Councilmember Bill Steinke said he is looking forward to moving the discussion forward to get all the facts on the table.
“At least we can get some of the more factual stuff out there in the public’s eye and have an open discussion,” he said of the workshop.
The Cape Coral Yacht Club on Driftwood Parkway was built by the city’s developers in 1962 as the then-fledgling community’s first public amenity. It included a mid-century community center, pool, pier and beach along the Caloosahatchee and quickly became a gathering center, complete with teen club.

Among the top legislative priorities for the Cape Coral City Council are water initiatives, a subject that will be discussed at today’s workshop.
Expanded funding for the city’s Utility Expansion Project, as well as continued UEP septic-to-sewer conversions are among the agenda items.
Water quality improvements are also among the priorities from clean water infrastructure, supporting state projects and promoting strict standards and pollution prevention across infrastructure, development, and restoration.
Infrastructure is another priority with support being sought for the SR 78 funding and a new Cape Coral I-75 exit.
Other items include resilience to climate and disaster events and environmental sustainability.
The workshop also will include a discussion about the Economic Development and Business Incentive programs, which was adopted in 2021 to support investment, business growth and community benefit. The proposed changes include adding specific triggers for disqualification from program eligibility, and liens and claw backs are now applied only when funds are disbursed upfront.
Other topics will include the strategic plan for the Cape Coral Fire Department, fire walls, dredging updates and a public utilities easement.
The workshop is scheduled to begin at 9 a.m. today in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.

Cape woman accused of fleeing police

A Cape Coral woman was arrested after police say she eluded law enforcement and then attempted to hide on the floor of the backseat of her car.
Marlena Velez, 23, has been charged with two counts of probation violation, as well as fleeing and eluding police.
According to Cape Coral Police Department officials, on Sept. 29 around 3:30 p.m., a CCPD patrol officer saw a gray Kia Sorento traveling north in the 800 block of Cultural Park Boulevard, South, and recognized the driver as Velez, who police said was known from a previous arrest and had an active warrant out of Lee
County for violation of probation. Police officials state that a traffic stop was initiated in a residential area and that once the officer exited his vehicle to approach hers, Velez fled the scene at “a high rate of speed.” The officer did not pursue her due to it being in a residential area and the presence of children.
On Oct. 12, police officials stated that another CCPD patrol officer saw a Kia Sorento known to be associated with Velez driving in the city, and noted Velez in the front passenger seat and conducted a traffic stop after confirming she had “multiple active warrants for violation of probation related to the original charges of first-degree petit theft.”
According to a release from CCPD, “As the officer approached the vehicle, she observed that Velez was no longer in the front passenger seat. The officer asked the driver where Velez had gone, and he stated he did not know. While waiting for documents related to the stop, the officer illuminated the backseat area with her flashlight and observed Velez lying on the floorboard attempting to hide.”
Police state that both the driver and Velez were removed from the vehicle and detailed while dispatch verified Velez’s warrants.
Velez was arrested and transported to Lee County Jail without bond. As of Tuesday morning, she is still in custody with bond not set.
Celebration of Life for Greenwell to be held this Saturday at JetBlue Park
The public is invited to wear Red Sox colors and join in a Celebration of Life for Lee County Commissioner Mike Greenwell Saturday, Oct. 18, at 1 p.m., at JetBlue Park in Fort Myers.
Greenwell, a native of Lee County who died Oct. 9 at the age of 62, enjoyed a 12-year professional baseball career with the Boston Red Sox before returning home to raise his family and be a local business owner. He was appointed to the Lee County Board of County Commissioners by Gov. Ron DeSantis in July 2022, won a special election for his seat that year and was re-elected in 2024.
The Celebration of Life will in-
clude comments from the commissioner’s family, elected officials and Boston Red Sox representatives. The concourse will have displays of Greenwell memorabilia and other tributes to his life. Photos and music will be part of the celebration. The family is encouraging residents and fans to bring their best “Mike Greenwell stories” and share memories. Lee County Public Safety’s Honor Guard will present the colors and provide honors. Attendees are asked to wear navy

blue and red in JetBlue’s stands. The entrance to the service will be at Gate D. Leon said council is not voting on the amendments, but rather recommending which should go before city voters for consideration.
“We are a fact-finding board. We are finding facts, presenting the data and the council will make the decision to put forward to voters,” he said.
The Charter Review Commission is a charter-designated board, appointed by council, at minimum, every six years.
The commission can only bring suggested amendments to Council. Council decides whether those proposed amendments should be placed on the ballot. Council can also mod-
ify the recommended amendments or bring forward proposed amendments of its own.
The commission last week voted on its prioritization – recommending single-member districts and council compensation for the General Election ballot, and the others pertaining to candidate qualifications for the Primary Election Ballot.
Section A of 4.08 pertaining to compensation provides that each City Council member would be compensated at the rate of $70,000 per year, as opposed to $32,600 and the mayor would be compensated at the rate of $80,000, as opposed to $36,600. Increases would be tied to cost-ofliving.
As proposed, council could decide otherwise on increases by a supermajority vote with any increase not to go into effect until after the next election.
Section C states “the mayor and council members shall not increase the salary, any retirement benefit, any stipend, or any other type of compensation paid to its members, unless such increase is approved by ordinance, subject to public hearing and public comment, after a super-majority of at least six affirmative votes, and such increase shall not be effective until after the first city General Election following the passage of the ordinance providing for the increase in compensation.”
Commissioner Kevin McGrail, as well as other commissioners, said the most important topics should be on the General Election ballot, as it has a much better turnout of voters.
“I personally would recognize the importance of the General Election is a much better sampling of the voters in the city. The most prioritizations, I believe, should be in the general,” he said.
Commissioner Andrew Sund said the original language that McGrail had drafted was the best language to move forward, as compensation is politically charged. The devision between the two compensation provisions was intentional. He said when tying the two together would guaranteed failure of both.
McGrail said the compensation topic is too soon, as people’s memories are not that short.
“They are going to remember what happened in 2023. If we do nothing, any subsequent council can do anything they want, like in 2023,” he said, adding that if they tie them together “they will both go down and people won’t know what they voted against. Keeping them separate I think is critical.”
Leon said stressed the commission is only recommending how council should proceed, but council can do whatever it deems appropriate.
Leon said the amendments will be placed on a Council agenda, so they can inform the elected board of what the appointed commission decided.
“This has been a great process. I have enjoyed every minute of it. We came together, debated the issues. I think it is mission accomplished. Thank you guys – I appreciate you and your dedication,” he said.

“I thought it was a great game for us,” said Cape Coral head coach Jaylen Watkins. “Defensively we were great. Made some plays like we normally do. Returned an interception. Our mark is always trying to get three (interceptions) per game. I think these guys are excited and pumped for what they’re doing right now.”
The Seahawks elected to not play their one-two running back punch in Jermaine Skinner and Caleb Cobb to give them a week of rest. Instead, it was senior James Hall and sophomore Kaden McMaree handing the majority of the touches.
Cape Coral also aired the ball out quite a bit, as junior quarterback Derek Hooker went 10-for-18 through the air for 257 yards and four touchdown passes.
Watkins said he was happy to see his team to come out and not take its opponent lightly, as Ida Baker gave Cape a competitive game last season.
“Last year they played us really tough,” Watkins said. “It was good today to come out and supposed to do.”
The Seahawk’s secondary once again showed why its one of the best groups in the state, intercepting Ida Baker twice, including a 69-yard pick-six from senior Hezekiah Jones to close out the first half.
“We just do what we do,” Watkins said of his defensive unit. “The guys on defense work so hard. They’re very cerebral players — I think that’s what separates those guys is how much they know football. Each and every week, they’re ready to prepare for whoever they’re playing, and they really love football. As a coach at this point, they’re on autopilot. I’m very proud of that group and there’s a lot of seniors on that group, and they’re performing the way seniors are supposed to perform.”

On the Seahawks’ next possession, McMaree took a pitch from Hooker and turned on the jets, scampering 77 yards to pay dirt on a huge play.
Hooker then found wide out Solider Morse before the end of the first quarter, slinging the ball over the middle for a 30yard touchdown reception.
Junior wide receiver Nate Ogrodzinski score the next two touchdowns for the Seahawks, reeling in catches of 25 and 27 yards on consecutive drives in the second.
Jones’ interception return closed out the half and with a running clock in the second, the lone score came via a TJ Schley 45yard reception in the third quarter.
The Seahawks sideline was fired up all night, especially for guys who may not see much playing time in Bloom and McMaree, the later of which rushed for 121 yards on the night.
“These guy work hard in practice, and they’re usually the ones running the plays that we are going against,” Watkins said. “You know they’re good players, but, (it’s not) their time. When we get in these moments, the seniors are absolutely excited because they know how hard they work in practice and they don’t really get the glory on Fridays. So when they do get it, it’s kind of paying off for them.”
While Ida Baker showed signs of fight throughout the game, the high-scoring offense up until this point of the season that hadn’t scored less than 19 points in any game was unable to crack the end zone.
“We expected them to come out with all the talent that they brought in over there,” said Ida Baker head coach Cullen O’Brien. “We wanted our guys to step up to the challenge, and for the most part they did. We got the looks we were expecting, it’s just (Cape Coral) is good.

Those plans changed after Hurricane Ian, which made landfall in Southwest Florida on Sept. 28, 2022, as a Category 4 storm, heavily damaged the historic facility and park.
The cost to build a resort-style replacement is now estimated at $225 million.
At that price, the estimated average annual debt service would be $14,218,742 with the city to carry the cost of that debt service for three to four years at an estimated cost of between $28 million and $43 million.
Proposed funding sources include the city share of revenue from the returning Boathouse Tiki Bar & Grill; parking garage fees of $3 per hour; Community Center and pool fees and charges; adding an additional 3% to the city’s existing 7% public service tax on electric bills (estimated to raise $9.5 million per year); annual dockage fees and
hourly boat slip fees of $5 per hour, and an $8 million general fund loan.
As proposed, the debt service of $225 million would be paid back over 30 years.
Steinke said he does not have a stance on anything at this point regarding the information to be presented and he pointed out that all the fees are assumptions, as they have not yet been brought before council.
“They are looking at revenue sources and expenses. If, in fact, it is done — this is how it will pay out,” Steinke said. “It really is crystal ball work right now.”
Steinke said he does have some questions and they stem around whether to do the docks component now, or wait.
“What is not a part of the backup that certainly will be a question that I ask is with the price of the docks today, what will the price of the docks be three years from now if we wait to do the docks,” he said. “There is always a cost of waiting, which we have seen with the variety of other things.”
The presentation does not include the potential of a P3 relationship, Steinke said, adding he thinks the idea of partnering with a private entity, which could shift costs and so impact the financing plan, may come up for discussion.
“I am guessing that will at least be brought up in discussion,” he said, as it would change the proforma complexity.
Steinke said with the discussion happening at a workshop, the city has to put together something to use as a “straw dog” to work from and have items discussed.
“I would certainly be a proponent of getting the docks done sooner rather than later for a few reasons,” he said. “If you are going to have a boat ramp, you are going to need to have a way for people to wait for their turn in both directions – putting boats in and taking it out.”
The city has received the state and federal permits needed to rebuild the park and marina, and has awarded reconstruction contracts to Wright Construction and Kimley
Horn and Associates, Inc. for design and other services for the project on Driftwood Parkway along the Caloosahatchee.
“We worked feverishly on that permit and hit a number of hurdles we didn’t expect,” Steinke said, adding that now with those two components set, “I think we can actually gain ground here now. The hinge pin in all of it was certainly the seawall. You can’t do anything until the seawall gets done. We just recently got our approval and permit for that. Viera De Lemos finished in 16:57.7, seven seconds ahead of Hardee’s Valentin Lopez.
Cape Coral had five of the top 17 finishers to beat Dunbar for the team title.

“We weren’t getting off the line of scrimmage — it’s something we’ve struggled with all year,” O’Brien said. “We knew we were going to be facing probably the best front we saw all year.
“It was just a physicality thing. It was less about techniques, and more about getting bigger and stronger.”
O’Brien has really turned around an Ida Baker program that hadn’t won a game in the last two seasons in his first year at the
helm. He hopes a game like this will be something to draw on in the future for his returning players.
“This was defiantly a motivating thing,” he said. “I could see it. I could sense it. I could feel it with the younger guys.
“This team fought all the way through the game, and that’s what I’m liking with this group of guys.”
Next week, Ida Baker takes on Oasis (1-6) on the road at 7 p.m., while Cape Coral has a big matchup with Riverdale (6-1) also on the road at 7:30 p.m.
