Public hearing today for the North 1 East UEP

Property owners in the city of Cape Coral’s next utility expansion area will have an opportunity to hear proposed payment options as the assessments for the $227.5 million project are set for public hearing today.

Cape Coral City Council is expected to vote on the initial assessment resolutions for irrigation, wastewater and water for the North 1 East component of the utility expansion project.

Garden tours resume today at Cape Coral Museum of History

Free garden tours conducted by local Master Gardeners will be held today, Wednesday, Oct. 8, from 1-4 p.m., at the Cape Coral Museum of History, which is located 44 Cultural Park Parkway, next to the Cultural Park Theatre and north of Cape Coral City Hall.

The gardens at the museum are designated a Florida Friendly Landscape. A FFL garden doesn’t have any invasive plants.

The public is invited to come learn about native and friendly plants, edible plants, butterflies and more during the tour.

These garden tours are every second Wednesday afternoon from October to April. Tours and parking are free.

No reservations needed except for parties of 6 or more.

The resolutions includes financing and payment options – ranging from the initial prepayment period Nov. 20, 2025, through March 31, 2026; interim repayment period April 1, 2026 through July 31, 2026 and the amortized default method, which would be billed via the tax bill annually for 20, 25 or 30 years with the first billing to occur November 2026.

The presentations includes estimates for water, sewer, irrigation and the total for each payment option.

The interim repayment is $26,212 for one equivalent parcel plus $6,930 for capital facility expansion project for a total of $33,142.

The maximum annual payment for a 20-year term is $3,110 for the equivalent parcel plus $851 for the capital facility expansion project for a total $3,961 per year over the time period.

Public parking opens at The Cove at 47th

The first parking structure in Cape Coral cut the ribbon Friday morning and the public can now use the facility which is part of The Cove at 47th.

The South Cape Community Redevelopment Agency partnered with The Cove at 47th to complete this two-story parking garage with 125 parking spaces dedicated for public use.

City council members, who also act as the CRA governing board, touted the garage as being able to support local businesses, improve visitor convenience, accommodate the community’s growing needs, and make it easier for residents and visitors to access local shops, restaurants, and entertainment venues.

Cape Coral Mayor John Gunter said he recalled standing in the area of The Cove at 47th

back in 2017 before the StreetScape project, and said development in the area is credited to various city council members who had a vision.

“Today is a great day,” Gunter said. “We’ve never had a parking structure in the downtown area. As we all known, downtown and in the CRA area, public parking is something that we needed immensely.

Allowing ADUs — sometimes called backyard cottages or units — may be a hard sell despite the Cape’s affordable housing crunch — it failed to garner Council interest last year and still has some opposition.

“While I understand the intention behind accessory dwelling units, I do not believe they are in the best interest of Cape Coral. Allowing them would change the character of our neighborhoods and diminish the quality of life our residents value and deserve. I did not support this recommendation in 2024, and I will not be supporting it now,” Mayor John Gunter said. “That said, this decision will not be mine alone — it will be made collectively by the City Council after discussion and consideration of the input we receive from our community,”

Bayshore celebrates school expansion with groundbreaking

Bayshore Elementary School in North Fort Myers first began welcoming students in 1967. Last Friday, with several generations of former Bayshore students in attendance, Lee County officials - including Superintendent Dr. Denise M. Carlin and District Five School Board Member Armor Persons - held a groundbreaking ceremony to celebrate the impending addition of 22 state-of-the-art classrooms.

The $50 million expansion, which will finish a conversion to a full K-8 campus, is expected to be completed in the fall of 2026.

“This school has shaped my family,” Persons said. “Both my children, and now my grandson, attended Bayshore Elementary.”

He added that expanding Bayshore to house sixth, seventh and eighth graders had been the main topic of interest among his constituents when he began campaigning three years ago.

“A lot of people are really glad this is happening,” Persons said, smiling.

His daughter, State Rep. Jenna Persons-Malicka, attended the groundbreaking with her dad.

While the Gateway High School marching band played in the background, adding energy to the celebratory event, Persons-Malicka reminisced.

“Being back at Bayshore brings me a lot of good memories,” she said.

Pointing to a large tree in the school yard, PersonsMalicka said even the tree and the shade it brings were special parts of attending Bayshore Elementary.

Carlin believes the expansion of Bayshore will honor the school’s cherished past, while ushering the facility into the modern era with brighter bigger spaces.

“We expect this addition to last 50 to 60 years without aging,” Parovi said. “Safety, security for kids and long days in livable spaces are all important pieces of this design.”

“We can’t wait for next year; for the expansion to be complete. Gunter said the garage marks another step forward in the investment in Cape Coral’s future, and the future of the CRA, ramping up for continued growth in the area.

The parking garage, while also serves The Cove at 47th residents, will allow for one free hour for members of the public. The second hour costs $2 to park, with each subsequent hour being $1 (max of $20). Parking for special events will be $15.

District 1 Councilmember, Bill Steinke, who is also the chair of the CRA and whose district includes the South Cape, called the garage a “shining example” of when the CRA, the city, and private enterprise comes together to meet the needs of residents and visitors of Cape Coral.

Steinke also mentioned the transformation of the historic downtown area, namely the parcel between Southeast 47th Terrace and Cape Coral Parkway where The Cove at 47th is located.

“You’d see some dilapidated buildings out on Cape Coral Parkway and nothing but a vacant field here that was in relative disrepair, and here we are three years later with a gorgeous structure that’s going to bring more businesses and more vibrance to this CRA area,” Steinke said. “The additional parking that’s here serves us in so many different ways.”

Steinke noted that more development is on the way, which will include more parking, such as the Bimini Basin

project and Bimini East.

“Proud moment for me, the city, the CRA, and hopefully, a proud moment for all the citizens of Cape Coral,” he said.

Flaherty & Collins Properties, which developed The Cove at 47th, had representatives at the ribbon cutting including Property Manager Cameron Pennington, and Regional Property Manager Melissa Barrett.

“I think it’s super important for the city, and I think it’s a good stepping stone not only for us here at The Cove at 47th, but also the city as well,” Pennington said. “I think it’s going to be very beneficial for the public as well.”

Barrett said Flaherty & Collins Properties is excited to be a part of downtown Cape Coral, especially in this time or growth.

“This is the first project we’ve built in Florida, to be a part of Cape Coral, it was one of those areas where we fit with the city,” Barrett said. “Knowing we were going to help bring more people to downtown Cape Coral, we’re just blessed.”

The CRA, city, and developers all agreed, especially with the retail aspect of The Cove at 47th, that having parking for the public in the parking structure would be beneficial to all parties involved.

“It also helps all the other businesses around here,” Barrett said.

The meeting will be held at 4 p.m. today, Oct. 8, in City Council chambers, 1015 Cultural Park Blvd.

Oasis’ Jazlyn Forbes brought home another major victory Saturday, winning the FLrunners.com Invitational’s girls Race of Champions in Lakeland.

Forbes crossed the line in 18:10.44, more than 10 seconds ahead of second-place Mary Summers of Seven Rivers Christian.

She holds the fastest girls time in Florida so far this season with a 17:02.44 at the North Port Invitational.

A pair of Mariner runners also came up big on the big stage. Angel Cruz finished second in the boys Race of Champions with a time of 15:48.72, while teammate Dylan MaciasBuenrostro was fifth in 16:02.48.

Seahawks win Black & Blue Bowl and capture district championship

Despite some adversity this season, the Cape Coral High School football team checked two boxes on Friday night.

First, they took down rival Mariner in the 39th annual Black & Blue Bowl on the road by a score of 30-7. Second, and arguably more importantly, they remained undefeated on the year and secured a District 5A-10 Championship.

“It feels great,” said Seahawk head coach Jalen Watkins, a Cape Coral High School alum who knows what it feels like to win a big rivalry game and be part of a successful program. “I’m just happy for the seniors. Those seniors have been a big part of this. I’ve been a senior in this program before and I know how it felt when

The Seahawks (7-0) opened the scoring late in the first quarter after a nearly netzero punt from Mariner set Cape up on its opponent’s 30-yard line.

Senior running back Jermaine Skinner fought his way through the line and into the end zone for a 2-yard score to cap a short drive.

Cape came up with a big interception to gain possession right back on the ensuing drive, as Almarian Thomas made a great pick cutting in front of the wide out.

The Tritons (2-4) answered right back with a turnover of their own, as Marvens Saintil intercepted a pass and took it down to the Cape Coral 12-yard line.

Saintil went down with an injury that kept him out of the remainder of the game shortly after, with Mariner also losing another defensive back to injury as well.

“That hurt,” said Mariner head coach Tyran Jones. “We’re going in with guys that haven’t played corner before. He got us going with that interception and he never goes down. There was just a lot of unfamiliarity in the secondary.”

Mariner was unable to capitalize on the pick, as an unsuccessful field goal attempt kept the Seahawk lead at 7-0.

Committee: Accessory dwelling units recommended for Cape Coral

quarters in one zoning designation – residential estate,” which are parcels of 40,000 square feet.

City Planning Manager Amy Yearsley said at Thursday’s committee meeting that the recommendation is for the rest of the city to have the ability to include these units. She said Florida house Bill 48 was just filled on Oct. 15 which, if passed, would mean that every local government would have to allow an accessory dwelling unit on any single-family zoned property.

The bill would prohibit local governments from imposing strict parking requirements, owner occupancy mandates, or blanket rental bans.

Residents who spoke during last week’s meeting, as well as the members on the committee, were in favor of allowing accessory dwelling units in the city.

Committee member Kevin McGrail, a former Cape council member, said although he likes the idea, his big concern is making sure the unit, and home do not become short-term units throughout the city.

“The biggest issue is if this becomes a way to add more VRBO rentals in our neighborhood. I think it would be a disaster,” he said. “Our intent on this board, we want to support family units. Family support is exactly what we are looking to encourage. We need to work with the city attorney to make sure it is absolutely certain it does not become a doorway of units

throughout the city.”

Council liaison Jennifer Nelson-Lastra said the city needs innovative ways for the older generation to stay here, grow old here and afford to live in Cape Coral. She said this would create additional, affordable generational opportunities.

“It’s a new day on council. A new day in our city. Our demographic was a lot older and now the demographic is in the 40-year-old range,” she said. “When I was first on council the mean demographic was age 65.”

Jessica Turner of Home Coalition said they are a cross-sector network of partners who are working on making more affordable housing in Southwest Florida. One of the projects they are working on is a senior

home sharing project – paired thoughtfully based on compatibility, and helps with lowering the cost burden and decreases social isolation.

“I myself, and my partners, support any thought or production of auxiliary units,” she said.

A local Realtor also spoke in favor of the accessory dwelling units.

“It’s a simple, practical solution to so me housing challenges of our city,” said Michelle Burks, adding that the housing supports families by allowing aging parents to stay nearby, and young adults to save money while finding their first home. “They go only on lots that already have homes and are connecting to existing infrastructure.”

Cape junior quarterback Derek Hooker capped off an 80-yard Seahawk drive with 5:18 to play, keeping an option and rushing around the right side from 12 yards out to make it a 23-7 game.

Seahawk corner Hezekiah Jones intercepted O’Leary on the ensuing possession, and Cape Coral took advantage, this time via a Hooker 30-yard pass to TJ Schley in the corner of the end zone.

Senior Jayden Reyes sealed the win with a third Seahawk interception on the night. Reyes’ eighth inception on the year ranks him No. 2 in the state of Florida, and No. 5 nationally.

Of Cape Coral’s secondary, which is a high-powered, playmaking group with 17 interceptions on the season, Watkins, a former defensive back in the NFL, said, “I think those guys are the best in the state. They just go about their business that way. It’s always about who is getting the next pick.”

Watkins added that he was encouraged

to see his team fight throughout the game, and also showed love to his coaching staff.

“We’re down a guy, and a lot of coaches stepped up,” he said. “We made some great adjustments and suggestions at halftime. It was a true team win today.”

Watkins also showed a lot of love for one senior in particular, Vincent Miranda, who he called “the ultimate Seahawk.”

Miranda is a jack-of-all-trades, being used in a versatile role as both a pass-catcher and rusher. He’s tied for the team lead in receptions with 17, and has scored four touchdowns through seven games.

“He’s a really good football players and a captain on this team,” Watkins said. “Nobody deserves it more than Vincent Miranda. He’s doing whatever he can for this program.”

As for what it means for Watkins to come back to his alma mater and turn around a program that was struggling, he said, “I know what my expense was like when I was here. I managed to make it to

A person may file a request for an extension of time for filing a petition. The SFWMD may, for good cause, grant the request. A petition for administrative hearing must be filed with the Office of the District Clerk of the SFWMD. Filings with the Office of the District Clerk may be made by mail, hand- delivery, or e-mail. The filing date for a document transmitted by electronic mail shall be the date the Office of the District Clerk receives the complete document. A party who files a document by e-mail shall (1) represent that the original physically signed document will be retained by that party for the duration of the proceeding and of any subsequent appeal or subsequent proceeding in that cause and that the party shall produce it upon the request of other parties; and (2) be responsible for any delay, disruption, or interruption of the electronic signals and accepts the full risk that the document may not be properly filed.

INITIATION OF AN ADMINISTRATIVE HEARING

Pursuant to Sections 120.54(5) (b)4. and 120.569(2)(c), Fla. Stat., and Rules 28-106.201 and 28-106.301, Fla. Admin. Code, initiation of an administrative hearing shall be made by written petition to the SFWMD in legible form and on 8 1/2 by 11 - inch white paper. All petitions shall contain:

1. Identification of the action being contested, including the permit number, application number, SFWMD file number or any other SFWMD identification number, if known.

2. The name, address, any email address, any facsimile number, and telephone number of the petitioner and petitioner’s representative, if any.

3. An explanation of how the petitioner’s substantial interests will be affected by the agency determination.

4. A statement of when and how the petitioner received notice of the SFWMD’s decision.

5. A statement of all disputed issues of material fact. If there are none, the petition must so indicate.

6. A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the SFWMD’s proposed action.

7. A statement of the specific rules or statutes the petitioner contends require reversal or modification of the SFWMD’s proposed action.

8. If disputed issues of material fact exist, the statement must also include an explanation of how the alleged facts relate to the specific rules or statutes.

9. A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the SFWMD to take with respect to the SFWMD’s proposed action.

MEDIATION

The procedures for pursuing mediation are set forth in Section 120.573, Fla. Stat., and Rules 28-106.111 and 28-106.401.405, Fla. Admin. Code. The SFWMD is not proposing mediation for this agency action under Section 120.573, Fla. Stat., at this time.

RIGHT TO SEEK JUDICIAL REVIEW

Pursuant to Section 120.68, Fla.
