Accessory dwelling units are among the incentive recommendations from the Affordable Housing Advisory Committee, which will meet Thursday.
The Affordable Housing Advisory Committee is required to meet annually provide recommendations for incentives.
There are eight incentive strategies adopted through the 2024 Local Housing Assistance Plan.

Pickup hours end
Waste Pro summer pickup hours ended Tuesday and the regular pickup time of 6 a.m. began this morning.
Trash collection services provided by the city vendor run Monday through Friday. Residents can check their area’s trash day online.
Garbage, recycling, yard waste, and bulk waste are collected on the same day.
Bins — tan for household waste and a green bin for recyclables — should be at the road’s edge, with wheels and handles facing the house.
Residents are reminded:
When your garbage bin is full, extra garbage should be placed in plastic bags next to the cart.
Extra recycling should be set out in a clearly labeled cardboard box.
The city provides collection of residential horticulture waste, including trimmed branches and limbs from trees and shrubs, grass clippings, fallen fruit, leaves, weeds, and palm fronds.

Asixth grade student from Oasis Middle School has been recognized as “Artist of the Week” through Artsonia.com for his “Half Draw” effort.
Dominic Maldonado’s piece received more than 1,300 online votes through Artsonia, which features more than 125 million pieces of student art.
Maldonado said he feels good and amazed about being recognized as Artist of the Week.
“I never drew something that good,” he said about surprising himself.
His dog, Coco, inspired the drawing.
Oasis Middle School art teacher April Gibson said Artsonia is an artwork website where student’s pieces can be uploaded. She said it’s a great way for parents, and family members, to see the artwork digitally before bringing it home. The website is also used for education purposes.
The students can “sign in and complete artist statements and titles. It wraps in some writing standards into it as well,” Gibson said.
The website is free to use, which she said is a huge win for teachers.
Artist of the Week was developed 20 years ago to encourage teachers to submit student artwork to Artsonia, as well as engage schools and communities to vote and recognize creative students. Each week there are 12 submissions from four age groups — prek-3, 4-6, 7-9, and 10-12 that are randomly selected for public voting.

Cape club mourns loss of ‘vibrant’ member

The Cape Coral Garden Club is remembering one of its own.
Deborah “Debbie” Cooper-Heimann, 73, was fatally injured in a traffic crash Sunday while walking her dog.
Police officials said she was walking with a flashlight the area of Tower Drive and Santa Rosa Court when she was struck by a work van just before 9 p.m.
The driver, Rodrigo Coutinho Pereira, 27, has been charged with DUI manslaughter, DUI, DUI property damage, and driving with a suspended license causing death or serious injury.

Cooper-Heimann was quite an involved member of the Garden Club of Cape Coral, which she was a part of since 2016.
Garden Club President Sylvia Swartz said members of the group are “absolutely devastated” and described CooperHeimann as a “vibrant personality.”
“It’s a great personal loss for me, and also a huge loss for the club,” she said. “I just don’t know what we’re going to do without her.”

A business on Cape Coral Parkway is celebrating its 25th anniversary today with a special scoop of ice cream cone for patients.
Dr. Melinda Youngs opened Dr. Mel Youngs Chiropractic & Wellness Spa on Oct. 1, 2000. To celebrate the milestone, any patient who has an appointment today, Oct. 1, will receive a free ice cream cone to honor her dad, as well as mark her silver anniversary milestone from 1 p.m. to 5 p.m.
“Here it is 25 years later from the first day I opened my doors. My Dad and Mom owned the building since 1983 and it was an ice cream store,” Youngs said of YUMS Ice Cream.

She said her father, Richard Youngs, put her and her sister through school — the University of Florida — by selling ice cream.
“He pushed us all the way and encouraged us to own our own business. It’s really a great thing because I love what I do,” Youngs said.
Her father had owned Carvel stores up north beginning when he was 24. He opened YUMS Ice Cream in Cape Coral’s original downtown in 1981.
Youngs said she kept her dad’s phone number for the shop, and when people called for frozen goodness, she told them about her practice.
“I have always had an interest in taking really good care of my body. I was an aerobics instructor in college. One of my friend’s mothers was a chiropractor,” she said, adding that she knew it was something she would really enjoy doing.
The practice prides itself in “not being the ‘typical’ doctor’s office.”
“We are a full scale chiropractic office in Cape Coral with multiple chiropractors...” its website states.
The Cape Coral wellness spa also has a full staff of massage therapists who offer treatments to de-stress and rejuvenate.
“Our licensed massage therapists (LMT’s) work closely with our doctors to provide specialized massage therapy, that help patients feel better faster! Some of our full body massage treatments include deep tissue, relaxing, and prenatal massages,” the website states.
They also offer laser therapy for pain.

In 2018, when Nelson-Lastra was on the Council previously, she said they did not approve accessory dwelling units. Now, looking back, she wishes she voted for the units.
“Almost nine years later, we still have problems with housing that is affordable to our first responders, to our teachers and that concerns me. With the aging population, a lot of us have elderly parents that we don’t want to put into assisted living or a facility,” she said, adding they want to keep their parents with them.
In July 2024, she said Council directed staff not to move forward with the accessory dwelling units.
“I think we have a real opportunity to offer another type of housing, an actual outside unit on the property,” Nelson-Lastra said. “To have that generational flexibility with housing options, for me, makes sense.”
Having flexibility with an accessory dwelling units is important as the population ages, she added.
That incentive will be brought before council, where she hopes they will have an appetite to entertain it again.
“Our state legislature has encouraged our local government to adopt ordinances for this that allows single-family residential use,” Nelson-Lastra said. “To me it is a great option as another affordable option for our elderly to be

The unit, which defined by Florida Statutes, states that an accessory dwelling unit, is an “ancillary or secondary living unit that has a separate kitchen, bathroom, and sleeping area existing either within the same structure, or on the same lot, as the primary dwelling unit.” These units are also called ancillary units, carriage houses, “granny flats” and garage apartments.
The meeting will be held at 5 p.m. Thursday, Oct. 2, in Council Chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
11-year-old accused of making a school threat

An 11-year-old boy was arrested by the Lee County Sheriff’s Office after investigators say he made an online school threat.
On Monday, Lee County Sheriff Carmine Marceno announced the child’s arrest, stating the threat came from TikTok.
“I will (never) tolerate threats against our schools,” Marceno said in a video posted the agency’s Facebook page. “I’m proud of our detectives for acting swiftly, and grateful to the FBI for their partnership in removing this threat before harm could occur.”
According to LCSO, on Saturday, detectives with the School Threat Enforcement Team were alerted by the FBI’s National Threat Operation Section regarding a violent threat made by a local user.
The post stated “I live near your school. On Monday I’m gonna come to it with an automatic rifle and shoot it up. And if you cancel Monday, I’ll just bomb the school.” LCSO officials said detectives quickly identified and located the boy, who was taken into custody and transported to the Juvenile Assessment Center.
He has been charged with intimidation by electronic threat, and threat to bomb.
The boy attends North Fort Myers Academy for the Arts, a K-8 public school. The Breeze is withholding his name due to his age.
The School District of Lee County sent a message notifying student families on Sunday:
“Good Afternoon NFMAA family,
“This email is to inform you that one of our students has been arrested for allegedly making a threat against our campus on social media.
“We will not tolerate this kind of behavior at North Fort Myers Academy for the Arts. In addition to the legal consequences, the student will face discipline as outlined in the Code of Conduct.
“Please remind your child about how important it is to use social media responsibly and to report any concerning comments, posts, or behavior. Working together, we can ensure our school environment is safe and always focused on teaching and learning.

Ida Baker sets three school records en route to victory

It’s been a complete 180 for the Ida Baker High School football program this year, as the Bulldogs came out with a 38-21 win last Friday night.
Ida Baker is now over .500 (3-2) and have won two-in-a-row. The Bulldogs set three school records in the contest, as senior running back Nikolas Korf set the single-game rushing record with 254 yards; junior Caelum Cragin reeled in the longest touchdown pass in school history from Brody Root at 87 yards; and sophomore Dominic Salerno returned the longest interception for a touchdown at 76 yards.
“Our offense started really fast and really well,” said Ida Baker firstyear head coach Cullen O’Brien. “Our big challenge to the defense (was to) get into the scoring with a defensive touchdown this week. And our defense took that to heart and ended up getting two of them.”
Along with Salerno’s pick-six, junior Roderick Thompkins brought one back 15 yards for an interception return for a touchdown.
According to MaxPreps, Korf is in the top-15 for rushing yards in Florida, sitting at No. 15 with 834, averaging 166.8 yards-per-game, and 7.3 yards-per-carry. He’s scored eight touchdowns across five games for the Bulldogs.
Coming back from a tibia break last season, O’Brien said Korf has been recovering and in the weight room since, as Korf is also an accomplished weightlifter.
“He’s a beast in the weight room, and it’s transferred over to the field,” he said. “Other than lifting, the biggest thing he’s focused on (is his football IQ). We really simplified the playbook compared to what he had in the past. When I say simplified I don’t mean less plays…we just have a few concepts that we run out of a bunch of different looks. He’s learned how to read defenses and has figured out his timing. He’s a hard, downhill runner.”
Junior back Paytrell Coleman also had a great game out of the back-


field for Ida Baker, rushing for 50 yards and scoring two touchdowns on long runs.
“It’s not just our downhill run game, we have a guy that can break it to the edge,” O’Brien said. “It was a good one-two punch.”
Of wide receiver Cragin, O’Brien said, “He’s just been balling the entire year. He honestly is one of the best receivers I’ve coached the way he can catch the football, use his body, the shiftiness he has. The first catch he had, he shook three defenders out of their shoes.”
O’Brien said his playmakers both in the backfield and spread out wide have allowed the Bulldogs to have a versatile offense and switch things up based on their opponent’s defensive alignment. It’s worked thus far, as the Ida Baker offense has put up 181 points this season through five games, which is equal to what the team had scored in its last two winless seasons combined.
Sophomore quarterback Root, while still young, shows fire on the field and can use his arm and legs to be effective.
“He’s that kid that’s not going to slide, he’s going to run and take off and lower his shoulder to try and get more yardage,” O’Brien said. “He’s not afraid to take on contact. He plays with a lot of emotion.
“He’s got a great skill set and picks things up very, very quickly. He’s only going to get better.”
O’Brien has completely flipped the script for the Bulldogs following two seasons of winless football.
He said his main goal is to try and make the game fun again for the players.
“We just wanted to change up the dynamic of how we operated,” he said. “The kids were so used to everything being a grind. We wanted football to be the most fun part of their day. We wanted to make workouts fun again in the offseason. We put an emphasis on speed training rather than just the weight room.
“I just try to keep things as simple as possible. I know in the past they’ve had giant, complex playbooks. I give them what they can handle a little at a time. One they get it, we start to expand on it. I have (players) coming up to me now to suggest things, and I give the kids the freedom to give their input. The kids are starting to take ownership of the team and letting it be a lot more about them, and they’ve gravitated to that.”

Cooper-Heimann had an idea earlier in the year to do a holiday bazaar in November, which the club will see through in her honor on the 15th.
“It was her original idea, and she herself made a ton of items for it,” Swartz said. “It’s just amazing what she’s done. She was very instrumental in moving it along. If there was a Garden Club activity, Debbie threw herself into it whole-heartedly. We all loved her.”
Swartz, who was a very close friend, described CooperHeimann as “a very loving, giving person. Everyone who met her, she just reflected this inner-glow of friendliness and acceptance and support. If she could do anything for you, she would, you only had to ask. She was just a very loving and giving person. A beautiful, beautiful personality. It was impossible not to like her. She was just a beautiful person.”
The holiday bazaar on Nov. 15 takes place in the parking lot of the Cape Coral Historical Museum, located at 544 Cultural Park Blvd., beginning at 9 a.m.
“We will make it clear at that event that it will be to memorialize Debbie,” Swartz said.
Survivors include her husband, Ken Heimann, as well as stepchildren and step grandchildren.
There will be visitation at Fuller Metz on Friday, Oct. 3, from 11 a.m. to 1 p.m. for Cooper-Heimann, with a service starting at 1.
