Council to discuss utility matters, fee for rentals

Cape Coral City Council is facing a packed agenda for its workshop today, including how the next utility expansion project should be managed.

There are seven items on the agenda, including a few that are carryover topics from a May meeting – UEP Program Manager, and Contribution in Aid of Construction (CIAC) Potable Water Extension Program.

Among the new items is discussion of an annual rental fee to be paid by those who rent out residential homes or units.

City to host Business and Industry Roundtable

The city of Cape Coral invites retail business owners and operators to a Business and Industry Roundtable at City Hall Friday, Aug. 15. The event will include coffee and light refreshments.

This roundtable is part of the city’s ongoing Business and Industry Roundtable Series and is designed to foster open dialogue with retail businesses. Attendees will have the opportunity to share insights, voice concerns and explore ways the city can better support small businesses.

The goals of the roundtable include:

n Connecting retail business leaders to discuss local challenges and solutions

n Exploring economic trends and opportunities within the retail industry

n Identifying future programs and initiatives to support business retention and growth

The UEP extension project continuation will discuss the Program Manager at Risk project delivery method, where a firm manages the complete scope of the project, and the Design-Bid-Build process though which the city would hire a design consultant to complete the design, permitting and the bidding would be complete by the city procurement with the assistance of the consultant.

The CIAC occurred in March 2009 when a waterline extension for a property outside of a service area was approved. There were three properties affected.

The proposed CIAC potable water extensions will be performed by city crews and a CIAC fee of $7,246 and a Capital Expansion Charge of $2,789 will be charged to property owners within 200 feet of the water line extension, according to city documents, The CEC fee can be financed over six years, and the CIAC fee over 15 years through the annual tax bill.

The city of Cape Coral celebrated the removal of the Chiquita Lock last Friday with an “Unblock the Lock” block party and ribbon cutting.

The ceremony along the South Spreader canal at 5781 Cape Harbour Drive had been years — and a pair of environmental lawsuits — in the making.

Among those happy to see the waterway unobstructed was City Manager Michael Ilczyszyn, who began his career with the city in 2002 which began its efforts to remove the device in 2006.

The lock, part of a decades-old consent order related to the un-permitted dredging of Cape canals, was originally intended to keep

pollutants from stormwater runoff out of the Caloosahatchee estuary.

Although environmentalists, some residents including the “Three Fishermen” who sued the city, and environmental organizations including the Sanibel-Captiva Conservation Foundation

ities, utility staff validates the request and a notice to property owners along the route regarding the water line extension for the timeline, CIAC fees and CEC fees. The line extension resolution would go before city council for approval.

New topics of discussion include the Parks and Recreation master plan project update, an historical perspective of growth, draft mobility plan and fee study presentation, Lee County coordination and projects and the annual rental fee.

The meeting is at 9 a.m. today, in council chambers, at 1015 Cultural Park Blvd.

Cape Coral City Council, sitting as the Cape Community Redevelopment Agency Commission, will continue its discussion on the Slipaway Food Truck Park & Marina grant funding request today.

The discussion is a continuation from a previous meeting to determine the eligibility of awarding a Tax Increment Financing for a requested amount of $726,561 over 10 years as well as a Business Infrastructure, or BIG, Grant for a requested amount of $250,000 for site development assistance to Cape Parkway LLC, the real estate holding entity, and Water Parks LLC, the operating entity.

The total project cost of the hospitality complex at the foot of the Cape Coral Bridge was $19,414,131 as of March 2025.

Project challenges cited were utility deficiencies and coordination with Lee County for the redesign of the Cape Coral Bridge and surrounding roadway network.

The CRA adopted the Enhanced Value Recapture grant, a mechanism for incentives to provide a “structured policy framework” awarding TIF based funding.

TIF funds are essentially a type of tax rebate incentive that allows the party receiving the funding to get back a portion of the taxes paid above the amount assessed before the development project and the new assessment after development.

The CRA guidelines provide that projects with the level of private investment qualify for reimbursement of up to “50% of the annual incremental ad valorem tax revenue generated by the new development, for a period not to exceed 10 years.”

Some Cape schools providing students with needed supplies

There are a few Cape Coral schools that are providing students with supplies this year, an effort to take the financial burden off families.

District Spokesperson Rob Spicker said they have 55 schools and specialty centers, plus five charters in the district that have Title I status.

“All Title I schools are provided with their allocation based on the percentage of students qualifying for Direct Certification. Principals have the autonomy to determine how that allocation supplements their regular education program, whether that be instructional or support staff, instructional programs or supplies. All schools include part of their allocation for supplies, some of which are intended to offset the financial cost for families, benefiting all children,” he said.

For the third year now, Caloosa Elementary School has taken its Title I grant funding to provide resources to their students. As of July 28, the school had 993 students enrolled for pre-k through fifth grade.

“What a wonderful way to really just provide resources that everyone needs to be productive and successful in school and to ease that burden for families,” Principal Ashley LaMar said. “The financial burden, the emotional burden.”

He said no one thinks to stock up on school supplies at the beginning of the calendar year, but rather right before school begins.

“The next thing you know you are spending $70 to $80, times two or three kids and school shoes, haircuts, uniforms. It can be a burden,” LaMar said.

With the school supplies already in the classroom, if a student does not have a pencil, they have access to one.

“It’s eliminated that barrier of maybe I don’t have what I need as a kid,” he said. “We are not going to worry about that – not having a pencil, paper. It’s here. It’s in the room. We can focus on learning.”

LaMar recalls a memory from 7th grade when he was not fully prepared for a math test.

“We had a math test that day and I didn’t have a pencil,” he said. “I was scared. He (the teacher) had a rule, if you didn’t have a pencil, you weren’t prepared for class.”

Without a pencil, 10 points would be taken off his test. Pens were not allowed to do math, but that was the only thing LaMar had.

He got every question right, but was given a zero for his math test because he used a pen.

Due to a wonderful partnership with City First Church and Juniper Landscaping they also have standard backpacks if students are in need.

“We don’t really get a lot of requests for backpacks. If a kid needs a backpack, we have a lot of backpacks as well,” he said.

LaMar said families are welcome to purchase supplies for their kids. He said they get a fair number of parents who still want to help and donate such school supplies as pencils, crayons and notebooks.

“We want the focus really to be on maximize learning and helping each kid exceed her and his highest potential,” LaMar said.

He said he is really excited for the start of the school year, Monday, Aug. 11.

When starting a career there is usually a beginning, the first day, and the end, when you retire.

“We get that every year – beginning of the school year and end of the school year. The summer you reflect upon the previous year and plan for the upcoming year. It’s almost like starting over. I am going into my first year for the 29th time,” LaMar said.

“As I got older and began working in schools I was in a position to make sure no one has to experience that. We are going to take care of this,” LaMar said. “We are going to ask that kids come to school well rested and eager to learn. We are going to make sure that kids have what they need to be successful in school.”

Cape man accused of possession of child pornography

A Cape Coral man was arrested Monday, accused of possession of child pornography.

Frantz Clerjuste, 32, has been charged with one count of possession of child pornography.

According to Cape Coral Police Department officials, Clerjuste was taken into custody after an investigation by CCPD’s Special Victims Unit.

Police officials state the National Center for Missing and Exploited Children contacted CCPD to report

allegations of child pornography.

“An unknown person uploaded two files of suspected child pornography to Dropbox in January,” a CCPD release states. “The files were videos depicting sexual content involving minors.”

CCPD officials state a search warrant revealed 45 files, “and within those files, child sexual abuse materials were observed.

“Additionally, two videos showed a thin black male with a goatee and long dreadlocks working out in a gym,” the release states. “The videos

appear to have been filmed by the male depicted in the video.”

Police officials said detectives were able to identify Clerjuste as their suspect, and that the male in the videos working out is the same male in the driver’s license photo of Clerjuste.

CCPD officials said officers executed a search warrant at 2811 S.E. 15th Place, Apt. 103, where contact was made with Clerjuste, who was read his Miranda warnings.

As of Tuesday afternoon, Clerjuste was still in custody at Lee County Jail, being held on a $10,000 bond.

The U.S. Coast Guard Auxiliary, Flotilla 91 Fort Myers Beach, will join the nation in celebrating Coast Guard Day Monday, Aug. 4. This annual observance commemorates the founding of the U.S. Coast Guard in 1790, recognizing the dedicated service and vital contributions of all Coast Guard personnel, both active duty and reserve, as well as the U.S. Coast Guard Auxiliary.

Coast Guard Day is a time to reflect on the enduring legacy of this unique military branch, which operates under the Department of Homeland Security during peacetime and as part of the Navy in times of war. For over two centuries, the Coast Guard has stood as a guardian of the nation’s maritime safety and security, protecting U.S. coasts, ports and waterways, and saving countless lives.

Mighty Mussels fall to Flying Tigers in series finale, split six-game set

Mighty Mussels fell 2-0 to the Lakeland Flying Tigers in the series finale Sunday at Hammond Stadium.

The loss resulted in a series split between the top two teams in the FSL West second half standings and snapped a six-game winning streak at home for the Mussels (42-52, 15-15).

Eli Jones (2-9) started on the mound for Fort Myers and faced one batter over the minimum through the first three innings of his outing.

Lakeland (59-33, 21-7) plated their first run of the day on Ricardo Hurtado’s RBI single in the fourth, which gave the Flying Tigers a 1-0 lead.

Jones allowed one run on a pair of hits and struck out four, and didn’t issue a walk across four innings of work.

Matt Gabbert struck out one batter as he worked a clean fifth inning out of the Mussel bullpen.

Mussels’ Ross named FSL Pitcher of the Week

Fort Myers Mighty Mussels starter Michael Ross was named the Florida State League Pitcher of the Week on July 28 by Minor League Baseball.

Pitching against his hometown Lakeland Flying Tigers, Ross put together the first quality start of a season for a Mussels’ pitcher. He was perfect through the first five innings of the game and excited after six innings of shutout ball.

Ross allowed only an infield single, issued one walk and struck out five Flying Tigers. He retired the final three batters he

For three decades, Canalwatch has been a proactive, community-driven effort dedicated to educating residents about water quality, fostering open communication between the city and its citizens and strengthening a shared sense of responsibility for Cape Coral’s unique canal system.

vironmental data and water samples from designated sites across Cape Coral each month. The city’s water quality laboratory analyzes the samples, providing insights that guide canal management and help keep local waterways clean and healthy. Leasing begins for Bimini Square apartments scheduled to open this fall

Bimini Square has opened leasing for its five-story, 198-unit apartment complex coming to Cape Coral in fall 2025.

Located at 440 Cape Coral Parkway, E., in Cape Coral, the future upscale residential apartments will offer a variety of unique floor plans, including studio, one-, two- and three-bedroom units with introductory monthly rates starting in the $1,600s. opposed its removal for that reason, the city has long contended that the lock had outlived its usefulness and its removal would not harm the river.

Ilczyszyn gave a simple explanation of the mechanism and why the city worked so long to get it removed.

“A canal lock is a method of transferring vessels from two elevations,” he said. “We had manatees, dolphins and fish, getting crushed inside of the lock. Removing the gates from this area was really just about common sense.” Ilczyszyn said.

To mitigate the potential of water quality impacts, city officials will now deploy oyster reef balls and plant thousands of additional mangroves.

“This waterway is ready for the city’s future,” Ilczyszyn said.

In attendance at the block party were both former and current city council members, environmental biologist Harry Phillips, Cape Coral Mayor John Gunter, Fred Edman, president of Wright

Construction — the company charged with removing the Chiquita Lock — and more than 40 community supporters.

“There was a large amount of civilian support for this,” Gunter said.

He thanked Wright Construction for its efficiency in competing removal of the lock ahead of schedule.

Edman said his company, which employees more than 70 people, had a lot of support for this project.

“Some of our employees are volunteering next week, and coming out here to plant mangroves,” Edman added.

Ron Austin is a Cape Coral resident who, Ilczyszyn said, never gave up on his advocacy for removing the Chiquita Lock. Austin beamed as Gunter cut the ceremonial red ribbon.

“The lock was aging,” Austin said. “We once saw a dead manatee cow lying in the shallow water. There was barbed wire and debris. It was just incredibly unsafe.”

The CRA meeting will also include the approval of its Fiscal Year 2026 budget. With the updated tax increment from the July 1 property valuation rolls, there is an additional $453,254 in revenue for a FY26 adjusted proposed budget of $7,677,603.

Other discussions will include mobility fees, the CRA’s banner program and its demolition grant program, as well as discussions of the Bimini Basin Anchoring Limitations area and a CRA project report.

McCormick said she is a former chemist and believes the area will be more environmentally sound.

“The three of us live on the water behind the former Chiquita Lock,” she said. “I know of eight manatees who were crushed. The lock was a real safety hazard, and the word I have today is grateful. We are just so grateful to former and current city council members who made the canal

The day’s festivities, which included a buffet by Mission BBQ, culminated with Phillips and Cape Coral environmental technicians taking a small watercraft across the canal and planting mangroves along the waterway.

Meanwhile, throughout the morning, boats passed slowly through the open waterway.

Along with being environmentally important, Austin said the lock-free canal is now much easier to navigate in a boat. Austin speaks from the experience of captaining a 50-foot-long craft through the now unblocked lock.

20-7) and carried a perfect game into the sixth inning.

Ross went 15 up and 15 down through his first five innings of work, racking up four strikeouts in the process.

The Flying Tigers finally reached base against Ross in the top of the sixth, as Stephen Hrustich worked a leadoff walk. Lakeland second baseman Junior Tilien then hit an infield single, marking the first hit of the night for Lakeland.

Ross retired the next three batters in order to polish off the first quality start of the season for any Fort Myers pitcher. He tossed six shutout innings and struck out five, while only allowing one hit and one walk.

Later in the game, the defense pulled off a miracle of their own. With runners at first and second and no outs in the eighth, Lakeland second baseman Junior Tilien

grounded a ball to Miracle third baseman Rayne Doncon. Doncon stepped on third for the first out, fired to the second baseman Yohander Martinez for the second out, who then threw to Peyton Carr at first to record the first triple play of the season for Fort Myers.

The Miracle scored their first run of the game in the bottom of the third. Caleb McNeely singled to lead off the frame, and later touched the plate on an error by Flying Tigers’ shortstop Samuel Gil to make it 1-0 Miracle.

An inning later, Carr roped a groundrule double to right center. That set up a McNeely RBI single to extend the Miracle margin to 2-0.

Ross exited after the sixth and gave way to Brennan Oxford. Oxford induced three flyouts to set down Lakeland in order in the seventh.

In the bottom of the seventh, the Miracle blew the game open. Martinez led off the inning with a walk and Jefferson Valladares followed with a single. Martinez then scored after Dameury Pena grounded into a fielder’s choice to give Fort Myers a 3-0 lead. Flying Tiger third baseman Carson Rucker made an errant throw on the play, which allowed everyone to be safe.

The next batter, Yasser Mercedes, lashed a three-run homer onto the berm in left field to double the Fort Myers lead, 6-0. It was Mercedes’ seventh long ball of the campaign.

Oxford allowed the first two Lakeland batters to reach in the top of the eighth before the defense turned the triple play behind him.

Ruddy Gomez recorded a strikeout and faced the minimum in the ninth to complete the fourth Fort Myers shutout of the season.
