

City Council to set not-to-exceed tax rates

Cape Coral City Council will set the city’s not-to-exceed millage rates today.
Previous Council consensus was to cap the property tax at 5.5188 mills for General Fund operations.
The not-to-exceed rate can be lowered as the budget process continues through September but cannot be raised once set.

Lee County earns high rank for recycling rates
Lee County Solid Waste has been ranked third among the state’s 67 counties by the Florida Department of Environmental Protection. The amount of material county residents and businesses recycled in 2024 would be enough to fill 310 football fields 10 feet high.
Lee County received credit for recycling more than 1.9 million tons of the 3 million total tons of waste generated locally in 2024, according to numbers FDEP recently released. This brings the county’s recycling rate to an adjusted rate of 78%.
Strong participation by both residents and businesses has enabled Lee County to meet and exceed the state’s 75% recycling goal.
Lee County earns FDEP recycling credits for items such as curbside recycling by residents as well as business recycling of materials such as cardboard, yard waste, scrap metal and construction and demolition debris. Lee County also receives recycling credit for energy produced from garbage processed at the Waste-to-Energy plant in Buckingham.
Fund as well as an additional 0.1608 mills for the voter-approved General Obligation Bond for Parks Debt Service.
One mill is equal to $1 for every $1,000 of taxable assessed property valuation.
The city manager’s submitted budget did not include $66.5 million in additional unfunded staff requests for which Council has been presented with three options: Raise the property tax, raise the fire services assessment or leave all or part of the requests unfunded.
According to the presentation for
Resolution 210-25 to be considered today, the proposed millage rate, as well as notification to the property appraiser’s office, are required to be set within 35 days of the certification of value with a due date of Aug. 4.
The meeting will also include a number of other public hearings for the Fiscal Year 2026 budget which will go into effect on Oct. 1 following Public Hearings on Sept. 11 and Sept. 25.

The German American Social Club of Cape Coral is celebrating a part of milestones this year — its 60th anniversary and the 40th crowning of Ms. Oktoberfest.
Sara Skorak, who began volunteering at the club in 2018, was crowned Saturday at festivities that began with dinner, the surprise naming and introduction of five pageant contestants and member voting.

Upon winning, Skorak smiled and pulled a mini-Jägermeister bottle from the pocket of her sparkling gown.
“That little bottle was my lucky charm,” Skorak said.
Shana Overhulser was named first runner up followed by Paola Alfonsina Centti as second runner up.
Each of the competing contestants graciously hugged and congratulated Skorak and all five
candidates posed for photographs along with former Ms. Oktoberfest winners.
“I’ve been seeing my generation, the 40- and 50-year-olds, joining the club,” Skorak said. “ It is refreshing.”
She explained she woke up thinking the third time would be a charm.
“I ran in 2022, 2024 and now 2025. I’m just so happy and honored to be this year’s Ms. Oktoberfest,” Skorak said.
Ed Freund, chairman of the 2025 Oktoberfest, explained that crowning marks the first event of Cape Coral’s Oktoberfest season.

Cape Coral City Council will consider sharp increases for membership rates at The Courts Cape Coral Wednesday.
The individual seasonal – Oct. 1-April 30 – membership is proposed to go from $125 to $200, and the individual monthly is proposed to go from $25 to $75. The household couple rate is proposed to go from $175 to $300 for the seasonal membership, and the proposed monthly would go from $35 to $100. The proposed household family would go from $250 for seasonal to $450, and the monthly would go from $50 to $125.
Amenities at the city-owned, privately managed complex include 32 pickleball courts and 12 tennis courts.
Other fees in the amended resolution related to city parks and facilities are the current standard rates.
Listed are yearly trailer parking passes at $75 annually, daily trailer parking at $15 per day, $150 for commercial use of Horton and Rosen Boat Ramps and $1,800 for commercial use of boat ramps annually.
Also listed are pavilion rentals, which range from $50 to $100 per rental.
Facility rentals at Four Freedoms are $47.50 per hour, and $40 for over four hours. The Art Center has various room rental options from $30 to $60 per hour.
None of these fees are proposed to change in the resolution to be considered Wednesday, city officials said.

Man accused of firing gun in ‘road rage’ incident

A Cape Coral man was arrested after he allegedly discharged a firearm during what police say was a road rage incident.
Johnathan Campillo, 37, has been charged with three counts of aggravated assault with a deadly weapon and one count of discharging a firearm from a vehicle within 1,000 feet of a person.
Around 8 p.m. Saturday, Cape Coral Police Department officers were called for a report of shots fired in the 4500 block of Del Prado Boulevard, S.
Police state a 9-1-1 caller told dispatchers they were traveling north on Del Prado Boulevard when a white pickup truck that was tailgating them fired three to four shots from a handgun. Police state the caller drove to the intersection of Veterans Memorial Parkway and Country Club Boulevard to meet with officers.
“The reporting party told officers that, while in the middle lane, he heard a loud horn from a white pickup truck, described as sounding like a train horn,” a CCPD release states. “He said the truck approached them from behind at a high rate of speed. The reporting party said he tapped his brakes to avoid a collision with the vehicle in front of him, at which point the truck began tailgating him. He looked in his mirror and saw the driver holding what appeared to be a black handgun in his left hand. He then heard three to four loud pops and saw sparks crossing the roadway from east to west, which he described as gunshots.”
CCPD officials state the reporting party sped up to escape, but that Campillo allegedly continued tailgating him before switching to the right lane and pulling up alongside his vehicle.
“He said the driver — described as a male with dark hair, a beard, and a light-colored long-sleeve shirt — was hanging out of the driver’s side window, shouting obscenities, banging on the door of the truck, and demanding the victim pull over,” the release states. “The suspect vehicle eventually turned left near the 2600 block of Del Prado

Boulevard S. The victim then drove to meet officers.”
Police officials said there were two other occupants in the reporting party’s vehicle: an adult in the front passenger seat and a 3-year-old child in the back. Both adults told officers they feared for their lives and the safety of the child and provided a detailed description of the suspect vehicle and its license plate.
After dispatch identified the registered owner of the truck, officials said officers responded to Campillo’s listed address and observed the vehicle turning onto Southeast 8th Place from Southeast 22nd Lane. CCPD officials said upon seeing a marked Cape Coral Police car, the truck paused, then continued westbound on Southeast 22nd Lane. Officers conducted a traffic stop and detained the occupants. Campillo was identified as the driver, according to police. CCPD officials said in the vehicle with him were an adult passenger and three juveniles in the back seat, and that a black handgun was observed in plain view under the driver’s seat.
“Campillo’s adult passenger told investigators the other vehicle had ‘brake-checked’ them, causing Campillo to slam on his brakes,” CCPD’s release states. “She said he honked the horn, passed the vehicle, and they continued home. She claimed they paused at the intersection because they decided to get food instead of going home, and denied that Campillo ever pointed or fired a gun.”
“Both the victim and his adult passenger positively identified Campillo as the driver of the white truck, each stating they were ‘100% sure.’ Neither individual had seen or met Campillo prior to this incident.”
CCPD officials said the Department of Children and Families was notified due to the presence of juveniles in the vehicle during the incident.
As of Tuesday morning, Campillo was still in custody at Lee County Jail, being held on a $200,000 bond.
Cape man charged with sexual battery

A Cape Coral man was arrested Sunday for an alleged sexual battery.
David Lee Rojas, 40, has been charged with sexual assault stemming from an incident Sunday just before midnight.
According to Cape Coral Police Department officials, officers responded to a disturbance at a home on Southwest Embers Terrace, and spoke with a male who reported an argument with his friend. Police state the male got into a dispute with his friend, Rojas, after Rojas “attempted to engage in sexual contact with the friend’s girlfriend and then threatened to harm both individuals.”
Police officials state that the female victim told police that on July 20, she, her boyfriend and Rojas returned to the home after spending the evening at a beach.
“She reported that while she was resting in the master bedroom, Rojas entered the room and sexually battered

her,” a CCPD release states. “The victim stated she resisted and told Rojas to stop. Her boyfriend entered the room shortly after, observed the situation, and intervened. Officers noted visible injuries on the victim.”
Police said Rojas left the scene before officers arrived, but was located a short time after at a nearby hotel. Rojas was taken into custody, interviewed, and then transported to Lee County Jail.
As of Tuesday afternoon, Rojas was still in custody, being held on a $75,000 bond.

Eight-run inning powers Mussels to 9-3 win Sunday
FORT MYERS -- An eight-run bottom of the second inning propelled the Fort Myers Mighty Mussels to a 9-3 win and a series sweep over the Daytona Tortugas Sunday afternoon at Hammond Stadium.
Dameury Pena singled to leadoff the bottom of the first inning, which extended his on-base streak to 13 games. Pena has hit .327 with a .426 OBP during his streak.
Peyton Carr also extended his onbase streak to 15 games with a single in his first at-bat of the afternoon. The knock moved his hitting streak to eight games. Carr finished the day with three hits, marking his second three-hit effort in the past week. He has hit .412 with a .508 OBP while reaching base 32 times during the streak.
Fort Myers (39-49, 12-12) exploded for their largest single inning of the season, putting eight runs on Daytona (4147, 12-9) in the bottom of the second.
Bryan Acuna drew a walk to begin the inning, and advanced to second on a single from Carr. Yohander Martinez then walked to load the bases.
Jose Rodriguez then walked to plate the first run of the game for the Mussels. Javier Roman was next into the batter’s box, and he grounded into a fielder’s choice to give Fort Myers a 2-0 advantage. Pena registered his second single in as many innings, which gave the Mussels a 3-0 lead.
Still in the second inning, Twins’ No. 15 prospect Rayne Doncon hammered a double to left field to plate a pair of runs and make it 5-0. The double from Doncon left his bat at 108.3 mph.
A wild pitch allowed Doncon to advance to third ahead of a Yasser Mercedes walk, which brought Acuna to come to the plate for the second time in the inning. He drew the fifth walk of the frame to reload the bases.
Byron Chourio then drew the second run-producing walk of the inning, scoring Doncon and extending the lead to 6-0.
Carr then smashed a single into center to score two more and give the Mussels an 8-0 lead after two innings. All told, Fort Myers sent 13 men to the plate in the inning and totaled eight runs on four hits, while drawing five walks.
Mussels’ starter Michael Ross allowed just one hit over four shutout innings. The righty struck out four and issued one walk.
Dylan Questad worked a scoreless fifth, before allowing a trio of runs in the top of the sixth inning as the Tortugas cut the Mussel lead to 8-3.

UCF student wins Florida’s
Amateur Stroke Play Championship
Three participants record aces on 13th hole at Vanderbilt Country Club
NAPLES, Fla. -– Thirteen was surely the lucky number for three female golfers who all shot a hole-in-one on the par-three 13th hole at Vanderbilt Country Club in Naples while competing in Florida’s 31st annual Women’s Amateur Stroke Play Championship, which concluded on July 13. The lucky golfers were Kaitlyn Hummers of West Palm Beach, Peyton Johnston from Tallahassee, and Tatiana Van Dyck from University Park.
During the tournament, there was also plenty of excitement as Pimpisa Sisutham became the second consecutive player from the University of Central Florida to claim the Women’s Stroke Play Championship, following in the footsteps of the 2024 champion and fellow teammate One Kashima. The top three players were high school or college students, with the youngest player Sara Valentine, of West Palm Beach, who is 13.
Heading into the Sunday showdown, 17-year-old Sophia Dyer of St. Petersburg and Sisutham were co-leaders at 10-under par. Both players were six shots ahead of the next competitor. Sisutham came out on top, erasing a three-shot deficit to win by three strokes with a final score of 202.

The key to their success throughout the week was consistent play and a strong short
game, with Dyer and Sisutham combining for only five bogeys through the first two rounds. Third place went to 16-year-old Catherine Adino of Boca Raton.
The Women’s Amateur Championship is a 54-hole individual gross stroke play competition for female golfers in Florida with a field of 81 players each day. The championship was open to female amateur golfers who are Florida residents with a handicap index of 10.0 or less.
Eagle Creek Country Club had been the original intended host, but a weather challenge delayed a tee renovation project, making their golf course unable to host the premier event. This led the FSGA to seek another tournament site. As Vanderbilt had previously hosted other FSGA Men’s and Ladies’ tournaments, officials contacted VCC to offer the event.
Originally designed by Gordon G. Lewis, the 18-hole par 72 course is enhanced by lush fairways, sparkling lakes and stunning landscape. The course was re-designed by acclaimed architect Kipp Schulties in 2015. Although the club is private, they offer an Elite Guest Pass Program during the months of May through October for a limited number of individuals.
Commanders’ Martin holds ‘Tackle the School Year’ event
Washington Commanders safety and Fort Myers native Quan Martin returned to his hometown recently to kick off the school year with purpose.
In partnership with Walmart, Martin hosted the “Tackle the School Year” backpack drive at the Fort Myers Police Athletic League, providing 350 local students from kindergarten to 8th grade with backpacks filled with essen-
tial school supplies.
The event was more than a giveaway — it was a celebration of education and community. Kids selected their own backpacks, met Martin and enjoyed pizza and ice cream while gearing up for a strong academic start.

United Way’s annual fundraising campaign underway

United Way of Lee, Hendry, and Glades has announced the beginning of its 20252026 campaign season under the theme: United is the Way.
This year’s campaign will be led by “two dynamic community champions,” Carolyn Rogers of The Sanibel Captiva Trust Company and Will Prather of Broadway Palm Dinner Theatre, officials said.
“Together, they aim to unite the community to raise $11,512,716 — a goal that reflects the critical needs identified by United Way’s 90-plus partner agencies,” a release issued Monday states.
To start the season, United Way will host a Pacesetter Launch Breakfast from 8-10 a.m. on Aug. 4 at Broadway Palm Dinner Theatre, 1380 Colonial Blvd., Fort Myers.
Pacesetters are companies and nonprof-
its that launch their campaigns early, setting the tone for the season. These organizations contribute $1,000 or more, often through employee payroll deductions, and are recognized in a special video at the fall kickoff.
Past Pacesetters include LCEC; Uhler Vertich White Advisors; Henderson, Franklin, Starnes & Holt, P.A.; Lee Health; Publix; Midwest Food Bank; F.I.S.H. and Child Care of Southwest Florida among many others.

Tax rates: Cape Coral City Council expected to set not-to-exceed millage

$44.77 to $48.05 if approved, District 3 from $47.32 to $51.44 and District 4 from $43.21 to $44.63.
The annual assessment for the standard parcel for District 1 will go from $172.84 to $140.96, District 2 from $89.54 to $96.10, District 3 from $94.64 to $102.88 and District 4 from $86.42 to $89.26.
The estimated solid waste cost and assessment rates are also among the public hearings.
According to the presentation, Waste Pro will receive a 1.66% CPI increase, and Lee County Solid Waste is proposing an 8% increase in disposal fees.
Residential and commercial collection rates will be set by Council on Aug. 27.
The proposed annual residential rates for fiscal year 2026 is $384.25, a $38.49 increase from 2025.
The fire services assessment is proposed for FY 2026 is proposed at 81% cost-of-recovery. The current rate to recoup the cost of the Cape Coral Fire Department providing fire protection services is 70%.
The assessment goes into the city’s General Fund.
For tier one rate per parcel, it will go from $278.84 to $349.32, a 25.28% change, if approved. Some of the key investments includes Fire Station 5 rebuild, direct exhaust system, staffing, facilities maintenance, generator replacement and docking stations and a rescue truck.
There is also a proposed stormwater fee increase from $149 to $156. The proposed capital projects include environmental and water quality improvements, flood prevention and drainage improvements.
There is also a resolution regarding delinquent water, wastewater, irrigation, fire service non-ad valorem special assessments and capital expansion and contributions in aid of construction loans on the agenda.
There are 19 properties in Southwest 6 and 7, North 2 and North 1 assessment areas that have outstanding deferred hardships amounts. Of those, 15 are no longer enrolled in the hardship program and four ownerships have changed, and the deferred hardship amounts were not remitted to the city.
If the resolution is approved, the imposition of the outstanding balances on the tax roll will be utilized through the uniform
method of collection.
The North 1 West irrigation assessment also will be discussed.
According to the presentation there are 22 properties that were incorrectly coded and improperly exempted from paying the first installment of the irrigation assessment. These properties were miscoded as being within 75 feet of a potable well –normally prohibiting connection. The city pays the assessment until the parcel can receive service.
The resolution would notify property owners of the original North 1 irrigation line extension and the amounts; have a 30day prepayment period – if not prepaid by Sept. 30 – will have installments beginning the November 2025 tax bill; owners will have the full 30-year term and the city will be reimbursed for the first year that was paid on the property owner’s behalf.
The meeting will be held at 4 p.m., today, July 23, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
Town Hall meeting on the budget scheduled for July 31

The event will be held Thursday, July 31, at 4 p.m., in City Council Chambers at Cape Coral City Hall, 1015 Cultural Park Blvd.
The Town Hall will offer a comprehensive overview of the proposed FY26 budget, officials said, adding the city will outline key priorities, upcoming projects, and funding allocations. Attendees will have the opportunity to provide input and ask questions.
For those unable to attend in person, the meeting to be held at City Hall will be broadcast live on CCTV and available on demand. Residents can also submit e-comments online to ensure their voices are heard.
Additional public involvement opportunities are scheduled for this fall. In preparation for the final budget adoption, the city will host three budget workshops on Aug. 5, 12 and 19, at 2 p.m., in City Council Chambers.

the contestants to the center of the room was 2024 Ms. Oktoberfest, Alexandra Reifschneider. She was followed, in order, by Christina Borgersen, Paige Kohler, Skorak, Centti and Overhulser.
Reifschneider told guests and participants that becoming Ms. Oktoberfest was initially out of her comfort zone.
“Being scared to do something,” she
added, “is never a reason to hold back.”
Distinguished member Steve Eichner emceed the event. Eichner said this was easily his 20th time hosting.
Each candidate was asked why she hoped to be selected as the 2025 Ms. Oktoberfest.
A common theme among contestant answers was a shared goal of broadening
membership and local awareness of the German American Social Club of Cape Coral.
This year’s Oktoberfest is scheduled for the weekends of Oct. 17-19 and Oct. 24-26 on the grounds of the German American Social Club at 2101 S.W. Pine Island Road in Cape Coral.
