Council to discuss raising fire services assessment

This city of Cape Coral is looking at raising its levy for fire services.

Cape Coral City Council will discuss raising the city’s fire services assessment from 70% of the cost of Cape Coral Fire Department operations to 81%. That “cost recovery” money goes into the city’s general, or operations, fund.

At 70% cost recovery, the assessment for an average single-family home last year was estimated at $478.39, an increase of $55.61, or a 13.15% change year over

Cape Coral CRA issues first Demolition Assistance Grant

The Cape Coral Community Redevelopment Agency has awarded its first Demolition Assistance Grant to Nautilus Equity Group, LLC, to remove a structure at 4528 S.E. 15th Ave.

The new Demolition Assistance Grant Program accelerates the removal of blighted buildings within the CRA district by reimbursing a portion of demolition costs. It aims to revitalize properties, spur economic growth and enhance community safety.

Nautilus was awarded up to $30,750 to complete the demolition of the building, which posed serious environmental and safety risks, including mold and asbestos. Nautilus Equity Group, LLC, plans to clear the site in anticipation of a new building, paving the way for future investment.

‘Ding’ Darling Refuge amateur photography contest

The submission process recently kicked off for the J.N. “Ding” Darling National Wildlife Refuge’s annual contest for amateur photographers who enjoy capturing shots of nature and wildlife.

Sponsored by the “Ding” Darling Wildlife Society-Friends of the Refuge, the 33rd annual “Ding” Darling Amateur Photo Contest opened July 15 to non-professional photographers.

All entries must be submitted electronically.

The cash award prizes have increased this year to $500 for first place, $300 for second place, $200 for third place and $50 for honorable mentions. Award payouts have nearly doubled from past years.

The complete contest rules are as follows:

∫ There is a $25 per person entry fee that provides you with a membership to the DDWS and is used to defray the cost of the contest. One fee covers two entries per person.

∫ Only amateur (all ages) photographers are eligible to enter (may not possess a professional photographer tax identification number for the sale of photographs).

Last year’s second place winner was Conrad Peloquin, of Walnut Creek, California, for “Anyone Know Where We Are Going?”

∫ Photos must be taken at the refuge and have been taken within two years of entry date.

∫ Each person may enter up to two photos but is eligible to win only one award.

Cape City Council vote expected on collective bargaining agreement with Fire Fighters Local 2424

The Cape Coral City Council will return from its summer hiatus today and is expected to vote on the collective bargaining agreement with Cape Coral Professional Fire Fighters, Local 2424.

The three-year agreement has a total dollar amount of $3,960,460 for year one, $1,649,136 for year two and $1,618,118 for year three.

The agreement includes an advancement in the department’s CAPE program, which is “dependent on the receipt of a satisfactory rating in the employee’s performance evaluation.”

The adjustments to the CAPE system shall be effective as of Jan. 4, 2025. The CAPE system hourly pay levels will be adjusted by 13.31%. There is also an additional 5% 9th step for fire inspector pay plan.

For fiscal year 2026, a 4% adjustment will be made for CAPE system’s hourly pay levels and an additional 2.5% for lieutenant pay plan for the first full pay period in fiscal year 2026, October 2025.

An addition to the agreement is for organ donor and recipient leave. The verbiage reads that “an employee shall be entitled to leave time when either receiving an organ or bone marrow donation or donating an organ or bone marrow.” The employee can receive up to 40 hours for non-shift employees, or up to 48-hours for shift employees “of leave time when absent due to the donation, or receipt of bone marrow.” It further states that “the employee shall be eligible to receive up to 160 hours of leave for non-shift employees for donation or receipt of an organ” and

Bay Street Yard to host fundraiser to benefit Harry Chapin Food Bank

Bay Street Yard is hosting a fundraiser to support Harry Chapin Food Bank Friday, July 18, from 6-9 p.m., featuring a live performance by Nashville guitarist and singer Dave Isaacs with The Poelker Brothers.

Presented by DeAngelis Diamond Construction, the evening will feature live music by Dave Isaacs with The Poelker Brothers, great food and drinks and a cause worth showing up for. Bay Street Yard is donating 20% of all beverage sales during the event to support Harry Chapin Food Bank, the largest hunger-relief nonprofit and the only Feeding America member in Southwest Florida, serving Charlotte, Collier, Glades, Hendry and Lee counties. There will also be a silent auction including a variety of items and local experiences.

The city of Cape Coral invites the public to a block party to celebrate the completion of the Chiquita Lock Removal Friday, July 25, at 11 a.m.

Clearwater, Fla. -- The Fort Myers Mighty Mussels fell 7-0 to the Clearwater Threshers in the series finale Sunday at BayCare Ballpark.

The shutout loss was the fifth of the season for the Mussels (36-49, 9-12) and secured a series split for Clearwater (4442, 8-11).

Peyton Carr extended his on-base streak to 12 games and his hitting streak to five games with his single in the second. Damuery Pena extended his on-base streak to 11 games with his walk in the ninth.

The Threshers scored the first run of the game in the bottom of the second inning and led the rest of the way. Kodey Shojinaga roped an RBI single into center field off Mussels’ starter Michael Ross (24) to give the Threshers a 1-0 lead.

With Fort Myers still trailing by a run in the fourth, Ross allowed a pair of one-out baserunners to reach.

Later in the frame, High-A rehabber Devin Saltiban hit a three-run homer into straightaway left field to extend the Clearwater lead to 4-0.

Ross exited after tossing four complete innings, while allowing four runs (three earned) on six hits, and striking out four.

Jakob Hall entered the game in the bottom of the fifth inning, and allowed an unearned run in the frame, giving the

Threshers a 5-0 advantage.

In the sixth, Clearwater designated hitter Dante Nori hit a two-run home run to right-center field to push the margin to 7-0. Ivran Romero relieved Hall in the seventh. He allowed a single while striking out a batter in his only inning of work.

Brennan Oxford came on in the eighth and needed 19 pitches to retire the side in the inning.

Due to the Major League Baseball AllStar break, the Mussels will be off until Friday, July 18. The team returns to action that evening against the Daytona Tortugas for the start of a three-game series at Hammond Stadium. First pitch on Friday is set for 7:05 p.m., with coverage beginning at 6:45 p.m. on the Mighty Mussels Baseball Network.

Threshers and never looked back, earning a 7-2 win Saturday night at BayCare Ballpark.

With one out in the first, Byran Acuna singled to left. Byron Chourio was then walked on four pitches by Threshers’ (43-42, 7-12) starter Sam Highfill (37). Caleb McNeely followed with a threerun blast onto the berm in left-center field to make it 3-0 Mussels (36-48, 9-11). The homer was the third of the season for McNeely and left the bat at 106 mph. It was also the fifth allowed by Highfill in 7.2 innings against the Mussels’ offense in 2025.

Twins’ No. 13 prospect Dasan Hill kept the momentum going in the bottom of the frame, as the left-hander struck out the side in order to begin his outing. Hill retired the first six men he faced while racking up five early strikeouts across the first two innings of play.

McNeely continued his strong night in the third, when he drove in Yasser Mercedes on an opposite field single to extend the lead 4-0. Mercedes had reached on a walk and stole his 26th base in 26 attempts to move into scoring position. The four RBI represented a new season-high for McNeely.

The city of Cape Coral is accepting applications for its Waterways Stakeholders Group from July 14 to Sept.1. This group advises on waterway navigation, water quality, water management, recreation and natural resource preservation.

Members represent diverse community interests and help guide environmental and infrastructure decisions.

or increase the city’s tax on electric bills, currently 7% in addition to a 3% franchise fee. One mill is equal to $1 for every $1,000 of taxable assessed valuation.

At 5.2188 mills, the city would receive an estimated $2,340,996 in additional revenue due to an overall increase in taxable valuation.

The city manager’s proposed changes to the 2026 budget include an increase transfer out to the Community Redevelopment Agency of $263,381, a senior paralegal position for the city attorney’s office at $151,991, fire transfer out adjustment of $36,785, adjust three plan review techni-

cians from building fund to general fund in the amount of $269,169 and a code compliance supervisor of $183,101, a police sergeant for parking enforcement for $168,348, administrative assistant – parking enforcement for $72,263 and four contract citation officers for parking enforcement at $145,372, a sidewalk for Hector Cafferata for $664,888 and Parks and Rec Lake Kennedy Program expense for $36,442.

The proposed budget includes the proposal of a CT code compliance officer of $20,049, a CT administrative technician of $17,185 for the city clerk and senior paralegal at $151,991 for the city attorney.

for 2026 that have been approved and included in the proposed budget include road resurfacing for $3,861,575 for public works, emergency management coordinator for $113,124,

For the fire department, multiple things have been approved for the proposed budget. Those include a data analyst for $121,742, direct capture station bay exhaust removal system at $1,375,000, fire fighters – offset with decrease in overtime, for $1,446,614, fire inspector for $226,943, logistics manager for $159,254 and code compliance officers for $537,242.

For police, the approved positions for the proposed budget include an adminis-

trative specialist for $86,052, digital forensics technician for $79,669, police lieutenant for $331,768, nine police officers for $5,336,122, police sergeant – SRO for $306,250, police sergeant – training for $306,250 and two public service aides for $369,757.

Parks and recreation approvals for the proposed budget include a contract athletic assistant – Athletics Festival for $38,953, contract athletics officials – Athletics Festival for $50,409, and senior recreation specialist – Athletics Festival for $92,876.

Another section addresses the health and welfare benefits for retired employees. The change is how the subsidy amount should be determined. The equation is multiplying the employees’ years of service at retirement times $14.36, an increase from $13.53 as of Jan. 1, 2024. The minimum

monthly subsidy is $143.60 for retirees, and the maximum is $430.80, an increase from $405.90.

Tier three bargaining unit employees also receive a health benefit subsidy, which also has an increase in the agreement. The minimum monthly went from $136.90 to $145.38 and the maximum monthly went from $256.70 to $272.59 as of Jan. 1, 2024.

The age requirement for early retire-

ment eligibility increased from age 40 to age 44. Those who participate in the Deferred Retirement Option Program, or DROP, can do so for up to 96 months. Another section deals with post-retirement cost of living adjustments. It states that members hired after June 15, 2014, “that otherwise meet the eligibility requirements for post-retirement cost-of-living adjustments shall receive the COLAs beginnings on the first October following one

year of benefit payments.” The union shall bear the cost associated through the use of “the union’s 50% share of Chapter 175 monies for a minimum of 15 years.”

cut into the Mussel lead, 4-1. Hill recorded a pair of outs in the bottom of the fifth, before exiting with a new career-highs of 4.2 innings pitched and 80 pitches. The lefty struck out six and allowed an unearned run in the outing, while not issuing a walk.

The score remained the same until the sixth inning, when the Mussels forced across another trio of runs. McNeely and Blaze O’Saben each walked to begin the frame, setting up an Angel Del Rosario single, which scored McNeely, making it 5-1 Fort Myers.

One batter later, Jose Rodriguez singled to right field to plate O’Saben and extend the lead to 6-1. Del Rosario touched home on a wild pitch later in the inning, pushing the Mussels’ margin to 7-1.

In the bottom of the sixth, Jason Doktorczyk (3-4) allowed a solo homer to John Spikerman, making it 7-2. Two batters later, he issued a walk to Juan Villavicencio. That free pass snapped a streak of 18 innings without a walk by Mussels’ pitching, which dated back to the fifth inning of Thursday’s game.

Doktorczyk retired eight in a row from the sixth to the ninth inning and struck out four straight Threshers before Brady Day singled against him to snap both streaks. He tossed 4.1 innings of one run ball while allowing just two hits.

Del Rosario, Becerra power Mussels past Threshers, 4-1

Clearwater, Fla. -- Angel Del Rosario’s three-run, inside-the-park home run and Christian Becerra’s strong night on the mound pushed the Fort Myers Mighty Mussels past the Clearwater Threshers 4-1 Friday night at BayCare Ballpark.

Mussels’ (35-48, 8-11) starter Christian Becerra (2-1) spun a season high five complete innings and allowed just one run on three hits, while striking out three and not issuing a walk. He threw 36 of 49 pitches for strikes. The right-hander ended his outing by retiring five straight Threshers’ hitters.

Clearwater (43-41, 7-11) struck early, plating a run in the home half of the first inning. TJayy Walton deposited a triple into the right field corner with one out in the frame. Juan Villavicencio was the next batter, and he drove in Walton with a

sacrifice fly to give the Threshers the early 1-0 lead.

Fort Myers was held scoreless through the first four frames of the contest, but broke through in the fifth.

Daniel Pena drew a walk to lead off the inning, and advanced to second after a single from Peyton Carr to put two on with no outs. Carr extended his on-base streak to 11 straight games with the base hit.

Carr was retired at second as Blaze O’Saben reached on a fielder’s choice, putting runners at the corners with one out.

Angel Del Rosario then lashed a line drive to left field that got to the wall after Clearwater left fielder Walton couldn’t come up with the diving catch. Walton attempted to play the ball, despite it getting stuck under the padding, while Del Rosario raced all the way around the bases for an inside-the-park homer, giving the Mussels a 3-1 advantage.

The three hits on the night marked a new season-high for Del Rosario.

Pitcher Julio Bonilla made his season debut in the sixth inning, striking out a batter and facing the minimum in the frame.

Bonilla retired the first two batters in the seventh before surrendering back-to-

back two out hits to end his night. Zander Sechrist came out of the Mussels’ bullpen, striking out Threshers’ first baseman Raider Tello looking to escape the jam.

Fort Myers added on in the top of the eighth inning, extending their lead to 4-1 after Del Rosario singled and later scored on a passed ball.

Ruddy Gomez entered in the ninth, retiring the side to earn his fifth save in as many chances this season.

Mussels fall to Threshers, 7-4 Clearwater - The Clearwater Threshers defeated the Fort Myers Mighty Mussels 7-4 Thursday night at BayCare Ballpark. In the game, Mussels’ starter Eli Jones allowed four runs (two earned) across his five innings. He struck out five hitters while issuing just one walk.

Thresher starter Guissepe Velasquez allowed one run across five strong innings. He struck out a pair of batters and retired the final seven men he faced.

One of the offensive highlghts in the game for the Mussels was Damuery Pena extending his hitting streak to seven games wth a single in the third inning.
