In addition to changes to meeting times, the amended rules would move public comment from near the beginning to towards the end of Council meetings.
Council also would now require that residents who wish to speak to fill out, and turn in, a public comment card before the start of its meetings.
Comment cards could still be submitted electronically.
The resolution amending rules of proce-
dure was developed as per Council discussion and direction at its May 14 workshop where there was a consensus to place Citizen’s Input toward the end of the meeting just before Councilmember Reports as well as to implement the comment card system. It is No. 18 on Wednesday’s lengthy consent agenda.
Consent agenda items are passed as a whole without discussion unless otherwise pulled by a member of Council.
If the resolution to amend is approved, at future meetings, public input on consent agenda items would be come after Council votes on its consent agenda.

Cape Coral City Council will hold its summer budget workshop this week with a larger proposed budget again on the table.
The two-day workshop is scheduled at 9 a.m. both Thursday, June 5, and Friday, June 6, in City Council chambers at City Hall.
The first day of the workshop will focus on the budget overview and development, the 2026 proposed budget, 2026 general fund, general fund revenues, ad valorem taxes and taxable revenue, general fund expenditures, structural balances, millage rates, departments and funding discussion/ wrap-up.
The proposed budget includes an all funds requested budget of $1,495,767,829, an increase over the $1,155,431,101 FY25 budget.
The proposed FY-2026 budget includes a millage rate of 5.2188 for general operations, which is unchanged from FY25.
One mill is equal to $1 for every $1,000 of assessed, taxable property valuation.
The city’s fire services assessment is proposed at a recovery of 70% of the cost of operations.
The proposed budget also includes an 11% increase in water and sewer rates; 4.7% increase in stormwater rates; and 14.7% in solid waste rates.

Siesta Lakes holds ribbon-cutting; rental community is ‘move-in ready’

It took nearly four years from start to finish, but the time was well worth it.
Tuesday, Shoreham Capital, a privately-held real estate firm, in partnership with Bridge Investment Group and Wynkoop Financial, announced the completion of Siesta Lakes, a 412-unit, nine-building rental community in Cape Coral.
Those most involved in the project cut the ribbon on the $120 million development that began accepting leases agreements five months ago, already has nearly 70 tenants, and is now move-in ready.
Doug Faron, managing partner of Shoreham Capital, the developer of Siesta Lakes along with Bridge Investment Group and Wynkoop Financial, said they are excited by how the project came out.
“We’ve been able to do something with the site that has sat here for a number of years and build something for the benefit of the community,” Faron said. “It’s a great community and its experienced a lot of growth and there’s a demand for more housing and more options.”
Chris Curran, CEO of Curran Young Construction, said this is a big day for the city and to all those involved.
“We’re ready for any residents to move in. It’s a big day for us and a huge project for any contractor. It’s one of the biggest block and plank jobs in the Cape,” Curran said. “It’s a huge milestone and changes the trajectory of our company.”
The development, which cost $120 million, not only provides multi-family housing, which Cape Coral has been badly in need of for years, it offers amenities many prospective tenants demand.
District 4 City Councilmember Jennifer Nelson-Lastra was on the Cape Coral City Council when it was decided
new housing options were needed several years ago. She said it was wonderful that a large development with amenities is finally in her district.
“We are a city that desperately needs more amenities as the largest municipality in Lee County, we still lag behind in things we can offer,” Nelson-Lastra said. “This adds to our multi-family landscape. My hope is that it will attract individuals to come enjoy our city.
Situated on a 26-acre site at 186–264 Tierra De Paz Loop, Siesta Lakes is located within a qualified Opportunity Zone just off Pine Island Road, a short distance from shopping and restaurants.
The community offers a mix of one-, two-, and three-bedroom floor plans with open-concept interiors, private balconies, and direct views of a private central lagoon. Prices range from $1,450 per month for a one-bedroom to around $2,500 per month on a lease of a three-bedroom apartment.
The homes are above the floodplain and will be able to withstand the fiercest of storms, officials said.
On-site amenities include a resort-style pool, fitness center, dog park, outdoor grilling areas and walking trails, all designed to support an active, connected lifestyle.
Dave Sands, community manager of Siesta Lakes in charge of leasing, said Cape Coral is an up-and-coming city with many people coming here for Miami and Tampa to live here.
“Things are going pretty good. I foresee us being 50% occupied in between two and seven months,” Sands said. “Even though there are a lot of homes for sale here, we’re in a good position where people who can’t necessarily afford a home can come to a property and have a different experience here.”

Brightwater Lagoon holds opening festivities

For those inland of Southwest Florida’s famous Gulf beaches, it’s described as a trip to the shore without having the drive 25 miles to get there.
The Lee Board of County Commissioners continued its commitment to Lee County Parks & Recreation sites with votes Tuesday for projects to renovate two popular barrier island parks in Boca Grande and Bokeelia.
The projects are:
n Wheeler Road Community Park, 305 Wheeler Road, Boca Grande – The project includes replacing the existing tennis courts, fencing, lighting and parking. Additionally, the project will include the construction of three new pickleball courts, a larger restroom facility with associated utilities, additional fencing and lighting, new shade structures and expanded ADA-compliant parking.
The board vote approved a contract amendment with Stultz, Inc., in the amount of $1.7 million.
The work is expected to begin in the summer 2025 and be complete summer 2026, weather permitting.
n Lavender’s Landing Boat Ramp, 7290 Barrancas Ave., N.W., Bokeelia – Site improvements include adding six parking spaces for boat trailers and another six public parking spots. The public parking lot will be milled and paved. Other improvements include a new fire hydrant, improved lighting and a dumpster enclosure with chain-link gates.
Building improvements include remodeling about 1,000-square-foot of the first-floor staff office area, bathroom, and kitchenette; replacing 22 windows with impact-rated window systems; and demolishing and building a new concrete handicap-access ramp.
The board vote approved a $1.4 million contract with Target Builders Construction Management Inc. for the project.
The work is expected to begin in the summer of 2025 and be complete by spring of 2026, weather permitting.

The clear, blue waters of Brightwater Lagoon in North Fort Myers have been quietly open since November and have given residents and visitors the feel of beach life without the long drive or parking hassles.
Friday, the companies that built the Brightwater development and the lagoon held a ribbon cutting to make the opening of the completed venue official, complete with local officials, a mermaid and even hula dancers.
Brightwater Lagoon is more than six acres of clear, blue water, complete with a blow-up obstacle course, a VIP area, floating cabanas, shaded cabanas on the shore with a bar, splash pad, waterslide, kayak and paddleboard rentals and much more.
Jim Bavouset, president of Metro Development Group, said the reception from the locals has been amazing in the short time they’ve been open, calling the lagoon a “vacation where you live.”
“This is an extension of our lagoon program that we started in north Florida and carried to Southwest Florida,” Bavouset said. “We’re seeing visitors from Miami and Orlando coming to visit after a couple months of activity.”
Jimmy Cruz, general manager, said the ribbon cutting is the culmination of years of work.

“We had a chance to do a soft opening late last year for the residents. Since then we’ve slowly put things together, get more things open, and now we’re where we have the entire place open.”
Todd Faison, director of operations at Metro Lagoons, said this first lagoon in Southwest Florida represents an opportunity to take advantage of the untapped potential in the area.
“We can take some of the tourism from Miami and have them come here. We get a lot of people from there to go to our northern properties,” Faison said. “We thought this would be a good opportunity to get some of that.”
Local officials also had a lot of good things to say about the venue. Wendy Murray, executive director of the North Fort Myers Chamber of Commerce, said this was an anticipated event.

Lee Commissioners approve contract to replace stadium seating at JetBlue Park
The Lee Board of County Commissioners voted Tuesday to replace the aging stadium seating in JetBlue Park by piggybacking on an existing vendor contract from a purchasing organization.
The contract will replace 9,081 stadium-style seats for about $2.6 million, a 56% discount from list price due to the existing contract. Stadium capacity will remain the same. The seats are being pro-
vided by Irwin Seating Co., which has an existing contract with Region 4/Omnia Partners.
The project will be paid for through the Stadium Repair and Replacement fund, which is supported by the Tourist Development Tax collected on short-term lodging in Lee County.

City looks to increase fines for watering violations

Cape Coral City Council will hold a public hearing today regarding water management violations within the South Florida Water Management District Water Shortage Plan.
Ordinance 32-25 would increase the city of Cape Coral’s penalties for illegal watering.
The “violation of any provision in this article, or a violation of Chapter 21 of the Cape Coral Code of Ordinances, within a consecutive 12-month period” will
have the following penalties:
n First violation no fine
n second violation $200 fine
n Third violation $350 fine
n Fourth and subsequent violation $500 fine. The irrigation water customer may also be disconnected and subject to a reconnection fee. In addition, the reconnection of services shall be at the sole discretion of the city manager, or his designee.
The penalties, second, third and fourth and subsequent violations currently are $100, $200 and $400 respectively.
The ordinance also states that “each violation of this chapter shall constitute a separate offense. In the initial stages of a water shortage, or water shortage emergency, law enforcement officials may provide violators with no more than one written warning.”
The code compliance division has issued notices for second offense watering violations to commercial properties with each case carrying a fine of $200.
The meeting will be held at 5 p.m. today, June 2, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
Cape man charged with grand theft, attempted theft

A Cape Coral man was arrested for allegedly returning items to a Home Depot in a fraudulent manner, as well as attempted theft, that were used to renovate his residence and other dwellings.
Michael Bortz, 68, has been charged with grand theft in the range of $750 to $5,000 stemming from an incident that took place in early April.
According to Cape Coral Police Department officials, officers responded to a reported theft at the Home Depot on Skyline Boulevard. Police officials state the incident involved fraudulent returns and attempted thefts, which
led to the identification of a suspect linked to 15 other thefts at the store that took place over recent months.
Police stated that according to the store’s loss prevention officer, Bortz entered the store empty-handed and completed a fraudulent return of a garbage disposal valued a $249. The officer stated that shortly thereafter, Bortz attempted to steal various items totaling $319.40.
“(Bortz) was confronted by loss prevention personnel before leaving the premises but had already passed all points of sale,” CCPD officials stated in a release.
After Home Depot provided surveillance footage of the incident, Bortz’s vehicle was identified, and further investigation confirmed he was the registered owner,
police stated.
“Over the past four months, Bortz has been connected to multiple thefts exceeding $3,000 in merchandise from the same Home Depot location,” CCPD’s release continued to state. “A search warrant was executed at Bortz’s residence, where multiple stolen items were recovered. The stolen goods were reportedly used to renovate his personal residence as well as several condominium units on Fort Myers Beach.”
Bortz was taken to Lee County Jail, and has since been released on a $2,500 bond.

This year’s guest speaker was former National Football League defensive specialist and Cape Coral High School graduate, Jaylen Watkins.
The now-member of the Seahawks’ football program coaching staff spoke to the student-athletes about his journey, hardships and the path he navigated throughout his collegiate and professional career.
Watkins even showed off his Athlete of the Week award bestowed to him by The Breeze back in 2008.
The Breeze Team of the Year was awarded to the North Fort Myers softball team, which made it to the state final four and posted a record of 20-8 this season. The team outscored their opponents in a big way, with a plus 127run differential when all was said and done. They were also stellar at home, posting a 12-2 record defending their turf. The Red Knights set a school record for home runs in a single season, and had nine players hit over .300 this season, with four posting a .400-plus batting average, and one player hitting .609 on the year -- a school record.
Coach of the Year was bestowed to a long-time coach who achieved the 500-win milestone this past year, all with the same school, Mariner High School boys soccer coach Martin Cardenas. He has won 15 district titles, including seven in a row. His teams were Regional finalists eight times and appeared in two state final fours including a state runner-up. He has also coached football, baseball, tennis, golf and bowling.
This year’s Male Athlete of the Year was Mariner’s senior wrestling state champ, Max Brady. The senior won four state championships, yes, four, in every year of competition at the high school level.
Most recently, Brady put together an undefeated season on the mat, and was the state championship wrestler at 138 pounds. He won his state title match in one minute. He ends his high school wrestling career with an incredible 185-5 record, and has committed to a school in his home state at Northern Iowa, to continue his work at a student-athlete.
It was North Fort Myers High School’s junior soccer standout Hannah Busenbark that was named Female Athlete of the Year. She set a school record for goals scored with a whopping 57 in 23 games played.
She was named to the Class 5A player of the year by the Florida Dairy Farmers, named to the United Soccer Coaches All-Regional Team, was her team’s Most Valuable Player, Team’s Offensive Player of the Year and ,of course, wore the captain’s armband. Busenbark’s 57 goals was ranked 9th in the nation, third in the state of Florida, and first in all of class 5A.
Mariner High School’s Gabi Winters was voted Reader’s Choice Athlete of the Year. This year’s vote came down to only three ballots separating first and second place.
A sophomore on the Tritons’ softball team, Winters posted a 1.67 ERA in 23 appearances over 142.2 innings. She struck out a staggering 287 batters and tossed a no hitter.
Her 287 Ks were 4th most in the state and 52nd nationally. She also batted .422 with 34 RBI and posted a .462 on base percentage.
