The city of Cape Coral will host a waste collection event on Saturday, May 3, from 7-11 a.m., in the City Hall parking lot, at 1015 Cultural Park Blvd.
Held in partnership with Lee County’s Solid Waste Department, this event offers residents the opportunity to safely dispose of bulk items and household chemical waste. Residents can drop off bulky items, however, white goods such as refrigerators and dishwashers will not be accepted.
These semi-annual events provide residents with an additional option for responsibly discarding large or hazardous items. Participants should enter through the main City Hall entrance on Cultural Park Boulevard. Staff will collect materials directly from vehicle trunks and truck beds.
Proof of Cape Coral residency may be required. Acceptable forms of proof include a photo ID with a Cape Coral address or a Cape Coral utility bill from an active account.

The meeting will take place at 5 p.m. in Council Chambers. The public is “invited to attend and participate in the public hear-
ing or to file written comments with the City Clerk’s Office prior to or during the hearing. If you decide to appeal any decision made by the City Council with respect to any matter considered at the hearing, you will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made.”
Council approved the purchase of 1,202 acres in Charlotte County in October 2024, a critical investment in the city’s future, city spokesperson Lauren Kurkimilis said.

CCFD’s Parker takes last ride home

A high-ranking member of the Cape Coral Fire Department called it a career after three decades of service, taking his final ride home to friends and family Friday.
James “Jim” Parker, division chief of Operations for CCFD, was welcomed home with open arms after the sun set on a meaningful and impactful career serving the Southwest Florida community.
The Cape Coral High School graduate and Army veteran joined CCFD in 1998 after three years with the Naples Fire Department, and served as Division Chief of Operations since April of 2020.
“It feels really good,” Parker said of his final ride home on the truck he drove as a lieutenant, with his family outside waiting. “It goes by fast. Before you know it, it’s here. When you see everybody, it means a lot.
“It’s emotional. We did a little gathering at work. People from the city were there, people you interact with every day. It’s great because you strive to finish and retire, and at the same time, you’re saying goodbye. It’s emotional, but satisfying.”

“By refilling our freshwater canals, this reservoir will help support the city’s irrigation system, especially during the dry season when water levels drop. This project helps protect our environment and preserve our water resources. It’s a critical step in making Cape Coral more resilient, sustainable, and ready for continued growth,” she said.
Due to this acquisition, a rate adjustment is required to support the purchase, she said.

A Southwest Florida staple is saying goodbye after more than six decades of presenting orchestral performances for the community.
The Southwest Florida Symphony announced Tuesday its decision to permanently close, with operations continuing through June 30.
As Lee County’s only professional orchestra and one of the oldest symphony orchestras in Florida, the Southwest Florida Symphony created a legacy in Lee and Charlotte counties. The symphony played a substantial role in helping community members discover and enrich their love of music.
“We are so proud of the countless joyous experiences and treasured memories that the Southwest Florida Symphony has provided to residents, visitors and music lovers across our community over 64 years,” said Tom Uhler, president of the board of trustees for the Southwest Florida Symphony, in a release. “We are honored to have the longtime support of many donors, supporters and concert goers who have shared our love for orchestral music over the years. While we bid farewell to this chapter, the Southwest Florida Symphony team remains committed to preserving the rich legacy of orchestral music and its impact on the community.”
Established as the Fort Myers Symphony in 1961 as a community orchestra consisting of 24 volunteer musicians, the symphony spent its early years performing a handful of concerts in community centers, schools and churches, growing a following throughout the region. In 1981, it merged with a chorus and became the Southwest Florida Symphony

Russell named new Cape fire chief
Cape Coral City Manager Michael Ilczyszyn has appointed Mike Russell as the city’s new fire chief, effective April 28.
As fire chief, Russell will lead the Cape Coral Fire Department, overseeing all divisions and managing operations, budgeting and policy development to ensure efficiency, safety and high-quality service for the community.
“Mike’s extensive experience, commitment to professional growth, and proven leadership make him the perfect person to lead our fire department,” Ilczyszyn said Friday in a prepared statement announcing the appointment. “His vision, passion, and dedication to excellence will ensure the continued safety and well-being of our residents and support the department’s ongoing evolution.”

Russell, who has been serving as acting chief, will receive an annual salary of $230,713 as the department’s top administrator, according to a status change
notice signed by Ilczyszyn on April 23, a change of 21.65%. The new salary amount, listed under “proposed,” is greater than the position’s midpoint compensation point of $194,563.20 and less than the maximum of $242,257.60. Russell’s current annual salary is $189,654.40.
Originally from Wheeling, West Virginia, Russell began his public safety career before moving to Cape Coral in 2004 and joining the fire department in 2005, where he rose to become fire deputy chief in 2020. He is a Florida-certified fire instructor, fire officer and public sector labor relations professional, holding degrees in fire science technology and public safety administration from Edison State College, a master’s in administration from Barry University and both the National Fire Academy Executive Fire Officer Program graduate and chief fire officer designation from the Center for Public Safety Excellence.
Mason appointed assistant city manger
Cape Coral City Manager Michael Ilczyszyn has appointed of Mark Mason to the position of assistant city manager, effective April 28.
Mason joins current Assistant City Manager Connie Barron in this key executive role.
“Mason brings a wealth of experience to this position, having accumulated a decade of service as Cape Coral’s Finance Director,” the city said in a release from its communications office issued Friday morning.
In his new role, Mason will assist the city manager in overseeing and enhancing the performance of several critical departments, including Human Resources Financial Services, Information Technology, City Clerk’s Office and the Cape Coral Charter School System.

“As Assistant City Manager, Mason will provide leadership and strategic oversight across these departments, handle complex administrative tasks, and act as City Manager periodically in Ilczyszyn’s absence,” the release states.
“Mark’s deep understanding of our city’s financial operations and proven leadership make him an ideal candidate for this role,” Ilczyszyn said Friday in the release announcing the appointment. “I am confident that his appointment will greatly benefit Cape Coral as we grow and advance.”
Mason, who has been serving as interim assistant city manager, will receive an annual salary of $237,806.40, according to a status change notice signed by Ilczyszyn on April 23, a change of 7.28%. The new salary amount, listed under “proposed,” is greater than the position’s midpoint compensation point of $214,011.20 and less than the maximum of $266,489.60. Mason’s current annual salary is $221,665.60.
“The addition of a second Assistant City Manager is a strategic move by the City to better manage its growing operations and ensure more focused oversight across various departments,” the release states. “As Cape Coral continues to expand and evolve, the need for enhanced leadership and streamlined management has become essential to meeting the demands of our rapidly growing community. City Council approved this position in the FY24 Budget, and Mason has been serving in this role in an interim capacity since then.”
Mason’s career spans 25 years in Florida, including tenures as the city of Cape Coral’s Financial Services director from 2003 to 2010 and from 2021 to August 2024. His experience includes in-state roles in Sebastian and Tamarac as well as Midland, Texas.
Mason is a Certified Public Accountant with a bachelor’s degree in accounting. Additionally, he is a U.S. Army veteran, having served from 1980 to 1987.

Over time, the symphony grew to a roster of 70 worldclass musicians. Each season, the orchestra presented a series of Masterworks Concerts, Pops Concerts, and Holiday Pops Concerts at various venues throughout Lee and Charlotte counties. In addition to expanding its concert series to multiple communities throughout Southwest Florida, the symphony has also performed in cities across the state.
Southwest Florida Symphony officials stated the unfortunate fact is that classical music is struggling to thrive across the country, and that there are very few suitable, cost-effective venues in Lee and Charlotte counties and the costs of performances have grown to be very expensive. They also cite an abundance of live entertainment options competing for the community’s attention.
“As a nonprofit that relies heavily on donors and sponsors, with ticket sales covering a fraction of the orchestra’s budget, this reality has resulted in annual operating deficits,” symphony officials said. “Despite financial prudence and tireless efforts to persevere, repeated annual deficits that the symphony experiences due to operational restrictions, increased performance costs and loss of state funding are no longer viable.”
“After much consideration and given recent leadership departures at the staff and board levels, the Board of Trustees has determined that the only course of action is to close the Southwest Florida Symphony,” Uhler said. “It was a difficult decision, and I’m proud of the board’s commitment to the Symphony with consideration for the staff, the musicians, the donors and community. We appreciate everyone’s support over the years.”

“In January, during the winter budget workshop, city staff provided an update on the Utilities Master Plan, which included the reservoir acquisition, proposed rate adjustment options, and staff’s recommendation,” she said. “The City Council discussed the issue and, by consensus, directed staff to move forward with the irrigation adjustment. On April 16, City Council approved Resolution 119-25, recapping the direction provided by City Council during the winter budget workshop.”

Tommy Bohanon Foundation awards scholarships, raises $265,000 for student-athletes
The Tommy Bohanon Foundation scored a big win for the youth of Southwest Florida at its annual Playmakers Tailgate Party, awarding scholarships to three local student-athletes while raising $265,000 at the April 11 event.
More than 225 people attended the party at the Ranch Concert Hall and Saloon, which featured entertainment from musical acts Weaver & Wilkens and Chasing Denver and comedian R.C. Smith.
Scholarships were presented to Fort Myers High School’s Shenard Williams, North Fort Myers High School’s Abigail Hynes and Cypress Lake High School’s Ezekiel Dube-Garrett.
Williams is a senior wrestler, musician in his school’s marching band and student body president who plans to attend Duke University and study civil engineering. He was awarded a multi-year scholarship of $40,000 over four years.
Hynes is a senior softball player with a weighted grade-point-average of 5.28. After her junior year, she earned a Cambridge Advanced International Certificate of Education diploma with merit. Hynes, who received a $10,000 scholarship, plans to attend Saint Leo University and major in biological sciences with a minor in computer programming.
Dube-Garrett is a senior three-sport athlete who participates in basketball, football and track. The class valedictorian plans to attend Massachusetts Institute of Technology and study engineering. He is one of 112 students to earn a Sunshine State Scholar Award from the Florida Department of Education for achievement in science, technology, engineering and mathematics. He received a $10,000 scholarship.
The Tommy Bohanon Foundation is a 501(c)(3) nonprofit organization dedicated to supporting young athletes reach their highest potential. The foundation funds annual scholarships, sports equipment grants to local high schools, youth football camps, seminars and programs, as well as funding for other local nonprofits. Since its inception in 2017 the foundation has raised over $1 million.

Hundreds attend annual Pioneer Picnic at Lee Civic Center

Since 1949, the Pioneer Club of Lee County has honored those who have been part of our unique history.
These pioneers remember when Fort Myers was just a small town, when Daniels Parkway was a dirt road and when the Edison Mall, which opened in ‘65, was the place to be.
On Saturday, the Pioneer Club of Lee County celebrated the 76th anniversary of its founding in 1949 by R. A. Henderson Jr. with the annual picnic at the Lee Civic Center’s Tinsley Pavilion.
Pat Mann, outgoing president of the organization, said it’s amazing the event has been so popular for so long.
“We were trying to figure out how we were going to get another row of chairs in. There are about 100 people per row,” said Mann, whose duties will be assumed by Keith Cary. “We feel really good about what we’ve done the last 10 years. It’s great that someone can shake hands with someone they haven’t seen in a while. It might be their last chance to be here.”
The Pioneers Club was formed to honor those living persons who had been residents of old Lee County for 50 or more years with the initial meeting held in 1950 at the Lions Park on Cleveland Avenue in Fort Myers.
It is a social organization comprised of many of the old families of Lee County who get together annually to catch up on one another’s lives while enjoying lunch together.
Indeed, there were many areas where past graduate classes of Fort Myers High School got together for what served as an annual high school reunion.
For many of the older attendees, there were only two high schools — Fort Myers High and Dunbar, this year’s school of recognition, which was segregated until 1969.
Joan Taylor Wade, Class of 1966, said she came to see old friends she hasn’t seen in years.
In that time, things have certainly changed.
“When we were kids there was nothing here. Cape

Coral didn’t exist. It’s totally different now. You lived in town, you wanted to go to the beach, it took 15 minutes,”
Taylor Wade said.
Her friend, Pat Fuller Forstad, said she also enjoyed seeing those they haven’t seen in a long time.
“It’s like a class reunion and you get to do it every year and not every five or 10,” Fuller Forstad said. “Our 60th reunion is coming up next year.”
Even though they are sixth generation Floridians, Melissa Burks is new to the picnic, having been in the Class of 1992. She came with her sister, Michelle, Class of 1987. Even in that short time, things have changed.
“There were a lot less people. We grew up in Edison
Park. It’s nice to come here to connect with people now that the county has gotten very large,” Michelle said. “There are still a lot of pioneers in the area and it’s nice to get with them this time of year.”
“It’s amazing how many people you see who have been here so long and are still here,” Melissa said. “It’s nice to talk to the older generations and listen to them talk about what it was like and hear the stories.”
Also recognized at the picnic were the eldest pioneer man and woman born in Lee County; the couple married the longest, the pioneer who traveled the longest distance to the picnic; and the oldest person in attendance.
It was pretty much one-stop shopping this year. Barbara Knowles and her husband Don, both 93, were the oldest male and female. They were also married the longest at 71 years.
Now residing in St. Petersburg, Barbara said she lived throughout Lee County and her father had a store on Bayshore Road near the railroad tracks.
“It was fun. We had a lot of good neighbors and friends I played with. I have a lot of good memories from those days in Bayshore,” said Barbara, who spent part of her later childhood in Illinois before returning. “There weren’t as many people and not as many cars.”
Approximately 1,500 invitations were mailed out for the picnic of which two-thirds are sent to residents. A barbecue lunch was available to the members for $10 per plate.
The eligibility requirement for membership is based on the person living in Lee County for at least 50 years.
Those years do not have to be consecutive.

As always, free admission that weekend was given to the members of the Pioneer Club to the Edison and Ford Winter Estates and to the IMAG History & Science Center.

As Operations chief, Parker supervised nine Battalion chiefs that operate over three shifts and 13 fire stations and was responsible for the response, safety, efficiency, and overall operations of the department.
CCFD Fire Chief Mike Russell shared his thoughts on Parker’s career and dedication to the department.
“After decades of unwavering dedication, courage, and leadership, Jim Parker is retiring,” he said. “From his distinguished service in the United States Army to his impactful role as the Division Chief of Operations with the Cape Coral Fire Department, Chief Parker has been a steadfast protector of our community. His leadership has inspired countless others to serve with honor, integrity, and commitment. Chief Parker’s legacy is built on commitment, accountability, professionalism, and excellence — qualities that embody the true spirit of the ‘Cape’ way. We are deeply grateful for his fearless leadership and tireless dedication to our firefighters and the community’s safety. Though he will be greatly missed, his legacy will continue to live on in the leaders he has shaped and the enduring impact he leaves on our department.”
After three years with Naples FD, Parker, a Cape Coral resident, said he really wanted to work where he lived. So, he applied to CCFD and started from scratch as a firefighter and worked his way up the ranks.
“I’m proud of the service to the community,” Parker said. “We made a difference, I believe, over the years. We do a lot of good things. What the fire department does for Cape Coral is really great.”

“It’s a second family,” he said. “When you’re on shift, you’re gone a third of your life with these people. You plan a meal together, you live in a station with them. That was a really enjoyable part — spending time with those people, and that’s who came out here today. It means a lot.”
Another aspect of the job that Parker said meant a lot to him, is when people would visit the station after a recent incident where the department “made a save” or rescued individuals, or helped salvage a home.
“They want to say thank you,” he said. “That means a lot, when the public comes back and says, ‘You made a difference to our family.’”
Coming out of the Army, Parker said getting into firefighting tied into his military service when it came to finding camaraderie and a brotherhood.
His neighbor was going to fire school, and Parker spoke with him, looked into it, completed the academy and was hired.
“It was like, ‘This is where I’m supposed to be,’” Parker said. “I was always interested in it. But once I started doing it, I knew it was what I was supposed to do.”
Parked said the most unique aspect of being a firefighter in Cape Coral is the vast amount of waterways the city boasts, as well as the potential for major hurricanes.
“We deal with that a lot,” he said. “We have Marine Units, and a marine team.
“We prepare for hurricanes all year long. And when a hurricane hits, we activate, and the men and women of the fire department go to work. They are out there helping people all day long.”
Among the family waiting for Parker on his final ride was his mother, Katie Parker. She said she couldn’t put into words how proud she is of her son, and that he’s always been a leader.
“He really cared about the fire department,” she said.

“He always made sure the firefighters were following protocol. You’ve got to have the guy’s back that’s in front of you walking into a fire.”
Katie described her son’s character as “impeccable.”
“He does the right thing,” she said.
Parker’s cousin, Frank Cabra, came down from New York City to be there for his retirement. Cabra, a former New York City and Suffolk County police officer, detective, and DEA agent, knows a thing or two about working in public service.
“I’m so proud of him and happy for him,” Cabra said. “He’s been doing this more years of his life than he hasn’t. It’s well deserved. He has nothing left to prove.”
Cabra reiterated what all have to say about Parker when asked about his character.
“He’s just a great guy. Solid guy. A do-the-right-thing kind of guy,” he said. “He’s always there for everybody. And he was great at what he did.”
Parker said he’s looking forward to spending more time with his family and hunting in his retirement.

The city of Cape Coral invites community members to help plant and preserve Florida’s vital mangroves, natural protectors that shield shorelines and support marine life. Events will take place from 8 to 11 a.m., Saturday mornings May 3, June 7, June 28 and Aug. 2.
These events will allow volunteers to use their personal watercraft, such as kayaks and paddleboards, to help plant mangroves in Cape Coral’s waterways.
