Government efficiency measure on Council agenda

Board to address resolution to provide training

The Cape Coral City Council will vote on a resolution to continue its implementation of its lean government initiative this evening.

City Manager Michael Ilczyszyn announced the launch of the Bureau of Transformative Change Tuesday, which is a new cross-functional work group that is dedicated to driving efficiency, accountability and innovation across city operations.

Cape to host city-wide clean up effort

The city of Cape Coral is hosting the annual Cape Coral Clean Up event April 26-27, from 8 a.m. to 12 p.m., and volunteers are needed to help keep Cape Coral beautiful.

City staff will kick off this effort by cleaning up around Cape Coral on Earth Day, April 22.

To participate in the Cape Coral Clean Up on April 26 or 27:

n Gather family, friends and neighbors and work at your own pace to clean up the areas near you that need it most.

“Government should be as dynamic and responsive as the people it serves,” Ilczyszyn said in a prepared statement. “The Bureau of Transformative Change will help us rethink how we work, remove unnecessary barriers, eliminate waste, and create lasting value for our residents.”

Resolution 115-25 is a contract with Poerio Consulting, Inc. to provide Lean Government Consulting & Implementation Services for $165,000. The dollar amount

is for 20 training sessions for $150,000, and $15,000 for travel expenses. Included in that total is consulting expenses at $3,000.

According to backup material, “the consulting group will provide training and hand-on support in the deployment of cross-functional Kaizen teams tasked with taking apart key processes and looking for ways to dramatically improve throughout.”

The principals will spread across departments and focus on continuous improvement, waste reduction, as well as better service delivery for residents.

War veterans recognized through Honor Flight, Honor at Home program

More than 80 Korea and Vietnam war veterans made the trip to Washington, D.C., Saturday to visit national landmarks.

A second contingent, not able to make the two -hour flight to Washington, also took part in the Honor Flight program.

Collier Honor Flight founder Debi Lux realized that due to advanced age and other reasons, not everyone could make the flight, but she wanted to make the experience accessible to all of the vets nonetheless.

“What we found is we have some of our veterans who simply can’t fly. They might have sundowner syndrome, you know, dementia, physically just couldn’t handle a full day, and we didn’t want to leave them behind,” Lux said.

Lux’s solution to the problem? Bring Washington to the Southwest Florida International Airport.

“The concept was to do exactly what we do on a flight, making sure we honor them. Do the secret stuff that we do. We feed them. They have

a guardian. And then the beauty of it is they go through the welcome home line with everybody else, so they’re honored with that great, huge welcome home,” Lux said.

The event known as Honor at Home started with a welcome salute from a combined group of JROTC Cadets from local high schools.

The veterans then made their way up to a RSW conference room where they were treated to a flag ceremony, and a pinning ceremony where those who served between the years 1955 and 1975 were recognized.

Dinner was provided by Mission BBQ and, while the veterans enjoyed their meal, their virtual trip to Washington, D.C, began. Clips of previous honor flights of previous years arriving in Washington played and were followed by com-

Cape Coral, Lee County issue burn bans

Due to dry conditions throughout the area, Lee County and city of Cape Coral officials issued burn bans Tuesday.

In accordance with the city’s Code of Ordinance, the city issued the temporary measure with “the intent to limit fire hazards within the city to protect the health, safety, and welfare of our residents.”

Cape Coral Fire Department officials said the ban prohibits recreational burns (i.e. fire pits, campfires) and city permitted burns (i.e. bonfires and land clearing control burns).

“This also includes burning vegetative debris,” CCFD officials stated in a release. “Fires solely for cooking purposes where the fire, flames, and heat generated are fully contained within the confines of the device being used (i.e. grill) are still allowed.”

The burn ban shall be in effect until the local drought index is below 600 for seven consecutive days.

The Cape Coral Fire Department also requests the community be vigilant in not disposing of lit smoking materials outdoors, including from a car window. The department requests that vehicles, including ATVs, only be operated on paved, gravel, or dirt surfaces and not on grass or other vegetation.

The county’s ordinance bans “outdoor burning ignition sources,” including campfires, bonfires and trash burning. Grills for food are not included. Officials ask all residents countywide to be mindful of dry conditions and to use good judgment to mitigate potential for significant wildfires.

For the county to enact a burn ban, certain conditions must be met, including a Keetch-Byram Drought Index (KBDI) that reached or exceeds a value of 600.

Pine Island Eagle’s historic sign found in St. James City after Hurricane Ian

Local weekly newspaper’s sign returned undamaged

The Pine Island Eagle is grateful to a Good Samaritan from St. James City who found, and stored, the paper’s historic sign lost in Hurricane Ian after the Category 4 storm made landfall on Cayo Costa on Sept. 28, 2022

Jan Robertson said the storm had blown it into a neighbor’s yard and, after her neighbor was finished cleaning up, Robertson took the sign to her house, where it’s been ever since.

“I figured I’d take the sign back to the office, because the Eagle means a lot to me. I always look for the cat of the week and there’s always good stories,” Robertson said.

The sign from the Eagle office, as well as a Little Lily’s deli sign, had made their way about two miles down Stringfellow Road to Woodstock Road. Robertson said she removed the two signs from her neighbor’s debris pile, because she felt she should bring both signs back to The

Center where the Pine Island Eagle office is located. Robertson said she moved to Pine Island because it seems much like “Old Florida” in her opinion, adding that she also loves the ospreys.

“It’s amazing that it traveled that far undamaged,” Robertson said of the saved sign.

“We’re so thankful to see our long, lost sign was returned,” said Ray Eckenrode, publisher of the Breeze Newspapers. “In the grand scheme of things, it’s a small item, but to have it make its way back to us after three years seems like a nice piece of symbolism to remind us how the Pine Island community has been so resilient in dealing with the trauma of Ian and we hope the Eagle has been a part of that.”

Council to discuss contract for stormwater analysis, other services for former golf course

Cape Coral City Council is expected to vote today on a contract with Kimley-Horn and Associates for a stormwater analysis and optional services for the former golf course.

The contract is not to exceed $820,778.36 for work at 4003 Palm Tree Blvd.

According to agenda documents, Kimley-Horn and Associates will perform an analysis on the existing infrastructure, “where modifications will be identified, and model drainage layouts proposed to maximize benefits to surrounding neighborhoods and preserve natural habitats.” It also states that there will be ample opportunities for the community to get involved throughout the process.

The city may also elect to use Kimley-Horn and Associates for additional services at the Palm Tree Boulevard site for architectural, planning, engineering, design, permitting and construction management.

Two firms responded to the request for proposal –AIM Engineering and Surveying, Inc. and Kimley-Horn and Associates.

If council approves the contract, Kimley-Horn and Associates will have a substantial completion time frame of 406 calendar days after the issuance of the Notice to Proceed.

The City Council meeting will be held at 5 p.m., today, April 16, in City Council chambers, 1015 Cultural Park Blvd.

The meeting is open to the public.

War veterans: Honor Flight,

The greeting for the veterans was overwhelming for most, with many becoming visibly emotional.

“I’m totally overwhelmed. And my guardian here told me that it was going to be overwhelming and I was gonna cry, and I thought she was full of crap, but I really did,” said Peter Nicholsen, a United States Marine veteran.

Mighty Mussels to hold Easter Egg Hunt, more

The Fort Myers Mighty Mussels are hosting Southwest Florida’s largest Easter Egg Hunt, which will feature thousands of eggs scattered across the outfield grass inside Hammond Stadium at the Lee Health Sports Complex.

Gates open at 4:50 p.m. Saturday, April 19. The annual holiday tradition begins promptly at 5:15 p.m. as children 12 and under line up along the foul lines before Mussel Man himself leads participants across the field.

CCCIA Spring Classic golf tournament to be held May 2 at Cape Royal Golf Club

The Cape Coral Construction Industry Association’s Spring Classic golf tournament will be held Friday, May 2, at the Cape Royal Golf Club at 11460 Royal Tee Circle, Cape Coral.

Check-in for the golf tournament is at 7 a.m., with a shotgun start at 8 a.m.

In addition to the golf, there will be prizes for games, raffles and a 50/50 drawing.

Cape man faces charges in hit-and-run crash

A Cape Coral man with a revoked license was arrested Sunday in connection with a hit-and-run crash that took place Saturday night.

Donis Centeno, 39, has been charged with two counts of leaving the scene of a crash causing serious bodily injury.

According to Cape Coral Police Department officials, Centeno struck a motorcycle with two individuals around 9:15 p.m. on April 12 at the intersection of Del Prado Boulevard and Northeast 2nd Street.

Police stated they received “several” 9-1-1 calls about the crash, as Centeno’s black Hyundai Tucson crashed into a 2012 Harley Davidson, with both people on the bike sustaining serious injuries. Both were transported to Gulf Coast Hospital.

Police said one person on the motor-

cycle has serious but non-life-threatening injuries from the crash. The other has life-threatening injuries and remains in critical condition.

According to CCPD, surveillance video from a nearby business showed the Harley Davidson traveling northbound on Del Prado Boulevard with its headlight turned on at “a speed similar to other vehicles moving in the same direction.” Police state the Hyundai is then seen traveling south and turning directly into the path of the motorcycle.

“Witnesses told officers they saw a Hispanic male wearing a gray shirt and blue jeans rummaging around in the black car that crashed into the motorcycle,” states a CCPD release. “They said the male then walked away from the area on a cell phone.”

The surveillance video shows a Hispanic male wearing a gray shirt and blue jeans

exiting the driver’s side, opening the rear drivers-side door, and is seen looking for something inside the vehicle, police said.

“The male then appears to be talking on a cell phone and leaves the area, walking eastbound on NE 2nd Street,” CCPD’s release stated. “The cameras are good quality and show a clear image of the male.”

CCPD officials said an officer on-scene heard a cell phone ringing over and over in the Hyundai, and to see if the person calling could help locate the driver to check on their condition, the officer answered the phone. Police said a woman on the phone identified Centeno as the owner of the phone found at the crash scene, and said Centeno left at around 5 or 6 p.m.

The release states that another officer on scene said he arrested Centeno on Oct. 24, 2024, for knowingly driving while his license was suspended. That officer looked

at the surveillance video and positively identified Centeno as the man fleeing the crash scene on foot.

“There were clearly two people lying in the roadway that were thrown from the motorcycle with serious injuries near a heavily damaged motorcycle,” the CCPD release stated. “Witnesses only observed Centeno searching through his vehicle to find something before walking away from the area and never rendered aid to the two riders in the middle of the roadway. Centeno was clearly on a cell phone walking away from the scene but did not call 911 to report the crash. His license is currently revoked due to habitual traffic offender status.”

As of Tuesday afternoon, Centeno remained in custody at Lee County Jail. Bond was set at $25,000 for each count of hit and run. Bond had not been set for a violation of probation charge.

According to officials, Lee’s index value Monday afternoon was a mean average of 612 out of 800. The county also coordinates with the Lee County Fire Chiefs’ Association and the Florida Forest Service, both of which support the ban.

“This ban does not apply to prescribed burns authorized by the Florida Forest Service, authorized public fireworks displays permitted by Lee County and other government agencies, and fireworks sales authorized by state laws,” Lee County offi-

cials stated in a release.

The burn ban is accomplished by the county board adopting a State of Local Emergency. County officials state they will continue to monitor the drought conditions to determine how long the burn ban will be in place.
