Cape Coral residents once again made their voices heard when it comes to a potential development in the city.
A protest march organized by Protect Our Wetlands Cape Coral took place last Saturday, as 150 individuals, including a Cape Coral council member, came out in opposition to Redfish Pointe.
Protect Our Wetlands is a grass-roots organization made up of local residents. During the protest, organizers presented their case as to why the Redfish Pointe development south of Rotary Park would deplete wetlands and destroy a natural buffer against storms.
“Our goal was to raise awareness as we are finally approaching this coming before the Planning and Zoning Board,” said one of the organizers of the march, Paul Bonasia.
Of the turnout, Bonasia said, “I think there’s a really strong opposition to this proposed development, and I think we have the support of the residents, who came from all over Cape Coral. These are residents that would not only be immediately impacted by potential flooding and storm surge in the future, but people who enjoy Rotary Park. That park’s character will change dramatically if they build (the proposed access road).”

Cape Coral City Council will consider a joint proposal today to impose additional measures to reduce dropping water levels in the Mid-Hawthorn Aquifer.
Resolution 75-25 calls for a multi-jurisdictional action plan among the South Florida Water Management District, the city and Lee County, for the northeast Cape Coral water shortage area.
The aquifer is the source of well water for drinking and all other uses in that area of the community.
If approved, it will implement regulations to require mandatory connection to the city’s irrigation water supply system when it becomes available to a property.
According to the resolution, the plan would remain in effect until the MidHawthorn Aquifer recovers above the minimum developable limit of -83.01 feet, or the South Florida Water Management District determines the aquifer has recovered for a sufficient amount of time.
The action plan also states that if the water levels decline to less than 10 feet above the minimum flows and minimum water levels for two consecutive weeks additional actions will take place.

Southwest Florida Ag Expo underway
Officials say attendance high, spending ‘up significantly’

The Southwest Florida Ag Expo opened Thursday, bringing all the traditional exhibits, fair food, rides — and crowds — to the Lee County Civic Center.
The ceremonial ribbon-cutting kicked off an 11-day revolving schedule of fun-filled entertainment and activities that will run through March 9 at the old fairgrounds off Bayshore Road in North Fort Myers.
More than 30,000 attending the Lee County-organized event in the first four days, with spending “up significantly,” county officials said Tuesday.
Among those attending opening weekend were Kassie Kelly 22, and Braxton Ruhstorfer, 25, who turned out Friday night, which offered Moonlight Madness with unlimited ride wristbands.

“What I love most about the fair is the unique variety of foods you can find there,” Kelly said. “Typically, you have to wait for the fair to arrive in town to enjoy them, such as peanut butter and jelly hot dogs, which I found quite unusual.”
In addition to the assortment of food choices was diverse entertainment and music as well as livestock demonstrations and exhibits, all of which Ruhstorfer enjoyed.
“My favorite part of the fair would be the atmosphere and how it takes different aspects of culture from food, music and the live shows,” Ruhstorfer said. “I would say that the fair could add a bit more live shows. Porkchop Revenue was very entertaining for families and educational on pigs.”
Livestock exhibits, demonstrations and contests — including wheelbarrow decorating, hay bale decorating and various booth competitions — put the ag in the expo. The Porkchop Review and Barnyard Crew was among the expo’s shows and attractions.
As a first-time attendee, Ruhstorfer had some advice to share.
“Make sure you ride all the spinning rides before you eat,” Ruhstorfer said. “Check out the entire fairground before you decide what you would like to eat because there are so many options in every direction, and if you’re looking to do a lot of rides purchase a wristband,” he said.
Kelly also had a suggestion for organizers for next time.
“I think it would be wonderful to include more local food vendors and trucks at next year’s fair,” Kelly said. “This would not only support local businesses but also give us a chance to discover the delicious options available in our community.”
Terry Olian, 22, attended with several friends.
“My favorite part of the fair has essentially been the rides and being able to get onto them and ride with my friends,” Olian said. “Usually, at almost any fair I go to,
I get the funnel cakes; you have to get at least one funnel cake there.”
He was among the veteran attendees.
“I’ve been to the fair a few times. I’d probably say about eight, and I’ve been going to all the county fairs in Cape Coral/ Fort Myers for years,” Olian said. “Just hanging out with those friends or family members makes it a ton of fun.”
Spencer Bradley, who was working the Eudora Wildlife petting zoo, was also a return participant.
He likes the energy the expo brings to families.
“Well, we’ve been coming here for about a decade, and we’re always looking forward to coming back,” Bradley said. “I know it’s a little cheesy, but I loved most all the families enjoying themselves. I’m here for a day off, whether it’s a weekday or weekend, and everyone wants to come out having fun.”
With all the food at the fair, Bradley had a favorite.
“I know that everyone loves a funnel cake, but I like the deep-fried Oreos,” Bradley said.
What would Bradley like to see for maybe next year?
“Every fair needs a good pig race,” Bradley said. “They’re always fun, and they’ve got a good show.”

Promotions, including special entry days with and without ride wristbands, will continue through Sunday.

An emergency order was issued on Nov. 28, 2023, declaring a water shortage. The joint action was issued to protect the Mid-Hawthorn Aquifer, which is in the northeast portion of the city.
In 2020, water levels declined “to the regulatory protection level known as the maximum developable limit.” The district, Lee County and the city have been working together to prevent harm to the domestic drinking water supply of the aquifer, which predominantly has withdrawals from private residential wells in the northeast part of Cape Coral.

North wrestlers continue historic season

It has been quite a season for the North Fort Myers High School wrestling program. Both the boys and the girls have accomplished more than they ever have in their history on the individual and team levels.
Saturday, at the Region 2A-3 wrestling championships at Charlotte High School, the Red Knights made their presence felt with three regional champions, six state qualifiers and a runner-up team result.
Meanwhile, the girls in their relatively new sport, sent four to states with a third-place regional finish on Feb. 22, as they began to make a name for themselves in yet another sport.
Dusty Fellows, who coaches the boys and girls at North after coaching Riverdale for years, said it’s been a while since North has been competitive.
“We won back-to-back LCAC titles, were runners-up in districts and regionals. After their original coach left, they had trouble keeping up,” Fellows said.
The boys regional champions include Solomon Lucas in the 144-pound weight class, Julian Gonzalez (165) and Seth Tshiams (285).
Lucas defeated Mariner’s Daniel Santana in the regional final by pin at 3:56. Gonzalez beat Michael Hernandez of Charlotte with a pin at 1:08, which was the longest of his three matches.
The most anticipated match was Tshiams’ match with Charlotte’s Jaxon Newton in a battle between the two topranked wrestlers in the state. Tshiams defeated the junior heavyweight 4-2 and will likely meet him again at states.
North’s West Lucas also reached the regional finals at 190, but lost a close 9-7 decision to Mariner’s Clark Daley to settle for runner-up. Kalel Hernandez won his third-place match at 175 by technical fall over Amari Caro of Pinellas Park, while Justin Tobia reached states with a fourth at 157.
For the girls, who hosted the 1A-3 meet, there were no regional winners, but Cora Hayes (125) and Gabi Sergi (135) each took second-place finishes. Emily Dolittle (100) and Mel Lamb (145) took home fourth.
Sergi, Dolittle and Lamb went to states last year, with Dolittle placing eighth. Hayes will go for the first time as a freshman.

Protest: Protect Our Wetlands group protests potential city rezoning
Tarpon Point totaling 350 acres, has more than 4,500 linear frontage along the Caloosahatchee River. The “Redfish Pointe Mixed Use Preserve District,” Future Land Use text amendment, was submitted to the city. The 110.21 acres for development improvement plans features a 90.37-acre mixed use site to include 800 multifamily units, resort hotel, restaurants, retail shops, office space and parking garage.
Organizers say the landowners, the Zemel Trust, going under the name of ZZW Development, LLC, have proposed building a 100-foot-wide entrance road at the intersection of Rose Garden Road and Southwest 6th Place through a section of Rotary Park to reach their landlocked property. This road would cross a Conservation Easement signed in 1991 between the city of Cape Coral and the State Department of Environmental Regulation. The easement states that the wetlands will be preserved forever in their natural state and specifically states no roads are to be built on it, they said.
The group wants the city, which now is under the direction of a new council, to say no to the zoning change.
“The goal is for the City Council to vote ‘no’ on the land use, and to vote ‘no’ on the road,” Bonasia said. “This way, that paves the way for the land to be purchased for conservation by Lee County Conservation 20/20.”
Lee County’s 20/20 Conservation program made a bid for the land in 2011, but the offer was not accepted by the trust. The landowners had an asking price of $50 million.
Members of the organized group say the wetlands provide critical protection from storms and hurricanes, and would
increase flooding, destroy critical wildlife habitat, disrupt the hydrology and ecology degrading the natural character and appeal of Rotary Park, increase traffic congestion, and strain infrastructure.
“The main reason is that those wetlands and mangroves prevent storm surge and flooding into the neighborhoods,” he said. “And that costs taxpayers money. Only 34% of homeowners in Cape Coral have flood insurance. A lot of people, if they get flooded, have to pay out-of-pocket for repairs if they get flooded.
“If they put building on the (proposed 110 acres of development), and the road, that’s 110 less acres that are there to absorb flood waters and storm surge. That water has to go somewhere.”
District 2 City Councilmember Laurie Lehmann was present at the march, and told The Breeze she opposes the proposed development.
“I am not in favor of the development,” she told The Breeze. “It is a wetlands and should stay that way.”
The landowners will convey 54 acres of high quality natural resource property to the city in exchange for the 2.24-acre roadway connection to Rose Garden.
“It’s audacious for the landowner to even recommend that the city swap park property for wetlands — land that has no financial value, but immense ecological value,” Bonasia said. “They’re pushing this swap solely to increase the value of the land by many times over, to a staggering $50 million. They are doing this so they can sell it to the highest bidder or to a conservation organization at a premium cost.”
Annette Barbaccia of Miloff Aubuchon Realty Group, has represented the owners since 2017 when they first approached her with the idea they wanted to sell. The property has been owned by the current
landowners since the 1950s, and at that time, the family did have development rights until the ‘90s when the city rezoned it to preservation.
Barbaccia said there has been a lot of “misinformation” spread. Environmental consultants were brought in to examine the property, and identified a section in the middle of the 350-acre site that contained many exotics and could be developed. She points out only one-third of the property will be marked for development, while the remainder will be preserved.
“The family took it to heart and hired a range of professionals and environmental consultants...they really got a number of people involved to help them understand the property,” Barbaccia said, adding there is nothing in the proposal that will see the removal of mangroves.
“What people see as the wetlands and mangroves today, will continue to be that,” Barbaccia said. “What the focus is, is there’s an area in the middle that has historically been an upland area. And today, that’s largely what it is with some areas of invasive species.
“The proposal also includes a way for the public to get to the property, and get to the river.”
A future developer would have to obtain approvals from the DEP and Army Corps of Engineers for any design and development of the property, as well as conduct other studies when it comes to flood impacts.
“The notion was to be as least intrusive as possible,” Barbaccia said. “And to build a nice waterfront community similar to Tarpon Point and Cape Harbour.”
Barbaccia said the landowners have consulted with engineering experts, and that if anything, the development could improve potential flooding to homes in the vicinity.
“There’s nothing about the proposal that would increase flooding or prevent surrounding communities from being protected,” Barbaccia said.
The current plans are a template, as the owners are not developers. Working with city staff, the owners came up with restrictions that will be written into the deed, such as limiting the number of units per acre permitted in an MX District.
“If there’s a developer in the future, they will have to go to the city for the (planned unit development),” Barbaccia said. “There’s still discretionary actions where the community can weigh in and say ‘we don’t like this,’ or ‘we like that.’ This is a template where we limit the footprint so that we protect the natural resources and we limit the density and intensity of development.”
The estimated annual property tax revenues at completion is $18,720,239.
Bonasia said the “big thing” to understand is that the Zemel Trust is not the developer.
“They want to sell the land,” he said. “In terms of their engineering study and research, they’re going just so far so that they can present this to get the land use change.
“Would it pass muster with the Army Corps of Engineers, the DEP, and so forth?” Bonasia said. “All of that is being pushed down the road. At this point, we feel that the main reason they’re doing this is to increase the value of the land. Say the council voted to say yes to the land use and were given park property to run the road through, now, if they get an assessment on the land, it’s worth much more.”
The next step regarding the rezoning of the land could take place during April’s city Planning and Zoning meeting.

The boys team may not have sent the quantity to regionals, sending eight, but they certainly sent quality. The Red Knights only lost one wrestler on Friday in the preliminary rounds and one more on
Saturday.
The result was a second-place team finish with 142.5 points, which was a halfpoint better than third-place Braden River. Host Charlotte easily won the regional title with 207.
“It came down to Seth’s match. His win got us the points needed to finish second and get that trophy,” Fellows said.

The Herons Glen Recreation District will hold the election of two (2) members of its Board of Supervisors on March 25, 2025, at the Herons Glen Country Club, Administration Office, 2250 Herons Glen Boulevard, North Fort Myers, Lee County, Florida between the hours of 11:00 a.m. and 4:00 p.m., for a term of three (3) years commencing April 1, 2025. The election is non-partisan.
The Board of Supervisors is comprised of five (5) residents of the Herons Glen Recreation District, elected at large by owners in the District.
