Welcome to the latest edition of Transforming Breckland flowers blooming under the Norfolk sunshine, Breckland W ith Council continues to offer support to help local residents and businesses recover from the Covid-19 pandemic.

The last year has been an immense challenge for all of us and our top priorities throughout have been to protect the lives and livelihoods of our residents. This has included releasing grants, food parcels and making welfare calls to some of our most vulnerable residents (p14).

The seeds of recovery are starting to show as lockdown eases. Our market towns are reopening for shopping and leisure and we continue to offer support to help businesses to ‘Spring Back’ and thrive (p8–9).

The pandemic has undoubtedly tested our resilience, however it has also brought out the very best in our communities and created new opportunities to review how we do things. This includes offering online video appointments for the very first time, making it as easy as possible for you to speak to our staff (p3).

As well as responding to the pandemic, we have also worked hard to further enhance the services we provide. We recently launched a new and improved household waste and recycling collection service. Working with council partners in west and north Norfolk, we jointly commissioned the new contract to be as efficient as possible and enable us to share resources such as vehicles and staffing. The new service includes a fleet of brand new collection trucks. It also means we can offer a cost effective and flexible commercial waste collection service to local businesses (p6).

We’ve also set a balanced budget for 2021/22, which will not only protect frontline services but see further investment made in several key areas (p4–5). This includes investing in projects which help our towns and surrounding villages to thrive, ring-fencing money to help vulnerable residents, supporting our businesses to spring back from coronavirus, and expanding council teams focused on tackling fly tipping (p10), climate change (p7), and animal welfare.

Meanwhile, our Inspiring Communities programme (p15) has now seen more than £1m committed to support local projects which are focused on helping vulnerable people.

This includes those at risk from county lines drug and people trafficking, social isolation, loneliness, and supporting people who have experienced domestic abuse or declining mental health. Our Silver Social scheme, which is part of the programme, has thrived in the last 12 months, bringing residents together online during lockdown with a wide variety of arts and crafts events.

Video appointments now available Residents can now contact Breckland Council via video call, as the council expands its customer services offering. It is one of the ways we are using digital solutions to help make it as easy as possible for you to access services and keep in touch.

It means you can have a virtual face-to-face meeting with our customer service officers from the comfort of your own home to discuss Council Tax questions, housing support or other service enquiries.

Our team are on hand between 9am-5pm every weekday to answer questions, plus we are offering pre-booked evening appointments if needed. Investing in Breckland Council has set a balanced budget for 2021/22, which will not only protect frontline services but see further investment made in several key areas.

This includes investing in projects which help our towns and surrounding villages to thrive, ring-fencing money to help vulnerable residents, supporting our businesses to spring back from coronavirus, and expanding council teams focused on tackling flytipping, climate change, and animal welfare.

District council tax for a Band D home is just £98.73 for a whole year of services, though around 75% of Breckland residents live in Bands A-C so will pay even less than this. On average, households receive services from us worth around £775.

We can afford this high level of service as we also receive income from our commercial investments, government grants, and business rates, helping ensure your district council tax is among the lowest in the country.

Enhanced waste service now live We have launched an enhanced household waste and recycling collection service. Working with the Borough Council of King’s Lynn and West Norfolk and North Norfolk District Council, Breckland Council jointly commissioned Serco to deliver the new contract across our three council areas.

By working together we secured the best price for the service, while vehicles, staff and other assets can be shared to help save money and be as efficient as possible.

The new-look service includes a brandnew fleet of bin collection trucks and other vehicles rolled out, including reduced emissions and hybrid vehicles. However, your bin collection day isn’t changing.

During the first year of the contract, investment will be made into a shared IT system, so real-time service information will be available to residents and allow you to book additional services online, such as garden waste collections, quickly and at a time that suits you.

Sustainable Swaffham

Our new Sustainable Swaffham initiative will make the town one of Norfolk’s most environmentally- friendly locations and the easiest place to charge an electric vehicle in the county.

We’ll be installing four new electric vehicle (EV) chargers in our council-owned public car parks, providing more EV chargers per square metre and per head of population than any other part of the county. Providing more electric charging points will help future-proof Swaffham and attract more visitors and tourists to our town.

Under the scheme, we’ve also already provided local independent shops with reusable bags they can give their customers and are now looking at options to encourage sustainable transport and to make the high street greener.

Carbon Neutral By 2035 Breckland Council has pledged to be carbon neutral by 2035. This commitment is part of our inaugural Sustainability Strategy, which was recently adopted and outlines how we will tackle climate change.

We’ve ring-fenced an additional £0.5m, on top of the £2m we already spend annually, to deliver a range of ‘green’ schemes. This includes £100k for a community grants scheme to support grassroot environmental projects, £100k for tree planting and similar schemes, and £200k to make our buildings more efficient. We’ve also switched to a green energy tariff for our buildings.

We’re also using our powers to compel others to be more environmentally-friendly, for example prosecuting fly tippers and encouraging housing developers to build more sustainable homes.

Breckland Council has launched a Covid Safe Scheme, which recognises businesses in the district which have put in place measures and working practices to help protect their staff and customers from coronavirus.

We’ve been inspecting Breckland businesses to assess their anti-covid measures, including the provision of protective equipment such as screens and masks, hand sanitiser for staff and customers, and opportunities to maintain social distancing.

Businesses which have been assessed and given accreditation are listed on our website and given a sticker, for prominent display in their window, so you know that you can shop there safely and with confidence. Helping business spring back from coronavirus Throughout the pandemic, Breckland Council’s top priorities have been to protect the lives and livelihoods of its residents.

Future Breckland

Thriving People & Places Work is now underway to develop an ambitious shared plan which will help secure the success of Breckland’s economy for years to come.

A recent national report has shown Breckland Council has issued more Fixed Penalty Notices (FPNs) than any other district council in Norfolk. It also showed we’ve seen a reduction of 29% in reported fly tipping incidents.

We have launched ‘Future Breckland: Thriving People & Places’, a new initiative which will create a blueprint for the future of the district with a focus on each of its five market towns and their unique strengths. It will put the district and its towns in a leading position for securing substantial new investment, and help coordinate and join up future activity.

Enhanced housing support launched Residents in need of housing-related advice and support will soon be able to access a more personalised service from Breckland Council.

Our Housing team will now offer more face-to-face advice from a dedicated case worker, ensuring consistent support from an officer that understands your specific circumstances and needs.

We are also encouraging residents to contact our Housing Team as early as possible, rather than waiting until a crisis occurs. We are also launching a brand-new website which will make it easier for residents on the housing register to view and bid for available properties.

If you are already on our Housing Register, we’ll be writing to you to talk you through the changes in more detail.

Fined £1000 £12,500 awarded to Thetford Foodbank A Breckland foodbank which has supported thousands of vulnerable people has been awarded £12,500 by Breckland Council to help the group purchase a new and permanent home.

Thetford Foodbank will now be able to move into a new warehouse and office space, where it aims to provide even more support to those in need, as well as financial advice.

The programme has been planned for some time but will be delivered to complement Breckland’s Covid-19 recovery plans, seizing the opportunity to define the future of the Breckland economy, as the way we live and

work could be significantly altered by the experience of the pandemic. How people relate to their local town, and what they require from it, is a major question being asked nationally – and Breckland is looking to be at the forefront of future thinking. The programme is being supported by Hatch, an international market leader in economic development and urban regeneration.

The team will be engaging with residents, key local groups and partners operating in Breckland to identify challenges, align aspirations and agree priorities.

Thetford Riverside welcomes two new restaurants!

Visitors to the Thetford Riverside leisure complex will soon be able to enjoy a fresh taste of Italy, as not one but two new restaurants prepare to open.

The Riverside complex, which is owned and managed by Breckland Council, will see Dough and Co serve up freshly baked pizzas from its wood-fire ovens.

Meanwhile, another restaurant, Burger Amour, will offer delicious gourmet burgers from its grill. The restaurants are owned by Chris Sharman, who gained experience working as a chef in Michelin Star restaurants and worked for celebrity chef Marco Pierre White.

Chris Sharman, Chief Executive of Dough and Co, said: “Our ethos is to do it well but keep it simple and I can’t wait to share that with people in Thetford. We source our pizza ingredients direct from Italy and our burgers are all grilled to order, so we can offer an authentic taste in a really relaxed atmosphere.”

£1.8m emergency accommodation site takes shape Refurbishment works are currently underway to turn a former day unit into a new temporary accommodation facility.

A performance area, grassed spaces, and seating is being installed to transform the currently-disused land on Wright’s Walk. It will support outdoor community events, boost foot-fall in the town centre, and encourage people to shop locally.

Breckland Council is investing £1.8m in the project, which will see the building on Elm Road, in Thetford, house up to 35 people, including families, couples and single adults, in need of a place to stay while permanent accommodation is found.

The project, which is led by aboutDereham and supported by Breckland Council, Dencora and the neighbouring Baptist Church, is expected to be complete by the end of the year.

In addition to supporting them with their temporary housing needs, we will be working with partners to provide other forms of support, such as help finding a job, accessing healthcare and more.

The construction work, led by Cocksedge Builders, is expected to be completed by the end of the year.

Investments keeping your tax low We currently own around 240 properties

One of the reasons we can keep district council tax in Breckland among the very lowest in the country is because we have invested our capital funding in owning a range of commercial properties, including offices and warehouses.

We receive income from renting these buildings out, which is money we can then spend on delivering services to you. If we didn’t have our property portfolio income we estimate the budget shortfall would add an average of around £49 to everybody’s annual bills! That’s why we’ll continue to maintain our investments and generate our own income.

The recent ‘Let’s Talk About Thetford’ consultation, aimed at positively redefining and shaping the experience and enjoyment of the town for visitors, local residents and businesses alike, has reported fantastic and very passionate feedback for their online survey and stakeholder meetings.

Not only has engagement been high from within the local community and stakeholders in the town, but also from across Breckland and tourists visiting this historic market town.

The Project team are now busy drawing together contributions which will be shared and developed further with local residents and businesses. The project will be used to help Thetford develop and establish itself as a place to live, invest, work, do business, study, and visit.

Our 2021/22 ‘Inspiring Communities’ funding programme is offering grants worth up to £5,000 per application. Last year, the council released over £91,000 in grant funding to support a wide range of schemes that made a real impact at a local level.

The Silver Social, funded by our Inspiring Communities programme, has been helping residents be creative and stay connected with the re-imagined programme.

Previous projects which received financial support include the Athena Education group for financial workshops to support Thetford families, The Benjamin Foundation to help deliver essential youth work in Watton, and the Steps Programme to support and mentor Sixth Form students in Dereham.

Meeting virtually since July 2020, via Zoom, participants have tried their hand at painting, Indian dance, modern calligraphy, poetry, singing, needle felting and more.
