We are dedicating a big chunk of our editorial pages in this issue to our coming national elections. From every perspective the October event is a monumental task. The numbers and facts are mind boggling: $5 billion being spent by the candidates; 100 million voters; 35,000 candidates; close to 1700 posts being disputed.

The exercise of democracy can be scary and encumbering. Nobody is complaining though. It's touching to see how resilient to adversity are the Brazilian people, how ready to catch the new train for a better future, how eager to restart from behind where corruption and greediness have left most of the population. In this issue we look at the polls, at the main presidential candidates' platforms, at the political TV shows, at the spin doctors and handlers behind the candidates. Do you know there are

a dozen Indians also disputing a legislative post? We even have the lyrics for the presidential hopefuls' radio and TV jingles. Not only Brazilians in Brazil will be voting. Here in the US and all over the world they will also have a chance to cast their ballots. We hope this special edition will help voters or not, Brazilians or not, understand the growing pains of a child democracy and then root with us. May the best win. See you at the polls. R.M.

Panties, those minuscule pieces of the female wardrobe, have been mostly the territory of lingerie manufacturers and fetishists until now. From Recife (capital of Pernambuco) comes the news that panties might soon be sold by prescription. Recently presented at the Recife's Domestic Utilities Fair (UD), the unorthodox new panty contains
six little magnets glued to its front "on strategic points" and comes with the promise of alleviating colic, pre-menstrual tension and even increasing the sexual desire of the woman. The product is the brainchild of Mario hidgaki, who explains, "The magnets stimulate the blood flOw, improving the organism's functioning,"
Rape without rapist Lourival Rodrigues dos Santos, 34, has been the laughing stock of a police station in Brasilia since he showed up there one morning, complaining about a "ghost" who rapedl his wife while he himself was in bed. Maria do Socorro dos Santos said that she went through the preliminaries and all the motions of the sex act before noticing that she had been penetrated by a man who wasn't her husband but had slipped in bed with them taking advantage of the darkness and the deep sleep of the couple. The Santos couple who live in a shantytown in the Federal District had had a powerful feijoada as dinner. If you have ever eaten .kijoada, the Brazilian typical dish, with its accompaniment of beer and caipirinha (margarita-like aperitif) you know the power that this combination has to knock you down beyond unconscience and you will also be prepared to believe the above story. It ends with Maria Socorro screaming, "Lour°, Louro" (Blonde), the husband's nickname, while a "ghost" disappears in the dark. She explained later, "I only noticed that the man over me wasn't my husband when I stroked his head and felt the straight hair. My husband has curly hair. It was too dark." As for Lourival he says that normally he is very jealous of the wife but that in this case, "what can you possibly do?"

Brazil has almost 224,000 official cases at the ailment with 60,000 more suspected. Only India has inure lepers. While ill other countries the problem has disappeared or is decreasing, in Brazil the new cases are soaring. The World Health Organization intends to eradicate the disease all over the world by the year 2000. In Brazil, this goal will mint be reached before 2008.

The script would be based on Ovelhas e seus Algozes (Sheeps and Their Executioners), -a book written by Carioca' (from Rio) socialite Yvone Bezerra de Mello, a woman who has dedicated herself to street children. Possible stars: American Glenn -Close, Irish Daniel Day-Lewis, and Spanish Antonio Banderas. "If I don't get it, nobody will!" With this war cry, Maria Lucia do Amaral started to pour two gallons of boiling water over the penis of her husband Juarez Rodrigues Pereira, 43, who was sleeping naked in the couple's bed. He would die five days later in the hospital She can get 30 years in jail. It was the tragic end of a story that had started 20 years ago, when Maria Liicia, a teacher from a rich family, fell in love with a firefighter ten years younger than her. They married, had two children and went to live in Santo Antonio de Padua, a little town in the state of Rio. It was last year that Maria Lucia found out that the husband had a lover. She got a gun and created a major scandal in the, town of 40,000 residents. Juarez escaped by hiding under the bed of a neighbor. After the wife burned all his clothes and tried to set his car on fire, Juarez moved into the office where he worked. He finally went back home after listening to appeals from Maria Lucia and the children. Juarez never left Solange Moreira, his employee, lover and the cause of his tribulations. After the attack, Maria Lficia cut the phone line, locked the house and disappeared alone in her blue Volkswagen beetle. Culture

than 37% of the voters from the so-called C-class (the A class comprises the richest Brazilians, the E the poorest) and almost 29% of the D and E classes. Another proof of the changing tide is the recent remark by soccer super-hero Romario, who without indicating who will get his vote, announced, "In 1989 I voted for Lula and I don't regret it. But now times are different." Lula was quick to attribute his fall to the backing Cardoso has received from the state machine. Commenting on the FHC's meetings with government high officials, the PT candidate said, "Can't he see that he isn't a minister anymore?" It's no secret that Cardoso is the favored candidate of president Itamar Franco, in whose government he was Finance Minister until he left to run for the presidency. The harmony between the two men has been so substantial that Cardoso has declared his intention to maintain the present Finance Minister Rubens Ricapero in his administration. In a Lula administration, Aloizio Mercadante would probably be Finance Minister. He is the economist Lula most trusts. But he has also been chosen as vice-president and could ultimately assume both posts. As part of the war of nerves among candidates, Cardoso, very condescending, commented on Mercadante in a recent interview, "He's a good guy and he just needs to study a little more. If he had studied he wouldn't have erred so often when talking about the real. If he 10
had studied he wouldn't have made as many mistakes with the economy as he has." Otherwise, Cardoso has been careful to avoid personal attacks against his opponents. He didn't like, for instance, the comment by actress Ruth Escobar that the option in this election was to vote in JeanPaul Sartre (the late French philosopher, a reference to Cardoso) or a plumber (Lula). "I'm not criticizing Lula in personal terms," he said. ,:"What I'm saying is that the PT has lost its direction and, doesn't know what to do." Many of the PT and P$1113 candidates have a common origin. Several of thair jdots. and programs are interchangeable. Their fight* seems more like a family feud. But for this election eh has created an information network to spy on the otheriide. The PT, more organized, has its Information Analysis Office, a sort of campaign CIA in charge of infiltrattng the enemy camp. Jorge Almeida, a physician, is the diOctor of the department. He confides, In some places we*ve:np to four different informers and none of them knoivs About about the existence of the others." The PSDW denies 'having anything similar but admits that it has teen collecting information on Lula's weak points. For his second trY at the presidency (he lost to Collor in 1989 in the second round), the PT candidate has made cosmetic and some substantive alterations. He gained a few pounds and lost some of the more leftist make-up. He made friends all over the world during 20 trips overseas, and spent three months in a caravan through Brazil's hinterland visiting 550 towns in each one of the Brazilian states. Taking a much more pragmatic stance than in the last election, Lula has decided to back PMDB, PDT and PSDB candidates, respectively, in Paraiba, Mato Grosso and Santa Catarina states. They are all antagonist parties. He does not exaggerate when he says, "I doubt there's anybody who knows Brazilians problems better than I do." CONTROVERSIAL POINTS - In a 200-page report released at the end'OfJtaly, the PT presented its platform. The priorities are the fight against crime, unemployment and hunger, as well as investment in education, health, housing and infra-structure. Several additional and more polemic ideas have been disputed by some of its backers, among them allowing marriage among homosexuals and legalizing abortion. Some were also worried about a pledge that the privatization program would be stopped and reviewed. The PT defends a moratorium on Brazil's foreign debt. The course of the campaign has shown that the fantastic growth of Lula's popularity is closely linked with the immobilization of the about 10 other candidates. In August, when the outlook started to dim, the PT had to develop a new strategy. Both candidates had to change their running mates after accusations of corruption. But the PT seemed to relish the fact that the new vice-president for the enemy camp was Marco Maciel, a man who had lived all his life in the shadow of power, be it military or civilian. This is helping the PT to present Cardoso as the candidate of the elite, linked to the conservative sectors. On the other hand, Lula is being presented. as one of those excluded from high society. His biography constantly emphasizes his humble beginnings in the Northeast, his job as metalworker and his bouts with unemployment. Lula, who has very little formal education, never studied past 6th grade. The PT candidate has a so-called Plano dos Cem Dias (One Hundred Day Plan) containing a series of measures to be taken immediately after the inauguration. They include the dismantling of such ministries as Social Well-Being and Regional Development. When his mandate ends in four
years (without possibility of reelection), he should be able to fulfill some promises, such as creating eight million new jobs (FHC has presented his own plan to create 12 million jobs), ending hunger and finding homes for 800,000 families or 4 million people. This plan is so ambitious that even the leader from the national Landless Movement has had a hard time believing in it. "If Lula does that, he will be responsible for the biggest agrarian reform in the , West," said Joao Pedro Stedilli, a coordinator for the Movement. To demonstrate how Herculean are the tasks before any new president and how empty some promises seem to be, the statistics reveal that 2 million jobs were lost during Collor's presidency. Since his impeachment in 1993, only 170,000 new jobs have been created. And since Brazil would have to add 1.5 million jobs every year just to keep up with the population's growth, the' country has accumulated in the last four years a deficit of more than 5 million job positions. Also part of the PT's strategy is the creation of an Anti-Rumor Headquane rs in Sao Paulo. The purpose of this office is to prevent rumors from going unchecked and uncontested. The country is full of them right now. In the state of Macapa, for example, there was talk that Lula would unify all the religious sects in his administration. Another widespread and ' damaging rumor is that Lula intends to eliminate thereal, the new currency - an FHC creation - which is enjoying great popular acceptance. Gilberto Carvalho, the party's general secretary and the man responsible for the anti-rumor office, has experienced firsthand how damaging such news can be. He has been cut in downtown Sao Paulo in heavy traffic by a taxi-driver who saw his pro-Lula bumper sticker and screamed at him, "You, trai-

I loved the trees and the beaches, but most of all I loved the people. They have such a zest for life. Even though they don't have a lot of money, fame of fortune they have their family and friends and that is the true key to life, not the almighty dollar! That's what's lacking in this country. Who's being elected 1 president (4 years) 27 state governors (4 years) 54 senators (8 years) 513 representatives (4 years) 1059 assembly members (4 years)
Superelection or superheadache? This presidential election might turn into an organizational nightmare. There are too many choices and the chances for fraud are real and alarming. ELMA L1A NASCIMENTO
How to vote 1.The voter arrives at the precinct, goes to the first table, turns in identification and receives a blank ballot. 2. He goes inside the white booth where he must write the name. party or number of representative and assembly member. 3. He places the ballot inside the single ballot box. 4. He goes to a second table where he receives a yellow ballot. 5. The voter goes to a yellow booth and marks an X for president, governor and senator. 6. He goes back to the ballot box and inserts the yellow ballot. 7. He returns to the first table to get his document back. 8. The citizen leaves the precinct. 14
The elections to be held from 8 AM to 5 PM on October 3 in Brazil are historical in many respects. Never before have so many Brazilian voters been asked to choose among so many candidates for so many elective posts. There are more than 100 million voters (from a population of 160 million) who have not only the duty but also the obligation to go to the polls and select from 35,000 candidates those who will fill 1,654 elective positions. The choices start at the top with the president (together with his running mate) and go down to governor of all 27 states, senators, House representatives and state assembly members. The vote is compulsory for Brazilians between 18 and 70. but optional to those who are illiterate, those older than 70 and those ages 16 and 17. The senate is formed by three senators from each state who are elected for a period of eight years. Every four years there is a renewal of 1/3 or 2/3 of the senate, alternately. The House of Representatives (Camara dos Deputados) is formed by legislators elected according to the proportional system. No state can have less than eight depittado.s' or more than 70. While the state of Roraima has eight representatives for 101,000 voters, Sao Paulo with 19.8 million voters has 70 representatives. Each one represents an electorate of 282,000. Last time Brazil had an eleicao casada (coupled election) it was in 1950. All the same posts were being disputed simultaneously, with the difference that the country then had 20 states. 52.6 million people and 11.4 million voters. Getnlio Vargas from PTB (Brazilian Working Party) was at that time elected president with 3,849,040 votes while his running mate from PSP (Progressive Social Party), Cara Filho, received 2,520,790 votes. (Now the vicepresident hopeful is just an appendage of the presidential candidate.) Abstentionism was at 27.94%.
This monstrous civic endeavor is not viewed by many as the best way to stage an election. Some argue that the profusion of names in the same balloting will only confuse voters and increase the number of blank and annulled votes. In the first round on October 3 (the president and governor can be elected on the first round only if they receive an absolute majority of the valid votes), the voter will get two different ballots. In 1950, the trash collectors had an inordinate amount of paper to haul to the dump soon after the election. There was no unified ballot and the voter had to put in the envelope a series of papers, each containing the name of a candidate for a different post. The counting of ballots was extremely slow due to the number of posts being disputed. In Sao Paulo and Rio Grande do Sul, the two states most agile at counting the votes, the process took 31 days. This year the TSE (Superior Electoral Tribunal) decided that vote counting will not start until October 4 at 8 AM. This is intended to prevent people from being influenced by instant polls. The whole process of counting should take 10 days. For this election, the voter will make an X on the first ballot in the small square next to the name of the candidate for president, governor and senator. To choose the House representative and the State assembly members. the voter will have to write the name of the candidate or of his party or the candidate's number on the second ballot. The second round, if necessary, will take place on November 15, and the new president and governors will be inaugurated on New Year's Day 1995. The Southeast has 45.5% of the country's voters and historically has been the region that decides the elections. Curiously, all of the main presidential candidates are also from that area. Even though Lula was born in the Northeast — second largest voter group. with 26.5% of the votes — he has made his political career in Sao Paulo. Front-runner Fernando Henrique Cardoso is also from Sao Paulo. With only 16% of the voters, the South usually votes for candidates from that area. With 6% of the electorate each, the Mid-West and North voters usually follow instructions of local politicians to choose a candidate. There are 4.973 municipalities in Brazil. but more than half the population is concentrated in 250 cities. In his victorious campaign in 1989, imNEWS from BRAZIL - SEPTEMBER 1994
peached president Fernando Collor de Mello visited almost all of these cities, not once but twice. About 40% of all voters live in the 92 Brazilian cities with populations of more than 100,000. Because the elections are so complicated this year, the TSE is worried about the prospect of generalized fraud. The main concern is the so-calledvoto-formiguinha (little ant vote) in which the defrauder deposits a blank paper in the ballotbox, takes an initialed ballot out of the precinct, gives it to someone outside already filled in, and keeps getting new empty ballots. The TSE would also like to avoid the huge lines that plagued last year plebiscite that chose the form of government. On that occasion. very crowded precincts had to delay elections until 10 PM — and that was a very simple decision. The electoral authorities believe that each voter will take an average of two minutes to fill in their two ballots. Even that may be a very optimistic prediction. In a study called Elections 94 - Background, Profiles and Forces, the political consulting firm GT Marketing e Comunicacao offered an x-ray of the Brazilian voter. According to Gaudencio Torquato, owner of the firm, the electoral war will be decided by six classes of voters: the discontent (25%), a member of the middle class who hates politicians; the "inorganic" (25%), a voter without any ideological coherence who can be seduced by charismatic candidates; the "clientelist" (20%), who can exchange his or her vote for a job or a little gift; the radical or leftist (15%), who is ideologically motivated: the conservative (10%), who is very nationalistic and resists change; and the religious (5%), who follow the advice of their ministers and vicars when casting their • ballots. NEWS from BRAZIL - SEPTEMBER 1994
How to make a president Being a millionaire would help a lot. Brazil will spend on its presidential campaign more than what Bill Clinton and George Bush combined spent in the last American presidential election. ALESSANDRA DALEVI The total investment of Brazilian companies to promote themselves during the just-finished Soccer World Cup in the US was $400 million. Last year the tOtal of all of advertising in Brazil came to $2.9 billion, according to the Promotional Marketing Association. This is peanuts, however, compared to what the 35,000 candidates in the October election are spending to guarantee an elective post. These public office seekers intend to lay out more than 12 times the money invested during the Cup. Yes, about $5 billion (money enough to build 800,000 public housing units), which means an average of $140,000 for every public job hopeful. And what does this money buy? Not only the traditional posters, souvenirs and santinhos (flyers with the candidate's image, but originally little cards with images of saints printed on them), but also some pretty sophisticated productS, such as the "mega-rally ," an interactive satellite TV hookup that allows candidates to talk simultaneously with people gathered in up to 20 cities across the country. A minimum budget for a presidential campaign today is $40 million. Add some fancy surveys, some extended trips and the bill can easily reach $100 million. To become a governor in a larger state, the candidate has to spend more than $30 million., With $8 million you might become a senator. For less ambitious office seekers there are posts at the House of Representatives for about $300,000 and a seat on a state assembly for around $200,000. Some of the costs incurred by candidates: $6

Every day Brazilian TV interrupts its programming from 7:00 to 8:00 in the morning and from 8.30 to 9.30 at night to broadcast political campaign messages. During these two hours all we see and hear is political haranguing. Surprise. About 40 million people don't turn off their TVs. Welcome to free political propaganda, Brazilian style. •
The ditties To avoid the monotony of long speeches, the candidates are making generous use of their jingles on radio and TV. Below are the lyrics of some of the songs Brazilians are being serenaded, awakened and lulled to sleep with. Lula's Lula-la refrain was a big hit in 1989, now it's part of a new jingle. Brizola opted for a patriotic sambinha. Less adventurous, Quercia only rearranged the lyrics of a song that has been following him for the last 20 years. The Carioca (native from Rio) humor has already nicknamed Cardoso's jingle as inelO do assalto (hold-up melody) in reference to the refrain, "Raise your hand, raise your hand." The song is a !with) and is sung by famous harmonica player Dominguinhos.

:were getting less than two MI flutes, With the withdrawal of some of the minor candidates, the time left had to be reapportioned. Brizola's handlers spent hours discussing how to adapt to the new format. They wanted crooner Beth Carvalho singing the candidate's jingle, but only her voice could be used. They also thought about reproducing a CIEP (Public Education Integrated Center), the most famous creation of Brizola during his tenure as Rio governor. Not allowed. "A truth you say in one - minute. I'll be able to tell two truths in every program," promised Brizola. The holder of the second ATT biggest chunk of time, Orestes Quercia, whose candidacy has been off track since the press reported on a . series of shady deals he has been involved in throught out his political cz- treer, decided to rely heavily on mapsi and graphics. "The new law hurts us because we are no t: able to show what Qudrcia has done as governor of Sao ". Paulo," grumbled Chico Santa Rita, the publicist. responsible for Quarcia's 'appearances on TV. On the other hand. Espiridiao Amin, the PPR Ca didatc, was very happy with the new limitations, vow--,,r: ing to flood the screen with what has turned into his trademark and the campaign's symbol: his own bald head. He has being repeating, "I'm a senator, and I was the governor of Santa Catarina and Florianopolis's (Santa Catarina's capital) mayor. The rebuilding of my, state after a devastating flood is an example of being competent and serious as an administrator:" Everybody seems to be doing the best with whatever they have. After complaining about - the new format* which, according to Lula, was imposed to prevent him from showing his successful rallies across the country, the PT candidate was happy he had less time to talk than Cardoso, his main rival. Paulo de Tarso da Cunha Santos, the 'man responsible for Lula's TV appearances, decided to use humor and utilize the time to show the flaws on Fl-IC's Plano Real and to appeal to ...,,., their supporters to go from house to house to get out thei vote. Cardoso guarantees that he has renounced any input!. into the program. "Here in the studio, I have no authority," he said. do whatever my sorcerers tell me to do." He began his segment by presenting himself as professor, sociologist and ex-minister, His program has been using a lot of photo collages. camera tricks and editing. (Even though prohibited by law, the TSE has. been looking the other way whenjhe, candidates use these ABEREBER-:resources.) Cardoso's sorcerers Seem to be doing a charm of a job. A survey by 0 Estado de sao Paulo showed that 34% of the viewers consider the PSDB candidate's segment the best. Only 14% prefer Lula's presentation. The experts also applaud the production shot in 35mm film instead of tape. Even Cunha Santos. Lula's handler, has commended the program, "It's very well done technically." No mystery there. Behind all this success is Nizan Guanaes. recipient of last year's Cannes Festival Grand Prix for a soft-drink campaign and the owner of DM-9, one of the most acclaimed advertising agencies in Sao Paulo. One highlight of the first show was the successive images of hands while Cardoso announced that he intended to govern -with Tancredo's hand and J usceli no' s goals". Presidential candidate Luis Inacio Lula da Silva hasn't been seen taking deep puffs of his cigar in public lately. Fernando Henriqne Cardoso, his opponent, doesn't seem to be enjoying a Northeast delicacy known as buchada de bode (goat's tripe) anymore. Have both of them suddenly been awakened to the health dangers of these behaviors? Hardly. Lula and Cardoso were answering to a higher call: the one from the survey institutes. According to the polls, the cigar smoking and chomping was giving former union leader Lula an unintended air of snobbishness and wealth. Former Sorbonne professor FHC, on the other hand, didn't look at all natural on his popularity-seeking excursions. Brazil is no third world in its politicking. Is there a crisis? You need the candidate's opinion? Not now. Wait .till the results of the daily field survey come in. The presidential candidates are seen every day on TV. And every day all over the country test groups get together to discuss and give their input on what the candidate has said and how well he has said it. The PSDB alone, Cardoso 's party, gathers at least •four of these groups to evaluate the 22
performance of its candidate daily. Brazilians are more used to the polls as a means of detecting changes in the political winds. Several institutions have been doing this job with first class accuracy. They include names such as Ibope, created in 1942, Gallup (1967), and Vox Populi (1984). Political research is just .a small part of their work, however. Ibope, for example, measures TV and radio audiences throughout, the year. These qompalms are frequently used to testjnew products with the population and ev n to help TV stations decide what directi n to give a novela (soap-opera) that is lipping in the ratings. As a result, they are very well equipped to be the conscience, the good manners' manual, and the inspiration of the candidates. Thanks to one group session, where voters pointed out that Lula's Workers' Party seemed too "disturbance-prone," the PT started to distance itself from one of its bases: the more radical union movements. It was also polling that persuaded Lula's backers to stop calling the just-introduced real a nightmare. The research groups showed that people were happy with the new currency and distrustful of those who bashed it. Now Lula says that Brazil has a "strong Currency and a weak salaiyT but that with him people will get "a s ong currency and a strong salCardoso has been slower in his =actions to front-page stbries since discovering that some of his comments went against the popular leaning. After having criticized then Lula's running mate Jose Paulo Bisol, he recanted, calling him "an honest man" when surveys showed that voters were not likely to abandon Lula because of accusations directed at his vice-president. Thanks also to the surveys, Fernando Henrique was the name adopted by Cardoso's publicists when referring to their candidate ("it sounds better, is more personal and mellower") rather than FHC, the initials used by the press when mentioning the candidate. Commenting on the surveys, Cardoso confided to a friend, "The polls say that people want a candidate who is calm` with a professorial air and not a populist. They don't want a candidate who rides adonkey." At the beginning of the campaign,
FHC tried to soften his elitist image by posing on a jegue's loin. He also provoked a little revolt among blacks by saying that he had some mulatto blood and one foot in the kitchen, implying that blacks were seen as servants. The so-called qualitative research also has a meaner streak to it. Through it the candidates have been testing some low blows to their opponents to be used if necessary. Ina study for Cardoso's camp, for instance, the lbope has asked survey participants questions such as: "Would the fact that Lula fights for the workers but never helps his own brother make you change your vote? Would knowing that Lula is surrounded by extremists convince you to change your vote?" Many other half-truths and lies have been used in these test groups. The discovery by daily newspaper Folha de Sao Paulo that the PSDB was engaging in these dirty tricks provoked a small scandal. The only difference, however, is that they were caught redhanded. Meanwhile the other candidates continue their work in anonymity. House representative Chico Vigilante (PT- Brasilia) denounced the incident before the TSE (Superior Electoral Tribunal) accusing Ibope of manipulating data to harm Lula. He also asked that all political surveys by Ibope be suspended during the current political season. "The Ibope is presenting a questionnaire that shows Lula as an extremist and a defender of marriage between homosexuals," he explained. •

October's national election will offer a chance for some under represented groups to have their voices heard. The Indians will be one of them. Tens of thousand of natives will be voting and almost one dozen Indians are running as candidates.

In Roraima, the state in the North of Brazil bordering Venezuela (created in 1988). more than 20% of the population of 220,000 is Indian. The region has been the stage for a series of bloody wars between garimpeiros (gold diggers) and Indians. mainly the Yanomami. Tired of fighting for their rights and seeing little result. ClOvis Ambrosio Wapixana, Enildo Andre Wapixana. and Euclides Pereira Macuxi, three natives who live in the state, have decided to put their names on the ballot in hopes that they will be able to pass legislation that will help their tribes. Macuxi, a member of the State Indigenous Council, belongs to the Workers' Party, and his priority, if elected as a state assemblyman. is to get an area known as Raposa /Serra do Sol. where more than 10,000 Macuxi and Wapixana Indians currently live, set aside for the Indians. "I chose the PT," he explains. "because this party is very responsive to the Indian cause in Roraima." It's not only in Roraima that the Indians are choosing the electoral road to try to solve their problems. In Brasilia, Amapa. Amazonas, and Mato Grosso do Sul. there are 10 Indian candidates to the House of Representatives and to the State Assemblies, sonic with very good chances of winning. All are affiliated with parties that have leftist leanings, all include in their platforms the demarcation of 520 Indian areas, which represents 10% of the national territory. One candidate, Mario Juruna, has already been a house representative — the only Indian ever to reach that position — after being elected in 1982 in the state of Rio on the coattails of PDT's (Working Democratic Party) governor Leonel Brizola. NEWS from BRAZIL- SEPTEMBER 1994
Oh say! can you see... On the eve of national elections, in the wake of a change in currency that seems to be slaying the inflation dragon and after a World Cup victory that has made Brazilians feel 100 feet tall, the country is being treated to a soap opera that exposes both the rotten and the promising sides of Brazil. It has been an exhilarating roller coaster. CARLOS RAVELO
It all starts in New York City where we meet a Brazilian couple and their 10-year-old son. With $40,000 saved after. eight years of hard work and sacrifices, Pedro, the husband, a limousine driver in Manhattan, is dying of saudade (longing) for Brazil and wants to go back to start a small business in Rio. The wife Ester, thinking about the future of their little boy. is against the idea: "To go back to a mess of a country where teachers cannot teach because they don't get a salary for months, and don't even have chalk?", she rebuffs the idea with indignation. Ester, who is now a clerk in a shop, used to be a teacher in Brazil. Patna Ahnha (Coun(ry of Aline), the latest prime-time sensation on Brazilian TV, is on the air. In a country where novelas (soap operas) are second only tofutebol in people's affection, director Gilberto Braga's latest production has captured the attention of Brazilians in every social class, from the favelados of Rocinha shantytown in Rio, to the well-to-do's in the Jardins's neighborhoods of trendy So Paulo. Braga's latest soap opera — he has written 13 before this one — explores many of the darker aspects of Brazilian existence, both at home and abroad: life in the favelas and the abuse and impunity of a corrupt political and police system; the arrogance and power-hunger of the landed gently; and the difficulties in which many Brazilian immigrants find themselves here in the US. The novela, without any easy or clear-cut Manichaeism, asks and tries to answer the questions: Is Brazil worthwhile? Or is the maxim from the dictatorship era still valid - the last one to leave the country, turn off the lights at the airport?" Rede Globo has outdone itself this time around. The giant TV network is the world's fourth largest TV and communications complex, and the number one exporter NEWS from BRAZIL - SEPTEMBER 1994

A whole $30.000 faveia (shant) tow n) was erected near a construction project in Jacarepagua in the outskirts of Ri0.110,..laneiro. Through a special computerized process, the portions filmed in Globo's studio favela are inserted into previously taped shots of the real favela of Rocinha, thus producing a vivid true-to-life effect. And similar to how real life is in Rio. the fakefave/a is placed, interestingly enough, next to a fake $180,000 Gamier Palace Hotel, an imitation of the real life Copacabana Palace. Ttiping is done using digital equipment, which produces a higher quality image. With the cost of etickchtipter going at an average of about $40.000. 1 — 0 Exterminador colocou a automatica num coldre especial nas costas, logo acima da regiao glinea. Isto talvez ajude voce. E so." (BBB: especialistas em incendios e saques, sigla derivada do grito dos terroristas negroamericanos do seculo XX, burn, baby, burn.) 0 Exterminador olhou a impassivel cara ennigada do Cacique. Depois, retirou-se em silencio. 2 — Pelo vidro inquebrilvel, o G.G. verificou que quern estava na ante-sala era a sua secretaria, D. foreign language is a major social and business asset which brings new life to travel, entergainment, and relationships. The technique of accelerated learning, as used by these foreign language courses, allows anyone to comfortably converse in a new language within 30 days. Accelerated learning, developed by famed learning expert Dr. Georgi Lozanov, is based on involving both hemispheres of the brain in the education process. The analytical (or logical) left side of the brain, when properly activated with the musical (or artistic) right side, both increases the speed and heightens the retention of learning. Using these untapped mental capacities of your learning ability is the basis of these unique, highly effective courses. "American Managers with Language Skins Open More Doors"
in modem scientific language instruction. Best Value! With a total of 30 cassettes plus study materials and triple bonus!*— this program represents the best value available today in language instruction. Compared to other programs, the Accelerated Learning Series outperforms them all with twice the audio and 20 times the study material. To correctly converse in a foreign language, you must understand the meanings and intent of the native speaker. If, after 30 days of listening to these study and memory tapes, you are not comfortably understanding and conversing in your new language,
return them for a fidl refund. *Triple Bonus!! ...Order your beginning course now and you'll also receive each of the following in the language you choose: • Two 90-minute Vocabulary Tapes • The Random House Foreign Language Dictionary
• AT&T's unique "Point-Talk Translator"-allows you to communicate in that language by simply pointing at the word in English. Toll-Free, 24-hours: VISA • M/C • AMEX:
-Wall Street journal Editorial
You will team your new language as stresslessly as a child does, by hearing new vocabulary and phrases in alternately loud, whispered, and emphatic intonations, all accompanied by slow rhythmic music in digital stereo. This perfect combination of music and words allow the two halves of the brain to work together to dramatically facilitate your assimilation of the new language. The memory tapes of this 30-tape package help activate the learning capacities of the brain. The study tapes are the same proven tapes used by the Foreign Service Institute to train its career diplomats. This merging of two concepts gives you two courses in one, and provides the best of both worlds

A conversation with MiltonNascimento takes one through the same emotional rites of passage as an audience with one of his best albums. It begins with a jolt of warmth, a calm accessibility. Just as one is immediately moved by the first notes of a Nascimento melody, one is at once moved by his presence. The greeting is warm, marked by quiet laughter, a rich voice, and wit. His latest album is Angelus, and if you listen carefully, you can hear Milton's life unfold. The story behind its creation is as much a miniature of Milton's life as the music itself, involving all the strange coincidence and wonderful surprise that seems to form the fabric of Milton's existence. The theme in life, as in his music, is magic. "It wasn't at all planned to do what it ended up doing," he says of the recording. "It all started with one piece that I composed ("Seis horas da tarde"), inspired by a time of day — six o'clock in the evening. My home town used to go up this hill evety afternoon at six o'clock, and we used to watch the sun set and the lights go on in the neighboring towns. especially one town the won't say which.] We used to do this CV cry afternoon. And at the same time, the neighboring Churches used to play the Ave Maria and the bells would ring. didn't know it at the time, but! later found out that six o'clock in the evening is a very special time of day — that it touches people emotionally and makes them act in a different way. Scientifically, there are many different explanations for NEWS from BRAZIL - SEPTEMBER 1994
PROFILE
A rare event. Milton Nascimento visited the City of Angels and spoke with eager interviewers about his most recent album, Angelus. What he revealed was the magic we always knew was his. FRANCINE ALEXANDER
this, and in many religions things happen at six o'clock in the evening. For example, one says that God goes for a walk in Paradise at this time of day. I think. it's to relax from the human beings that give him so much trouble. Another says that at this time the angel Gabriel went to Virgin Mary to tell her that she was going to be the mother of Jesus. So it's a very special time." As words and ideas begin to flow, it becomes clear that ordinary things occupy a curious place in the mind and imagination of Milton Nascimento. that they must inevitably become more than commonplace. An ordinary time of day. such as six o'clock, will turn out to have a deeper meaning because Milton has been drawn to it. As if to confirm this idea, he adds: "And then, after I learned all this. I discovered that this is also the time that I had been burp. When I looked at my papers. I discovered I had been born at six o'clock in the evening, too." Milton himself sees something special in the record Angelus, as if the making of the album involved extraordinary forces. "The record is very magical." he says. "like everything that happens with my music. It's got a lot of magic around it. This is how I feel about what happened with the "Novena", which is the first song I ever composed, the first real song. I had never been able to fit it many of my records. And suddenly I was able to fit it into this record. "And I played it and sang it with people like Wayne Shorter. people I thought I would never even walk on the same 33
sidewalk they were walking on, never run into them, because they were my idols when I was young in Minas. I never thought I was going to be recording with them or that they would be singing one of my songs. "And when they discovered that it was my first song, it became a major part of me, and they wanted to know everything about my life —" he laughs " — because they found it so incredible that for 28 years I had never recorded it. There was a lot of 'What?! What?! What?!'" And he laughs again, as if delighted by the improbable and the wonderful coming together with such harmony. The guest appearances on Angelus would seem to reveal a spell at work. The list is long and celebrated, including names such as Peter Gabriel and James Taylor that might not seem fusible with Milton Nascimento. "I think it was part of the magic that I was talking about before," he says, "part of all the magic that is happening with this record. And it's something very special that we developed together, something I always associate with the song of whales.. "For example, we have whales in the Antarctic, and when they emit a sound, even the whales from the North Pole listen to the sound and they even know who it is for. So the right whale answers. "I think the same thing happens with human beings. When you have to meet the right person, it happens. "With me it happens whenever I see somebody — it doesn't have to be a famous person — but when I see somebody playing or performing or singing, and I feel as if I were singing in their place. I feel something very, very strong. Every time I feel something like that for a person, I always end up meeting this person and working together. And fortunately it always happens that the person is the way I had expected them to be. This is how it happened with on Angelus — these were people I admired a lot and we ended up playing together." And those he still wants to play with — "Todos" ("Everybody"). Perhaps everything about this gifted individual's life is enchanted. "There are so many moments and so many places in the world," he says at this suggestion, as if, like tragedies, there are too many magical events to name. Then he remembers one he especially likes: "Ever since I was a little kid, I've been in love with Denmark. I don't know why. But I loved it. And I didn't know anything about Denmark, really. I didn't know anybody from Denmark. Just the writer, Hans Christian Andersen, from the fairy tales." Then one day he discovered that, in proportion to the population, Denmark was the place that sold the most of his records. "That was 34
very surprising. And then one day someone came up to me and said that he wanted to take me to Denmark. So I went, and it was better than anything I had ever imagined. It was like being in one of the fairy tales, the children's stories." Now Denmark has become Milton's second home, and he says that being there is still like being in a fairy tale. And it still amazes him how much the Danish people like his music. Leading a life that he calls "rushed around and hurried," he doesn't have much private time. He lives surrounded by the nature he loves and calls this his favorite aspect of his home. "I've got the sea on one side and a lake. And my house is high up, so I've got a garden in front, and I've got the mountains on the other side to remind me of Minas, my home town that is very mountainous. I've got a waterfall and the stone from where the hand gliders take their jump. And there's also the beginning of the rainforest. I think it's the only city that has a rainforest inside the city — a true rainforest." When at home, he finds himself listening these days to George Gershw in. "I go crazy over this man," he says. It's not newlbut
now I think I've become a fanatic." He adds that people are constantly bringing him new music. "I discover more things at home than traveling around the world. People from all over the place always come and bring me things and introduce me to different music and different people.. .but they really want me to play." He is happiest when immersed in his own work. "What makes me the most happy is to be on stage," he says. "Whenever I'm able to write, to compose, to sing and rehearse, to record, everything I have to do to be able to go on stage and be in front of an audience and be able to look into peoples' eyes and get feedback from people, that's what makes me really, really happy." Still, he is modest about his ability to move people with music. "E a vida" ("It's life,") he says. Perhaps Milton is a friendly angel in disguise, one of the rare magicians who appears on earth and whose mission is to show us the beauty and mysticism available to us. A conversation with him seems to take place where memories come alive, where one grew up as a child. And the time is six o'clock in the evening, when magic happens.

"Rumor has it that they literally walked out of prison and are living in Cachoeira province or nearby in Brazil, completely free. That is the state of affairs as it is today.", said the director. As for the film he is very pleased the way it was shot. "When I make a film like The Burning Season," he says, "number one I want it to be artistically the way I hope it will be. Working for HBO has been an artistic heaven, they were very supportive. The movie is presented to the public in the form that I made it. It isn't cut by a lot of people. It isn't in a projection form that only shows you half of the film. It's very pure." The film was shot in Mexico for economical reasons. The producers believe that without the Mexican cooperation this film could not have been made. Puttnam's interest in the environment is well known. He had to shoehorn a big story into a tight budget and he concluded by saying, "I think that hugely to HBO's credit the American public will continue to see a type of movie that has a message and is historically correct." The Burning Season will be released September 17, through HBO, on cable. It might be released theatrically in Brazil if the Brazilian distributors wish to do so. • 39

ACRE The state of Acre has become a favored destination for developers and settlers, who have followed BR-364 and started claiming lands, clearing forest, and setting up ranches. This has caused a major conflict over land ownership and sustainable use of the forest with the indigenous tribes and rural workers, mostly rubber tappers, who are descended from settlers who arrived many decades ago. This conflict received massive national and international attention when Chico Mendes, a rubber tapper and opponent of rainforest destruction, was assassinated in 1988.
