— Nobody seems to care if Brazil is having a collective indigestion for all the words that had to be eaten after coach Carlos Alberto Parreira took home the Cup, with his players playing against the advice of the other 160 million coaches. The celebration for the tetra has been so boisterous that the burro, burro (moron), shouted to Parreira just a couple of weeks ago now, might appear to some to be just a replay of and old. and

forgotten World Cup. Thank you, professor Parreira, for being obstinate, Every Carnaval has its Ash Wednesday and Brazil will have to come back soon from the skies to its more earthly activities. Our cover story deals exactly with those trying to get their sham of earth's latifundium. A huge agenda waits for the country. Let's hope the winning team inspires everyone to greater and more pressing conquests. As it happens .in the U.S., being a politician can be dangerous to the health of those involved in it. Gone are the days when corruption would

go unchecked and unpunished. Both running mates of the candidates for the presidency are feeling the heat. Past murky dealings by Jose Paulo Bisol. vice-president candidate on Luiz 'wick) Lula da Silva ticket, ended up putting the brakes on an apparently unstoppable campaign. The same might happen to Fernando Henrique Cardoso, the other presidential candidate, and to Guilherme Palmeira, his ticket companion. The scrutiny on Palmeira - we publish an interview with him in this issue - is just starting. A gente se ye. R.M. ,

Good measure • In an apparently pioneer work, a group of doetors from Rio Grande do Sul, has for six months measured the erect penis of 150 Gauchos with ages from 19 to 77. Urologist Claudio Telliken, 40, had the idea for the study. which used vasoactive drugs to. get the penises up. after listening to too many patients complaining about the size of their sexual organ. The result: 76% of those studied had a penis measuring from 12 to 16 centimeters (from five to six inches) in length. The ultra-simple study was presented to the Congress of the American Association of Urology held recently in San Francisco. Teltiken has used the study to demote more than one patient intent in getting a bigger penis via implantation. 6

POVERTY- The sem-terra are poor folks, however, you would probably never see them begging on the streets or sleeping under a bridge. In fact, Veja newsweekly magazine interviewed close to 20 of the more than 2,000 families that invaded Fazenda Jangada in the municipality of Getulina in Sao Paulo, and noticed that not even one of those interviewed lacked some means of subsistence. Nurse's assistants, truck drivers, masons and other skilled and .semi-skilled laborers were amongst the scores of sem-terra who subsequently were forced out of Fazenda Jangada and are still lodged in tents close by, patiently awaiting a new opportunity to invade (or, as they say, "occupy") the fazenda again. Dislodged by the Military Police, they live off donations. Several adults and children have died there. A local priest sends 13 gallons of milk a day for the infants, and Sao Paulo governor Antonio Fleury Filho - who prompted the dislodging operations also has assisted them with basic staple food items. The local mayor sends buses which carry school-aged children to their classes and back. And many of the invaders provide the manual labor for some nearby fazendas. Although many of the invaders live in family groups, others divide their time between the encampment and the city. According to their internal rules, a family that is absent from the place for more than a week, loses its spot. Leaving a family member behind, and rotating themselves in weekly shifts, insures their coveted place. More than half of the original invaders, however, have chosen to pack up and leave. And of those that have remained behind, many are doubtful as to whether the government will truly appropriate property and distribute it. In the best of cases, the most that could be distributed would be lots for 400 families. The rest would have to pack and go, and any distribution of the lots would be.done by lottery drawing. They try to keep their hopes up, but many know their waiting might be futile in the end. Then they will leave again and invade another fazenda (farm) and then wait some more. DREAMS & FAITH - In 1989, Antonio Pereira, now 68 years old, left his rented house in Lins, interior of Sao Paulo state, and moved to a large rural property, gift of the government, with his wife and five children. He was then earning the minimum wage and barely surviving. Today he owns a tractor, a carriage, a horse, pigs and other livestock. He now produces annually over 24 tons of corn, five

•

tons of rice and and &little more than half a ton of beans. He sells half and consuthes the other half. Bananas, oranges, lemons and other fruittrees are also abundantly distributed on his property. Says Pereira, "I might still not have any money, but I feel happy." He now has his own house as well. But all has not always been well either. When he first decided to move, one of his sons - Joao - refirsed to follow him. "I thought that the government was going to fool him, not give him any land at all," says Joao. By lap October, Joao had also left his minimum wage job in Lint, and joined the invaders who occupied Fazenda Jangada in Getulina. The price Joao has had to pay far his actions has been high, for he belongs to a Chrittian congregation which condemns this typebf behavior. -God is against what I have done. My heart is anguished," confessed a confhsed Joao. Furthermore, his congregation isuspended him from their services for six Months. "In any case. I want to raise my threh kids decently, like my dad has done," added Joao. His dad was lucky. In Promissao, where his property is located, there were few ' famaies and plenty of land. And his lucky numher was drawn. Joao awaits his luck in Tent City, just outside of an .ever-luring' Fazenda Jangada. MEET THE LEADER - He knows the country from North to South. In 1987 he was in io Grande do None, then he went to , ito Santo and Ceara. Later he drifted to Espirito Parana and Sao Paulo. Now aged 33, Jose Rainha Junior is a wanted man. Hated by faze ndei ros and land owners, he has had More than one brush with the law and his detractors. Having learned to read at age 15 and joined the Sem-terra . movement by age 24; Jose is a man driven: the motor which drives and trains the Cadre. He is one of the main coordinators of the MST, and most probably the one with the loudest rhetoric as well. His; personal dossier boasts bold successes and dismal failures is well. The last "occupation" that he executed on the border between Sao Paulo and Mato Grosso do Sul went very well.. A year after he invaded Fazenda Sao Bento, more than 1,500 families were placed there, after more than 10 consecutive. unsuccessful encroachments into that Fazenda. Last April, howeyer, he was arrested for over two weeks under an order by Judge Maria Aparecida Games for his alleged participation in an incident in which two people lost their lives. He was subsequently freed through a writ of Habeas Corpus. He denies the charges: "I was not even there at the time. I was in Ceara. These are maneuvers by the fazendeiros to paralyze our struggle for some land." Meanwhile, Rainha plans strategies for forthcoming invasions.Training pamphlets and internal documents obtained from the MST clearly show that the organization follows a paramilitary type of structure. In fact, every property that is "occupied" b the group becomes a "state within the state" with its own laws and police units. Justice in these areas is carried out by their own "courts" formed by so-called "disciplinary committees". These commissiotts then judge both the personal as well as the political behavior of their members. Their "rules of behavior" indicate - among other things - that members are forbidden to make negativh comments about the movement or their NEWS from BRAZIL - AUGUST 1994

leaders in public. They are also prohibited from getting drunk and conducting themselves in an immoral manner. Sentences ranging from fines to political punishments are meted out. Inside access to their areas is strictly enforced, and dwellers must have a pass to be able to leave the premises, and only after proving a special need to leave the compound. Even those leaving for medical reasons have to prove that fact by bringing a letter from the physician. Basically, the MST has copied and imptorted tactics employed by revolutionary movements from other countries. Two basic precepts are followed: a constant renewal of the directing cadre, and collective management. 4 Although it has have its own agenda, the movement has shown interest in supporting presidential candidate Luiz Mad° Lula da Silva and his Workers Party. They estimate that they can garner him over one million votes, not a small number at all. They also estimate that they could be able to elect over eight federal congressmen and more than 20 at the state level. In turn, they would expect Lula to advance radical agrarian reforms. According to Gilmar Mauro, one of the national coordinators of the MST, if elected, Lula could have huge problems if he does not display a political will to rapidly appropriate property to the more than 17,000 families than are currently waiting it out. If Lula were to ignore them, they say, they would be willing and able to mobilize more than 50,000 families to invade mostly governmentowned property. In fact, the movement has stepped up land encroachments to this day, although it will probably keep a low profile from now on, so as to not hurt Lula's candidacy, and not to alienate potential mayors and governors in those areas where the MST is engaged in its struggle over land. BULGING FAVELAS Copacabana, Ipanema and Leblon. These names are not only famous because of the beaches that they are named after, but also due to another fact: they are barely a dim copy of what they once were. The once affluent neighborhoods surrounding them have declined, and many of their residents have moved to Barra da Tijuca and Itanhanga, in southern Rio. Crime, insecurity and outrageous rents killed the goose that brought the golden egg. Now, those same affluent people who moved out are again scared. Why? Because the favelados (slum dwellers) are taking over. There is an undeclared war between the NEWS from BRAZIL - AUGUST 1994

haves and have-nots and these are barely initial skirmishes before the actual b ttle. Overpopulation has created 661 ,favelas which cover the city from the sea back into the hills and valleys. Hundreds of thousands of Cariocas (natives of Rio) call these favelas the.r home. And although Sao Paulo carries the dubious honor o having the largest number of favelas in Brazil, it is Rio whi h has the greatest number of barracos (shacks): well over 36,000. In other words, rioca favelas are larger and much more overpopulated than ose in Sao Paulo. In less than 10 years, in Jacarepagua, the umber of favelas in the immediate area went from 30 to 103. The total number of favelados in Rio is already around one illion people. Part of the problem, it is said, has been the $ e of Rio's ex-governor, Leonel Brizola, who has always sup • rted the favelization of Rio. This has brought him into a face-to-face Confrontation with Rio's mayor Cesar Maia, ho has taken steps to try to contain the unhindered growth f the shantytowns in Rio. In spite of the n gative image given to Rio's favelas by bicheiros (number nners) and drug traffickers, the truth is that the great major ty of favela dwellers are hard-working honest people who j st want to live in peace. Many want to distance themselves rom the marginais (outlaws) that live in their midst and man others have paid dearly for fighting or resisting the latter. he hard fact is that these »targinais are the ones who control the neighborhoods, covering areas that not even the boldest of .police officers is willing to enter. But the fast-mov ng favelization has also brought some unexpected persona disasters as well, particularly for the middle class. Ask an one who purchased property in Itanhanga a few years back. Pr perties worth half a million dollars three years ago are worth less than half now. The area has gone to shambles, surrounde by numerous new favelas. • FEAR AND Fl HT - Not only apartment owners are con emed. People who own large tracts of are outright scared. Many, like Paulo Lin , who owns a 32,000 square meter area in choice neighborhood in Rio, have to hay armed security guards 24 hours a day, for earof an invasion by organized bands of squ •tters like those promoted by the MST. n fact, he has even paid informers, who the favelas, to keep him updated as to WO any plans to invade his property. "Whenever son e sort of invasion is being prepared, 1 rec ive the information and run right over to neg •tiate my borderlines." says Lins. Today, his •roperty is worth over two million dolla rs If invaded, it will be worthless. thers like Silvia Rosalina Taborda. who ow s property previously worth over $30 ),000, have fought back through legal cha els. After her property was surrounded by umerous favelas. the place dropped to less than 10% of its original value. And to compound her probl ms, the state and municipal governments were charging her ta •es based upon the original value of the real estate. She decided to fi ht back, and hired a lawyer. She immediately filed suit. Al' r two years of protracted legal battles. a Court of Justice dete mined that the Rio's Municipal Government owed her the s m of $270,000 for the lost value of her property, and exemp ed her from local taxes imposed on wellto-do middle class • wners to pay for garbage disposal and public lighting.

As long as more people keep coming from the poor states in the Northeast, running from drought, misery and slavery, the favelas will never cease to grow. Brazil today, although some may refuse to admit it, still has slave labor, specially in the coal industry. RIO'S APARTHEID Why would anyone choose to invest in an area potentially susceptible tofavelization? Well, Sa-o Conrado is a prime example. Located right in front of Rio's infamous Rocinhafavela, many property owners were prompted by speculation, greed and the so-called "fantasy island syndrome." Many thought that Rocinha would eventually be razed from the map, just like the favelas of Pasmado and Praia do Pinto were in the 60's, to make way for highscale properties in the areas of Ipanema-Leblon, and Botafogo-Copacabana. Unfortunately, they have lost this bet. The sign of the times is different also. Then, the dictatorship was reason enough not to buck the wave, but now, each favelado is in reality one more vote. Investors in Barra da Tijuca are also betting but the cards are not stacked in their favor either. Says 92-year-old Lucio Costa, one of Brasilia's creators and one of the architectural designers of some of Rio's best projects: "It's inconceivable that you build projects in the suburbs that are 3 hours away from the work-place, and aside from that, built under horrendous conditions. That is making geographical segregation, South African style." The eventual growth of these favelas, and the takeover by thesem-terrainboth the rural and urban areas are creating a new time bomb, added to overpopulation, inflation and other pressing problems. It has

also added a new word to the the movement. It's the MoviPortuguese language, Bra- mento por Terra, Trabalho e zilian style, and which ap- Liberdade (Movement for plies to the eventual fusing Land, Work and Freedom) of all of Rio's favelas into sponsored by one of the one large favela which will most radical groups inside strangle and choke the the PT (Workers' Party), a cidade maraparty that vilhosa:Megaexpects to favelopolis. make the An "occupied" next BrazilA new orproperty ian presiganization from the far- becomes a "state dent. More than 30 organizations representing these so-called "social outcasts" have been included in this coalition that boasts close to 25,000 activists.

I am a Brazilian living in L.A. for more than 10 years and I'm very upset with the lack of information on the part of the media about the countries that participated in the World Cup. The whole world was watching. Why haven't they used the Arsenio Fornaro '• .opportunity to teach Americans a little bit of geography? Great magazine, lots of practical, uncorrupted information. News front Brazil is a pleasant accompanimegt to publications like Veja and Isto E in terms of providing information on Brazil to people living in the U.S.A... Just one suggestion: print more stories on So Paulo. Such an interesting place, teeming with stories, should find its way into the pages of more magazines like yours. Simon G. Romero Los Angeles, California PRAYER ANSWERED I

You have done a great job of communicating among us Brazilians here in the U.S.. I have no words to express my appreciation. There are hundreds and thousands of lonely Brazilian hearts wandering in this country. They are eager to find one another, but are unable to do so. I hope you, as the main Brazilian magazine in this country, can do something to help, such as starting a pen pal club or a match-making service in your publication. I am sure it would be a big success. Fernando Carioca San Francisco, California PRAYER ANSWERED II

Most magazines and newspapers today carry some form of personal advertisement. I feel this would be an excellent addition to your regular fea tures. What would be more natural than uniting Americans and Brazilians in romance? Robert Armstrong Bellflmver, California PRAYER ANSWERED III

A good idea for your mag azine would be a personal ad section for men wanting to meet Brazilian women.

I'd like to congratulate you on the quality of the articles in your magazine. The balance between information, service, and entertaining is tremendous. Despite the fact that Catherine, my wife, speaks beautiful Portuguese, she has difficulty reading it. I truly enjoy your magazine and I wish you continued success. I have a public message to Bakari: "I love you, man, and I really think that your heart is in the right place, but I'm appalled at the current format of your house parties. The true American-Brazilian cultural exchange experienced there from '86 to '92 just isn't there anymore. NEWS

from BRAZIL-AUGUST 1994

Since July 1st, Brazilians have been carrying in their pockets much less money, at least in volume. With one real (R$1) being worth roughly $1, Brazil's population seems to be going through a rush of optimism and a newly acquired belief in a bette future. As expected, the success of the new currency and the hopes it brings of definitely ending Brazil's chronic hyperinflation have given a boost to the presidential candidate whose signature is on each of the new bills. Fernando Henrique Cardoso, candidate from the PSDB (Party of the Brazilian Social Democracy) is the father of the real and he has abandoned his post as Finance Minister just in time to run for the Palacio da Alyorada. The change in the polls has been dramatic. While, according to Datafolha, the difference between front runner Luiz Inacio Lula da Silva and Cardoso reached 26% points in favor of Lula, at the beginning of March, this gap had narrowed to nine points, less than two weeks after the real's debut. On July 15, Datafolha released the results of a poll showing that 34% of the population was inclined to vote for Lula, in the October 3 election, while 25% had chosen Cardoso. At the same time the Vox Populi Institute revealed another survey in which there was a technical tie between Cardoso (32%) and Lula (33%) in Minas Gerais, a state with the second biggest (the first is Rio Paulo) number of voters in the country. Soon after, more bad news to Lula's camp: a Vox Populi survey showed Cardoso winning in Sao Paulo. And then the final blow, at the end of July, given by traditional and respected Gallup Institute. The candidate were on a tie in 22 states. Lula with 30.5% of the votes, and Cardoso with 30.1%. While leaders of the PT (Workers' Party) rallied to rescue Lula's candidacy, after a period in which many where already taking for granted the making of the next president, the ex-minister for the first time confessed that he was feeling confident that he would win NEWS from BRAZIL -AUGUST 1994

POLITICS

There's been plenty of criticism of the way the new Brazilian currency has been introduced. Most of the attacks, however, come from the candidates in the next presidential election. When dealing with the challenge of the man who introduced the real - the one who could benefit the most from the change - Fernando Henrique Cardoso's opponents know that

the first round of the elections. During his campaign in the interior of Minas, in July, for the first time the former labor leader was booed and picketed by members of his own party. Compounding his problems. Lula had to deal with a scandal surrounding his choice for vicepresident, a politician who has been presenting himself as Mr. Clean. Senator Jose Paulo Bisol's (Rio Grande do Sul's PSB) good financial performance in the past seems now marred by corruption and . kickbacks. In a wave of bad news, Bisol was shown as benefiting from his position as judge to obtain subsidized loans from official banks. Later he received other controversial low-interest loans for his Minas Gerais's farm. Worst of all, this year he tried to sneak an amendment into the federal budget that would guarantee the construction of roads next to his farm. What a difference a few weeks make. During his recent visit to the U.S. the PT's candidate had talked about his belief that he would win the presidency without the need of a second round. "All the polls these days show the same thing," said Cardoso. "Lula is :falling while I am rising. But the greatest poll of all is the one on October 3rd and we will be working hard to win it. don't want celebrations because of these numbers. Celebrations only after the victory, " he concluded. Reacting against the polls, the PDT's candidate for the presidency, former governor of Rio, Leonel Brizola, declared, "Surveys are powerful weapons from the dominant groups and they represent a violation of the voter's conscience. According to them, we wouldn't need elections, because they have already been decided." Brizola appears in the polls as the candidate with the biggest rate of rejection and with less than 5% of the potential vote. Except for EspericliIio Amin, the PPR's candidate to the presidency. the other postulants have been trying to take advantage of Cardoso's plan in a forced and shy complicity. If the plan is really 13

good, the opposition cannot be against it," said Rio's representative Miro Teixeira (PDT). "Any president who' s elected will have the obligation to continue applying it," he added. Among the petistas, Lula's companions, there is a more restrained attitude. They say they are willing to continue with the plan if it's working but signal some changes, like a bigger minimum wage presently at $70 a month. Lula seemed worried about the real's first good impression. The economists who advise him think there will be a monthly inflation of 4% to 7% in the beginning, this compared to around 40% in the month preceding the introduction of the new currency. During a meeting of the National Leadership of PT and the party's economists, participants decided against the presentation of a global plan to serve as an alternative to the real. "To present such a plan right now," said one of Lula's campaign coordinator," would be to capitulate to Fernando Henrique and to really polarize the dispute." The Workers' Party intends to launch a campaign showing that the plan was created to garner votes and will not bring a lasting stability to the economy. "If we are not able to do that," says one of Lula's advisors, "we will not be able to win this coming election." To those who accuse the Real Plan's backers of an electioneering coup, senator Jose Fogaca, a renegade from PMDB who is backing Cardoso and not the candidate of his party, answers: "How canyou say that about a plan that's going to maintain the minimum wage at $70, that forbids the transference of funds for states and municipalities up to the election, and that wi,11 not increase the monetary power of the population for the first three months of its implementation? If I were a candidate I would propose a pact among all the candidates in favor of the plan." Cardoso's allies, as expected, cannot contain their 14

Inspiring Haroldo de Campos, one of the most respected Brazilian poets and intellectuals, and co-founder of the concretist literary movement, inspired by the agitation poems of Russian writer Vladimir Maiakov sky (1893-1930), has supported Lula's campaign. He has iritten a poem, one that is very . far from his experimental style, and that almost didactically presents the main points of Lula's platform. The poem, "Por um BrasilCidadao," will be part of the literatute to be distributed during the campaign and was resqiiested by Sergio Mamberti, an actor who coordinates an artist's committee in favor of the Workers' Party candidate. enthusiasm. They go further in their interpretation of the plan's future. According to ex-minister of Finance Gustavo Krause,, a representative from Pernambuco who is in the PFL party, the plan can only work if Cardoso is elected to the presidency. The other candidates, he notes, have platforms that will lead inevitably to high inflation, "Lula will have a government interested in relief and social measures and (Orestes). Quercia (PMDB's candidate) is committed to the big projects. They would be wasteful and inflationary governments." With only three months between the start of Plano Real and the elections most analysts do not see what could go wrong with the plan before election day. This has led some of Cardoso's adversaries to change their emphasis and to criticize the past of the candidate instead of the future of the currency. "This was an irresponsible paternity,"

commented candidate Amin. -When working as (Finance) Minister, Fernando, Henrique let the situation deteriorate. The annual projection of inflation went from 2,700 a year to 7,200 and he left to dispute the election. He will only win if the real plays the second round on his lap." As for Cardoso, he accuses his opponents of false promises and lack of sincerity in the debate. "To propose a minimum wage of $200, $300 is pure demagoguery," he says. The candidate has also criticilzed the PT for not presenting the promised alternate plan to the real. "A candidate who hides what he intends to do could be hiding something. Are you going to have a new (Fernando) Collor?" Cardoso compared Lula to a banana tree leave that turns according to the winds. NEWS from BRAZIL - AUGUST 1994

ECONOMY

Made in Brazil with pride As in the U.S. for some time, Brazil's national products used to be of inferior quality and superior price. The opening of the country to foreign markets, however, is changing the shoddy production mentality and Brazilian cornpanies are starting to seriously compete with the multinationals. FRANCISCO FERREIRA

For Brazilians, the future of B razilian-made automobiles, electronic products and appliances has arrived and its arrival is having a significant impact on the economy of the largest South American country and presenting a serious challenge to Brazil's environment. In 1993, the Brazilian economy had a 4.6% growth rate. Weekly magazine lieja termed it the best economic growth in the past seven years. By comparison, Argentina and Chile, supposedly having the time of their lives, had a 6% economic growth. At least in part, this economic expansion was due to Brazilian auto-makers, who have begun placing emphasis on efficiency and production and decided to place a cheaper car on the market. In 1993, Brazilians bought over a million cars and set a national record, as sales increased by 43% when compared to 1992. Last year, a new record in car-production was set when Brazil's three sisters, General Motors, Fiat, and Autolatina (a joint venture of Volkswagen and Ford) produced 1 million and 390 thousand new cars. All these companies plan to invest $1 billion in the Brazilian auto market by 1997. The sale of new Brazilian-assembled cars also benefited from changes in the re-

duction of taxes charged for car sales. More importantly, in a country beset by high inflation, it benefited from a 30% reduction in the retail price for new cars. With slashed prices, Brazilians jumped at the opportunity. Among the most popular new Brazilian models is the two-door compact called Corsa. GM's Corsa has a suggested retail price of $7,350. A highlight of this car is its fuel injection system. Corsa's arrival, with its ubiquitous advertising campaign on the Brazilian media has led to a competition of sorts between Fiat and Volkswagen. In March 1994, Fiat launched its Mille ELX, priced at $800 more than the Corsa, but with air conditioning and electronically-controlled windows. Volkswagen soon after decided to put a new version of its Gol 1000 on the market. The new Gol, which will incorporate the advancements of the Corsa and the Mille ELX, will be sold at a similar competitive price. The Brazilian boom in car sales has been also matched by a tidal wave of cheap and

NEWS from BRAZIL - AUGUST 1994

compact Brazilian-made electronic products and appliances that have hit Brazil's stores and media. In a new marketing approach, the "modern" products have been showcased at domestic appliance fairs in So Paulo and Rio Grande do Sul. The fairs have been well attended. The new products are said to provide utility and diversity. Brazilians can buy for example, a small TV-set that comes along with a telephone, or a mini-washing machine. The mini-washing machine, made by Arno, is called the Lavadora Compacta Super. Arno's ads tout its "reduced dimensions" and space-age automatic computerized program. The trend to sell cheaper and smaller \ , ersions of electronic products or appliances is explained as a desire on the part of Brazilian companies to match the competition and to sell on a larger scale so as to compete with multinational companies like Samsung, Sanyo, Panasonic and GE, which in the past have dominated the Brazilian appliance market. Brazilian companies such as Consul.

Brastemp, and Brasmotor have shown an interest in developing an efficient refrigerator which is cheaper, lighter, and smaller than its relatives in the market. In Brazil. 76% of all households have a refrigerator, while in the U.S. 99% do. The hit among the "modern" generation of Brazilian refrigerators is a 4.5-feet tall and 1.5 feet wide refrigerator made by Consul. Although it is advertised as being "ideal for the single man," Brazilians wonder why such refrigerator would not also be ideal for the single woman. With more cars on the streets of Brazil's largest cities, and the tremendous proliferation of mass-marketed electronic appliances. Brazilians face a challenge as to what kind of environment they want to live in and bequeath to their children. At present, the only response is to consume. 15

knows me and knows that none of this is true. I've already given up talking about drinking. I drink like any other Brazilian who likes to drink and at the acceptable times. I don't walk around drunk or with a bottle under my arm. I can drink something on weekends, during social events, but my conscience is clear. And how about ideological questions? I don't see why they would criticize me for that. I've always been admittedly a centrist and progressive man, in favor of changes and transformations in this country. My proposals are the same as the ones from the PFL program. They are current, modern. You have always fought to eliminate the post of vice-president. How do you feel now that fate has placed you in this position? It really has to do with fate. I think the presence of a vice-president creates an expectation of trauma, of institutional crisis. For vice-presidend we could always use the House speaker, the Senate majority leader or the Supreme Court chief, who would be able to substitute for the president without any political tone. Are you going to be the political strategist for the government? I am going to help with the. political strategy with the permanent closeness with my party. How come you were the one chosen for the position? There was a consensus at the PFL that the ideal name would be the one of House Representative Luis Eduardo. Unfortunately, by a personal decision, he thought this wasn't the moment. We had a series of meetings and decided that we had to find a fast solution in order not to compromise the alliance. We decided that the best name then would be Marcos Maciel. But during a meeting Fernando Henrique said, "It has to be someone from the Northeast. I think Marco is an excellent name but I would prefer Guilherme. My name wasn't in cogitation. That's not my style, I don't like to be in evidence. I looked towards Marco and Luis Eduardo begging for help and tryNEWS from BRAZIL - AUGUST 1994

ing to see if we could insist on another name, but I didn't want to worsen the crisis. You then went to the sacrifice? That's what I felt. Because I am going to do something I'm not strong at. That's not something I've dreamed of and I don't feel pride about having the post of vice-president in my rĂŠsumĂŠ. But I have been chosen, it's sealed and all I can do is work even harder. Polls have shown the Northeast as heavily backing up Lula, the favorite presidential candidate. The Northeast might well decide this election. Is there any strategy to try to reverse this situation? The Northeast is fundamental in this election. The same can be said about Minas Gerais. Lula has been campaigning for six years in the Northeast. Fernando Henrique has appeared as a candidate in the last few months. There nobody knew who the Finance Minister was (the position Cardoso held in the government before launching his candidacy). Who is going to take Cardoso by the hand and go with him to the population? The strongest alliances in the Northeast are going to back Fernando Henrique. His name is going to be taken, independently of his presence. by our candidate for governor and our candidate for the Senate in all the Northeastern states. But the little, ant's work will be done by the councilman, the state representative, the grassroots, who want to elect their governor, a governor who wants to elect the president. Your ally, Bahia's governor Antonio Carlos MagalhAes has already made a stump speech saying that if Lula wins, the country will see a social convulsion. According to him, this will be the election to choose between God and the Devil. Is that right? Everyone has his one style. Ant6nio Carlos is a great leader and says that. It doesn't mean, however, that we are going to use this in the campaign. You are the brother of representative Vladimir Palmeira, who belongs to the PT (Workers' Party) and is backing Lula. How does that reflect on your family life? Our father raised us in an open and democratic way. Our education was very spontaneous, thanks to all the freedom we had in the house. We've never had a personal conflict, only perhaps something ideological. But we are friends, we exchange ideas, respecting each other's positions. Lula has been campaigning for a long time. How is Fernando Henrique going to recover this time and also be able to get closer to the masses? He wasn't in a political campaign and as Finance Minister, and as Foreign Minister before that, he had to talk in a more elaborate manner. Today he is going to take his message to the people. It's natural that the language changes. He is a man who is able to both talk

the language of the people and the one of the intellectual. It's said that you were one of the political gurus of president Fernando Collor... If I were he wouldn't be where he is (laughter). I wasn't a guru. Collor has a political tradition in the state of Alagoas. When I first met him he was managing the Arnon de Mello organizations and his father was associated to our group. Collor was apparently well intentioned and he had a good record in the organization. I mentioned his name for the nomination of Maceio's (Alagoa's capital) mayor. But we've never had any closer relationship. Do you still talk to the expresident? No, because I don't have the chance. Personally I have nothing against him. How did you vote on the impeachment? I followed the orientation of the leadership. stating that after the resignation there was no room anymore for a trial. How would you have voted if he hadn't resigned? I would have voted for the impeachment. Because what was discovered by that Parliamentary Inquiry implicated the president and Brazil wouldn't have tolerated it had he remained in the post. People were in the streets. Did you do anything to avoid the scandal and the crisis that shook the country? Before making public the accusations that would cause the president's demise, Pedro Collor (the ex-president's brother) came to inc telling the story he would tell the press. I told him, "You should talk to your brother. If he doesn't dismantle this gang you say exists, matters are going to end badly." He answered me that he didn't care. I had a meeting with the president. I told him, -If what your brother says is true and if he discloses it to the media, you are going to fall, don't y.ou think?" He agreed with me, but maintained that they were all lies and that his brother was completely crazy. I told him that I was worried about the possibility of a very grave institutional crisis. U 17

Jungle mystery The 24 gold miners accused of killing 16 Indians last year are being charged with genocide. The problem is that not even one of the indicted will be present during the trial. Witnesses for both sides have also vanished. LMA LA NASCIMENTO

It has been one year now since the world was horrified by accounts of a massacre carried out against the Yanomami Indians, the last survivors of a stone age community living under the protective shadow of the Amazon Forest. Initially, Funai, the National Foundation for the Indian, reported that 76 Indians from the Haximu village had been killed in an attack on July 1993 by a group ofgarimpeiros (gold miners). This number later was reduced to 16. But now even the officer who started the investigations on the case, Jose Sidney Veras Lemos, superintendent of the Federal Police in Roraima, has doubts about this number. "It might increase or decrease. The Indians themselves are not precise," he declared. According to the defense lawyer for the garimpeiros. El idoro Mendes, the case should be dismissed for lack of evidence. We haven't found material proof that the massacre really occurred," he says. "How can the judge take this case to a jury without an inspection of the remains, which would be the material proof that the law requires?" Mendes is even threatening the authorities with a lawsuit: "When the garimpeiros get absolved, I am going to

Haximu is located in the Venezuelan territory and Mendes argues that the Venezuela's judicial system should be the one in charge of the indictments. The action might never get very far. None of the accused can be located and the Federal Police has been unable to find not only the defendants but also witnesses, be it for the defense or for the prosecution. To complicate matters, of the 24 garimpeiros indicted, 17 were identified only by their nicknames, mostly designating the states they came from. So, there are Ceara Perdido (Lost Ceara), Goiano Doido (Crazy Goias Native), Parana Aloprado (Mad Parana), Parazinho (Little Para). For Lemos, the lack of precision of the indictments makes the task of locating the accused a mission almost impossible. Says he, "It will be very difficult to locate those people. In a gold mine with 5,000 men working we will find at least 30 garimpeiros nicknamed Parazinho, for example." Arrest warrants have been issued for all those indicted but the police has no way to look for the individuals named in the accusation. They will probably be tried in ab-

sence. "If condemned, they will be pursued until the statute of limitation lapses," notes Lemos. The sentence for genocide varies from 12 to 30 years of prison and the statute of limitation in these cases is 20 years. Five of the indicted ended up in prison, but not for long. Two of them were detained for almOst four months, but had to be released since the lawsuit took longer than allowed by law. All denied any participation in the massacre and one accused the police of violence. According to police records, the garimpeiros took part in two massacres. The first one occurred after a squabble between the gold miners and the Indians. During an ambush, four Yanomamis were killed and two escaped. In retaliation, the Indians attacked tie garimpeiros, killing one and hurting another. The .garimpeiros got even some days later attacking the Haximu village and killing 12 Indians (including five children) with shots and stabs. Only one of the cadavers was found. The ashes of what should be the other victims are supposedly being kept in gourds by Yanomamis who survived the attack. According to the defense, there's no case if the

ashes cannot be examined by the coroner. Lawyers for the Yanomamis, however, contend that using the ashes for that purpose would be something sacrilegious and even a bigger crime than the killing, since the Indians keep the ashes which are ingested during their rituals in order to acquire the virtues of the dead relative. At least one person is blaming the Yanomamis for the conflict. Jose Altino Machado, former president of Usagal (Legal Amazon Gold Miners' Union), contends that the Indians started it all after being trained and receiving weapons from the Venezuelan government that was interested in expelling the garimpeiros from the region. This supposedly took place after Venezuelan soldiers were detained on February 1993, in Brazilian territory. "This is absurd," responded Suami dos Santos, Funai's (Indian National Foundation) coordinator in Roraima. "Venezuela never gave any weapons to the Indians," answered the Venezuelan consul in Roraima, Rene Gaypola. Machado also condemned the authorities for conducting the investigations as a show. "The federal prosecutor didn't make a rigorous exam of the facts, calling the episode a genocide before any serious investigation," concludes the former union leader. •

Until recently, cachacay a liq uor distilled from sugar-cane, considered a third-rate alcoholic beverage consumed only by the poorest stratum of socteLn way villified liquor has come a however, to gain respectability on the noblest of the tables. This hasn't changed Brazil's grave alcoholism problem, which s another story. CARLOS RAVELQ What's the common bond that links a tourist sitting on the sidewalks of Copacabana, a bicheiro taking bookingk on the phone in one of the worrox (hills) orfirvelas (shanty-. towns), and President hamar Franco? C'achoca, of course! As Brazilian as Rio, as popular as Xuxa 7 and more accessible than either, cachao, a sugar-cane-based liquor, has - of late become the national beverage.. again. According to the Brazilian Beverage Association (ARRABE), in 1993* over one billion liters ( 264,200,000 gallons)of eacha9.4 were produced in Brazil. And this does not include so-called home breed stuff, made in the backwoods with' clandestine moonshine type equipment. not checked or inspected by the authorities. According to the Agriculture„ Ministry, Brazilians drink 35,000 glasses of cachaccieve minute. There are two varieties of cachap: white and gold Rainha, happens to be one of the most popular brands Manufactured in Rio Grande do Norte state, this ping44.,, another moniker for the product carries a very devoted'''"": following. Previously, Brazilian cachao had an image problem within Brazil itself: it was considered to be a cheap, second rate, vulgar type of liquor. It was always associated with bar-room brawls, broken families, and drunkards on the streets and highways. Somehow. Nvhocver drank whisky, gin or beer in excess was simply constdered to be another "alcoholic", a clinical case at worst. However. if he drank cachao he was a cachaceiro, nothing less than a moral basket case. In spite. of that image for cachap, things have been changing fo• the better. Part of this is due to the Bratilian Academy 0 22

NEWS from BRAZIL - AUGUST 1994

Cachava (ABC). Founded just last year by academicians journalists and professionals from Rio's elite, it promotes the respictability of Brazil's national beverage. Among the immortals of this Academy we have actors Beth Mendes and Hugo Carvana, writer and cartoonist ZiraIdo, and adman Paulo Magi'las from Rio's Sound and Image Museum. Cachaca also has its own museums as well. The most complete one of those was founded three years ago by Tale Renan Freitas, a retired aviation officer. Located in the town of Paty do Alferes (RI), Freitas keeps more than 1,500 different brands of cachaca from all over the country. Visited by hundreds of people each month, the museum also keeps hundreds of books and technical manuals relating to the subject, as well as historical documents concerning the development and processing of cachao. Beautiful brunettes pass free samples of cachaca to visitors, who sometimes leave the premises under "nuclear propulsion" after just a few samples of "pinga," da TOther . museums in Recife, state of Pernambuco, and Barra Linea, in Rio, also pay homage to Dana Bran quinha (little white one), another affectionate name for cachaca. Private collectors, such as Augusto Martins Capela of Sao Paulo, also have substantial collections as well. In 1993, Cape la entered the Guinness Book of Records for having collected close to 1,349 different brands of atnarelinhas (little yellow ones) and branquinhas. Having drunk the stuff since he was 14 years old, his most treasured piece is Caninha Pele, manufactured in 1958, and immediately banned from the market by the famous soccer player himself. People in the jet-set, socialites, and the new rich are all actively courting cachaca nowadays. The Festival da Cachaga in February, the Festa da Cachaca in June, and the Festa Nacional da Cachaca in July have all helped to further promote the product and propel it into the nation's upper consciousness. Amongst Brazil's better known cachaca producing areas are Florianopolis,#in Santa Catarina state; Curitiba. in Parana; and Sao Paulo, all in the South. A little more to the North, we have Belo Horizonte and Governador Valadares, both in Minas Gerais, as well as Rio. In the Northeast, among the famous producer towns, we have Abaira, Pedra Azul, Amargosa and Sa'o Felipe. The city of Salinas, in Minas Gerais, with barely 50,000 citizens, purportedly manufactures the best cachaca in all of Brazil: the Havana. A bottle of this liquid gem goes for the princely sum of $25 in SAo Paulo. The total output is only 7,500 liters per manufacturing period. In fact, Anisio Santiago, the owner, pays his employees - all part-timers - in kind: he offers a bottle of Havana for One week's work. At an average cost of $10 per bottle in the local market (with a higher resale value outside), each employee almost triples his wage, which in the area averages $0.70 per day's work, Sao Paulo is responsible for 90% of the nation's production and does 70% of its bottling. Muller Industries produces Caninha 51, which carries 29% of the internal market and exports over 50% of its output overseas to countries such as Italy, Belgium, Japan, Spain, and the U.S.. Respectability, folks, is just around the corner. Definitely, the branquinha has finally arrived! NEWS from BRAZIL - AUGUST 1994

By any name... In Portuguese, not even the devil or a celebrated part of the female anatomy has more popular synonyms than the spirit distilled from sugar canc. Among the more than 150 terms mentioned by the Novo Dicionario Aurelio da Lingua Portuguesa under cachaca, we find: abrideira (opener), a-do-รณ, agua-benta (holy water), agua-que-passarinho-naobebe (water that the little bird doesn't drink), aguardente (burning water), arrebenta-peito (chest-buster), assovio-de-cobra (snake's whistle), birita, branquinha, brasileira, caninha, capote de pobre (poor man's coat), dindinha, ela (she), engasga-gato (cat choker), Mimilada, lindinha (little pretty one), malvada (wretched), mata-bicho (beast killer), meu-consolo (my consolation), parati, pinga, piribita, purinha (little pure one). remedio (medicine), samba, sinba, tira-tei ma (final word), tome-juizo (be sensible), uca, veneno (poison), xi napre, zuninga. The word cachaca is also used to mean something we do with passion, as in, "Journalism is his cachaca." 23

WORLD CUP The Brazilian media kicked coach Parreira relentlessly. So much so, that CBF (Brazilian Soccer Confederation), in reprisal, skipped Sao Paulo on its victory tour. (Sa'o Paulo's press was the most vicious, they argued.) Our players kicked the ball, but the kicks rarely were converted into goals. The defense, a hell of a kicker, was impenetrable to alien kicks. The final, ah, the final ended on penalty kicks, and Italy was kicked out.

What a kick! JEFF OAKAR

In the words of every Brazilian on this lovely planet, "Are que enfim!!!"(Finally!). Twenty four long years have dragged by and the World Cup trophy finally goes to the country of fiitebol samba and jogo bonito (beautiful game). During the '94 Cup, Brazilians, young and old, have been acting like maniacal time travelers conjuring up 1970 with every kick and tackle, and, more importantly, every goal not scored. They were stranded in an age when the greatest team of a wonderful soccer era literally ran circles around their opponents and the fans around the world practically took it for granted that Brazil would win the Cup. But it took more than two decades to finally reach the pinnacle for an unprecedented fourth time. At approximately 7:30 PM Rio time, the world's largest party began as Roberto Baggio shocked the planet by booting his penalty kick over the goal post. If this tournament's quality of teams didn't quite live up to the standards of the Brazilian press, it was still obvious to everybody else that a seleciio do Parreira was the team to beat. Las Vegas oddsmakers first set the line on Brazil to win at 4-1. By the second round it was 5-2. Even the Germans were dishing out unduly compliments faster than a Bavarian brewery puts out beer. Strange, considering they were the defending champions. Still, with all the build up from fans, admirers and peerS, nothing would compare to the great expectations generated by the homeland media. Despite a few scares in the qualifying round, two draws and a 2-0 loss to Bolivia. Brazil evolved into a tight unit just before the Cup began. They tied Canada 1-1 in a friendly, but destroyed Honduras 8-2 in their final warm-up game. Through it all, the team was criticized by magazines and newspapers alike for not playing a more offensive game. The pressure from the press was so great that coach Carlos Alberto Parreira requested all calls to their Los Gatos based hotel be screened. Rumor has it that Pele, Parreira's mother and even Brazilian president hamar Franco were turned away. A TV commercial here says, "Nobody's born a soccer player." The person who wrote that has probably never been to Brazil. The jogo bonito is Brazilian soccer. They're one in the same; a dance on Romario kissesthe FIFA trophy. NEWS from BRAZIL - AUGUST 1994

the field, an art form in motion. And if it isn't something one's born with, it is certainly something one's born into. Like Brazilian culture itself, ojogo bonito epitomizes flair, color, excitement, and adventure. Brilliant dribbling, passes between opponents legs, impossible head shots, and, without questions, lots of goals. Is it any wonder reporters went nuts after Brazil's 1-1 tie with Sweden in the first round to win Group B? They wanted a massacre; they not only wanted a 5-1 victory but also an effortless decision that would demoralize their opponent while also serving notice to the rest of the teams. Coach Parreira had a different strategy, however. His idea was to somehow maintain the excitement but at the same time keep the focus on winning. With the exception of the second half in the 3-2 win over Holland in the quarterfinals, none of Brazil's victories were impressive offensively. The team averaged only 1.57 goals per gamer in the Cup. Time and time again midfielders Mazinho, Dunga. Zinho and Rai, when he played, had difficulties creating scoring opportunities for star forwards Bebeto and Romario. It got to the point that Romario was going out to midfield just to touch the ball. This was especially apparent during the final. Parreira addressed the weakness before the tournament. "It's true we lack creativity," he told Associated Press. "I look, but I don't find it. The fact is that Coach Parreira Brazil today doesn't have a great No. 10 jersey anymore, like a Rivelino, an Ademir da Guia, or a Zico. Zico was the last. Give me one, and I'll put him on the team right now." What the critics failed to see, however, is that the coach had something huge to fall back on. An awesome defense. When a person thinks of futebol samba he or she doesn't think of defense. After this tournament everybody in the soccer world might have to. In the seven games played, Brazil gave up only three goals. Part of that can be attributed to Brazil's dominance in ball control and time of possession, but most of it is due to the gritty play of defenders like Marcio Santos, Aldair, Jorginho, and Branco. What's amazing and a true testament to how deep the team was, is that the whole backfield, with the exception of Jorginho, were replacement for original starters Ricardo Gomes, Ricardo

Rocha, Mozer, who were lost to injury, and Leonardo, who was suspended for an elbow thrown against the US. The defense was so good at clearing balls out of their own end of the field that goalkeeper Cloud Taffarel could have gone for a bite to eat, taken a nap and composed a small samba with all the spare time he was awarded. It was finally against the Dutch that Taffarel actually worked up a sweat, looking a bit awkward and rusty, giving up two goals in the process. He made it up for it tenfold in the final, stopping a barnstormerfrom Daniele Massaro in the first half and a couple of late shots from Baggio. Again the defense protected him neatly and. when the penalty shots finally came to being. Taffarel looked like a genius guessing correctly on another Massaro attempt. The goal keepet ended up with 21 saves and a 0.4 goals against average for the tournament. Because the defense was so strong. it didn't matter that Rotnirio. Bcbcto. and Mazinho were having some terribly difficult times finishing, when the few real opportunities did present themselves. Mazinho, in particular. looked terrible in the semifinal against Sweden when he missed a wide open shot so badly that he 'was replaced by the hapless Rai. In the final, the crowd gasped as he embarrassingly tripped.over a ball, a few feet away from the Italian net. Bebeto seemed as if he was sleepwalking in the final and he, too, missed some easy shots..Romario probably missed the easiest shot of them all in the second overtime session when a perfectly placed cross shot skidded off his foot. barely missing the ingide corner of an open net. He just sat there in a shared daze with the crowd. That the game ended in penalties was irrelevant to the fact that the best team won. Brazil was clearly the dominant team of the Cup, IT not for its jog° bonito then definitely in the way its opponents decided to play them. The US, Sweden, and even Italy resorted to a sit back defensive game that relied on counter-attacks. Holland did the same thing until it fell behind 2-0. Still, the Brazilians outsbot the high powered Dutch 15 to 11. Brazil then outshcit Sweden in the semifinal 26 to 3 and Italy 22 to 8. What seemed like close games weren't really that close. But now it's party time. 1 can still hear the samba arums banging away from Pasadena to Pernambuco. from San Francisco to Silo Paulo, from the Rose Bowl to the Maracana. Brazil has something huge to smile about. The players said they won for Ayrton Senna. the Formula One pilot and hero, recently killed after a fatal car crash, but every single Brazilian alive can take this victory personally. • NEWS from BRAZIL - AUGUST 1994

NEVVS from BRAZIL - AUGUST 1994

ALEXANDER Klcbcr Jorge has a great story about compromise and why it's not his way. "I came to develop myself, my music," he says. "In Brazil, when! decided to come here. I had this goal of trying to get a record deal. I thought it was going to be easier." It could have been easier. but Jorge also wanted things to be right. had an offer from a record company a couple of years ago," he says. "They wanted to make three albums, so they drew up a contract for three years." But with contract provisions assigning the company 100 percent of publishlag rights. Jorge had a tough decision to make. After all, Concord Jazz had handled Tanya Maria. offered them 50 percent of the publishing," says Jorge, but the wouldn't take it because I was an unknown. I knew a lot of musicians who had signed the same contract, but I thought I would hate myself a few years later." So Jorge turned down the offer. -It was a hard decision to make," he says with mixed feelings, "and even today I think about calling back. You lICVerknow when a song can become a hit." They say if you turn down something that's wrong for you, the right thing will 33

come along soon, and it looks like Kleber's tough decision is bringing about good fortune. • He's getting a lot of attention from some of L,A.'s top musicians. Kevyn Lettau's newest album, entitled Another Season, features Jorge's composition as the title cut, and he's been sitting in on background vocals for Sergio Mendes and Dori Caymmi. Last month, a worldwide audience did get a taste of Jorge on television, soloing for Nike and the World Cup. "Nike called Sergio Mendes asking if he knew a Brazil ian male who could do the work. They called me, we made the connection with Capitol Records, and did the jingle the same day." Jorge smiles. -It was the first time I did something in L.A. that's

WHY

going to pay royalties." It will take a little longer for riS to get the full dose of Jorge over the radio. He's currently working on a demo that will showcase his compositions and a few special friends. "I had the honor to work with Dori Caymmi," he says. "He produced three songs on the album and arranged some of the songs. Kevyn Lettau wrote some of the English lyrics. We wrote a total of five tunes for this project together. Ricardo Silveira was part of the project. And Michael Shapiro. They make the music sound good. And they give me a lot of support. I feel very lucky." While he's not performing, he's working on developing his music. With a background in both guitar and cello, Jorge has a full range of musical styles to tap into. "Once in a while I have to listen to classical music to break the popular routine, to receive that information, because it helps develop your musicianship. In this town, there are so many incredible musicians. The best thing is to be good." Despite the growing exposure, Kleber still looks to the future with sobriety. -It's very hard," he says, -and sometimes I have my phase where I think about going back to Brazil. But I feel this is the place to be now." He's still looking for the right record deal. "It takes a little while until you really get to the right person and connection," he says, "So I guess little by little it's happening. but I'd like it to happen sooner." For now the crowded, raucous atmosphere at

Terra Sul means south land. After passages through Europe, Brazil and the US the eclectic musical group has landed a contract with Motown, through its new jazz label MoJazz. They show how far Brazilian music has come, in this case, turning into a blend of traditional MPB (Brazilian Popular Music) with pop sensibilities. ROBIN TOLLESON

Terra Sul has been known for many things over the ten-plus years the core of the group has been together. In addition to being a successful club band in the San Francisco Bay Area, members of the group have backed up Brazilian stars Flora Purim and Airto, and jazz artist Bud Shank. Together since 1985, they have toured Europe, Brazil and the US. performing their melodic, densely orchestrated, spirited hybrid of samba, funk, jazz, pop, and Brazilian folk music. With the release of Kindness of Strangers, they're also known as the first Brazilian band to be signed to Motown Records' new jazz label MoJazz. • Band leader/guitarist Ricardo Peixoto is one of four Brazilians in the quintet. He's Rio-born, and shuttled back and forth with his family to the US several times during his childhood, making musical notes of all that was going on around him. In fact, he began playing guitar along with Beatles records as a teenager living in Providence, Rhode Island. Peixoto collaborates frequently with guitarist/vocalist Mauro Saldanha, a member of Terra Sul for five years, from Porto Alegre (Rio Grande do Sul). The two often use Brazil as a frame of reference for their writing, such as in the opening song "Lands", or in "Matatkintica". "Songs often have a 'geographic bent to them," Peixoto says. "Nature is often the inspiration." Bass player Gary Brown hails from San Jose, California, and met Peixoto over 12 years ago, at a time when he was eager to learn more about 36

Brazilian music. His stints with Dori Caymmi, Marcos Silva, Toninho Horta, and Flora and Airto, aside from the versatile rhythmic thumping he puts on "Matatlantica", show he's learned his lesson well. The solid funk he lends to a tune like ``Mestico" shows he hasn't forgotten his Bay Area roots either. Drummer Celso Alberti is from Curitiba, and Peixoto found him on a tip from a friend almost 10 years ago in New York city. He :immediately invited him to the Bay Area, and besides, playing with Terra Sul, Alberti has worked with Flora and Airto. Marcos Silva and Herbie Mann. He is an extremely sensitive and active drummer, who has also listened to a good deal of funk and rock, as "Lands" is good testament. Alberti's partner in percussion is Marquinho Brasil, from Rio de Janeiro, a fiveyear member of Terra Sul whose credits include stints with Al Jarreau, Martinho da Vila, Joao Nogueira, and Taj Mahal. Peixoto's musical training epitomizes the eclectic sound of Terra Sul. As well as the pop influences, he was exposed to jazz in the US before moving back to Brazil for high school. After spending a couple of years studying the classical guitar in Rio, he returned to the US to attend the Berklee College of Music in Boston, where his focus turned to jazz. His years at Berklee in the 1970's were very influential, a time to be exposed to many other up and coming guitarists such as Pat Metheny, Mike Stern. and Bill Frisell who were his peers at the school. These influences were not lost on Peixoto - listen to him rip on "Heavenly Bodies" on the new CD. His recordings with Dom Urn Romao, Airto and Flora. Marcos Silva and Bud Shank further helped prepare for his work with Terra Sul. He has come a long way. Brazilian music has conic a long way too. Witness a band like Terra Sul that combines top-notch playing with great songs, blends traditional Brazilian music and instruments with pop sensibilities (reminiscent of Tower of Power and Steely Dan), always retaining their strong identity. Robin Tolleson plays drums with Hip Bones and writes about music for Billboard, Dmenbeat, Modern Drummer, Mix, and others. NEWS from BRAZIL-AUGUST 1994

As the narrator explores the city between noon and midnight (awaiting someone who could be the ghost of Fernando' Pessoa) he meets and engages in conversations with both the living and the dead. Tabucchi handles this well, as when the narrator seeks and finds his friend Tadcus who now resides in the Cemiterio dos Prazeres. Asked by Tadeus why he's come, the narrator replies, "because of that note you'll write to me before you die," a line hinting of the interchange between past and present, both. here-and-nows cognizant of the other. A Musical visitto Bahia includes two more stops. Although several pretenders to the throne of best female recording artist have tried to chip away at Gal Costa's perennial title, her Fantasia .(Polygram/Phillips Brasil 83605-2)will always remind these rising stars just how far they have to go. Gal's own "Favorite" recording features her clear voice with music old and new in a tribute to Brazil's varied musical heritage. Arguably one of her very best albums. •In his 30 plus years as a singer and composer, Caetano Veloso has recorded thousands of songs and has become a cultural icon in his home country. Caetanear (Polygram Brasil 826193-2) is a priceless collection of 14 of Veloso's best songs from the 1970s and 1980s, including "Sampa,"Leaozinho,""Luzdo Sol" and "Voce E Linda." This one is a must, even for those very familiar with his music. Joyce's Music Inside on Verve Forecast (#843 012-2) is a perfect "Sunday Morning" CD. A relaxing look at life through the eyes of and by one of Brazil's leading songwriters, it's an intimate collection of personal reflection in both English and Portuguese. It features guitarist Ricardo Silveira and singer Joao Bosco on one track, whose own self-titled Joao on Col mbia Brasil (850.058/2-464071) is truly one of kind. Bosco's "avant garde" Bossa style surprises with unexpected twists and turns in a delightful and an accomplished collection of ballads and sultry sambas. A Brazilian import.

"What did yon think of Milton?" seems to be the question of the summer for fans who attended Milton Nascimento's Angelus tour in selected US cities. ANDREW DRAFFEN , On a federal and state level, there are 350 parks and ecological stations, ensuring the protection of over 300,000 sq. km roughly 5% of the national territory. Unfortunately, about 70% of them exist only on paper. Only 33% of B mzilian natural reserves have a minimum infrastructure (warden offices and fences) and only 19.5% have vehicles, supporting equipment, weapons and personnel on an appropriate level. Of all national parks, the government has managed to regulate only 22% of them. To pay out the owners of the land would cost $1 billion. The Brazilian Environment & Natural Resources Institute (IBAMA) still hasn't expropriated any land, so ranchers continue to use IBAMA makes the distinction between Parques Nacionais (National Parks), Reservas Biolegicas (Biological Reserves) and EstacOes Ecolegicas (Ecological Stations). Only Parques Nacionais are open to the public for recreational use. Reservas Biologicas and Estacoes Ecologicas are only open to researchers. To visit them you need permission from IBAMA. Despite all this, there are some fantastic parks to visit. Southeast - In Rio, the Parque Nacional da Tijuca, surrounded by the city, 40

is a popular day trip and offers magnificent panOramic views. The Parque Nacional do Itatiaia, 155 km to the south-tast of the city, is a favorite with trekkers and climbers; itsbig attraction being the Agulhas Negras mountain with a 2787-meter peak: Another climbing Mecca is the Parque Nacional da Serra dos orgaos. 86 km from Rio. As. well as its spectacular peaks it offers some great , walks. These two parks possess a welf:developed tourist infrastructure. On the border of Rio and So Paulo states. close to Parati; the Parque Nacional da Serra da Bocaina -is where the coastal escarpment. meets the sea, and the Atlantic rainforest quickly changes to high-altitude araucaria kirest as you move up from the coast. In Minas Gerais, there aro sonic great parks to visit. The Parque Nacional de Caparao in the east of the state, .on the border with Espirito Santo, contains the ,third highest peak in the country: Pico da Bandeira, at 2890 meters. and you don't have to be a climber to get up there. South - In the southern region, the most fa= moos national park is Iguacu, which contains the falls. Also in Parana, but near the coast, is the Parque Nacional do Superagui, which consists of the'Pecas and Superagui islands. Notable attractions of the park are the huge number of wild orchids and the abundant marine life. Santa Catarina boasts the Parque Nacional de So JOaquim, in the highlands of the Serra do Mar, and Rio Grande do Sul contains one of the most unforgettable parks in Brazil. the Parque Nacional de Aparados da Serra, with its famous Itaimbezinho canyon. Camping is possible and there's a small hotel inside the park. Close to the town Of Rio Grande, in the south of the state, the Parque Nacional da Lagoa do Peixe is an important stopover for many species of migtatory birds. It also contains the largest saltwater lagoon in the state. Central West - Just 10 km from the national

capital, Brasilia, is the Parque Nacional de Brasilia, a favorite weekend spot with the city's inhabitants. It contains a visitors center. and a leisure area with natural swimming pools. Parque Nacional da Chapada dos Veadeiros, 200 km north of Brasilia, in the state of Goias, contains some rare fauna and flora, as well as some spectacular waterfalls and canyons.. Halfway between Cuiaba and Conimba, near the fork of the Paraguai and.Cuiaba rivers, the Parque Nacional do Pantanal Matogrossense is deep in the Pantanal and can only be reached by river or by air. Porto Jofre, 100 km upriver, is the closest you'll get by land. Permission from IBAMA in Cuiaba is required to visit this park. Camping is the only option here. Northeast - In Bahia, the Parque Nacional da Chapada Diamantina has a network of trails. and great hiking to peaks, waterfalls and rivers. On the Southern border of the state is the Parque Nacional de Monte Pascoal. which contains a variety of ecosystems ranging from Atlantic rainforest to mangroves. beaches and reefs, and rare fauna and flora. Approximately 80 km offshore in the extreme south of the state is Parque Nacional Marinho dos Abrothos, which was designated in 1983 as Brazil's first NEWS from BRAZIL-AUGUST 1994

marine park. The attractions are the coral reefs which are visited on organized scuba diving tours, an the birdlife on the numerous reefs and islets. The state of Pernambuco recently incorporated the archipelago of Fernando de Noronha, which lies approximately 525 km east of Recife. A section of this archipelago has been designated as the Parque Nacional Marinho de Fernando de Noronha. The attractions here are the exceptionally varied and abundant marine life and birdlife. Organized tours, almost always in the format of package tours which include transport from the mainland to the archipelago and back, are readily available and the tourist infrastructure is rapidly being developed. In the southern region of the state, the Parque Nacional da Serra da Capivara contains prehistoric sites and rock painting which are still being researched. Over 31 sites have been discovered so far, and this park is already being considered one of top prehistoric monuments in South America. North - The national parks in the northern region of Brazil are best known for their diverse types of forests harboring an astounding variety of fauna and flora. Most of these parks require that visitors obtain permits before arrival. The Parque Nacional de Cabo Orange extends along the coastline at the northern tip of Amapa state. This park has retained a diverse variety of wildlife, including rare or endangered species such as the manatee, sea turtle, jaguar, anteater, armadillo and flamingo. In the state of Para, the vast forests enclosed by the Parque Nacional da Amazonia are being rapidly eroded by illegal encroachment and destruction. The wildlife includes a wide variety of rainforest species, but poaching is making rapid inroads into their numbers. In the state of Amazonas, NEWS from BRAZIL-AUGUST 1994

the Parque Nacional do Pico da Neblina adjoins the Venezuelan border and contains Brazil's highest peaks: Pico da Neblina (3014 meters) and Pico 31 de Marco (2992 meters). Visitors normally require a permit from the IBAMA office in Brasilia. Brazil's largest national park, Parque Nacional do Jail, lies close to the center of Amazonas state. Visitors normally require a permit from the 1BAMA office in Brasilia. The Parque Nacional de Pacaas Novos lies close to the town of Ji-Parana in the state of Rondonia. The principal rivers of the state, the Madeira and the Guapore, originate within the park, where small communities of indigenous 'Indians have sought refuge from the massive deforestation and destruction still raging through the state. GREEN BIRD There's been an inflation of Brazilian musical talent these days in the U.S.. From gig to gig, many singers have made a name for themselves crooning someone else's or their own material. There's a stage, however, in which the musician needs to get into a studio and record, in order to outgrow his or her limitations. This time of waiting can be frustrating and some never leave this phase. Composer-singer Claudia Villela has just jumped her last barrier and is releasing her first CD. Asa l'erde. Instead of waiting for the big break, she decided to launch her 12-song collection through Taina Music, a label created apparently for her. With original compositions, a sensual voice and an alluring rhythm, Villela takes us back to Bossa Nova's golden era. Sony, you cannot find Asa Verde at the corner record store. But you can learn more about it calling (408) 425-7220.

Program, it 's possible to eliminate any unwanted accent —easily, quickly, and forever! Lcd by professor James Small, the 10-day tour departs on August 24 to Salvador, Bahia. A series of visits to Candomble Temples as well as some sightseeing are planned before the group leaves to Rio on August 30. In Rio, besides shopping tours rind more sightseeing, there ill be a visit to an Umbanda Temple and the Zumbi Memorial. Call (212) 650-8650 for information. NEWS from BRAZIL - AUGUST 1994

"I never realized how much my Southern drawl held me back before I started using this Accent Elimination Program. Now, instead of being constantly looked down upon, by my clients, they look up to me!" -Heavy Equipment Salesman "Since coming to this country, I have seen a lot of opportunity.. until going through this program and making a real effort to reduce my heavy accent, I couldn't take advantage of it. Now, I speak with confidence, and people seem to trust me more..." -Real Estate Salesperson

Accelerated learning, developed by famed learning expert Dr. Georgi Lozanov, is based on involving both hemispheres of the brain in the education process. —Wall Street Journal Editorial

You will learn your new language as stresslessly as a child does, by hearing new vocabulary and phrases in altemately loud, whispered, and emphatic intonations, all accompanied by slow rhythmic music in digital stereo. This perfect combination of music and words allow the two halves of the brain to work together to dramatically facilitate your assimilation of the new language. The memory tapes of this 30-tape package help activate the learning capacities of the brain. The study tapes are the same proven tapes used by the Foreign Service Institute to train its career diplomats. This merging of two concepts gives you two courses in one and provides the best of both worlds
