Unfortunately as most propaganda goes our supposedly racial paradise is just a Hollywood set facade with no room or living soul inside. This don'tworry-no-problem-ndo-esquen ta at-

titude, however, has been more detrimental to blacks than the overt discrimination from other corners.

When taken to Brazil as slaves, blacks were more advanced technically speaking than Brazilians, and taught their masters construction and other crafts. Machado. de Assis, considered as our best writer ever, was black, the same as writers Cruz e Souza and Lima Barreto. Our best composers and singers are black.

They include Pixinguinha, Clementina de Jesus, plus Gilberto Gil and

Roughly half of Brazil's population is black. But you would never guess watching our TV or looking at the ads of our slick magazines.

Xe's here Xuxa-the-American is ready and in the can. She has taped 65 half-hour episodes of her new English language program, enough to fill up the air for three months. For her new show, Brazilian singer-presenter Xuxa seems to have changed only the language (used to be Portuguese or Spanish) and the set. The children's program will have games, special guests, prizes and plenty of songs. Naturally, Xuxa, who has only had a few months of intensive English language conversation to prepare for the presentation, has a very distinct accent and can trip on words very easily. But this has always been part of her charm. Tune in daily starting September 13. As they say, check your local listing.

Massacre in the jungle Tragedy, last August, has again visited the Yanomamis, a Stone Age tribe. According to FUNAI (National Foundation for the Indian), Brazilian garimpeiros (gold miners) have murdered at least 30 Indians, including 10 children, who were living at Homoxi/Itu, an Indian village in Roraima, north of Brazil. In 1988 the Brazilian government started a campaign to rid the area from around 30,000 garimpeiros who had illegally invaded it. It's believed, however, there are still at least 600 of them entrenched in the region. The Attorney General has started an investigation, charging the gold miners with genocide.

Everybody knew balladeer Roberto Carlos (still the king for his fans), 51, had a serious girlfriend, so serious she was sharing his apartment at Urca, in Rio, for two years. But only now the super-discreet Maria Rita allowed pictures of herself together with Roberto. The muse of Mulher Pequena (Little Woman) is 29, Paulista (from Sao Paulo), and a teacher. For no JulioIglesias-Don-Juan Roberto, her discretion comes as an added bonus. "She really loves him," some friends are saying, happy to see RC's smile hack.

Northbound Globo The world's fourth biggest TV network, the very Brazilian Globo, might be threatening Televisa's dominance of the Mexican market, soon. Globo has been talking about a jointventure with two networks from Mexico, Siete and Trece. Televisa has a total grip on the Mexican public, with 90% of the national audience. Globo does know very well what's like to be a monopoly. It will be fun to see the house ofplim plim (the sound that accompanies their logo) on the other side of the tracks for a change.

White over Black Despite the fact that half of its population is black, Brazil seems to have hidden its blacks in the basement. A tourist would be hard pressed to find a black that's not a servant unless he or she gets out on the streets.

CARLOS RAVELO For Ana Flavia Pecanha de Azeredo, 19, that Saturday was just like any other day. She was about to get into an elevator after visiting her friend; when it finally came, she held its doors while saying good-bye. After a little while she let the elevator go, and pressed for another one. Inside the first elevator was Teresina Stange, a green-eyed, blonde business-woman and her 18 year-old son Rodrigo.

Stange proceeded to ask the girl who had held up the elevator for so long. "No one," Ana replied, "I just delayed it a bit." The business-woman, who disliked her response, shot back: "You folks have to learn that the owners are the ones who give orders here; poor and black folks don't have any say."

"Please, respect me," said the young black girl, just to hear Stange shout: "Shut up. You nothing but a little maid." After an ensuing and heated argument, Stange and her son assaulted the skinny black-skinned student from the city of VitOria (Espirito Santo State).

While the mother held Ana Flavia by her arm, the son slapped her face.

They thought she was just another garotinha preta das fiwelas (black-girl from the slums). However, Ana Flavia just happened to be the daughter of Albuino Azeredo, Governor of the State of Espirito Santo. If it weren't for that, the case probably would NEWS from BRAZIL - SEPTEMBER 1993

never have come to light. It would be part of a huge list of unreported anonymous cases of hate crimes against blacks in part of a huge list of unreported anonymous cases of hate crimes against blacks in Brazil.

The governor says that he would like to see justice done. The Brazilian law against racism is rigorous - if it only were applied.

Stange and her son can be condemned from 1 to 5 years in jail.

Generally speaking, if the victim is poor, on the fringes of society and above all, black, it then becomes an uphill battle against a more socially prominent opponent.

Cases like Ana Flavia's happen every day in Brazil. It is the sordid side of a fiction which purports that Brazilian society is both integrated and racially harmonious. Ana Flavia's predicament has brought forward an important social issue that has been simmering on the fire virtually since the country was colonized, and the impact has been the equivalent of a Brazilian Rodney King affair.

The history - Upon the arrival of the Europeans in what is now Brazil, by 1500, the total number of indigenous people never exceeded 1.5 million. Contact with the white-man, forced labor and illnesses, decimated that native populace. The Portuguese at first deposited the so called "degredados", castaways from Spain, France and Portugal who soon became "squaw" men, living off the land and doing the initial exploration. Many a European castaway - Dutch, British, Spaniard - that shipwrecked in the Brazilian coast, became an unwilling immigrant.

They needed a labor force more docile and reliable than the Indian. The first contingents of African slave-labor began arriving by 1549, together with ever-increasing numbers of Portuguese from the continent. By the 1700's , Brazil's population passed the 300,000 mark, and squarely two thirds were of black origin. Those numbers were high, despite the fact that a high profibrtion of the total number of slaves was male, they had a low birth rate, and slaves in general had a very low life expectancy.

The white population increased tenfold between 1700 and 1800, but ironically, the need for more blacks and mulattos also increased to meet the demand for workers, laborers, domestic servants and artisans due to the "gold fever" that swept the Portuguese empire. It was believed in Brazil that slavery was indispensable for the prosperity of the colony, and that blacks were "natural" slaves thus created by God. Joaquim Jose da Silva Xavier (Tiradentes), precursor of Brazil's independence, called for abolition in 1780, realizing that it was neither economical for the country, and a morally indefensible institution.

By 1850 the "Queiroz Law" put an end to slave import within 3 years. New fears arose by then, namely the fear of treating newly freed blacks as equals, and of alleged threats towards white "security, culture and social standards". This would set the foundation for further prejudice and open racism.

When abolition finally came in 1888, it helped to accelerate the political transition from monarchy to republic and no great social upheaval took place either regional or racial. The so called "Golden Law", which changed the status of the black slaves to that of free men, did not however remove the social barriers. The black slaves had always been relegated to the bottom of the social hierarchy and that's where they would continue.

To this day, it is still taken as a fact-of-life in Brazil that most ill-fed, ill-clothed, illiterate fave/a-dwelling members of society are apt to be Negroes or mulattos, and are basically at the bottom of the social-economic ladder. At the other end you find white, Middle Eastern orJapanese-Brazilians. Indeed, it seems like -and in this it parallels the U.S. - that the only way that black Brazilians 8

can break the class-mold is by being a famous singer, an artists, or a soccer player.

Coffee & Milk society - According to IBGE (Brazilian Institute for Geographical Statistics), 44% of the Brazilian population is black. Furthermore, they form the basic foundation of Brazilian culture: they are the famous musicians, writers, actors, singers and soccer players. In spite of the fact that they are the main promoters of the Brazilian national culture, blacks still suffer racial discrimination even in the so-called "integrated" circles.

Stereotyping of the Brazilian black is felt in the media, mainly on radio and TV - where the role of black artists is mostly limited to that of a servant, domestic worker, errand boy and the like. Their roles in many of the novelas (soap operas) are generally a secondary one, virtually just attachments to the main characters who are almost invariably white actors. In spite of being 44% of Brazil's 150 million people, their impact within this media is virtually nil.

Congresswoman Benedita da Silva, one of the few blacks in Congress , explains: "When you watch Brazilian television, you think that you are is some European country; that is, of course, with the exceptionvf the servants, which are generally always black. Blacks hardly ever appear on TV commercials. And whenever that does happen, they get secondary roles related to being a 'good domestic worker' or an 'obedient servant'. All this is an absurd."

Benedita adds, "On television, blacks are always portrayed as either soccer players, criminals, suspects or favela-dwellers.

On the other hand, any news involving the government, politics or foreign diplomacy is always relating to whites." Ms. da Silva has submitted to Congress a proposal that would guarantee the proper placement of blacks within the media, thereby reflecting the importance of blacks' contributions to Brazilian culture, and to promote racial democracy. The media contributes in perpetuating a prejudiced and devaluated image of the black race."

For the representative of the state of Rio de Janeiro, the so-called "racial democracy in Brazil is a joke".

Da Silva reminds us that international tourists who are interested in seeing the Brazilian racial democracy inaction will be very disappointed. Says she: "The first question he will ask is: where are the blacks of Brazil? Starting in the plane, he will not find blacks among the crew members or the passengers. In the airport, he will find blacks as luggage handlers or drivers.

And upon arriving at the hotel, our tourist will most certainly not meet blacks at the tables in the restaurant or at the swimming pool. When reading a magazine, he will not find black models. lie, naturally, will find plenty of black people on the police pages."

What should such a tourist do to meet blacks? Go out on the streets, suggests da Silva. "lie will then see a lot of black people.

He will be in touch with the boys and girls who live on the streets and who are mostly black. They will ask him for some change or some food."

No self-esteem - Vein magazine recently conducted a survey of racial attitudes amongst black and white Brazilians. The results: Prejudice - 40% of all whites say that they are more prejudiced, and 36% state that the blacks are; 55% of all blacks say that whites are more prejudiced while 27% indicate that they are.

Looks - Whites :45% indicate that there are more handsome white persons; 25% say that there are more handsome mulattos (mixture of white/ black); and only 3% stated that there are more good-looking black people. Blacks: 27% say that mulattos NEWS from BRAZIL - SEPTEMBER 1993

are nicer looking, 22% indicate that whites are and only 17% find that black is beautiful.

Commenting on these findings, University of Sao Paulo anthropologist Solange Martins Couceiro noted: "This is the supreme form of domination. This is the most evident manifestation I've ever seen of the tendency of whitening the population. A tendency so strong that it has been introjected even by the blacks themselves."

Jobs -Whites: 71% indicate that they would choose to have a white candidate as a potential employee; 5% indicate that they would prefer a mulatto and only 3% say that they would choose a black person.

Blacks: 81% indicate that a white would be chosen for the job; 4% feel that a black would be chosen, and 3% felt that it would be a mulatto.

At the upper-most echelons of Brazilian society and of Brazilian institutions, the tilt towards white dominance is appalling.

Nothing speaks louder than sheer numbers when Brazilian institutions come into play. For instance, Brazil's Chamber of Deputies (with over 487 congressmen) only has 11 black members; the Brazilian National Council of Bishops (CNBB) has 300 members but only 5 of them are black. It's true that Brazil's national soccer team has 7 black members on a staff of about 20.

But there are no blacks in the Brazilian Academy of Sciences, the Military Top Command, the Brazilian Senate, the Brazilian Supreme Court or President Itamar Franco's Ministry staff. All the while, 44% of Brazil's population is still black.

Even in today's Brazil, mixed marriages still cause surprises and uproars. Jose Barbosa, a successful businessman from Bahia now 10

living in Sao Paulo, has a blond girlfriend. His comments: "People here don't want to admit that I, being black, could have ever prospered. They try to find an excuse for my success."

There is also Renata Zoega , 19, a blonde and Roberto Bueno, 32, a black PhysicalEducation teacher.

Says he: "Whenever we go to a restaurant, I am always asked if Jam a soccer player or a famous movie star. It somehow doesn't get through their heads that a common black guy can have a white girlfriend."

Dear Editor: First, I love Brazil. Like every dollar carrying Gringo bastard down there, I had the time of my life. I worked in oil, over there, for several years, between 1985 & 1988.

I married Vania and have been back only once in 1990. I tried to start a small company with Brazilian handicrafts but couldn't get it off the ground.

Why am I telling you this? I don't know except that I love all things Brazilian. I am extremely impressed with your magazine. I write as a hobby and may submit editorials, and I want to be included in your "network" of contacts for any future projects or to offer assistance as needed.

I am also interested in hearing about or being involved with anything having to do with a Brazilian co-op. It seems to me that if a large group purchased airline tickets at the same time, we could all save $$.

Another great example of optimism is found in his further statement, under the heading of "Excellence Confirmed", that the "quality of Brazilian products in first world markets is a chief reason for optimism within the public and private sectors..." despite the statistic presented in your previous issue (July 1993) (in the article Waste, Inc. by Renato Ferraz) that "Productivity in Brazil is one of the lowest on the globe.., for every one million units produced, 26,000 have problems, while the world average is 200 for every million."

Dear Editor: As an ex-resident of Rio de Janeiro I must agree that Brazilians' sense of optimism about their country's future is wide-spread and, in the face of all facts and history, bizarrely fanatical. A perfect example of this national trait was found right in your article on the subject (August issue), where author Carlos Ravelo states that "the children.., did not show any trace of dissatisfaction" in their country, despite the fact that three paragraphs earlier he presents statistics showing that a large percentage of the children see "leaving the country" as more important than "pursuing a professional career". - Valha-me a Virgem madrinha, Nossa Senhora! gemia o Negrinho. Se o sete-leguas perde, o meu senhor me mata! Hip! hip! hip!...

E baixava o rebenque, cobrindo a marca do baio.

-Se o corta-vento ganhar e s6 para os pobres!... retrucava o outro corredor. Hip! hip!

E cerrava as esporas no mouro.

Mas os fletes corriam, compassados como numa colhera. Quando foi na Ultima ctuadra, o mouro vinha arrematado e o baio vinha aos tirOes... mas sempre juntos, sempre emparelhados.

E foi urn alegrao por aqueles pagos, porque logo o ganhador mandou distribuir tambeiros e leiteiras, covados de baeta e baguais e deu o resto, de mota, ao pobrerio. Depois as carreiras seguiram corn changueiritos que havia.

0 estancieiro retirou-se para a sua casa e veio pensando, pensando, calado, em todo o caminho.

A cara deIe vinha lisa, mas o coracao vinha corcoveando como touro de banhado lacado a meia espalda... 0 trompaco das mil oncas tinhalhe arreloentado a alma.

E conforme apeou-se, da mesma vereda mandou amarrar o Negrinho pelos pulsos a urn palanque e dar-lhe, dar-lhe uma surra de relho.

Na madrugada saiu corn ele e quando chegou no alto da coxilha falou assim: - Trinta quadras tinha a cancha da carreira que tu perdeste: trinta dias ficards aqui pastoreando a minha tropilha de trinta tordilhos negros... 0 baio fica de piquete na soga e tu ficards de estaca!

0 Negrinho comecou a chorar, enquanto os cavalos iam pastando.

Veio o sol, veio o vento, veio a chuva, veio a noite. 0 Negrinho, varado de fome e já sem forcas nas maos, enleou a soga num pulso e deitou-se encostado a urn cupim.

E assim o Negrinho perdeu o pastoreio. E 0 Negrinho anda sempre a procura dos objetos perdidos, pondo-os chorou . . de jeito a serem achados pelos seus donos, quando estes acendem urn coto * * * de vela, cuja luz ele leva para o altar da Virgem Senhora Nossa, madrinha 0 estancieiro mandou outra vez amarrar o dos que nao a tem.

Negrinho pelos pulsos, a urn palanque, e dar-lhe, Quem perder suas prendas no campo guarde esperanca: junto de dar-lhe uma surra de relho... dar-lhe ate ele nab algum moirao ou sob os ramos das arvores, acenda uma vela para o mais chorar nem bulir, corn as carnes recortadas, Negrinho do pastoreio e vá !he dizendo - Foi por al que eu perdi... disappeared completely in the central area of Rio. "Unfortunately, we have to admit that they were zeroed," said commissioner Carlos de Souza Oliveira from Rio's 3rd Police District, adding, "but this is just a question of time. The problem is social and we shouldn't have any illusion that it can be solved with extreme measures. As long as we have such inequality, the problem will be here."

According to Rio's Juizado de Menores (Juvenile Court), three meninos de rua (street kids) are killed every day in the State of Rio. At the same time, the State is increasing the number of children being sent to reformatories. In the first six months of 1993 alone around 1,000 minors, with ages ranging from 10 to 17 were taken to correctional institutions.

Those interested in solving the problem by simply eliminating the children are numerous. They are businessmen afraid of burglaries and the presence of undesirables who might be scaring their clients, they are bicheiros (number runners) trying to "clean" their territory, they are also policemen retired or active adding a little to their pitiful salary or pension.

There are increasing suspicions that there is a death squad or more than one being financially backed by businessmen to exterminate all kinds of 'objectionable" people, not only children, but also beggars, prostitutes, transvestites and street vendors. As reported by 0 Globo, a Rio daily, the price to kill a menino de rua can be a beer crate, a good lunch or 1000 cruzeiros (a little more than 10 dollars). It's said that some ex-policemen, will do the job for free, as a sense of duty or as a favor to a friend.

On another front, if the problem of the street children hasn't been solved, it apparently is not due to lack of money. Rio has more than 600 Non-Governmental Organizations (NG05) in some way devoted to these kids. At Largo do Machado, which officially has 30 street children, 40 of these organizations have their offices. This is a scandal in dollars, francs, marks, and pounds, with money sent from all over the world.

The State of Rio has an annual budget of $400 million for social assistance. The biggest chunk of this money, however, is used to pay the salaries of almost 1700 workers, who take care of 3,000 homeless at Fundacao Ledo XIII. That's almost two workers for every person assisted.

This story of paralyzing bureaucracy is spread all over. Rio has even a building that could house 1500 children (it's believed that 700 of them sleep by themselves on the streets every night) but it's empty. The most surrealistic however is that the 1,100 workers who used to work there continue getting their salaries even though the institution has been closed since 1988. The Constitution forbids the state to lock up meninos de run against 16

their will, which is understandable, due to the fact that the old institutions were a school of crime.

How many children are on the streets of Brazil? The numbers are difficult to arrive at. One million is considered a conservative estimate. The country has 600 million people less than 17 years old.

Around 18 million of them live in families whose income is less than 1/4 of the minimum wage (around $15 a month), an amount insufficient even to buy half gallon of milk a day. A study by Unicef shows that there are half a million minor girls working as prostitutes.

There is no lack of laws either to fix the problem. The Estatuto da Crianca e do Adolescente (Child and Teenager Statute), signed in 1990 by then president Fernando Collor de Mello, with its 267 articles is almost as big as the Constitution. The Constitution itself reads in its article 227 that children have the right "to life, health, food, education, leisure, a profession, culture, dignity, respect, freedom, and family and community life."

The situation is not worse only because there have been some success stories. The state of Minas has just been awarded with a prize for its Curumin (Indian child) Project. Around 6,000 children are being assisted by a program that rewards those who go to school and tries to prevent them from being drawn to the streets. Many experts agree that the best solution would be to offer a home environment to the children instead of the commonly used impersonal barracks-like institution.

Most of the achievements in the area of helping the meninos de rua come from individual and private efforts. Italian Cesare de Florio La Rocca, for example, started the Axe Project, which at a cost of $37 a month per child, has taken almost 2,000 meninos de rua from the streets . For a very modest amount of money, children get a place where to live, sleep and learn a profession. Carioca businessman Sergio Andrade de Carvalho, sponsor of Cruzada do Menor, which assists more than 4,500 children all over Brazil, defends the participation of the NG0s, reminding that they have "people willing to serve."

Yvonne Bezerra de Mello, a rich artist, who is considered the guardian angel of dozens of street children in Rio - she was one of the first to arrive at the Candelaria scene after the early morning massacre after receiving a call from the victims themselves - has an apparently simple solution: "If everybody would take care of the abandoned children who live at their door, the situation would be very different. The government gets part of the blame, but so do we the elites." •

It took the mass murder of eight children in Rio, in the shadows of the night and of one of the oldest cathedrals, the Candelaria, for the world to be shocked and for some Brazilian authorities to show a semblance of indignation. :" I'm horrified," commented President Itamar Franco in a note.

And in the face of his ambassadors' slow response to world outrage, Itamar threatened with a bloodless mass decapitation of top diplomats in Washington, Paris and other capitals (as if they had had a quicker or any reaction at all in past incidents). Rio's Governor Leonel Brizola, who has done very little to solve the problem, besides spout flowery rhetoric, called the carnage a "brutal crime".

The killing of children in Brazil is nothing new, however. Last year more than four of them were executed every day and the same pace continue in 1993. On Christmas Eve of 1990, three boys were killed in a similar fashion at Cinelandia in downtown Rio. The crime almost went unnoticed.

Soon after, the bodies of seven minors who had been menaced with death were left by the side of Palacio dos Bandeirantes, the seat of the state of Sao Paulo government. Again, little fuss over that.

Everybody is a suspect A massacre of children in Rio opened an old wound that some Brazilians would rather forget. It seems now that the street kids' problem is less a question of money than of inventiveness and will. And nobody - no adult, anyway - is innocent.

Rio de Janeiro. They have vanished. The case has caused some international commotion after the victims' mothers formed a group, the Mothers of Acari, to try to reach a solution. In January, the leader of the group, Edmeia da Silva Eusebio, was assassinated.

One more incident for the unsolved crimes file.

This assurance of impunity has certainly encouraged the killers of Candelaria to be daring in their dirty work. The cynicism of society itself might have been another factor. On the Friday the massacre happened, the state government released a telephone number through the radio and TV for those who had any lead that could help find the killers.

In the first hour after the announcement, there were 25 calls, none with information. While two people denounced the murders, many others were making comments such as "it was too little, they should have decapitated them", and" they should have killed every one of them". Rambo in the Amazon The U.S. presence has been increasing in the Amazon. The Americans say they are just helping in the war on drugs. The Brazilian military, however, sees ulterior motives and doesn't want the Yankees so close.

Brazil is worried. And they feel they have a reason to be. Why? Well, as of late, the Amazon basin has become an area of not only ecological, but also of regional military importance as well. In the corner of Amazonia where the Colombian town of Leticia and the city of Tabatinga meet, some strange things have been taking place. Brazilian military authorities are highly concerned about the presence of U.S. troops in the fringes of Brazil's borders with Colombia, Bolivia, Venezuela and Guyana.

Brazil's Federal Chamber of Deputies (House of Representatives) is keeping itself informed through secret meetings and its Defense Committee is investigating the matter. According to Joao FagunYankee soldier in the jungle with rocket-launcher . des of the PMBD (Brazilian Democratic Party Movement), a centrist party, "At no time has the military expressed any fears about an eventual American military invasion or intervention into Brazil's Amazon territory; but they have presented us with the military-strategic pattern developed by the Americans in Latin America, and within said context, they have highlighted the deficiency of control and supervision that exist in Brazil's Amazon region."

He added: "The U.S. ever-increasing military presence in the NEWS from BRAZIL - SEPTEMBER 1993

Andes region and the Caribbean -particularly in the Brazilian Amazon borders with Venezuela, Colombia, Bolivia and Guyana - and the recent construction of a 3,500 foot-long landing strip in Paraguay, right on the edge of Mato Grosso State, with the Paraguayan government's consent, have all been mentioned".

He also mentioned that the U.S. has been pressuring several of those countries, particularly Colombia and Bolivia, to join the proenvironment and anti-cocaine struggles. One reason for concern in particular has been the placement of a radar tracking station in the Colombian city of Leticia.

Although no one knows its exact purpose, the most common explanation circulating around seems to be that it is a "donation" from the DEA (Drug Enforcement Agency) to the Colombian government, so it can better control its air space.

One thing is certain, though: the station has the most up-to-date and sophisticated equipment around, able to track low and high altitude flights within the whole region. A crew for a Colombian TV station after having been denied access to the American installations in the jungle, rented a plane and showed their viewers a real fort inside the forest, with several buildings, jeeps, tanks and tractors.

In fact, the Brazilian Military Commander for this area, Colonel Rorato of the 8th Brazilian Jungle Infantry Battalion, as well as General Castro, his Regional Commander, have refused to talk to any journalists about the subject.

However, Pedro Pinzon Gomez, Director for the Colombian Administrative Security Department has indicated: "The DEA placed the radar to monitor all flights over Colombia's borders; the Americans are giving advice and providing training to the army and Colombian anti-drug police units."

Security in the area of Leticia is extremely tight, and Brazilian journalists have been repeatedly forbidden to take pictures, or visit the immediate area. No reason is given, except that it is a "high security area" prohibited to outsiders. The reports relating to these facilities have also brought an uproar within those organizations that are fighting for Indian rights. Marco Santini, an activist for the Indians, in Brasilia, in an interview with AFP (France Press Agency), stated: "The Brazilian military establishment, which lacks money and a strong structure within the government, wants to talk to the Commission to try and reverse their situation; and through that, to try to reduce the area (and holdings) of the Indians' land grants. The U.S. isn't going to invade Amazonia and pillage it; they have no need to, since they get everything they need from there at cut-throat rate. The problem in Amazonia involves a conflict of interests relating to possession of the land," he added. • 17

Getting real This is a ritual repeated every few years. The zeros start to trail too long at the cruzeiro's tail and they are unceremoniously nipped.

The new last name for our cruzeiro, the real (read re-ow), couldn't be older. Real (regal) was Portugal's currency when Brazil was discovered in 1500, and in turn became the Brazilian money. Starting in 1694, with the creation of Casa da Moeda in Bahia, the real began to be manufactured in Brazil. Now, since August 1, it is the only legal money in the country, taking the place of the old cruzeiro, which lost three of its zeros before enduring the name change. Cr$ 1,000 (one thousand cruzeiros) = CR$ 1 (one cruzeiro real).

It was taking 75 cruzeiros reais at the beginning of August to buy one real dollar.

The prognosis for the newcomer is definitely glum. If inflation keeps its 1500% a year hallucinated pace, in little more than two years the cruzeiro real itself will be deprived of three zeros, giving place to a new incarnation of the national currency. The periodical trimming of zeros is a must. Since 1942, when the cruzeiro was introduced, 12 of them have been cut. Without it, a match box would be costing today at least 125 billion cruzeiros.

Even though the real has been extinct for four decades, Brazilians continue to use a series of terms and nicknames related to that currency.

The plural of real will be reais, this time, but in the old times, the plural was reis. The expression mil reis meaning cruzeiros is still very spread in Brazil, the same way as the word tostao (ten reis), that designates money of little value. Check the ex-

pression: ntio vale urn tostcio furado it's not worth a tostao with a hole.

One million reis was called one conto, another term that has survived and that designates one thousand bucks (be it cruzeiro novo, cruzado, cruzeiro real).

With the new currency, the predated checks - they are being used frequently for installment sales - have to be cashed in 120 days. New checks can only be in cruzeiros reais and any mistake, like writing reis instead of reais, will mean a check returned and a CR$ 21 fee (around a quarter). As for the money generated by the banks with the elimination of the old cents, it will be sent to the Central Bank and then used to fight hunger.

The zeros' excision should have happened months before. It was president Itamar Franco who didn't like the idea. He didn't want anybody to think his administration was fooling around, erasing the effects of inflation on the currency, instead of combating inflation itself.

Finance minister Fernando Henrique Cardoso recognized the little value of the zero slashing: "We solved a technical problem," he declared.

The nation's budget was 15 quadrillions. This is almost a four letter word." Almost?

Hands off!

The Amazon • is ours An ex-president and possibly a candidate for a new run to the Brazilian presidency explains why Brazil doesn't like to hear the world claiming its rights in the Amazon.

I come back to the Amazon issue, particularly to the problems it can generate.

The phase of the Amazon myths has passed.

World lung, earth climate controller, inexhaustible treasure, fantastic mines, responsible for greenhouse effect, CO2 filter, and other speculations.

Science and reality took care of demystifying such fictional tales. That didn't make the Amazon less important for us or for the world.

While the rest of the world destroyed their own forests, we preserved the biggest, the densest, the most diverse rain forest of the planet. It's there almost intact thanks to the determination and obstinacy of Brazilians, who by upbringing and culture have always had a complicity with nature.

It happens that the rich nations G-7 group has transformed the problems of the environment, which is the assortment of natural conditions that encircle and influence the development of human beings - into a matter of humankind's survival, to legitimate its interventions. The developed nations believe they are responsible for the management of this challenge.

Concerning the Amazon, they have started an international campaign against Brazil, in essence accusing it of being incapable of administering the Amazon. In the past, these same nations have accused us of the same evil, only through another viewpoint: "Mankind couldn't be deprived of the Amazon riches with the Amazon belonging to a country unable to explore it." President Woodrow Wilson formally suggested to Brazilian president Epitacio Pessoa, in Geneva, the internationalization of the Amazon.

Now the argument is different. The Amazon is the big genetic bank of the world, it regulates the earth's climate, it involves the planet's fate. That's what the big powers believe and why they want to NEWS from BRAZIL - SEPTEMBER 1993

dominate the region. They start with circuitous, vague conclusions that have no scientific merit and they arrive at decisions laden with political implications.

During the Cold War the existing problems wouldn't allow a direct, political and military debate of the issue and the adopted tactic was pressure by environmental and religious groups, backing territorial claims, using our poor Indians for their rallying cry. Afterwards they tried to get our territory in exchange for a reduction of our foreign debt, something I refused to accept. The negotiation called for a commitment on our part to exercise a controlled sovereignty. The politics of staying with the cage and keeping the bird imprisoned.

As president of Brazil I confronted this campaign. France's president invited me to Amsterdam for a meeting whose objective was to make us accept to delegate, under the guise of ecological necessity, part of our rights to the international organizations (controlled by them), allowing them to dictate norms about the utilization of our natural resources.

Mitterrand was sincere and declared: "The holders of the Amazon forest should recognize that their sovereignty over it is selective." The current vice-president of the United States justified this viewpoint: "The devastation is unbelievable and it represents one of the biggest tragedies in history," which is not true.

Very well. Now, after the end of the Cold War, the issue is more apparent. Brazil lost after the end of my administration the conditions we had created with our neighbors to the North: Surinam, where the Dutch influence returned; Guyana, where the Americans and the British settled with troops and jungle training; and Venezuela, where minor incidents at the frontier shook the previous climate of tranquillity.

Thus it has been established that the presence up to then desired of the forces that administer "the survival of humankind" in the heart of the Amazon, ready to intervene, as soon as the countries involved - Brazil being the biggest of all - practices any act that according to them, threatens the survival of the environment.

Add to that the Yanomami question, with a delimited territory of nine million hectares, at the border, with an international opinion engaged, and the area related with "ethnic conflicts" begging for a solution, which shows the absurdity of the approach and the pressure.

We have all the ingredients to create friction. The lack of strategic vision by the last Brazilian administration has created a grave problem for the future of the country that will give us a big headache.

We must formulate a national conscience, above all segments, tendencies and factions, so that this generation does not bequeath a divided Brazil to future generations.

Let's preserve the Amazon, we Brazilians ourselves. There's no example in the history of mankind of any country that has surrendered two thirds of its territory to foreigners. Deep down, that's what's behind the Amazon question.

That's the danger.

Suddenly, Brazilians are not so sure they will be waving their flags in Yankee stadiums come the World Cup. Many people are losing sleep over, this and pointing fingers are working double shift.

As in Hollywood, where everybody is only as good as their last movie, Brazilian soccer managers are no better than their last game. The same voices on the stadiums and the press that are clamoring for head coach Carlos Alberto Parreira's head were, until recently, praising him as a hero and as somebody incapable of doing anything wrong.

Oddly enough Parreira is still half of the winning pair, along with Zagalo, who helped Brazil win the World Cup for the third time, in 1970, in Mexico. At that time, Zagalo, who is now the coordinator, was the head coach. Parreira worked then as assistant coach, preparing physically the players. Even today's doctors were part of the 1970 team.

Naturally, the faces and legs in the field are no longer those of Pele, Tostao, Rivelino, Gerson, Carlos Alberto, Paulo Cesar, Jairzinho. But there are still big names drafted from famous teams all over the world.

Names like Rai from France's Paris St. Germain, Careca from Japan's Hitachi, Ricardo Rocha from Spain's Real Madrid, Dunga from Italy's Pescara, Jorginho from Germany's Bayer.

According to some, that's the main problem: the "foreigners". Even president Itamar Franco, who had previously maintained a respectful silence, couldn't resist a comment, NEWS from BRAZIL - SEPTEMBER 1993

when the national team at the beginning of August ended 1 to 1 in a friendly game against Mexico. "That's horrendous," said Itamar, adding, "we need much more training to get a spot at the World Cup." Talking about this situation, commentator An Cunha from Brasilia's daily Correio Braziliense wrote: "Brazil today has more than 200 players spread throughout the whole world, and there are some who make at least double what the U.S. president makes. It's obvious that such a man is not going to run after a ball to fight for it as a "simple South-American" as they themselves sometimes say.

The public believes that the best solution would be to have a national team with the players of the land, those who live in Brazil and who are searching for glory there. Stars would be interested not in playing a great game but only in making brilliant plays. That's what would count on their rĂŠsumĂŠ, that's what the press

Some of the harshest critics of the Brazilian team are those players who contributed to Brazil's victory in Mexico, in 1970. "The national team has to charge," says Carlos Alberto Torres, who was the captain of the squad in 1970. "I don't like this Europeanized team playing in the defense.

I have called attention to the fact that the "foreigners" have lost the national team spirit."

Rivelino says the thought of Brazil not being able to participate on the World Cup - that would be a first makes him ashamed. He accuses the officials at CBF (Brazilian Soccer Confederation) for waiting till the last minute to start training. "If in 1970, having Fele, we trained for three months, how come they want to improvise at a time we don't have the same talent?"

Brito is another one who criticizes the delay in starting the training.

"Why didn't they train the team in an altitude similar to that one of La Paz, before the game against Bolivia?," he asked. That defeat by 2 to 0 pressed the panic bottom and for the first time made Brazilians wonder whether they would be able to travel to the United States for the 1994 World Cup. Speaking of travel, there is even a multinational tourism corporation worried about by the performance of the Brazilian team. Euro Vip's has made 4,000 hotel reservations in the United States, where Brazil seemed likely to play. The $1 million investment seemed like a sure thing when made. Now Euro Vip's already has a contingency plan and is ready to open an office in La Paz, in case Bolivia gets the spot Brazil seemed certain to win.

There are many more people who would lose a lot of money, starting with CBF. The Brazilian Soccer Confederation, for example, would have to reduce to $40,000 the $250,000 fee it now charges for friendly games with the national team. Besides that, CBF would be deprived of the $550,000 paid by FIFA for every game played during the World Cup. And what about the $10 million or more in publicity that would be lost?

Rede Globo, the monopoly-like TV network, in turn, would have to offer considerable discounts to the main sponsors of the Cup (Coca-Cola, Chevrolet, Kaiser, Rider, and Itad Bank), who were supposed to pay $10 million each for their exposure during the games.

Mr. Tea Turner's empire is extending to Brain and all of Latin America. The assault has just started.

TOM SMITH NETO TNT Latin America, formed in 1991, is the most recent addition to Mr. Ted Turner's cable television broadcasting empire, Turner Broadcasting Systems, Inc. (TBS). It joins TNT and TBS Superstation in TBS's entertainment segment, accompanied by Cable News Network (CNN), CNN International, and Headline News in the news segment.

Programming is transmitted simultaneously in Portuguese, Spanish, and English via satellite from TBS's headquarters in Atlanta, Georgia. Affiliate television stations and cable operators in Brazil and other countries then choose the appropriate signal they wish to receive and air TNT programming on their channels.

TNT Latin America has offices in Rio de Janeiro, sao Paulo, Buenos Aires, Mexico City, and San Juan.

Programming is also being aired in Argentina, Colombia, Venezuela, Mexico, Puerto Rico, and on an English speaking Caribbean channel.

Ms. Charlotte Leonard, vice-president and general manager of TNT Latin America, says the conception of TNT Latin America occurred with Mr. Turner's acquisition of the MGM film library in 1986. Beaming with the pride of a new parent, Ms. Leonard further explains: "Because much of the library had already been translated into Portuguese and Spanish, the idea for entering the Latin American market was a natural."

Mr. Turner's library, which he purchased from MGM/UA for $1.4 billion, consists of 3700 films, including pre 1950 Warner films. TNT was formed in 1988 to broadcast these films, including such classics as Casablanca, Citizen Kane, 2001: A Space Odyssey, The Wizard of Oz, and Dr. Zhivago.

The driving force behind TNT Latin America, however, is Mr. Turner's desire to promote the interchange of art, ideas, and culture among Latin American countries. Ms. Leonard asserts that one of the main objectives of providing "a medium for cultural interchange" 22

among Latin American countries is to increase interregional trade, tourism, and understanding.

Among the ways Ms. Leonard envisions accomplishing these goals is the production of culturally oriented travelogues, which can be aired as fillers between programs, as well as full length historical and cultural programs. Topics can range from the Vina del Mar music festival in Chile, to a surrealist art exhibit in Buenos Aires, to a conversation with Brazilian writers be it Ignacio Loyola Brancrao in Sao Paulo, Joao Ubaldo Ribeiro in Salvador, or Paulo Coelho in Rio. On July 24, TNT Latin America aired a very enjoyable program about the history of Simon Bolivar.

I now know why the flags of Colombia, Venezuela and Ecuador are almost exactly alike, which I had wondered for some time!

The production of cultural programs

by TNT Latin America is developed under the direction of Mr. Luis Estrada, Creative Services Director. A native of Los Angeles, Mr. Estrada discussed with me the possibility of producing a series of programs which may include features about Brazilian filmmakers, musicians, and other artists.

Mr. Francisco Duran, assistant to Mr. Estrada, enlightened me in regard to important and refreshing philosophies which underlie TNT Latin America's approach to programming. Viewing will be family oriented, and cultural programs will highlight positive aspects of societies. This is not to say that programming will not include drama or serious subject matter. On the contrary, viewers of TNT Latin America will get healthy doses of action, drama, and mystery, along with comedy, cartoons, sports, and culture.

The difference is that existing programs to be aired, as well as new ones produced by TNT, will be devoid of purely gratuitous violence and unnecessary vulgar language. "Programs dealing with serious subject matter will portray a more realistic view of actual life drama situations," informs Mr. Duran.

"Thoughtful dialogue will be featured instead of graphic violence in such a manner that young viewers and children will not be exposed to inappropriate material."

In April of this year, TNT Latin America added TBS's Cartoon Network to its programming. Mr. Turner purchased a 50% interest in three thousand half hour Hanna-Barbera cartoons in 1991. Nearly one fourth of the cartoons have been translated into Portuguese so far and are being aired in Brazil.

TNT Latin America also emphasizes sports in its entertainment selection. An exciting addition to sports programming in Brazil will be European soccer. With so many of the great Brazilian soccer players now based in Europe, this should

be a very popular addition to Brazilians' "menu" of soccer viewing.

Producer Alex De Souza, among his many other responsibilities, is in charge of soccer broadcasts to Brazil. European games are received via satellite in Atlanta, then transmitted to Brazil with color commentating in Portuguese. His experience includes having broadcast international matches to Brazil from England, France, Czechoslovakia, Portugal, and the United States.

Assisting with the commentary is Jose Thadeu Goncalves, who has played professionally in Sao Paulo for Paulista and Guarani, and was assistant coach for Sao Paulo from 1982-1985. Mr. Goncalves coached and developed such players as Muller, Silas, Ze Carlos, and Sidney.

Mr. De Souza, whose career in radio and television broadcasting began in Rio de Janeiro before taking him to various European countries for many years, looks most comfortable while hard at work with various tasks of a producer. Sr. Alex afforded me a fascinating crash course on state of the art television production, teaching me technical and creative aspects while producing a tongue in cheek promo for an upcoming martial arts movie week.

Though TNT Latin America's presence in Brazil is presently in an infancy stage, with approximately forty thousand cable subscribers to date, one can be rather safe in anticipating success when Ted Turner, Time magazine's 1992 "Man of the Year", enters into a major broadcasting venture. An opposing viewpoint might argue that, since Brazil's television networks are among the world's best and biggest, cable television will not be in such great demand.

I believe Mr. Turner has heard that argument before, somewhere. •

What's up, Maestro?

After all these years, sax-player, composer, arranger, and master of quite a few of the best Brazilian musicians, Moacir Santos is still making waves.

"The angels came to me," says Moacir Santos, his smile expressing an elation from the past. He is describing the days of live radio in Rio de Janeiro when everyone eagerly anticipated his weekly broadcast, "Because I had ideas. ' Born in Pernambuco, Santos was to turn his ideas into a legacy. He came to Rio in the late 1940s to start a career playing saxophone but was to become much more to the music world than a musician. And legendary artists such as Set. io Mendes, Toquinho, Bacfen Powell, Flora Purim, Airto Moreira, and Dori Caymmi would do much more than admire his music.

"It was a period of discovery," he recalls. "In those days the popularity of the radio was something new. The whole world was aware of the BBC in London, and many countries were trying to have their own BBC. That style - huge broadcasting and the best artists, the best musicians."

Santos worked under contract for the National Network in Brazil for 19 years. Through composing, playing, and arranging, he earned a reputation for innovation and creativity, one that leaves him at the same time modest and proud. "I had my arrangements broadcast every week. And there was a lot of expectation. What is Moacir going to bring now? What's new? It was always a surprise. Probably I was blessed."

A funny thing about being blessed - it means more work, not less. That paradox led Santos in an unusual and privileged direction. "I was a good musician," he says. "A good player, a good reader. But when you want to know how to make music, how the music develops, all the details, then you are talking about something else."

He pauses to smile. "Nobody wants to study music too profoundly - knowledge of composition and things like that. Including myself. These matters are too compliNEWS from BRAZIL - SEPTEMBER 1993

cated, too involved, too intellectual. But because, of my arrangements, someone said, • Moacir, you have to study.

"Moacir took this philosophy to heart and has passed it on to some of the biggest names in Brazilian music.

"They didn't want to study, and I convinced them, as my friend convinced me," he says. As a result, many of the people we know and love best have passed through his instruction. "When someone is already a composer and knows how to make music, you would think he doesn't need to study. But everyone we know who's a master at music, the geniuses, studied. It's an obligation. You have such a talent for music, you are obliged to study. It's very paradoxical."

And so, Moacir, like all great teachers, taught those who didn't need to be taught. "Baden Powell was already the Baden Powell when he came to me," he says.

"Dori was already Dori Caymmi, the guitar player. They are already excellent musicians. They are the artists.

They know how to play. They compose. They're brilliant musicians already. But it's a thirst, explains Santos, "the aim, the dream. It's a feeling of frustration of the artist.

Santos's most extensive activity was in the bossa nova period. "Then almost everyone that starts to appear here and there in the stadiums was studying with me," he says. "Carlos Lyra, Oscar Castro Neves, and several names that are not known here, including some musicians who became maestros conducting." In 1967, Santos came to the United States, but his influence continues today, sometimes when he doesn't even realize it.

"For example," he says, "Ivan Lins didn't study with me. That was a name that I never heard in Brazil when I was there. A new generation.

When I first heard Ivan Lins, I thought, 'This is so nice.' I felt envious. I was used to being the one who came up with the novelties. So I felt envious-a very healthy envious. But I confess. When Ivan came over, I told him, 'You have such inspiration, I'm envious of you.

And he told me, 'Moa, I learned all these things listening to you, Jobim, and so forth." He smiles. "It's really something very impressive.

Santos calls himself a man of many lines, but not a star.

"Probably if you select the greats, I'm in the last of the greats," he says.

But even a short conversation with 'Aim reveals the magic of his mind with respect to music. Today, he still teaches and has begun work on classical compositions.

Occasionally, he performs here and in Brazil, but mostly seems to enjoy a peaceful life in a quiet corner of Pasadena.

The Son of Café Brasil - Part II If you think the food is good and that you've tasted it before, this is no déjà-vu. Bossa Nova has pedigree.

By the time you read this, Bossa Nova, the youngest Brazilian restaurant in the Los Angeles area, will be almost two months old. That doesn't mean they lack experience. Following what seems to be turning into a pattern, Bossa Nova's owner worked before at Cafe Brasil, that colorful spot on Venice Blvd. The same story happened in 1991 when the Amazon Café (it was scheduled to close its doors at the end of August) was created after a split at that same Café.

This time, however, the similarities are even deeper. Bossa Nova's system is exactly the same as the one at Cafe Brasil. You go to the cashier when you arrive and order the food. Then you leave to your table and wait. Although it might get jammed in busy hours, it sure will be faster than waiting for someone to serve you.

An interesting fact about the Bossa Nova is its location, on West Hollywood. The new eatery is

on Robertson Blvd., just some paces from Santa Monica Blvd., amid a carnival of shops and other restaurants. This means people and business. Even during night hours, there is always a crowd around, looking for fun.

I went there at lunch time and didn't have any trouble ordering the food. I had an empadinha as appetizer and it was very tasty. They also have cheese bread and coxinha, which I didn't try. For entrée I chose a lamb steak. Following the Café Brasil formula I mentioned, the plate came with black beans, rice, yucca flour and fried bananas. The beans and the rice were very well prepared but the lamb and yucca flour have room for improvement. I am not saying they were bad, I swear, but just a little touch could make them really delicious.

The bananas were superb. That's worth mentioning since bananas are frequently served before being ripe.

The salad that accompanied the entrée was nothing to write home about. It came with a sauce that I didn't like. Only later I learned that I could have chosen the sauce. Moral of the story: learn with my mistake.

The brigadeiro I ordered for dessert was delicious. Not as delicious as the ones my grandma used to prepare for my birthday, but tasty

enough to make us forget our homesickness.

The final bill came to $10.50, but the price of the brigadeiro - 60 cents for half a second of pleasure - was pretty stiff. This is not only a Bossa Nova's problem, however. Other Brazilian restaurants are famous for doing the same. It is OK to charge more for a guaranci because is imported but for $3, I can buy in any supermarket the ingredients to make dozens of brigadeiros like the one I ate. Sweets in other restaurants may also be expensive, but they generally come in generous portions. Why don't Brazilian restaurants do the same?

All in all Bossa Nova is more than worth a visit. To end, a little remark: those guys from Café Brasil should stop bickering and start kissing and making up. They should create a franchise instead, starting the first Brazilian food chain in the U.S. If you know Versailles, the Cuban restaurant, you know this is no nonsense. Good luck and born apetl te.

Some years ago, Nelson Pereira dos Santos was visiting us in Los Angeles. He sat poolside at our home writing the screenplay for A Terceira Margem do Rio (The Third Bank of the River), a fantastic story in which a man and his canoe get inside the river and never come back, reaching not the right or the left bank but that third one that the title talks about. Now in 1993, Sam and I are visiting Nelson at his poolside retreat in Brasilia where he is shooting this very same script, several drafts later. How did this all come to pass?

"To use the words of Winston Churchill," says the Brazilian filmmaker, " it has been indeed "blood, sweat and tears" to get this project off the ground. I have managed to do this with the help of many friends, as well as European support, with France being a prime contributor. Brazil and mainly Brasilia have also helped."

Santos knows the magnitude of his last challenge. He has made masterpieces using material from Graciliano Ramos, Jorge Amado, and Nelson Rodrigues, all very objective Brazilian writers. The Third Bank, however is, based in five short stories by inineiro Joao Guimardes Rosa, a Brazilian writer who has been frequently compared to James Joyce. Besides The Third Bank, the other short stories used were Sequencia (Sequence), Fatalidade (Fate), Os Irmilos Dagobe (The Brothers Dagobe), and A Menina de Li (The Girl from over There).

"I know it's a big challenge," concedes the director of Vidas Secas (Barren Lifes).

"Besides, it's been seven years since I've made my last movie. But that's very good.

He says, "Esso oil company ( a subsidiary of American Exxon) is just one of many which have backed this project."

Students and personel from the University of Brasilia have all become part of the production unit. The production office for the film was located in Sobradinho.

Nelson has assembled a illustrious and hard-working production crew, with Gilbert Azevedo and Fernando Duarte as cinematographers. Laura Lustosa who resides in Los Angeles has done double duty on the film, as an actress and jack of all trades during the production.

Lustosa has proved to be a boon. She is the granddaughter of Guimardes Rosa and plays an important role in the film as the reporter who is the narrator for the modern viewpoint of the story. The cast assembled includes new and old friends.

One of the latter is Maria Ribeiro who played the lead in Santos' masterpiece Vidas Secas, as the young mother. She returns now, after an absence of several years from the big screen, to portray the grandmother.

The Third Bank of the River is a project very close to Nelson's heart. He wants to pay homage to Guimardes Rosa whose stories contain the essence of Brazil. He says he wishes to translate into images the content and flavor of these stories for the world to see.

"With this film I wish to reflect the innermost truths of the human condition

with its happiness and pitfalls," says the filmmaker.

"These stories reflect the uction of the environment, the hopes and dreams of the people, the religious fantasy that is so much part of our culture, the miracles that can happen and the tragedies that so often occur. It is a synthesis of all that and more and hopefully will reach into the heart and soul of all who watch it."

The film's budget is $ 2 million with half the money coming from France and the rest from Brazil. The French film critics have placed dos Santos on a list of the then best directors in the world, and a State broadcasting company ended up giving him the money. The Brazilian government lent him two cameras.The first part of the shooting was done in a natural location, in Minas, 45 km. (28 miles) from Paracatu, where the scenes of the river were shot. A small cow figures prominently in the story. "This cow," explains Santos, "was given to us as a gift from a local farmer. In every way we had full cooperation from all we came in contact with, in Paracatu, in Sobradinho and Brasilia."

wasn't anything like censorship or lack of cooperation. "Our worst problem," confessed Santos, "is to fight inflation that is rampant in Brazil.

The crisis is so big that it is not a good moment to be making a film here.

However, speaking for myself, I feel that it is a very good investment for me. I am happy that I do not have any partner. This is my project alone. In fact no one wanted to become my partner in this project and I am pleased about that because I firmly believe this

film will be a winner."

The filmmaker is excited about the opening of Brasilia's polo de cinema & video facility, a center for those interested in making movies. Says dos Santos, "They wish to encourage international participation for its use. We all feel that Brasilia should be known worldwide as a city that will and can be a center for the arts and for all forms of filmmaking. The opportunities are great. The talent is here or nearby, the technical facilities and technicians are present and are being trained at the university.

The geographic setting allows a great variance of locations within easy reach. Brasilia is close to the borders of other Latin American countries. There is much that can be done filmically here and the price is right for the dollar and other worldwide currencies are strong here It would be a boon for Brasilia and a benefit for those who'd like to take advantage of these very special opportunities offered here. We hope to make Brasilia a center for the arts."

The dedication of the polo de cinema took place on May 26. This was a first but significant step towards their goal of an international center for the arts where filmmakers from all over the world will be welcomed to make their films and videos.It was a just coincidence that Santos became the first filmmaker to work in this new facility.

He was scouting locations and realized that what the new polo de cinema had to offer just suited his needs.

Of special interest in the new movie is the performance of Barbara Brant who was three and a half when the film started, last March. She plays a key role as the little miracle maker. Barbara just turned four and when asked on how she prepares herself for her role she says, "I just become that person." Nelson commented, "I treat her like an adult and she responds in kind. Her father is an actor who has a role in the film and he is a great help too." The little girl now is familiar with all phases of filmmaking within her scope. "The other day", dos Santos said, "she told us that she wants to say 'cut', a very precocious child."

Sonja Saurin, a 24 year old French actress has added a special touch to the film. She plays the part of Rosa, a woman who Guimardes Rosa describes as the color of milk and the prettiest woman in the world. Seeing Maria Ribeiro perform is a treat indeed. She and little Barbara 28

interact in an astonishing fashion. We had the pleasure of seeing some of the rushes while visiting the production and to our minds eye the scenes we saw were like paintings in motion. The Third Bank of the River is scheduled to be presented at the Berlin Film Festival since it wasn't ready for Cannes or Venice. Dos Santos himself was one of the judges on the prestigious Venice Film Festival this year.

With the film scheduled to open in Brazil next November - it should open simultaneously in Paris - Brazilians are hoping that the first dos Santos' feature film in seven years - he is one of the founders of Cinema Novo in Brazil in the 1960's - will be the entry from Brazil for the foreign film Oscar nomination in 1994. From what we had a chance to see, the 17th film by Nelson Pereira dos Santos is a winner.

Magic night Most of the audience apparently had never heard about Ivan, Caymmi, and Silveira. But at the end public and musicians were acting like old chums.

FRANCINE ALEXANDER There was a lot to look forward to. The headliners were no strangers to Los Angeles. For the past few years, Dori Caymmi has been delivering intimate and profound music almost every month at Le CafĂŠ in Sherman Oaks. Ivan Lins, who took up temporary residence in L.A. last summer, has graced the city with two warm appearances, at the Hollywood Bowl in the summer of 1992, where Caymmi also performed, and last January at the now defunct Santa Monica showcase, At My Place.

The program's special guests Ricardo Silveira and Rique Pantoja can be seen from time to time at various clubs around town. As the Pasadena Jazz Festival opened at the Ambassador Auditorium on August 7th with a Brazil Spectacular, those who knew what to expect were looking forward to something special.

What turned out to be really special about the night, however, was being in an audience that, in large part, was meeting these artists for the first time. For newcomers to the wonderful sounds of Silveira, Pantoja, Caymmi, and Lins, the evening seemed to have been a revelation. You could almost call the show a conquest, it seemed that so many of the uninitiated had been won over by night's end.

Ricardo Silveira had the honor of opening the program and the festival. He got both off to a good start with a sunny part rock, part jazz performance that transformed the formal concert ambiance of the hall into an outdoor feeling. He played two tunes, just enough to warm up the audience with his deceptively relaxed technique and fresh, easy-going sound.

Silveira remainec on stage as Dori Caymmi walked out to an enthusiastic welcome. In contrast to Silveira, Caymmi seemed to play up the concert venue, giving us an elegant, almost orchestral sound. The sound was a little more formal, a little less personal than usual, but also grander. As always, Dori took us places, both geographical and spiritual to the Northeast, to a quiet harbor in Bahia, and to other corners of Brazil via an audio tour drawn mainly from his most recent albums, Kicking Cans and Brasilian Serenata. With each selection, the applause seemed to grow a little more devoted.

A real winner with the audience was Kevyn Natau, who lent her clear-toned voice to the group for the song Forever Lovers and Friends. Two other selection of note: Moinho, a sad love story told hauntingly by guitar, bass, and Don's lovely and mournful voice filling the hall like an ancient echo. Also, Caymmi's sensual and what he calls "Freudian" version of Aquarela do Brasil, slow, steamy, and so syncopated as to be teasingly unrecognizable. The finale was a Dorival (Don's father) composition, Voce jci foi a Bahia, a lively finish for the first half, which ended with enthusiastic calls for an encore. Only after Dori promised to return did the audience abandon their applause.

where the festival setup intruded somewhat on the evening. The Ambassador is a stately and lovely place, but organization did not seem to be its strong suit that fig it. The courtyard is really too small to host the full audience, especially when people are maneuvering for coffee and too-rich desserts.

There was the uncomfortable feeling that one wrong move and someone would end up in one of the fountains. The best recourse was to duck through the crowd and find a quiet place on the stairs at the side of the building. It would have been nice to see some Brazilian fare, considering the theme of the evening, and any alternative to the pastries, mousses, and chocolate, chocolate, chocolate offered as refreshments would have been a good idea.

Safely inside again, the second half began with an unexpected change of mood, a romantic piano solo by Rique Pantoja, and for a moment it seemed we might linger with the elegant motif set up by Dori Caymmi. But a short walk across the stage and the addition of bass player Jimmy Johnson, percussionist Cassio Duarte, and drummer Claudio Slon, and the music took a robust turn, a fitting intro for Ivan Lins.

Ivan gave us good music and made a point of working the audience. It could have been a slow night, with relatively few Brazilians in the audience and much of the charm of his show drawing from his rapport with the crowc .

There wasn t the usual singing along, yelling out requests, and applauding the moving lyrics about Brazil. But the audience was invited to sing background vocals "with passion" on several tunes, and by the end of the night, was cheering for an old friend.

The program was largely one for the romantic, lots of love songs worth a good sigh at the end. For the most part, the selections read like a line-up of greatest hits Come car de Novo, Aparecida, Velas Icadas - a decision more satisfying than dissatisfying.

In a city where live appearances are rare and where many people are listening for the first 11 time, the favorites are a must.

And while it would have been interesting to hear more new material, the renditions were so good that night, with the emphasis on percussion, the energy, and something undefinable - good chemistry - who could complain? The audience gave Brenda Russell a hearty greeting when she came out to sing The Universe Is Calling, and they went wild over a vigorous rap between Ivan and Rique that sprang up at the end of a lively Desesperar Jamais.

Say 'Brazilian jazz," and many people think "bossa nova".' So it was good to see the 1993 Pasadena Jazz Festival open with a Brazilian Spectacular that brought a broader range of music styles to an audience that clearly appreciated the introduction. All the performers received a throaty leadin from Chuck Niles, legendary radio announcer, known and loved by jazz aficionados everywhere.

For this occasion, Mr. Niles, clearly a fan himself, seemed to have taken on the role of promoter as well as MC. But that night the music did a great job of selling itself, and no doubt, Los Angeles has many new fans of Brazilian music.

Speaking as an old fan, it was good to hear a scattering of voices join in for Antes que Seja Tarde, a signature ending to an evening that didn't seem long enough.

25 years in bed with Cae & Gal & Gil & Nara Geniuses or just snake oil peddlers? Some Brazilians still don't know what to think about some of their biggest pop stars, even after two and a half decades munching at their table.

FERNANDO MARQUES Like people, ideas and cultural events celebrate birthdays too. That's what has just happened to Tropicalia ou Panis et Circensts, the LP released in 1968 responsible for starting the Tropicalia musical movement in Brazil. It's been 25 years since the tropicalist gang got together in Sao Paulo to produce a record that would revolutionize not only the way Brazil would make music from then on but also the way other artists would think, paint, write and make art.

Among those participating in this record in such a heroic era- don't forget that these were the most repressive times of a military dictatorship that had seized power in 1964 - were Gilberto Gil. Gilberto Gil, Caetano Veloso, Tom Ze, Gal Costa, the band Mu tantes, lyric writers Capinam and Torquato Neto, and arranger Rogerio Duprat. As special 30

guest there was Nara Ledo, the same singer who had been the bossanova muse.

The tropicalist movement had already started the previous year, observes maestro Jialio Medaglia, conductor of the Brazilian National Theater Symphonic Orchestra and, at that time, one of those horsing around in the avant-garde. Medaglia was the author of the arrangement for the song Tropicana, that, recorded by Caetano, would turn into an emblem of the movement, mixing electronic information with northeastern scales and modern tailored verses.

Tropictilia ou Panis et Circensis has worked as a musical display, an anthology of what the various artists were doing, and ultimately, a manifesto.

Despite the "new components" pointed out by Medaglia (and by other theoreticians and musicians) Tropicalismo hasn't always been seen with sympathy by those writing about music. Thank God! In an article published almost 10 years ago to celebrate another 25th anniversary, the one of bossa nova, critic Paulo Venancio Filho had no qualms about assailing the tropicalist movement. He referreed to the artists participating in the record as "musically limited". To hear Venancio Filho, all the tropicalists have done is to "juxtapose rigidly" elements of diverse origin, producing nothing more than a collage. Instead of converting a thought into something concrete, they cefined themselves by a musical behavior. The bossa-nova, however, according to Venancio, was capable of showing inventiveness.

Maestro Medaglia disagrees. He places Caetano and Gil high up there with "the best Brazilian musicians". To boot, he reminds us that the participation of people of solid musical education, such as Rogerio Duprat, Damiano Cozzella, and himself, in the records, discredits opinions such as the ones expressed by Venancio. He discards this kind of comment, with an acrimonious, "This is a stupidity."

He concedes, however, that Tropicalismo wasn't really a specifically musical event, the way bossa nova was, but was responsible for pulling the cart of all cultural movements" at the time. Theater and movies were been attacked by the same fever that burned the poets' heads. And Caetano, seen as the harmless good "little angel" imported from Bahia, suddenly was showing sign of restlessness. "He was one of the few who were jailed by the dictatorship," notes Medaglia.

Gil and Caetano were roommates during their beginning in Sao Paulo. Their apartment was a meetirT place for artists from all fields, all thirsty for a new way to express their talent. One of these names was Jose Celso Martinez Correa, the director and producer of famous and radical plays such as Oswaldo de Andrade's 0 Rei do Vela (1967) and Chico Buarque's Roda Viva (1968).

Super 8 mm. movies were the rage then. The movies, represented

by Ivan Cardoso and Jialio Bressane, were also being viewed at the Bahianos's apartment. The plastic arts had also its representative through Helio Oiticica.

Berimbau, poet Drummond, electronic music, boleros, Vicente Celestino, concrete poetry, everything was being absorbed through the well-humored filter of the tropicalistas. For them, says Medaglia, "the banal had a critical meaning". The tropicalist salad would very soon embrace political denunciation.

The conductor remembers the day when the group who had assembled to discuss the order of the tunes of an LP heard the news of Che Guevara's assassination. The reaction was of shock and fear. But the response came immediately. The next day, they taped a song just composed: Soy Loco por Ti, America. Under its joyful appearance the tune alluded to an execution, the one of Guevara, and to the beginnin,; of the end of a dream, the one of changing an unfair world throug weapons.

Meda0a is critical of the way Gil and Caetano behave nowadays.

He doesn t approve of the way they have transformed themselves from inventive artists to pop idols. Says the maestro, "Since they are excessively talented, they make beautiful things, but their role could be bigger than just being mere agents of beauty."

The record A taste of salad, bread and clowns

Tropicana ou Panis et Circensis, the record, has to do with the notion and the practice of musical and poetic collage. Inside every track and in the LP as a whole the collage is present, gluing together the most disparate elements. The LP reveals itself as a bric-a-brac, as a jigsaw that uses pieces ranging from cliché boleros to electronic effects, from cordel's (popular poetry) seven syllable verses to concrete poetry's atomized words. Jokes, lyricism, parody are all present in this record that preserves, despite the salad, its unity.

The record opens with an organ sound with a churchly overtone.

False clue. What will sustain the track is a vigorous and rhythmic guitar.

The song, composed by Gilberto Gil and Capinam is called Miserere Nobis and has the choir in Latin as the old masses. The tune asks for "bread for everybody" in a veiled, indirect way.

Following that, Caetano Veloso visits, in a mix of ironic and respectful tones, the work of poet and singer Vicente Celestino. It's Coractio Materno (Motherly Heart), a melodramatic pearl written with rigorous rhymes and rococo syntax. The chords conducted by arranger Rogerio Duprat create a mood now tender, now tense. Caetano sings with sobriety verses such as "Chega

We should note that the electronic sounds were in perfect tune with the times.

The most daring record of the Beatles, from this point of view, is called Sgt. Pepper and was released in 1967. There was a dialogue even though it was a one way talk. Be as it may, Brazilians were critically tuned to what was happening on the planet.

Nara Leao shows up with her bassa nova voice to sing Lindoneia, a bolero purposely laden with clichés taken from other less exacting boleros. Tom Ze offers his Parque Industrial, an open mockery against the development mania, and plays on double-entendre. The best lyrics of the record, however, belong to Geleia Geral (General Jam) that closes side A. Composed by Gil and Torquato Neto, it is a manifesto with seven syllable verses.

A Caetano ballad, Baby, opens side B. That tune would become very well known.

Gal is on scene, chords sing around the lyrical lyrics, that don't forget to call Tom Ze has also contr buted. people's attention to "aquela can* do Roberto" (" that song of Roberto") (Carlos, naturally).

Central America swing energizes Tres Caravelas (Three Caravels), by Caetano and Gil. The northeastern scales can be heard on the tracks Mamiie Coragem (Mother Courage), with lyrics by Torquato, and Batrnacurnba, a song

by Gil and Caetano that imitates concrete poetry, fusing already in the title, diverse references to comics (Batman), macumba, and bat, a sound that reminds rhythm.

The Hino ao Senhor do Bonfim da Bahia, martial as it is supposed to be, closes the record. It's a parody and a satire. The Bahianos didn't intend to make themselves sacred. Wise decision joyfully shared by the Mutantes and Rogerio Duprat.

in the Sky with Diamonds.

This city has several waterfalls - Cachoeiro means waterfall making the practice of canoeing another popular sport in the region, and that is specially good in the Itapemirim river.

About one hour driving, and 72 km. (45 miles) north of Cachoeiro you'll find the historic town of Anchieta. This was the one of the refuges for Brazil's Apostle and founder of Sao Paulo city, Father Jose

de Anchieta. Here you'll enjoy attractive beaches, beautiful colonial mansions, and the church Nossa Senhora Assuncao with many of Padre Anchieta's heirlooms. Mae-Ba and Iriri beaches have radioactive monazitic sand, that is known for its therapeutic properties in the treatment of arthritis.

Talking about therapeutic sands, Guarapari, the state's most popular resort, has 19 beaches with colored monazitic sands varying from light yellow to black. Guarapari is only 46 km (28 miles) north of Anchieta It is also known as Cidade Sande (health city) due to its medicinal sands. For those looking for the sand healing power Areia Preta (black sand), is the best choice. Another gorgeous beach is the small and calm Meaipe, with its shallow water and countless coconut and chestnut trees.

The beaches of Bacutia, Padre, Tres Praias and Guaibura, with the impressive Guaibura camping site, are the other recommended spots for those who seek nature's simplicity.

Other calm beach alternatives are Praia does Sol and Enseada Azul.

Vila Velha, the former state capital and the most important city of the state, is your next stop. At 53 km. (33 miles) from Guarapari, this historic city houses the Convento da Penha with a breathtaking view of the city of Vitoria. in 1558 and ended in 1750.

Here you'll find also praia da Costa, regarded as the most beautiful beach of the state, and frequently sought after by surfers.

Next to Vila Velha (only 13 km. -8 miles) is the state capital Vitoria. Founded in 1551, this city is located in the middle of the state and has been gifted with a plethora of natural riches: mountains, rivers, lakes, and beaches.

There are two Vitorias: the old upper town, and the new lower town built on a landfill. The latter has a very colonial architecture, present in the ruins of Convento de Sao Francisco and in the Palacio Anchieta, the oldest one in V itOria, and the site for the tomb of Anchieta who was buried there in 1597.

Santa Luzia Chapel, the oldest building in the state, also deserves a visit. It is now the site of the Espirito Santo University Research Center and Art Gallery.

Stop by the Moscoso Park, an area of 25,000 m2 with ponds, a Greek theater, an ecumenical chapel, and many trees.

This is a perfect place for spiritual peace and deep contact with nature.

The harbor offers cruises around the bay and interesting places such as Cambuni beach, the islands of Boi and Frade, and Tubarao with the world's largest iron ore dock.

Continue your scenic driving going north to the beach towns of Jacaraipe and Santa Cruz, 29 km (18 miles) and 65 km. (40 miles) from Vitoria, respectively.

The are two splendid places that are still unfamiliar to the populace.

Another 115 km. (71 miles) will take you to the city of Linhares, on the shores of panoramic lake Juparand, and 40 km. (25 miles) of small beach town of Povoacao. Cross the Rio Doce (sweet river), and visit the

Reserva Biologica de Comboios. The' historic city of Sao Mateus is your next stop.

Here you'll be able to see the ruins of the Jesuits Church from the 16th century and its attractive colonial constructions. Conceicao da Barra is a small and pretty town, and also the last resort of this wonderful trip. It lies 35 km of Sao Mateus and has beautiful and peaceful beaches.
