THE PIC OF

INQUIRY

THE TIMES

A commission was created by Odyr Porto, president of Sao Paulo Court of Justice to study the cases of foreigners adopting Brazilian kids. Couples applying to adopt a child will need a special clearance from the commission. According to Rita Camata, a congresswoman from Espirito Santo, there is "a legalized traffic of children in the country". She says that one child can cost up to $3,000. Porto seems to be worried about these denunciations and declared that "international adoptions have been causing enough worry due to its perversion." There are people, against, this inquiry. One of them is Daniel Pecanha de Moraes Jimior, a judge with the Child and Youth Court in Sao Paulo. He says that people would n't be worried if they knew they do "something very beautiful".

Our Nefida Pinon has struck gold twice. In a literary world where only magic realism seems to be respected these days, the Brazilian writer has just published her second book in

BEHAVIOR SURFING FOR CHRIST Bita Pereira, 31, knows how to ride a wave better than anybody. He has 35 trophies to prove that. But on Sundays, when most of his surfing friends are taming the waters, Pereira is tending to a flock of believers. That's because this surfer is also an ordained pastor of the church Renascer em Cristo ( To Be Reborn in Christ) The surfing pastor, who is also the manager of this father hotel in Florianopolis, Santa Catarina, drawing from his own experience asks people not to do all the things he has done himself in the past. He preaches: "no drugs, no alcohol, no sex outside the marriage." Says Pereira: "I was a no practicing catholic, I used to have money, girlfriends, new car, booze and drugs. I was a champion surfing but I was leading an empty life."

English in the United States, the romance Caetana' s Sweet Song, with translation by Helen Lane. The author received a celebratory review in the New York Times Book Review, being compared to Cervantes with a touch of Pirandello.

tired, the commercial dollar willjump from around 4,000 cruzeims to more than 11,000 till end of the year. The projection is from Cebrap (Brazilian Center for Analysis and Planning and is based in the behavior of dolar, since January. This will represent an yearly devaluation of 976,98 %.Cebrap researcher Gesner Oliveira says this projection is useful to show people how scary is the inflation in the country. All the calculation shows is a correction for the value of cruzeiro eaten by the spiral of high prices.

We are a monthly now. We need this extra time to bring you our kind of thought provoking journalism. But we are also bigger in number of pages and in number of copies. For our subscribers, the good news is also that they will have their subscriptions extended automatically. Those who just paid

On the good news front too, we are being received now by libraries all over the nation, besides our points of distribution that include jazz clubs, news stands, record shops, and naturally everything that's Brazilian. Only in the greater Los Angeles area, there are about 100 pub-

lic libraries receiving our magazinc. Something similar should be happening very soon in the San Francisco area. Thanks to all our supporters who made it possible for us to navigate through these less than serene skies, for our fourth year now. Um abracao. A gente se ve em breve.

Back to Portugal

Rortuarb to Oe Va.& More and more Portuguese are packing their suitcases, cleaning the dust from their shoes, and going back to their teninha (little land), without looking behind. The complaints against Brazil are always the same: too much crime, too little peace of mind, unfulfilled dreams, rampant corruption, galloping inflation and just the impossibility of making ends meet. HAMILTON ALMEIDA, BRASILIA

Brazil, that since 1500 has been a paradise for the Portuguese people, does not bewitch anymore. Disillusioned with the crisis that ravages almost all sectors of the national life and drawn by the enticements from the European Economic Community - of which Portugal is the youngest member -, many Lusitanians are leaving the country in search of a better life, and returning to the same place they left two or three decades ago enticed by the dream of a new world. This migratory refluence is not a recent phenomenon, but it has been intensified in the last few months. It reflects the disenchantment of a "brother people" with its "second motherland", as the Portuguese always considered Brazil. After the Brazilians themselves, the Portuguese are the most pessimistic about the prospects of recuperation for the national economy and the rescue of the ethical and moral NEWS from BRAZIL 79 - JULY 1992 - Page 5

repealing the refrain of an old Carnival song that says, "Daqui nao saio, daqui ninguem me tira". "I made my option for Brazil and this is final," said the member of the House of Representatives, a phrase that he always repeats when they ask him if he doesn't miss a genuine bacalhoada (codfish plate) washed down with a Porto wine. No political crisis seems to shake the faith that Jose Lourenco has in Brazil: "All of this is transitory. I have been here since 1949 and I have survived many difficult times with governments of different ideologies. It will not be one more not so grave crisis that will make me stop believing in Brazil. This is a country of so many resources that it would take hundreds of successive crises to make this an unviable nation," he argues, promising not to go away even if parliamentarism is adopted. "Portugal is going to be the eternal country club of Brazil," says the legislator, who every year spends part of his vacation in Lisbon, getting in touch with relatives and childhood friends (he moved to Brazil when he was 16). Lourenco doesn't spare those Portuguese immigrants who voice their disenchantment with the country they adopted and then decide to go back to Europe: "The guy spends 30 or 40 years of his life here, he gets a good life for himself and he goes back to enjoy the fruits of retirement over there. This has always been the case and it is not going to change now. And they still want to badmouth Brazil? It's true that the standard of living in Europe is much higher than ours over here. But why does the guy take so long to go back? This is a clear signal that it's also possible to live well in Brazil." Lourenco is one who has no intention of ever returning for good to his homeland. A door of hope - With a monthly minimum salary of $500 (about ten times more than in Brazil), there is no doubt that Portugal is the new door of hope for around 1.2 million Portuguese who migrated to Brazil as well as for Brazilians who cannot see the light at the end of the recession's tunnel. The Portuguese government itself has already noticed that and has decided to make more stringent rules for allowing foreigners to stay in their country. This way, people running away from the Brazilian quotidian life and problems can spend a long time waiting before finding the bucolic life they have dreamed of during the Atlantic crossing. The bureaucratic hurdles in some cases are so discouraging that many Portuguese who go back end up by feeling as a foreigner inside their own country, treated with contempt and discriminated on by their own people. Brazilians have always been well received in Portugal, but the dentists' episode - the Portuguese government refused to allow Brazilians dentists to practice there, unless they went through further education - shook diplomatic relations between both countries. As the problem wasn't soN,ed yet, the case could turn into one more obstacle for those who want the adventure of disputing a place under the sun in the promising Lusitanian job market.

NEWS from BRAZIL 79 - JULY 1992 - Page 7

Dear Editor: Ij us t refuse to stand back and let some reporter, whom I have no idea of his reputation, who writes a "cover story" and decides to blame the problems of the world in the United States and George Bush. Mr. Rodolfo Espinoza, from Rio de Janeiro, in your publication #77, has gone too far with the name calling and with the criticism against this country, the USA. He claims that the rest of the world, especially Brazil, have been doing great things for the environment. The so called "Brazilian package", with which the President of Brazil, Fernando Collor de Mello, so proud ly came out with, includes a National Park, five new extraction reservations to preserve fauna and flora, and three areas of environmental protection. I am glad some things are getting done in Brazil, but come on, how long and how much does it take to get "1" national park crea ted? And don't you find this a little too strange, that the city of Rio is chosen do host the biggest environmental meeting, and-the president comes out with a package? Why couldn't this and other packages have come out before and how come the country does not have a "National Park" system where the government declares those beautiful areas in Brazil as reserved for preservation? All these ;! questions and othershould be asked to this so called reporter, Mr. Espinoza. Jus t incase Mr. Espinoza doesn't know how are things in this country and how much the United States ig has done to preserve the environment, let's go through some of the major changes in the past 10 yews. And after that, let's see it Mr. Espinoza can say the same about Brazil and its government. This country has changed its behavior towards the environment more than anyone could ask for, considering the size of it and the amount of people living here. In the past 10 years we've seen legislation being passed by the Federal government and by local governments to try to save and preserve our

environment. Example #1. Here in California, we are now reuired to get our cars tested for "smog",_ and before that the cars sold in California needed to come with a special device, called "catalytic converter," which is designed to reduce the carbon monoxide that is released in the air. Example #2. There is fever throughout this country called "recycling", where people of all kinds of life are getting into. Cities are demanding form their garbage collectors that they start collecling the recycled material, like aluminum, paper, plastic, glasses, oil, and others. Almostallschools are teaching to theyoung ones the responsibility of each human being to preserve their Earth. Example #3. Many cities are now driving cars that are powered by methanol or electricity, trying to cut down the air pollution and get free from the dependency of oil from the Middle East. Example #4. More and more we hear about the Federal government passing new laws designed to protect certain animals and birds in our many many National Parks. Well, I could go on and on with the examples, but instead I would like to have a chance to be heard and a chance to tell Mr. Espinoza that I understand how the Brazilian government works. In his article he bashes the United States and calls it a "villain". Now, that's what makes me and many others very angry. Someone who probably has verylittle knowledge of what goes on in this country decides to voice his opinion, and does not do his homework. I happen to know Brazil and the United -Slates, and I know how the government in both cou ntries are used to work. And let me tell you one thin this government despite all its faults and problems, is light years ahead of MI MIN

the government in Brazil. In his article, Mr. Espinoza refers to "money". right away.-He feels that the UnitedN States is obligated to pay for all the: problems and environmental disas4 ters that befalls in Brazil. How can he. demand such a thing? How can thegl government of Brazil-expect from the:: United States monetary-help to cleanA up their country? We all know what happens tot.:.! money in the hands of government, officials in Brazil. If the United Statesp or any other country, for some rea-: son, decides to help that country with. financial support, it would be aiblessing to thepockets of the minis ters andq senators in chaige of the distribution of that money. If would make a lot people rich or richer. That's the Bra-. zilian (government) way. It's about time government in Brazil takes upon itseff the challenge of doing something about the prob-:: lems in that counfry "without" the help of others. I, for one, am very tiredl of hearing all the time the complaints% that come out of these reporters tides or debates on television (CNN-.ii International Correspondents), where all they know how to do is to accuse: the United States of this and that. Don't you think is about time fori the whole country to get a grip reality and do something for themselves without the help Of the rest of;;;!.: the world? Brazil is a beautiful coun-'ii try, its people very intelligent and, able to work and progress just like any other race, the main problem it's the leaders of the country do not wish to have the people to grow and and be smarter than -they are. If the :!,1 people only knew how powerful they. are, thing would be different in Brazil. And that's my opinion, and I dare you to print this letter in its fullest.

LIFE

If you think Rio is a modern version of the lawless American Old West, think twice. The Cidade Maravilhosa (Wonderful City) has as many laws as any other civilized metropolis. Almost 2,000 of them. According to the books, Rio should have plenty of underground parking space, a maximum of 48 hours to have potholes covered and even a human milk bank for needy babies. There is just one little problem: nobody is paying attention to what is on the books.

obeyed the city's legislation." "Recently the city promoted an event called 'Come True, City'. Five thousand copies of a didactic booklet, created by the Alderman, which outlined the main laws disobeyed in Rio, were distributed Downtown as part of a demonstration, that went from the Municipal Chamber to the Legislative Assembly. The idea was to show that there are numerous laws, created and ratified, which, if respected, would make life easier and would guarantee greater well being for the Carioca. Beaches without sewers, drinking water for all residents, indoor facilities free from cigarette smoke, obligatory breakfast for employees who start work 15 minutes before Ana Madureira de Pinho, schedule, buses with signs showing Rio de Janeiro their routes, their schedule of departure, the number of the vehicles with Contrary to what is believed, Rio telephone numbers and addresses is not a lawless Old West Town. Howset for complaints and the obligation, ever, it is the land of the "law for the within 48 hours of notification, to English to see." This is the concluplug up potholes made on public sion of Alderman Chico Alencar, suproads. ported by the State Deputy, Carlos These are just some of the exMinc, who, during the past four amples of the laws, approved during months, has performed a minor surthe last 15 years by the Municipal vey of the 1,858 municipal laws exisChamber of Rio, which, if anyone tent in the legislation of 1977 (the first paid any attention to them, •would after the union) until March 20, 1992. tranform this metropolis into a genuHe concludes "How wonderful ine Cidade Maravilhosa. to Chico Alencar, in order for a law to be in effect, it is imperative that it become known. "It is important that we have an active citizenry who would fight for the compliance with the law. That is difficult in a city of The Al"pre-citizens", like Rio." derman adds that the other problem is political volition. "It is less than three months until municipal elections, and the people must make themselves aware of the need to obey the law. What is the use of electing a special committee to continue making new laws, without having respect for the current laws?" asks Alencar, who believes that a legislator should adopt the same strategy as a soccer player. "Our job is to cover the field and follow the ball to the goal. It is not enough simply to play a good game," he says. The Rio Municipal Chamber, installed in 1977, has approved a total of 1,858 laws. "Rio does not need so many new laws. What the city needs is political direction from the Executive Branch, more public spirit from legislators and the participation from the citizens," concludes the Alderman, author of the Come True City campaign. Disregard for Brazilian laws has a major historical precedent. In the age of monarchy and slavery, the govNEWS from BRAZIL 79 - JULY 1992 - Page 13

POLITICS ernment, in order to please the British Emperor, passed a law, forbidding the traffic of African slaves to Brazil. It was a farce. The cultivation of coffee was growing, needed black labor, and the authorities were the first to disobey the law. This habit has continued since those days. In the country of lawyers, it is rare when the laws that guarantee the essential rights to the citizen, ever leave the paper. Imagine a city with communal drug stores, squares with public conveniences and information booths, underground garages for parking on busy streets and a breast milk bank, guaranteeing nutrition to children whose mothers could not provide them with milk. The dream is not that unreal. It is anticipated by Rio's legislation, even though it has never been set on paper. The truth is that around 50% of the 1,858 laws refer to names of streets, squares, schools, public holidays, titles of public utilities and awards. These are called "pumpkin laws." There are also merely authoritative decrees. That is, they authorize the executive branch of the government to determine, or to construct, or to regulate some thing. Also there are preferential laws. Approved by the Municipal Chamber and ratified by City Hall, they remain unknown by most of the citizens and are rarely obeyed. Have you ever seen information signs, showing the name and the history of the person honored, in public parks? Certainly not. And yet, these signs are due to the law and have as their objective the make historical information known to the public and to inform the citizen about the life of the persons honored. A law of September of 1985, by the current Federal Deputy, Bened ita da Silva, PT (Labor Party), a Municipal Alderman at that time, enforces the installation of information signs with the itinerary of the bus lines, schedules, number of vehicles, adPage 14 - NEWS from BRAZIL 79 - JULY 1992

dresses and telephone numbers. Dilza Terra of the PDT (Democratic Labor Party), an Alderman at that time, succeeded in seeing the approval of Law 1126, of 1987, which forbids the manufacture, use and transportation of nuclear materials on municipal territory of Rio, excluding those materials which are intended for medical use. Alderman Aaron Steinbruck was more exotic: he created a law (1418, from 1989), approved by the Chamber and the Prefecture, subjecting the municipal businesses of Rio to offer food to employees who come to work at their places of employment 15 minutes early. Those establishments that restrict the woman's rights to work, demand ing proof of sterilization or discrimi-

nating against married women, will be rigorously punished. This is what is anticipated by Law 1810, of 1991, by Alderman Adison Pires, of the Labor Party. Another important law, which nevergot off the paper, talks about of X-ray service, demanding inspection and examination of the units that work with rad ioactive subs tances and guaranteeing numerous benefits to the employees in this field. IMP Meanwhile, the fundamental municipal law assures right of the neighborhood to the residents. That is, the residents must be informed, in advance, of any construction that takes place on a residential street, so that they may judge its convenience. It is a pity that things do not happen this way in practice.

It foresees a conference on this theme lobe held in 1994 with prospects of turning into a convention. The means of combat would cost $12 billion per year. Oceans The chapter deals with two main questions: fishing and pollution. As for the first, it recommends holding a conference to oversee litigation concerning fishing reserves in high seas. As for the second, it proposes more severe regulations to decrease the dumping of waste by ships and by terrestrial sources. Cost: $85.4 billion.

Population Agenda 21 recognizes that the population growth affects the possibility of sustainable life in the planet, but it doesn't make a clear defense of planning or control. Health and information programs would consume $7 billion a year.

Biodiversity Convention

Fresh Waters It foresees rationing of use and control of the sources of pollution to guarantee the supply of forty daily liters to each inhabitant in the next century. To do this, the world would have to provide $54.4 billion. Forests Declaration

There was an original idea for a third convention that would encourage conservation and non-predatory exploration of forests, what's usually called "sustainable handling". It was lowered to a simple declaration of principles about "all types of forests" without any juridical teeth ,under pressure of the G-77, that includes Brazil. There was the fear that a convention would represent a threat to the sovereignty of the countries with tropical forests. The industrialized countries put pressure in Rio so that the declaration mentioned the need to have a convention. This was vaguely stated, only in Agenda 21, a victory for more radical countries as Malasia and India. The text guarantees the States the sovereign right to use their forests according to their needs of development, as long as in sustainable bases.

Released in 1990, in Brazil and New York, the book little by little has been arriving in other states. Recently, it was Florida that had the occasion to make acquaintance with the American adventures of mineira Nona, the author and many times the star of the book. They are a report of her own experience and the recollection of what may other Brazilians have told her, since she arrived here at age 16. This unpretentious book has its moments of seriousness and levity. It was written in a moment, New York and many parts of the world were melting under the sweat and rhythm of Lambada. Olho d'agua, the 29th album of Maria Bethania, just released in Brazil, defines the crystallization that thesinger has been seeking since Cid() and also represents an effort to dedramatize the emotion that permeates her discography. In this current of search for kind ness there were also Dezembros, Maria, Memoria da Pole and 25 anos. Olho d'agua is a record of sambas and other rhythms even drier and more conceptual than the other previous works. Everything works inside Bethania's coherence, from the compositions to the arrangements, from the instrumentalists to the interpretation. The idea of practically eliminating the silent interval between the songs, however, makes the listening very strenuous. Once again a record by Bethania has as its best appeal new original compos:tion from Caetano Veloso, the title song and Invisivel, in association with Djavan. Basson, oboe, clarinet, violins, acoustic contrabass and the guitars of Rosinha de Valenca, Jaime Alem and the gitan touch of Pedro Soler represent the most orchestral arrangement of the record. The sonority that inhabits the album also comes from Caetano. Like the arrangements for Circu/ado, her brother's show, the ones from 016 Page 22 - NEWS from BRAZIL 79- JULY 1992

d'agua were all designed around strings and percussion, the latter through the powerful hand of Carlinhos Brown. If the king is betterlooking when naked the same happens to the queen. For it is crucial to emphasize the contribution of Jaime Alem, author of the arrangements, who has been softening the musical profile of the singer since Maria. Bethania was never daring enough to provoke abrupt changes, and she doesn't need to. That's the way she reinvents what has already been done and translates new information for her emotional language. The re-reading of a classic such as Tom Jobim and Vinicius de Morais Modinha, explains one of these axes around which hersong gyrates. Bethania has altered the lyrics "escravizado a uma ilusao" ("enslaved to an illusion") to "crucificado a uma ilusao" ("crucified to an illusion") and "vai triste cancao" ("go sad song") to "ai! triste cancdo" ("alas! sad song"), which is a little too much. But she makes it up for it with her interpretation. The eco-imaginary universe of other lyrics is filled with natural elements that create an optimistic scenario. They are expressive and well built verses but they don't avoid mistakes in the Portuguese language. In

Bitzio (Roberto Mendes/J. Velloso), for example, the author's poetic license produces the disagreement "todos os tons do amor que herdei / Num so corpo nao cabia" to rhyme with Maria. Bethania reaffirms her beliefs in Medalha de sa, Jorge, Rainha Negra (both from Moacyr Luz and Aldir Blanc) and Louvacao e Oxum, using an uncommon instrument in pop music: the harp. Gods and mystical references characterize other songs such as the very pretty Olho d'agua (Caetano's music over Waly Salomao's lyrics).Vida Va and Ilumina are the weakest songs in the record. The hegemony of strings and percussion is only broken by the accordion of Dominguinhos and Chiquinho do Acord eon in the song Alem da Ultima Estrela, one of two invasions in the regionalist territory. The other one is 0 Tempo e a Can cao, which duplicates the country flavor of Renato Teixeira.
