On the eve of the Earth Summit, in Rio, Brazil is not giving the good example. One more case of aggression against nature occurred in Rondonopolis - Mato Grosso do Norte - where a lake was destroyed by the contaminated used water of Ceval, a soya multinational. It was a slow process that took months until the natural barrage of the lake went down. Ibama, the govenmental agency responsible for the environment in the area was informed of the danger, but never took any measure. The end of the lake turned also to be a tragedy for scores of capybaras that were shot at, and hit with stones, axes, sticks, everything that was at hand.

When lbama came, many days after the lake had given place to a large area of mud, an agent wanted to know who had killed the animals.

The most powerful man of our solar system is a Brazilian.

Plastic artist SOsthenes Miranda Junior, 48, has just taken possession of the sun and all of its planets, except for earth, that according to him belongs to the Indians. The process was very simple and inexpensive. Miranda went to a notary public in Sao Jose dos Campos and had to disburse only $2 to put the solar system in his name. And what are the plans of the "absolute master of the solar system"? He promises to "care for and preserve the planets that belong to the system against aggression from earthlings." Miranda says that one of his first tasks will be to obtain a jud icial injunction to prevent NASA from continuing experiments in his property.

Army soldiers responsible for security at Riocentro, site of the United Nations Conference on Environment and Development, better known as the Earth Summit, have been sweeping the area since the middle of May. They are part of Operation Eco-92, a project to protect more than 100 heads of state, including latecomer George Bush, who will be present in Rio. To meet the UN standard of quality, 600 people have been trained to serve as secretaries, supervisors, receptionists and messengers. For the most part they are women and college students and they all have to know at least another language besides Portuguese. By June 3, official opening date of the Conference, they will have been subjected to a battery of courses and tests, and should have all the information on the tip of their tongues.

Fernando Collor de Mello doesn't need to go too far to find enemies. An old foe, his kid brother, is at the president's throat again, and this time, apparently, he will not be happy until he sees blood.

The scandal couldn't happen in a worse time. Brazil is on the eve of receiving dozens of chiefs of State, who are coming to Rio for the Earth Summit, that starts June 3. Collor indicated that he will take his brother to the Courts, as it was announced by his Press secretary.

Pedro Collor de Mello, president Collor kid brother, decided to wash all the family clothes in public, this time. He accused the president of being involved in a number of shady business dealings. In an video interview to Veja magazine, the younger Collor charged his brother of taking 70% of the profits from dealings involving a front man, Paulo Cesar Farias, better known as PC Farias.

After many menaces in the last few weeks, Pedro Collor delivered.

His charges could be deadly for his brother's presidency. Among other

things he accused the president of having tried LSD in his youth, as well as being a regular cocaine snorter. There are already many people, including congressman Delfim Netto, who think the president could resign at any moment.

Up to now, the sea of mud that was submerging politicians in Brazil had spared the president. With the recent ministerial reshuffling, Collor had tried to clean the image of his administration bringing names above any suspicion, and making an effort to woo political leaders.

The president brought two big honorable names, secretary of Government Jorge Bornhausen and Economy Minister Marcilio Marques Moreira, and enthroned them as kind of prime-ministers. His intention was to let them do the dirty work of administering the government.

His kid brother wasn't part of the script. Pedro says that he only decided to defy the president when he found out, in January, that the older brother wanted to start a new media network in Alagoas, Mello family's homestate. Pedro Mello tried to raise

the power of two FM radios that he owns but the Communications Ministry denied him a permit. At the same time, congressman Augusto Farias, brother of PC ( the man the younger Collor de Mello accuses of being front for the president), was able to get licenses to install 12 radio stations in the State.

After talking to Clad io Vieira, private secretary of the president, with no success, Pedro contacted Veja telling the magazine he had documents that could finish PC as well as the government. There were denials, offers, and counter-offers, before the scandal finally became public.

PRESIDENCY In the middle of May, Leda de Collor, mother of the Collors, under pressure from the president, had fired her son as head of the little media empire of the family, alleging he was going through a "grave emotional crisis". The Collor de Mellos own in Alagoas one TV station, one newspaper and three radio stations. Pedro fought back, going to a psychological institution in Sao Paulo to get a "sanity certificate" proving he was as normal as anybody else.

In his interview to Veja, Pedro accused his brother of using the Farias family to threaten him with death: "I have concluded that Farias wasn't acting. on his own. The typical style for Fernando is to use instruments.

Now, Pedro, in response to the legal actions of his brother, intends to go to court himself. He promised to deliver all his charges at Republic's General Prosecutor office June 9, just three days before Collor is supposed to host the biggest Summit in history, in sheer number of participants.

Pedro says he will prove the president is the brain and the one who most benefits with the illegal dealings of PC Farias.

"Farias tells everybody that 70% is for Fernando and 30% for himself", added Pedro in his interview.

BAD?

No! WORSE Joao Batista Figueiredo, former president and general, was never so right. But when he put his finger on the wound, many people screamed Janlo de Freitas, Salo Paulo

The author, and not what he said, is the motivation behind the negative reactions to the the interview of ex-president Joao Figueiredo. It's the bad habit of sugar-coating the pill, instead of transmitting a sincere vision of realities, that induce these reactions. Considered without any personal, political or ideological prejudices, Figueiredo's interview contains more truths than any other in the last few years, among many of the so called national personalities.

If they are excessively uncomfortable truths, that's because Brazil is a brutally uncomfortable country. Those who have a voice that reaches the public, offer too much sugar-coating and too little sincerity.

Figueiredo touched upon things that don't sound well, as in the case of what he calls "social pororoca": "The rebellion is already happening. Can you imagine a favela da Rocinha with 350 thousand people? If 10% of them came down, that would be 35 thousand. There is neither an army nor a police force that can hold them. It's a social explosion."

In reality, these 35 thousands have already come down together with many thousands more. Fortunately, they didn't do it all at once, in only one mass. But the inumerable street, bank, residence robbers who work in Rio, Sao Paulo and all cities marked by populations with stark economic contrasts, came out from the Rocinhas.

And this allows the pill sugar-coaters to pretend that is not the social explosion yet. That's only a technicality. It is noth enough that the scattered action of so many

thousands (or millions) who came down, is not included in the chapter of social convulsion of Sociology and History manuals. Sure this is a social convulsion created by the Brazilian jeitinho.

"We never suffered a big trauma, we always have found a Brazilian jeitinho," says Figueiredo. "On the other hand, we've never solved our problems. The country is going to face hard moments, that's inevitable. There is no human force that can prevent the people from rising up against hunger. They can suffer everything, but not seeing their children starving to death. That's what's happening. I fear a lot for our future."

This is the fear of everybody who refuses to fool himself or to fool others. Figueiredo: "I see no future for Brazil, unless there is a very strong rupture that totally shakes the country's structures." Honestly and sincerely, does anybody see that? The progression of poverty and misery, of lack of assistance and the absolute lack of perspective, reaching the huge and always increasing populations squeezed in urban centers - does anyboy see an easy escape from this terrifying reality?

What Figueiredo says is one thing. The responsibility of the military regime for the present Brazilian realities is another.

Blaming one for the other is not more than sugarcoating the pill, it doesn't matter if the reason is bad faith or blind ness. Besides, the civilian regime, presented as constitutional and democratic, has been here for seven years and all it has done is aggravate considerably the social misdeeds of the military regime.

If not even the authorship was true in the phrase created by then colonel Otavio Costa and credited togeneral Medici, that "the country is well and the people are ill", today it is millimetrically true that the country and the people are in the worst shape.

While Figueiredo was giving his interview to Guaiba radio, congressman Ulysses Guimaraes was talking in Campo Grande about a country that is "in a total chaos": "It is not going to take long for the street to take its passions to dangerous ways. Thank God ourcountry has more luck than reason, but we are almost on a dead end street." The "almost" is the irresistible political touch of • pill sugar-coating.

Married with Jane Pinto Reis, father of two children, Mahal, 15, and Iram, 13, the poet of Estacio is one of the most important names of Brazilian pop music.

Since 1985, when he went on his first European tour, the morro poet has been spreading his music through the world. In 1991, he was a big hit with the song Codinome Beija-flor, a Cazuza's sound track for Dono do Mundo, a soap-opera. At the beginning of 1992, Claro, his previous record, was released in Japan. In May, TV Cultura, showed a special with the composer. Zeze Mota is preparing a show entirely dedicated to Melodia's work. Fintando o Sete, his last release, was hailed by the critics as one of the best Brazilian records in recent years.

In this interview, he talks about his childhood, his first hits and how a morro poet, without making any concession, was able to mature as interpreter and composer.

RADIO DAYS I was raised in the morro, in a poor family, with four children, where besides being the eldest, I was the only man. My father worked at the docks and my mother was a seamstress. to ask myself: "Oh, my God, where am I?" Suddenly I noticed I was inside the thing. That smell of success left me a bit disoriented, I was lost, , abandoned. It's hard when you come and find out there is no professional structure protecting you. I spent a long time without this structure. At that time, the myth of the damned artist that provoked all this fame, had already started. Nobody gave me structure, not even Gilherme Ara* who was my manager then.

There was a lot of prejudice against my work. It would be more comfortable for the critics if I made samba.

The sambista image was easier to be accepted because it was something traditional.

QUALITY Starting with Maravilhas Contemporaneasl tried to have more control over my work, I chose the musicians, and I participated playing the guitar. From then on I started to mature in my work. Maravilhas had to do with the mood of the time.

It was really a rock'n'roll record, that I think is much more interesting than many things that are happening now.

SMILING TO BAHIA Mica de Circo represents another phase in my life. I didn't have my head in place and decided to go live in Salvador. That's when I met Jane, my present companion. Bahia influences a lot my music. In Salvador, I created an afoxe sambeado, carioca with bahiano.I started to think about recording again. I already had some songs as 0 Morro nao Fngana and accepted suggestions, as from Wally Salomdo to rerecord Ze Ketti's A Voz do Morro. I bet a lot on this record.

BRAZILIAN TIE The Institute of the Americas, based in San Diego, has awarded fellowships to two Brazilians:Orestes Quercia and Maria Elizabeth Cechin.

Quercia, former governor of the State of So Paulo and currently president of the Party of the Brazilian Democratic Movement (PMDB) is working at the Institute as Distinguished Americas Fellow.

The economist Maria Elizabeth Cechi n is working in the Institute's longterm project on privatization in the Americas. Ms. Cechin is a member of the Brazilian federal government High Commission on Privatization.

The Institute of the Americas is an independent, non-profit organization, dedicated to improving communication and understanding in the Wes tern Hemisphere.
