Redwood City is looking to slow down e-bikes by setting speed limits and age restrictions. Not following the new policies could land you a $50 fine. Council on Monday will review changes to the city’s code on electric bikes and scooters to reduce accidents, as e-bikes have become more popular among students. Under the new rules, children riding certian types of e-bikes must be 16 years or older. The e-bike policy will better regulate helmet use and reduce conflicts between riders and pedestrians, according to Principal Planner Malahat Owrang’s report. Mountain View is rolling out ideas for how locals can get a kick out of the Bay Area’s upcoming Super Bowl LX and FIFA World Cup festivities. Council reviewed plans on Tuesday to add the sport’s brands and logos into the downtown areas, provide interactive activities for locals and encourage marketing opportunities for small businesses. The activities are expected to begin the first week of February. “We want to bring resources to both the cities and the businesses so we can all benefit from the opportunities,” said Amanda Rotella, the city’s economic vitality manager. The Super Bowl will take place at Levi’s Stadium in Santa Clara on Feb. 8. In June and July, several FIFA World Cup tournaments will take place in the same stadium. The responses will be used to create a “Fan Fest Map” for locals to see. Responding businesses will also get a chance to be highlighted in the city’s promotions. The massive events have Bay Area cities coming up with similar celebration plans, as well as safety-related ones, according to Ruth Mizobe Shikada, vice president of the Bay Area Host Committee. The committee is a non-profit corporation that prepares and plans for world-class sporting events in the Bay Area. “We’re encouraging communities, such as Mountain View, to come together and bring people into places where they already celebrate,” she said.

On a recent December day, Mark Latino and a handful of his workers spun sheets of vinyl into tinsel for Christmas tree branches. They worked on a custom-made machine that’s nearly a century old, churning out strands of bright silver tinsel along its 35-foot length. Latino is the CEO of Lee Display, a Fairfield, California-based company that his great-grandfather founded in 1902. Back then, it specialized in handmade velvet and silk flowers for hats. Now, it’s one of the only companies in the U.S. that still makes artificial Christmas trees, producing around 10,000 each year. Tariffs and trees Tariffs shone a twinkling light this year on fake Christmas trees — and the extent to which America depends on other countries for its plastic fir trees. Prices for fake trees rose 10% to 15% this year due to the new import taxes, according to the American Christmas Tree Association, a trade group. Tree sellers cut their orders and paid higher tariffs for the stock they brought in. Despite those issues, tree companies say they aren’t likely to shift largescale production back to the U.S. after decades in Asia. Fake trees are labor-intensive and require holiday lights and other components the U.S. doesn’t make, said Chris Butler, CEO of the National Tree Co., which sells more
than 1 million artificial trees each year. Americans are also very price-sensitive when it comes to holiday décor, Butler said. “Putting a ‘Made in the U.S.A.’ sticker on the box won’t do any good if it’s twice as expensive,” Butler said. “If it’s 20% more expensive, it won’t sell.” Americans prefer fake trees About 80% of the U.S. residents who put up a Christmas tree this year planned to use a fake one, according to the American Christmas Tree Association. That percentage has been unchanged for at least 15 years. Mac Harman, the founder and CEO of Balsam Brands, which sells hundreds of thousands of Balsam Hill trees each year, said Americans like to set up their trees on Thanksgiving and leave them up for weeks, which dries out fresh-cut trees. Others prefer fake trees because they’re allergic to the mold spores on real trees, he said. Americans also like convenience; 80% of the fake trees sold each year have the lights already strung on them, Butler said. That preference is one reason artificial tree production shifted away from the U.S., first to Thailand in the early 1990s and to China about a decade later. Winding lights around the branches is time-consuming and tedious, Harman said.

In-person voting starts Nineteen out of the 38 centers across the county are open before the Dec. 30 election. The remaining centers will open Dec. 27 from 9 a.m. to 5 p.m. and 10 a.m. to 6 p.m. for selected locations. Residents are also able to vote on Christmas Day, and all locations will be open from 7 a.m. to 8 p.m. on Election Day. Palo Alto has one early voting location, Ventura Community Center on 3990 Ventura Court. Two other centers, Palo Alto Buddhist Temple on 2751 Louis Road and Mitchell Park Community Center on 3700 Middlefield Road will open on Dec. 27, according to the Registrar of Voters. Voters can still cast their ballot by mail or drop their mail-in ballot at a vote center or at the county’s official drop boxes. The boxes are open all day and on Election Day until 8 p.m. Residents who missed the Dec. 15 voter registration deadline can cast a provisional ballot to register and vote at the same time.

Even in all but the toniest neighborhoods of coastal California, that’s far above the cost of renting a typical apartment. In Orange County, the estimated all-in monthly costs on a home (including taxes, insurance, maintenance and any association fees) is four times the average rent, according to a recent analysis by the commercial real estate firm CBRE. In Los Angeles and San Francisco, the “buying premium” is three times greater than renting. Nationally, it’s twice as much. Is the extra cost worth it? Economists and housing finance experts are careful to note that it depends — on a person’s financial circumstances, the particulars of their preferences and the market in which they want to live, how long they plan to occupy a home and, most challenging of all, what the future holds. But across the country, the gap between renting and owning is “way out of line” with the historic norm, said Laurie Goodman, an economist at the Urban Institute, a liberal-leaning thinktank in Washington D.C. In 2018, Goodman co-authored a paper on homeownership in the United States, which came to the fairly unambiguous conclusion that most people most of the time would be better off buying a home (assuming they can afford the monthly payments) compared to renting.

Coroner IDs man who died in West Menlo Park incident The San Mateo County Coroner’s office has identified the man who died by suicide in West Menlo Park this week, causing businesses and schools to lockdown. Alexis Valerde Ruiz, 22, of Riverbank in Stanislaus County, was found dead from a gunshot wound on the 2200 block of Avy Ave. on Tuesday. Police responded to calls of a man with a gun in the area around 12:30 p.m. Tuesday, prompting lockdowns at La Entrada and Philip Brooks schools, which are less than a block away from
