GLORIA STEINEM DIES: Gloria Steinem, the most visible symbol and potent voice of the U.S. women’s movement in the ’60s and ’70s and a fierce advocate for equality throughout her life, has died at 92. With her trademark STEINEM streaked, straight hair parted down the middle and large aviator glasses, Steinem, co-founder of Ms. Magazine, was a hugely recognizable presence wherever she went. And she went everywhere, from college campuses to community centers to rallies and marches.

She had a typical midwestern childhood on Bud Lake Drive, where her house backed onto a lake on which she and her father fished. She attended parochial schools and Fairmont High School before receiving a bachelor’s degree in microbiology from Creighton University in Nebraska. She received a master’s in microbiology from the University of Minnesota, after which she moved to Palo Alto to work in the Stanford research laboratory of Halsted Holman. While attending an event at the Stanford Catholic Alumni Club, she met John Uebbing, a Ph.D. student in electrical engineering, whom she married in 1966. Their daughter Mary Frances was born in 1969 and their son Jack in 1970. After a few more years working in the lab, Roberta became a full-time stay-at-home mom. However, she kept busy volunteering at her children’s school, including serving as PTA president. She was active in the Palo Alto branch of the American Association of University Women and served on its board. When her children were older, she earned a degree in early childhood education and began working at Windmill Nursery School in Portola Valley. She also taught piano and Kindermusik at her home. Music was one of Roberta’s passions. She was a talented pianist who accompanied school performances, played Christmas carols in church, and performed regularly at the Filoli estate in Woodside. Later in life she volunteered with St. Vincent de Paul, distributing food and helping to provide housing for those in need. She and John also traveled frequently to Europe, Asia, Africa, and the Middle East. Roberta will be remembered for her keen intellect, her dedication to her family and church, and her kind, gentle manner. She is survived by her daughter Mary Frances, son-in-law Lawrence, and granddaughters Flora and Madeline. She was predeceased by her husband, John, and son, Jack. A funeral Mass will be said for Roberta at Our Lady of the Rosary Church Friday, September 11 at 9:00 AM. Interment will follow at Gate of Heaven Cemetery.

Guinness thieves steal 800 barrels

British police have a stout task ahead: recovering 70,000 pints, or 800 barrels, worth of stolen Guinness. Two trailer truckloads of the famously creamy dark beer valued at $155,000 were stolen from a depot near Liverpool in northwest England, the Cheshire Constabulary said yesterday. “It is famously said that ‘Guinness is good for you,’ but that is only the case when it has been bought and paid for,” Det. Sgt. Gary McClatchy said. “We will settle for nothing less than the full recovery of all the items stolen.” Trailers swiped The Guinness had been destined for pubs, but was snatched Monday night by two drivers who pulled up to an

industrial park in Runcorn and hauled away the trailers containing about 800 barrels of stout. The value of the trailers was estimated at $67,000.

California beer heist The theft comes just weeks after a beer heist from a Southern California warehouse captured the public’s attention because of the brewer’s cheeky social media posts about the loss of roughly 34,000 cans of Pabst Blue Ribbon. “To the thief: we don’t fault you for wanting to brag to your friends how much PBR you have, we just wish you obtained it the honorable way,” the company wrote on Instagram. “P.s. this is real and we are deadly serious.”

Zuckerberg gives to fire foundation

Mark Zuckerberg and his wife Priscilla Chan have donated $50,000 to help start a Palo Alto Fire Foundation. The new nonprofit will host CPR courses, provide smoke alarms and defibrillators and offer cancer screenings and mental health support to firefighters. Investor Scott Saslow and bank founder Roger Smith are also donors and founding board members. “Ever since the devastation of the Altadena fires in Los Angeles, I’ve felt compelled to help ensure our community is prepared and safe as possible,” Saslow said in a statement yesterday.

The foundation hopes to fund more prevention measures, like thermal cameras and wildfire gear. Zachary Ackemannn is the executive director. The foundation’s first CPR class is on Sept. 19 at the Mitchell Park Community Center.

Friends of parks donation The gift is the Zuckerberg Chan Foundation’s second donation to a city nonprofit. They donated $50,000 to Friends of the Palo Alto Parks in December to help improve the Foothill Preserve Interpretive Center and Lytton Plaza.

Mogul behind BTS may face charges

South Korean police are pushing for an indictment of music tycoon Bang Si-Hyuk, the chairperson of the agency behind K-pop supergroup BTS, over alleged investor fraud. The Seoul Metropolitan Police Agency referred Bang to the Seoul Southern District Prosecutors’ Office yesterday, asking him to be indicted on a charge of violating the capital markets act, according to the police agency and the prosecutor’s office.

Alleged IPO scheme Police have been investigating Bang, the billionaire founder and chairperson of Hybe, over allegations that he misled investors in 2019 by indicating that Hybe had no immediate plans to go public, prompting them to sell their shares to a private equity fund shortly before the company proceeded with an initial public offering. Police earlier said that the fund may have paid Bang somewhere around 200

billion won ($147 million) in a side deal that promised him 30% of postIPO stock sale profits. South Korean media reported that police referred four other people, including Hybe executives and private equity fund officials, to prosecutors yesterday as well, asking for their indictment. Hybe officials have said Bang denies any wrongdoing. “We expect the allegations to be fully and transparently resolved through the legal process,” Bang’s legal team said. Prior indictments denied Police earlier sought Bang’s arrest twice in April and May. But prosecutors rejected those requests, saying police failed to provide sufficient grounds for his arrest and failed to comply with prosecutors’ demand for further investigation of Bang. Observers say prosecutors could again ask for further investigation, rather than indicting Bang immediately.

SUMMARY OF AN ORDINANCE AMENDING TITLE 10 (ZONING AND SITE DEVELOPMENT), CHAPTER 1 (ZONING) OF THE TOWN OF LOS ALTOS HILLS’ MUNICIPAL CODE TO ADOPT A STATE DENSITY BONUS ORDINANCE UNDER A NEW ARTICLE 17 NOTICE IS HEREBY GIVEN the Town of Los Altos Hills’ City Council has introduced, on June 18, 2026, and was adopted on August 20, 2026, an Ordinance to amend Title 10 of the Town of Los Altos Hills’ Municipal Code to enact an ordinance implementing State Density Bonus Law. If adopted, the Ordinance would incorporate density bonus, concessions, waivers, and other requirements under State Density Bonus Law pursuant to Government Code sections 65915 – 65918. The Ordinance would also establish a procedure to process density bonus applications and enforce affordability restriction requirements pursuant to state law. Finally, the Ordinance would establish a Conditional Use Permit process for applicants to potentially obtain additional local density bonuses beyond state law requirements. The proposed Ordinance would incorporate all state legislative changes to the Density Bonus Law and would enable the Town to comply with future legislative changes by incorporating references to state law. The Ordinance is prepared in compliance with federal and state fair housing laws as well as Program B-3 of the Housing Element and also intended to facilitate Program E-11 relating to opportunities for density bonuses for extremely-low income units. Adoption of the proposed Ordinance is exempt from CEQA pursuant CEQA Guidelines section 15061(b)(3) as CEQA only applies to projects which have the potential for causing a significant effect on the environment. Later school start times yields positive results BY VANI SANGANERIA EdSource

boys reporting the largest reductions in sadness, hopelessness and suicidal ideation, and Hispanic students reporting the biggest drop in difficulties concentrating. Terra Ziporyn, executive director at nonprofit Start Schools Later and longtime advocate of later school start times, said SB328 was a key part of California’s response to what schools have described as a student mental health crisis. “The first step in addressing student mental health problems is to not create them in the first place,” Ziporyn said. “You can get a lot of counselors, but systematically depriving an entire adolescent population of adequate sleep is a surefire way to hurt their mental health.” The study also found significant improvements in academic achievement, with eighth grade students making measurable gains in math and English, particularly among Hispanic and economically disadvantaged students. Giuntella, the study’s author, said the improvement in scores was likely “largely driven by the change in sleep” based on comparable studies where increased sleep led to higher GPAs. That’s also why Hispanic students, who are already less likely to get adequate sleep than white students due to lower family income and family and work responsibilities, improved their math and English scores the most, Giuntella said.

ply pushing back the time they go to bed. The study found that sports and extracurricular activities did start later after the change to later start times, but the changes were “marginal and not statistically significant,” Giuntella said. “And it’s true that, yes, students may even go to bed a little later than they were, but they are definitely sleeping in more in the morning,” she said. Guintella described later start times as just “one institutional factor” that may help address a complex sleep-deprivation problem, pointing to issues like the rise in nighttime screen use.

California’s mandate requiring later start times for middle and high schools is already yielding results, with students sleeping more, reporting better mental health and scoring higher math and English scores, according to a new study. The new working paper from the National Bureau of Economic Research examines the effects of Senate Bill 328, California’s statewide mandate for later school start times. The law, which went into effect in 2022, requires most middle schools to start no earlier than 8 a.m. and high schools no earlier than 8:30 a.m. The study found that the new law increased the share of students sleeping at least eight hours per night by 13%, meeting the minimum recommended for adolescents by health experts. The largest jump was among boys. The study shows that “rest and sleep are incredibly important in the function of schools,” said Osea Giuntella, an author of the report. Although the shortterm increase in sleep is moderate, it has led to significant improvements in mental health and academic outcomes, he said. Giuntella, a University of Pittsburgh researcher who studies sleep and economics, said the study’s first-year results are consistent with previous research linking better sleep to improved student well-being and academic performance. The study used changes Parents struggle with new schedules in teachers’ commute arrival times from the AmerThe state mandate is the only one in the nation. ican Community Survey as a proxy for later school “California set a huge precedent for the whole nastart times, comparing sleep and mental health data before and after SB328 took effect in the 2022-2023 tion by saying, ‘We cannot leave what is essentially a school year and tracking academic gains from 2022 public health decision in the hands of local districts,’” Ziproyn said. “It’s not just a negotiable school budget through 2025. item that you trade off against anything else.” But some parents have said later start times comGains all around Students reported experiencing better mental plicate work commutes, push back sports and extrahealth since schools shifted to later start times, with curricular activities and lead to some students sim-

'Too hard and too expensive' Some school districts found the transition to later school start times “too hard and too expensive,” Ziporyn said. Ziporyn said district administrators could have received more guidance from the state Department of Education to explain the benefits of later start times, and involve families in finding solutions to logistical problems. “(Schools) have to fully understand why this is being done and communicate it with confidence to the community that they’re doing the right thing for kids,” Ziporyn said. San Francisco Unified, for example, worked with operations experts at the Yale School of Management, Georgia Tech University and Northwestern University to redesign their bus routes in response to the change. With more than 120 schools and 18 different start times, the district generated about 1,000 new feasible bus schedules, which ended up saving the district about $5 million and with a majority of families and staff members satisfied with the transition to later start times, according to a report by Yale Insights. But most schools in California did not have access to dedicated consultants to ease the transition, Ziporyn said.
