Palo Alto’s parking lot for RV dwellers isn’t seeing its expected results for moving people into more permanent housing. The slow turnover at the RV parking lot has citywide implications — residents and business owners are pushing the city to get RV dwellers off their streets, and council members are looking for a place where they can go.
