How to limit distracting tech

GUN IN BATHROOM: An ICE officer left his gun inside a men’s restroom stall at SFO last month, according to the San Francisco Chronicle. A flight attendant found the gun in Terminal 2 on July 21. FLOOD DEATH TOLL: Rescue teams and military helicopters are searching for hundreds of missing people along the Nepal-China border. That’s where a deadly torrent of water and mud several stories high swept through communities yesterday following a glacier collapse. More than 390 people were killed and more than 1,400 are missing, including hundreds of foreigners and pilgrims. MISSILE STOCK SHORTAGE: The U.S. military faces a “beyond critical” shortage of advanced missile interceptors in Europe largely driven by President Trump’s war with Iran. The most concerning shortfall involves the Patriot missile interceptors crucial for defending against Russian ballistic missiles. The Pentagon says claims of U.S. munition shortages “are false.” BUTCHER OF BOSNIA DIES: Ratko Mladic, the notorious Bosnian [See THE UPDATE, page 4]

Tablets and computers have become crucial school supplies for many students. But the same devices children use to read text, write essays, solve math problems or research history projects can also offer distractions in the form of games, social media and web browsing. It can be a challenge for parents to figure out how to help children stay focused when using these devices. That can be especially complicated with school-managed devices, where parents may have limited control over settings and restrictions. Helpful options can include using built-in tools and settings on devices, creating routines and introducing time-management techniques. The strategies parents choose may depend on whether their children are work[See TECH, page 34]

TIME TO TALK, KEVIN: New Federal Reserve chair Kevin Warsh has brought sharp change in how the central bank communicates by saying much less than his predecessors about the economy and inflation. So far, many economists and Wall Street investors haven’t been thrilled with that approach. Today, Warsh has a high-stakes opportunity to address those concerns and underscore his inflationfighting bona fides when he gives his speech in Jackson Hole, Wyoming. WHO INVITED THE DONKEY? A donkey named Freddy attacked two motorists and a woman in nothern Germany after he jumped into their van. Freddy and a horse were running loose near a roundabout and as the motorists tried to grab Freddy so he wouldn’t get hit by a car, he became aggressive, kicking and biting the trio. After college Trevor came back to Berkeley, first working for several years at a job shop that gave him a wide variety of experience. Trevor worked at Memorex as the Corporate Architect, architects Cobb and Morton in Los Gatos, Takamoto and Krinard in Los Altos, and EHR and CAS in Palo Alto. He then went into business for himself, designing production facilities for HP and other Silicon Valley companies. He designed a house on Mount Hamilton for Rex Lindsay in 1960 and a house for Phil Conley at Sea Ranch in 1970. He did a number of residential remodeling projects with his contractor friend Patrick Heaviside. Trevor started folk dancing in grade school at Oak Ridge in 1944. He continued dancing the rest of his life. He married Helen Casaletto, whom he met in folk dancing, in 1965 and became a father to her two children, Laurel and Steve. They divorced in 1980. In 1998 he had his daughter Rosemary with long time folk dance friend, Laurie Reynolds. He was extremely proud of Rosemary’s achievement in working on a PhD in Psychology and Forensics. Trevor enjoyed folk dancing, architecture, humor, politics and bluegrass, ragtime and folk music. Town manager to see $18.5K raise By NORAH SHEPPARD-HUTCHINS Daily Post Staff Writer

Portola Valley’s town manager has received approval for a $18,500 raise amid the town’s ongoing money troubles. Town Manager Darcy Smith’s annual salary will increase from $250,000 to $268,500. The raise was approved SMITH unanimously at the Portola Valley Town Council meeting on Wednesday. Budget struggles Meanwhile, the town has a budget deficit of $700,000. On the November

ballot, voters will choose whether the town should become a charter town, meaning it would enforce and draft its own local laws while remaining consistent with U.S. and state constitutions. The measure would also authorize a real estate property transfer tax, a hopeful solution to general expenses and public safety costs rising faster than local property tax revenues. If the measure is approved, there will be a $10 per $1,000 tax on a property’s sales price. The average home sale cost in Portola Valley is $4.29 million. With the new tax, the potential buyer or seller would have to pay around $42,900 if the tax passes.

But Combs said he can’t bring the issue back to council because he has been on the losing side of a 4-1 vote to reopen the road to cars. Under the council’s rules, only council members on the winning side of a vote can ask to reconsider a previous issue. But he pointed out that even if one person changed their mind, it may still result in the street remaining open, as the vote would only change to 3-2.

Teen settles death suit

Gonzalez said his parents divorced when he was a baby, and he moved to Colorado with his mother. He said his father bought him a phone to keep in touch and visited every year on his birthday — they went to escape rooms, explored Denver, dressed up for Halloween and relaxed in a hotel room together. Gonzalez said his father bought a brick with their names on the fan walk at the San Francisco 49ers stadium and promised to take him to a game there. His father was looking to buy a house in Colorado, but they won’t have a chance to grow their bond “because of Live Nation’s complete failure to protect attendees,” Gonzalez’s attorney Emily Ruby said.

Live Nation’s case In response, Live Nation said the fatal punch was sudden and unanticipated, and more security wouldn’t have stopped the attack. “Live Nation provided substantial security for the event and responded reasonably to conditions as they arose,” the company’s attorney Ryan Nilsen said.

The Food and Drug Administration has approved a groundbreaking new drug for advanced pancreatic cancer, offering U.S. patients a more effective treatment against one of the deadliest types of cancer. FDA officials gave expedited approval Wednesday to the first-of-akind pill, called daraxonrasib, which blocks a mutated protein that fuels tumor growth in more than 90% of pancreatic cancer cases. It’s an approach that previously eluded drugmakers for decades. The daily pills will be sold by Revolution Medicines under the brand name Rasonque. A one-month supply would cost approximately $39,800, the company announced. Survival results Patients taking the drug nearly doubled their survival time, with fewer severe side effects, in a study that randomly assigned them to receive the experimental treatment or more chemotherapy. The company-funded study enrolled 500 patients whose metastatic,

or spreading, cancer had quit responding to prior treatment. Patients getting the new treatment lived for a median of 13.2 months compared with 6.7 months for chemotherapy recipients. Side effects included skin rash, mouth sores, diarrhea and other digestive issues. “This is one of the most anticipated approvals I can think of,” said Dr. Andrew Coveler of the Fred Hutch Cancer Center. “This medicine is not a cure but a significant improvement.”

Deadly cancer Pancreatic cancer is among the most deadly forms in large part because it is hard to detect before it starts spreading to other organs. The American Cancer Society estimates about 67,000 new cases will be diagnosed in the United States this year and more than 52,000 people will die from the disease. The five-year overall survival rate is 13%. The drug garnered attention earlier this year when former Sen. Ben Sasse, R-Neb., described on “60 Minutes” how he had less pain while taking it.

‘Coyote vs. Acme’ wastes cartoon stars BY MARK KENNEDY Associated Press Writer

Some Hollywood decisions defy logic. Like, who looked at the world of Looney Tunes, those unhinged cartoons of our youth, and thought: Let’s add a bunch of personal injury lawyers. Such is the premise of the clunky, too-earnest, live-action-toon-hybrid “Coyote vs. Acme,” a film initially mothballed by the studio only to later be featured in theaters. It began as a 1990 New Yorker DYNAMITE — Will Forte, left, with the character Wile E. Coyote, voiced by Eric parody that imagined Wile E. harsh words, and then the filmmakers up the pressure by making the law firm teeter on insolvency. There’s a chase scene involving rocket skates, a motorbike and a refrigerated truck, and there’s a final character test in the form of a massive potential payoff that our human hero must navigate. What’s up, doc? No, really, we need a script doc. Director Dave Green integrates the toons and humans well, but the story stumbles on using the Looney Tunes’ deep roster. Bugs Bunny appears, at last, only at the hour mark — a criminal delay for such a fan favorite — and doesn’t stick around. And Daffy Duck lends high-energy zaniness — all too short — as an inmate at St. Looneys (“for the exceptionally looney”). Samy Burch’s screenplay veers from underdog-versus-corporate power to zany detective story to end with a moral about never giving up in the face of failure, trying to remake the deeply troubled Wile E. Coyote into someone noble. “No matter what happens, he picks himself up and tries again and again and again and again,” says Forte. “He wakes up every morning with purpose and with hope and I think everyone should be inspired by that.” Really? By the menacing guy on the jet-propelled pogo stick and endless faulty products? This is a film only personal injury attorneys could love.

Release info “Coyote vs. Acme,” a Ketchup Entertainment release that’s in theaters today, is rated PG by the Motion Picture Association for “cartoon violence and some language.” Running time: 101 minutes.

offer individualized instruction or help students develop technology skills increasingly expected in the workforce. In some cases, schools are giving parents additional tools to monitor and manage devices outside of school hours. Battle Ground Public Schools in Washington, for example, introduced overnight login restrictions last year for elementary and middle school students on school-issued Chromebooks, while also allowing exemptions for some families. The restrictions were put in place as a result of parent concerns about device usage late at night and possible interruptions to sleep.

Depending on the device and how it is set up, parents can restrict access to categories of apps, such as games or entertainment, or set a daily time limit for an individual app.

Adding limits Google users can use Family Link to manage settings and screen-time limits on a child’s Android device or Chromebook. Apple users can manage these controls for a child's iPhone, iPad or Mac through Family Sharing. Keep in mind that screen-time limits aren’t foolproof. Questions with senior care? Ask Vanessa Dear Vanessa, My mother was just diagnosed with early Alzheimer’s disease. I have (Power of Attorney) POA — does that mean I now make all her decisions? -Sylvia Dear Sylvia, This is one of the most common misunderstandings families face after a diagnosis, and it comes from a good place - you love her and want to protect her. But a diagnosis doesn’t erase her rights, and having POA doesn’t automatically flip a switch that puts you in charge. Most durable POAs in California are “springing,” meaning they only activate once a physician formally determines she lacks capacity - sometimes even two physicians must agree, depending on how the document is written. Until that determination happens, your mother remains the legal decision-maker for her own life. Here’s what many families don’t realize: capacity is not all-or-nothing. It’s assessed decision by decision. California law asks whether she can understand the information relevant to a choice, appreciate its consequences, and communicate a decision - looking at things like orientation, memory, reasoning, and judgment. Someone in early-stage Alzheimer’s often still passes this test comfortably for most decisions: where to live, what to eat, who visits, even many financial and medical choices. Short-term memory loss does not automatically mean lost judgment. So what should you actually do right now? Shift into what’s called supported decision-making, rather than substituted decision-making. Sit in on her

Think of your POA as a seatbelt, not a steering wheel. It exists so you can protect her the moment she truly can’t drive anymore, not so you can take the wheel while she’s still capable. appointments. Help her organize paperwork and information. Choose a calm time of day for important conversations, keep explanations simple, and give her time to think things through or talk them over with someone she trusts. Offer choices rather than directives this preserves her sense of control and has been shown to support wellbeing and even slow functional decline. Quietly document what you observe over time: missed bills, repeated questions, confusion about medications, difficulty with familiar tasks. This record will matter later, not to take over prematurely, but to know when it’s genuinely time to act. When decisions become high-risk or contested, or she seems unable to grasp the basics, loop in her physician for a formal capacity evaluation. Think of your POA as a seatbelt, not a steering wheel. It exists so you can protect her the moment she truly can’t drive anymore, not so you can take the wheel while she’s still capable. Stepping in too early, however wellintentioned, can strip away dignity, provoke resistance, and damage trust exactly when she needs you most. Preserving her voice for as long as possible isn’t just the legally correct path. It’s an act of profound respect. A diagnosis changes the road ahead, Sylvia, but it doesn’t mean she’s no longer the one driving. It just means you’re riding beside her now, ready for when she needs you to take over. - Vanessa

of California, Irvine, and author of “Attention Span.” Experts recommend paying attention to when students are most alert, and scheduling work that requires the most concentration during those periods. Those rhythms can vary throughout the day and depend partly on whether someone naturally functions better earlier or later in the day. A quiet or dedicated workspace can also help, as can avoiding multiple devices at once, such as texting while reading or switching to another screen during homework. Set goals, reward accomplishments To learn and retain information, Mark said, students need to actively engage with material and avoid frequent distractions: “So quick attention shifts are not conducive for learning and retaining information.” “When people become more conscious of what they’re doing, they can also become more intentional. And when you’re more intentional, you can form a plan,” she said, adding that setting goals and rewarding accomplishment helps people focus on their tasks. Children should also start homework as early as possible after taking time to decompress from the school day, experts say. Waiting until late at night can interfere with sleep. The goal isn’t necessarily to eliminate every distraction or monitor every move, Mark said. Parents can instead help children understand when and how they focus best and develop strategies for staying with one task. They don’t need to “helicopter” their children, she said, but should help them understand the importance of focusing and staying with one thing.

Stanford avoided a much larger fire “only by pure luck and circumstance,” the letter said.

Hermalinda is a 10-year-old yellow-bellied slider turtle looking for her forever pond. She is every bit as beautiful as her name sounds. Hermalinda loves to spend her time basking in the sun, munching on greens, and swimming the day away without a care in the world. She’s a sweet and mild-mannered girl who’s ready to rest and relax in her new home. Her ideal home would have a large outdoor pond with a predator-proof enclosure to keep her safe. She’ll be a quiet family member and not a big cuddler, but you will be endlessly entertained watching her explore her habitat! Stanford is also worried about the environmentally sensitive Deer Creek, which runs under the road where RVs will be allowed. Stanford said RV dwellers and their pets could negatively impact plants and wildlife. Stanford’s letter focused on fires and pollution, but Reidy said he’s also worried about attracting and retaining tenants at the Stanford Research Park. He pointed out that the Stanford Research Park brings in 18% of Palo Alto’s sales tax. SRI, the closest tenant to the RV location at 3333 Coyote Hill Road, also wrote a letter against the city’s proposal. The company said RVs would limit visibility, creating a safety hazard for drivers and cyclists.

20 RVs plus one car each, he told council on Monday. Council voted to use both sides of the street, roughly doubling the capacity. That will require reducing Coyote Hill Road from four to two lanes, Shikada said.

Use Stanford’s bot Councilman Pat Burt said he wants to till the land or use Stanford’s “BurnBot” — a rolling machine that incinerates vegetation and immediately puts it out with water sprayers. “I do support the two sides of Coyote, but I am very concerned about fire hazard in that area,” Burt said.
