The city of Palo Alto has received six applications for a total of 247 apartments from developers using a new state law that allows taller and denser buildings near Caltrain stations.

The author of the law — state Sen. Scott Wiener, D-San Francisco — is celebrating Palo Alto’s projects using Senate Bill 79.

Councilwoman Ellen Kamei said she’s also interested in reducing a lane in the future, but she wants to narrow the lanes, protect the bike lane and eliminate parking as a first step.

Design deadline The city is trying to finish the road design by the end of the year to meet a federal grant deadline, with final approval by council. Construction is anticipated to start in summer 2027.

Council has already approved plans to go from four lanes to three lanes on California Street, El Monte Avenue, Miramonte Avenue and Moffett Boulevard.

California Avenue resident Brian Cargille told the committee that some neighbors don’t like the road redesign, but he believes it’s a success to duplicate on Middlefield Road.

“The street is significantly quieter, cars are driving more slowly, and the reduction in ‘car craziness’ makes it much safer to back into our driveways,” Cargille said in an email to the committee.

Worries persist McAlister said he’s worried that cars will take side streets, and the city should maintain corridors from Sunnyvale to Palo Alto and from Los Altos to Highway 101.

“We still need ways to get through,” McAlister said.

McAlister owns a Baskin-Robbins at 1249 W. El Camino Real and said he rarely sees cyclists ride by on the new bike lanes built by Caltrans.

“Just because you build it doesn’t mean they will come,” he said.

Voter approval required In order to update the tax, Portola Valley has to change its status from a being a general law town to having a charter, and needs a majority vote from residents.

General law refers to a city or town whose local laws on areas like city government elections, zoning and taxes, are consistent with the state constitution and statutes. A charter refers to a town that drafts up and enforces its own local laws, while being consistent with the U.S and state constitutions.

If Portola Valley’s tax and charter change are accepted, council will have the authority to reduce or repeal the tax in the future without voter approval, a power that Mayor Craig Taylor said can prevent the city from over collecting.

Suspect arrested in burglary spree

Santa Clara police arrested a suspected serial burglar last week who they believe is responsible for more than 30 break-ins over the past year and a half.

Jonathan Bynum, 47, of San Jose was arrested June 29 by the Santa Clara Police Department Special Enforcement Team in connection with one of their ongoing investigations.

Man who stole rare texts sentenced

A Fremont man who admitted to stealing a rare Chinese manuscript from a university library in Los Angeles has been sentenced to time served and one year of home confinement, federal prosecutors have announced.

Jeffrey Ying, 39, pleaded guilty in

October 2025 to one count of theft of major artwork.

He was also sentenced to three years of supervised release, with his amount of restitution to be set at a later date, officials from U.S. Attorney’s Office said Wednesday.

Investigators believe that between December 2024 and July 2025, Ying absconded with roughly $216,000 worth of rare Chinese manuscripts from the University of California, Los Angeles’ library system, some of them dating back to 16th and 17th centuries,

according to a criminal complaint filed in August 2025.

Ying checked out the manuscripts under various aliases, brought them home for days at a time, then returned dummy manuscripts instead of the real books, according to prosecutors.

Eight men were indicted on murder and terrorism conspiracy charges yesterday for their alleged roles in a thwarted drone and sniper attack on the UFC show at the White House in June.

The indictment, returned in Ohio, charges all eight in two separate conspiracies, one to provide material support to terrorists and a second to commit murder on federal government

territory and to murder a federal government official.

It remains unclear how close the would-be attackers could have come to being able to carry out the plan.

According to the new indictment, the plot began in May, when the group began amassing money, firearms, ammunition, body armor, explosives, drones, medical equipment and other items.

Say what you will about them, but the Disney live-action remakes have at least given us a choice. Which would you rather see? A spirited, soaring, animated “Moana,” or a purposeless remake featuring Dwayne Johnson with Fabio hair?

The sea is wide, my friends. Yet Moana, the Polynesian wayfaring princess, has seemingly been stuck swimming laps since she first emerged on our screens 10 years ago. She’s one of Disney’s greatest heroes. The original movie, computer animated by hand-drawn masters Ron Clements and John Musker and buoyed by Lin-Manuel Miranda’s energetic songs, represents the height of Disney animation this century.

But since then, the waters have been rough. “Moana 2,” originally planned as a streaming series, did little to expand the tale. And the new live-action remake does even less.

Familiar waters Few of the live-action remakes, regardless of box-office receipts, are covered in glory. But “Moana,” directed by “Hamilton” veteran Thomas Kail, feels especially off course, offering little more than a lamentable swap of cartoon imagination for live-action

do-over. The lifeless result veers perilously close to “Saturday Night Live” parody or one of those joke parallel universes in the “Spider-Verse” movies.

The new “Moana” is an often shotfor-shot, note-for-note remake of the original, with small pockets of new material. This is understandable, to a certain degree. The songs are still great. Catherine Lagaʻaia, who plays Moana, sings beautifully. The ocean, in digital splendor, is even bluer.

But all inventiveness has gone out to sea. One of the great things about animation is that it can do anything with a snap of the fingers. You can sense imagination at play. The glories

of the original “Moana” lied both in its rich Polynesian connections and its cartoony fun: the goofy shape-shifting of the demigod Maui (Johnson), the toe-tapping moves of the giant crab Tamatoa (Jemaine Clement), the way the ocean heaves Moana back aboard the ship. Making these things physical realities isn’t just an update in format; it saps them of their animated soul.

The result comes across more like play acting than genuine artistic creation.

Good parts not enough The greatest benefit of the live-action update comes in the recreation of Moana’s native Motunui. If the original “Moana” was crafted in homage

of Polynesia culture, the presence of real people makes that more tangible.

But more often than not, the leap from animation to live action comes at a loss. This is especially true of characters destined to be cartoons, like the rooster Heihei.

None of this is any fault of Lagaʻaia, whose lively performance is the film’s primary source of forward momentum.

Maui — boastful, slyly comic, inevitably heroic — is among Johnson’s most perfectly suited roles. So, it’s a surprise how much his performance here struggles to match the verve of the animated Maui. It could be that Johnson, who’s been drawn increasingly to dramatic roles recently, has aged out a character who was a fantasy to begin with.

With Christopher Nolan’s “The Odyssey” soon to sail into theaters, it’s an unusually good time for ocean-faring myths about gods and homecomings.

No one knows how far this franchise will go — a third animated film is in development. But Moana is in increasingly desperate need of some new waters to explore.

Community members don’t have the skillset, time, resources or access to records for strong oversight, Gennaco said.

Supervisors commissioned an investigation of Corpus in July 2024 after employees complained that she hired her alleged boyfriend, realtor Victor Aenlle, to run the sheriff’s office. Corpus allegedly made racist and anti-gay remarks, and seven inmates died in the jail under her watch.

Voters overwhelmingly approved a measure in March 2025 to give supervisors the power to remove Corpus. She was officially fired in October.

Why it’s a battle Gennaco said oversight can be a battle with sheriffs because they’re elected. His company OIR Group has contracts with about 20 cities to review police uses of force and complaints.

Gennaco said oversight is easier in cities because city managers are in charge of the police chief. In his two decades auditing the Palo Alto Police Department, he’s never had to do a subpoena.

“Ideally the access issues that oversight needs in order to do their work will be worked out between the city, the county and the oversight entity,” he said.
