Proposition 40, also known as the billionaire tax, is the most contentious fight on Californians’ ballots this November. The proposal to impose a one-time asset tax on the net worth of the state’s approximately 200 billionaires has divided Democrats, galvanized progres-

sives and sparked fierce pushback from business groups and the state’s wealthy tech sector. Google co-founder Sergey Brin has poured more than $138 million into the campaign against the measure — including two countermeasures, Propositions 41 and 42 — and is among a handful of billionaires who have

moved residences or business assets out of the state in an attempt to avoid the proposed tax. In total, opponents have raised more than $205 million to stop Prop. 40, according to campaign finance records. It would also set up an entirely new system of taxes in a state that doesn’t

traditionally tax wealth. That would be challenging to implement and experts say is sure to invite litigation. Here are some common questions and answers about how the measure would work.

Patty’s academic accomplishments continued at Colgate University, where she graduated magna cum laude and Phi Beta Kappa in 1974. She later earned a Master’s in Finance from New York University in 1978. Her studies also reflected a lasting interest in French literature, an interest that remained an important part of her life for many years. After receiving her master’s degree from NYU in 1978, Patty began her professional career in New York City as a CPA with Peat Marwick Mitchell, where she specialized in expatriate taxation. In 1984, she left the firm and established a sole practice serving individuals in the Bay Area. Her work reflected the strong academic foundation and professional discipline that marked her life from an early age. Patty was the mother of two daughters, Gabby and Sofie, both of whom live in Southern California. Sofie and Gabby spent their early years in the Bay Area and attended Trinity School in Menlo Park. They later attended middle school in Rancho Santa Fe, California, and continued their education at Torrey Pines and Concord Academy in Los Angeles. Gabby graduated from Syracuse University, and Sofie attended Mills College in Oakland. A central part of Patty’s life was the support she gave to her daughters. She was an avid supporter of their equestrian activities and could often be found cheering them on at local and national competitions. She loved her daughters passionately, and that devotion was a defining part of her life. Patty also maintained a lifelong love of France and French culture. A self-described Francophile, she returned to France many times over the years to visit and live with her adopted family, Josette and Gile Maillet. That connection grew from her college studies in French literature and remained an enduring thread throughout her life. She also had two sisters, Jeannie and Nancy, both of whom died before her. Her brother, John, survives her and works for Citgo in Texas. Patricia Kiernan “PK” Applegate will be remembered in the many places that shaped her life: Malden, where her gifts first became evident; New York, where her professional career began; the Bay Area, where she built her own practice; and California, where much of her family life centered. Her life was marked by scholarship, professional accomplishment, steadfast support for her daughters, and a lasting attachment to the people and places she held close.

As Palo Alto prepares to fill three seats on the City Council, voters face a pivotal choice between maintaining the status quo or demanding a more responsive local government. While the field presents distinct challenges, we recommend Bryna Chang, Ed Lauing, and Vicki Veenker as the best path forward to govern our city. We are most enthusiastic about Bryna Chang, the current Planning and Transportation Commission chair. Chang brings a refreshing, urgent focus to neighborhood safety, sparked by her firsthand experience watching dangerous near-misses during traffic duty at Hoover Elementary. Unlike career politicians, she is fiercely dedicated to holding the city’s notoriously slow-moving transportation planners to task, demanding accountability rather than accepting bureaucratic delay. Her focus is entirely on serving the residents of Palo Alto, and her detailed knowledge of city governance makes her an exceptional choice. While it is unfortunate that he lacks a structural mechanism to serve his immediate neighbors in La Honda — which is an entirely different community with distinct needs — he cannot properly represent the core interests of Palo Alto residents. Vote yes on P to save downtown Menlo Park voters face a critical decision regarding the economic survival of our local businesses and the longterm character of our community. Measure P offers a common-sense solution to a poorly conceived city initiative. By requiring voter approval before the city can sell, lease, or permanently alter our eight downtown parking lots, this measure establishes a vital safeguard for our vibrant commercial core. The city’s current plan to replace Plaza 1, 2, and 3 with high-density public housing is a gamble Menlo Park cannot afford to take. Wiping out 556 essential parking spaces would hand a death sentence to the mom-andpop storefronts, hardware stores and restaurants that are already struggling with rising vacancies. A recent report by consultant Strategic Economics confirms the financial volatility of these proposals, revealing massive funding gaps ranging from $19 million to $45 million. To close these gaps, consultants are already suggesting the city scale back its parking replacement requirements — a move that completely betrays local merchants and visitors. Good alternatives exist We can fulfill state-mandated housing targets without sacrificing the economic lifeblood of our downtown. Viable, logical alternatives exist that don’t threaten our local businesses. The spacious City Hall campus on Laurel Street is an ideal location for higher-density projects. Other underutilized areas, such as the VA campus on Willow Road, the former U.S. Geological Survey site, or the Bohannon Industrial Park, provide expansive footprints that can easily accommodate the state’s housing quota. We must also be realistic about the unintended consequences of high-density public housing concentrations.

Questions with senior care? Ask Vanessa Dear Vanessa: I think my mom or dad needs help at home, but I’m overwhelmed. What should I prepare before calling, and what questions should I ask about home care? Audrey Dear Audrey, Most families don’t wake up one morning with a clear answer. It often starts with little things: food left untouched in the refrigerator, a missed appointment, or a parent who seems less steady getting out of D FKDLU 6RPHWLPHV WKH FKDQJH LV LQ \RX <RX ŚQG yourself checking your phone constantly, rearranging work, and wondering what might happen when no one is there. If that sounds familiar, you don’t need to wait for a crisis to begin the conversation. And you don’t need to decide how many hours of care your parent needs before you call. Start with what you’ve noticed. What has changed? What does a good day look like, and what happens on a hard day? Which parts of daily life can your parent manage comfortably, and where would another pair of hands make a difference? If there has been a recent hospital stay or a change in health, have any discharge instructions and an up-to-date medication list nearby. You can also simply say, “I’m worried, but I’m not sure what kind of help we need.” That is enough to start. I also want to know who your parent is beyond their needs. Do they enjoy a quiet morning? Are they particular about how meals are prepared? Would they feel more at ease with someone who speaks their language or shares an interest? Study smarter by ditching old tricks

If you’re dreading a midterm — or just studying hard to keep up in any class — chances are your study habits involve taking notes as you’re reading and then going back over them. Maybe you pull out (or click on) a highlighter. It turns out those old-fashioned study habits might work if you’re cramming for a test, but they aren’t very effective for long-term learning. There are better, more efficient ways to retain knowledge. One involves taking more time to process the information before taking notes. “We tend to think that what feels the easiest will be retained the easiest, and it’s actually the opposite,” said Pooja K. Agarwal, a cognitive psychologist and author of “Smart Teaching Stronger Learning: Practical Tips From 10 Cognitive Scientists.”

“It might improve your mood,” she said. “It will keep you awake, but research shows it doesn’t actually improve your learning.” Highlighting or underlining and repeatedly reviewing notes feels engaging, but studies show they don’t make a significant difference long-term either, said Robert Bjork, professor emeritus of cognitive psychology at UCLA.

Rick Ross charged with felony battery Rapper Rick Ross was arrested in Miami Beach early yesterday and charged with battery after a woman he was living with told police he hit her, authorities said. Ross, whose legal name is William Roberts II, surrendered at the MiROSS ami Beach Police Station, two days after the woman filed a report with police, officials said. Ross faces a felony charge of battery by strangulation, as well as a misdemeanor battery charge, according to online court records. An attorney for Ross, 50, said in a

statement that his client is being wrongfully accused by an ex-girlfriend whose true motivations are unclear. “The ex did not even file a police report until a month after the claimed incident allegedly took place,” defense attorney Steve Sadow said in the statement. “Mr. Roberts is innocent and has pled not guilty to the charges. He respectfully requests that his friends, fans and the general public not prejudge the situation and allow the judicial process to run its course.” Ross was released from jail on a $5,000 cash bond later yesterday, according to court records. An arraignment is scheduled for Oct. 22.

Candidate abruptly quits org’s debate BY BRADEN CARTWRIGHT Daily Post Staff Writer

A Palo Alto City Council candidate has dropped out of the city’s largest debate with less than 24 hours notice. Yudy Deng, who is on the city’s Parks and Recreation Commission, said she had “a number of scheduling conflicts” and couldn’t attend last night’s debate hosted by Palo Alto Neighborhoods. “I’m disappointed to miss the opportunity to speak with your members, as I know how important our neighborhoods are to the future of Palo Alto,” Deng said in an email to the debate organizer on Wednesday at 7:21 p.m. Palo Alto Neighborhoods is a networking organization for all 36 neighborhoods, founded in 1998.

The debate was yesterday from 7 to 9 p.m. at Mitchell Park Community Center. Former Councilwoman Hillary Freeman was the moderator. Deng pulled out of the debate after receiving the candidate guidelines from the organizers. She didn’t return a request for comment yesterday. Resident Annette Glanckopf was upset with Deng for dropping out. “I find it disrespectful and unprofessional to decline at the last minute. The organizers have spent considerable amount of time, effort, and expended their own personal finances to create a thoughtful meaningful evening,” Glanckopf said in an email yesterday. Glanckopf said Deng has known about the debate for weeks, and Palo Alto Neighborhoods isn’t a member organization like she said.

Joel Slemrod, a University of Michigan economics professor who studies tax policy, said there’s very little evidence to gauge how billionaires could react to California’s tax, partly because the proposal is unique. California experts considering the tax have looked at wealth taxes in European countries to try to discern the impact of Prop. 40. In 1990, 12 countries had wealth taxes. Today, only four remain. Many countries abandoned them because they were difficult and expensive to implement, according to the Organisation for Economic Co-Operation and Development. But Slemrod said those examples are “not immediately applicable” to Prop. 40 because they differed significantly in design: Tax rates were much lower, they were intended to be permanent and the money was not earmarked for special interests. Possible issue But one issue that could matter significantly for California, Slemrod said, is that it is much easier to move assets between states than between countries, as sometimes happened in Europe.
