Woman dies in garage fire

A woman died after a fire at a detached garage in North Fair Oaks broke out early yesterday, prompting an investigation by the San Mateo County Sheriff’s Office.
The fire was reported at 4:36 a.m.
on the 600 block of Hurlingame Avenue, where crews arrived to find the detached garage in flames, which were threatening the main residence, sheriff’s officials said.
The 31-year-old woman was removed from the garage and life-saving measures were attempted, but she was
pronounced dead at the scene. Two other people were able to escape from the fire unharmed, and other nearby homes were evacuated as a precaution, according to the Sheriff’s Office.

School board OK’s lay offs, pay freezes

The Mountain View Whisman School District will lay off 19 employees, freeze administrators’ salaries, reduce custodians’ hours and hand out fewer Chromebooks to students to make $6.8 million in budget cuts next year.
The approved cuts are down from Superintendent Jeff Baier’s original proposal of cutting $9 to $11 million, so the board in March will talk about cutting a PE program or an after-school program.
“We have a forced choice,” board member Charles DiFazio said at Thursday’s board meeting.
The board decided against a proposal to lay off four school and community engagement facilitators, or SCEFs, who work with families and cost

Students protest as ICE anxiety rises
Students across the country, including on the Mid-Peninsula, walked out of school yesterday to protest the Trump administration’s immigration crackdown and the deaths of two people in Minnesota.
Students at Paly left campus around noon to protest along El Camino Real while Gunn students marched down Arastradero Road.
Student protesters from Sequoia High School marched through downtown Redwood City, past the County Center. A bomb threat for downtown, where students were protesting, was called in to the Redwood City Police, prompting an investigation, but it was quickly determined to be a hoax, according to Lt. Jeff Clements.
Mayor issues statement
Meanwhile, Palo Alto Mayor Vicki Veenker issued a statement on social media responding to residents’ worries about the city’s preparations for possible ICE raids in Palo Alto. Veenker said the city is preparing guidance for city
employees on how to respond if ICE comes to their workplace.
Veenker also said the city is contemplating whether other “common-sense” policies or if there is anything the council can pass that would “help prevent the chaos we are witnessing in Minneapolis.”
Super Bowl worries
Santa Clara County officials are on edge that ICE may arrive in the South Bay as part of the federal law enforcement delegation to assist with the Super Bowl in Santa Clara on Feb. 7. Federal officials confirmed this week that the Department of Homeland Security will assist with the Super Bowl, but declined to say if ICE will be part of its Bay Area operations.
Sheriff Bob Jonsen said at a press conference on Thursday that he's received no official information from the federal government or any agency that ICE will be present. As a sanctuary county, law enforcement does not collaborate with federal immigration agents.

Reducing the number of Chromebooks that are handed out to students will save $319,000.
Nine teachers on special assignment will be laid off, saving the district $1.6 million, according to a presentation for the board. The district will also lay off an assistant principal, a secretary, a director of student services and five employees working in tech services, business services and HR.
“Whatever we do, it's going to re-
quire change that is going to be unpopular,” Baier said at the meeting.
The setback comes from a decline in property tax revenues, which is the district’s main funding source.
In the past, the district has typically projected a 2 to 3% annual growth in assessed values while the actual figures have come out much higher.
However, this year the district projected a more accurate 2.34%, based on information from the Santa Clara County Assessor’s Office.
Santa Clara County this year witnessed its property values increase by the smallest amount in over a decade, with Mountain View having the lowest growth of any city in the county.
Man takes plea deal in garage assault of teen
A man is facing six years in prison for assaulting a 14-year-old girl in a Redwood City parking garage after taking a plea deal yesterday, a prosecutor said.
George Bautista Zarate, 34, of Redwood City, pleaded no contest to four felonies related to the July 31, 2024, assault, said District Attorney Steve Wagstaffe. Zarate approached a 14-year-old girl and her 13-year-old friend when they had gone to a parking garage at the Stanford Medical Outpatient Center on Broadway to drink alcohol, Wagstaffe said.
Zarate approached the girls and asked if they wanted to smoke marijuana, the DA said. The 13-year-old left the 14-year-old alone with Zarate, who

encouraged the girl to smoke marijuana and drink more alcohol, Wagstaffe said. Zarate then began sexually assaulting the girl, the DA said.
The girl was eventually able to break free and run home, where her mother called the police. The girl gave a description matching Zarate, who police knew from a previous sexual misconduct case from April 2022.
In that case, a woman saw Zarate pleasuring himself in the car parked next to hers in the Kaiser parking garage. He got a year of probation and 60 days in county jail in that case.
Zarate will be sentenced in the 2024 case on April 6. In the meantime, he remains in jail in lieu of $500,000.

Warsh is the Shepard Family Distinguished Visiting Fellow in Economics at Stanford’s Hoover Institution and a visiting scholar at Stanford Graduate School of Business.
He received his bachelor’s from Stanford University and a law degree from Harvard Law School. At Stanford, he studied public policy, with an emphasis on economics and statistics.
Warsh’s father-in-law is Ronald Lauder, heir to the Estee Lauder cosmetics fortune and a longtime donor and confidant of Trump’s.
During the selection process, Walsh got the endorsement of Jamie Dimon, CEO of the world’s largest bank, JPMorgan Chase.
In some ways, Warsh is an unlikely choice for the Republican president because he has long been a hawk in Fed parlance, or someone who typically supports higher interest rates to control inflation. Trump has said the Fed’s key rate should be as low as 1%, far below its current level of about 3.6%, a stance few economists endorse.
Changed mind on lower rates
During his time as governor, Warsh objected to some of the low-interest rate policies that the Fed pursued during and after the 2008-09 Great Recession. He also often expressed concern at that time that inflation would soon accelerate, even though it remained at rock-bottom levels for many years after that recession ended.
More recently, however, in speeches and opinion columns, Warsh has said he supports lower rates.
Warsh beat out several other candidates, including Trump’s top economic adviser, Kevin Hassett, investment manager Rick Rieder and current Fed governor Christopher Waller.
The Fed’s rate decisions, over time, influence borrowing costs throughout the economy, including for mortgages, car loans and credit cards.
For now, Warsh would likely fill a seat on the Fed’s governing board that was temporarily occupied by Stephen Miran, a White House adviser who Trump appointed in September. Once on the board, Trump could then elevate Warsh to the chair position when Powell’s term ends in May.
Facing challenges
If confirmed by the Senate, Warsh would face challenges in pushing interest rates much lower. The chair is just one member of the Fed’s 19-person rate-setting committee, with 12 of those officials voting on each rate decision.
The committee is already split between those worried about persistent inflation, who’d like to keep rates unchanged, and those who think that recent upticks in unemployment point to a stumbling economy that needs lower interest rates to bolster hiring.
Prior to serving on the Fed’s board in 2006, Warsh was an economic aide in George W. Bush’s Republican administration and was an investment banker at Morgan Stanley.
Warsh worked closely with then-Chair Ben Bernanke in 2008-09 during the central bank’s efforts to combat the financial crisis and the Great Recession. Bernanke later wrote in his memoirs that Warsh was “one of my closest advisers and confidants” and added that his “political and markets savvy and many contacts on Wall Street would prove invaluable.”
Critical of Powell
Warsh has become harshly critical of the Fed, calling for “regime change” and assailing Powell for pushing banks to make lending decision in part based on climate change and DEI, which Warsh said are outside the Fed’s mandate.
His more critical approach suggests that if he does ascend to the position of chair, it would amount to a sharp transition at the Fed.
In a July interview on CNBC, Warsh said Fed policy “has been broken for quite a long time.”
“The central bank that sits there today is radically different than the central bank I joined in 2006,” he added. By allowing inflation to surge in 2021-22, the Fed “brought about the greatest mistake in macroeconomic policy in 45 years, that divided the country.”
Congressman’s thoughts
Congressman Sam Liccardo, D-Campbell, whose district covers Stanford said the following about Warsh.
“Global financial stability depends on an independent Federal Reserve. Over the past year, President Trump has worked relentlessly to undermine that independence—drawing ire and concern from experts across the ideological spectrum. If confirmed, Kevin Warsh must answer to the Federal Reserve’s mandate, not the President’s. While Warsh has long held strong views about the Fed’s critical role in battling inflation with tighter monetary supply, he seems to have abandoned those principles in recent months, as this opportunity emerged,” Liccardo said.
“For the sake of our country and our global economy, I sincerely hope that Warsh shows his spine, rather than a supine posture we see too often in this Administration. ”
