Layoffs are on the table as the Palo Alto Unified School District faces $33 million in budget cuts for the next school year. “We’re going to have to fire people,” board member Shounak Dharap said at Tuesday’s meeting. New Superintendent Jason Glass said the budget cuts are the board’s most important work over the next two

years. He expects finger-pointing, attacks and suggestions that the district is bloated or should cut down on lightbulbs, paper or copy machines. But the budget deficit is too large, and the board will have to consider cutting “terrific” programs, services and employees, Glass said. “These conversations are going to

make people scared and angry. We have to have them anyways,” Glass said. The district will try to avoid layoffs by not filling positions and reassigning employees, Glass said. The cuts have already reached the district office as Glass has decided not to fill some administrative positions. Board member Shana Segal said she

DEBT HITS $40T: The national debt has surpassed a record $40 trillion, highlighting the impact of defense costs, social programs, and interest on the deficit. Experts say the growing debt is already affecting Americans by raising borrowing costs and lowering wages. Advocates for a balanced budget warn of tougher fiscal tradeoffs ahead.

HEADING HOME: Prince Harry and Meghan have decided to return to the United Kingdom for an extended stay starting this fall, but they won’t resume their roles as working members of the royal family. wants the board to discuss a second attempt at renewing the district’s parcel tax during a special election in the spring. The tax renewal came up short at the June 2 election. Much of the projected budget deficit can be attributed to new contracts the district has with its labor unions, giving employees a 10.4% raise and $10,000 in bonuses. Dharap said the board [See CUTS, page 18]

Trader Joe’s at Town and Country Village in Palo Alto was closed yesterday after a fire broke out overnight in the frozen food section. In the aftermath, employees had to throw out food. No word if the store will be open today. Post photo.

Palo Alto’s new superintendent has backed off from hiring his wife as a teacher after learning the school district bans the superintendent from employing relatives. “When I found that out, she withdrew from the position … We understand the rules apply to us just like everyone else,” Superintendent Jason Glass said in an interview yesterday. The board on Tuesday was set to hire Glass’s wife, Sarah, as a GLASS reading specialist at Walter Hayes Elementary School. But Glass said he discovered the district policy on Friday afternoon, so his wife withdrew from [See HIRE, page 18]

Mayor backs term limits BY NORAH SHEPPARDHUTCHINS Daily Post Staff Writer

East Palo Alto’s mayor is the lone signer in favor of a ballot measure limiting council members to 12 years of consecutive service, while those against the measure believe this would only limit the people’s choice. Mayor Webster Lincoln was one of the primary proponents to get the measure on the ballot, as he and newer council members Mark Dinan and Martha Barragan have butted heads with longtime councilmen Ruben Abrica and Carlos Romero. “Term limits bring new voices,

new ideas, and new energy into City Hall. They widen the path for residents who have never seen a realistic opening to run,” says Lincoln in his argument for term limits.

Argument against Those signing against term limits are Planning Commissioner Javanni Brown, Ravneel Chaudhary, who ran for council in 2024, and resident Luis Rosas. They continue to argue that on multiple occasions members of council have not been reelected and seats are instead given to newcomers. “East Palo Alto already has term limits. It’s called voting out your

city representatives when they are not meeting the community’s needs,” the argument against says. Lincoln notes that six cities in San Mateo County already have term limits and that the governor, California legislators and the president are term limited. Brown, Chaudhary and Rosas argue that there is a reason only six out of 20 cities in San Mateo County have term limits. “If you don’t like an elected official, just vote them out of office. Don’t limit the people’s ability to vote for someone with proven and effective experience and who they trust is doing a good job,” the argument against says.

Reversible cuts Board member Josh Salcman said he wants to be upfront about how cuts will be decided. For example, the board can try to make cuts that are reversible or as far away from the classroom as possible, he said. “It will give folks more time to start to come to terms with what that reality is, before we get to the point where we’re actually voting,” Salcman said. The district has until March 15 to issue layoff notices, Chief Business Officer Charen Yu said. The board is looking at another $10 million in budget cuts for the 2028-29 school year, Yu said. One of the biggest budget factors is property tax revenue growth. The Santa Clara County Assessor’s Office will have its latest projections in early September, Yu said.

Rios pleaded guilty to lewd acts with the girl in August 2025 and was sentenced to a year in jail. The district paid $675,000 last year to a teacher’s aide and a teacher who said they complained about Rios, but the district didn’t investigate him. The district has denied the allegations and said Rios was placed on leave and banned from campus when his coworkers complained.

PENINSULA VOLUNTEERS INC. HOSTS BLING, Bubbles and ‘A Beautiful Noise’ Saturday, Sept. 12 at a private estate in Woodside. Peninsula Volunteers Inc. has been providing services for thousands of local seniors for nearly 80 years, and you can help them continue for decades to come and enjoy a night to remember at their benefit gala in September. Guests will enjoy a glamorous evening of cocktails, a seated dinner and silent and live auctions, followed by Super Diamond: The Neil Diamond Tribute performing a passionate, high-octane show that celebrates the timeless music of Neil Diamond. “We need to keep raising awareness that there’s a generation that needs our help,” said Peninsula Volunteers CEO Peter Olson. He said services like the meals and transportation also provide important points of connection for seniors, who can struggle with isolation. And that’s why aging in place is so important. For more information and to buy tickets to the gala, go to 1pvi.org/bbb2026. To learn more about becoming a sponsor, contact Lisa Murphy at lmuprhy@1pvi.org or (650) 272-5009.
