The search for new leadership to take this issue head on will be a priority. We need leadership to engage the business community, develop a strategy for creating space for future development, and to reduce bureaucracy in the process. By placing high importance on this area we can assist Brandon in creating a flourishing development community. The City of Brandon is facing an infrastructure deficit, further complicated by the high water event of 2014. Growth has its costs, and there is a growing pressure on the rising costs of service delivery, especially in the area of salaries. Municipal governments do not have control over significant portions of its revenue, with the exception being property taxes which they do set. The pressure put on the
