PAMELA S. EVETTE

Lieutenant Governor of South Carolina

Pamela S. Evette of Travelers Rest was elected as the 93rd Lieutenant Governor of South Carolina on November 6, 2018.

Prior to her election as the first female Republican lieutenant governor of South Carolina, Evette founded Quality Business Solutions, Inc. (QBS), a payroll, human resources, and benefits services firm headquartered in Travelers Rest. Under her leadership as President and CEO, QBS grew exponentially, going from start-up to an over 1-billion-dollar enterprise and was named one of the nation’s fastest growing small businesses. QBS has been repeatedly honored among the best places to work in South Carolina.

Evette has received numerous business and professional accolades, including the ATHENA Leadership Award®, the Enterprising Woman of the Year Award, and the Women Presidents’ Organization 50 Fastest-Growing Women-Owned/Led Companies Award. She has also been recognized for her efforts as a public servant on environmental, transportation, and humanitarian causes. In 2024, Evette was named a She Leads Woman of Distinction by She Leads America and received the Joseph H. Rainey Empowered Leadership Award.

A trained accountant and former CFO, Evette has demonstrated a deep understanding of the regulatory issues and challenges facing small and medium sized businesses and served as a member of South Carolina’s Small Business Regulatory Review Committee prior to taking office. This committee is charged with reviewing and supporting or challenging proposed regulations that might impact small businesses’ ability to start-up, operate effectively, or grow.

As Lt. Governor, Evette has used her professional background to serve the people and businesses of South Carolina. She has dedicated her time to highlighting S.C.’s thriving small business ecosystem and attracting new business to the Palmetto state. Evette has been a staunch promoter of innovative public-private partnerships and has worked to bring greater awareness to S.C. non-profits and the impact they have in our local communities.

Beyond business, Evette has a passion for serving others, especially the most vulnerable in our society, which has guided her focus on early childhood education and reading. In 2019, she was asked to join the sixth cohort of the Hunt-Kean Leadership Fellows Program which focuses on state education policy. Realizing that every student and individual has unique needs and goals, Evette is committed to advocating for school choice and promoting S.C.’s world-class technical college system as pathways to educational and career success. Moreover, in 2024, she launched her “Empowering Tomorrow’s Leaders” Employment Initiative to get more young people working — helping them to build critical life skills. Evette understands the importance of parental rights and building strong families. She also knows how critical it is to keep our S.C. families, communities, and the state safe. She is a staunch supporter of our military and our law enforcement. She realizes the tremendous sacrifices these brave men and women make, and the risks they take, each and every day to protect our lives and our freedoms.

In partnership with PalmettoPride, Evette created the annual Grab A Bag SC Statewide Cleanup initiative in 2019 and participated in SC7 Expedition to raise awareness for floodwater prevention and the importance of protecting South Carolina’s natural resources. She continues to be involved in both of these efforts.

She currently serves on St. Francis Foundation board of directors (affiliated with Bon Secours St. Francis Hospital). She previously served on the National Association of Professional Employer Organizations (NAPEO) board where she is an emeritus member of the state legislative committee. Evette is the granddaughter of Polish immigrants. Her parents, Jennie and Emil Gajoch, were second generation Americans who taught her the value of hard work and the importance of getting involved and giving back.

Evette holds a Bachelors of Business Administration in accounting from Cleveland State University. She and her husband David, President of QBS, attend Prince of Peace Catholic Church in Taylors and have three children, Amanda, Joseph, and Jackson. CVMSDC.ORG

Partnering with Suppliers and Communities to Build a Better World

The Impact of DEI Legislation on Suppliers and Corporations: Where We Stand and Where We’re Headed

Over the past few years, we have seen a major shift in how Diversity, Equity, and Inclusion (DEI) efforts are being viewed; not just inside companies, but across entire industries. New legislation across several states is now putting limits on how companies can use race, gender, and other identities in business programs. And for suppliers, especially small, minority-, woman-owned, and veteran- owned businesses, this changing landscape brings both challenges and opportunities.

Impact on Diverse Suppliers

At its core, DEI efforts have opened doors. Supplier diversity programs helped level the playing field by ensuring that businesses from historically marginalized communities had a fair shot at contracts that could grow their companies and fuel local economies.

Today, the reality is shifting. Some states, like South Carolina, are passing laws that make it harder to prioritize diversity in public and private procurement. Companies are feeling the pressure, and so are suppliers. Without intentional DEI programs, many small businesses risk losing the visibility and opportunities they have fought hard to earn.

In a nutshell: fewer DEI-focused programs could mean fewer contracts, slower business growth, and a wider wealth gap over time. It’s not just a political issue — it’s an economic one. Based on the CVMSDC economic impact report, for every $1 that a buyer spends with a diverse supplier, there is a $1.72 impact back into the local economy. The cascading economic impact of that $1.72 equates to $401 billion within our network. When we can help businesses thrive, we strengthen the economy. Business owners buy products, pay taxes, and hire people. As a result, small businesses pour into the economy instead of being a drain on the economy.

How Companies Are Reacting

Corporate America is at a crossroads. Some companies are doubling down on supplier diversity, using language that focuses more on “economic inclusion” or “business equity” to stay compliant with new laws while still moving the mission forward. Others are quietly scaling back, afraid of lawsuits or negative media coverage.

Here are some key trends we’re seeing:

• Reframing language: Companies are still committed but are being cautious with words like “diversity” and “equity.” You’ll hear more about “inclusion,” “market access,” and “business opportunity.”

• Shifting strategies: Instead of public pledges, some companies are embedding supplier diversity deeper into their operations, making it a standard part of doing business rather than a separate program.

• Regional approaches: Companies with a national footprint are tailoring their DEI efforts based on the laws in each state. What is promoted in California may look very different than what happens in Florida or South Carolina.

While it feels like the environment is getting tougher, it’s also sparking innovation. Forward-looking companies are finding creative, legally sound ways to continue supporting diverse suppliers, because they know it’s smart business.

The Future of Our Work

The future of supplier diversity and DEI work is going to require a more strategic, agile approach. We can’t rely on old models. Advocacy, innovation, and collaboration are going to be key.

• Suppliers must be ready. It has never been enough to just have a certification; businesses must be competitive, scalable, and able to clearly articulate their value beyond being a diverse supplier.

• Partnerships will matter more. Organizations like CVMSDC, and others that advocate for diverse businesses, will play a critical role in helping companies and suppliers navigate this new reality.

• Storytelling will be essential. We must continue to show the real-world impact that diverse suppliers have on communities, jobs, and innovation — shifting the narrative from perceived goodwill to economic imperative.

In Summary

Yes, the road ahead may feel uncertain. But history has shown us that progress rarely moves in a straight line. Supplier diversity was built on resilience, creativity, and relationships — and those strengths will carry us through this moment, too. Eventually, the pendulum will swing back to the middle.

Every connection you make, every contract you secure, and every business you grow makes a statement: DEI isn’t just good social policy. It’s good business that strengthens our economy.

Be Intentional and Courageous. DJSM

Elevating Your Brand to Grow Your Business

We all know that small businesses are the backbone of any economy, and when they are owned by minorities, they bring diversity, innovation, and fresh perspectives to the marketplace. We celebrate this fact! However, standing out in a competitive business landscape can be challenging. To thrive and succeed, minority-owned businesses (MBEs) must focus on enhancing their brand. Building a strong brand identity helps create customer loyalty, fosters trust, and opens doors to new opportunities. Here are some key factors toward “Elevating Your Brand”.

Define and Know Your Unique Value Proposition:

To enhance your brand, it is paramount to identify and communicate your unique value proposition. Meaning, what sets your business apart from others, and can you share it accurately and succinctly at a moment’s notice? Is it exceptional customer service, high-quality products, or a commitment to social responsibility? Clearly define your unique selling points and make them a central part of your brand identity. Emphasize how your business brings a fresh perspective and unique experiences to the market and highlight the benefits customers can gain from supporting your brand.

Membership in Advocacy Groups like NMSDC/CVMSDC:

Here are just a few reasons that go beyond the critically important value of certification and the credibility that it demonstrates to corporations looking for suppliers. A). Access to a Vast Network: CVMSDC provides access to an extensive network of corporations, government agencies, and other MBEs. B). Increased Business Opportunities:

Membership increases the potential for visibility and credibility in the marketplace. C). Supplier Development Programs: CVMSDC offers various supplier development programs designed to enhance the capabilities and competitiveness of MBEs. D). Educational and Networking Events: CVMSDC organizes conferences, seminars, and events that bring together MBEs, corporate representatives, and thought leaders; thereby, increasing the possibility for business-building connections.

Cultivate a Strong Online Presence:

In today’s digital age, having a robust online presence is essential for any business. Develop a professional website that reflects your brand’s personality, values, and offerings. Optimize it for search engines to increase your visibility. Leverage social media platforms to engage with your audience, share valuable content, and build a community around your brand. Actively monitor and respond to online reviews and feedback to demonstrate your commitment to customer satisfaction. By maintaining an active and engaging online presence, you can enhance brand recognition and attract new customers.

4

Foster Meaningful Partnerships:

Collaborating with like-minded organizations and individuals can significantly boost your brand’s visibility and credibility. Seek partnerships with other MBEs, local community organizations, or influential figures who align with your brand values. Joint marketing campaigns, co-hosted events, or shared resources can amplify your brand’s reach and demonstrate your commitment to the product or service you deliver. Such collaborations not only enhance your brand’s reputation but can also open doors to new business opportunities and customer bases.

5

Engage in Authentic Storytelling:

Every brand has a story, and as an MBE, you have a unique narrative to share. Authentic storytelling can create an emotional connection with your target audience, making your brand more relatable and memorable. Share the story of how your business

Conclusion:

came to be, the challenges you’ve overcome, and the impact you aspire to make. Highlight the personal journeys, experiences, and values of your team members to highlight the diverse perspectives that shape your brand. Incorporate storytelling into your marketing materials, social media posts, and customer interactions to humanize your brand and foster deeper connections.

6

Provide Exceptional Customer Experiences:

Exceptional customer experiences are at the heart of successful brands. Focus on delivering personalized, attentive, and responsive customer service. Train your staff to understand and cater to the needs of diverse customer groups. Actively seek feedback and listen to your customers’ voices, ensuring their concerns are addressed promptly. By consistently exceeding customer expectations, you build a positive reputation that drives brand loyalty and generates valuable word-of-mouth referrals.

MBEs have a wealth of untapped potential to enhance their brand and make a significant impact. By leveraging strategies such as defining their unique value proposition, becoming a member of NMSDC/ CVMSDC and fully leveraging all that the organization offers, cultivating a strong online presence, fostering meaningful partnerships, engaging in authentic storytelling, and providing exceptional customer experiences, these businesses can amplify their brand recognition and establish themselves as trusted and influential players in their respective industries. Remember, your brand is more than just a logo or a tagline— you are always “just renting a space in the mind of the consumer or your customer.” Therefore, it is the collective perception of your business in the minds of your customers that matter! Embrace the power of branding and unlock new opportunities for growth and success.

I look forward to working with each of you throughout the remainder of 2024 and in 2025 – in other words, let’s grow together!

JOAN Legend Award

Joan Robinson-Berry Recognized as the 2024–25 CVMSDC Legend Award Recipient For Her Intentional Work to Grow Supplier Diversity at Boeing and Beyond

The Carolinas-Virginia Minority Supplier Development Council (CVMSDC) is proud to recognize Joan RobinsonBerry as the 2024–25 Legend Award recipient — an honor reserved for individuals who have left a lasting impact on the world of supplier diversity and economic inclusion.

Joan’s story is one of excellence, grit, and visionary leadership. With more than 35 years of progressive experience across engineering, operations, supplier management, and program leadership, she has consistently raised the bar for what it means to lead with purpose. Throughout her career at Boeing, and even into retirement, Joan has remained focused on one key mission: opening doors and building pathways for underrepresented suppliers to grow and thrive.

A Trailblazer at Boeing and in the Industry

Joan recently retired as the Vice President and Chief Engineer for Boeing Global Services (BGS), where she led a $22 billion business unit focused on safety, technical integrity, and engineering. But her legacy goes far beyond numbers. She’s credited with bringing an intentional, equity-driven lens to the way Boeing engaged suppliers — particularly diverse suppliers — across the enterprise.

Before her role at BGS, Joan led a $6 billion global engineering and maintenance/modifications team that spanned both government and commercial product lines. Earlier, she served as the VP & GM for Boeing’s Commercial Airplanes division in South Carolina, where she was responsible for the development of a major strategy supporting 787 production and multiple innovation centers across the site.

She also made her mark as Boeing’s Chief Procurement Officer, managing an $8 billion global supply chain. It was in this role that Joan’s passion for supplier diversity became most visible. She worked closely with small and diverse suppliers, not just to check a box — but to build long-term partnerships that strengthened Boeing’s supply base and the broader economy.

A Champion for STEM, Equity, and Leadership

Throughout her career, Joan has been celebrated as one of the 50 Most Powerful Women in Corporate America and a champion for diversity in STEM. She is known not only for her technical acumen but for mentoring the next generation of engineers, innovators, and business leaders.

Her board service continues this work. She currently sits on the boards of Valmont Industries, Proterra, Unaka Company Inc., and serves on advisory boards including the City of Charleston’s Business Advisory

Board and the Cal Poly Pomona Foundation Board. Her technical knowledge, leadership perspective, and business savvy make her a sought-after voice in corporate governance and innovation.

Joan holds both a Master’s degree in Engineering Management and Business Administration and a Bachelor’s in Engineering Technology. She’s also been awarded honorary doctorates from Charleston Southern University, Allen University, and California Polytechnic – Pomona.

Intentional Impact and Lasting Legacy

What sets Joan apart is her intentionality — her ability to show up with purpose, listen with empathy, and make strategic decisions that lead to real change. Whether guiding Boeing’s multi-billion-dollar strategy or mentoring a young entrepreneur, Joan always leads with impact in mind. The CVMSDC Legend Award is a tribute to that impact — to her legacy of excellence, equity, and empowerment. Her contributions have helped build stronger businesses, more resilient supply chains, and a more inclusive economy.

As we celebrate Joan Robinson-Berry during BOC25, we recognize that legends aren’t born — they are made through decades of dedicated work, fearless leadership, and a commitment to opening doors for others.

Congratulations, Joan — your work continues to inspire generations.

“Joan helped us get in the door and she continued to support us throughout the process. She gave us a swift kick in the pants when needed and we grew because of her mentorship. She helped us and many of my peers break barriers.”

Certification Benefits of

At the core of CVMSDC’s operations is “Certification” of Minority Business Enterprises (MBEs). This certification process is widely respected by national corporations and is the model used throughout the country by various government organizations.

Certification offers minority suppliers the opportunity to connect face-to-face with many of America’s largest publicly-owned, privately-owned, and foreign-owned companies, as well as universities, hospitals, and other buying institutions.

Leveraging 50 years as an industry expert in minority-owned business enterprise enrichment, development, and impact, CVMSDC offers certified minority suppliers support from technical trainings to exclusive buyer forums and corporate procurement events.

While CVMSDC’s portfolio of certified MBEs is deep with highly qualified MBEs, there are numerous MBEs that are not yet adequately prepared to maximize their potential with prospective corporations. To that end, CVMSDC provides training, tools, and other resources that are aimed at building internal capacity and growth for these firms to be more competitive and successful.

To be eligible for certification, a Minority Business Enterprises (MBE) must be a currently functioning, for-profit enterprise; physically located in the U.S. or its trust territories, and:

is an independent business concern that is at least 51% independently owned, managed, and controlled by one or more minority group members;

demonstrates the capacity and capability to perform a line of business; and provides a commercially useful business function according to customs and practices of the industry.

For more information about the benefits of certification and how to become a certified MBE, visit CVMSDC.org
